1 INDEPENDENT AUDITOR’S REPORT

To the City Council of the
City of Turlock
Turlock, California

Report on the Audit of the Financial Schedules

Opinions

We have audited the accompanying Schedules of Revenues, Expendi tures, and Changes in Fund Balance (Schedules) of the City of Turlock, California, Abandoned Vehicle Abatement Program (Program) for the years ended June 30, 2025 and 2024, and the related not e to the financial schedules, which collectively comprise the Program’s financial schedules as listed in the table of contents.

In our opinion, the financial schedules referred to above prese nt fairly, in all material respects, the revenues, expenditures, and changes in fund balance of the Prog ram for the years ended June 30, 2025 and 2024, in accordance with accounting principles generally accepted in the United States of America.

Basis for Opinions

We conducted our audit in accordance with auditing standards ge nerally accepted in the United States of America; the standards applicable to financial audits contained in Government Auditing Standards, issued by the Comptroller General of the United States; and certain pr ovision of the Abandoned Vehicle Abatement (AVA) Program Handbook issued by the California Highway Patrol (CHP). Our responsibilities under those standards and provisions are further described in t he Auditor’s Responsibilities for the Audit of the Financial Schedules section of our report. We are requir ed to be independent of the City of Turlock and to meet our other ethical responsibilities, in accordance with the relevant ethical requirements relating to our audit. We believe that the audit evidence we have obtain ed is sufficient and appropriate to provide a basis for our audit opinions.

Responsibilities of Management for the Financial Schedules

Management is responsible for the preparation and fair presenta tion of the financial schedules in accordance with accounting prin ciples generally accepted in the United States of America, and for the design, implementation, and main tenance of internal control rel evant to the preparation and fair presentation of financial schedules that are free from material misstatement, whether due to fraud or error.

In preparing the financial schedules, management is required to evaluate whether there are conditions or events, considered in the aggregate, that raise substantial dou bt about the Program’s ability to continue as a going concern for twelve months beyond the financial sched ule date, including any currently known information that may raise substantial doubt shortly thereafter.

Page 1140 of 1171 ends

2 Auditor’s Responsibility for the Audit of the Financial Schedules

Our objectives are to obtain reasonable assurance about whether the financial schedules as a whole are free from material misstatement, whether due to fraud or error, and to issue an auditor’s report that includes our opinions. Reasonable assurance is a high level of assurance but is not absolute assurance and therefore is not a guarantee that an audit conducted in acc ordance with auditing standards generally accepted in the United States of America and Government Auditing Standards will always detect a material misstatement when it e xists. The risk of not detecting a material misstatement resulting from fraud is higher than for one resulting from error, as fraud may involve collusion, forgery, intentional omissions, misrepresentations, or the override of internal cont rol. Misstatements are considered material if there is a substantial likelihood that, individually or in t he aggregate, they would influence the judgment made by a reasonable user based on the financial schedules.

In performing an audit in accordance with auditing standards ge nerally accepted in the United States of America and Government Auditing Standards, we:

• Exercise professional judgmen t and maintain professional skepticism throughout the audit. • Identify and assess the risks of material misstatement of the financial schedules, whether due to fraud or error, and design and perform audit procedures respons ive to those risks. Such procedures include examining, on a test basis, evidence regardi ng the amounts and disclosures in the financial schedules.
• Obtain an understanding of inte rnal control relevant to the au dit in order to design audit procedures that are appropriate i n the circumstances, but not f or the purpose of expressing an opinion on the effectiveness of the City of Turlock’s internal control relating to the Program.

Accordingly, no such opinion is expressed.
• Evaluate the appropriateness of accounting policies used and t he reasonableness of significant accounting estimates made by management, as well as evaluate th e overall presentation of the financial schedules.
• Conclude whether, in our judgment, there are conditions or eve nts, considered in the aggregate, that raise substantial doubt about the Program’s ability to con tinue as a going concern for a reasonable period of time.

We are required to communicate with those charged with governan ce regarding, among other matters, the planned scope and timing of the audit, significant audit fi ndings, and certain internal control-related matters that we identified during the audit.

Required Supplementary Information

Management has omitted management’s discussion and analysis tha t accounting principles generally accepted in the United States of America require to be presente d to supplement the basic financial schedules. Such missing information, although not a part of the basic financial schedules, is required by the Governmental Accounting Standar ds Board who considers it to be an essential part of financial reporting for placing the basic financial schedules in an appro priate operational, economic, or historical context. Our opinion on the basic financial schedules is not affected by this missing information.

