City Council Staff Report
October 13, 2026
From: John J. Murphy, DPA, ICMA-CM, City Manager
Prepared by: James Governale, Management Analyst
Agendized by: John J. Murphy, DPA, ICMA-CM, City Manager
1. ACTION RECOMMENDED:
Resolution: Appropriating $100,000 from Fund 120 (Tourism) unallocated reserves for the Highway 99 Community Promotion Project and authorizing the City Manager to execute property-owner memorandums of understanding in a form approved by the City Attorney.
2. NARRATIVE:
Staff, under the direction of the City Manager, have developed the Highway 99 Community Promotion Project to fill vacant panels on existing pylon signs visible from Highway 99 with positive community messaging. The project is intended to improve the appearance of these signs, promote community pride, and increase Turlock’s visibility to visitors, prospective businesses, and developers.
The proposed approach would place City-funded panels on participating signs under individual memorandums of understanding (sample attached to this report) with respective property owners, allowing the panels to remain without ongoing rental charges to the City.
As businesses occupy the associated developments, community panels could be relocated or removed to accommodate business signage, subject to the terms of each agreement.
Staff contacted property owners to explore temporary use of vacant panels on existing pylon signs. Several owners expressed support for the concept, including an interest in improving the appearance of empty signs. Proposed agreement terms would establish panel allocation, minimum display periods, replacement and removal conditions, access, maintenance responsibilities, and protections for the City’s investment. At least one sign has sustained damage, and staff expect that property owner to request that the City fund the repair in lieu of rent in exchange for the ability to display City-funded panels on the sign.
California State University, Stanislaus, and other community partners have also expressed interest in purchasing panels. Participating community organizations would separately contract with and/or pay the City-selected vendor directly for their own panels. Staff would coordinate participation to support community identity, tourism, economic development, and public awareness. City sign panel design is proposed to be a coordinated effort between the corresponding property owner and the City Manager.
Staff began obtaining informal quotes to estimate project costs. Preliminary pricing indicates that the anticipated project scope would exceed the $25,000 formal bidding threshold. Staff intend to group participating locations into a coordinated procurement where practical to obtain competitive pricing and support consistent fabrication and installation. The project may be completed in phases depending on pricing, property-owner participation, and community-partner participation. Procurement and contract award will follow applicable approval requirements, including a return to Council if required.
Agenda Staff Report
10/13/2026
Staff recommend approving the appropriation and authorizing the City Manager to execute property-owner agreements in a form approved by the City Attorney.
3. FISCAL IMPACT / BUDGET AMENDMENT:
The project requires an appropriation of $100,000 from Fund 120 (Tourism) unallocated reserves to G/L Account 120-10-120.47018.
The proposed funding would cover City-funded panel fabrication and installation, applicable taxes, permit fees, repairs or contributions toward those repairs where included in approved property-owner agreements, and other necessary project costs.
Based on preliminary pricing, staff estimate that the appropriation could support approximately three existing pylon signs, with panels on both faces, and approximately 16 City-funded panels in total. The final number of locations and panels will depend on verified pricing, repair needs, and executed property-owner agreements.
Participating community organizations will pay the selected vendor directly for their own panels. Those payments will not count toward the City’s expenditure limit. Additional City expenditures exceeding the approved budget would require further authorization.
4. ENVIRONMENTAL DETERMINATION:
This action is not subject to the provisions of the California Environmental Quality Act (CEQA) in accordance with Section 15378(b)(5) of the CEQA guidelines. This action consists of “organizational or administrative activities of governments that will not result in direct or indirect physical changes in the environment” and therefore is not considered a project.
5. ALTERNATIVES:
Alternatively, the City Council could:
1. Approve a reduced appropriation or narrower project scope. Staff would adjust the number of participating locations or City-funded panels accordingly.
2. Defer action and direct staff to return with completed property-owner agreements and more definite pricing.
3. Decline the project. This would avoid the proposed City expenditures but leave vacant panels unfilled unless property owners, tenants, or other organizations install signage independently.

THIS PYLON SIGN DISPLAY SPACE AGREEMENT (the “Agreement”) is entered into by and between the City of Turlock, a California municipal corporation (“City”), and _____________________, a California _____________ company (“Owner”), on ________________ (the “Effective Date”). City and Owner may be collectively referred to herein as the “Parties” or individually as a “Party.” There are no other parties to this Agreement.
RECITALS
A. Owner is identified as the owner of the property at __________________, Turlock, California ________, Assessor’s Parcel Number _________________ (the “Property”).

