CITY OF VACAVILLE
City Council
Staff Report Item 12.A
Meeting Date: April 28, 2026
To: Honorable Mayor and City Council Members
Attention: Savita Chaudhary, City Manager
From: Michelle A. Thornbrugh, City Clerk
(Michelle A. Thornbrugh, City Clerk (707) 449-5100)
Subject: Consideration and Selection of Parks and Recreation Commissioner
Actions for Consideration:
The Mayor shall appoint one member to the Parks and Recreation Commission, subject to City Council ratification.
Recommendations:
The Mayor nominate for appointment one member to the Parks and Recreation Commission for City Council ratification.
Background:
The City of Vacaville currently has two operational commissions established in the Vacaville Municipal Code (“VMC”) – the Planning Commission (VMC Chapter 2.28) and the Parks and Recreation Commission (VMC Chapter 2.34 – referred to in the VMC as the Community Services Commission). Commissions are comprised of seven members appointed by the Mayor with ratification by a majority of the Council (CA Government Code section 40605).
Commission members are appointed on staggered terms expiring on March 31st of each year.
Discussion:
In accordance with the Commission Appointment Policy, adopted on January 27, 2026, applications were previously accepted and reviewed for consideration at the March 24, 2026, Council meeting. Following the initial appointment process, one appointee to the Parks and Recreation Commission was unable to assume the position. The Mayor has revisited the pool of qualified applicants, taking into account the recommendations and ranked list previously provided by the Applicant Review Committee, as well as additional outreach to candidates.
Based on this review, the Mayor is proposing to appoint the Heather Krause to the Parks and Recreation Commission, subject to Council ratification. The term of the appointment is through March 31, 2027.
Item 12.a
Environmental Impact:
This action is exempt from the California Environmental Quality Act (CEQA) because it is not a project that has the potential to result in either a physical change in the environment or a reasonably foreseeable indirect physical change in the environment, pursuant to California Code of Regulations Title 14 Section 15378(b)(5).
Fiscal Impact:
Amount Requested: There are no funds requested for this item.
Funding Source: City Clerk (1001)
Budget Distribution: The costs of staff time associated with this item are covered within the existing CIty Manager's Department operating budget.
Alternatives:
Based upon City Council discussions or a decision by a majority of the City Council to not ratify the Mayor’s proposed appointee, the Mayor could choose to appoint another qualified applicant not listed above.
Strategic Plan Goal/Initiative:
Goal 4: Maintain Effective and Efficient Services
Levine Act:
No

City of Vacaville
Attn: City Council and City Clerk
650 Merchant Street
Vacaville, CA 95688
RE: Reappointment to the Parks and Recreation Commission Honorable Mayor Carli and Members of the City Council,
It has been a privilege to serve the Vacaville community on the Parks and Recreation Commission. As I conclude my current term and second year serving as Chair, I respectfully submit my application for reappointment.
During my service, I have worked collaboratively with fellow commissioners, City staff, and the community to carry out the Commission’s role of advising the City Council on parks, recreation facilities, and community events. I take seriously the responsibility of providing thoughtful policy guidance while balancing community priorities, fiscal considerations, and the long-term stewardship of the City’s parks and recreation system.
Outside of Commission meetings, I remain engaged by participating in and observing community events, listening to resident input, and staying informed on operational and policy issues affecting the Parks and Recreation Department. This engagement helps ensure that my recommendations reflect both community experience and an understanding of departmental needs.
In my experience, continuity and experience are essential to effective advisory bodies.
Having served two terms, I bring perspective and stability that support consistent policy direction as the City continues to navigate growth and evolving community needs.
In addition to my commission service, I bring more than 24 years of experience advising California public agencies, including numerous parks and recreation agencies, on local government funding and implementation, including park impact fees, Quimby programs, developer agreements, and local funding measures. This experience provides me with practical insight that further informs my service on the Commission.
Thank you for your time and for the opportunity to continue serving the City of Vacaville.
Sincerely,
Blair E. Aas, Chair
Vacaville Parks and Recreation Commission

Re: Parks and Recreation Commission Application
Dear City Council Members and City Clerk,
I am excited to submit my application to serve on the Vacaville Parks and Recreation Commission. I am passionate about supporting programs and initiatives that enhance community spaces, promote healthy recreation, and create opportunities for all residents to enjoy our parks and facilities.