Other Matters

As described in Note 1, the Schedules are intended to present o nly the results of operations of the Program. They do not purport to, and do not, present fairly the financial position of the City of Turlock as of June 30, 2025 and 2024, or changes in the City of Turlock’s fund balances for the years then ended in accordance with accounting principles generally accepted in the United States of America.

Other Reporting Required by Government Auditing Standards

In accordance with Government Auditing Standards, we have also issued our report dated May 15, 2026, on our consideration of the City of Turlock’s internal control over financial reporting relating to the Program and on our tests of its compliance with certain provisi ons of laws, regulatio ns, contracts, and grant agreements and other matters. The purpose of that report is solely to describe the scope of our

Page 1141 of 1171 ends

3 testing of internal control over financial reporting and compliance and the results of that testing, and not to provide an opinion on the effectiveness of the City of Turlock’ s internal control over financial reporting or on compliance relating to the Program. That report is an integral part of an audit performed in accordance with Government Auditing Standards in considering the City of Turlock’s internal control over fina ncial reporting and compliance relating to the Program.

ABANDONED VEHICLE ABATEMENT PROGRAM

NOTE TO THE FINANCIAL SCHEDULES
FOR THE YEARS ENDED JUNE 30, 2025 AND 2024

NOTE 1 – SUMMARY OF SIGNIFICANT ACCOUNTING POLICIES

A. Abandoned Vehicle Abatement

The Abandoned Vehicle Abatement P rogram (Program) is a statewid e program administered by the California Highway Patrol (CHP). The City of Turlock (City) administers and operates the local vehicle abatement program pursuant to Se ction 22710 of the Vehicle Code , Turlock Municipal City Code Section 4-8.108 et seq., and t he Stanislaus Council of Governme nts (StanCOG) Abandoned Vehicle Program and Plan. Section 9250.7 of the Vehicle Code establishe s the funding source for the abatement of abandoned vehicles by a county-based Service Autho rity (Authority), pursuant to the provisions of Section 22710 of the Vehicle Code. The Vehicle Co de imposes a service fee of one dollar ($1) on vehicles registered to an owner with an address in the county that establishes the Authority. This fee is paid to the Department of Motor Vehicles (DMV) at the time of registration or renewal of registration. The DMV, after deducting its administr ative costs, at least quarterly transmits the net amount collected to the State Controller’s Office (SCO) for deposit in the Abandoned Vehicle Trust Fund. All money in the fund is continuously appropriated to the State Controller’s Office (SCO) for allocation to an Authority that has an approved Program, an d for payment of the administrative costs of the SCO. StanCOG, the Au thority, distributes Program f unds to participating entities based on the allocation determined in the Vehicle Abatement Services Agreement.

The Schedules of Revenues, Expenditures, and Changes in Fund Ba lance (Schedules) of the City of Turlock Abandoned Vehicle Abatement Program (Program) have been prepared in conformity with accounting principles generally accepted in the United States o f America as prescribed by the Governmental Accounting Standards Board (GASB). The GASB is the accepted standard-setting body for establishing governmental accounting and financial reporting principles. The more significant of the Program’s accounting policies are described below.

B. The Reporting Entity

The Schedules are intended to present the results of operations , and only those revenues and expenditures of the Program that are accounted for in the Gener al Fund of the City of Turlock (City).

They are not intended to present the financial position or results of operations of the City as a whole.

C. Basis of Presentation, Basis of Accounting, and Measure Focus

Basis of accounting refers to when revenues and expenditures ar e recognized in the accounts and reported in the financial schedules.

Governmental funds are accounted for using the modified accrual basis of accounting and “current financial resources” measurement focus. Operating schedules of these funds present increases (i.e., revenues and other financing sources) and decreases (i.e., expenditures and other financing uses) in net current assets. Revenues ar e recognized in the accounting p eriod in which they become measurable and available. Available means collectible within th e current period or soon enough thereafter to be used to pay li abilities of the current period. The Program’s accrual period is generally 90 days after fiscal year end. Expenditures are generally recognized under the modified accrual basis of accounting when the related fund liability is incurred.

D. Use of Estimates

The preparation of financial sched ules in conformity with accou nting principles generally accepted in the United States of America requires management to make estima tes and assumptions that affect the reported amounts of assets an d liabilities and disclosure o f contingent assets and liabilities at the date of the financial schedules and the reported amounts of rev enues and expenses during the reporting period. Actual results could differ from those estimates.

