2026 TVAP Amendments: Project Description
 Vegetation includes native conifers, willows, grasses, and wildflowers, with some disturbed stream environment zones from past grading and unpermitted use.  Several developed parcels have legally nonconforming land coverage and limited on-site runoff treatment, though public roads include storm drainage infrastructure.
 Since 2001, the City has removed part of Industrial Avenue and implemented restoration projects that increased on-site water quality treatment, reducing runoff conveyance outside the tract.

Land Use Element
 Existing uses include materials storage, storage units, warehouses, automobile repair and storage, a glass company, a propane company and compressed natural gas fueling facility, a meat company, an asphalt plant, and a shipping company.  Commercial Floor Area (CFA) allocation is capped at 5,000 sq ft and is automatically doubled in Preferred Industrial Area (applies to the entire Community Plan).
 Criteria for qualifying for the Man-modified mitigation offset incentive under Goal 2, Objective 3, Policy C allowing select uses to qualify for the restoration credits available under the incentive by the City of South Lake Tahoe.  Screening required along D Street and Lake Tahoe Boulevard for scenic purposes.  Industrial storage containers must follow permitting, land coverage, and design review requirements.
 Preferred Industrial Area prioritizes relocating nonconforming industrial uses to the Community Plan.
 Support relocation of Sierra-Tahoe Ready Mix plant through incentives.

Transportation Element
 The South “Y” Industrial area lacks off-street pedestrian and bicycle facilities causing site users to rely on streets.
 Transportation policies support the tract’s industrial character, reduce automobile dependence, and prioritize safe, efficient movement of vehicles.  New access points are discouraged, industrial traffic is directed to designated streets, and traffic impacts must be mitigated for new projects through a Mobility Mitigation fee.
 Encoraged improvements include sidewalks, Class II bikeways on D Street, transit and alternative-fuel support, intersection upgrades, and transportation demand management.
 Goals include enhancing safety, accessibility, air quality, and multimodal connectivity while maintaining the intended industrial function of the site. 380

2026 TVAP Amendments: Project Description
Conservation Element
 Encourage energy conservation, energy efficiency, and renewable energy use while maintaining aesthetics.
 Restore land coverage on public lands to support SEZ functions and mitigate excess coverage on private sites where feasible.
 Ensure new projects comply with existing noise (CNEL) standards.  Improve scenic quality through screening along D Street and Lake Tahoe Boulevard while maintaining the area’s industrial function.  Maintain and monitor the Stream Enviornment Zone (SEZ) Restoration Project to ensure long-term environmental benefits.
 Protect water quality by using the SEZ Restoration Project for stormwater treatment, preventing hazardous discharges, and applying appropriate best management practices (BMPs).

Recreation Element
 The South “Y” Industrial area has no developed recreation facilities, but nearby National Forest lands, school facilities, and surrounding open space meet local recreation needs, with informal pedestrian and bicycle use occurring through the area.
 A small neighborhood park has been considered on donated land outside the tract, while the SEZ Restoration Project limits development but may accommodate carefully sited informal trails.
 Recreation policies focus on maintaining open space as a buffer for nearby neighborhoods, preserving public access, and ensuring recreation use does not conflict with industrial activities or restoration objectives.

Public Services Element
 The South “Y” Industrial area hosts key public service facilities, including City fleet maintenance, facilities maintenance, transit operations, and Caltrans storage.  The area is intended to function as the City’s primary hub for public works and industrial-type government services that operate year-round.  Policies encourage relocation and co-location of public service uses within the site and the development of supporting infrastructure such as snow storage and alternative fuel facilities.

Implementation Element
 Transit improvements include a permanent CNG fueling facility and the South Shore Transit Maintenance Facility expansion.

2026 TVAP Amendments: Project Description
 Pedestrian and bike improvements include sidewalks on both sides of D Street and a Class 2 bikeway along D Street.
 The Industrial Tract is designated as a Preferred Industrial Area to concentrate industrial uses, relocation of the cement plant to the site is supported to improve land use efficiency.
 The Industrial Tract SEZ Restoration Project (2001) is monitored and maintained continuously, with adjacent open space protected to support environmental goals.
 Incentive programs link new development to mitigation measures: water quality treatment opportunities, transferred land coverage eligibility, and commercial floor area allocations (including doubling for certain projects in the Preferred Industrial Area).
 Additional incentives support relocation of incompatible uses, energy conservation projects, and the Sierra-Tahoe Ready Mix plant relocation.  Mitigation programs include contributions for sidewalk construction and SEZ maintenance, offsite SEZ restoration or fee contributions, coverage mitigation in the Upper Truckee Hydrologic Zone, and air quality improvements.

TAHOE VALLEY AREA PLAN
Summarized below are envisioned minor updates and routine cleanup for the Tahoe Valley Area Plan, most recently amended in 2024.

Section 3: Existing Conditions
 Work with applicable agencies to update Figure 10 to accurately show the active and inactive wells within the TVAP boundaries.
 Update maps and statistics as necessary
Appendix C
 Adjust the minimum density standards included in Table 4.1.  General clean up for clarification
