Goal D, Strategy 9: Environmental Sustainability and Infrastructure – Transition the UC Transit fleet to zero emissions.

BACKGROUND
The Alameda County Transportation Commission’s Comprehensive Investment Program (CIP) is a multi-year capital improvement program for multimodal transportation projects, funded by revenues from Measure BB and other countywide sources, and administered by the Alameda County Transportation Commission (Alameda CTC).

In May, Alameda CTC approved its programming guidelines and schedule for the 2028 Comprehensive Investment Program. Alameda CTC’s funding estimate anticipates approximately $200 million of new programming capacity for Alameda County for projects in the five-year horizon of Fiscal Year 2028 through Fiscal Year 2032, which also includes some federal funding that Alameda CTC programs as part of the One Bay Area Grant Program. For capital projects, the minimum grant request is $500,000, the maximum is $10 million, and a minimum 25 percent (25%) local match is required. For operating projects, the minimum request is $100,000 per year, the maximum is $500,000, and a minimum 75 percent (75%) local match is required. Eligible project sponsors may submit up to four (4) requests each, plus one (1) Safe Routes to School request.

Eligible project categories include:
• Bicycle and/or pedestrian capital projects and programs • Complete streets capital and road improvement projects • Transit-related capital projects
• Shuttle and other program operations
• Technology Projects
• Plans
Eligible projects must be identified in Alameda CTC’s 2026 Countywide Transportation Plan (CTP), expected to be finalized later this year, which Alameda CTC intends to prioritize in the 2028 CIP based on weighted criteria consistent with CTP policy priorities.

DISCUSSION
Staff identified five projects for which to submit applications for inclusion in Alameda CTC’s 2026 Countywide Transportation Plan (CTP):

1. Union City Transit CNG Bus Procurement, in the amount of $800,000

2. Union City Transit Facility Upgrades, in the amount of $2,778,000

3. Union City Bicycle & Pedestrian Master Plan Update, in the amount of $125,000

4. Alvarado-Niles Road Complete Streets Lighting Improvements Project, Phase I, in the amount of $2,100,000

5. Safe Routes to School: Guy Emanuele Jr. Elementary School Pedestrian and Bicycle Safety Improvement Project, in the amount of $300,000 Resolutions of local support for each individual project -- authorizing the filing of the 111111188888881111111 of 222222255555559999999
Agenda Item No. 5.15
City Council Staff Report Page 3 of 4 September 8, 2026 application, committing any necessary matching funds, and stating assurance to complete the project -- are required to be filed concurrently with each individual application to receive discretionary funding available from the Alameda County Transportation Commission (“Alameda CTC”) Comprehensive Investment Plan (“CIP”).

By submitting a 2028 CIP Resolution of Local Support, the Applicant is committing to adhering to Alameda CTC’s funding requirements such as:

1. Delivering the proposed project’s scope within the identified schedule

2. Providing matching funds to the project if awarded funds from Alameda CTC

3. Delivering the proposed project in line with the CIP guidelines, policies, and procedures

4. Complying with post-funding allocation requirements such as the funding agreement and reporting requirements
Staff has prepared the resolutions using the required Alameda CTC template.

FISCAL IMPACT
The City may receive up to $6,103,000 in Alameda CTC grant funding; staff will bring the award to City Council for acceptance at that time. These funds will be combined with existing project funds and/or local transit funds for the proposed projects. There will be no impact on the General Fund.

RECOMMENDATION
Staff recommends the City Council adopt resolutions authorizing the City Manager, or their designee, file to apply applications for Alameda County Transportation Commission (Alameda CTC) for inclusion in the Alameda CTC 2026 Countywide Transportation Plan and request discretionary funding through the Alameda CTC 2028 Comprehensive Investment Plan, committing any necessary matching funds, and stating assurances to complete the projects for the following five projects: 1) Transit CNG Bus Procurement, City Project No. 21-08; 2) Union City Transit Facility Upgrades, City Project No. 27-14; 3) Union City Bicycle & Pedestrian Master Plan Update, City Project No. 19-13; 4) Alvarado-Niles Road Complete Streets Lighting Improvements Project Phase I, City Project No. 27-15; and, 5) Safe Routes to School: Guy Emanuele Jr. Elementary School Pedestrian and Bicycle Safety Improvements Project, City Project No. 27-13.

