Propose a location for the VPD Headquarters
I think it's close to the freeway.
Address: 140 Howard Avenue, Vallejo, California 94589, United States http://www.myvallejo.com/vpdheadquarters/maps/propose-a-location?reporting=true# marker-58590
I like how this location is close to two freeways.
Address: 10 Sage Street, Vallejo, California 94589, United States http://www.myvallejo.com/vpdheadquarters/maps/propose-a-location?reporting=true# marker-58591
close to freeways, major roads, not on the waterfront, should be up for sale when new Costco built, not many houses close by, lots of existing parking, good access.
Address: 198 Plaza Drive, Vallejo, California 94591, United States http://www.myvallejo.com/vpdheadquarters/maps/propose-a-location?reporting=true# marker-58774
Visibility in an abandoned area.
Address: 709 Admiral Callaghan Lane, Vallejo, California 94591, United States http://www.myvallejo.com/vpdheadquarters/maps/propose-a-location?reporting=true# marker-58775
Centrally located, away from residential areas. Easy access to other parts of town. Cou ld be easily fortified during times of civil unrest.
Address: Copart, 282 5th St, Vallejo, California 94590, United States http://www.myvallejo.com/vpdheadquarters/maps/propose-a-location?reporting=true# marker-58776
This location is on a major road that has quick access to the freeway and other major r oads. It’s centrally located and allows residents to use public transportation and forces the department to be in the community.
Address: 1131 Tennessee Street, Vallejo, California 94590, United States http://www.myvallejo.com/vpdheadquarters/maps/propose-a-location?reporting=true# marker-58777
Central downtown location. Beautiful Art Deco building. Near coffee shop. (No donuts, but they have pastries.) Parking in rear of building is gated. Lots of prostitutes nearby.
Address: 823 Marin Street, Vallejo, California 94590, United States http://www.myvallejo.com/vpdheadquarters/maps/propose-a-location?reporting=true# marker-58778

Propose a location for the VPD Headquarters
I don't understand why we're limited to one police station but since we are I tried to cho ose freeway access for rapid deployment to all areas with a focus toward high crime ar eas all over the city.
Address: 362 Campbell Avenue, Vallejo, California 94590, United States http://www.myvallejo.com/vpdheadquarters/maps/propose-a-location?reporting=true# marker-58779
This area needs better police presence
Address: Carl's Jr., 10 Sage St, Vallejo, California 94589, United States http://www.myvallejo.com/vpdheadquarters/maps/propose-a-location?reporting=true# marker-58781
Centrally located
Address: 5180 Sonoma Boulevard, Vallejo, California 94589, United States http://www.myvallejo.com/vpdheadquarters/maps/propose-a-location?reporting=true# marker-58783
Since this site is already an existing PD the development time will be shorter, costs will be less and community acceptance of the location greater. Construction challenges co uld be eased and extra parking could be achieved by blocking off the lanes of Maine St and Amador next to the site during construction. Parking onsite would be restored with the removal of the existing PD.
Address: 1038 Maine Street, Vallejo, California 94590, United States http://www.myvallejo.com/vpdheadquarters/maps/propose-a-location?reporting=true# marker-58785
This property is owned by the city reducing costs. Construction would not be a large dis turbance to the neighborhood and it is easy access to the freeway and main transportat ion arteries.
Address: 226 Curtola Parkway, Vallejo, California 94590, United States http://www.myvallejo.com/vpdheadquarters/maps/propose-a-location?reporting=true# marker-58786
The COV owns this 4.3 acre triangular piece of property. It has close access to the free way and main traffic arteries. Construction will not bother the neighbors across the stre et. I would imagine that any other development on the surrounding parcels would appr eciate a brand new police station in their neighborhood. Note: Since our officers are ro ving the city always there is minimal siren noise leaving the PD. This was stated in the PC meeting for 400 MI Way by Chief Williams.
Address: 200 Rollingwood Drive, Vallejo, California 94591, United States http://www.myvallejo.com/vpdheadquarters/maps/propose-a-location?reporting=true# marker-58787
This gray space is an eyesore on one of our major corridors. Building an attractive civil works project here would have multiple layers of benefits for Vallejo.

Address: 200 Tennessee Street, Vallejo, California 94590, United States http://www.myvallejo.com/vpdheadquarters/maps/propose-a-location?reporting=true# marker-58789
The vacant lot has been an eye sore. The location is great with access to freeway and also high visibility from the freeways. Also lots of crime occur in the the shopping cente r areas so having the Pd so close could act as a deterant.
Address: 796 Admiral Callaghan Lane, Vallejo, California 94591, United States http://www.myvallejo.com/vpdheadquarters/maps/propose-a-location?reporting=true# marker-58791
Avoid controversy of choosing a new location. Reuse existing resources.
Address: 16 Amador Street, Vallejo, California 94590, United States http://www.myvallejo.com/vpdheadquarters/maps/propose-a-location?reporting=true# marker-58815
It is centrally located with lots of room, not in a residential area. The former grocery sto re space is wide open so it will be easy to reconfigure with appropriate rooms, and the former gym already has lockers and comes with the added bonus of a pool and a saun a. It offers flexibility. If the space taken up by existing businesses is needed they can b e paid to move, or some of the empty storefronts can be rented - maybe to bail bonds s ervices and attorneys, if you don't need all that space immediately.
Address: Satellite Healthcare Vallejo, 4300 Sonoma Blvd, Vallejo, California 94589, U nited States
http://www.myvallejo.com/vpdheadquarters/maps/propose-a-location?reporting=true# marker-58816
The empty lot is somewhat centrally located, plus is near retail activity, along with chro nic homeless camps and drug activity. A police headquarters might help with crime pre vention there.
Address: 520 Redwood Street, Vallejo, California 94590, United States http://www.myvallejo.com/vpdheadquarters/maps/propose-a-location?reporting=true# marker-58817
The old Raley's is already built with services, has abundant parking, access to Broadw ay, Sonoma and Hwy 37. If combine with the former gym next door, it would reduce de velopment costs.
Address: Aaron's, 4300 Sonoma Blvd, Vallejo, California 94589, United States http://www.myvallejo.com/vpdheadquarters/maps/propose-a-location?reporting=true# marker-58818
This site would offer a pre-built environment, abundant parking, and access to Hw37, Hwy 29, and Broadway.

My Vallejo : Summary Report for 08 March 2022 to 04 April 2022 ENGAGEMENT TOOL: PLACE
Propose a location for the VPD Headquarters
If we're going to spend millions reconstructing a building, let's spend it on something th at needs fixing that will relieve some of Vallejo's blight. This could be an elegant and st ately site to be proud of. I don't know the size. Maybe it's not big enough for one central police headquarters (edit - compared to the 400 MI Way box on this map it's maybe a lit tle bigger, not sure about the parking though). But when did we decide we're going to a bandon neighborhood substations forever? Those are the best way to engage in real c ommunity policing. I know that substations take more staffing. Since VPD is currently u nderstaffed and according to VPOA, could fit in a 53' shipping container, we could start with a smallish but elegant headquarters and add substations as more officers are recr uited.
Address: 444 Alabama Street, Vallejo, California 94590, United States http://www.myvallejo.com/vpdheadquarters/maps/propose-a-location?reporting=true# marker-58820
This building already has offices and is built like a fortress. I'm not sure if it has enough square feet, but possibly the City could have public oriented functions at the nearby for mer fire station on Alameda.
Address: 544 Curtola Parkway, Vallejo, California 94590, United States http://www.myvallejo.com/vpdheadquarters/maps/propose-a-location?reporting=true# marker-58821
This building is already built like a fortress, so it would not need the ballistic shield like Mare Island Way. It probably also is reinforced to public standards, e.g., category IV. F urther, it is outside of the liquefaction zone. The police already consider it secure, givn e that they store evidence there.
Address: 505 Santa Clara Street, Vallejo, California 94590, United States http://www.myvallejo.com/vpdheadquarters/maps/propose-a-location?reporting=true# marker-58822
Plenty of access to highways and the space to expand as needed. Could include space for Fire Dept HQ
Address: Satellite Healthcare Vallejo, 4300 Sonoma Blvd, Vallejo, California 94589, U nited States
http://www.myvallejo.com/vpdheadquarters/maps/propose-a-location?reporting=true# marker-58823
This site should be evaluated for its commercial and residential potential. If the market is likely to be cold, then possible use as a police HQ could be considered.
Address: Coral Road, Vallejo, California 94590, United States http://www.myvallejo.com/vpdheadquarters/maps/propose-a-location?reporting=true# marker-58824
Given the acreage this site already offers, we should give serious consideration to extr eme renovations, building expansion, or even demolition and building new at this locati on.
Address: 16 Amador Street, Vallejo, California 94590, United States http://www.myvallejo.com/vpdheadquarters/maps/propose-a-location?reporting=true# marker-58825
We should see if we could get a deal with the county for part of the old Fairground locat ion which has been languishing for lack of development. It's close to 2 freeways, and is centerl on an East-West axis of the city.
Address: 1001 Fairgrounds Drive, Vallejo, California 94589, United States http://www.myvallejo.com/vpdheadquarters/maps/propose-a-location?reporting=true# marker-58826

