5. Depending upon the responses received in a given category, Sourcewell may need to organize responses into subcategories in order to provide the broadest coverage of the requested equipment, products, or services to Participating Entities. Awards may be based on a subcategory.
6. A proposer's documented negative past performance with Sourcewell or its Participating Entities occurring under a previously awarded Sourcewell contract may be considered in the evaluation of a proposal.
III. PRICING
A. REQUIREMENTS
All proposed pricing must be:
1. Either Line -Item Pricing or Percentage Discount from Catalog Pricing, or a combination of these:
a. Line -item Pricing is pricing based on each individual product or services. Each line must indicate the proposer's published "List Price," as well as the "Contract Price." b. Percentage Discount from Catalog or Category is based on a percentage discount from a catalog or list price, defined as a published Manufacturer's Suggested Retail Price (MSRP) for the products or services. Individualized percentage discounts can be applied to any number of defined product groupings. Proposers will be responsible for providing and maintaining current published MSRP with Sourcewell, and this pricing must be included in its proposal and provided throughout the term of any contract resulting from this RFP.
2. The proposer's not to exceed price. A not to exceed price is the highest price for which equipment, products, or services may be billed to a Participating Entity. However, it is permissible for suppliers to sell at a price that is lower than the contracted price.
3. Stated in U.S. and Canadian dollars (as applicable).
4. Clearly understandable, complete, and fully describe the total cost of acquisition (e.g., the cost of the proposed equipment, products, and services delivered and operational for its intended purpose in the Participating Entity's location).
Proposers should clearly identify any costs that are NOT included in the proposed product or service pricing. This may include items such as installation, set up, mandatory training, or initial inspection. Include identification of any parties that impose such costs and their relationship to the proposer. Additionally, proposers should clearly describe any unique distribution and/or delivery methods or options offered in the proposal.
Proposers awarded a contract are expected to pay to Sourcewell an administrative fee in exchange for Sourcewell facilitating the resulting contracts. The administrative fee is normally calculated as a percentage of the total sales to Participating Entities for all contracted equipment, Rev. 3/2022 Sourcewell RFP #011723

139
products, or services made during a calendar quarter, and is typically one percent (1%) to two percent (2%). In some categories, a flat fee may be an acceptable alternative.
IV. CONTRACT
Proposers awarded a contract will be required to execute a contract with Sourcewell (see attached template). Only those modifications the proposer indicates in its proposal will be available for discussion. Much of the language in the Contract reflects Minnesota legal requirements and cannot be altered. Numerous and/or onerous exceptions that contradict Minnesota law may result in the proposal being disqualified from further review and evaluation.
To request a modification to the template Contract, a proposer must submit the Exceptions to Terms, Conditions, or Specifications table with its proposal. Only those exceptions noted at the time of the proposal submission will be considered.
Exceptions must:
1. Clearly identify the affected article and section.
2. Clearly note the requested modification; and as applicable, provide requested alternative language.
Unclear requests will be automatically denied.
Only those exceptions that have been accepted by Sourcewell will be included in the contract document provided to the awarded supplier for signature.
If a proposer receives a contract award resulting from this solicitation it will have up to 30 days to sign and return the contract. After that time, at Sourcewell's sole discretion, the contract award may be revoked.

JDCRS has the responsibility to train the dealers on sales processes (ceiling price, discount structure, ordering and delivering of products), how to determine if a customer is already a member and how to assist a customer that is not a member how to become a member. Our dealer's responsibility is to help identify the right product for the job and how to find the easiest, most cost effective way to source that product/solution. CITY OF TEMECULA
AGENDA REPORT
TO: City Manager/City Council
FROM: Mohsen Maali, Acting Director of Public Works/City Engineer DATE: September 8, 2026
SUBJECT: Accept Improvements and File the Notice of Completion for the Vail Ranch Park Restrooms Project, PW23-06
PREPARED BY: Hossein Ajideh, Acting Assistant Director of Public Works Laura Bragg, Associate Engineer II
RECOMMENDATION: That the City Council:
1. Accept the design, fabrication, purchase, delivery, and installation of the Vail Ranch Park Restrooms Project, PW23-06, by Public Restroom Company as complete; and
2. Direct the City Clerk to file and record the Notice of Completion for Public Restroom Company; and
3. Release Public Restroom Company's Labor and Materials Bond seven months after filing the Notice of Completion, provided no liens have been filed; and
4. Accept the construction of the Vail Ranch Park Restrooms Project, PW23-06, by Roadway Engineering & Construction Corp. as complete; and
5. Direct the City Clerk to file and record the Notice of Completion, release the Performance Bond, and accept a one-year Maintenance Bond in the amount of ten percent (10%) of the final contract amount for Roadway Engineering & Construction Corp.; and
6. Release Roadway Engineering & Construction Corp.'s Labor and Materials Bond seven months after the filing of the Notice of Completion, provided no liens have been filed.