Union City Transit had planned to replace fourteen compressed natural gas (((((((CNG))))))) buses from 2222222000000000000008888888,,,,,,, 2222222000000011111110000000,,,,,,, and 2222222000000011111112222222 with fourteen battery-------electric buses (((((((BEB))))))) in October 2222222000000022222225555555....... The primary funding source for the BEBs was a Federal Transit Administration (((((((FTA))))))) discretionary grant through the low or no emissions program....... The grant faced obligation hurdles with the change in federal administration exercising discretion over the definition of clean air vehicles and resulted in the grant waiting for obligation for over a month with buses set to enter production in two months....... In late August 2222222000000022222225555555,,,,,,, it became apparent that Union City Transit would lose the funds unless it conformed to the current administration and changed the discretionary grant to reflect seven CNG buses instead of six BEBs resulting in the grant being fast tracked for approval and obligation....... Union City Transit worked with the bus supplier to cancel the six of the fourteen BEBs and entered into a new contract for seven CNG buses since the cost would be equivalent to six BEBs....... The new CNG buses are as of now scheduled to enter production in September 2222222000000022222227777777.......

Due to the loss in FTA funds for bus yard construction,,,,,,, Union City Transit has had to use more of its standard state fund source known as TDA to fund the construction of the BEB charging infrastructure resulting in fewer funds for much needed capital bus procurements and operations....... The requested 2222222000000022222228888888 CIP funds would assist in alleviating some of the financial pressures on the service allowing Union City Transit to preserve service in the community with the new BEBS and forthcoming CNGs....... 777777...... Expanded Project Description ////// Detailed Scope Include complete scope details such as the specific improvements,,,,,, components,,,,,, location,,,,,, limits,,,,,, segments,,,,,, lengths,,,,,, quantities,,,,,, days of operation,,,,,, frequency,,,,,, etc......

Union City Transit operations contractor currently uses a 22222224444444''''''x66666660000000'''''' modular building that was installed at the Union City Public Work Maintenance Facility (((((((Corporation Yard;;;;;; CorpYard))))))) in 2222222000000011111111111111;;;;;; Dumbarton Express operations contractor currently uses an 8888888''''''x22222225555555'''''' separate modular building brought to the CorpYard in 2222222000000022222224444444....... The two structures are necessary for the daily operations of both services but both were designed to be temporary structures in anticipation of the CorpYard reducing in size as a result of the Quarry Lakes Parkway (((((((QLP)))))))....... Now that the QLP will begin construction in the next two years,,,,,,, final plans and drawings can be made for a longer------- term,,,,,,, more permanent structure to serve both operations and the need to keep the structure operational in the event of an emergency or disaster.......

The new facility will be a 33333336666666''''''x66666660000000'''''' structure capable of having two accessible restrooms,,,,,,, six offices,,,,,,, an open area for training,,,,,,, dedicated telecommunications room,,,,,,, a break area,,,,,,, more storage,,,,,,, and an entry lobby that the public can access....... The idea is to make the facility more accessible to the public when the transit operations continue while the CorpYard is closed....... This also helps with an emergency or disaster where the structure can be accessed quicker by first responders or disaster assistance workers....... To support the needs in the event of a disaster or emergency,,,,,,, the facility will have a backup power supply that supports multiple hours of operation while keeping communications functional and support staff comfortable to work.......

The new structure will require grading for utilities into the existing CorpYard pavement....... A new foundation and crawl space will be created so that the new structure sits at a curb height entry level instead of elevated with stairs and ramps for access....... The new structure is expected to be constructed off-------site and delivered for quick assembly and hookups....... The new structure is expected to function for fifteen to twenty years with continuous improvements as technology improves.......

The new structure will upgrade the state of good repair status for Union City Transit and Dumbarton Express operations....... The current facilities serve the community with minimum capabilities for the modern expectations of customers in any type of community....... Individuals in any disadvantaged///////underserved community in Union City or the Peninsula will significantly benefit from the ability for the services to dispatch and communicate more effectively....... Additionally,,,,,,, the improvements will benefit transit dependent populations who rely on the operations team to deliver consistent service.......
111111888888...... Describe the community engagement completed to date for the Project for the 222222000000222222666666 CTP Goal:::::

Equity,,,,,, including how any equitable engagement best practices have been applied,,,,,, and how community input has been reflected in the Project scope and design...... If community input has not been solicited or incorporated,,,,,, explain why,,,,,, and describe plans for any future community engagement......

