The suspects, a male and two females, robbed a vendor near the Elizabeth Bakery parking lot and then drove away in a dark green Ford Explorer. A SGPD drone was utilized to assist officers in canvassing the area for the robbery suspects but was met with negative results.

On January 30, 2025, officers located a stolen vehicle in the area of Southern Ave and State St.

The driver noticed the patrol car following and abruptly pulled into a driveway on Madison Ave and Missouri Ave. Three occupants fled on foot and officers gave chase. A SGPD drone was deployed to support the search for the suspects which resulted in all suspects being apprehended.

A discarded handgun was also recovered.

Upon arrival, a SGPD drone was deployed to check the interior of building prior to officers entering. ATT ACHMENT A
On February 2, 2025, officers responded to the 8200 block of Long Beach Blvd reference a vandalism in progress. Prior to officers arrival, the suspect le'tt on foot and entered the rear yard of 2456 Cole Ave and then climbed onto the roof of a nearby residence. A SGPD drone was deployed to maintain visual of the suspect who later climbed off the roof and was taken into custody.

On March 8, 2025, officers responded to the 8900 block of Elizabeth Ave regarding a report of four males waving firearms from a black Honda Accord. The vehicle left the scene and was later located traveling south on Garfield Ave from Firestone Blvd. Officers followed the vehicle East on Stewart and Gray Rd to Paramount Blvd. A high-risk stop was conducted on the vehicle. The rear passenger refused to comply with the officer's commands and would at times turn back toward the officers or lower his arms. Based on the totality of the circumstances, coupled with the immediate danger to the public, officers deployed a less than lethal 40mm rubber impact round, striking the suspect behind his left leg. The suspect fell to the ground and was taken into custody by officers without further incident.

On April 6, 2025, an armed robbery occurred in the area of Wood Ave and Atlantic Ave. The suspect brandished the grip of a handgun in his waistband and removed a gold chain from the victim. A SGPD drone was deployed to search the area. The suspect was located hiding in a nearby residential garage and taken into custody. The suspect was positively identified as the robbery suspect and placed under arrest.

On April 16, 2025, LAJ'D filed a 288 PC case involving a suspect connected to CSAM and sexual abuse allegations. During the investigation, SGPD narcotics detectives assisted and obtained drone footage of a possible residence. Detectives later executed a search warrant, and the suspect was booked for continuous Sexual Abuse of a Child and possession of CSAM.

On May 14, 2025, officers responded to Tweedy Blvd and Alexander Ave regarding a male subject wearing a tactical vest armed with a rifle. As officers began setting up around the location, a SGPD drone was deployed to maintain visual of the suspect. Based on the intelligence gained from the drone, officers were able to tactically approach the suspect and detain him without incident. It was later determined the rifle was a pellet gun.

On July 17, 2025, officers responded to the area of the LA Riverbed and Firestone Blvd after receiving reports of a male carrying a rifle in the riverbed. A SGPD drone was deployed to assist officers in canvassing the area and nearby encampments. Officers checked several encampments and contacted several subjects but did not locate anyone in possession of a rifle.

On September 13, 2025, SGPD dispatch received a call of suspicious subjects possibly attempting a "smash and grab" at Daniel's Jewelers located at Azalea Center. The R/P advised that a group of subjects wearing black hoodies and masks with bags and bats attempted to enterthe business which was still closed. The subjects were last seen walking southbound Burke Ave. A SGPD drone was deployed to assist officers canvassing the area. Officers located four subjects matching the suspect description at South Gate Park Sports Center. When officers attempted to detain the subjects, one of the subjects discarded a loaded semi-auto handgun. During the investigation, officers found the 4 11

subjects in possession of plastic garbage bags and rubber gloves. The subjects were all placed under arrest for attempted robbery.