Dear Members of the Vacaville City Council,
I am writing to express my interest in serving on the City of Vacaville Parks and Recreation Commission. I care deeply about the role that parks, recreation facilities, and community programming play in building a healthy, connected, and inclusive city, and I would be honored to contribute my time and perspective in an advisory capacity.
Vacaville’s parks and recreation system has a direct impact on quality of life—supporting youth development, family connection, physical and mental health, and access to shared public spaces. As a former collegiate basketball player, I have firsthand experience with how well-designed recreational facilities and programs can shape discipline, belonging, and long-term well-being. Beyond athletics, I value parks as places where people of all ages and abilities can gather, recreate, and feel a sense of ownership in their community.
I approach this opportunity with a strong sense of responsibility. I understand that effective commission service requires preparation, thoughtful discussion, and consistent participation. I am comfortable reviewing agenda materials in advance, visiting sites when appropriate, listening to community input, and engaging collaboratively with fellow commissioners, staff, and City Council. I take public service seriously and am committed to contributing in a way that is respectful, informed, and constructive.
I am particularly interested in supporting:
● Equitable access to parks and recreation opportunities across neighborhoods ● Thoughtful use and stewardship of existing facilities ● Programming that serves youth, families, and residents with diverse needs and abilities ● Long-term planning that balances growth, sustainability, and community character I appreciate Vacaville’s stated commitment to diversity, equity, and inclusion and would strive to reflect those values in my service. I am prepared to complete all required ethics, anti-harassment, and conflict-of-interest trainings upon appointment.
Thank you for considering my application. I would welcome the opportunity to serve the community in this role and contribute to decisions that shape Vacaville’s shared spaces for years to come.
Respectfully,
Jaydon Clark

Vacaville, CA
――――――――――――――――――――――――――――――――――――――――
Dear members of the Selection Committee,
I am seeking appointment to the Vacaville Parks and Recreation Commission. I am deeply committed to strengthening our community through accessible, inclusive, and well‑designed recreational opportunities. After 25 years as a small‑business owner in the wellness field, along with extensive experience in community education, recreation leadership, and public engagement, I am ready to contribute my skills and perspective to support the city’s long‑term vision for parks, open spaces, and recreational programming.
My work as President and Co‑Founder of the Vacaville Pickleball Association has given me direct experience collaborating with city staff, developing community programs, and advocating for facilities that serve residents of all ages and abilities. I have seen firsthand how recreation builds connection, supports public health, and strengthens neighborhoods. Through this role, I helped expand instructional offerings, create league play, and grow participation in one of the city’s fastest‑growing recreational activities.
In addition to my recreation leadership, my background as a massage and bodywork practitioner and instructor has grounded me in wellness, accessibility, and community service. My work as a Master Gardener and my years of involvement in local arts and cultural events have further deepened my connection to Vacaville and my understanding of how diverse programs enrich community life.
I believe strongly in thoughtful planning, equitable access, and community‑centered decision‑making. I would be honored to bring my experience, energy, and collaborative spirit to the Parks and Recreation Commission and to help support a vibrant, healthy, and connected future for Vacaville.
Sincerely,
Diana Flores

