I have been a resident of Temecula since January 1993. 1 have witnessed the city's growth through many housing ups and downs along with the city population and attitudes shift in many different directions. Someone must be willing to stand up in the center of the arena and yell over the crowd and make their demand heard. I have participated several Vail Ranch and Redhawk communities' activities for fair and just treatment from the city:
Installation of a 4 way stop, then traffic light at Margarita and 79S, the Redhawk dog park, and recently campaigned for a joint use agreement between the city and TVSD for a "community use of all middle and elementary schools' properties during non -school hours.

CITY OF TEMECULA
AGENDA REPORT
TO: City Manager/City Council
FROM: Matt Peters, Director of Community Development
DATE: September 23, 2025
SUBJECT: Receive Report and Adopt General Plan Update Community Outreach Program PREPARED BY: Laurel Reimer, Planning Consultant
RECOMMENDATION: That the City Council adopt a resolution entitled:
RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TEMECULA ADOPTING THE GENERAL PLAN UPDATE
COMMUNITY OUTREACH PROGRAM
BACKGROUND: The City has begun work on a comprehensive General Plan Update (GPU). Each city in California is required to have a General Plan, which serves as a blueprint for development in the City and provides long-term policy guidance for the community's physical, economic, social and environmental changes. Temecula's General Plan was initially created in 1993 and comprehensively updated in 2005.
A General Plan Update affects the entire community. The success of the General Plan Update relies on the involvement of community members, residents, property owners, and other stakeholders in shaping and forming the vision, goals, and policies of the General Plan. As such, the General Plan Update process includes extensive public engagement to reach the full spectrum of Temecula community members. Broad public participation and strong community engagement will help to improve local conditions, inform policy, enhance equity, and create better program outcomes.
The General Plan Update Community Outreach Program will serve as a guide for community and stakeholder engagement. The Outreach Program is comprehensive in its approach and aims to reach a wide range of the community. However, the Community Outreach Program should be considered a flexible guide that can be updated and refined by the project team as it moves through the planning process. Specific ideas, events, and details may be modified to better accommodate goals, budgets, schedules, and other factors associated with the project.

RESOLUTION NO.2025-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TEMECULA ADOPTING THE GENERAL PLAN
UPDATE COMMUNITY OUTREACH PROGRAM
THE CITY COUNCIL OF THE CITY OF TEMECULA DOES HEREBY RESOLVE AS FOLLOWS:
Section 1. Recitals. This Resolution is adopted with respect to the following purposes and findings:
A. A General Plan provides policy direction and guidance for the City's physical, economic, social and environmental changes over the next twenty -plus years. It includes community -wide priorities, goals, and specific implementation measures to achieve the City's vision. Each city in California is required to have a General Plan. Temecula's General Plan was initially created in 1993 and comprehensively updated in 2005. The City Council initiated a comprehensive update of its General Plan in 2025.
B. The City of Temecula has hired a professional planning consulting firm, De Novo Planning Group, to assist the City with the update of its General Plan. De Novo Planning Group contracted Kerns & West to serve as their subconsultant specializing in community engagement, stakeholder facilitation, and communications services.
C. Robust and inclusive community engagement is a vital component of drafting and updating a General Plan. State law requires cities to provide opportunities for community involvement in the planning process.
D. A General Plan Update affects the entire community. Broad public participation and strong community engagement will help to improve local conditions, inform policy, enhance equity, and create better program outcomes. Community engagement as a process can also help strengthen community bonds. Creating the opportunity for community dialogue throughout the General Plan Update can result in a more informed plan with more public support.
E. There are a wide variety of engagement tools that can be used to inform and engage the community in a public participation process. Tools are chosen based on the needs, strengths, and resources of the community. Using multiple techniques can help to reach a wider range of community residents.
F. The City is committed to conducting a transparent, inclusive, and meaningful planning process. Temecula is a diverse community with distinct neighborhoods, industries, and attractions which require focused engagement across the spectrum of participation.
G. The success of the General Plan Update relies on the involvement of community members, residents, property owners, and other stakeholders in shaping and forming the vision, goals, and policies of the General Plan.
Section 2. Purpose and Objectives of the Community Outreach Program. The General Plan Update Community Outreach Program will achieve the following:
A. The City of Temecula will provide opportunities for continuous public participation in the General Plan Update process. The City will connect with a broad and diverse mixture of residents, community groups, businesses, and stakeholders by employing multiple public communication techniques.
B. The Community Outreach Program describes how the City will engage with and gather input from the public throughout preparation of the General Plan Update.
C. Outreach will be designed to hear the voices of those who are often not represented in the projects that shape their community. Outreach will provide meaningful input into outcomes so that community members can witness how their engagement shaped the final work products.
D. The Community Outreach Program will serve as a guide for the community and stakeholder engagement process of the General Plan Update. The Community Outreach Program should be considered a flexible guide, one that is updated and refined by the project team as it moves through the planning process. The project team consists of the City's elected and appointed officials, City staff, and the consultant team. Specific ideas, events, and details may be modified to better accommodate goals, budgets, schedules, and other factors associated with the project.
F. The primary objectives of the General Plan Update Community Outreach Program and process are to:
1. Engage the full spectrum of Temecula community members, including residents, business owners, landowners, and other stakeholders, in the General Plan Update process.
2. Use methods that can engage members of the public on issues that are important to them.
3. Seek inclusion of diverse community voices.
4. Increase public understanding of the General Plan, its importance to the Temecula community, and its role in shaping the future.