See the Resources tab for engagement best practices,,,,,, as well as MTC''''''s CARE resources and Guidelines,,,,,, which specify the minimum documentation requirements for CARE------eligible projects...... In the Attachments tab,,,,,, provide a summary of completed engagement......

No direct community engagement regarding the replacement operations structure has been done....... The drivers and operations staff were engaged in the development of the facility for amenities and functionality....... Union City staff were also engaged for utility and communication needs....... An operations structure is critical to the delivery of service to the community in an equitable fashion,,,,,,, but engaging the public on its design or functionality provides no benefit to the end need when the structure will be inside a closed facility performing a critical function....... The need for backup power to operate as disaster and emergency facility stems from power outages where transit operations had to function without power which meant that computer assisted dispatch///////automated vehicle location systems were no longer available to provide feedback to drivers,,,,,,, supervisors,,,,,,, and customers....... 111111999999...... Describe how the Project will advance the 222222000000222222666666 CTP Goal::::: Climate...... The new operations structure will be designed to support the advancements in technology since the current one was brought to the Union City Public Works Maintenance Facility (((((((CorpYard)))))))....... With the arrival of new battery------- 111111199999995555555 of 222222255555559999999
electric buses,,,,,,, there are several features that require communication and electrical upgrades to maximize the benefit the new buses can provide to the community,,,,,,, Some of the new features include charge management to fuel the buses when the power grid is cleanest and least expensive,,,,,,, additionally there are performance metrics that the battery electric buses provide that can assist in optimizing their operation to the community that may actually reduce their energy consumption....... The current modular building has been maximized for power and communications,,,,,,, so the need is real in order to continue operating the electric buses at peak peformance....... 222222000000...... This project has no connection to the Countywide Bike Network (((((((CBN)))))))....... The Union City Bicycle and Pedestrian Advisory Committee does serve as a venue for the public to be informed about transit projects and their impacts on cyclists,,,,,,, but this project will not benefit the CBN....... 222222111111...... The new operations structure is expected to provide enhanced capabilities for Union City Transit and Dumbarton Express services....... The enhancements are critical for connecting commuters from either side of the Bay to jobs and housing in Union City,,,,,,, Newark,,,,,,, Fremont,,,,,,, Palo Alto,,,,,,, East Palo Alto,,,,,,, and Menlo Park.......

Additionally,,,,,,, both services connect with BART and Caltrain services for extended access to the East Bay,,,,,,, Silicon Valley,,,,,,, and the Peninsula.......

The Alvarado-------Niles Roadway Lighting Project directly advances the 2222222000000022222226666666 Alameda CTC Countywide Transportation Plan (((((((CTP))))))) Safety goal by addressing documented crash risk and improving nighttime conditions for vulnerable roadway users....... Alvarado-------Niles Road is identified as a priority safety corridor in the City of Union City''''''s Local Road Safety Plan (((((((LRSP))))))),,,,,,, which ranked it as the City''''''s #####1111111 roadway corridor for significant crashes based on five years of collision data....... There have been at least 2222222 fatal accidents on Alvarado-------Niles Road in the last 2222222 years....... The LRSP also identifies vulnerable road users,,,,,,, speeding,,,,,,, aggressive driving,,,,,,, and lighting conditions as key safety emphasis areas.......

The corridor''''''s safety need is further demonstrated by its designation on Alameda CTC''''''s High-------Injury Network (((((((HIN)))))))....... The 2222222000000022222224444444 Alameda CTC High-------Injury Network and Proactive Safety Network Report identifies approximately 1111111.......44444441111111 miles of Alvarado-------Niles Road in Union City as an HIN corridor....... The HIN identifies locations with concentrations of fatal and serious-------injury collisions and is intended to help prioritize safety investments....... The project also supports the 2222222000000022222226666666 CTP''''''s Safe System approach by addressing a known roadway safety deficiency at a location already identified through both local and countywide safety planning.......