NOW, THEREFORE, in consideration of the promises and covenants set forth below, the Parties agree as follows:
AGREEMENT
1. Recitals
The Recitals are true and correct and are incorporated into this Agreement. If a Recital conflicts with a provision of this Agreement, the provision of this Agreement controls.
2. Display Space
Owner shall make available the ten spaces identified in Exhibit A, five on each side of the Sign, without rent or display fees. City may use some spaces and coordinate use of any that remain by other entities. City and Owner shall approve the initial design and placement of City panels before installation. Thereafter, City may remove, replace, or update its own panels within its designated spaces at its discretion and expense, provided the replacement panels meet the same dimensions and installation requirements and comply with applicable law. Owner shall provide reasonable access for that work.
3. Removal and Replacement
Owner shall keep all ten designated spaces available for use under Section 2 for twelve (12) months beginning on the Effective Date. After that period, Owner may replace a designated panel for an identified business occupying the Property if Owner gives City at least ninety (90) days’ written notice and an opportunity to coordinate rearrangement of the remaining panels. Owner shall not otherwise remove the Sign or a designated panel without City’s written consent.
4. Other City-Identified Organizations
City may identify other organizations who may arrange and pay for their own panels directly.

6. Mutual Indemnification

City Council Staff Report
October 13, 2026
From: John J. Murphy, DPA, ICMA-CM, City Manager
Prepared by: Elizabeth Hardwick, Staff Services Analyst Agendized by: John J. Murphy, DPA, ICMA-CM, City Manager
1. ACTION RECOMMENDED:
Motion: Approving an Agreement with Platinum Security, Inc. for unarmed, private security at City Hall and the Transit Center for a five (5) year term in an amount not to exceed $1,885,000.
2. NARRATIVE:
On July 29, 2026, City Purchasing staff released Request for Proposals (RFP) No. 2027- RFP-007 for unarmed, private security services. A total of nineteen (19) proposals were received. Each proposal was reviewed by an Evaluation Committee comprised of four (4) individuals: one (1) from the Transit Division, one (1) from the City Manager's Office, one (1) from the Police Department, and one (1) from SRWA Operations Division. Each proposal was reviewed and scored against the established scoring criteria specified in the RFP. The Evaluation Committee’s individual scores were averaged to determine the overall rankings.
Scores among the leading proposers were closely grouped, with Platinum Security, Inc. receiving the highest average score of 88.75, one point above the two next-highest proposers, each scoring 87.75.
The Evaluation Committee found the proposal from Platinum Security, Inc. of Los Angeles, CA, to most clearly reflect an accurate understanding of the scope of work, as well as reflect the greatest capacity to deliver those services in a competitively priced manner. Accordingly, this proposer received the highest overall score.
City staff is recommending the City Council award an Agreement to Platinum Security, Inc., in an amount not to exceed $1,885,000 for a five (5) year term. Security services at the SRWA Water Treatment Plant, as outlined in the RFP, will be considered separately by the SRWA Board as part of a separate agreement.
3. FISCAL IMPACT / BUDGET AMENDMENT:
Platinum Security, Inc. has proposed to provide services at City Hall and the Transit Center at the rate of $30.00 per hour for regular services, $45.00 per hour for services provided on an identified holiday (seven per year), and $41.00 per hour for specialty services, such as the additional services utilized by the Transit Division during the annual Stanislaus County Fair. There is a 3% price escalation built in each year.
The proposed agreement includes an option to add a second guard at City Hall. Although the agreement authorizes this additional staffing, staff would seek approval of additional funding before implementing the option.
Funding for unarmed security services is included in the annual operating budget for Fund 110, GL 110-10-112.43005_000 "Alarm Monitoring General" and Fund 426, GL 426-40-415-
Agenda Staff Report
10/13/2026
238-001.43170 "Security". The proposed agreement provides for a total agreement amount of $1,885,000 over the five-year term, subject to annual budget appropriations.
4. ENVIRONMENTAL DETERMINATION:
This action is not subject to the provisions of the California Environmental Quality Act (CEQA) in accordance with Section 15378 (Project) of the CEQA guidelines. This action consists of "organizational or administrative activities of governments that will not result in direct or indirect physical changes in the environment" and therefore is not considered a project.
5. ALTERNATIVES:
A. Council could reject the award of an agreement to the selected firm and provide an award to an alternate firm instead. Staff does not recommend this approach as the identified firm was selected by an Evaluation Committee in accordance with the evaluation criteria specified in the RFP. In addition, awarding an agreement outside of the specified scoring criteria could result in a protest filed by originally identified firm.
B. Council could reject the award of an agreement to any firm and direct staff to conduct interviews with top candidates.

On September 10 , we had the privilege of welcoming
our retirees back to Turlock PD. Since becoming Chief in 2022, Chief Hedden has had a vision of bringing our
retirees back together, giving them a chance to
reconnect, share stories and see how the department
has grown. Last week, with the help of his administrative staff, that vision finally came to life. Throughout the morning, retirees heard updates from each of our
divisions, caught up with former coworkers, checked out some of the equipment and technology our teams use
today, and shared plenty of “remember when” moments
along the way. TAPO provided lunch for everyone before
the group wrapped up the day with a look inside our
updated Emergency Operations Center.

On September 17 , we celebrated the retirement of
Executive Administrative Assistant Sara Bickle after 13 years of service with the Turlock Police Department.
Sara’s career with TPD began in Records and took her
through Special Operations before she ultimately joined the Chief’s Office, where she served as Executive
Administrative Assistant to the Chief of Police. Over the years, Sara contributed to many parts of this department and played an important role in supporting its day-to-day operations.
