PROJECT PURPOSE & DESCRIPTION: The Mills Lane Storm Drain improvement project was originally identified by the City and a portion designed in 1974. It was also considered in the City's 2000 Master Plan of Drainage, identified in the City's Storm Drain Impact Fees, as well as the 2005 Highway 29 Specific Plan and the specific plan's program environmental impact report (EIR) prepared in 2003 (SCH #2001082017). The storm drain will be constructed along Mills Lane, which is a City street for most of its length, from its intersection with State Highway 29 east to the Napa River.
NOTES: Resolution 2020-26 - Establishment of Project and initial project budget of $200,000 Resolution 2020-92 - Increase budget by $57,357
Resolution 2021-21 - Increase budget by $25,139
Resolution 2021-59 - Increase budget by $27,444
In 2020, the City entered into a Development Agreement with LMR Destinations LLC (LMR) and, as part of the Agreement, the following is in place:
1. Storm Drain improvements shall be designed by the City in accordance with the City's longstanding plan as contained in the City's Storm Drain Master Plan dated September 2000.
2. The City shall be responsible for permitting required for the Storm Drain project.
3. LMR is required to construct certain storm drain improvements necessary to extend the storm drain along Mills Lane to serve properties on Mills Lane, La Fata Street, Fountain Street, Grayson Avenue, Main Street (to Charter Oak Avenue), and Vidovich Avenue.
4. The City will reimburse LMR 82% of construction costs in an amount equal to 50% of the TOT received by the City from LMR until the construction costs in excess of the Developer's share of the Public Improvements have been reimbursed to the Developer in full. The Agreement includes the option to reimburse with other funding sources other than TOT revenues such as grant funds, if secured.
Expenditures included in CIP R20-02 do not include construction cost share as the reimbursement will...?? (FY24 - this is a "legacy comment" from prior CIP)
FY24 - No budget has been appropriated to this project but the project remains "open" pending submission of improvement plans by the developer.
FY25 - project on hold pending progress of the Farmstead development.