The Alvarado-------Niles Roadway Lighting Project advances the 2222222000000022222226666666 Alameda CTC Countywide 222222211111114444444 of 222222255555559999999
Transportation Plan (((((((CTP))))))) Equity goal by improving safe and equitable access to transportation for residents who depend on walking,,,,,,, bicycling,,,,,,, and transit....... The CTP calls for transportation investments that remove barriers and transportation-------related inequities and produce more equitable access and outcomes for marginalized communities....... It specifically identifies lack of lighting,,,,,,, along with gaps in sidewalks and other infrastructure,,,,,,, as transportation barriers experienced by disadvantaged communities.......

The project will provide a direct benefit to people who travel along Alvarado-------Niles Road after dark,,,,,,, including pedestrians,,,,,,, bicyclists,,,,,,, transit riders,,,,,,, older adults,,,,,,, people with disabilities,,,,,,, and residents who do not have reliable access to a private vehicle....... Improved illumination at intersections,,,,,,, crossings,,,,,,, sidewalks,,,,,,, transit access points,,,,,,, and other conflict areas will reduce a barrier to safe nighttime travel and make the existing transportation system more accessible and comfortable for people who rely on non-------auto modes.......

The project also supports Alameda CTC''''''s recognition that equity benefits extend beyond the boundaries of MTC-------designated Equity Priority Communities....... The 2222222000000022222226666666 CTP notes that low-------income riders of Union City Transit constitute an equity-------priority population even when they do not live within an MTC-------designated EPC,,,,,,, underscoring the importance of improving transportation conditions along corridors used to access transit,,,,,,, employment,,,,,,, services,,,,,,, and other essential destinations.......

The project is also consistent with Alameda CTC''''''s equity policy objectives to increase access to destinations,,,,,,, prioritize community-------based projects,,,,,,, improve infrastructure,,,,,,, and reduce transportation cost burdens for low-------income communities through investments in transit and active transportation....... Improved lighting is a relatively low-------cost improvement to an existing multimodal corridor that can make walking,,,,,,, bicycling,,,,,,, and transit a safer and more viable option without requiring additional household transportation costs.......

By investing in safety and accessibility on an established high-------injury multimodal corridor,,,,,,, the project helps address historic and ongoing transportation barriers and ensures that the benefits of transportation investment extend to vulnerable and underserved users....... The project therefore advances the CTP''''''s equity objective of delivering a transportation system that provides more equitable opportunities,,,,,,, access,,,,,,, and positive outcomes for marginalized communities.......
111111888888...... Describe the community engagement completed to date for the Project for the 222222000000222222666666 CTP Goal::::: Equity,,,,,, including how any equitable engagement best practices have been applied,,,,,, and how community input has been reflected in the Project scope and design......

Community input and safety planning have been important factors leading to the development and prioritization of the Alvarado-------Niles Roadway Lighting Improvement Project.......

The project builds upon community feedback received during development of the Union City Boulevard Class II Bike Lanes Project,,,,,,, which included a roadway lighting improvement component....... Community members expressed support for improved roadway lighting as part of the overall corridor improvements.......

The request for improved lighting was subsequently advanced through the City’s Bicycle and Pedestrian Advisory Committee (((((((BPAC))))))),,,,,,, demonstrating that improved lighting was identified not only as a project enhancement,,,,,,, but as a community-------supported safety need....... This input helped establish the value of pursuing roadway lighting improvements as part of broader multimodal and safety improvements in Union City.......

The City subsequently evaluated roadway lighting needs within the broader context of its Local Roadway Safety Plan (((((((LRSP)))))))....... The LRSP identified the City’s High Injury Network and identified improved roadway lighting as an effective safety countermeasure....... This provided a data-------driven basis for prioritizing lighting improvements in locations where transportation safety needs are greatest....... The Alvarado-------Niles corridor is therefore being prioritized based on both identified safety needs and the community-------supported desire for improved nighttime visibility and safety.......
222222211111115555555 of 222222255555559999999
The project also builds upon the City’s previous citywide streetlight LED conversion effort....... Rather than deploying the remaining LED conversion improvements uniformly throughout the City,,,,,,, the City is strategically partitioning the effort and concentrating implementation first on High Injury Network roadways.......

Alvarado-------Niles Road and Decoto Road are among the first corridors being prioritized....... This approach allows limited resources to be directed toward areas where improved lighting can provide the greatest potential transportation safety benefit,,,,,,, particularly for people walking,,,,,,, bicycling,,,,,,, using transit,,,,,,, and traveling during nighttime hours.......