1. Introduction
The City of Temecula (City) is preparing a comprehensive update of the General Plan to modernize the document; build off recent City plans, programs, and research to support a strong quality of life; and proactively address the current challenges and opportunities facing the City. The General Plan Update (GPU) will be prepared in accordance with the State of California General Plan Guidelines and California Government Code Section 65350 et seq. The City is concurrently developing a Climate Action Plan (CAP), and outreach for the CAP will be integrated into outreach for the GPU.
Temecula is a dynamic and thriving community with a strong sense of identity shaped by its long history, family - oriented neighborhoods, and economic opportunities. The last update to Temecula's General Plan was in 2005, when the City was focused on growth. This General Plan Update will focus on maintaining a high quality of life, providing opportunities for economic development, and looking ahead to the upcoming 7th Cycle Housing Element. The process to update the General Plan will be completed over a two-year period, culminating with the adoption of the General Plan at a publicly noticed hearing before the City Council in 2027.
The success of the GPU relies on the involvement of community members, residents, property owners, and other stakeholders in shaping and forming the vision, goals, and policies of the General Plan. An integral component of the GPU is the City's community engagement and outreach. This Community Outreach Program describes how the City will engage with and gather input from the public throughout preparation of the GPU.
The City is committed to conducting a transparent, inclusive, and meaningful planning process. Temecula is a diverse community with distinct neighborhoods, industries, and attractions which require focused engagement across the spectrum of participation. Outreach will be designed to engage all segments of the population to get diversity of thoughts, ideas, and solutions. Outreach will provide meaningful input into outcomes so that community members can witness how their engagement shaped the final work product.
The purpose of this Community Outreach Program is to serve as a guide for the community and stakeholder engagement process of the GPU. This Community Outreach Program should be considered a flexible guide that can be updated and refined as it moves through the planning process. Specific ideas, events, and details may be modified to better accommodate goals, budgets, schedules, and other factors associated with the project.
The Community Outreach Program is compliant with Quality of Life Master Plan Core Value 6—Accountable & Responsive City Government.
2. Outreach Goals and Objectives
The primary goals and objectives of this Community Engagement Program are to:
• Implement a robust citywide outreach and engagement program that informs and educates Temecula stakeholders and the public at large about the GPU.
• Engage the full spectrum of Temecula community members, including residents, business owners, landowners, and other stakeholders in the GPU process.
• Use methods that engage members of the public on issues that are important to them. • Seek inclusion of diverse community voices.
• Provide ample opportunities for public discussion, input and feedback on the GPU. • Increase public understanding of the GPU, its importance to the Temecula community, and its role in shaping the future.
Outreach should engage community members where they are, and communications should use terms the general public understands.
3. Measuring Success
Outreach for the GPU will focus on connecting community members to their community — people to place — and measure success in multiple ways. Engagement is designed to be varied in depth, impact, and reach to allow community members to participate in the planning process in ways that suit their interest level and availability. Community members will be informed about engagement opportunities through a spectrum of notification tools, detailed in Sections 5 and 6.
Generally speaking, a large number of community members will have low interest in a particular issue and therefore have a lower depth of engagement, while a smaller number of community members will be highly interested in a particular issue and engage more deeply in the process. Not all types of engagement are intended to be deeply engaging, and early stages of outreach often require activities with a low depth of engagement. The pyramid in Figure 1 illustrates the relationship between the depth of engagement and the level of interest in a particular issue. The variety of outreach and engagement methods is intended to
engage members of the public on issues that are off
important to them. This approach brings stakeholders . . ■ into the process so that they may engage in higher -
depth activities as the process moves forward.
Successful outreach will be measured by meeting the
established outreach objectives, building relationships fill lift II 11 = with the community, and providing layered
opportunities for engagement. Numbers will be Figure 1 Engagement Pyramid tracked for events hosted, event attendees, emails
sent, social media posts, and surveys submitted.
4. General Plan Advisory Committee
The City will recruit a General Plan Advisory Committee (GPAC) to serve as a primary channel for the community to provide feedback, input and make recommendations on the General Plan Update. The role of the GPAC is to:
• Ensure City staff and the consultant team are aware of and understand community concerns, values and expectations.
• Assist City staff and the consultant team in identifying critical issues that should be addressed in this planning process.
• Identify areas of existing or potential conflicts and find ways to constructively resolve them. • Capitalize on the creative ideas and insights within the Temecula community for input into the General Plan.
• Keep community organizations and interested citizens informed about the status of the planning process.
• Provide recommendations to the Planning Commission and City Council supporting the General Plan.
GPAC members will be recruited through an open application process. The recruitment period will last for 30 days (August 15-September 15), and the City Council will make appointments to the GPAC at the September
23, 2025 regularly scheduled meeting. The GPAC will be comprised of 15 to 20 representatives from the community and will meet up to 8 times over the course of the update process.
5. Outreach Methods
Multiple outreach methods and techniques will provide ample opportunities for residents and stakeholders to participate in the GPU. A variety of communication methods and techniques are necessary to include everyone in the conversation.
Branding Temecula 2050
To provide a consistent look and feel for all public -facing materials, and to ensure that the GPU process activities are instantly recognizable as such, project identity and branding will be developed. This will include a project logo, phrase, colors, fonts, and layout templates that can be used for slides, presentation boards, handouts and collateral materials, the project website, survey forms, workshop and open house signage, sign in sheets, and other uses where appropriate.
Timing: Fall 2025
General Plan Update Website
A dynamic and interactive dedicated project website will be created to share information and gather public input. The website will identify the schedule of upcoming meetings, serve as a library of General Plan documents (including staff reports, meeting agendas and minutes, technical reports, and public review drafts), and allow the public an opportunity to participate in polls and comment on the General Plan Update process.
Timing: September 2025
Every Door Direct Mailer
To ensure maximum inclusiveness in the GPU process, a postcard -sized direct mailer will be prepared and delivered to every residential and business address in the City. The mailer will be prepared and delivered at the beginning of the project to maximize the effectiveness of the direct mailer. The mailer will include the following information:
• A brief message regarding the project components and objectives • Ways for the public to participate
• A link to the project website/contact information
The mailer will be prepared by a local printer and delivered using the USPS Every Door Direct Mail (EDDM) delivery system. Based on USPS records, there are approximately 50,000 residential and business addresses in the City.
Timing: September 2025
General Plan Update Video
To help engage the public and educate the community on why the City is updating its General Plan and how it will impact them, a brief (2-3 minute) General Plan Update overview video will be prepared. Animated text graphics will help to call out key ideas and facts. The video will be formatted for web and internal distribution.
Timing: September 2025
Online Surveys and Feedback Opportunities
SurveyMonkey will be used as a cost-efficient and engaging tool to gather meaningful feedback. Surveys will be conducted in both English and Spanish. Two surveys will be designed, one during the visioning stage and the other during the land use alternatives stage. QR codes will be generated for these surveys for utilization in pop-up events and educational materials.
Timing: Fall 2025, Spring 2026