BACKGROUND: The Vail Ranch Park Restrooms Project, PW23-06 (Project), included the design, fabrication, delivery, and installation of a new prefabricated restroom facility.
The facility included two single -stall unisex restrooms and a utility chase. The Project was delivered through two (2) separate contracts. The first contract provided for the design, fabrication, purchase, delivery, and installation of the prefabricated restroom building, while the second contract provided for the site improvements necessary to accommodate the new restroom building.
Both contracts have now been completed.
188
This approach allowed the City to procure the prefabricated restroom building directly from a specialized manufacturer while separately constructing the supporting site improvements, utilities, and accessibility improvements necessary for installation of the facility.
On August 13, 2024, the City Council approved an agreement with Public Restroom Company for the design, fabrication, purchase, and installation of the restroom facility for the Project in the amount of $257,079, and authorized the City Manager to approve extra work order authorizations not to exceed the contingency amount of $25,707.90.
Public Restroom Company designed, fabricated, delivered, and installed a stand-alone restroom building that included a utility chase on a building pad prepared by the City under a separate construction contract. Public Restroom Company has completed the work in accordance with the approved plans and specifications and to the satisfaction of the Director of Public Works/City Engineer. All work is warranted for a period of five years beginning April 2, 2026, the date the restroom was installed. The retention for the Project was released pursuant to the provisions of Public Contract Code Section 7107.
The original agreement amount for the design, fabrication, purchase, and installation was $257,079. One contract change order was issued, resulting in a net increase of $3,105. The final agreement amount was $260,184 for this component of the Project.
On January 13, 2026, the City Council awarded a construction contract to Roadway Engineering & Construction Corp. in the amount of $264,052 and authorized the City Manager to approve construction contract change orders not to exceed the contingency amount of $26,405.20.
The construction contract with Roadway Engineering & Construction Corp. provided the site improvements necessary to accommodate installation of the prefabricated restroom building furnished under a separate agreement. Site preparation included rerouting and upgrading utilities, site grading, concrete work, installation of Americans with Disabilities Act (ADA)-compliant pedestrian access ramps, landscaping and irrigation improvements, and installation of a new sewer connection.
Roadway Engineering & Construction Corp. has completed the work in accordance with the approved plans and specifications and to the satisfaction of the Director of Public Works/City Engineer. All work is warranted for a period of one year beginning September 8, 2026, the date the City Council approved the Notice of Completion. The retention for the Project was released pursuant to the provisions of Public Contract Code Section 7107.
The original construction contract amount was $264,052. One contract change order was issued, resulting in a net increase of $13,100.78. The final contract amount was $277,152.78 for this component of the Project.
Completion of both contracts completes the Vail Ranch Park Restroom Project and provides a new ADA-compliant restroom facility for park users and supports the City's Core Values in the Quality -of -Life Mater Plan e.g., Healthy and Livable City. 189
FISCAL IMPACT: There is no additional fiscal impact associated with accepting the Project and filing and recording the Notices of Completion.

Item No. 11
CITY OF TEMECULA
AGENDA REPORT
TO: City Manager/City Council
FROM: Mohsen Maali, Acting Director of Public Works/City Engineer DATE: September 8, 2026
SUBJECT: Accept Improvements and File the Notice of Completion for the Long Canyon Creek Park Restroom Project, PW23-18
PREPARED BY: Hossein Ajideh, Acting Assistant Director of Public Works Emalee Manning, Assistant Engineer
RECOMMENDATION: That the City Council:
1. Accept the design, fabrication, purchase, and installation of the Long Canyon Creek Park Restroom Project, PW23-18, by Public Restroom Company as complete; and
2. Direct the City Clerk to file and record the Notice of Completion for Public Restroom Company; and
3. Release Public Restroom Company's Labor and Materials Bond seven months after filing the Notice of Completion, provided no liens have been filed; and
4. Accept the construction of the Long Canyon Creek Park Restroom Project, PW23-18, by Roadway Engineering & Construction Corp. as complete; and
5. Direct the City Clerk to file and record the Notice of Completion, release the Performance Bond, and accept a one-year Maintenance Bond in the amount of ten percent (10%) of the final contract price for Roadway Engineering & Construction Corp.; and
6. Release Roadway Engineering & Construction Corp.'s Labor and Materials Bond seven months after the filing of the Notice of Completion, provided no liens have been filed.