These efforts reflect equitable engagement and planning practices by combining community-------identified needs with data-------driven safety analysis and prioritization....... The project is intended to address conditions that can disproportionately affect people who rely on walking,,,,,,, bicycling,,,,,,, transit,,,,,,, or other non-------auto modes,,,,,,, for whom adequate nighttime visibility and a safe transportation environment are particularly important.......

The City continues to engage with our BPAC on projects like this one where it impacts the safety and comfort of pedestrian and bicycle riders.......
111111999999...... Describe how the Project will advance the 222222000000222222666666 CTP Goal::::: Climate...... Specify project elements consistent with the 222222000000222222666666 CTP Goal Alignment Rubric that support transit ((((((e......g...... transit priority infrastructure or access to transit)))))),,,,,, reduce congestion through operational tools,,,,,, eliminate or mitigate major barriers,,,,,, incorporate climate------adaptive and resilient elements,,,,,, advance clean initiatives supporting Zero------Emission Vehicle efforts,,,,,, or respond to impacts from sea------level rise......

The primary purpose of the Alvarado-------Niles Roadway Lighting Improvement Project is to improve transportation safety,,,,,,, particularly during nighttime hours....... While roadway lighting is not,,,,,,, by itself,,,,,,, a significant climate-------change strategy,,,,,,, the Project supports the 2222222000000022222226666666 CTP Goal::::::: Climate by improving the safety and accessibility of the existing multimodal transportation system.......

Improved lighting along Alvarado-------Niles Road will provide greater visibility for people walking and bicycling during nighttime hours....... The improvements may also benefit transit riders by making routes to and from transit stops safer and more comfortable after dark....... By addressing a barrier to safe nighttime access,,,,,,, the Project can help support continued use of transit and active transportation as alternatives to automobile travel.......

The Project also advances the City''''''s LED streetlight conversion effort by prioritizing energy-------efficient LED technology on High Injury Network corridors....... LED conversion will reduce electricity consumption and associated greenhouse gas emissions from roadway lighting while improving the efficiency and longevity of the City''''''s lighting infrastructure....... By combining these energy-------efficiency benefits with improved safety and multimodal access on an existing transportation corridor,,,,,,, the Project provides a complementary climate benefit without adding roadway capacity or encouraging additional automobile travel....... 222222000000...... If the Project is located on the CBN or provides direct benefit to it,,,,,, describe how the Project meets the requirements of Alameda CTC’s All Ages and Abilities ((((((AAA)))))) Policy and each of the CBN Design Expectations...... For non------bicycle projects ((((((e......g...... pedestrian,,,,,, transit,,,,,, or technology)))))) that are located on the CBN,,,,,, explain the Project''''''s impact on existing or future bicycle facilities,,,,,, if any......

See the Resources tab for Alameda CTC CBN Map,,,,,, AAA Policy,,,,,, and Design Expectations......

The Alvarado-------Niles Roadway Lighting Improvement Project is located within the Alameda CTC Countywide Bikeways Network (((((((CBN))))))),,,,,,, but it is not a bicycle project....... The Project focuses on improving nighttime roadway safety through upgraded lighting and conversion to energy-------efficient LED technology....... It will not modify,,,,,,, remove,,,,,,, or reduce existing bicycle facilities,,,,,,, nor will it preclude future bicycle improvements along the corridor.......

As a complementary safety improvement,,,,,,, the Project will support the CBN and Alameda CTC''''''s All Ages and Abilities (((((((AAA))))))) Policy by improving nighttime visibility for bicyclists,,,,,,, pedestrians,,,,,,, and other vulnerable roadway users....... Lighting improvements will be designed to avoid conflicts with existing or future bicycle facilities,,,,,,, pedestrian facilities,,,,,,, transit access,,,,,,, and accessible travel paths....... The Project does not alter bicycle facility design,,,,,,, separation,,,,,,, operating space,,,,,,, or intersection treatments;;;;;; rather,,,,,,, it preserves existing 222222211111116666666 of 222222255555559999999
and planned bicycle infrastructure while creating a safer nighttime environment for people of all ages and abilities using the corridor.......

Section 222222 ------ Project Need//////Benefit and SR222222S Capital Priority 111111222222...... Describe the identified transportation issues,,,,,, barriers,,,,,, and needs around the school((((((s)))))) that are enrolled in the Alameda County SR222222S Program......

Guy Emanuele Jr....... Elementary School is uniquely located at one end of the Foothill Glen neighborhood.......

