1. QUALITY MANAGEMENT APPROACH
The purpose of managing quality is to validate that the deliverables are completed with an acceptable level of quality. Quality management (QM) assures the quality of the data collection deliverables and describes the processes and procedures to be used for ensuring quality. Quality control checks are critical on a project such as this when a large amount of data needs to be collected and processed.

Harris includes a superior QC module in all our projects and at various stages The QM plan identifies key activities, processes, and procedures for ensuring quality. Below is a brief explanation of each of the sections of the QM plan that follow.

Deliverables,
Protocols, and
Quality Standards
The data collection deliverables subject to quality review, protocols used to collect, and quality standards that are the measures used to determine a successful outcome for a deliverable. The criteria to describe when each deliverable is considered complete and correct are defined by the pavement management engineer. Deliverables are evaluated against these criteria before they are formally approved.

2. DELIVERABLES, PROTOCOLS, AND QUALITY

STANDARDS
A visual pavement distress survey of the City St. Helena streets was performed in May to June of 2023.

For this update, the City’s entire street network of was surveyed (approximately 26 centerline miles).

Pavement inspections were based on the MTC PMS inspection methodology. Under this method, pavement distress, severity, and quantity of distress data is recorded for a 10% representative sample of a management segment. 100% of a pavement segment was reviewed to determine the most representative sample unit. MTC’s Asphalt and Concrete distress identification manuals were used during field review.

Harris pavement surveyors updated the distress data onto the Agency’s StreetSaver program regularly.

Before pavement inspections began, Harris’ Project Manager created a list of streets (with parameters) to be inspected for the field crew from the Agency’s StreetSaver online database. This allowed the pavement inspectors to easily and quickly verify the accuracy of management section information during the inspection process. Street name, segment ID, length, width, surface type, functional classification, and number of lanes were also verified during field review.

All pavement raters keep detailed field notes while performing surveys. Common field notes are length and or width changes and noting that the previous PCI looks too high or too low compared to what the surveyor sees in the field. Additional notes could recommend that a PMP segment be split or letting the agency know that a street is closed or no longer exists. It is very important to take good notes in the field so that information can be passed on to the client. Harris does not make any changes to the database without first getting approval from the Agency.

The City also provided a list of recently completed projects that comprised of Microsurfacing as well as 2” Grind, 3” Overlay, and Fabric. This information was updated in the database (approximately 2 centerline miles and 13 sections).

2. QUALITY CONTROL
Quality control checks are critical on a project such as this when large amount of data needs to be collected and processed. We include a superior QC module in all our projects. In doing so, Harris’ Project Manager will:
 Review field procedures and make changes as needed.
 Make sure the field crew has all the equipment required for inspections.  Carry out a series of tests on the inspection data to further check accuracy, quality, missing inspections, modifications, splits and additions.
 QC pavement inspection data at 25% and 50% completion of pavement inspections.

Approximately 5% of the total inspection mileage will be reviewed during the QC.

As part of the quality control program, 5% of the entire network was re-surveyed.

The sections re-surveys met the following MTC criteria:

1. 50% or more must have a difference within plus or minus eight PCI points and

2. No more than 12% can have a difference greater than plus or minus 18 PCI points.

4. ACCEPTANCE
Harris’ Project Manager did quality checks on the pavement surveys at 25% and 50% completion of the pavement surveys. Approximately 5% of the total surveys mileage was reviewed during the QC process. Please see attached report (Resurvey Report) with the list of street-sections resurveyed, their PCIs and the PCI difference with the original inspected PCI. Any street segment with a PCI difference of over 18 points (if any) was checked by the Project Manager. Please see attached notes on the variations in the PCIs and remediations.

5. QUALITY TEAM ROLES & RESPONSIBILITIES
Field inspections were performed by Harris & Associates inspector Matt Dornbach. Paul is skilled in pavement management systems, public works inspection, and working with the public. He has been trained in MTC method of inspections and has performed field pavement condition surveying on various MTC PMP and PTAP projects. Matt’s range of projects includes large Cities/Counties to small Cities. 5% resurvey was performed by Paul Muse (Senior Asset Management Technician). Paul is an MTC certified inspector and has experience in performing field condition surveys and inspections of the existing pavement structures. Quality assurance was performed by Vijay Pulijal. As a project manager, Vijay has managed over 100 PMP projects and has earned a reputation for his attention to detail and quality control.

6. QUALITY REPORTING PLAN
PCI’s (Pavement Condition Index) were calculated for each street segment and for the entire network based on field inspections & recent maintenance update. The latest PCI data (2020) was also compared with the previously calculated PCI (could be based on inspection or based on M&R update). Also a report is prepared with the current PCI and any maintenance treatments done on any of the streets in between the inspections. This report also includes field notes/database modifications recommended by the inspector.

Please refer to the Last Inspected PCI and M&R.

The inspection results have been entered on the Agency’s Streetsaver program, PCIs calculated and the results will be made available to MTC post this.