Driving Impactful Talent Acquisition | Helping Companies Build Exceptional Teams | Board Member
Vacaville, California, United States
Summary
I build teams for companies solving hard problems and I genuinely enjoy the messy “zero to one” part.
I’m a Senior Talent Acquisition leader who’s scaled engineering and GTM orgs across high-growth environments, from lithium/chemicals/ battery supply chain to SaaS and AI. I’ve been the founding/early recruiter more than once, which means I’ve built recruiting functions from scratch: defining the hiring process, partnering tightly with executives and hiring managers, standing up sourcing and interview practices, and creating a candidate experience that’s inclusive, highquality, and scalable.
I recruit across levels from frontline and technical specialists to VP and C-suite often in environments where the org chart is evolving in real time and priorities change mid-sentence (it’s fine, I’m fine). I’m known for strategic sourcing, strong stakeholder partnership, and a candidate-first approach that doesn’t sacrifice speed or rigor.
I also build the recruiting infrastructure that makes scaling possible.
I’ve implemented and optimized ATS systems across Lever, Rippling, Greenhouse, and Ashby, including workflows, scorecards, interview loops, reporting, and hiring manager enablement so teams can move fast with clarity and consistency.
I bring structure, data, and empathy to every search—and I’m relentless about role clarity, calibration, and equitable hiring practices. I’m also a committed DEIB advocate and believe great teams are built intentionally, not accidentally.

Lorenzo Valdez Hill
Vacaville, CA
February 7, 2026
Dear Hiring Manager,
I am writing to express my interest in opportunities where my background in operations, client service, and people-centered work can be of value. Over the course of more than three decades, I have built a professional life grounded in responsibility, adaptability, and trust — working across financial services, healthcare support, property management, education, and independent practice.
My longest tenure was with Citibank, where I progressed through multiple roles including Operations Supervisor, Assistant Manager, Auditor, Trainer, and Personal Banker. In these positions, I developed strong organizational discipline, attention to detail, and the ability to support both clients and teams in high-responsibility environments. Alongside this corporate experience, I have also worked extensively in self-directed roles, managing properties, coordinating events, teaching music, and providing long-term in-home care for adults and seniors.
What connects all of my work is a consistent, human-centered approach. Whether supporting a client, training staff, caring for an individual in their home, or guiding students through learning, I bring calm judgment, clear communication, and respect for the people involved. I am comfortable working independently or within structured organizations and am known for reliability, discretion, and follow-through.
I would welcome the opportunity to contribute my experience and skills to an organization that values professionalism, integrity, and service. Thank you for your time and consideration. I look forward to the possibility of speaking with you.
Sincerely,
Lorenzo Valdez Hill

Item 12.a
Parks and Recreation Commission February 09, 2026
City of Vacaville, Vacaville, CA
Dear Commissioners and Selection Committee,
Good day, the purpose of this letter is to share my sincere interest in serving on the Parks and Recreation Commission for the City of Vacaville. Throughout my career, I have dedicated my professional life to building strong communities, developing youth and families, stewarding public trust, and creating safe, enriching spaces where people can grow. My background in Scouting leadership, outdoor recreation management, nonprofit administration, and church governance has prepared me well to contribute meaningfully to the continued success and vision of Vacaville’s parks and recreation programs.
In my current role as a Senior District Executive with Scouting America, I oversee regional operations that include youth programming, volunteer recruitment and training, facility use coordination, fundraising, and partnerships with schools, municipalities, and community organizations. I collaborate regularly with civic leaders and local agencies to expand outdoor access, youth engagement, and family-centered programming. This work has strengthened my ability to think strategically about public spaces, program sustainability, and equitable community access, priorities that closely align with the mission of the Parks and Recreation Commission.
Earlier in my career, I also had the privilege of overseeing operations at Camp Anawanna, a large outdoor youth camp near Pittsburgh, Pennsylvania. In that role, I helped manage program delivery, property stewardship, safety standards, volunteer leadership, and the coordination of recreational and outdoor activities for youth and families. That hands-on experience taught me the importance of maintaining welcoming, well-managed recreational environments that balance safety, accessibility, and meaningful programming, principles that are essential to effective parks and recreation services.
Additionally, as Senior Pastor and administrator of a community-based church and nonprofit, I manage budgets exceeding $750,000 annually, lead boards and committees, coordinate events and facility usage, and work directly with families across multiple generations. These experiences have sharpened my skills in governance, consensus building, fiscal responsibility, and long-range planning. I understand how important well-maintained parks, recreational opportunities, and safe gathering spaces are for seniors, youth, and working families alike. They are not simply amenities; they are essential investments in the health and vitality of a city.
Vacaville has long been known for its strong sense of community, family values, and commitment to quality of life. I would be honored to contribute my leadership, organizational experience, and collaborative spirit to help ensure that our parks and recreation programs continue to serve every resident with excellence and accessibility.
Thank you for your time and consideration. I welcome the opportunity to further discuss how my experience and passion for community development can support the goals of the Commission.
Respectfully submitted,
Kornelius E. Neal Sr.

