Agenda Report to the City Council
Agenda Section: NEW BUSINESS
Department: Finance
DATE: May 28, 2024
FROM: Mandy Kellogg, Administrative Services Director
SUBJECT: Fiscal Year (FY) 2023-24 and 2024-25 Mid-Cycle Budget Report and Consideration of a Resolution Approving MidCycle Budget Adjustments for FY 2024-25.

RECOMMENDED
ACTION:

Staff recommends approval of the attached resolution.

PREVIOUS COUNCIL
ACTION:

None.

STATEMENT OF THE
PURPOSE:

To provide an update on FY 2023-24 and FY 2024-25
biennial budget performance and request authorization for budget amendments related to revenue and expenditure
adjustments based on updated projections for FY 2024-25.

FINANCIAL IMPACT: The financial impact is discussed throughout this report.

BACKGROUND:

The City’s two-year budget for fiscal years 2023-24 and 2024-25 was adopted by the City Council on June 13, 2023. The purpose of the Mid-Cycle Budget review is to provide an update to the Council regarding revenue and expenditure trends, and to propose appropriate revisions to the FY 2024-25 appropriations.

The FY 2024-25 budget as originally adopted estimated general fund revenues of $19.09 million and expenditures of $20.0 million, resulting in the use of general fund reserves in the amount of $914,124 to balance the budget. Adjustments are proposed both for administrative purposes (recalculation of CalPERS rates, increased health care rates, and additions to the original budget) that will enable departments to better meet public needs.

All adjustments referenced in this Staff Report can be found in more detail in Exhibit A, FY 2024-25 Mid-Cycle Budget Update. Additionally, the requested adjustments for all funds are included in the Exhibit to the resolution for ease of reviewing all proposed adjustments in one document.

DISCUSSION:

Beginning in January 2024, department heads began reviewing the FY 2024-25 adopted budget to identify where budget adjustments were necessary based on operating needs and updated cost estimates. Additionally, the City received updated information regarding estimated sales tax revenues and updated costs associated with pensions and insurance.

GENERAL FUND

REVENUE ADJUSTMENTS
Sales Tax
The City contracts with Avenue Analytics for its sales tax projections and receives quarterly updates based on actuals. The most recent update lowered the estimated sales tax projections for FY 2024-25 by approximately $600,000 or 9.5%. This is primarily due to operational changes in the construction segment that affect where the sales tax is reported. The changes in reporting are done through the California Department of Tax and Fee Administration (CDTFA). Most of these changes have worked through the system and we do not anticipate further reductions in the future.

WATER OPERATING FUND
There are no changes to the estimated revenues for the Water Operating Fund and an increase in expenses of approximately $839,000. As with the General Fund, there are cost increases related to increased pension, healthcare, and workers compensation costs; however, 70% of the increase is caused by two factors: (1) scheduled debt issuance (2024 Water Bond) and (2) a transfer of $220,868 to the General Fund based on the updated Cost Allocation Plan (CAP), which is further explained at the bottom of this report.

FY 2024-25 Water Operations Fund Expenses by Object Code are shown in Table 10 and Expenses by Department are shown in Table 11 with detailed expense increases in Table 12.

WASTEWATER OPERATING FUND
While staff is not recommending any changes to the estimated revenues related to charges for service it should be noted there will be a transfer in from the General Fund of $97,875 based on the updated Cost Allocation Plan (CAP), which will increase the overall revenues for the Wastewater Fund to $5,320,999. Staff recommends an increase in expenses of approximately $587,000. As with the General Fund and Water Fund, there are cost increases related to increased pension, healthcare, and workers compensation costs; however, 86% of the increase is caused by two factors: (1) increased costs associated with property and liability insurance and (2) an increase in Other Contract Services related to continued support from outside consultants for staffing at the Wastewater Treatment Plant.

FY 2024-25 Wastewater Operations Fund Expenses by Object Code are shown in Table 14 and Expenses by Department are shown in Table 15 with detailed expense increases in Table 16.

Similar to General Fund and the Water and Wastewater Operations funds the FY 2024- 25 adopted budget for all Other Funds was prepared utilizing FY 2023-24 as a base and included escalators of 5% for salaries and benefits and 4% for services and maintenance expenses. However, some of the expenses are anticipated to exceed the original projections. Therefore, staff is recommending the adjustments in Table 18.

MISCELLANEOUS ITEMS
Cost Allocation Plan
The City contracted with MGT of America Consulting, LLC. to conduct a Cost Allocation Plan (CAP)for the City. The CAP aims to approximate the level of effort that certain functions support at the organizational level, treating each supporting function separately and determining specific allocation methods for each department/division function.

MGT has analyzed the city's financial data and provided recommendations on the overhead costs incurred by the general fund for the services provided to the Water and Wastewater Enterprise funds. The recommendations of the cost are being implemented in FY 2024-25 by truing up the expenses that were already budgeted in the Water and Wastewater Funds for the central service departments to the costs of service identified in the CAP. The net adjustments for FY 2024-25 are identified in Table 19.

In Fiscal Year 2025-26 and moving forward, the full cost of the central service departments will be charged to the General Fund, which will be reimbursed by the Water and Wastewater Enterprise Funds through a transfer to the General Fund as identified in the CAP.

FUTURE CONSIDERATIONS
Vehicle License Fee (VLF)
As noted in previous Long Range Financial Forecasts, a risk to every forecast is the ability for the State to take away funds. One of these revenues streams will affect the Agenda Item #15.3.

Page 654 of 697 ends

City starting in FY 2025-26. Since lowering the Vehicle License Fee (VLF) rate in the mid-1990s, the State has reimbursed counties and cities for their lost revenue. Before 2004, the State provided counties and cities state General Fund revenue to reimburse for these losses. Starting in 2004, the State paid for the lost VLF revenue by redirecting a portion of property taxes from schools to counties and cities, this was known as the VLF swap. While this is a complicated distribution, the crux of the VLF distribution is based on school district enrollment. Declining enrollment will soon convert the district to basic-aid which will impact the VLF distribution. The estimated impact to St. Helena will result in an estimated $1 million loss per year to the General Fund revenues beginning in FY 2025-26.

Pension Liability Update
Annually, the pension liabilities are updated, Table 20 provides the pension liability update based on the most recent CalPERS returns. Because of the unfavorable returns, funded pension liability decreased by 7.6% in FY 2023-24, further showing the volatility of the PERS unfunded liabilities.

VLF UPDATE
The Vehicle License Fee, or VLF, property tax swap resulted from California budget moves in 2004 that shuffled revenue streams to help solve state budget problems.

Declining enrollment in the school district will convert the district to basic-aid, impacting the VLF distribution.

Impact to St. Helena
• Estimated Loss could occur as early as FY26
• Approximate $1.0 million loss per year in General Fund Revenue • Result in Service Reductions from staff cuts