7 INDEPENDENT AUDITOR’S REPORT ON INTERNAL CONTROL OVER

FINANCIAL REPORTING AND ON COMPLIANCE AND OTHER MATTERS

BASED ON AN AUDIT OF FINANCIAL SCHEDULES PERFORMED IN

ACCORDANCE WITH GOVERNMENT AUDITING STANDARDS

AND THE AVA PROGRAM HANDBOOK

To the City Council of the
City of Turlock
Turlock, California

We have audited, in accordance with the auditing standards gene rally accepted in the United States of America; the standards applicable to financial audits contained in Government Auditing Standards, issued by the Comptroller General of the United States; and certain pr ovisions of the Abandoned Vehicle Abatement (AVA) Program Handbook, issued by the California High way Patrol, the accompanying Schedules of Revenues, Expenditures, and Changes in Fund Balanc e (Schedules) of the City of Turlock, California, Abandoned Vehicle Abat ement Program (Program) for t he years ended June 30, 2025 and 2024, and the related note to the financial schedules, which co llectively comprise the Program’s financial schedules, and have issued our report thereon dated May 15, 2026.

Report on Internal Control Over Financial Reporting

In planning and performing our audit of the financial schedules , we considered the City of Turlock’s internal control over financial reporting (internal control) re lating to the Program as a basis for designing audit procedures that are appropri ate in the circumstances for the purpose of expressing our opinions on the financial schedules, but not for the purpose of expressing an opinion on the effectiveness of the City of Turlock’s internal control relating to the Program. Accordin gly, we do not express an opinion on the effectiveness of the City of Turlock’s internal control relating to the Program.

A deficiency in internal control exists when the design or oper ation of a control does not allo w management or employees, in the normal course of performing the ir assigned functions, to prevent, or detect and correct, misstatements on a timely basis. A material weakness is a deficiency, or a combination of deficiencies, in internal control, such that the re is a reasonable possi bility that a material misstatement of the Program’s financial schedules will not be p revented, or detected and corrected, on a timely basis. A significant deficiency is a deficiency, or a combinati on of deficiencies, in internal control that is less severe than a materi al weakness, yet important eno ugh to merit attention by those charged with governance.

Our consideration of internal c ontrol was for the limited purpo se described in the first paragraph of this section and was not designed to i dentify all deficiencies in in ternal control that might be material weaknesses or significant deficiencies. Given these limitations , during our audit we did not identify any deficiencies in internal control that we consider to be materia l weaknesses. However, material weaknesses or significant deficiencies may exist that were not identified.

Page 1146 of 1171 ends

8 Report on Compliance and Other Matters

As part of obtaining reasonable assurance about whether the Pro gram’s financial schedules are free of material misstatement, we performed tests of the City of Turloc k’s compliance with certain provisions of laws, regulations, contracts, and grant agreements, noncomplian ce with which could have a direct and material effect on the financial schedules. However, providing an opinion on compliance with those provisions was not an objective of our audit and, accordingly, we do not express such an opinion. The results of our tests disclosed no instances of noncompliance or other matters that are required to be reported under Government Auditing Standards or the AVA Program Handbook.

Purpose of this Report

The purpose of this report is solely to describe the scope of o ur testing of internal control and compliance and results of that testing, and not to provide an opinion on t he effectiveness of the City of Turlock’s internal control or on compliance relating to the Program. Thi s report is an integral part of an audit performed in accordance with Government Auditing Standards in considering the City of Turlock’s internal control and compliance relating to the Program. Accordingly, th is report is not suitable for any other purpose.

To the City Council of the
City of Turlock
Turlock, California

We have audited the financial sc hedules of the City of Turlock (the City) Abandoned Vehicle Abatement Program (Program) as of and for the years ended June 30, 2025 and 2024. Professional standards require that we provide you with information about our responsibilities under auditing standards generally accepted in the United States of America and Government Auditing Standards, as well as certain information related to the planned scope and timing of our audit. We have communicated such information in our letter to you dated May 15, 2026. Professional standards also require that we communicate to you the following information related to our audit.

Significant Audit Matters

Qualitative Aspects of Accounting Practices
Management is responsible for the selection and use of appropri ate accounting policies. The significant accounting policies used by the City are described in Note 1 to the financial schedules. We noted no transactions entered into by the City during the years for whic h there is a lack of authoritative guidance or consensus. All significant transactions have been recognized in the financial schedules in the proper period.

The financial schedule disclosures are neutral, consistent, and clear.

Difficulties Encountered in Performing the Audit

We encountered no significant difficulties in dealing with mana gement in performing and completing our audit.

Corrected and Uncorrected Misstatements

Professional standards require u s to accumulate all known and l ikely misstatements identified during the audit, other than those that are clearly trivial, and communica te them to the appropriate level of management. We detected no such misstatements during our audit.