On November 12, 2025, officers responded to Family Dollar at 9507 Long Beach Blvd. for a burglary alarm. A containrnent was established, and with assistance from a drone operator from Downey PD, officers confirmed a roof burglary. K-9 Jefe later located the suspect behind a fagade on the roof, and the suspect was arrested for several charges.

On December 12, 2025, patrol officers located a stolen vehicle occupied by two subjects traveling through the City of South Gate. Officers attempted to initiate a traffic stop; however, the vehicle began driving erratically and failed to yield. Due to safety concerns, officers quickly canceled the pursuit and discontinued following the vehicle. A short time later, a patrol officer located the stolen vehicle abandoned near Duane Way and Elizabeth Avenue. One subject fled from the vehicle on foot and was quickly apprehended by officers. Based on information obtained from the detained suspect and witnesses at the scene, officers established a containrnent for a second suspect who was last seen running north through the residential properties. A SGPD drone was deployed to assist officers searching the area. Officers eventually located the suspect hiding in a residential yard. This design utilizes four (4) stabilizing tails. The 12- Gauge Drag StabilizedTM Round utilizes smokeless powder as the propellant. The 12-Gauge Drag StabilizedTM Round has secured its place as the Law Enforcement Communities' number one choice for Specialty Impact Munitions to be used as a dynamic, high energy, single target round for incapacitation or the distraction of a non- compliant, aggressive subject. It has been successfully used against a broad range of individuals from fleeing subjects to "suicide by cop" situations. The 12-Gauge Drag StabilizedTM Round is intended to be direct fired. The operator should be adequately trained in the use of Less Lethal Impact Munitions and have a thorough understanding of the round and considerations for selecting shot placement such as level of threat, target distance, size, and clothing. It is recommended that these rounds should only be used in a cylinder bore shotgun with no choke. The 12-Gauge Drag StabilizedTM Round proves most successful in incapacitation when used within its effective range of approximately 20 to 50 feet. These ranges offer the necessary energy and accuracy to target the large muscle groups of the buttocks, thigh and even the knees of the subject. These areas provide sufficient pain stimulus and affect the mobility of the subject while significantly minimizing serious or life-threatening injuries. Statistics show that subjects are rarely incapacitated after only one deployment. Most encounters require two to three shots placed on the subject. It is extremely critical to deploy an accurate round, such as the 12-Gauge DS, in order to place these multiple shots in areas where pain might be maximized, while serious injuries are minimized. It is the need for accuracy that led to the deployment of the drag stabilized design. The Copyrigm Lexipol, LLC 2022/01/12, All Rights Reserved.

Upon impacting the barrier, the nose cone ruptures and instantaneously delivers a small chemical payload inside of a structure or vehicle. In a tactical deployment situation, the FenetO 40mm is primarily used to dislodge barricaded subjects from very small, confined areas. Its purpose is to minimize the risks to all parties through pain compliance, temporary discomfort and/or incapacitation of potentially violent or dangerous subjects. The Ferret040mm Round is available with either liquid or powder carriers for the agent. Once delivered, powder carriers tend to keep the agent airbome longerthan liquid carriers and may have more effect. Liquid carriers contain red dyeto aid in shot placement. Shot placement and trajectory considerations should be based on hardness of the barrier. However, accuracy is dependent on the operator and the condition of the launcher. Velocity and barricade penetration results will vary between launchers, temperature conditioning and impact angle.

Purpose: The purpose ofthe 40mm launcher and its munitions is to limit the escalation of conflict where employment of lethal force is prohibited or undesirable. Snuations for use of the less lethal weapon systems may include, but are not limited to:
o Self-destructive, dangerous and/or combative individuals.