This is the site of the PGE manufactured gas plant remediation, which hopefully will sa ve costs by preparing the ground for building. Easy access to freeways and neighborho ods. Plenty of room.

Propose a location for the VPD Headquarters
AFFORDABILITY without OUTRAGEOUS SACRIFICE to the tax payers and threat of BANKRUPTING the City Of Vallejo. (It has happened before, it can happen again) Address: H&R Block, 4300 Sonoma Blvd, Vallejo, California 94589, United States http://www.myvallejo.com/vpdheadquarters/maps/propose-a-location?reporting=true# marker-58864
Help to revitalize a neighborhood commercial corridor, and get the police in the commu nity. Be a place residents can access via bus/bike/walking.
Address: 400 Broadway Street, Vallejo, California 94590, United States http://www.myvallejo.com/vpdheadquarters/maps/propose-a-location?reporting=true# marker-58865
I chose "exactly where it is now" because CoV needs to have answers tothe questions above (and more) before jumping forward to scouting a location.
Address: 1010 Tennessee Street, Vallejo, California 94590, United States http://www.myvallejo.com/vpdheadquarters/maps/propose-a-location?reporting=true# marker-58867
Suck it up and FIX 'ER UP! There's no reason to abandon it just because it will cost mo ney to renovate. Don't fall victim to the sunk cost fallacy. 400 MI way is a boondogle - cl ean up Amador and plan for the future in the right way.
Address: 16 Amador Street, Vallejo, California 94590, United States http://www.myvallejo.com/vpdheadquarters/maps/propose-a-location?reporting=true# marker-58868
Proximity to traffic arteries. Proximity to all of the city with response time that are similar to what is currently available. The waterfront does not need "enhancements" while the i nner city and the neighboring community will benefit from such a development. This loc ation is not limited in the event of growth and the need for more land or buildings. The proximal properties are underdeveloped and can be acquired for far less than the amo unt spent on 400MIW. Too many reasons to list here....

My Vallejo : Summary Report for 08 March 2022 to 04 April 2022 ENGAGEMENT TOOL: PLACE
Propose a location for the VPD Headquarters
This location has high visibility, accessable by public transportation, is in an area wher e a lot of Vallejoans already go to or pass by on a regular basis, easy access to major r oadways, not in the middle of a residential area, near the two hospitals and a fire depa rtment, direct access to 29/37/80, near high crime areas, and nobody else seems to wa nt to develop that area.
Address: 520 Redwood Street, Vallejo, California 94590, United States http://www.myvallejo.com/vpdheadquarters/maps/propose-a-location?reporting=true# marker-58885
The building and parking area is large, the location is close to major highway arterials, and the retail location will soon be shuttered in favor of a new development.
Address: 198 Plaza Drive, Vallejo, California 94591, United States http://www.myvallejo.com/vpdheadquarters/maps/propose-a-location?reporting=true# marker-58886
Again, plenty of parking, space for a large building, proximity to major highways, and al so, access to public transportation for people who need it.
Address: 1699 North Ascot Parkway, Vallejo, California 94591, United States http://www.myvallejo.com/vpdheadquarters/maps/propose-a-location?reporting=true# marker-58888

Renovate the current station. There is no need to move the plice station to another loca tion and create more building costs. Its already centrally located, and by moving to ano ther location, this one just potentially is abandoned.
Address: 16 Amador Street, Vallejo, California 94590, United States http://www.myvallejo.com/vpdheadquarters/maps/propose-a-location?reporting=true# marker-59015

We don’t need any more money spent on police buildings! We do need to invest in oth er services, such as human services to help get prostitutes off the streets and help hom eless people instead of just moving them around. But whatever you do police headqua rters should not be at the waterfront!!!!
Address: 16 Amador Street, Vallejo, California 94590, United States http://www.myvallejo.com/vpdheadquarters/maps/propose-a-location?reporting=true# marker-59130
Better locations: 709 Admiral Callaghan Ln or 2850 Redwood Pkwy Both properties ar e centrally located to the city, easy access to Hwy 80 and Redwood Street corridor whi ch facilitates crossing over to Hwy 37, Hwy 29, all the major retail areas. Proximity to tr affic corridors is key to responding and servicing the needs of the community quicker. T here is ample room for a corp yard and any other expansion options. This would also r evitalize blighted properties and the increased presence of patrol cars, officers on and off duty would improve the safety of nearby retail and businesses. The waterfront is bet ter reserved for public use opportunities; leaning more towards recreational use or busi ness that promotes tourism. All major, in fact, most municipalities in California and mos t of the US, do not place their police headquarters and public works buildings on prime real estate like waterfronts and view corridors. Placement of the police headquarters at the waterfront is bad economic planning, bad public use, bad for tourism and bad for b usiness. Proposed placement is a bad precedent.

Location off of linciln road is better becasue the space is open, close to transportation / hiway - fast access to variety of areas of vallejo, can be built to suit. Close to CHP, goo d community visibility.

The compound where the police are now should be improved, rather than starting at a whole other location. Otherwise what happens to this building? It sits in disrepair for ye ars until it falls down. This is also a much more central location than the waterfront ther efore the police station can serve the whole city and not be siloed on the waterfront. Ro ad access is also much better here to get to both ends of the city rather than clogging u p the waterfront which we want to keep for economic development.