Digital Engagement
A multitude of digital engagement tools will be used across the various outreach activities for the GPU process.
This includes digital whiteboarding tools, such as Miro and Mural, which can be utilized to allow all participants to simultaneously share written feedback in a group discussion. Mobile polling, through platforms like PollEverywhere, can provide an opportunity to engage the full audience at once, reviewing and presenting results in real-time. Where appropriate, results can be tabulated to allow for detailed quantifiable analysis, informing ongoing discussions and decision -making.
Additionally, the City will utilize its social media accounts, newsletters, and website to provide continuous updates and information to the community. They will disseminate project -related information, promote GPU outreach events, invite residents to participate in surveys and online engagement, and to inform and collect comments from the public.
Timing: Fall 2025 through Fall 2027
Bi-Lingual Engagement
Bi-lingual engagement is an important element to inclusive outreach. Project materials will be developed in both English and Spanish including direct mailers, educational materials, workshop and pop-up materials, and other public -facing materials, as needed. Spanish interpretation services will be provided during the workshops and open houses for in -language engagement.
Timing: Fall 2025 through Fall 2027
True North Community Survey
Separate from the GPU process, the City of Temecula will be conducting a Community Opinion Survey to provide a statistically reliable understanding of citizen satisfaction, priorities, and concerns on a variety of services that the City provides. The study will be conducted by True North Research, Inc. (True North), a full - service survey research firm. True North will recruit survey participants via email invitations, text invitations, and live interviewer phone calls to ensure accessibility and the most statistically reliable sample.
The True North survey results will provide the City with a clear understanding of the values, perceptions, priorities, and concerns of their residents and customers. City staff and the consultant team will review the survey results to ensure the General Plan Update goals and policies are aligned with citizen input.
Timing: Fall 2025
6. In -person Engagement
To reach people where they are, the City will host a variety of in -person events in support of the General Plan Update. Community members can engage at their preferred level while having opportunities to deepen their engagement throughout the process.
Visioning Open Houses
At the outset of the General Plan Update process, five Community Visioning Open House events will be held in locations throughout the City. The Visioning Open House will introduce the community to the project and will focus on 1) communicating the intent of the project to the public and inviting public input; 2) identifying the overall vision and core values that will guide the project; and 3) identifying the community priorities, land use, design, and mobility preferences of City residents and stakeholders. The visioning open houses will educate and activate community members about the GPU and gain a deeper level of engagement from members of the public.
Timing: September and October 2025
Stakeholder Interviews
Up to ten (10) individual or group stakeholder interviews will be conducted virtually (via Zoom/Teams), in - person, or a combination of formats. These stakeholders will represent various interests, industries, and communities throughout the city to gather a broad range of perspectives on the GPU. Outreach is grounded in smaller -scale meetings with stakeholders who can provide targeted input into the process. These interviews can quickly get the word out about the project, convey information about the engagement and outreach process, and solicit advice on the best ways to engage the community.
Timing: Fall 2025 — Spring 2026
Community Workshops
Three community workshops will be hosted to present and solicit feedback on key work products, including the Land Use Alternatives Report and the Draft General Plan Update. The intent of the Community Workshops is to highlight the "big ideas" of the Land Use Alternatives Report and Draft General Plan, answer any questions the public may have, and take notes on the public's feedback in order to share it with the Planning Commission and City Council as they consider 1) a draft proposed land use map and 2) the project's approval.
Timing: Winter 2025 — Winter 2026
Community Pop -Up Events
Pop-up events are an effective engagement tool for bringing information to community members and asking for their input in an informal setting. Pop-up events will be held in various locations to engage the community holistically. Pop-up events can take place at existing, well -attended events, such as the Rod Run and Temecula Farmers' Market, or at busy locations, such as the Promenade or outside grocery stores. Pop-up events utilize
tactical urbanism, a fun hands-on approach to share information about projects using short-term and scalable activities out in the places where people gather. They provide the community with the ability to engage and provide feedback on their own terms rather than participating within the confines of a formal workshop. Pop- up events can bring issues that usually stay at City Hall or in workshops out on the street thereby engaging members of the public who are not aware of the planning process.
The consultant team will support City staff in developing a strategy for implementing pop-up events that align with key junctures of the project and highly attended community events. Specifically, this will include development of:
• Event -specific materials.
• Interactive processes for collecting and documenting the public's feedback. • A list of proposed events.
• A logistics guide for events.
The consultant team will attend up to five pop-up events. Prior to the first pop-up event, the consultant team will host a training session to brief City staff on the intent of these events, input sought, and roles and responsibilities for staffing the events, among other considerations. This training will allow City staff to navigate pop-up events confidently, in an informed manner, and collect needed feedback from the community.
Additionally, it will enable staff to host numerous pop-up events throughout the GPU process without assistance from the consultant team.
Timing: Fall 2025 — Spring 2027
7. Publicly Noticed Meetings
City Council Housing Workshop
City will host a housing workshop to educate the public about the history of housing in Temecula, California State housing laws, financing affordable housing, and how the General Plan Update can impact housing.
Timing: October 7, 2025
Planning Commission and City Council Study Sessions
Throughout the process it will be necessary to provide information and receive feedback from City boards, commissions, and the City Council, including the Vision Plan and Preferred Land Use Plan. The consultant team will facilitate up to eight study sessions with City boards, commissions and/or City Council.
Timing: Fall 2025 through Summer 2027
Planning Commission and City Council Public Hearings
At the conclusion of the project, it will be necessary to present the updated General Plan, Climate Action Plan, and Environmental Impact Report to the Planning Commission and City Council for their respective review and approval during a public hearing. The consultant team will facilitate up to four public hearings with the Planning Commission and City Council.
Timing: Spring/Summer 2027
8. Miscellaneous Outreach
Mandatory CEQA Noticing
The California Environmental Quality Act (CEQA) requires public outreach at various stages in the preparation of an Environmental Impact Report (EIR). A Notice of Preparation (NOP) will be sent to responsible agencies, trustee agencies, and involved federal agencies at the start of the EIR process to solicit guidance from those agencies as to the scope and content of the environmental information to be included in the EIR. Responsible agencies and the public have 30 days to comment on an NOP. During these 30 days, a public scoping meeting will be held to identify key environmental concerns and issues. Additionally, the City will conduct consultation with California Native American tribes that are traditionally and culturally affiliated with Temecula prior to the release of the EIR. Tribes have 90 days to request consultation with the City. Once the Draft EIR is prepared, a Notice of Availability (NOA) will be issued to begin a required 45-day public review period of the document.
Timing: Summer 2026 — Spring 2027
Temecula Valley Auto Mall Sign
The City will utilize the Temecula Valley Auto Mall LED message board located along Interstate 15 to promote GPU outreach events and invite residents to participate in surveys.
Timing: Fall 2025 — Spring 2027
Temecula TV
The Temecula TV Program is a comprehensive effort focused on providing public information in a timely manner as well as creating opportunities to educate residents about local government, upcoming projects and services. Temecula TV will be used to disseminate project -related information, promote GPU outreach events, and invite residents to participate in surveys.
Timing: Fall 2025 — Spring 2027