Vacaville Parks and Recreation Commission
Dear Hiring Committee,
I am writing to express my interest in a part-time position with the Vacaville Parks and Recreation Commission. As a Vacaville resident with over 20 years of professional experience in operations, coordination, documentation, and community involvement, I am excited about the opportunity to contribute my skills in support of programs that serve our local community.
Throughout my career in telecommunications operations with T-Mobile and AT&T Wireless, I have developed a strong foundation in organization, accuracy, and crossfunctional coordination. My responsibilities have included managing detailed records, tracking budgets and invoices, coordinating with vendors, generating reports, and supporting multiple projects simultaneously in fast-paced environments. I am particularly interested in this role where I can apply my communication and organizational skills while continuing to give back to the Vacaville community. I am comfortable working independently or as part of a team, handling confidential information, and supporting day-to-day operations with professionalism and care.
Thank you for considering my application. I would welcome the opportunity to discuss how my experience and community-focused approach would be a good fit for the Vacaville Parks and Recreation Commission.
Sincerely,
Karin Olson

Represented the commander at installation events and fostered partnerships between 3 Total Force wings and civic leaders and advised 17 commanders, managing activities, tasks, and installation crisis response. ▪ Solved the information void between agencies and 600 personnel by creating enduring processes, then benchmarked a standard for 2 bases in presenting how 4 portfolios are connected to visiting dignitaries. ▪ Ensured collaboration among 13 agencies to expend a $1.3 million annual budget and empowered agencyspecific trackers to align qualifications with crisis response forces in exercises and alert phases. ▪ Oversaw a steady line-up of events for the unit, base, and community, including volunteer recruitment, milestones, budget constraints, and memorable culminations with lessons learned recorded for continuity.
Commander July 2022 – June 2024
US Air Force, 821st Contingency Response Support Squadron, Travis Air Force Base, California Commanded a multi-faceted logistic unit of 160 personnel to ensure readiness for 500 members to deploy by short-notice alert to open air bases to project and sustain combat forces worldwide.

Parks and Recreation Commission
City of Vacaville
650 Merchant Street
Vacaville, CA 95688
Dear Commission Authorities:
I recently retired from the Air Force and having been stationed at Travis Air Force Base since 2020, I've fallen in love with my Vacaville community and decided to stay to make this my new home. I'd like to be involved with my local community and the Parks and Recreation commission is one way to serve those around me.
My service and performance are propelled by contributing to the success of my institution and teammates. I initially focus on the basic foundations of organization and internal relationships to build a team that produces cohesive results for our clients and partners. As a network, we attain strategic achievements. I was born into an Air Force family and was raised in Guam, Texas, Arizona, Spain, and Mexico. I entered the Air Force in December 2002 as a Logistics Readiness Officer and have a concentration of experience in air transportation. I led a dualspecialty career as a Foreign Area Officer since 2014, assigned to the Western Hemisphere. The security cooperation activities I led in and with multiple partner nations contributed to building partner capacity and interoperability with joint defense forces throughout the region. The opportunities to have lived in and traveled to multiple countries have enriched my appreciation for the importance of parks, recreation, arts, and culture. It would be an honor to share my experience with Vacaville, while learning about and treasuring the legacy of the local community.
If selected, I aim to serve and lead with positive energy. If not selected, I will continue to find ways to support Vacaville through my time and efforts. I’m excited to spend the foreseeable future in this wonderful community.
Sincerely,
Kenya E. Serna