I live in district 4 on B Street and love my neighborhood, the City and the diversity that I experience here in Vallejo. I have been her for 18 years and love the passion that I see from the citizens, no matter what topic. Recently, the community dialogue has been aro und the evolving location of a new Vallejo Police Department (VPD) police headquarter s and first and foremost, I have seen their current buildings and believe they do need a more modern facility which promotes visibility and pride in the police department. A de partment that takes risks and protects its citizens in order to "serve and protect". I also believe in the future development of the waterfront into an option for people looking to c ommute to SF on the ferry or BART so they can have a beautiful and affordable loft, co ndo or other abode here in Vallejo and contribute much needed revenue and communit y spirit to our downtown and City. Vallejo is perfectly positioned to provide this as the " City of Opportunity" with its incredible location. We can give this opportunity to many B ay Area residents to improve their quality of life. In addition, we do have an undeserve d reputation for high crime along with some high profile police actions which make peo ple wary of investing in our community as residents. This exacerbates our challenges t o make a rich and vibrant community where all citizens participate and have an excelle nt quality of life. All of that said, I am in favor of locating our police administrative buildin g in the form State Farm building to promote a better quality of life for our police officer s and citizens in the downtown core and waterfront. This police presence in this locatio n will enhance safety and provide security for San Francisco commuters who will buy market rate housing in our downtown and waterfront. From what I have seen and hear d, we will have work to do on the building design, services provided at that location and the value proposition for residents who rightly believe the waterfront is one of our key a ssets and a jewel in the crown of Vallejo. Therefore, I believe strongly that we can hav e both a beautiful remodeled police building on the waterfront, a good experience for re sidents and the security and safety we need and a higher police presence in our down town core to ensure high quality development in our future. If we can keep the "Both A nd" framework instead of an "Either Or", we can do better for all residents of Vallejo. Th ank you for your consideration and look forward to offering my support in any way. Davi d D Cates

That current location is central, needs to be upgraded anyway, and apparently there ar e areas near it that could also be added to it. Or keep the footprint the same and add s ome sub-stations in other neighborhoods. Use the General Plan to develop the waterfr ont so that we can get some income from 400 Mare Island Way. Could sell that buildin g too for profit.

Next door to City Hall. City of Vallejo already owns the building, so VPD can deal with t he City's slumlord tendencies. The Library can move to somewhere nicer (maybe the w aterfront building?), as it is a community-use space, designed to be an integral part of any great city.

Propose a location for the VPD Headquarters
Having lived in Vallejo all my life 80yrs I have seen it all and have made comments in t he past related to many things. But Basically most Citys have a Central Location for Ad ministrative services. And if they area is large enough even the base for all employees.
In regards to Vallejo now that isn't totally accomplishable but I feel there is a Perfect loc ation for the Main Police Headquarters. Not many I believe would believe the Naval Mu seum one time was City Hall and The Police Department. Yes it was but that was whe n we were a lot smaller Community in regards to population. But everything was Centr ally Located administratively. And should be again. I became a Plumbing Apprentice w orking for Harold Beasley or Beasley Plumbing eventually their Estimator. But as a Jou rneyman I as a Foreman for that Company the existing City Hall was my Job and I had 3 other Plumbers working for and with me. I thought then why didn't the City just acquir e the City Library for the Police Headquarters ther is ample parking and it brings everyt hing back full circle to City Administration in one Location. Even at that time the closing of the Post Office was known by the Powers to be in the Coming Future so more Parki ng if necessary. The County has cut back several times on the funding for the Library a nd multiple little services use the building. That is another point in this plan of re-use of the Library. Satelitte Librarys serve our and any Community better. That goes along wit h Satellite Police Stations much better Service for the Community and much quicker re sponse time in time of need. The officers in those Satellite Offices get a much better fe el for their area which is helpful for the whole community. Now back to the Library trans ition into the Police Headquarters you will bring the Administration of all Services in one Central location. Even the Administration of Public Services Could be added to the Buil ding. This will eliminate the wasteful use of Prime Commercial Space on the waterfront.
I know nobody seems to want to hear this but Vallejo is not Business Friendly and has n't been for more years than I can count. As an example I came to the Council and spo ke and I also spoke Directly to a Councilman who is now the Mayor don't allow the Coll ege to build a School in one of the most prime pieces of commercial property in Vallejo at the Time. It is on Northwest Corner of Turner and Ascotthe along with the Ciollege a cquiring the Proposed Expansion Property of Belveder which for 5yrs +or- it itself is not developed on and should be sold back to a Developer to complete Belvedere with anot her 150 high end Units. Both the Council and Councilman ignored my Plea and the City in the Ascot And Turner Property probably lost a 100 or 200 Hundred Million Dollar Tax base and the Belvedere at 150 units selling in the $700K range another $105 million do llar tax base. I only mention that to put in perspective the Commercial Value of the Old State Farm property would be much better served paying taxes too which the Library p roperty doesn't derive any tax base. Not only that but the whole of the waterfront should be including that huge grassed area turned into Commercial Businesses along with a H igh rise Hotel in the Downtown Area hooking up ewith the Ferry and SF Visitors from all over the world going to the Napa Valley but staying in Vallejo at the less expensive are a than Napa and Sonoma and using Vallejo as a Junction Point for day trips. Even utili zing the Railroad and the Napa Wine Train.. All this shows how to pay for the Upgrade t he Library will need and Maybe even adding another Floor. But by using the existing th e Base structure is their. Of course everybody says oh no were losing the Gras Aerea and the Library no your not your paying for everything with Taxes and there will be anot her Grass Area and another Library. It is a win win if you take your head of the Drowing Non-Tax Sand........Mel Rodrick

I support doing whatever it takes to tear down/rennovate and expand the current Amad or location. It's more centrally located than the waterfront. The tenant in the Mare Islan d Way location should be an entity that puts all minds at ease when passing by - neigh bors, visitors, commuters, dog-walkers, children, teenagers, all ethnicities. Having a po lice station on an attractive waterfront location sends the message to all who pass by t hat building that policing is the focal point of our city-scape and civic lives. I don't want t hat messaging/optics.

Temporarily move vehicle maintenance (perhaps to the old dealership around the corn er), build new on the existing property, then tear down the current building … new build is always, everywhere, cheaper and built to purpose. IF, IF there is a case to move the headquarters downtown, say for amenities available to officers downtown, then taking t he Grocery Outlet block or Buck’s car museum block and building up would better serv e the community than denigrating the waterfront. I still prefer the location near the court house … even if we demolished the recreation district, senior center, community cente r series of buildings and incorporated those beneficial facilities into Wilson Park. That w ould leave Public Works with the current police headquarters property. Moving GVRD o nto a park or community center makes sense and with the excuse of the senior and co mmunity center move to Wilson Park, we could build up an equivalent to the lost Mare I sland Sports Complex. As an aside, quit calling District 3 Glen Cove, that’s only half the district

Centrally located. We live in Central Vallejo and like having the police department in ou r neighborhood. Station is well established there and the vehicle yard is adjacent. Gran ted, it needs a major overhaul, repairs and upgrades. This could be accomplished for f ar less money (last estimate was less than $15m) than remodeling/adapting the propo sed 400 Mare Is. Way State Farm building ($30m minimum). The waterfront State Far m office building is in a terrible location for a police HQ building. It was never built to be a secure building. Vallejo should lease it or sell it for revenue to help pay for a better po lice HQ building.

This is a central location that gives equal distance to all Vallejo with major streets for fa ster response to crime. This area is not a prime real estate and affordable. It does neg atively impact housing or business values while encouraging development of valuable prime real estate for development of housing which will attract business development t hat in turns adds to the jobs and tax base of the city. Sub-stations can then be located around the station creating a hub for service to the community. New business and grow th will create jobs and taxes will fund programs that hopefully will reduce crime, poverty , increase property value and create a north bay success that could attract tech compa nies to our city .

Propose a location for the VPD Headquarters
My location choice is to be the centrally located, close to the freeway so they can get to all parts of the city expeditiously, or sell 400 Mare Island Way, use the proceeds to ren ovate the current police station. The last council meeting the mayor said that he consult ed with a commercial realtor who said 400 Mare Island Way was valued around 23 milli on. SELL IT! Take the proceeds to completely renovate current location, maybe add a second floor for a gym, dog kennels and firing range. REASON: COMMON SENSE! Address: 16 Amador Street, Vallejo, California 94590, United States http://www.myvallejo.com/vpdheadquarters/maps/propose-a-location?reporting=true# marker-60275
I think the current Amador site is a great location if there is enough land build the depar tment a great new state of the art complex.