BACKGROUND: The Long Canyon Creek Park Restroom Project, PW23-18 (Project), included the design, fabrication, delivery, and installation of a new prefabricated restroom facility. The facility included two single -stall unisex restrooms and a utility chase. The Project was delivered through two (2) separate contracts. The first contract provided for the design, fabrication, purchase, delivery, and installation of the prefabricated restroom building, while the 204
second contract provided for the site improvements necessary to accommodate the new restroom building. Both contracts have now been completed.
This approach allowed the City to procure the prefabricated restroom building directly from a specialized manufacturer while separately constructing the supporting site improvements, utilities, and accessibility improvements necessary for installation of the facility.
On August 13, 2024, the City Council approved an agreement with Public Restroom Company for the design, fabrication, purchase, and installation of the restroom facility for the Project in the amount of $243,529 and authorized the City Manager to approve extra work order authorizations not to exceed the contingency amount of $24,352.90.
All work is warranted for a period of five years beginning March 26, 2026, the date the restroom was installed. The retention for this Project was released pursuant to the provisions of Public Contract Code Section 7107.
The original agreement amount for the design, fabrication, purchase, and installation was $243,529. Two contract change orders (i.e., modifications) were issued, resulting in a net increase of $7,853. The final agreement amount was $251,382 for this component of the Project.
On January 13, 2026, the City Council awarded a construction contract to Roadway Engineering & Construction Corp. in the amount of $189,695.50 and authorized the City Manager to approve construction contract change orders not to exceed the contingency amount of $18,969.55. In addition, on April 28, 2026, the City Council approved an additional $35,000 in construction contingency.
The construction contract with Roadway Engineering & Construction Corp. provided the site improvements necessary to accommodate installation of the prefabricated restroom building furnished under a separate agreement. Site preparation included rerouting and upgrading utilities, site grading, concrete work, installation of Americans with Disabilities Act compliant pedestrian access ramps, landscaping and irrigation improvements, and installation of a new sewer connection.
The retention for this Project was released pursuant to the provisions of Public Contract Code Section 7107.
The original construction contract price was $189,695.50. One contract change order was issued, resulting in a net increase of $6,096.97. The final contract price was $195,792.47 for this component of the Project.
205
Completion of both contracts completes the Long Canyon Creek Park Restroom Project and provides a new ADA-compliant restroom facility for park users and supports the City's Core Values in the Quality -of -Life Mater Plan e.g., Healthy and Livable City.
FISCAL IMPACT: There is no additional fiscal impact associated with accepting the Project and filing and recording the Notices of Completion.

Item No. 13
TEMECULA COMMUNITY SERVICES DISTRICT
AGENDA REPORT
TO: General Manager/Board of Directors
FROM: Erica Russo, Director of Community Services
DATE: September 8, 2026
SUBJECT: Receive Recommendations Related to New Year's Eve Grape Drop and Provide General Direction Regarding the Same (At the Request of Subcommittee Members Schwank and Stewart)
PREPARED BY: Tracy Tomines, Community Services Supervisor II RECOMMENDATION: That the Board of Directors receive recommendations related to the New Year's Eve Grape Drop and provide general direction regarding the same.
BACKGROUND: In 2011, staff held the first annual New Year's Eve Grape Drop. The event included live entertainment, children's activities, and an East Coast countdown at 9:OOPM, followed by a West Coast countdown at midnight. Each countdown featured the signature Grape Drop descending from the City Hall bell tower.
After 13 years, staff proposed refreshing the signature event while retaining its family -friendly nature. In 2024, Council approved changes to the event timeframe, moving the celebration to 6:00- 10:00PM and focusing on the East Coast countdown at 9:OOPM. The countdown was enhanced with a drone show, which concluded with a drone countdown culminating in the traditional Grape Drop. In 2025, the event was canceled due to inclement weather.
Due to logistical challenges associated with the physical Grape Drop, staff met with the Parks, Recreation, and Community Services Subcommittee (JS/ZS) on August 11, 2026, to propose changes to the New Year's Eve event. Staff recommended relocating the event from the Civic Center to the Promenade Mall and holding the celebration from 5:30-9:30PM. The event still would include live entertainment and children's activities, with a drone show featuring a drone Grape Drop for the 9:OOPM East Coast countdown. Relocating the event to the Promenade Mall would provide an opportunity to enhance the family -friendly atmosphere, accommodate event activities, and potentially increase attendance. It would reduce staffing costs and eliminate the need for a road closure in Old Town. Preliminary discussions with Promenade staff have indicated they are willing to host this event.
As staff presented options for reimagining New Year's Eve, an additional concept was presented that would replace the New Year's Eve Grape Drop with a new standalone holiday event. The 0**
Subcommittee was intrigued by this concept and directed staff to explore hosting a separate holiday celebration in Old Town in addition to relocating the New Year's Eve Grape Drop to the Promenade.
