2.1, Municipal NPDES Program Management Services
Tables 5 to 11 list the services listed in page 3 of the RFP and include information that describe the understanding and approach the Project Team will use to meet the contract requirements.

Table 5. Administration Tasks
# Description
A.1 Keep City staff informed of the various State and Regional Permit mandates, regulations and initiatives. Provide a written report to City staff on the discussion topics, critical dates, action items and recommendations on a quarterly basis.

Approach: We (JLHA) provide this service to over 30 clients in LA County. (Since elements of the reports will apply to multiple clients, the City may expect a reduced cost due to the economy of scale.) We understand that our clients prefer reports that are clear, concise, and focused on action items and key points. In addition to written reports, we can provide this service through in-person meetings, video conferences, phone calls, emails, and texting.

A.2 Conduct a program review and develop recommendations that can be used to help determine annual and long-term effectiveness of the storm water program.

Approach: We have prepared and continue to conduct stormwater program reviews based on the 2021 MS4 NPDES Permit to over 20 of our LA County clients. We develop our recommendations with an understanding of which program elements are foundational and how smaller cities effedively implement program elements. In addition to recommendations, we can develop program forms, training material, and SOPs.

A.3 Meet quarterly or as required with City staff to review progress in performing required tasks involved with MS4 permit compliance and Watershed Management Plan (WMP) and Coordinated Integrated Monitoring Program (CIMP) implementation.

Approach: We provide this service to over 30 clients in LA County. We also understand the requirements for WMP and CIMP implementation as we served as the lead consultant for the development of the WMPs for the LLAR, LSGR, Nearshore, and Peninsula Cities WMGs.

This included oversight ofthe development of CIMPs. We currently serve as the consultant team lead for the Nearshore, LLAR, LSGR, and Peninsula Cities WMGs. For more information, see the responses to A.1 and A.2.

Annually hold NPDES Permit compliance training for all City staff for whom training is required.

Page5

We will 1) provide knowledgeable personnel to the conduct the training at a time suitable to staff, 2) focus on essential program elements, 3) emphasize the internal work flow process and staff responsibilities, 4) hold a Q&A, and 5) provide slide presentations, key program forms, templates, and documentation. This includes access to an online, self-guided training site that stores training documents. We can also provide in-depth staff training on any component of the MS4 NPDES program.

A.5 Maintain up-to-date NPDES Program files with MS4 permit related documents as necessary.

Approach: We provide this service to over 30 clients in LA County. We can update folders and documents in aamanner preferable to the City. This may include providing City access to our online database management and file sharing applications.

A.6 Develop and provide Public Education and Outreach materials for distribution.

Approach: We provide this service to over 25 clients in LA County. Through this work we prepared multi-lingual materials and content that address the pollution prevention topics listed in the MS4 Permit. The types of materials and content provided include but are not limited to brochures, posters, articles, social media posts, websites, 3D models, children's booklets, and labeled tote bags and doggy bag dispensers. We can modify our existing materials for City distribution, or we can develop new materials at the request of the City.

A.7 Review, edit, update, and/or assist with the development relevant ordinances or other regulatory mechanisms to maintain adequate legal authority to meet the requirements of the Permit.

Approach: To address new requirements in Parts III.A and VIII.F of the 2021 MS4 Permit, we are currently in the process of updating relevant ordinances to over 20 cities in LA County. We can aSSiSt with the development of updated ordinance language.

4.8 Implement and maintain effective enforcement program per the MS4 permit and recommend changes to improve the enforcement program.

Approach: We assist with MS4 Permit enforcement services to over 20 cities in LA County and through this experience we have identified methods to improve program efficacy. We also will review the enforcement program with City staff that oversees enforcement of Municipal Code Chapter 6.67 and compare it against the requirements of MS4 Permit Part VIII.B (the progressive enforcement procedures). This comparison will serve as the basis for any recommended changes.

Prepare, with input from the City, the Los Angeles County MS4 Permit Annual Report for submittal to the Regional Water Board by December 15th of each year.

Through the separate Lower LA River CIMP MOA/MOU, Kinnetic Environmental, Inc. (formerly Kinnetic Laboratories, Inc.) will aSSist with the monitoring element of the semi-annual reports.

4.10 Develop recommendations, policies and procedures to achieve compliance with Trash and Bacteria TMDLs.

Approach: In addition to recommendations and policies, our procedures may include assisting in identifying and funding infrastructure projects, assisting with requests for Time Schedule Orders (TSOs) and TMDL extensions, supporting scientific studies, and coordinating activities with local Permittees, the LA Water Board, and other stakeholders.

A.11 Verify and/or aSSiSt City with compliance plans to minimize stormwater pollution impacts from City-owned or operated facilities and activities.

Approach: We provide this service to over 20 clients in LA County. We will assess compliance with MS4 Permit Part VIII.H, which addresses the BMP standards for city- owned or operated facilities. We will then develop site-specific BMP plans as-needed and work with city staff to ensure implementation.

A.12 Update an inventory and map of all Permittee-owned or operated facilities are up to compliance in Microsoft Excel format.