I opposed the shotgun wedding manner that the building was purchased was forced thr ough and I oppose the ever-increasing cost estimates to bring the building up to be PD requirements 10,000,000 to 35,000,000?! VPD should be more centrally located in Vall ejo. How about Raleys? Costco?
Address: Aaron's, 4300 Sonoma Blvd, Vallejo, California 94589, United States http://www.myvallejo.com/vpdheadquarters/maps/propose-a-location?reporting=true# marker-60281

Community Vizza Bility access to the freeway cost the waterfront building is too costly we are spending more than what it cost to build it. Waterfront is it arable access to the whole city need shorter access to all highways.

1. EXECUTIVE SUMMARY
The Vallejo Police Department is looking for a new home. Poor working conditions in the cramped existing 1961 police building have led to burn-out and discouragement. All these factors make it challenging to attract and retain the appropriate staffing. As a result, the workload is highly demanding, and forced overtime is routine. A vicious cycle.
According to the ICMA Center for Public Safety Management, the ideal ratio of full-time officers per 1,000 residents ranges from 2.6 per 1,000 to 1.8 per 1,000. The Vallejo force currently functions with 0.8 police officers per one thousand citizens, resulting in fewer available officers and less effective policing.
Seeking an alternate location for the police department, Indigo and its engineers conducted a technical tour of the Vallejo John F. Kennedy Library (henceforth, Library) building at 505 Santa Clara Street on July 28, 2022. The majority of the facility was toured and reviewed along with a building maintenance representative. The lower level is approximately 50% occupied by the Police Department’s Evidence Unit; the remainder of the lower level includes a central lobby, special collections room, meeting and conference rooms and two sunken courtyards on the north and southeast sides of the building. The main level includes a lobby, public meeting room and main library spaces. The upper level houses offices, meeting rooms, staff break rooms and an open office area currently used as storage.
Subsequent to this technical tour, Indigo’s team developed two deployment options for the City’s consideration.
Option 1, comparable to a partial program Police move to 400 Mare Island Way (per prior study), provides a partial program Police move to 505 Santa Clara Street which gets combined with a partial program Library move to 400 Mare Island Way. Option 2 provides full program versions of Option 1 to help define the upper limit on these projects and confirms the capacity of the respective buildings to provide the space.
OPTION 1 – PARTIAL PROGRAM AREA
Relocation of Library to 400 Mare Island Way, then Police move to 505 Santa Clara Street (vacated by Library) • Space: 20,200 sf New Library, 42,600 sf New Police
• Cost: $53.1 million, including $15.1 million Library, $38 million Police • Duration: 3.75 years
• Overview: Partially renovate 400 Mare Island Way and move Library there, then partially renovate 505 Santa Clara and move Police there. Delivers partial Police program equivalent to the area provided if at 400 Mare Island Way, assuming the VA tenant remains in place. Requires full seismic upgrade of building at 505 Santa Clara Street.
OPTION 2 – FULL PROGRAM AREA
Relocation of Library to 400 Mare Island Way, then Police move to 505 Santa Clara Street (vacated by Library). • Space: 29,650 sf New Library, 105,530 sf New Police
• Cost: $89.7 million, including $20.7 million Library, $69 million Police • Duration: 4 years.
• Overview: Renovate 400 Mare Island Way to meet the full program requirements of the Library, and move Library there. This assumes the VA tenant vacates 400 Mare Island Way. Then, fully renovate 505 Santa Clara, meeting full program for Police, and move Police there delivering their full required program area. Requires full seismic upgrade of building at 505 Santa Clara Street and renovations of adjacent open landscape and plaza site space for additional secure parking and buildings.
All costs shown in estimated 2024 dollars and exclude future escalation.

2. SCOPE OF STUDY
In April 2022, the City of Vallejo directed Indigo | Hammond + Playle Architects, LLP, to review the feasibility of converting the existing three-story 505 Santa Clara Street building for use as the City’s Police Headquarters. In conjunction with this conversion, the library would relocate from 505 Santa Clara Street to the existing two-story 400 Mare Island Way building also owned by the City.
The scope of this report is limited to review of the available original building construction drawings, previous assessments, and one site visit with engineers to observe existing conditions of both buildings. Hazardous materials identification, discovery and/or abatement is specifically excluded from this feasibility study.
RELOCATE LIBRARY FROM 505 SANTA CLARA TO 400 MARE ISLAND WAY The 400 Mare Island Way facility is a 2-story building comprising 59,300 sf and was built in 2004. The existing site and building is well understood already due to completed plans, therefore does not require additional inspections or reference to prior studies here. The following steps have been completed in preparation of this report:
• Prepared program summary outlining Solano County requirements. o Reviewed and received confirmation from County.
• Prepared preliminary site and floor plate layouts of branch Library operations at 400 Mare Island Way. o Determined the reasonableness of fit on this site and in this building. o Met with City and Solano County personnel to review.
• Identified likely degree of structural, mechanical, plumbing, and electrical upgrades that will be required for use of 400 Mare Island Way as a library.
• Prepared budget level cost estimates and schedules necessary to complete the above improvements.
RELOCATE POLICE TO 505 SANTA CLARA
The second subject of this study is the John F. Kennedy Library building, located at 505 Santa Clara Street in Vallejo.
Built in 1970, the library remains in operation to this day as one of Solano County’s public libraries. It is a three-story, concrete frame building of approximately 91,000 square feet in area with a footprint of approximately 30,600 square feet. The building is adjacent to the City Hall on a combined site of approximately 9 acres in size that includes a parking lot serving both buildings, a central plaza between the two buildings, a sculpture plaza to the south. The following steps have been completed in preparation of this report:
• Walked the 505 Santa Clara building with City and Police personnel and discussed its use as a police facility. • Prepared preliminary floor plate layouts of Police operations at 505 Santa Clara. o Determined the reasonableness of fit on this site and in this building. o Collaborated with engineers on the layout of the building. o Met with City and Police personnel to review.
• Conducted technical site inspections at 505 Santa Clara on July 28, 2022: structural; mechanical and plumbing; and electrical engineers.
• Identified likely degree of structural, mechanical, plumbing, and electrical upgrades that will be required for use as an essential services police facility.
• Prepared budget level cost estimates and schedules necessary to complete the above improvements.
OTHER STUDIES AND INFORMATION REVIEWED
The architectural review is based on one site observation, review of available building drawings, consideration of the ability of the building to be reconfigured to meet the programmatic requirements of the Police Department, and cost. Materials reviewed include:

