CITY OF TEMECULA

AGENDA REPORT
TO: City Manager/City Council
FROM: Peter Thorson, City Attorney
Randi Johl, Director of Legislative Affairs/City Clerk
DATE: July 28, 2026
SUBJECT: Receive Status Update on the City's Efforts to Oppose the San Diego Gas & Electric Golden Pacific Powerlink Project and Provide Information About City Impacts to San Diego Gas & Electric, California Independent System Operator and California Public Utility Commission
PREPARED BY: Peter Thorson, City Attorney
Randi Johl, Director of Legislative Affairs/City Clerk
RECOMMENDATION: That the City Council:

1. Receive a status update on the City's efforts to oppose the San Diego Gas & Electric Golden Pacific Powerlink Project ("Project") and provide information about City impacts to San Diego Gas & Electric (SDG&E), California Independent System Operator (CAISO), and California Public Utility Commission (CPUC); and

2. Approve public outreach as needed; and

3. Provide general direction to the staff regarding the Project.

BACKGROUND: The California Independent System Operator (CAISO) and San Diego Gas & Electric Company (SDG&E) have proposed the Golden Pacific Powerlink Project, which includes construction of a new 500-kilovolt (W) extra -high -voltage transmission line and associated facilities. As currently proposed, the project would traverse the southern portion of the City of Temecula, including the Temecula Creek corridor, residential neighborhoods, schools, parks, businesses, agricultural lands, and Southern California Wine Country.

On May 26, 2026, the City Council held a publicly noticed meeting during which representatives from CAISO and SDG&E presented information regarding the project and responded to questions from the City Council and members of the public. The meeting was attended by hundreds of residents, many of whom expressed significant concerns regarding the proposed alignment.

Following public testimony, the City Council unanimously expressed its opposition to the project as currently routed through Temecula.

On June 4, 2026, the City submitted a detailed comment letter to SDG&E and CAISO outlining the City's concerns and requesting that those issues be fully evaluated during the environmental review process required under the California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA).

On July 14, 2026, the City Council unanimously adopted a resolution of opposition formalizing the City's position and establishing legislative findings supporting its continued participation in the environmental and regulatory review processes. The resolution did not oppose electrical reliability improvements or modernization of California's electric grid. Rather, it expressed the City's opposition to the currently proposed alignment through Temecula and urged responsible agencies to evaluate feasible alternatives that avoid or substantially reduce impacts to established communities and sensitive environmental resources. The legislative findings contained in the resolution identified numerous concerns associated with the proposed alignment, including:

Potential impacts to public health, safety, and emergency response; Increased wildfire risks within the Temecula Creek corridor; Impacts to scenic resources, community character, and Southern California Wine Country; Potential effects on tourism, agriculture, and local businesses; Potential impacts to biological resources and wildlife corridors; Concerns regarding tribal cultural resources;
Potential reductions in residential and commercial property values; Lack of meaningful public participation during the early planning stages; and The need for a comprehensive analysis of feasible alternatives as required by CEQA and NEPA.

The resolution further authorized the City Manager, City Attorney, and appropriate staff to continue participating in environmental review, retain technical and legal experts as necessary, coordinate with public agencies and tribal governments, and undertake other lawful actions to protect the City's interests throughout the regulatory process.

Today, the City Council will receive an update on the above -referenced efforts to oppose the Project. It is also recommended that the City Council approve related public engagement efforts and provide general direction as desired.

FISCAL IMPACT: There is no direct fiscal impact to receive a status update on efforts related to the Project. Should additional environmental review, regulatory proceedings, technical analyses, or legal representation become necessary, any future expenditures will be presented to the City Council for consideration through the City's normal budgetary and contract approval processes.

CAPITAL IMPROVEMENT PROJECTS

CIRCULATION PROJECTS
Diaz Road Expansion, PW17-25
Description Improve Diaz Road to meet the roadway classification of Major Arterial (4 Lanes Divided), between Cherry Street and Rancho California Road. The 2.2-mile stretch will be widened, extended, and/or improved to create a contiguous Major Arterial segment. The project will be developed and constructed in two phases.