It is extremely critical to deploy an accurate round, such as the 12-Gauge DS, in order to place these multiple shots in areas where pain might be maximized, while serious injuries are minimized. It is the need for accuracy that led to the deployment of the drag stabilized design. SUBJECT: ORDINANCJ GRANTING A FRANCHISE AGREEMENT TO

TORRANCJ PIPEIJNE COMPANY, LLC
PURPOSE: This agenda item is continued from ffie City Council meeting of June 9, 2026. The City regulates utility companies with facilities locajed within the public right-of-way tmough franchise agreements. On April 14, 2026, the City Council adopted Resolution No. 2026-13-CC declat'rig its intention to gtant a franchise to Torrance Pipeline Company, LLC (TPC) for the continued operation of its existing oil transmission pipeline within the City's public right-of- way. Ordinance No. 2026-05-CC was introduced during the City Council Meeting of May 12, 2026. Adoption of Ordinance No, 2026-05-CC is the last action required by the City Council to renew the Franchise Agreement,
RECOMMENDED ACTIONS: Waive the readirig in full and adopt Ordinance No. 2026-05- CC granting a five-year franchise to Torrance Pipeline Company, LLC, with an automatic five- year extension unless the City provides notice of termination, for the use, maintenance, repair, and replacement of one existing pipeline beneath designated public streets together with related appurtenances for the transmission and distribution of oil and oil products.

FISCAL IM'PACT: There is no impact to the Gerieral Fund. If the City Counci! adopts the Ordinance granting the franchise, Torrance Pipeline Company, LLC (TPC) will pay the City a one-time granting fee and ongoing annual franchise fees, Staff recommend a five-year flat fee stnacture based on the cumulative Consumer Price Index for All Urban Consumers (CPI-U) over the prior five years, with adjustments every five years, Beginning in Year 6, the annual fee will be recalculated using the cutnulative CPI-U from Years 1 through 5 and then remain fixed tbrougli Year 10.

Annual Fees Granting Fee Total
Year I $38,797 $13,849 $52,646
Year 2 to 5 $155,188 $0 $155,188
'Year 6 to 10 $203,685 $0 $203,685
Total $397,670 $13,849 $411,519
*For the purposes of this report, the CPI ims.aease is estimated at 5%; however, the actual CPI will be applied. 1 53
The granting fee is consistent with South Gate Municipal Code Title 13, Division 1, Chapter

13.10, Section 13.10.010 (Rates - General). The annual franchise fee is established in compliance with California Public Utilities Code Section 6231.5(e)(2) for non-publicly owned utility pipelines. This statute authorizes an annual franchise fee either (Alt No. 1) in an amount agreed upon by the applicant and the municipality, or (Alt No. 2) in an amount calculated using the statutory diameter-and-length formula. Considering CPI-U inflation and the City's ongoing administrative and public right-of-way oversight responsibilities associated with the pipeline, the proposed fees were selected under Alt No. 1.

NOTICING PROCEDURE: A Notice of Public Hearing was duly published in The Press, a newspaper of general circulation, on April 23, 2026.

ANALYSIS: On October 25, 2022, the City Council adopted Ordinance No. 2022-09-CC granting Torrance Pipeline Company, LLC (TPC) a Franchise Agreement to maintain and operate Pipeline No. M-145. Ordinance No. 2022-09-CC expires on September 13, 2026. The proposed Franchise Agreement would renew the authorization for a 5-year term beginning September 13, 2026, through September 13, 2031. The Franchise Agreement currently includes a provision stating that the term will automatically renew for an additional five (5) years unless the City provides written notice of termination at least sixty (60) days prior to the expiration date.

The proposed Franchise Agreement is substantially the same as the current agreement, except for the effective period, term, and fees. Key provisions include:

The Pipeline is located within 500 feet of the East Los Angeles Community College expansion project, Southeast High School, and Simon Rodia Continuation School. The Franchise Agreement requires TPC to operate the Pipeline in accordance with Government Code Section 51010, under which the California State Fire Marshal has exclusive safety regulatory and enforcement authority over hazardous liquid pipelines. The State Fire Marshal is authorized to implement the federal Hazardous Liquid Pipeline Safety Act (49 U.S.C. Sec. 2001 et seq.) and related federal pipeline safety regulations as needed to maintain annual federal certification.

