SUBJECT: FUNDING REALLOCATI:ON FROM THE SOUTH GATE POLICE DEPARTMENT, HEATING, VENTII,ATION AND AIR UUl%ll)llRJlNliyh REPLACEMENT, CITY PROJECT N0. 667-GEN TO THE SOUTH GATE EMERGF,NCY OPERATIONS CENTER, CITY PROJECT N0. 582-ARC.
PURPOSE: To reallocate funds from the South Gate Police Department, Heating, Ventilat'on and Airconditioning (SGPD-HVAC) Replacement Project to the South Gate Emergency Operations Center (EOC) Project.
RECOMMENDED ACTION: The City Council will consider:
a. De-obligating $308,667 in Building Infrastnicture and Maintenance Funds from the EOC Renovation Project, City Project 582-ARC.
b, Reallocating $308,667 in Building Infrastucture and Maintenance Funds from the SGPD-HVAC Renovation Project, City Project 667-GEN, to the South Gate Emergency Operations Center, City Project No. 582-ARC, to fully fiind construction services.
FISCAL IMPACT: Thete is no impact to the General Fund, The proposed reallocation is $308,667 in Building Infrastructure and Maintenance Funds, The proposed budget for the EOC Project is $1,634,667, to be funded with $1,226,000 in Cal OES Grant Funds, $100,000 in AQMD Funds, and $308,667 in Building Infrastructure and Maintenance Funds.
ANALYSIS: The EOC Project received grant funding from the U.S. Department of Homeland Security/California Governor's Office of Emergency Services ("CAL OES") Grant Program, for the design and constnuction of a new Emergency Operations Center, The grant requires the City to proyide a Iocal match contribution. To satisfy this requirement, on October 14, 2025, the City Council approved the appropriation of $308,667 from the Building Infrastructure and Maintenance (BIM) Fund to fund the required local match.
However, that appropriation is no longer necessary, Staff have identified budget savings within the Fiscal Year 2025/26 Capital Improvement Program due to the South Gate Police Department HVAC Project being under budget. As a result, staff is recommending that $308,667 in available project savings be reallocated from the SGPD-HVAC Project to the EOC Project to fund the required local match, allowing the previously approved BIM Fund appropriation to be de- obligated.

BACKGROUND: The South Gate Emergency Operational Center Project was included in the Fiscal Year 2024/25 Capital Improvement Program ("CIP") to relocate the City's existing EOC from the basement of the South Gate Police Department to a new facility within the Civic Center. The project proposes repurposing a portion of the South Gate Museum into a modern Emergency Operations Center capable of supporting emergency coordination, disaster response, and continuity of government operations during major incidents and emergencies.
The proposed facility is designed to serve a dual purpose. Under normal operations, the improved space will 'function as a community room, conference room, and museum area accessible to the public. During emergency activations, the facility will transition into a fully operational EOC. As part of the project, certain museum displays within the project area will be relocated or incorporated into the redesigned space to preserve the museum character and maintain public viewing opportunities to the extent practical.
On February 25, 2025, the City Council adopted a Resolution authorizing the submission of a grant application to Cal OES to secure funding for the design and construction of the new EOC facility. Cal OES subsequently approved the application and awarded $1,226,000 in grant :tunding for the project. On October 14, 2025, the City Council approved a funding appropriation to fund the local match contribution.
On January 13, 2026, the City Council awarded a professional services agreement to Black O'Dowd and Associates, Inc. dba BOA Architecture to prepare the design and construction documents for the South Gate Emergency Operational Center, City Project No. 582-ARC. The design of the project is now underway and anticipated to be completed in November 2026.