The proposed holiday event would take place in Town Square Park on the Saturday before Thanksgiving and serve as a kickoff to the holiday season. The event would include Santa's arrival, the lighting of the Old Town Christmas tree (relocated to Town Square Park), live music, and food and craft vendors. The proposed relocation of the Christmas tree would coincide with Public Works' plans to redesign the landscape of the fountain planter at Town Square Park. The event would provide an opportunity for the community to gather and celebrate the beginning of the holiday season while maintaining the New Year's Eve Grape Drop as a separate family -friendly celebration at the Promenade.
FISCAL IMPACT: Programming costs will be covered within the Fiscal Year 2026- 2027 Annual Operating Budget through savings from the 2025 drone show deposit and minor savings from various events held throughout the year.

Item No. 14
CITY OF TEMECULA
AGENDA REPORT
TO: City Manager/City Council
FROM: Matt Peters, Director of Community Development
DATE: September 8, 2026
SUBJECT: Introduce Ordinance Amending Title 17 of the Temecula Municipal Code to Implement a New Permitting Mechanism for Establishments that Sell or Provide Alcohol and Find that this Ordinance is Exempt from the California Environmental Quality Act (CEQA) Pursuant to CEQA Guidelines Section 15061 (b)(3) PREPARED BY:
RECOMMENDATION:
Mark Collins, Senior Planner
That the City Council:
1. Introduce an ordinance entitled:
ORDINANCE NO.
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
TEMECULA AMENDING TITLE 17 OF THE TEMECULA
MUNICIPAL CODE TO IMPLEMENT AN ALCOHOL USE
PERMIT (AUP), AND MAKE A FINDING THAT THIS
ORDINANCE IS EXEMPT FROM THE CALIFORNIA
ENVIRONMENTAL QUALITY ACT (CEQA) PURSUANT TO
CEQA GUIDELINES SECTION 15061 (13)(3)
2. Adopt a resolution entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TEMECULA ESTABLISHING AN ALCOHOL USE PERMIT
FEE, AND FINDING THIS RESOLUTION EXEMPT FROM THE
CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA)
SUMMARY OF ORDINANCE: The proposed Ordinance would make amendments to Title 17 of the Temecula Municipal Code. Listed below is a summary of the proposed changes to the Municipal Code:
Changes to Title 17:
Table 17.03.010 (Planning and Zoning Approval Authority) 224
Amend the table to include the AUP as a new permit type, which would be considered by the Planning Commission at a public hearing for approval. The inclusion of the AUP to the table would include references to Note 1 which requires a public hearing, and a new "Note 7" which requires compliance with Chapter 17.09 (Alcohol). This approval process was selected to streamline permitting of alcohol uses, while keeping the ability to condition the project appropriately, and still ensuring flexibility for new businesses proposing new and evolving uses that include alcohol sales and/or consumption. Additionally, would make minor typographical corrections and add language requiring alcohol uses to obtain an AUP if not permitted by right, not a Conditional Use Permit (CUP).
17.04.015 (Alcohol Use Permits)
2. The proposed Ordinance would add § 17.04.015 to Chapter 17.04 (Permits). This proposed section includes its stated purpose and intent, provides application requirements, clearly states the approval process and authority (Planning Commission) and the findings that need to be made for such an applications disposition. Additionally, this Section provides guidance and requirements for revocation, appeal, and modification to an AUP. This approach was selected as staff feels it balances the City's First Core Value (A Safe and Prepared Community) with the reality of a changing retail environment by providing flexibility to the business community and added guardrails for the community. § 17.09.040 C (1) (Land Use Requirements)
3. The proposed Ordinance would amend this section to clarify that AUP's will be required for alcohol serving establishments as opposed to a CUP. The current process for alcohol uses not permitted by right, is for the application of a CUP, which has been a common approach in planning for many years across many municipalities. CUP's are a time -tested permitting process for uses, in this case alcohol uses, that have some special impact or uniqueness that cannot be determined in advance of the use. This AUP process incorporates the analysis while ensuring the City can respond in a more timely manner to concerns that could negatively impact public safety.
§ 17.09.060 A (1) p. (Alcoholic Beverage Sales Operational Standards)
4. As currently codified in this Section, it is stated without ambiguity that the "bar area" for an ancillary use is permitted through a CUP. As proposed, this Ordinance would refer such uses to Table 17.03.010 (Planning and Zoning Approval Authority) which is a more appropriate reference as there are more than one approval authority based on the proposal and this change reflects that reality.