Accordingly, the Pipeline must be used, operated, repaired, and modified in compliance with safety regulations established by the California State Fire Marshal and, as applicable, the fire authority having jurisdiction, consistent with Chapter 13.14 (Special Provisions for Oil Pipelines), Division 1 (Oil, Gas and Water Pipelines), Title 13 (Francises) of the South Gate Municipal Code. The State Fire Marshal is also required to conduct annual inspections of the Pipeline to veri:[y compliance, and TPC must submit certified test results pursuant to the Pipeline Safety Act of 1981.

BACKGROUND: On April 14, 2026, the City Council adopted Resolution No. 2026-13-CC declaring the City's intention to grant a franchise to Torrance Pipeline Company, LLC, a Delaware limited liability company, for the continued operation of an existing oil transmission pipeline within the City. Introduction of the proposed Ordinance is the second of three required City Council actions necessary to grant the Franchise Agreement.

Pipeline No. M-145 transports refined oil products from the Torrance Refinery to the Vernon Terminal through the City of South Gate. Within the City, the pipeline is located beneath Santa Fe Avenue from Independence Avenue to Southern Avenue, Southern Avenue from Santa Fe Avenue to Alameda Street, and Alameda Street from Southern Avenue to Seminole Avenue, forming one continuous pipeline alignment.

The proposed schedule for issuance of the Franchise Agreement is as follows:

1. April 14, 2026 - The City Council adopted Resolution No. 2026-13-CC declaring the City's intention to grant a franchise agreement to TPC.

2. May 12, 2026 - The City Council conducted the required public hearing and introduced Ordinance No. granting the franchise to TPC.

3. May 26, 2026 - City Council considered the ordinance for adoption; however, based on public comments and Council direction, the item was continued to allow for further review and additional information before final action.

4. July 14, 2026 - City Council will consider adopting the Ordinance granting the franchise to TPC, along with any updated terms and supporting information included in the staff report.

TPC has requested renewal of the franchise for Pipeline No. M-145 (Ordinance No. 2329).

Approval is recommended for the following reasons:
3 55
* Granting the franchise provides the City with enforceable rights and requires TPC to perform specific obligations for the benefit of the City under Article 4 (Public Utilities Code Sections 6291 through 6302) of the Franchise Act of 1937, including:
o The City's right to terminate the franchise and/or pursue legal remedies if TPC fails to perform its obligations.
o Compliance with City ordinances and policies governing the location, use, and maintenance of the pipeline and appurtenances
o Compensation to the City for repairs to public property made necessary by TPC's operations.
o Indemnification and defense of the City against claims and damages arising from TPC's operations.
o Removal and relocation of the pipeline, at TPC's expense, when required due to changes in grade, alignment, or width of public streets. o Notice to the City of any sale, transfer, assignment, or lease of the franchise or rights granted iu'ider it.
o Posting of financial security (e.g., corporate surety bond or equivalent) available to the City as liquidated damages if TPC fails to meet franchise requirements.

The Franchise Agreement requires TPC to submit annual reports confirming that operation and maintenance of the pipeline comply with applicable federal and state law.

In a letter dated February 10, 2026, the Department of Forestry and Fire Protection, Office of the State Fire Marshal (OSFM), Pipeline Safety Division, confirmed that TPC has maintained and operated Pipeline No. M-145 (OSFM PLID #0205) in compliance with applicable laws and regulations. The letter notes that OSFM identified company- level program deficiencies in July 2023 related to written procedures under 49 C.F.R. §195.452 and integrity management requirements, and that amended procedures were reviewed by OSFM. Importantly, no violations were identified for PLID #0205 at the time of inspection, and OSFM records indicate the M-145 line was last internally inspected on August 20, 2024.
* If approved, the franchise will provide a one-time granting fee and ongoing annual fees to the City.