SUBJECT: Consider Adoption of Resolution Opposing Proposition 50 - "The Election Rigging Response Act" (At the Request of Mayor Pro Tempore Alexander) PREPARED BY: Randi Johl, Director of Legislative Affairs/City Clerk RECOMMENDATION: That the City Council adopt a resolution entitled:
RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TEMECULA OPPOSING PROPOSITION 50 "THE ELECTION
RIGGING RESPONSE ACT"
BACKGROUND: Proposition 50 is a constitutional amendment on the special election ballot for November 4, 2025. The amendment was referred by the Legislature as Assembly Constitutional Amendment No. 8 (ACA 8) in response to mid -decade redistricting in other states. Proposition 50 generally does the following: (1) authorizes California to adopt new legislature -drawn congressional district maps for use in the 2026, 2028, and 2030 U.S. House elections, and (2) suspends the California Citizens Redistricting Commission for congressional maps until 2031. The Department of Finance estimates that the special election will cost approximately $250 million. Proponents of the measure argue it counters partisan gerrymandering in other states. Opponents of the measure argue it undermines the voter - approved independent redistricting model. Litigation regarding mid -cycle redistricting is pending in multiple states and may find its way to the U.S. Supreme Court.
If Proposition 50 passes, Temecula may be placed in new congressional boundaries as early as 2026, changing existing representation. Temecula has benefited from many years of existing representation. Representatives Calvert and Issa have done a great job helping Temecula obtain federal funding for many projects, including $50 million for the French Valley Interchange.
Temecula has intentionally and carefully built a great relationship with existing representatives.
It is therefore recommended that the Council discuss the item and provide direction as desired.