DELIVERABLES
• This written site and building assessment and feasibility report. • Present findings to City Council.
3. EXISTING POLICE BUILDING AT 111 AMADOR STREET
The existing Vallejo Police Department facility, located at 111 Amador Street, Vallejo, was built in 1961 when the Vallejo population was approximately 60,000. It was 19,300 square feet in size. The building received tenant improvements in 1993 which did not add space, but improved conditions somewhat.
However, over the years, the police facility has deteriorated due to age and deferred maintenance. This deterioration has led to concern about the safety of the building. Early studies found both asbestos and lead contaminants in the building, especially on the lower level. This, in addition to flooding damage and other needed remediation, including structural, led the City to move to relocate police services to another location entirely.
Further, Public Works determined that tearing down the current 111 Amador Street facility and rebuilding in the same location would not be a good investment for the City.
4. EXISTING CONDITIONS AT 400 MARE ISLAND WAY
Across the street from Barbara Kondylis Waterfront Green and facing Mare Island Straight, 400 Mare Island Way is a two‐story, steel frame building of approximately 59,300 square feet in area. The building was built in 2004 for the State Farm Insurance company. The overall site is approximately 3.9 acres in size and includes a secured parking area for 242 vehicles, including a small visitor parking area.
PRIOR RENOVATIONS
• Police evidence tenant improvements on the 1st floor. • Veteran’s Administration tenant improvements on the 1st floor, with some site improvements.
EXISTING FEATURES
• There are two stairwells that serve the second floor and provide access to exit doors that will remain. • There is a central core on both floors which contains the following - o Two elevators
o Restrooms
o Lobby space between the elevators and restrooms
Note: the lobby space on the ground floor contains one pair of exit doors at the east wall and one pair at the west wall.
o An elevator equipment room
o Electrical rooms
Indigo | Hammond + Playle Architects, LLP Page 8 of 30 September 8, 2022 o Data rooms
STRUCTURAL CONDITIONS
• The existing commercial office building is designed to meet conformance with the 2001 California Building Code.
• The building structure is comprised of structural steel with a composite concrete/metal deck at the 2nd floor and untapped metal deck over steel bar joists at the roof. • The ground floor is a one-way reinforced concrete structural slab spanning between grade beams, pile caps, and concrete friction piles.
• The lateral system is comprised of special concentric steel braced frames in each orthogonal direction. • Prior geotechnical studies indicate the presence of bay mud below the building.
MECHANICAL
• The existing building is served by four (4) 30-ton Trane VAV cooling only rooftop units. The HVAC units are divided into four quadrants. One duct is routed from each unit to the VAV boxes in the building. • The building has an antiquated Direct Digital Control (DDC) control system. • Heating hot water is supplied to fan powered and standard VAV boxes throughout the building. • A gas fired boiler including an expansion tank and pump are located on the roof.
PLUMBING
• The building is served by 2” domestic water service at the southwest corner of the building. This will be reused where possible serving the core.
• There is an 8” fire service located on the southwest side of the building. • There is a natural gas meter and service for the building located on the southwest side of the building. • There is also a 6” sanitary sewer line located on the southwest side of the building.
ELECTRICAL
• The building is currently serviced by an existing PG&E transformer and can be reused with PG&E’s approval. • The existing 1000 amp, 480/277V, 3-phase, 4-wire metered switchboard can be reused. • After the visual inspection of the Main Distribution Panel (MDP) and existing downstream panels the equipment seem to be in good condition and can be reused. • Existing receptacles, raceways and power conductors in the existing space are not reusable. • Existing interior light fixtures in remodeled library space are not reusable. • Existing interior lighting control equipment does not meet current Title 24 Energy Code requirements. • Existing site lighting poles need to have their heads replaced.
5. EXISTING CONDITIONS AT 505 SANTA CLARA STREET
Solano County operates the library on the second floor of 505 Santa Clara Street, a building owned by the City of Vallejo, across the plaza from City Hall.
The building opened in 1970. It was remodeled in 2005 and in 2013 all library operations were moved to one floor.
The building’s meeting space, a large room with a stage and supporting spaces is located on the main level across the lobby. Below this room, on the lower level, is an equally large space with built-in casework and workrooms dedicated to rare books and fine printing. Approximately half of the lower level is taken up by minimal tenant improvements on behalf of secure police evidence storage and processing. The other half is a large public meeting space with Indigo | Hammond + Playle Architects, LLP Page 9 of 30 September 8, 2022 supporting rooms and two sunken courtyards on the north and southeast sides of the building. The upper level houses offices, meeting rooms, staff break rooms and an open office area currently used as storage.
PRIOR RENOVATIONS
The prior renovations addressed some accessibility deficiencies. Accessible restrooms were added on the main level adjacent to the eastern elevator. The existing restrooms adjacent to the western elevator were also renovated for accessibility. An accessible restroom was added on the lower level adjacent to the main meeting room. Other restrooms on the upper and lower levels remain non-compliant and will require more extensive renovations if they are to be reused.
Previous improvements include:
• Police evidence tenant improvements on the lower level. • Library tenant improvements on the main level.
• Non-profit tenant improvements on the upper level.
• Reroofing, including skylight repairs and solar panels. • New LED site lighting.
EXISTING FEATURES
Two existing elevators serve all three floors of the building. Of the two existing elevators. Both elevators are technically inaccessible and fail to meet other current elevator code requirements.
The lower level is below the surrounding grade and is accessed by stairs and a ramp down from the parking lot level.
An aluminum ramp has been added over the original ramp which was too steep to meet current code. This added ramp is rather awkward to use and narrows the circulation area along the building exterior wall. Both the lower level lobby and southeast exit stair both connect to the sunken southeast courtyard. If this space cannot serve as a refuge for the building occupants, this means of egress is problematic. Similarly, the northwest exit stair and lower level lobby exit onto the north courtyard, requiring use of the aluminum ramp to safely reach the public way.
The building is not energy efficient. The building envelope includes minimal roof insulation, no apparent wall insulation and single glazed windows throughout.
Deficiencies include:
• Existing HVAC needs repairs, seismic restraint, and modernization, including replacement of all existing ducts and controls.
• Sprinkler system is needed.
• Existing power infrastructure is undersized and needs replacement, including the transformer and main switch equipment.
• The photovoltaic system is inoperable and needs replacement. • All existing lighting and lighting controls need replacement with the possible exception of the new exterior LEDs.
• New fire alarm system is needed.
• New security system is needed.
• All existing suspended acoustical ceilings need replacement. • All existing floor finishes need replacement, some will need hazmat mitigation. • Elevators require major MEP and Arch upgrades
Indigo | Hammond + Playle Architects, LLP Page 10 of 30 September 8, 2022
STRUCTURE
• The existing library building is a three-story structure with a footprint of approximately 30,600 sf. The surrounding grade varies, resulting in retained soil around portions of the building perimeter. The building is of concrete construction and was designed to meet conformance with the 1964 Uniform Building Code (UBC). Generally, the building structure appeared to be in very good condition with no notable structural damage or visually apparent site hazards.
o The structure consists of two-way mildly reinforced concrete waffle slabs at all elevated levels, supported by reinforced concrete (RC) columns and walls. o The 3rd floor has an approximately 68’-0”-square atrium opening near the middle of the diaphragm.
o The roof level has a slightly raised clerestory area measuring approximately 43’-0” square, centered over the 3rd floor opening, that is comprised of skylights resting on a RC grid of beams. o The ground floor is a non-structural slab on grade.
o The columns and walls bear on pile caps supported by cast-in-drilled-hole (CIDH) concrete piles extending 20 to 35 feet below ground floor slab.
o The lateral system is comprised of RC shear walls located at various locations in and around the building.
o Precast prestressed concrete sunscreen panels spanning between the 2nd and 3rd floors occur around much of the building perimeter.
• To the east of the main library building is a detached two-level vestibule structure and ancillary building of similar construction.
o A detached concrete pedestrian bridge spans N-S over a ground-level courtyard on the SE corner of the lot, providing 2nd floor access to the rear (south) side of the vestibule structure. • The Seismic Evaluation of the building is currently not in compliance with several Tier 1 acceptance criteria.
Based on Tier 1 criteria the adjacent buildings, soft story and vertical irregularities were found to be noncompliant. o The building is within 500 feet of a region with very high liquefaction potential, but more geotechnical studies are required in order to determine the liquefaction susceptibility of soils supporting the structure.
o The concrete shear stress check, deflection and confinement reinforcing compatibility is noncompliant. o Links between shear wall segments required detailed evaluation beyond the scope of this study. • The non-structural evaluation was limited to precast cladding panels which are connected at both 2nd and 4th floor levels.
o The connection details specify slotted holes in the bearing angles, but the direction of the slot is not indicated and the pocket in which the angle rests is grouted solid, thus restricting movement due to inter-story drift.
o Panel connections that do not accommodate inter-story drift may result in panel or connection failure which could result in a falling hazard to nearby occupants or passersby.
MECHANICAL
• The existing HVAC system is served by a main mechanical room with supply fan, return fan, filter wall, heating and cooling coils, and outside air & relief louvers on the exterior wall. o The supply fan is sized for 110,800 cfm.
o The return fan is sized for 97,000 cfm.
Indigo | Hammond + Playle Architects, LLP Page 11 of 30 September 8, 2022 o The system is designed as a dual duct system with separate cooling and heating duct routed to each floor, and the vast majority of the air distribution is through the perimeter of the light fixtures.
The return air also uses the same but are not ducted.
• The cooling tower located on the roof provides cooling for the building, and a natural gas fired boiler provides the heating.
o Cooling for the building uses a 284-ton, water cooled chiller. The condenser water for the chiller is from a cooling tower located on the roof.
o Heating for the building is from a 3.35 MBH natural gas fired boiler. o Pumping for the chilled, heating and condenser water is from several pumps.
PLUMBING
• The 4” domestic water service for the building is located at the northeast side of the building. o The plumbing system is limited within the building and mainly limited to the four corners, except at the lower level.
• The 3” fire service riser (FSR) and a 6” sanitary sewer line are located on the northwest side of the building. o The FSR only serves the current police garage.
o The existing sanitary sewer size reflects the limited number of plumbing fixtures originally installed in the building.
• The natural gas meter with 4” service is on the west side of the building.
ELECTRICAL
• The electrical system was designed in 1970 to support the specific needs of a library. These existing systems are now outdated and will likely require additional load capacity to support an essential service facility. • The existing PG&E transformer and switch board is undersized and lacks a surge protector. • The current PV system is inoperable and requires removal/ replacement. • The existing exterior lighting no longer meets California Title 24 Energy Code requirements and lacks timeclock and photosensor integration.
• All existing receptacles, raceways and power conductors require removal/ replacement. • The existing fire alarm and smoke detection system requires replacement. • The two existing elevators lack needed power, lighting, and low-voltage system upgrades. • The elevator machine room and elevator pit lack needed GFCI receptacles and code-compliant light switches and luminaries as well as smoke detectors.
• Currently the existing evidence storage on the lower level is not equipped with power backup.