Approach: We have developed a GIS-based mobile application for this task and will populate it with city-owned or operated facilities and their associated activity specific BMPs.

A.13 Verify that implemented activity specific BMPs such as catch basin cleaning, open channel maintenance, street sweeping, and appropriate pesticide applications are up to current compliance standards.

Approach: See the response to Task A.11.

A.14 ASSiSt City in identifying potential funding opportunities and assist the City in applying for stormwater-related grants. City will require a scope of work and a fee proposal for preparing grant applications as the grant opportunities are identified. ' Approach: We regularly assist cities and watershed groups with stormwater funding, including identifying projects and assisting with applications for the SCWP, Prop 1, Prop 68, Prop 84, and OCTA M2. We will inform the City of funding opportunities and assist as needed with funding applications.

4.15 Provide quarterly updates on the status of the stormwater program and compliance.

Approach: We provide this service to over 30 clients in LA County and Orange County.

During facility inspections, we will 1) assess the effectiveness of facility BMPs following MS4 Permit Table 6, 2) verify IGP enrollment if applicable, 3) when deficiencies are noted, require corrective actions and set up a follow-up inspection date, 4) complete an inspection form, and 5) provide educational materials. The 2021 MS4 Permit requires industrial/commercial facilities be inspected every two years and so we will follow this inspection frequency.

B.2
Verify proper implementation of Best Management Practices at industrial/commercial facilities to ensure NPDES compliance to reduce the contribution of pollutants to the MS4 from industrial/commercial activities per the most current MS4 permit.

Approach: See the response to Task B.1.

B.3
Distribute appropriate Best Management Practices information handouts to facilities (e.g. CASQA manual) during inspections.

Approach: See the response to Task B.1. We can provide CASQA BMP fact sheets and/or our own BMP handouts that we have developed for certain critical source business sectors.

B.4 Conduct follow-up inspections as required by the MS4 Permit.

Approach: Follow-up activities will follow the MS4 Permit progressive enforcement procedures. For egregious or repeated cases of non-compliance, we will prepare enforcement notices. If noncompliance persists, JLHA will work with City enforcement staff to resolve the issue.

SUBJECI': AGREEMF,NT WITH THE SOUTH GATE CHAMBER OF COMMERCE FOR

PROMOTION OF COMMUNITY ACTIVITIES
PURPOSF,: The proposed Agreement will provide financial assistance to the South Gate Chamber of Cornrnerce ("Chamber") to advertise and ptomote the residential, commercial, and industrial advantages of the City, and the benefits of living in or locating business or industry within the City of South Gate during Fiscal Year 2026/27.

RECOMMENDED ACTIONS: The City Council will consider:
a. Approving an Agreement with the South Gate Chamber of Commerce for promotion of community activities in Fiscal Year 2026/27 in the amount not to exceed $25,000; and b. AuthorizingtheMayortoexecutetheAgreementinafotmacceptabletotheCityAttorney, FISCAL IMPACT: If approved, funds in the amount of $25,000 will be included in the Fiscal Year 2026/27 Budget in Account Number 100-120-12-6308 (General Fund - City Manager Administration - Civic Engagement).

ANALYSIS: The approval ofthe proposed Agteement will enable the Chamber to continue advertising and promotin;g activities that support the goals of encouraging economic development and workforce development, as well as improving communications and civic engagement in the City of South Gate.

BACKGROUND: Over the past several years, the City has contracted on ayearly basis withthe Chamber to undertake business promotion activities. Currently, the Chamber is requesting funding from the City in an amount not to exceed $25,000 for Fiscal Year 2026/27 to continue providing services to the South Gate residents and business community. Due to budget constraints, this funding request is for half the amount the City provided in previous fiscal years, The payment schedule shall consist of two installtnents during the fiscal year. The first installment will require a Financial Statement, and the second installment will request the Petormance Summary prior to receiving payment. 1 157
Continued Activities and Services
Using the requested funding, the Chamber will continue to disseminate information to the public about the benefits of locating a business in the City; serve as an informational bureau; maintain an office within the City which is accessible to the public; publicize City-sponsored activities and functions; advertise and promote the commercial expansion and development of the City; and work with the City, County, and other public and private agencies to obtain appropriate information and services for prospective businesses. Furthermore, the Agreement includes partnering with civic groups to collaboratively host a "speaker series" event each year for local businesses and conducting ribbon- cutting ceremonies for new South Gate businesses.

The Chamber will also continue to host the Mayor's State of the City Address, the Career Workforce Development Expo, and the Southeast Los Angeles County Business Expo, to name a few. The City is unable to support the Children's Christmas Lane Parade this year due to the $90,000 internal cost in Public Works and Police Department services to close the streets and maintain security.

The proposed Agreement will continue to include the same performance measurement as the previous agreement, whereby the Chamber will work to increase its membership by at least 15% each year.

Tax-Exempt Status
The tax-exempt status of the Chamber has been confirmed by the Franchise Tax Board and California Secretary of State.