§ 17.09.060 B (10) (Alcoholic Beverage Sales Operational Standards)
5. Currently there are requirements for establishments that sell alcohol to be located at least six hundred (600) feet from a religious institution, school, daycare or public park. There is an exemption to this requirement for such institutions that are located within the same zoning district as an establishment that serves alcohol. More plainly, a listed use above (school, park, etc.) located within a commercial zoning district cannot preclude a business 225
that sells alcohol. Such businesses would go through the AUP process and would be conditioned appropriately by the approving authority. This proposed Ordinance would amend this section to include mixed -use zoning districts. Mixed use zones allow for a mix of residential and commercial uses and is being added to clarify commercial property rights in a mixed use zone. Amend the section to include "mixed -use" zone as an additional location where the separation requirement between such uses does not apply, if both exist in such a zoning district.
§ 17.09.070C(4)d (Specific Alcohol Regulations)
6. This section currently states, in summary, that failure to comply with the Municipal Code may result in the revocation of a CUP. This proposed Ordinance would add the proposed AUP to this section holding both to the same standard. This is required of all businesses and permit holders who operate within the City.
BACKGROUND: The City of Temecula City Council adopted the Municipal Code in January 1990. Since its adoption, the City Council has periodically made amendments to various sections of the Code to improve its clarity, make corrections and implement state law. The proposed amendments to the Temecula Municipal Code include amendments to Title 17 (Zoning).
City staff met with the Planning Commission General Plan Update Subcommittee on March 4, 2026 (Chair Turley-Trejo and Commissioner Matics).
City staff met with the City Council General Plan Update Ad Hoc Subcommittee on March 10, 2026 to discuss the proposed ordinance and again on July 28, 2026 to discuss proposed changes to the draft ordinance (MPT Rahn and Councilmember Kalfus).
Pursuant to Government Code Section 65800, the Planning Commission is required to review and make recommendations to the City Council regarding zoning regulations and amendments to Title 17 Zoning (Development Code) of the Temecula Municipal Code. The item was presented at a public hearing to the Planning Commission on August 5, 2026, and Resolution No. 2026-14 was adopted recommending the City Council adopt the proposed ordinance.
FISCAL IMPACT: Community Development budgeted sufficient funds for the ordinance development and fee study, which will include administrative costs, and enforcement.

OF TEMECULA AMENDING TITLE 17 OF THE

THAT THIS ORDINANCE IS EXEMPT FROM THE
CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA)
PURSUANT TO CEQA GUIDELINES SECTION 15061 (13)(3)
THE CITY COUNCIL OF THE CITY OF TEMECULA DOES HEREBY ORDAIN AS FOLLOWS:
Section 1. Procedural Findings. The City Council of the City of Temecula does hereby find, determine, and declare that:
A. City staff identified the need to make revisions and clarifications to portions of Title 17 (Zoning) of the Temecula Municipal Code.
B. The code amendments are being made to address evolving changes to the retail, dining, and entertainment sectors, including changing consumer demand patterns, the increasing integration of alcohol beverage service within traditional retail establishments, and the emergence of new and evolving business models involving the sale and service of alcoholic beverages.
C. The code amendments are intended to establish a permitting mechanism whereby the Planning Commission may evaluate alcohol -related uses on a case -by -case basis, ensuring compatibility with surrounding uses, and impose reasonable operational conditions tailored to the specific characteristics of each business.
D. The code amendments are further intended to provide flexibility for evolving business models and commercial uses while ensuring appropriate regulatory oversight of establishments involving alcoholic beverage sales in a manner that protects the public health, safety, and welfare and maintains the high quality of life enjoyed by Temecula residents.
E. As required by State law, the Planning Commission considered the proposed amendments to Title 17 (Zoning) of the Temecula Municipal Code ("Ordinance") on August 5, 2026, at a duly noticed public hearing as prescribed by law, at which time the City staff and interested persons had an opportunity to and did testify either in support of or opposition to this matter.
F. At the conclusion of the Planning Commission hearing and after due consideration of the testimony, the Planning Commission adopted PC Resolution No. 2026-14, recommending that the City Council adopt the Ordinance.
G. The City Council, at a regular meeting, considered the Ordinance on September 8, 2026, at a duly noticed public hearing, as prescribed by law, at which time the City Staff and 1 P*AFA
interested persons had an opportunity to and did testify either in support or opposition to this matter.
H. Following the public hearing, the City Council considered the entire record of information received at the public hearings before the Planning Commission and City Council.
Section 2. Further Findings. The City Council, in approving the proposed Ordinance, hereby makes the following additional findings as required by Section 17.01.040 ("Relationship to General Plan") of the Temecula Municipal Code:
1. The proposed uses are allowed in the land use designation in which the use is located, as shown on the land use map, or is described in the text of the general plan.
The proposed changes to Title 17 include implementing an alcohol use permit process for establishments involving the sale or service of alcoholic beverages. These changes provide a permitting mechanism to allow the Planning Commission to evaluate alcohol -related uses on a case -by -case basis and impose conditions of approval as appropriate. These changes are imposing requirements on existing uses, rather than allowing a use where it was not previously permitted.