6. PROGRAMMING
As part of this study, space list programs have been developed and tested for fit for both the proposed library and the proposed police relocations. In each case, the “2023 – OPTION 1” column identifies the minimum partial program required to meet current need and the “2040 – OPTION 2” column identifies the full program.
LIBRARY
The library includes collections for adults, teens and children as well as a story hour room, a makery, study rooms and a Friends of the Library bookstore. The library includes a public meeting space, with conference room and exhibit casework.
In the summary below, Option 1 allows the existing tenant at 400 Mare Island Way to remain in place. The major compromise for the library is in staff area. Option 2 restores the full allotment of staff area in anticipation of the existing tenant’s departure.
POLICE
The police department’s 122 sworn and 54 non‐sworn staff have outgrown their existing facility at 111 Amador Street, built in 1960. The existing 19,300 sq ft quarters are too small for existing staff levels let alone future growth.
Key infrastructure is either missing or undersized. It is estimated that 42,600 sq ft of space would be required to properly meet the current need, including 39,600 sq ft of tenant improvements and 3,000 sq ft of added site building space. It is projected that a total of 209 sworn and 102 non‐sworn staff will be required by the time the City grows to a population of 139,000 in 2040. At that time, approximately 105,300 sq ft of space will be required, including 94,300 sq ft of tenant improvements and 11,200 sq ft of added site building space.
Indigo | Hammond + Playle Architects, LLP Page 13 of 30 September 8, 2022 In Program Option 1, the assumption is that existing Evidence tenant improvements at 505 Santa Clara Street remain as-is on the lower level; thus, they are zero’d out for 2023. In program Option 2, Evidence would receive a full renovation and space expansion, including ancillary building storage space. Other significant additions with Option 2 include a firing range in the ancillary building, twice as much staff support space within 505 Santa Clara Street, and big increases in open office space, conference rooms, and meeting rooms.
Indigo | Hammond + Playle Architects, LLP Page 14 of 30 September 8, 2022
7. MASTER PLAN
This report provides two deployment options for the City’s consideration.
Partially renovate 400 Mare Island Way and move library there, then partially renovate 505 Santa Clara and move Police there. Delivers partial Police program equivalent to the area provided if at 400 Mare Island Way, assuming the VA tenant remains in place. Requires full seismic upgrade of building at 505 Santa Clara Street.
Phase 1 – Library 400 Mare Island Way Partial Tenant Improvements The existing site plan at 400 Mare Island Way is compatible with the library program. It provides sufficient public parking (242 spaces, less those used by the existing tenant) and a separate parking-side entry. It also provides a waterfront-side entry on Mare Island Way that could be further enhanced by the addition of signaled crossing as an off-site improvement. The large green adjacent to the southwest side of the building could serve as an outdoor classroom/ gathering space for library functions in nice weather. If, in addition to the existing VA tenant, other tenants were to occupy the 2nd floor, then – depending on the use – parking could be somewhat impacted.
Indigo | Hammond + Playle Architects, LLP Page 15 of 30 September 8, 2022 This 20,000 sq ft partial tenant improvement at the first floor of 400 Mare Island Way reduces required staff work area to make the most of program area for the public. It features generous allocations for Children, Teen, and Adult spaces along with a full-sized Makery and a smaller Friends Bookstore. The existing core elements of the building - including the entries, the lobby, restrooms, and utility rooms – are reused essentially as-is.
Phase 2 – Police 505 Santa Clara Street Partial Tenant Improvements Providing a separate site plan and partial floor plan layout for possible police tenant improvements at 505 Santa Clara Street exceeds the scope of this report. Indigo’s earlier site exploration study yielded the following layout for a minimally improved site:
Indigo | Hammond + Playle Architects, LLP Page 16 of 30 September 8, 2022 The secure lot is located where the existing parking lots are. The primary improvement would be security fencing. A new Sally Port to the west of the 505 Santa Clara Street building would require new connecting drives between existing parking and Georgia Street.
Regarding the floor layout, the assumption is that programmed 39,600 sq ft of tenant improvements would take place primarily on the 35,000 sq ft main level, with a small balance of improvements occurring on the lower level.
The assumption is that existing Evidence tenant improvements at 505 Santa Clara Street remain as-is on the lower level. The upper level would remain unimproved.
OPTION 2 – FULL PROGRAM AREA
Fully renovate the 1st floor of 400 Mare Island Way and move library there, then fully renovate 505 Santa Clara and move Police there. Delivers full library and police programs. Assumes all tenants of both buildings relocate as well, including Evidence. Evidence will have to find temporary housing while tenant improvements are made. Requires full seismic upgrade of building at 505 Santa Clara Street.
Phase 1 – Library 400 Mare Island Way Tenant Improvements Indigo | Hammond + Playle Architects, LLP Page 17 of 30 September 8, 2022 The existing site plan at 400 Mare Island Way is compatible with the full library program. It provides sufficient public parking (242 spaces) and a separate parking-side entry. It also provides a waterfront-side entry on Mare Island Way that could be further enhanced by the addition of signaled crossing as an off-site improvement. The large green adjacent to the southwest side of the building could serve as an outdoor classroom/ gathering space for library functions in nice weather. A new public meeting room envisioned on this side of the building will be able to enjoy its own shaded exterior patio area overlooking the green.
This 29,600 sq ft tenant improvement at the first floor of 400 Mare Island Way restores required staff work area while continuing to make the most of program area for the public. It features generous allocations for Children, Tween, Teen, and Adult spaces along with a full-sized Makery and Friends Bookstore. A 3,100 sq ft Meeting Room with adjoining 1,500 sq ft Conference Room have been added. The existing core elements of the building - including the entries, the lobby, restrooms, and utility rooms – are reused essentially as-is.
Phase 2 – Police 505 Santa Clara Street Tenant Improvements Indigo | Hammond + Playle Architects, LLP Page 18 of 30 September 8, 2022 The existing open landscaping to the west and the existing plaza to the south are replaced by site improvements serving this essential service facility. Some of these improvements included a new antenna tower, and a new ancillary building with firing range and evidence storage. Also included is a new City Pocket Park.
Within the 242 space secure parking area itself, are a new trash enclosure, covered motorcycle parking, a generator enclosure, covered solar carports, and – in this plan version – the vehicle Sallyport.
Indigo | Hammond + Playle Architects, LLP Page 19 of 30 September 8, 2022 In the following alternate site plan version, the vehicle Sallyport is located north of the building. This version frees up 24 additional secure parking spaces and extends the security perimeter on the north side of the building.
Site Plan Highlights:
• Adjacent Martin Luther King Jr Park and Unity Plaza have been replaced by two elements:
• 2.6 acres of secure parking, and
• A public pocket park on the corner of Georgia and Santa Clara streets. • We suggest that Waterfront Parking Lot B be considered as a possible location for a new Martin Luther King Jr Park and Plaza, putting it closer to the waterfront and Ferry Building. • Secure parking area includes a new vehicle sally port, covered pass-thru motorcycle parking, and a patrol/ staff entry to the building.
• There are four proposed access gates onto, Georgia Street, Waterfront Parking Lot B, and City Hall parking driveway to Capitol Street.
• Secure fencing surrounds the new secure parking as well as the north frontage of the building. • Secure walls surround the sunken concrete (former sculpture garden) at the southeast corner of the building on the Lower Level, allowing that space to be used as an outdoor gym/ workout space. A retractable fabric roof is proposed for this space for additional privacy and shade. • Secure walls also surround the Multipurpose Room Patio on the Main Level. • In addition to the 260 new secure parking spaces, 60 existing non-secure JFK Library/ City Hall parking spots will be designated for use by the PD.
Indigo | Hammond + Playle Architects, LLP Page 20 of 30 September 8, 2022 LOWER LEVEL PLANS - Both versions engage the secure site at the Sallyport and staff entries:
This alternate version engages to the north:
Both plans feature Evidence, Holding, Patrol, and Staff Support spaces.
Indigo | Hammond + Playle Architects, LLP Page 21 of 30 September 8, 2022 In the Sallyport west version, a Patrol Staff Entry on the west side of the building accesses a shorter length of core circulation to the existing entry lobby space on the north side. The sequence from west to east: Sallyport, Holding, Emergency Services Unit (incl. Amory & SWAT space), Evidence (incl. Prep and Processing space), Staff Support (incl.
Showers, Lockers, and Gym space), and Patrol (incl. Report Writing and Briefing space).
In the Sallyport north version, a Patrol Staff Entry on the north side of the building accesses core circulation to the existing entry lobby space on the north side. The sequence from north to south: Sallyport, Holding, Evidence, Patrol, Emergency Services Unit, Patrol, Staff Support.
Last but not least, the Outdoor Gym, with its proposed retractable roof and security wall perimeter, can double as an outdoor Briefing/ Training space potentially year-round.
MAIN LEVEL PLAN – Engages the public at the building’s existing Public Lobby:
• Public are provided with a 600 sf Waiting Room and Toilet Rooms adjacent to the Public Lobby, which faces the existing north entry plaza shared with City Hall.