STOP TRUMP FROM RIGGING THE 2026 ELECTION
Donald Trump and Texas Republicans are making an unprecedented power grab to steal congressional seats and rig the 2026 election before voting even begins.
Other Republican states are following suit. They want to steal enough seats to control Congress even If voters overwhelmingly reject their agenda.
This isn't politics as usual. It's an emergency for our democracy.
ENSURE FAIR REPRESENTATION IN CONGRESS
We have already seen how Trump has recklessly Imposed tariffs and hurt California families,.denied disaster assistance to fire victims, and ordered mass arrests without warrants. The 2026 election for Congress represents our only chance to provide an essential check and balance on Trump's dangerous agenda.

o IS TEMPORARY. These maps expire in 2030. If Republicans rig the election and steal control of Congress next year, they'll continue to eliminate healthcare for millions of Americans, slash funding for schools, and cut essential services for veterans to pay for tax breaks for billionaires and big corporations.
PROTECT DEMOCRACY IN ALL 50 STATES
California has a duty to defend democracy. To do that, we can't unilaterally disarm or fight with both hands tied behind our backs, When Trump tries to rig elections, we must fight back with every tool available.
Prop 50 draws fair maps that represent California's diverse communities and ensure our voices aren't silenced by partisan gerrymandering in other states.

