Agenda Title: American Rescue Plan Act (ARPA) Fund Allocation

RECOMMENDED ACTION
Receive a presentation on the status of American Rescue Plan Act fund expenditures and direct staff to re-allocate all funds available after the completion of projects toward the construction of the Emergency Shelter.

SUMMARY
The City of Tulare received $18,024,068 in ARPA funds from the federal government. Over the past several years, the City Council has appropriated these funds to a variety of projects as follows:

Project/Program Amount
ARPA Consultant $75,000
Marketing and Social Media $75,000
Set aside for ongoing Pandemic Response $50,000
Courthouse Remodel $1,300,000

Homeless Shelter $2,000,000
Zumwalt Park Refurbishment $5,000,000

Live/Recorded/Remote Council Chambers Upgrade $200,000
Tulare Joint Union High School – 50M Pool $500,000
City Council Service Projects $942,268
Total Allocation $18,024,068
As Council is aware, all of the amounts identified above must be under contract by December 31, 2024. The vast majority of these monies are already under contract or will soon be. This agenda item provides Council with financial updates on all of the items above with an emphasis on their progress towards expending the allocated funds.

Several of the ARPA-funded projects are now complete, but not all of the originally appropriated funds were expended. Thus, a re-allocation of these monies is necessary to ensure that all ARPA Item #: 8.7

funds have been appropriated and are under contract by December 31, 2024, as required by Federal law.

The table of Projects has been expanded below to provide Council with a “snapshot” of amounts that have been expended to-date by project, whether projects are complete or not, remaining balances, and identified amounts that are now available for re-allocation to alternative items.

Please note that due to rounding, ongoing balance changes, and projected additional needs to close some items out, each row of numbers may not precisely add up – and won’t do so until all projects are closed out.

As indicated in the table above, approximately $317,000 is available for re-allocation to other uses. In addition, there is a chance that an alternate funding source may be found for the Highway 99 Water Crossing project, thus freeing up an additional $1,200,000 in ARPA funding.

Given that the proposed Homeless Shelter is projected to have a $10,000,000 construction cost, of which approximately $3,500,000 would be borne by the City’s General Fund Reserves, staff recommends that all existing and future ARPA monies that become available for re-allocation be directed to the Homeless Shelter allocation, to continue to offset that project’s General Fund Reserve cost to the City.

FISCAL IMPACT & FUNDING SOURCE(S)
If the recommended action above is approved by the City Council, the General Fund Reserve obligation to the construction of the proposed Emergency Shelter would be reduced by the amount equivalent to the savings experienced from closed ARPA projects that didn’t use their fully appropriated amounts (currently estimated at $317,000).