• The Staff Lobby provides access to Santa Clara Street and to Secure Parking. • The Multipurpose Room sits adjacent to both of these lobby spaces and, as mentioned above, opens to a Secure Patio to the north. This is the existing patio surrounded by secure walls. • Central circulation runs in a rectangle through the middle of the building, providing access to all spaces shown.
• Offices are organized along the existing window walls. • Open offices are organized within the central atrium space. • The atrium above has been enclosed, with a light well continuing to provide illumination to this interior space.
Indigo | Hammond + Playle Architects, LLP Page 22 of 30 September 8, 2022 UPPER LEVEL PLAN – Brings the public to the upper level at the building’s existing upper level Lobby:
• Dispatch (Communications) has been co-located at the northwest corner of the building along with the Real Time Intelligence / EOC Room.
• Sufficient space has been provided near the front elevator lobby for the C.A.R.E interview rooms for MDI (Multi Disciplinary Interviews) and Special Victims.
• The atrium opening has been enclosed, adding 3,330 sf of usable space. At the center, the opening is replaced by a storefront-framed lightwell providing daylight both to the Main Level below and to this Upper Level, but taking up less space.
TECHNICAL IMPROVEMENTS AT 400 MARE ISLAND WAY
Structural Improvements
Typical live loads for library ground floor occupancy vary between 60 psf at reading rooms to 100 psf at corridors and exits, with the exception of stack rooms, which require a non-reducible design live load of 150 psf.
Previous studies by this firm evaluated the ground floor structure (slab and grade beams) for a reducible live load of 100 psf. The structure was found to be adequate, but at capacity, for subject loading. As such, structural retrofit of the ground floor concrete structure is anticipated where loading in excess of 100 psf is required. Retrofit measures may include, but are not necessarily limited to, the following:
• Sawcut, removal and replacement of slab supporting heavy live loads. • Widen existing grade with reinforced concrete each side. • Attach new concrete to existing with epoxy dowels top and bottom, full length.
Mechanical Improvements
It is recommended to reuse the existing rooftop, packaged cooling-only units, boiler system, and main duct distribution.
Indigo | Hammond + Playle Architects, LLP Page 23 of 30 September 8, 2022 • In Option 1 where other tenant would occupy a portion of the building, the four cooling-only rooftop units will be reused. Modification to existing HVAC system will be required, including modifications to air distribution ducts, VAV boxes and controls.
o During construction, if the other tenant remains throughout, care will be taken to minimize scope in that section of the building. Partial interruption of HVAC services to this area will occur while modifying the HVAC units serving first floor.
• In Option 2 where the library occupies the entire first floor, the four cooling-only rooftop units will be reused. The VAV box will be relocated where possible to serve new locations on the first floor. Existing ducting will be removed except the existing core of the building i.e restrooms, janitor rooms etc. will be retained and reused where possible.
• Even when the second floor is vacant, the HVAC for the area will need to remain active with minor modifications.
• Existing DDC system will be replaced to maximize temperature control and energy.
Plumbing Improvements
• Any new plumbing fixtures requiring hot water will have a point-of-use tankless electric water heater installed.
• All new plumbing fixtures, faucets and valves will meet the low flow requirements required by 2019 Green Building Standards.
• Existing plumbing fixtures will be retained where possible. • Slab cutting for any new sewer piping on the first floor will be limited to retain the functionality of the existing grade beam and structural properties of the slab.
Electrical Improvements
• The existing utility transformer can possibly be reused with PG&E’s approval. Coordination and confirmation will be required with PG&E on this matter.
• All existing receptacles, raceways and power conductors in the existing space will be removed and replaced with new.
• Most existing interior light fixtures in remodeled library space will be removed and replaced with new LED luminaires except restroom where it will be retrofitted in place with LED lights. • All existing interior lighting control equipment will be replaced with new meeting the current Title 24 Energy Code requirements.
• Existing site lighting poles will have their heads replaced with new matching LED lights. • All exterior lights will be on an electronic astronomical timeclock and will be fed from the lighting control panel. All exterior lights will be controlled by photosensor, and lights mounted at 25 feet or less will require a motion sensor.
TECHNICAL IMPROVEMENTS AT 505 SANTA CLARA STREET
Structural Improvements
The design live loads for the proposed occupancy are generally equivalent or less than those for the current occupancy.
• The infill of 3rd floor opening will comprise of concrete over metal deck and structural steel beams supported by existing concrete columns.
• One plan option requires cutting a hole in the wall near the existing transformer (to be removed) to add an additional staff entry from a new exterior Sally Port.
• Retrofit for gravity loading is only anticipated at areas with new heavy concentrated loads.
Indigo | Hammond + Playle Architects, LLP Page 24 of 30 September 8, 2022 Due to non-compliance with the Tier 1 seismic evaluation, a Tier 3 evaluation is required. If the building structure is still found to be non-compliant to the required performance objective, retrofit measures will be required such as • Additional reinforced concrete (RC) shear walls,
• Shotcrete existing RC walls,
• Wrap existing concrete columns with fiber reinforced polymer (FRP) wrap and • Retrofit existing precast panel connection or remove/replace panels.
Mechanical Improvements
The proposed tenant improvements to create an essential service facility at 505 Santa Clara Street require the removal and replacement of the following systems:
• All main supply and return ducts,
• All mixing boxes, pneumatic controls, electropneumatic controls and control air tubing, In addition:
• Repair, seismic restrain any existing ductwork that does not meet code. • Replace the existing natural gas fire boiler heating with multiple high efficiency condensing boilers. • All the HVAC systems will be provided with direct digital control including valves. • Due to the nature of Dispatch area on the upper level, a redundant HVAC will be provided. A second fully redundant chilled water pump, heating water pump and condenser water pump will be provided in the mechanical room.
• Gym, Locker Rooms, Evidence processing, and Emergency Services Unit areas will be exhausted to comply with CEC and CMC requirements for exhaust and air class criteria to keep this space air separated from the main system.
• IT rooms will be served by 3-ton cooling and split system heat pumps, one of which will be redundant. A dry agent and pre-action sprinkler system will also be provided for the IT rooms. • New Vehicle Sallyport will provide limited comfort, will have radiant heating and exhaust per CEC standards. • The holding facility will be served by 100% outside air system and comply with current CEC and CMC requirements for exhaust and air class criteria.
• The ancillary building that houses additional evidence storage area will be exhausted to comply with current CEC and CMC requirements for exhaust and air class criteria. The Firing Range below will be served by dedicated outside air unit (DOAS) and exhaust fan.
Plumbing Improvements
• The addition of showers and locker area will require new domestic hot water systems. • All plumbing fixtures will be retained where possible and replaced otherwise to meet the low flow requirements required by the 2019 Green Building Standards. • All piping material will meet 2019 CPC requirements. Seismically restrain all existing piping that does not meet current code.
• Drinking fountains with bottle filler will be provided at the outdoor gym area. • Provide a whole-building fire sprinkler system.
Electrical Improvements
• The existing PG&E transformer and switch board will be replaced with a new transformer to support higher electric load capacity. Transformer to be co-located with new generator. • New generator along with diesel generator will be provided. This will require coordination with PG&E.
Indigo | Hammond + Playle Architects, LLP Page 25 of 30 September 8, 2022 • The new switchboard will also be equipped with surge protector. • With the addition of new parking lot, new lighting fixtures will be provided along with shaded PV parking structure and EV charging stations. The EV charging stations will be provided as required by the 2022 CALGreen standards.
• The current rooftop PV system is inoperable and will be replaced with new system on roof and parking lot. • The existing exterior lighting will be replaced with new LED luminaires to meet California Title 24 Energy Code requirements.
• All exterior lighting fixtures will be on electronic astronomical timeclock and controlled by photosensor. • To accommodate new office spaces and police activity all existing receptacles, raceways and power conductors will be replaced with new installed 18” AFF. • The building will have new fire alarm system and smoke detectors. • The two existing elevators will be upgraded with new electrical components and connections and will be connected to the new fire alarm system. The elevator machine room and elevator pit will require new GFCI receptacles, light switches and luminaries and will also be equipped with smoke detectors. • Currently the evidence storage is not equipped with power backup, hence it will be provided with new normal and emergency power to keep the evidence intact. • IT rooms will have data and communication equipment and fiber optic cabling which will be coordinated with owner’s representative furnished and installed by cabling contractor. • Pocket park at the south end of the facility will have separate electric service system.