Disagreements with Management
For purposes of this letter, a disagreement with management is a financial accounting, reporting, or auditing matter, whether or not resolved to our satisfaction, that could be significant to the financial schedules or the auditor’s report. We are pleased to report that no such disagreements arose during the course of our audit.

Management Representations

We have requested certain representations from management that are included in the management representation letter dated May 15, 2026.

Management Consultations with Other Independent Accountants

In some cases, management may decide to consult with other accountants about auditing and accounting matters, similar to obtaining a “second opinion” on certain sit uations. If a consultation involves application of an accounting principle to C ity’s financial schedules or a d etermination of the type of auditor’s opinion that may be expressed on those schedules, our professional stan dards require the consulting accountant to check with us to determine t hat the consultant has all the r elevant facts. To our knowledge, there were no such consultations with other accountants.

Page 1148 of 1171 ends

Other Audit Findings or Issues
We generally discuss a variety of matters, including the applic ation of accounting principles and auditing standards, with management each year prior to retention as City ’s auditors. However, these discussions occurred in the normal course of our professional relationship and our responses were not a condition to our retention.

Restriction on Use

This information is intended solely for the information and use of the City Council and management of the City and is not intended to be, and should not be, used by anyone other than these specified parties.

City Council Staff Report
May 26, 2026

From: Christopher Fisher, Municipal Services Director
Prepared by: James Governale, Management Analyst
Agendized by: Christopher Fisher, Acting City Manager

1. ACTION RECOMMENDED:

Resolution: Approving an amended and restated agreement, in a form approved by the City Attorney, with the City of Modesto for Fire Administration Services

2. NARRATIVE:

City staff recommend approving an agreement with the City of Modesto, moving forward with the Emergency Medical Service (EMS) optional service at the outset, and hiring a City of Turlock Fire Marshal. The proposed agreement is consistent with Council's direction from March 24th, and is expected to provide the most practical balance of administrative continuity, local control, and service reliability for Turlock residents and visitors.

Background
On March 24, 2026, the City Council directed staff to negotiate a Fire Administration Services Agreement with the City of Modesto and return to the City Council with a proposed agreement that includes a citizen advisory board with representation from Local Fire 2434.

Several versions of a potential agreement were provided to the Council, including:

1. Fire Chief services only

2. Fire Chief and Fire Marshal services

3. Fire Chief and EMS services

4. Fire Chief, Fire Marshal, and EMS services

Staff worked with the Human Relations Department to notify any potentially impacted labor groups pursuant to California Government Code Section 3504.1, which requires the City to provide 45 days’ written notice before requesting a quote for services that are within the scope of work of a job classification represented by a recognized employee organization.

Selecting one of the options above requires an assessment of Turlock’s needs and organizational structure. While it is understood that Fire Chief services would be provided at minimum, the appropriate combination of additional services required further evaluation.

Optional Services
In addition to providing a Fire Chief, Modesto has agreed to provide a framework for optional Fire Marshal services and EMS. These are not core or assumed in the agreement but can be activated following authorization of the Turlock City Manager to be paid in accordance with the fee schedule outlined in Exhibit A to the agreement.

Fire Marshal Services

Page 1150 of 1171 ends

Agenda Staff Report
5/26/2026

Modesto is prepared to assign a Deputy Fire Marshal to provide assistance in fire prevention activities, including inspections, fire code enforcement, plan review, and staff oversight as appropriate.

EMS Services
Modesto is also prepared to provide assistance related to EMS, including quality assurance and improvement coordination with the County EMS Agency, support for training and documentation, and administrative guidance on clinical operations and EMS policy development. Opting in to the EMS component does not by itself establish Turlock as an Advanced Life Support (ALS) provider. Rather, it provides access to administrative and clinical oversight support to help the City strengthen EMS operations, maintain compliance, and implement a future ALS program. This provides a practical pathway for the City to strengthen emergency medical response capabilities.

Committees
There are three committees referenced in the agreement. To address the other component of Council’s direction, which referenced a citizen board with representation from Local 2434, staff negotiated two committee-related provisions (#s 1 and 2 below) with Modesto. These provisions are intended to support the success of the administrative agreement structure.

1. Community Advisory Committee
The agreement requires the Deputy Fire Chief assigned to the City of Turlock to establish and maintain a Turlock Fire Department Community Advisory Committee (“TFAC”) to support transparency, community engagement, and informed dialogue regarding Fire Department services and priorities. The TFAC shall serve in an advisory capacity and provide input related to fire and emergency medical services, community risk reduction, strategic planning, public outreach, and emerging community needs.