Hi,
I’m writing to express my interest in serving on the City of Vacaville’s Planning Commission.
I was born and raised in Vacaville. I have spent much of my career in the public sector focusing on civic engagement, public feedback and public comments, planning input, policy and business processes - to improve how communities plan, communicate, and make decisions. My background includes working with public agencies, building tools that support transparency and civic participation, and collaborating with stakeholders to turn policy goals into effective, performance-based outcomes.
I care deeply about Vacaville’s long-term growth, land use, and quality of life, and I’m interested in contributing thoughtful, balanced input to planning decisions that affect residents, businesses, and future generations. I bring a systems-thinking mindset, comfort with technical and policy details, and a strong respect for public process and community voice.
I’ve included my resume for additional context on my civic-related experience, and I’d welcome the opportunity to discuss how I could contribute to Vacaville’s Parks and Recreation Commission.
Thank you for your time and consideration.
Best regards,
Ryan Wold

CITY OF VACAVILLE
City Council
Staff Report Item 12.C
Meeting Date: April 28, 2026
To: Honorable Mayor and City Council Members
Attention: Savita Chaudhary, City Manager
From: Andria Borba, City Attorney’s Office
(Rachel Carranza, Legal Services Manager (707) 449-6127 Subject: Resolution of the City Council of the City of Vacaville to Establish the City’s General Liability Self-Insured Retention (SIR) Level for Program Year 2026/2027
Action for Consideration:
The City Council is requested to receive information on the City's membership in the California Joint Powers Risk Management Authority (CJPRMA), the structure of self-insured retention levels, the City's claims history and experience, and to adopt a resolution establishing the City's self-insured retention (SIR) level for Program Year 2026/27.
Recommendation:
By simple motion, adopt the attached resolution setting the City’s SIR level for Program Year 2026/2027 and, if the SIR is increased, direct staff regarding any adjustments to the existing self-insurance reserve balance to ensure adequate funding for the increased retained layer.
Background:
The California Joint Powers Risk Management Authority (CJPRMA) is a member-directed excess liability risk retention pool established in 1986, organized under California Government Code Section 990.8 as a pooled self-insurance program for public agencies. It is not an insurance company; rather, it is a joint powers authority created by and for its member public entities to collectively manage and finance their liability risks.
CJPRMA provides comprehensive, stable, and affordable excess liability coverage and risk management services. As of the current program year, CJPRMA provides $40 million in excess liability coverage to its member agencies. Members collectively share risk above each member's individual retained limit, thereby achieving economies of scale and protecting individual agencies from catastrophic losses.
The City of Vacaville has been a CJPRMA member since the pool was established in 1986, making it one of the founding and longest-tenured members. CJPRMA is governed by a Board of Item 12.c
Directors comprised of member agency representatives. Day-to-day administration is managed by a General Manager and professional staff, including dedicated claims administrators.
Establishing Member Contribution Rates
CJPRMA uses an actuarially-based ratemaking methodology to establish member contribution rates for each program year. The Board of Directors approves funding for each program year after receiving actuarial recommendations. Member contributions are calculated to fund three distinct cost layers:
• CJPRMA Retained Layer (Pool Self-Insurance): The portion of losses between each member's self-insured retention (SIR) and the reinsurance attachment point. Members pay actuarially-derived rates for this layer based on their individual loss history, exposure base (primarily payroll), and selected SIR. Rates for this layer vary by SIR level and members who retain more risk pay lower rates for this layer. • Reinsurance Costs: CJPRMA purchases commercial reinsurance to protect the pool for catastrophic or aggregate losses. All members pay the same rate for reinsurance costs regardless of their individual SIR selection. Reinsurance costs are allocated to members based on their proportionate share of pool payroll.
• Administrative and Program Costs: Costs associated with administering the pool, maintaining reserves, risk management services, and program operations. These are allocated among members based on participation formulas approved by the Board.
Under CJPRMA's Memorandum of Coverage, the Authority pays the ultimate net loss in excess of the member's retained limit up to the applicable limit of coverage. For each occurrence, there is one retained limit and one limit of coverage regardless of the number of claimants or covered parties. The total contribution for each member is the sum of all three cost layers. Members who elect higher SIRs realize savings in the CJPRMA retained layer, since they are absorbing more of the first-dollar risk themselves.
CJPRMA's General Manager circulates estimated contribution tables to all members each year, showing projected contributions at each available SIR option. These figures are subject to final adjustment based on the reinsurance renewal market and actual member payroll, but the rates for the CJPRMA retained layer are actuarially determined and set. Members are asked annually to declare their intended SIR for the upcoming program year.
Discussion:
Self-Insured Retention
A self-insured retention (SIR) is the dollar amount of each liability claim that the covered party is responsible for paying before CJPRMA's coverage applies. It functions similarly to a deductible in commercial insurance, but with one important distinction: the City is fully responsible for managing and funding claims within the SIR, including all defense costs, investigation costs, and any settlement or judgment amounts up to that threshold.
Item 12.c
Under CJPRMA's Memorandum of Coverage, the "retained limit" encompasses the total ultimate net loss, meaning all defense costs and damages, that the member must incur before the Authority becomes obligated to contribute. The SIR therefore represents the City's direct financial exposure on any given claim.
For CJPRMA members, four SIR options are currently available:
SIR Option Annual Retained Limit
Option 1 $750,000
Option 2 $1,000,000
Option 3 $1,250,000
Option 4 $1,500,000
The City's current SIR is $750,000. The selection of an SIR involves a fundamental risk management trade-off: higher retentions result in lower annual pool contributions (premium savings) but expose the City to greater financial volatility if large claims occur. The City must weigh its capacity to absorb higher per-occurrence losses against the potential for multi-year contribution savings.
City of Vacaville SIR and Claims History (Last 10 Years) The following table presents the City's ground-up incurred losses (combining both City-paid and CJPRMA-paid amounts) for each program year from 2015 through 2025, as extracted from the CJPRMA loss run provided in April 2026. The SIR in effect for each year is shown alongside total incurred losses to illustrate when the City's retention was exceeded.

