The Federal Open Market Committee (FOMC) meets approximately every six weeks and determines the level of the Federal Funds Rate. At the September 17th meeting, the FOMC voted to lower the target range for the federal funds rate by ½ percentage point to 4¾ to 5 percent.
Finance staff hired Optimized Investment Partners in May 2024 to help improve the investment returns for the city and to ensure compliance with California Government Code by ensuring safety of principal and sufficient liquidity for operations. Ongoing portfolio management activity will continue to be performed in partnership with Optimized Investment Partners, the City Manager, the Finance Director and the Finance Manager.
Considering the projected timing of cash receipts and disbursements and the structure of the Pooled Investment Portfolio, the City will be able to comfortably meet overall cash flow needs over the next six months.

• How we can track and find a way to report out on a consistent basis to council and the public; how it is being done, work and cost
• Staff will work on ensuring foundation structure we will create along the way can be helpful to us but not overly burdensome as we walk through the process of finalizing Tyler over the next 12 months to ensure the project costing Tyler allows us to track homeless in a comprehensive manner.
• Do we want shelter beds paid by the city? Do another RFP for shelter beds? Implications of future funding.
• More Hope days
• Attorney look at all ordinances and bring back
• Pickering property enforcement level focusing more on abatement levels • Fire breaks, Fire Chief work with property owners
• Bring back some development zoning changes around the enforcement of commercial standards • Non uniform homeless outreach
•

AGENDA ITEM NO. 20.
AGENDA TRANSMITTAL
MEETING DATE:
December
3, 2024
AGENDA ITEM:
Suisun City Historic Waterfront District Business Improvement District Assessment Report and Annual Budget:
a
.
Council Adoption of Resolution No. 2024-__: Approving the Annual Assessment Report for the Waterfront District Business Improvement District; and
b
.
Council Adoption of Resolution No. 2024-__: Declaring its Intent to Consider Reauthorizing the Suisun City Historic Waterfront Business Improvement District and the Assessment Levy for the District for Fiscal Year 2025 and Setting a Public Hearing to Consider these Matters for December 17, 2024.
FISCAL IMPACT:
Reauthorization of the BID assessments has no impact on the City General Fund as these assessments are paid by the businesses within the District.
STRATEGIC PLAN:
Revitalization of the Downtown Waterfront District
BACKGROUND:
Per City Ordinance No. 667, enacted April 18, 2003, the Main Street Waterfront Business Improvement District, commonly known as the Suisun City Historic Waterfront Business Improvement District (the “District”), was established. The District is a 501(c)(3) non-profit organization created at the request of downtown merchants to promote improved business conditions and marketing of downtown Suisun City. Under procedures described in the California Streets and Highways Code, the City, on behalf of the District, levies assessments on those businesses within the District area (see attached map) for use in various marketing and improvement a activities, as determined beneficial by the District board. Each year since 2003, the Council has reauthorized the continued operation of the District.
STAFF REPORT:
The formation and continuation of the Waterfront Business Improvement District is identified in the California Streets and Highways Code and specifically through the Parking and Business Improvement Area Law of 1989 (Section 36500). Approval of the attached resolutions would be the first step in the annual process to consider renewal of the District. The second resolution provides notice to all businesses located within the District that the City Council will consider reauthorizing the assessment that funds the District. The attachments to the resolution describe the boundaries of the District, the amount of the assessment by business type and benefit zone, and the types of improvements and services on which the funds can be used.
Additionally, the resolution informs business owners of the process for lodging a protest against renewal of the District and sets December 17, 2024 as the date on which the public hearing will be held to hear such protests. State law requires that the public hearing noticed by the attached resolution be held at not less than 10 days after the adoption of the Resolution of Intent. A copy of this resolution will be published in the Daily Republic and mailed to each business within the District, as required by State Law.
The District has submitted its budget information to staff. The District operates under a calendar year 204
system which is January 1st through December 31st of each year. Copies of the budget have been provided to the City Council and the Administrative Services Department. The budget is also available for public review through the City Clerk’s Office. The financial information will be reviewed by staff prior to the Public Hearing, and a statement of adequacy will be provided at that time.
Overview Status of 2024 Events
BID fees, Mothers’ Day Artisan Faire and Other event income was received for 2024. As of October 31, 2024 the checking account balance was $9,997.12.
Special Events
Our most visible activities are our special events. We host the Mother’s Day Artisan Fair, as well as holding Restaurant Week in January, and have encouraged members to participate in holiday events in conjunction with the city.
New Board
In July, the SCHWBID experienced significant change as many longtime board members did not seek reelection, resulting in a transition to a largely new board. During this period, meetings in July, September, and October were postponed due to quorum challenges but resumed in November with a commitment to maintain a monthly schedule. Looking ahead to 2025, the new board is energized to advance marketing plans, collaborate with the RPM department on downtown event promotions, and partner with city leadership to enhance the vibrancy of the downtown district.

SUISUN CITY HISTORIC WATERFRONT BUSINESS IMPROVEMENT DISTRICT 2024 ANNUAL REPORT TO THE CITY COUNCIL
(Submitted to City of Suisun City staff on 11-20-24)
Greetings Mayor, Suisun City Council Members and City Staff:
The Suisun City Historic Waterfront Business Improvement District (SCHWBID) is pleased to submit the attached annual report to the City Council. The report includes the following:
• SCHWBID End of Year Report 2024 – Recaps our activities for 2024 and future plans for 2025 • Proposed 2025 SCHWBID Budget
SCHWBID End of the Year Report 2024
2024 was a year of transition for both the City of Suisun and the SCHWBID. Throughout the first half of the year the SCHWBID continued as we had since Covid-19 restrictions ended in 2021.
We sponsored restaurant week in January, and held our annual Mothers Day event.
In July we had a massive change as many longtime board members did not seek reelection, causing the SCHWBID to essentially have a new board and enter a transition period.
During the transition period, the July meeting was postponed due to a failure to have a quorum due to unexpected illness of board members. September and October’s meetings were also postponed but resumed in November and will continue at a monthly rate in the future.
Moving into 2025, the new board plans to fully develop the marketing plans discussed in last year’s presentation to the city. We look forward to working closely with the RPM department to cross promote downtown city events and work with the council and city manager’s office to make the downtown district as vibrant as possible. The new board has brought new energy to the SCHWBID and we our excited about our future.