With bicycle boulevard signing and striping safety improvements,,,,,,, it would incentivize cycling to the schools back entrance....... The bicycle parking area for the school is also located near this back entrance area....... The bicycle boulevard treatment would indicate a low stress bike route contained entirely within the Foothill Glen neighborhood....... Improvements include signing and striping indicating a bikeway for riders and for motorists to recognize sharing of the roadway.......

As for the Decoto neighborhood,,,,,,, residents have a median barrier they must travel around to get to the elementary school....... Due to the nature of Decoto Rd....... and it being a major corridor (((((((4444444 lanes))))))),,,,,,, parts of it contain a median to safely divide traffic....... This division has created a barrier unfortunately and especially dangerous for anyone trying to cross to get to the school....... City is already planning corridor improvements along Decoto Rd....... in a separate project,,,,,,, but for this project we are proposing to incentivize walking and biking on 5555555th St....... with a signing and striping upgrade....... Improvements include intersection safety upgrades:::::::
crosswalks,,,,,,, pedestrian crossing padles,,,,,,, a RRFB,,,,,,, and ADA ramp upgrades....... 5555555th is the funnel in which the Decoto neighborhood uses to reach Guy Emanuele Jr....... and these improvements should increase safety for school age children and their guardians.......

This area is within a Transit Oriented Community....... Within 1111111///////4444444 and 1111111///////2222222 mile of the Union City BART station,,,,,,, these improvements would serve not only elementary school,,,,,,, but technically improve safety for anyone using the facilities heading to and from BART....... In addition,,,,,,, the bike boulevards if installed will contribute toward the growth of Union City''''''s bicycle network....... Decoto Rd....... in a separate project will be making improvements to install upgraded bicycle facilities in 2222222000000022222227777777,,,,,,, 7777777th St....... will be adding a Class 2222222 bike lane in 22222227777777///////22222228888888,,,,,,, and the Quarry Lakes Parkway Project will add a brand new roadway and bicycle facilitiy with a tie------- in to an upgraded Class I facility on Mission Blvd (((((((2222222000000022222228888888-------22222229999999)))))))....... All of these future improvements expand the bicycle network and increases the choices for routing to and from Guy Emanuele Jr....... Elementary School....... 111111333333...... Describe how this Project is identified in the qualifying SSA,,,,,, local plans,,,,,, walk audits,,,,,, studies and//////or similar needs assessment that justify the project''''''s local priority and need...... See the Resource tab for links to references,,,,,, including FHWA’s Proven Safety Countermeasures,,,,,, MTC’s Vision Zero Action Plan,,,,,, Alameda CTC’s All Ages and Abilities Policy,,,,,, and Alameda CTC’s Countywide Bikeways Design Guide......

Decoto Rd....... has an average daily traffic volume above 22222220000000,,,,,,,000000000000000000000....... Any reduction in driving will lessen the risk and number of overall accidents that occur on the corridor....... Specifically creating a bicycle boulevard corridor and installing signs and striping will bring awareness for alternative road users and incentivize them to use alternate modes....... With all of the visual indicators and improvements,,,,,,, users should feel a level of comfort using the facilities knowing that drivers will see the same visual indicators that are displaying the rules of the road....... The bicycle boulevard specific treatment should have a traffic calming affect,,,,,,, motor vehicles will slow on a roadway that is signed and striped for increased safety.......

Overall,,,,,,, the improvements should reduce the number of close calls,,,,,,, accidents,,,,,,, and injuries....... From 2222222000000022222220000000 to March 2222222000000022222226666666,,,,,,, there have been a total of 1111111,,,,,,,000000066666660000000 crashes in Union City....... Describe how the Project will enhance mobility and access by closing gaps in active transportation or transit access around schools......

Project will identify bicycle boulevards that will encourage bicycling to and from Guy Emanuel Jr.......

Elementary School....... On 5555555th St.......,,,,,,, the bicycle and ped improvements along the main corridor to the school should increase safety awareness for school age children to motor vehicles....... For the Foothill Glen neighborhood,,,,,,, the bicycle boulevard is an enhancement to the existing route to the back of the school....... The signing and striping will increase visual awareness for the bicycling facility,,,,,,, so it should increase the bicycling usage.......