Compliance with CEQA: Pipeline No. M-145 is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301 of the CEQA Guidelines (Existing Facilities). This exemption applies because the proposed action involves the continued operation of an existing pipeline franchise with negligible or no expansion of the existing use.

Consequently, by granting this Franchise or by approving any excavation permit requested by Grantee, the City does not warrant the accuracy of information supplied to the Grantee by the City regarding the location or existence of other facilities. Nothing herein shall be deemed to make the City, or any officer, agent or employee of the City, responsible or liable to the Grantee or to any other person by virtue of the City's approval of excavation permits and/or plans, regardless of whether any information is supplied by the City to the Grantee pertaining to the location of existing pipes, facilities or other improvements on, in or under any Street or other public property.

B) Grantee shall keep and preserve, within the County of Los Angeles for a period of ten (10) years, subsequent to the date of the most recent franchise fee determination as ascertained by an audit made by the City or on its behalf, all the records necessary to determine the amount of such franchise fee.

C) The Franchise shall automatically terminate if another governmental entity acquires by eminent domain the Streets beneath which the Pipelines and Appurtenances are located.

D) In the event of noncompliance by Grantee with any of the conditions hereof, the City may, in addition to all other remedies provided for herein, bring suit for the forfeiture or termination of this Franchise.

The Department of Forestry and Fire Protection (CAL FIRE) - Office of the State Fire Marshal (OSFM) confirms that Torrance Pipeline Company, LLC is in compliance with the Federal and State laws and regulations regarding the operations and maintenance of the below referenced pipeline in the City of South Gate.

Torrance Pipeline Company, LLC (TPLC) operates the M-145 line (OSFM PLID #0205) within the City of South Gate. The TPLC's M-145 line flows from Torrance meter station to Torrance Vernon Terminal with a connection to Kinder Morgan Watson Station. The M-145 line (OSFM PLID #0205) consists of 12.75" in diameter and is 18.26 miles in total length. TPLC is required to maintain and inspect the above referenced pipeline pursuant to the California Pipeline Safety Act and the u.s. Department of Transportation Code of Federal Regulations. CAL FIRE - Office of the State Fire Marshal (OSFM), Pipeline Safety Division completed several inspections of OSFM PLID #0205 between October 2021 and February 2026 and identified the following violation of state or federal laws and regulations at the company level in July 2023:
* PBF's IMP Manual did not establish an adequate written EFRD procedure in accordance with 49 C.F.R. §195.452(i)(4) as required by §195.452(f)(6). An amended procedure was reviewed by the OSFM.
@ PBF's IMP Manual did not establish an adequate written procedure for risk analysis criteria in accordance with 49 C.F.R. §195.452(i)(2) as required by §195.452(f)(6).

An amended procedure was reviewed by OSFM.

Additionally, the following items of concern were identified at the company level in July 2023:
* PBF's Section 5.5.1.3 of its Integrity Management Program (IMP) Plan requires Consultant/Contractors to be Level Ill certified per ASNT ILI-PQ-201 0. for PBF reviewed the last assessment results of its Torrance-S\/VT 2 and the record indicates that he does not have Level Ill Certification. * PBF performed an in-line inspection (ILI) of its Torrance-S\/VT 2 on 12/09/2021 and received the final report from the ILI vendor on 2/09/2022, which is 62 days from the date of assessment. It is our understanding that PBF declared the date of discovery on 6/07/2022, which is 180 days from the date of assessment. * PBF conducted annual pipeline risk evaluation/implementation on 8/02/2022. PBF should have updated the risk analysis for the Grapevine to Lebec pipeline segment to include the newly identified threat, which is stress corrosion cracking (SCC), and calculated the new risk score of the subject line because the Grapevine to Lebec pipeline segment experienced a release on 1 1/1 9/2020.

No violations were identified on OSFM PLID #0205 at the time of inspection.

