The Samtrans Board of Directors is expected to adopt the allocation resolution at its meeting on July 10, 2024.

Detailed Project/Subproject Description
The project's vision is to construct and operate a dedicated transitway with enhanced bicycle and pedestrian connections along the five-mile inactive peninsula segment of the Dumbarton Rail Corridor. The transitway will include a solution to connect to Caltrain Redwood City Station and the Dumbarton Bridge in order to facilitate both regional and local travel by bringing fast, reliable, zero emission bus service as well as bicycle and pedestrian improvements to multiple Equity Priority Communities in East Palo Alto, Belle Haven (Menlo Park), Redwood City, and North Fair Oaks (unincorporated San Mateo County). The project is rooted in community and is responsive to post-pandemic travel patterns which show increasing demand for more localized trips, with average daily travel between Redwood City and East Palo Alto increasing by more than 30% since 2019. 195 of 251

ACTC Board of Directors adopted the allocation resolution at its meeting on October 24, 2024. Union City City Council adopted the allocation resolution at its meeting on September 10, 2024.

Detailed Project/Subproject Description
This project completes the Union City BART Station improvements by constructing the new east entrance and making the station a two-sided station with a direct connection to the 100-acre TOD Station District Area, 11th Street and the future Intercity Rail Station. This new passageway made available through the east side of the BART station and across the Union Pacific (UP) tracks will reduce the walking trip distance from a mile to 150 feet, making it much more convenient and attractive to access the BART station with active transportation modes. Based on U P's New Public Pedestrian At-Grade Crossing Permit, the project is also required to include improvements at two (2) other at-grade crossing locations along the Oakland Subdivision, including pedestrian sidewalk, safety gates and railroad signal pre-emption improvements at the existing Decato Road At-Grade Crossing and the full closure of existing "I" Street At-Grade Crossing (see project graphic in Section l.f.). This Pedestrian At-Grade Crossing is the critical link connecting the Union City BART Station to the future intercity rail station (East Bay Hub) located on Oakland Subdivision railroad on the east side and ll{ 44lDp\pf.4#{r

The ACTC Commission is scheduled for final approval of this item at its meeting on December 11, 2025 (Resolution No. 25-009). Union City City Council adopted the Initial Project Report and Allocation Request at its meeting on July 8, 2025 (Resolution No. 2025-097).