Inclusion of consistent standards for establishments that sell alcohol furthers Goal 1 of the Land Use Element which specifies `A diverse and integrated mix of residential, commercial, industrial, recreational, public and open space land uses. " The amendments to the standards for establishments that offer the sale of alcohol for on -site consumption clarify that the distance requirement from sensitive uses (religious institutions, schools, day care centers, and public parks that does not apply to commercial uses, similarly does not apply to mixed -use.
2. The proposed uses are in conformance with the goals, policies, programs and guidelines of the elements of the general plan.
The proposed Ordinance implements consistent standards for establishments that sell alcohol, which furthers Goal 3 of the Public Safety Element which is to provide "A safe and secure community free from the threat of personal injury and loss of property. "
3. The proposed uses are to be established and maintained in a manner which is consistent with the general plan and all applicable provisions contained therein.
The proposed amendments to Title 17 of the Temecula Municipal Code do not propose any land use that is inconsistent with the Temecula General Plan. The proposed changes implement a new alcohol permitting mechanism on alcohol -related uses that are presently permitted and furthers Goal 2 of the adopted General Plan which states, "Orderly and efficient patterns of growth that enhance quality of life for Temecula Residents. " Section 3. Environmental Findings. The City Council hereby finds that this Ordinance is exempt from the requirements of the California Environmental Quality Act ("CEQA") pursuant to Title 14 of the California Code of Regulations, Section 15061(b)(3) because it can be seen with certainty that there is no possibility that the adoption of the Ordinance would have a significant impact on the environment. The Ordinance establishes an alcohol use permitting process to allow the sale or service of alcohol in new or existing establishments. The Ordinance does not allow new uses where they otherwise would not be permitted and, therefore, there is no 2 228
possibility that the adoption of the Ordinance will have a significant effect on the environment.
The Community Development Director is hereby directed to file a Notice of Exemption in accordance with CEQA and the State CEQA Guidelines.
Section 4. Table 17.03.010 of Chapter 17.03 (Administration of Zoning) of Title 17 (Zoning) of the Temecula Municipal Code is hereby amended to read as follows (with additions appearing in underlined text and deletions appearing in strikethrough), with all other provisions of Table 17.03.010 remaining unchanged:

A. Purpose and Intent. An alcohol use permit or "AUP" is intended to allow the establishment of alcohol uses that are not permitted by right which, by their nature, have some special impact or uniqueness such that their effect on the surrounding environment cannot be determined in advance of the alcohol use being proposed for a particular location. The AUP provides the city with the means to review the location, design, configuration of uses, operations, and potential impact and compatibility with the surrounding area through a review and approval process.

PC RESOLUTION NO.2026-14
A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF TEMECULA RECOMMENDING THAT
THE CITY COUNCIL ADOPT AN ORDINANCE
ENTITLED, "AN ORDINANCE OF THE CITY COUNCIL
OF THE CITY OF TEMECULA AMENDING TITLE 17 OF
THE TEMECULA MUNICIPAL CODE TO IMPLEMENT
AN ALCOHOL USE PERMIT (AUP), AND MAKE A
FINDING THAT THIS ORDINANCE IS EXEMPT FROM
THE CALIFORNIA ENVIRONMENTAL QUALITY ACT
(CEQA) PURSUANT TO CEQA GUIDELINES SECTION
15061 (11)(3)"
Section 1. Procedural Findings. The Planning Commission of the City of Temecula does hereby find, determine and declare that:
A. City staff identified the need to make revisions and clarifications to portions of Title 17 (Zoning) of the Temecula Municipal Code.
B. The Planning Commission, at a regular meeting, considered the proposed amendments to Title 17 (Zoning) of the Temecula Municipal Code on August 5, 2026, at a duly noticed public hearing as prescribed by law, at which time the City staff and interested persons had an opportunity to, and did testify either in support or opposition to this matter.
C. The proposed amendments to Title 17 are consistent with the City of Temecula General Plan, and each element thereof.
D. At the conclusion of the Planning Commission hearing and after due consideration of the testimony, the Planning Commission recommended that the City Council adopt the Ordinance attached hereto as Exhibit "A".
E. All legal preconditions to the adoption of this Resolution have occurred.
Section 2. Further Findings. In recommending adoption of the proposed Ordinance, the Planning Commission of the City of Temecula does hereby make the following additional findings as required by Section 17.01.040 ("Relationship to General Plan") of the Temecula Municipal Code:
1. The proposed use is allowed in the land use designation in which the use is located, as shown on the land use map, or is described in the text of the general plan.
The proposed changes to Title 17 include implementing an alcohol use permit process for establishments involving the sale or service of alcoholic beverages. These changes provide a permitting mechanism to allow the Planning Commission to evaluate alcohol - related uses on a case -by -case basis and impose conditions of approval as appropriate.