State and federal pipeline regulations require each pipeline operator to continually assess the pipeline integrity at established time intervals. The OSFM records indicate that TPLC's M-145 line (OSFM PLID #0205) was last internally inspected on August 20, 2024.

If you have any questions regarding inspections of this operator, please do not hesitate to contact the OSFM, Pipeline Safety Division at (562) 497-0350.

Sincerely,

JAMES HOSLER

ANALYSIS: In2023,,theP1anningDivisionrninisteriallyapprovedFinalParcelMapNo.84195 for the property located at 3001 Glenwood Place, which consists of an existing 6,000-square-foot parcel. The subdivision is necessary to facilitate the proposed residential development by dividing the property into two separate parcels: Parcel 1, consisting of approximately 3,250 square feet, and Patcel 2, consisting of approximately 2,750 square feet. The approved development includes two newresidential structures containing atotal of f'ourresidential units, designed as two stacked, two- story single-family dwellings served by a shared subterranean garage, The Planning Division's ministerial approval was granted in accordance with the provisions of Senate Bill 9 (SB 9) and is exempt from review under the California Environmental Quality Act (CEQA), Following tbis approval, Final Parcel MapNo. 84195 was prepgedto formally subdivide the property in accordance with the approved project, The Department of Public Works has reviewed Final Parcel Map No. 84195 and determined that it conforms to all applicable requirements of the Subdivision Map Act and complies with State law. With all required reviews now complete, City Council approval of the Final Parcel Map is the final step required to complete the subdivision process.

I
71 BACKGROUND: The site at 3001 Glenwood Place is currently developed with a single-family residence. The property owner subsequently submitted an application to subdivide the existing 6,000-square-foot lot into two parcels to accommodate a new residential development consisting of two stacked, two-story single-family dwellings with a total of four residential units, served by a shared subterranean garage.

The proposed development is permitted under the property's current zoning designation, which allows multifamily residential uses, and is consistent with the City's General Plan, which encourages higher-density residential development in this area.

To facilitate the subdivision, the Department of Public Works required the preparation of a parcel map in accordance with the provisions of the Subdivision Map Act. Final Parcel Map No. 84195 has been prepared and reviewed by the Department 'and has been found to comply with all applicable requirements of the Subdivision Map Act and state law. The map is therefore ready for City Council approval, which will complete the subdivision process and ensure compliance with all applicable legal and regulatory requirements.

On June 9, 2026, the City Council approved the Fiscal Year 2026/27 Adopted Budget, which includes the reorganization of the Human Resources Department. Due to the large budget gap, all City departments must make significant cuts to their budgets. Specifically, as part of the Human Resources Department cut of more than $265,000 from its annual budget, the Risk Manager position was eliminated, and the Risk Management Office Specialist positions was reclassified to a Human Resources Associate position. As a result, staff seek approval to remove the positions of Risk Manager and Risk Management Office Specialist from the Consolidated Salary Schedule and add the position of Human Resources Associate to the Consolidated Salary Schedule to be in compliance with the City Council's adopted budget.

City staff met with the Municipal Employees' Association (MEA) regarding the duties, responsibilities, minimum qualifications, and salary for the position of Human Resources Associate, which MEA approved on June 9, 2026. The salary range for the Human Resources Associate shall be placed at Grade 527, with a current monthly salary range of $5,196 to $6,316.

SERVICES OF THE NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTF,M

PROGRAM FOR ONF, YF,AR
PURPOSE: To approve Amendment No. 2 to Contract No. 2022-63-CC with John L, Hunter and Associates, Inc, extending the contract term by one year to continue specialized management services of the National Pollutant Discharge Elimination System ("NPDES") Program, RECOMMENDED ACTIONS: The City Council will consider:
a, Approving Amendment No, 2 to Contract No. 2022-63-CC with John L, Huntet and Associates, Inc. to extend the contract term one year to continue specialized management services of the NPDES Program, in m amount not to exceed $111,643; and b. Authorizing the Mayor to execute Amendment No. 2 in a form acceptable to the City Attorney,
:FISCAL IMPACT: There is no fiscal impact to the General Fund. Amendment No. 2 is in the mnount of $111,643, and it will be funded with Measure W Funds. The total aggregate contract amounts inclusive of the Agreement; AmendmentNo. I and AmendmentNo. 2 is $557,441. The service hourly rate schedule wiil remain unchanged.