SUBJF,CT: RESOLUTION AUTHORIZING THE APPLICATION FOR CALIFORNIA GOVERNOR5S OFFI(J OF EMF,RGENCY SERVICF,S ("CAL OE8") GRANT FUNDS FOR THE EMERGNECY OPERATION CENTER ("EOC") PROJF,CT, CITY PROJECT N0. 582-ARC
PURPOSE: Approval of the Resolution will authorize the submittal of an application for grant funding to the California Governor's Office Of Emergency Services ("Cal OES") for the Emeqai70perationCenter("EOC")Project ("Project").
RECOMMENDED ACTIONS: The City Council will consider:
a. AdoptingaResolutionauthorizingtheapplicationfortheCaliforniaGovernor'sOffice Of Emergency Services, requesting $1,226,000 in grant funds, for the Emergency Operations Center, City Project No. 582-ARC; and
b. Authorizing the City Manager, or his designee, to execute, on behalf of the City, all documents requiredto submit the application andimplement the grant.
FISCAL IMPACT: There is no itnpact to the General Fund, The grant application requests $1,226,000 to fund the Project, however, it also includes a $408,667 commitment in matching funds for a total project budget of $1,634,667. Staff is teviewing funding options for the matching funds thus as of the date of this Council Meeting a funding source(s) has not been selected.
ANALYSIS: CalOEShasallocated$l,226,000ingrantfundstofundtheconstructionofanew EOC within the City Hall grounds. To secure the Brarit funds, the Cal OES requires a Resolution from the City Council authorizing the application and use of the funds. Key points of the required Resolution include:
* The Resolution authorizes the submission of an application to apply for the Cal OES grant in the amourit of $1,226,000 and commits to a local match requirement of $408,667, for a total budget of $1,634,667.
* The City certifies that sufficient funds will be available to complete and maintain the project.
516
* The City Manager, or his designee, is authorized to handle ail project-related negotiations, including agreements and payment requests.
BACKGROUND: The South Gate Police Station, built in 1948, houses an Emergency Operations Center ("EOC") in a subterranean section of the building. This location is prone to flooding, Lacks ADA-compliant access, and faces significant counication challenges due to the thiclc concrete walls. Given that effective communication is critical for emergency response, staff tecommends relocating the EOC to ensure reliable operations during major events, The project relocates the existing EOC from the SGPD basement to a new facility at the Civic Center by repurposing a portion of the museum to meet modern EOC requirements, The section of the museum is planned to serve a dual purpose: m as-needed EOC and a Community room/Museum. Daily, the improved section will serve for conference room, community room and a Museum. However, when the EOC is activated, that will be shut down to the public and the EOC will be activated.
Some of the displays in this portion of the museum that will be improved will be relocated to the easterly side of the museum section, They will continue to be available for public viewing to the extent practical. Other displays will be integrated into the room keeping part of the Museum experience while still allotting appropriate space for the EOC needs.
As a note, the originally proposed relocation was to 8640 California Avenue (South Gate Courthouse). However, that presented significant challenges, including asbestos removal, seisrnic retrofitting to comply with the 2024 Building Code, and insufficient staff parking. The Civic Center location avoids these issues, making it a more suitable choice for the new EOC.
The proposed budget is $1,634,667. Work includes, but is not limited to, upgrading electrical and mechanical systems for proper heating and air conditioning, a backup generator, equipping the space with televisions, tables, computers, desks, radios, and cell phones to support emergency operations. The proposed budget will be expended as summarized below.

CITY COUNCIL
AGENJDA JE3NLL
For the Regular Meeting of: June 9, 2026
Originating Department: Public Works
DepartmerxtHead: cArtttrc Cet-tii(3(te';
a@ Manager:
'ipl)%its-o(jci(..
Arturo Cevarxtes Rob Houston
SUBJH,CT: AUTHORIZATION TO INCREASE BLANI(ET PURCHASF, ORDER FOR
ASPHALT MATERIALS PURCHASE,S
PURPOSE: To increase the Blanket Purchase Order authority for agphalt materials to allow paytnent of outstanding invoices.
RECOI!IMENDED ACTION: The City Council will consider appro'ving a $10,805 increase to the Blanket Purchase Order for asphalt materials to cover current expenditures and outstanding invoices.
FISCAL IMPACT: There is no impact to !he General Fund. The proposed inpease to the Blanket Purchase Order for asphalt materials is $10,805, and it is funded with Gas Tax and Water Funds budgeted in the Fiscal Year 2025/26 Public Works Operating Budget.
ANALYSIS: The Public Works Department is responsible for maintaining the City's roadway pavement, which requires the year-round purchase of asphalt materials for routine maintenance activities such as pothole repairs and sl6n patching. The current Blanket Purchase Order (BPO) for asphalt materials has exhausted its authorized funding amount of $46,000 and currently reflects a negative balance of $301. In addition, outstanding invoices totaling $10,504 remain unpaid, resulting in a total funding shortfaU of $10,805.
Accordingly, it is necessary to increase the BPO authority to a total amount of $56,805. Under the City's procurement guidelines, staff may administratively increase a BPO up to $49,999; however, the revised atnount exceeds that threshold and therefore requires City Council approval. Approval of this request will allow staff to process the outstanding invoices and continue essential street maintenance operations.
The increase in expenditures beyond the annual $46,000 budget is primarily attributed to rising asphalt material costs. Asphalt is a petroleum-based product, and recent increases in oil prices have directly impacted asphalt pricing and overan street maintenance material costs.
I
520
BACKGRO{JND: The Public Works Department routinely utilizes Blanket Purchase Orders (BPOs) to procure asphalt materials needed to support daily street maintenance operations throughout the City. These materials are regularly used for pothole repairs, pavement restoration, utility trench repairs, emergency roadway repairs, and other routine maintenance activities necessary to maintain safe and functional roadway conditions for the public.
Over the past year, expenditures under the current asphalt materials BPO increased at a faster pace than originally anticipated due to a combination of higher material usage demands and escalating asphalt prices. Asphalt is a petroleum-based product, and fluctuations in oil prices have significantly increased the cost of asphalt materials and related roadway maintenance supplies citywide.
As a result, the current BPO exceeded its authorized funding limit. To prevent additional overages, Public Works staff directed field crews to discontinue use of the existing BPO and transition purchases to an alternate asphalt materials BPO with Blue Diamond. This temporary measure has allowed the Department to maintain continuity of critical street maintenance operations while staff process the necessary purchasing adjustments.
Maintaining adequate funding authority for asphalt material purchases is essential to ensure the uninternupted delivery of roadway maintenance services, timely repair of deteriorated pavement conditions, and continued protection of public safety. Approval of the requested increase will allow the City to process outstanding vendor invoices, restore sufficient purchasing authority, and continue routine street maintenance operations in compliance with City procurement requirements.