PROPOSITION 50: A POWER GRAB BY POLITICIANS
Prop 50 was written by politicians, for politicians. Prop 50 dismantles constitutional safeguards that keep election maps fair. It removes requirements to keep cities, counties, and local communities together, and eliminates voter protections that ban maps designed to favor incumbents or political parties — putting politicians back in charge of drawing their own districts, or those of their friends.
A "NO" vote protects fair elections and keeps the people of California — not politicians — in charge of redistricting.
NO ON PROP 50: IT REPEALS LANDMARK VOTER -APPROVED ELECTION
REFORMS
For decades, Sacramento politicians -drew their own district boundaries behind closed doors with no public oversight — guaranteeing their reelection, denying voters a real choice, and shutting out many women and people of color from elected office.
In 2008, California voters approved historic election reform -- creating the independent California Citizens Redistricting Commission. Voters decided district lines should be drawn by a balanced panel of everyday citizens --- not by politicians who stood to .. k }k
benefit.

ARGUMENT AGAINST PROPOSITION
Prop 50 throws out citizen -drawn congressional maps created through a transparent public process with input from over 35,000 Californians. Instead, politicians secretly drew maps — leaving voters with NO real say.
NO ON PROP 50: ANOTHER SCHEME TO PERMANENTLY END INDEPENDENT
REDISTRICTING
In 2008 and 2010, the Democratic Party and special interests spent millions of dollars to stop citizen redistricting. Later, the California Republican Party even sued to overturn citizen -drawn maps — and lost. Now, Sacramento politicians are scheming to regain control with Prop 50.
Make no mistake: Prop 50 is not temporary. For over half a decade, politicians get to Impose their gerrymandered maps. Worse, it sets a dangerous precedent — opening the door for Sacramento to keep drawing election maps beyond 2031 — giving politicians permanent power to shield themselves and their allies from accountability for California's high cost of living, skyrocketing housing costs, and rising energy bills.

Prop 50 is not democratic; It gives voters a take -It -or -leave -it decision on the most partisan maps in California's history — a product of politicians' secretive backroom deals with ZERO meaningful public engagement.
Prop 50 divides communities to benefit politicians, splitting counties 114 times and cities 141 times — far more than the citizen -drawn maps.

Lie #2: "Prop 50 removes requirements to keep cities, counties, and local communities together." Prop 50 does the opposite, keeping MORE cities and counties combined, and communities together than California's existing maps.

Proposition 50
Authorizes Temporary Changes to Congressional District Maps in Response to Texas' Partisan Redistricting. Legislative Constitutional Amendment.
BACKGROUND
U.S. Congress
U.S. Congress. The U.S. Congress is the part of the federal government that makes laws.
Congress has two parts: the U.S. Senate and the U.S. House of Representatives (House). Each of the 50 states is represented by 2 senators, with 100 senators in total. The House has 435 members. The number of representatives in the House for each state depends on how many people live in that state. Each member in the House represents an area of the state called a congressional district. California currently has 52 congressional districts. Voters who live in each congressional district elect one member of the House every two years to represent them. The next election for all 435 representatives will be in 2026.
U.S. Census Counts States' Populations Every Ten Years. The number of people living in an area goes up and down over time. Every ten years, the U.S. Census counts the number of people who live in the U.S. The last census was in 2020, and the next census is in 2030. This count is used to determine how many people live in each state and how many representatives in the House each state gets for the next ten years.
Congressional Redistricting
Each State Draws Congressional District Maps Following the U.S. Census. Every ten years, after the U.S. Census is completed, states draw new congressional district maps to reflect their number of House representatives and where people live. This process is called SUBJECT TO COURT Page 1 of 10

