Agenda Report to the City Council
Agenda Section: NEW BUSINESS
Department: Administration
DATE: January 13, 2026
FROM: Andrew Bradley, Program Manager
SUBJECT: Establishment of 2026 City Council assignments to various City and regional Committees, Boards, and Commissions.

RECOMMENDED
ACTION:

Attachment 1 provides a list of current intergovernmental appointments. Attachment 2 provides a list of Ad Hoc
appointments available to fill. Staff recommends City
Council review and provide affirmation or recommended
changes to appointments.

PREVIOUS COUNCIL
ACTION:

N/A

STATEMENT OF THE
PURPOSE:

To discuss and assign City Council members to various
regional and local committees.

FINANCIAL IMPACT: No fiscal impact.

BACKGROUND:

In addition to their primary role as Elected Officials of the City of St. Helena, the City Council Members serve on a variety of committees that involve direct participation of its members in a host of local and regional issues and organizations.

The Council annually reviews the list of assignments to determine interest in serving as the City's representative to the various boards, commissions, and committees throughout the county and region.

Unless predetermined through bylaws and/or policy, the Council's practice has been to determine assignments (representatives and alternates) through a process of discussion and consensus.

Once appointments have been approved by the Council, the names of the Council representative will be submitted to the respective agencies. In addition to these assignments, Council can create additional assignments to external groups or form Council subcommittees on specific topics on an ad-hoc basis.

The City of St. Helena currently has a total of 22 committee assignments consisting of:
 City of St. Helena Internal Committees/Groups
 City Council Internal Ad Hoc Committees
 External City Council Assignments
Agenda Item #13.3.

In addition, the Mayor and Vice Mayor work closely with staff on ongoing issues such as serving as the Agenda Setting Committee with bimonthly meetings just prior to the publishing of the agenda packet and annually as the Nonprofit Grant Application Review Committee. Also, the Mayor and Vice Mayor provide guidance on routine matters and special projects as needed.

DISCUSSION:

City of St. Helena Community Committees, Commissions, and Board of Trustees Currently the City has seven internal committees, citizen committees, commissions, or board of trustees. City Council involvement in these groups varies and is noted in Table

City Council Ad Hoc Assignments
The City currently has three City Council ad hoc committees that were established to address ongoing needs or specific issues/concerns that arise within the City, allowing the Council to focus dedicated attention on a particular matter without creating a permanent committee that would be needed long-term. These committees are shown in Table 2.