SIR History and Patterns
Several important patterns emerge from reviewing Vacaville's 10-year claims history alongside its SIR history:
• SIR exceeded in 3 of 11 Years: The City's retention has been exceeded in three of the eleven program years shown (2017, 2019, and 2025), a rate of approximately 27%. This is consistent with the low-frequency, high-severity characterization. •
• SIR Increase in 2020: The City increased its SIR from $500,000 to $750,000 beginning with Program Year 2020/21. In the years since that increase (2020–2024), the City has not exceeded the $750,000 retention threshold, with the possible exception of 2025 where a claim is open at the SIR level.
• Recent Three-Year Trend Is Quiet: Program years 2022, 2023, and 2024 show very low total incurred costs ($149, $116,500, and $2,500, respectively), suggesting the City has experienced a favorable loss period. However, the open 2025 claim is a reminder that large losses can emerge suddenly.
Full Historical SIR and Loss Context (1986-2025)
For additional context, the following table summarizes Vacaville's SIR history and major loss years across the City's entire CJPRMA membership:
Period SIR in Effect Major Loss Years Notes

Item 12.c
Since the City's founding membership in 1986, seven occurrences have met or exceeded the $750,000 threshold in total incurred costs. Over the most recent ten-year window, three years have seen losses reach or exceed the retention level in effect at the time.
Premium Comparison Based on SIR Level
The following table shows the City of Vacaville's estimated contribution amounts at each SIR option for Program Year 2026/27, drawn directly from the CJPRMA Potential Premiums schedule dated December 10, 2025. Contributions are calculated by applying per-$100-payroll rates to the City's estimated payroll of $82,881,359. These are estimates; actual amounts will be adjusted based on the final reinsurance renewal costs approved in May 2026 and revised payroll figures.