These changes are imposing requirements on existing uses, rather than allowing a use 240
where it was not previously permitted. Inclusion of consistent standards for establishments that sell alcohol furthers Goal I of the Land Use Element which specifies "A diverse and integrated mix of residential, commercial, industrial, recreational, public and open space land uses.
The proposed Ordinance implements consistent standards for establishments that sell alcohol, which furthers Goal 3 of the Public Safety Element which is to provide "A safe and secure communityfree from the threat of personal injury and loss of property. "
Section 3. Environmental Compliance. In accordance with the California Environmental Quality Act, the proposed Ordinance No. 2026- is exempt from the requirements of the California Environmental Quality Act ("CEQA") pursuant to Title 14 of the California Code of Regulations, Section 15061 (b) (3) because it can be seen with certainty that there is no possibility that the Ordinance will have a significant effect on the environment. The Code Amendments impose regulations on existing uses, but do not increase the intensity or density of any land use or allow any development where it was not otherwise permitted. The Planning Commission, therefore, recommends that the City Council of the City of Temecula adopt a Notice of Exemption for the proposed ordinance.
Section 4. Recommendation. The City of Temecula Planning Commission hereby recommends the City Council approve Planning Application No. LR24-0417, a proposed Citywide Ordinance as set forth on Exhibit "A", attached hereto, and incorporated herein by this reference.

CITY OF TEMECULA
AGENDA REPORT
TO: City Manager/City Council
FROM: Matt Peters, Director of Community Development
DATE: September 8, 2026
SUBJECT: Receive and File General Plan Update and Provide General Direction Regarding the Same
PREPARED BY: Jennifer Williams, AICP, Planning Consultant RECOMMENDATION: That the City Council receive and file a status report on the General Plan Update and provide general direction regarding the same.
BACKGROUND: On May 27, 2025, the City Council awarded a contract to De Novo Planning Group for the preparation of a Comprehensive General Plan Update, Climate Action Plan, and Program Environmental Impact Report. The project officially kicked off on June 4, 2025.
Since project initiation, efforts have focused on evaluating existing conditions within the City and conducting outreach to identify community priorities. The City shared news and updates about the project through various ways, including mailers, social media, the City's website, a dedicated project website (TemeculaCA.gov/GeneralPlan), e-mail blasts, facility postings, Channel 3, and City Council/Commission announcements. In addition, notable community outreach and engagement efforts have included:
1. City-wide mailer sent to all business and residential addresses
2. Formation of, and seven meetings with, a General Plan Advisory Committee (GPAC)
3. Five visioning open house events
4. City-wide Vision and Values survey
5. Stakeholder interviews
6. Land Use Concepts public workshop
7. City-wide Land Use Concepts survey
8. Meetings with City Council and Planning Commission Ad Hoc Subcommittees
9. Pop up events at Michelle's Place Walk of Hope, The Last Jam, Art in the Park, and Rod Run
Based on the extensive input received from the community, the project team prepared a Draft Land Use Report which was presented to the General Plan Advisory Committee on April 9, 2026, the Planning Commission on May 20, 2026, and the City Council on May 26, 2026. The report was also shared with the public and a community -wide Land Use Concepts Survey was conducted. 247
Staff and the consultant team received feedback from the public, the GPAC, the Planning Commission, and the City Council and have since incorporated that feedback into the project. The consensus of both the Planning Commission and City Council was support for the land use concepts and parcel land use changes identified in the Land Use Report.
The purpose of this report is to provide a general update to inform the City Council on the project's status. Work continues, and additional opportunities for public involvement will be forthcoming, including additional meetings with the GPAC. Staff anticipates returning to the GPAC, Planning Commission, and City Council in November to provide an update on an anticipated Notice of Preparation of an Environmental Impact Report and public scoping meeting, which are critical components of the environmental review process.
No action or direction is being asked of the City Council at this time. Staff also presented an update to the Planning Commission on September 2, 2026 and will provide an update to the General Plan Advisory Committee on September 16, 2026.