Phase 1 will include improvements on Diaz Road from Winchester Road to Rancho California Road. Phase 2 will include improvements to Diaz Road from Cherry Street to Winchester Road.

Cost: $17,050,991
Status: The environmental Initial Study has been approved, Mitigated Negative Declaration adopted, and Notice of Determination filed in May 2022. Design is 60% complete. Regulatory permit applications must be resubmitted for the U.S. Army Corps of Engineers (USACE) 404 Nationwide Permit and California Department of Fish and Wildlife Services (CDFW) Streambed Alteration 1602 due to the change in scope of the Murrietta Creek Phase 2B Project, headed by ACOE and Riverside County Flood Control and Water Conservation District (RCFC&WCD). Current activities include design coordination with utility purveyors (SCE, RCWD, and EMWD) and City project PW16-05 Murrieta Creek Bridge at Overland Drive, and RCFC&WCD of regulatory permit applications for SWRCB 401 Water Quality Certification and USACE Section 408. Staff is evaluating mitigation options for Temecula Creek to comply with regulatory permits.

Construction previously anticipated to start in Spring of 2024 is now delayed to mid-2028 due to coordination with USACE and RCFC&WCD on their Murrietta Creek Phase 2B Project, and the federal funding of $2M added to the project for the Federal 26/27 fiscal year. Federal funding requires completion of certain environmental documentation, such as under the National Environmental Policy Act (NEPA), prior to project construction, which is anticipated to take approximately 1 year to complete once funding is authorized.

French Valley Parkway/Interstate 15 Improvements - Phase II, PW16-01 Description: Design and construction of the two-lane northbound collector/distributer road system beginning north of the Winchester Road interchange on -ramps and ending just north of the Interstate 15/Interstate 215 junction with connection to Interstate 15 and Interstate 215. Staff continue to work with Caltrans to advance HBP funds to earlier fiscal years to meet the project schedule. Also, additional coordination with ACOE and RCFC is required, as Murrietta Creek Phase 2B will likely be under construction concurrently with this project. As of May 2024, Caltrans has authorized full funding for PE and ROW Phases, so all preconstruction activities are currently authorized for HBP funds. 3 ub yrii-w=e01 b MaM G)/41l eat,40 -71/96/44- -) /V . cie.) AspplAbliczarn4760,c1/7) Good afternoon, Mayor, members of the City Council, and city staff.

My name is Mark Winkler, President of Save Temecula—a community, grassroots nonprofit fighting SDG&E's Golden Pacific Powerlink. I am proud to stand here today on behalf of our rapidly growing coalition of dedicated volunteers.

First and foremost, thank you for your resolute leadership in opposing this project. By passing a formal resolution and pledging strong legal and regulatory remedies, you have proven that this council is our city's strongest shield and first line of defense.

Your protection of Temecula honors a rare legacy. Temecula is a true jewel in American local governance—one of the few cities in the entire nation to have fully resolved its major long-term debt obligations. That extraordinary achievement reflects decades of sound planning and fiscal responsibility. We did not build a pristine, debt-free, world-class city just to let an outside utility run 20-story steel towers through our neighborhoods and creek beds—threatening our environment, our economy, and our well- being.

Your council, dedicated staff, and legal team have built a formidable shield.

But a shield only works if the people stand behind it to hold it high and stand steadfast.

That is why the citizens of Temecula are rising to do our part.

Over the past few months, Save Temecula has mobilized thousands of residents:
• We have gathered over 11,000 petition signatures.
• Built a social media reach of over 3,000 active followers. • Delivered materials directly to over 4,200 homes.
• Distributed over 11,000 flyers throughout the community. • Participated at many community events.

And this is just the beginning.

We are educating our community, engaging local schools, and organizing neighborhood outreach across every district. Following our successful June 26th stakeholder meeting, our second convening is set for August 28th,

where we aim to have every HOA represented. With nearly 50% of our residential units governed by HOAs, reaching this massive segment of our population ensures our community speaks with one unified, powerful voice.

Together—city leadership and engaged citizens—we will protect Temecula's future, its beauty, and its legacy.

Thank you for your time, your service, and your continued fight.