Cost-Benefit Analysis and Options
Based on the claims history, SIR history, and CJPRMA's actuarial guidance, staff presents the following analysis of each option. The key question for the Council is how much financial volatility the City is prepared to absorb in exchange for annual contribution savings, given that Vacaville's loss pattern is low-frequency but high-severity when losses do occur.
Option 1: Maintain Current SIR at $750,000
Advantages:
• Lowest per-occurrence exposure — City's maximum out-of-pocket per claim is $750,000.
Item 12.c
• The City's 10-year loss data shows that no loss in the $750,001–$1,000,000 band has occurred since the SIR was raised to $750,000 in 2020, suggesting the current level is well-positioned relative to recent experience.
• Consistent with established budget practices and existing reserve levels.
Disadvantages:
• Highest annual contribution cost among the four options. • Program years 2022, 2023, and 2024 showed negligible loss activity ($149, $116,500, and $2,500), meaning the City paid for a $750,000 retention in years with virtually no claims.
•
Option 2: Increase SIR to $1,000,000
Advantages:
• Realizes annual contribution savings of $208,861 vs. the current SIR (see table above). • Historical data suggests the City would only have been financially impacted by this higher SIR in the same years it was already impacted (2017, 2019, 2025), and only by an additional $250,000 per occurrence.
Disadvantages:
• Increases maximum per-occurrence exposure to $1,000,000. • Two large claims in a single year (similar to 2017) could produce $2,000,000 in SIR-funded costs.
• Requires confirmation that City reserves can accommodate the increased retention.
Option 3: Increase SIR to $1,250,000
Advantages:
• Meaningful contribution savings of $361,363.
•
Disadvantages:
• Increases maximum per-occurrence exposure to $1,250,000 — an increase of $500,000 from current levels.
• In the 2017 program year, the City had multiple claims with a single $1,750,000 loss. • Jumping multiple SIR levels may be a mismatch with the City's current risk appetite, absent confirmed budget tolerance and internal reserving discipline.
Option 4: Increase SIR to $1,500,000
Advantages:
• Maximum annual contribution savings of $499,775.
Disadvantages:
• Highest per-occurrence exposure. City would pay up to $1,500,000 per claim. • Jumping multiple SIR levels at once without confirmed budget capacity for an extra $750,000 swing in a bad year.
ENVIRONMENTAL IMPACT:
This proposed resolution has been reviewed with respect to the California Environmental Item 12.c
Quality Act (CEQA) and the State CEQA Guidelines (California Code of Regulations, Title 14, Sections 15000 et seq.). The resolution is not a project under CEQA Guidelines Section 15378 because it involves an administrative and financial management decision that will not result in direct or indirect physical changes in the environment.
FISCAL IMPACT:
The fiscal impact depends on the SIR option selected by Council:
• Retaining the current $750,000 SIR maintains the existing contribution budget and requires no changes to current reserve funding.
• Increasing the SIR will reduce annual CJPRMA contribution costs but requires the City to fund any increased per-occurrence exposure from the general fund or a dedicated self-insurance reserve. Staff recommends to setup a dedicated self -insurance reserve fund.
• Staff recommends that any SIR increase be accompanied by a review of the City's existing self-insurance reserve balance to ensure adequate funding for the increased retained layer.
Funding Source: Risk Management / General Fund (as applicable per existing budget allocations).
Budget Distribution: The budget for any expenses related to this item is included in the City Council annual operating budget.
ALTERNATIVES:
The City Council may:
• Adopt the resolution setting the SIR at any of the four available levels ($750,000; $1,000,000; $1,250,000; or $1,500,000);
• Direct staff to obtain additional actuarial analysis before finalizing the SIR, noting that CJPRMA's General Manager has requested a response by May 1, 2026, absent which the current SIR will remain in effect; or
• Retain the current SIR of $750,000 with no change.