"redistricting." Each state decides what process to use to draw its new district maps. When drawing new maps, each state must follow federal laws. For example, each congressional district in the state must represent about the same number of people.
States 7pically Do Not Redistrict Sooner Than Every Ten Years. States typically only draw congressional district maps every ten years, unless a court orders changes to comply with the law. In August 2025, however, the Texas Legislature passed a bill to adopt new maps for the 2026 elections without a court order. Several other states also are considering changes to their maps before the 2026 elections.
Congressional Redistricting in California. State legislatures draw congressional district maps in most states, but some states use commissions to do this job. Before 2010, the California Legislature drew the state's congressional district maps. In 2010, California voters gave this job to an independent commission known as the California Citizens Redistricting Commission (Commission). The Commission includes 14 members: 5 Democratic members, 5 Republican members, and 4 members who are not registered with either of those political parties. When the Commission draws new congressional district maps, it must follow federal and state laws. For example, state law requires, among other things, the Commission to avoid splitting up neighborhoods or local communities of interest to the extent possible. State law also prohibits the Commission from considering political parties, current office holders, or people running for office when it draws the maps.
Current California Congressional Districts. The Commission drew the current maps for California's 52 congressional districts. These maps were based on the 2020 U.S. Census and have been used since the 2022 congressional elections.

PROPOSAL
California's Congressional District Maps
Use Legislatively Drawn Congressional District Maps Until After the Next Census.
Proposition 50 replaces California's current congressional district maps with new, legislatively drawn maps. (The total number of districts would not change.) Proposition 50's maps must follow federal law, but they are not required to follow the state requirements placed on the Commission. The state would use Proposition 50's maps for congressional elections starting in 2026. The state would use these maps until the Commission draws new district maps, following the 2030 U.S. Census.
National Congressional Redistricting
Call for Change in Federal Law. Proposition 50 asks the U.S. Congress to change federal law and propose an amendment to the U.S. Constitution to require redistricting be done by "fair, independent, and nonpartisan redistricting commissions nationwide." Proposition 50 expresses voter support for this idea, but does not change federal law or require any particular action of Congress or the California Legislature.
FISCAL EFFECTS
Minor One -Time Costs to County and State Elections Officials. Counties run elections, and the state oversees them. Because most congressional districts in California would change at least some under the new maps, county and state elections officials would need to update election materials. This would result in one-time costs to counties of up to a few million dollars statewide and one-time costs to the state of roughly $200,000. The state amount is much less than one -tenth of 1 percent (0.1 percent) of the state's roughly $220 billion General Fund budget.

Phase II is in process and includes an update to the Quality of Life Master Plan (QLMP), reconciling the City's GIS Maps on a parcel by parcel basis, a baseline EIR analysis of the City's Circulation Element, and developing a Complete Streets Policy document. Phase III will include a Fiscal Land Use Study to analyze the City's remaining development capacity and market absorption potential for residential, commercial, and industrial development. The RFP for the General Plan managing consultant was awarded to Sagecrest Environmental (Contract approved January 28, 2025). The RFP for the General Plan consultant was released and interviews held with the top applicants the week of April 28, 2025. transportation. Alta drafted a wayfinding strategy memo that outlines best practices for destination selection, sign placement, and sign programming in 2024, however, for ease of production and cost purposes, staff decided to open a contract with Brand Assassins to finish out the project. A kickoff meeting with Brand Assassins was held in February 2025 and designs are underway. The white paper recommended that the City utilize parking sensors to monitor parking in Old Town. Staff has circulated a Request for Proposal from companies offering parking sensors. Responses were received and reviewed by staff. The companies that submitted the top two highest rated proposals were invited to provide a demonstration to staff. Demonstrations were held in April and a vendor was selected (Frogparking, Inc.). The agreement for the Frogparking Sensors was taken to City Council on November 12, 2024. Sensor installation for the pilot program (Phase I) was completed on February 11, 2025. The pilot covered parallel parking spaces along Old Town Front Street between Main Street and the northern entry arch. On August 5, 2025, staff made a presentation the City Council Old Town Steering Committee updating them on the results seen during the pilot program. Staff also discussed with the committee their thoughts on bringing before the entire council a recommendation to move forward with Phase II of the project. The subcommittee was in favor of this idea. Phase II will cover the remaining public spaces in Old Town. Staff anticipates taking phase II to the entire council in September. (JONES) Election Sign Ordinance (LR25-0123): A proposed Ordinance to provide standards related to the governance of election signage throughout the City.