Additional improvements are being studied at the 5555555th and Decoto intersection as it is the barrier of entry///////exit for the school....... City is currently looking at the feasibility of 2222222 curb corner extensions to increase sight distance,,,,,,, decrease crossing distance,,,,,,, and slowing down turning vehicles speeds....... 111111666666...... Project will be updating all ADA curb ramps along 5555555th St....... as they are out of compliance with current standards....... Crosswalks are planned for increased safety and right-------of-------way assignment///////yielding....... 111111777777...... City Council Staff Report Page 1 of 3 September 8, 2026 Staff Report
Agenda Item No. 5.16
DATE: September 8, 2026
TO: Honorable Mayor and Members of the City Council
FROM: Joan Malloy, City Manager
SUBJECT: Adopt a Resolution Authorizing the City Manager, or Their Designee, to Submit the Required Project List Authorizing Resolution, to Execute the Certifications and Assurances, and to Submit Authorized Agent Forms for the State Transit Assistance (STA) State of Good Repair (SGR) Program for Union City Transit

EXECUTIVE SUMMARY
Staff recommends the City Council adopt a resolution authorizing the City Manager, or their designee, to submit the required project list authorizing resolution, to execute the certifications and assurances, and to submit authorized agent forms for the State Transit Assistance (STA) State of Good Repair (SGR) Program for Union City Transit.

STRATEGIC PLAN ALIGNMENT
There is no direct alignment with the Strategic Plan goals.

BACKGROUND
Senate Bill 1 (SB1), also known as the Road Repair and Accountability Act of 2017, augmented the existing State Transit Assistance program with the State of Good Repair (SGR) program funded from a portion of a new Transportation Improvement Fee on vehicle registrations due on or after January 1, 2018. Funds are administered by the California Department of Transportation (Caltrans) and distributed by formula on a population basis in the region to the Metropolitan Transportation Commission (MTC), and on a revenue basis to eligible transit operators for transit maintenance, rehabilitation, and capital projects. The State Controller’s Office (SCO) has estimated that $20,108 in revenue-based SGR funds will be available for allocation to the City of Union City – Union City Transit in FY 2026-27.

Caltrans’ SGR Program guidelines require regional agencies, including MTC, to approve transit operators’ revenue-based SGR projects and submit a single region-wide list of projects to Caltrans by September 1 of each year. In order for MTC to approve the Regional SGR Program Project List by September 1, transit operators in the Bay Area must submit a governing body–approved project list for all anticipated SGR Program 222222244444449999999 of 222222255555559999999
Agenda Item No. 5.16
City Council Staff Report Page 2 of 3 September 8, 2026 expenditures to MTC no later than July 1. MTC staff have stated they will accept the City of Union City’s resolution approving the project list following the September 8, 2026, City Council meeting.

The program guidelines state that transit agencies receiving funds from the SGR Program must submit expenditure proposals listing projects that maintain the public transit system in a state of good repair, which are:
• Transit capital projects or services to maintain or repair a transit operator’s existing transit vehicle fleet or transit facilities, including the rehabilitation or modernization of the existing vehicles or facilities.
• The design, acquisition, and construction of new vehicles or facilities that improve existing transit services.
• Transit services that complement local efforts for repair and improvement of local transportation infrastructure.

DISCUSSION
Staff proposes using the FY 2026-2027 SGR allocation to continue improving bus stops around Union City. This project will continue the installation of new bus stop improvements that have been ongoing since 2023. The total estimated amount available to support the project is $20,108.

Caltrans has adopted requirements for agencies to designate an authorized agent and to provide certifications and assurances for SGR. As a condition to receive SGR funds, each project sponsor/agency must authorize an agency designee to execute these certifications and assurances. They include guidelines for project administration, reporting, cost principles, record retention, and special situations.

FISCAL IMPACT
The City will receive approximately $20,108 in pass-through SGR funds, either as a onetime or progressive disbursement, depending on the State’s sales receipts and committed funds; staff will bring the award to City Council for acceptance at that time. These funds will be combined with prior year SGR and local transit funds for the proposed project.

There will be no impact on the General Fund.

RECOMMENDATION
Staff recommends the City Council adopt a resolution authorizing the City Manager, or their designee, to submit the required project list authorizing resolution, to execute the certifications and assurances, and to submit authorized agent forms for the State Transit Assistance (STA) State of Good Repair (SGR) Program for Union City.