2. Turlock Fire Administrative Governance Committee
Many stakeholders have a vested interest in the success of the Turlock Fire Department and the effective delivery of services under the administrative agreement. To support structured oversight, communication, and collaboration, the agreement establishes a Fire Administrative Governance Committee consisting of the City Managers of Turlock and Modesto (or their designees), one representative of the Turlock City Council, the Modesto Fire Chief, the Deputy Chief assigned to Turlock, and representatives from both Turlock Firefighters Local 2434 and the Turlock Management Association – Public Safety (TMAPS).

The Governance Committee shall meet at least twice annually to review performance indicators, discuss strategic priorities, identify emerging issues, and promote transparent communication related to the delivery of fire administrative services under the agreement.

3. Modesto Fire Department Contracted Agency Strategic Advisory Committee This committee includes representatives from agencies operating under full-service or administrative service agreements with the City of Modesto. Representatives from each participating agency convene to provide regional perspective and advisory input regarding service delivery, system integration, and shared operational interests associated with the regional fire services model.

Final Recommendation
The proposed agreement is structured as an administrative services agreement, not a full-

Page 1151 of 1171 ends

Agenda Staff Report
5/26/2026

service operational transfer. Turlock will continue to operate its Fire Department, employ its line personnel, and retain local responsibility for budget, policy direction, and service priorities. Modesto will provide contracted administrative support through Fire Chief services and, if activated, EMS and/or Fire Marshal services.

There are benefits and considerations associated with the optional services the City of Modesto could provide. During a portion of the current agreement with the City of Modesto, Turlock maintained its own Fire Marshal. However, after the most recent Turlock Fire Marshal vacated that position, the City began relying on Modesto for the duties associated with that role. Based on this experience, and with particular consideration to unique building and land development and inspection needs in Turlock, staff recommend maintaining the Fire Marshal as a City of Turlock employee during the new agreement with Modesto. The agreement would still include provisions allowing for temporary or interim Fire Marshal services from Modesto if determined necessary.

However, staff recommend activating the EMS oversight component of the agreement because the Turlock Fire Department is not currently accredited by the County EMS agency as an Advanced Life Support (ALS) provider, although achieving that status remains a stated strategic goal of the department. While the Department has personnel with paramedic credentials, those employees are limited in that capacity under the existing structure. By utilizing the City of Modesto’s existing EMS division, Turlock would gain access to support in this very important area.

Staff recommend approving the agreement, activating the EMS service at the outset, and starting the hiring process for a City of Turlock Fire Marshal. This is believed to meet the intent of Council's action on March 24, and is expected to provide the most practical balance of administrative continuity, local control, and service reliability for Turlock residents and visitors. Until a Turlock-employed Fire Marshal is hired, staff anticipate activating the Fire Marshal service for an interim period.

This approach gives Turlock the administrative support needed to maintain continuity while preserving local control over key fire prevention functions and creating a practical path toward enhanced EMS capability.

3. FISCAL IMPACT / BUDGET AMENDMENT:

The total cost of the contract with the City of Modesto depends upon whether and when Turlock activates the Fire Marshal service and the EMS service . During the recruitment process for a Fire Marshal, staff recommend utilizing both services. Once a City of Turlock Fire Marshal is fully onboarded, as a long-term arrangement, staff recommend deactivating the Fire Marshal service and subscribing only to the EMS service.

The costs for the first year of the contract are outlined below.

Year 1: July 1, 2026 - June 30, 2027 Monthly Cost
Fire Chief Services $33,975.50

Page 1152 of 1171 ends

Agenda Staff Report
5/26/2026

Optional Services:

Fire Marshal Services $16,163.37
Emergency Medical Services $9,461.96

The Administrative Services Contract is expensed to Fund 110 (General), G/L account number 110-30-300.43060_000 "Contract Services General". Appropriate funds will be requested during the Fiscal Year 2026-2027 budget process.

4. ENVIRONMENTAL DETERMINATION:

This action is not subject to the provisions of the California Environmental Quality Act (CEQA) in accordance with Section 15378(b)(5) of the CEQA guidelines. This action consists of “organizational or administrative activities of governments that will not result in direct or indirect physical changes in the environment” and therefore is not considered a project.

5. ALTERNATIVES:

1. The Council could also direct staff to utilize the Fire Marshal option included in the Modesto agreement on a long term basis, which is expected to result in some cost savings. However, this option is not recommended because staff recommends that the Fire Marshal remain a City of Turlock employee, particularly due to the position’s impacts on local development and building-related processes.

2. The Council could also provide staff with alternative direction.