ANALYSIS: Under Contract No. 2022-63-CC, John L, Hunter and Associates, Inc. (JHA) provides specialized stormwater management services to support the City's management of and compliance with the NPDES Permit Program. These services include regulatory compliance suppejt't, permit reporting, program administration, and implementation oversight related to the City's Watershed Management Plan,
The current contract term expired on June 30, 2026, and may be extended for one additional year in accordance with the contract provisions. Staff is recommending approvaI of the final one-year contract extension in an amount not to exceed $111,643.

The NPDES Program is Mghly techriical and involves complex regulatory requirements, ongoing reporting obligations, and strict compliance standards. Failure to comply withpermittequirements I
81 would expose the City to regulatory violations, fines, and penalties. As such, continued access to specialized technical expertise remains critical.

JHA has provided specialized support to the City and has consistently performed in a professional and satisfactory manner. JHA has demonstrated strong knowledge of the NPDES requirements and has played a key role in helping the City maintain compliance with State and federal stormwater regulations. Extending the contract will ensure continuity of specialized service and continued expert support for tis critical regulatory program.

BACKGROUND: The City maintains an extensive storm drain infrastructure system consisting of catch basins, pipelines, and drainage facilities designed to capture and convey stormwater runoff throughout the City. This system collects stormwater from streets, parking lots, and other developed areas and discharges it into regional waterways, including the Los Angeles River, Rio Hondo Channel, and Compton Creek. Because stormwater runoff can carry pollutants such as trash, sediment, oil, and other contaminants, proper management of the City's stormwater system is critical to protecting water quality and public health.

The State of California regulates stormwater quality through the National Pollutant Discharge Elimination System (NPDES) Permit Program, which is designed to prevent pollutants from entering local waterways. Under this program, the City is required to manage, monitor, and regulate stormwater discharges to ensure compliance with State and federal water quality regulations.

The NPDES Program is highly technical and complex, involving extensive regulatory requirements, annual reporting, compliance monitoring, and implementation of a Watershed Management Plan with an estimated cost exceeding $61 million through 2028. Due to the complexity and specialized nature of the program, the Department of Public Works relies on JHA to provide expert consulting services. Their specialized knowledge helps ensure the City remains in compliance with permit requirements and avoids potential regulatory violations, fines, and penalties.

On August 9, 2022, the City Council approved Contract No. 2022-63-CC with JHA for a three- year term in the amount of $334,155 to provide stormwater management services for Fiscal Years 2022/23, 2023/24, and 2024/25. The contract included provisions allowing forup to two additional one-year extensions.

On August 12, 2025, the City Council approved Amendment No. I to Contract No. 2022-63-CC in the amount of $111,643, to exercise the first one-year extension ofthe contract to June 30, 2026.

ArnendmentNo. 2 to ContractNo. 2022-63-CC represents the second and final one-year extension permitted under the contract.

Based on John L. Hunter and Associates' satisfactory performance, specialized expertise, and the continued need for support in managing the City's complex NPDES compliance requirements, staff recommend approval of Amendment No. 2 to extend the contract for one additional year.

Contract No. 2022-63-CC with John L. Hunter and Associates provides management services to comply with the NPDES Program. Services cover Plaru'iing and Land Development Program, 2 82
Development Construction Program, Industrial and Commercial Facilities Program, Public Agency Activities Program, Illicit Discharge Detection and Elimination Program, Training, Monitoring and Reporting Program, Annual Report and General Assistance with Municipal NPDES Program Services.