CITY OF TEMECULA
AGENDA REPORT
TO: City Manager/City Council
FROM: Peter Thorson, City Attorney
Randi Johl, Director of Legislative Affairs/City Clerk
DATE: September 8, 2026
SUBJECT: Receive Status Update on the City's Efforts to Oppose the San Diego Gas & Electric Golden Pacific Powerlink Project and Provide Information About City Impacts to San Diego Gas & Electric, California Independent System Operator and California Public Utility Commission
PREPARED BY: Peter Thorson, City Attorney
Randi Johl, Director of Legislative Affairs/City Clerk
RECOMMENDATION: That the City Council:
1. Receive a status update on the City's efforts to oppose the San Diego Gas & Electric Golden Pacific Powerlink Project ("Project") and provide information about City impacts to San Diego Gas & Electric (SDG&E), California Independent System Operator (CAISO), and California Public Utility Commission (CPUC); and
2. Approve public outreach as needed; and
3. Provide general direction to the staff regarding the Project.
BACKGROUND: The California Independent System Operator (CAISO) and San Diego Gas & Electric Company (SDG&E) have proposed the Golden Pacific Powerlink Project, which includes construction of a new 500-kilovolt (W) extra -high -voltage transmission line and associated facilities. As currently proposed, the project would traverse the southern portion of the City of Temecula, including the Temecula Creek corridor, residential neighborhoods, schools, parks, businesses, agricultural lands, and Southern California Wine Country.
On May 26, 2026, the City Council held a publicly noticed meeting during which representatives from CAISO and SDG&E presented information regarding the project and responded to questions from the City Council and members of the public. The meeting was attended by hundreds of residents, many of whom expressed significant concerns regarding the proposed alignment.
Following public testimony, the City Council unanimously expressed its opposition to the project as currently routed through Temecula.
On June 4, 2026, the City submitted a detailed comment letter to SDG&E and CAISO outlining the City's concerns and requesting that those issues be fully evaluated during the environmental review process required under the California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA).
249
On July 14, 2026, the City Council unanimously adopted a resolution of opposition formalizing the City's position and establishing legislative findings supporting its continued participation in the environmental and regulatory review processes. The resolution did not oppose electrical reliability improvements or modernization of California's electric grid. Rather, it expressed the City's opposition to the currently proposed alignment through Temecula and urged responsible agencies to evaluate feasible alternatives that avoid or substantially reduce impacts to established communities and sensitive environmental resources. The legislative findings contained in the resolution identified numerous concerns associated with the proposed alignment, including:
Potential impacts to public health, safety, and emergency response; Increased wildfire risks within the Temecula Creek corridor; Impacts to scenic resources, community character, and Southern California Wine Country; Potential effects on tourism, agriculture, and local businesses; Potential impacts to biological resources and wildlife corridors; Concerns regarding tribal cultural resources;
Potential reductions in residential and commercial property values; Lack of meaningful public participation during the early planning stages; and The need for a comprehensive analysis of feasible alternatives as required by CEQA and NEPA.
The resolution further authorized the City Manager, City Attorney, and appropriate staff to continue participating in environmental review, retain technical and legal experts as necessary, coordinate with public agencies and tribal governments, and undertake other lawful actions to protect the City's interests throughout the regulatory process.
Today, the City Council will receive an update on the above -referenced efforts to oppose the Project. It is also recommended that the City Council approve related public engagement efforts and provide general direction as desired.
FISCAL IMPACT: There is no direct fiscal impact to receive a status update on efforts related to the Project. Should additional environmental review, regulatory proceedings, technical analyses, or legal representation become necessary, any future expenditures will be presented to the City Council for consideration through the City's normal budgetary and contract approval processes.

AGENDA REPORT
TO: City Manager/City Council
FROM: Erica Russo, Director of Community Services
DATE: September 8, 2026
SUBJECT: Receive Update and Provide Direction on City's Participation in 2026 Mi1Vet Military Care Package Campaign (At the Request of Mayor Alexander) PREPARED BY: Tracy Tomines, Community Services Supervisor II RECOMMENDATION: That the City Council receive update and provide direction on City's participation in 2026 Mi1Vet Military Care Package Campaign.
BACKGROUND: Mi1Vet is a nonprofit organization dedicated to providing essential support and resources to veterans, service members, and their families. One of its programs, the Military Care Package Program, provides deployed military personnel with snacks, toiletries, and letters of support from members of the community.
Last year, the Care Package Campaign was hosted as a friendly competition between the City of Temecula and City of Murrieta. There were a total of 80 collection sites throughout the City of Temecula, including six City facilities. Staff supported the campaign by providing boxes for each collection site, promoting on social media, and hosting a community packaging event at the Ronald J. Parks Community Recreation Center. This year, the challenge will expand across the region, with Mi1Vet encouraging all 18 member cities of the Western Riverside Council of Governments to participate. Businesses and organizations in each participating city will serve as donation sites, with collection boxes available for the public to contribute items for care packages that will be sent to deployed service members. The donation period will run from approximately October 17th — November 1 st, culminating in a community packaging event on November 14th at Temecula Valley High School.
The City of Temecula has been asked to participate in the campaign for the second consecutive year. By hosting a collection box at a City facility and members of the City Council encouraging residents to donate items for the military care packages, this will provide an opportunity to engage the community in supporting our active -duty military personnel and demonstrate appreciation for their service.