1. EXECUTIVE SUMMARY
The Vallejo Police Department is urgently in need of new facilities in order to serve community public safety needs. Poor working conditions in the cramped existing 1961 police building at 111 Amador Street have led to burn-out and discouragement.
According to the ICMA Center for Public Safety Management, the ideal ratio of full-time officers per 1,000 residents ranges from 2.6 per 1,000 to
1.8 per 1,000. The Vallejo force currently functions with 0.8 police officers per one thousand citizens, resulting in fewer available officers and less effective policing.
These factors, when taken together make it challenging to attract and retain the appropriate staffing. As a result, the workload is highly demanding, and forced overtime is routine.
Seeking an alternate location for the police department, the City previously studied relocation of the Police to the John F. Kennedy Library (henceforth, Library) building at 505 Santa Clara Street. The Library, in turn, would relocate to 400 Mare Island Way. This current study examines the latest projections on sea level rise impact in Vallejo in general and at the library site in particular as it relates to its potential repurposing as a police facility.
The City previously commissioned the study of Police moving to the JFK Library Building at 505 Santa Clara Street, which in turn required the study of relocating the Solano County Library to 400 Mare Island Way. Following the establishment of this "base scenario," the City has directed the study of two alternative scenarios. Alternative Scenario 1 studies expanding the Police facility in place at their present 111 Amador Street site, requiring relocation of the adjacent Corporation Yard to a new site. A site at 50 Solano Avenue has been identified as a possible new Corporation Yard location. Alternative Scenario 2 studies relocating the Police to a hypothetical site.
Highlights of the findings include:
• Base Scenario - Sea level rise is not projected to endanger the property at 505 Santa Clara Street, even in the worst case scenario projected for the year 2100.
• Alternate Scenario 1 - 111 Amador Street’s overall 5.3 acres is large enough to accommodate all Police program elements, but first requires relocation of the Corporation Yard and some degree of temporary housing for Police during construction. The 111 Amador Street site’s current use by the Police has already been widely accepted by the community.
• Either Scenario - Moving the Corporation Yard to 50 Solano Avenue would require rezoning for Industrial use. Surrounding parcels already have this designation, making the site much more suited to the noise and dust of a Corporation Yard than its present residential setting. 50 Solano’s 10 usable acres offer significant expansion opportunities for the Corporation Yard, which programmatically can use more than that.
• Alternate Scenario 2 - Moving Police to a hypothetical new site would not require initial relocation of the Corporation Yard, allowing the Police relocation to occur sooner. The benefits of the Corporation Yard expanding into the 1 acre portion of the 111 Amador Street site currently occupied by Police are limited.
Moving the Corporation Yard to 50 Solano Ave remains an option in this scenario and would free up the 111 Amador Street property for sale or Civic use.

2. SCOPE OF STUDY
In February 2023, the City of Vallejo directed Indigo | Hammond + Playle Architects, LLP, to:
• Check sea level rise at 505 Santa Clara St. and determine if it poses any risks to operations. • Evaluate Alternate Scenarios:
o Alternate Scenario 1 - review the feasibility of relocating the Corporation Yard operations to 50 Solano Ave; and
review the feasibility of improving existing Police
operations at 111 Amador Street in the site space made
available by the move-out of the Corporation Yard.
o Alternate Scenario 2 – review the feasibility of relocating Police Operations to a hypothetical new site.
The scope of this report is limited to high level review.
3. CHECKING SEA LEVEL RISE AT 505 SANTA CLARA STREET
PREVIOUS FINDINGS REGARDING RELOCATION OF POLICE TO THE 505 SANTA CLARA ST Relocation of Library to 400 Mare Island Way, then Police move to 505 Santa Clara Street (vacated by Library). • Space: 29,650 sf existing office building renovated for Library use, and 105,530 sf existing library renovated for Police purposes.
• Cost: $89.7 million, including
o $22.8 million Library
o $75.9 million Police
o Note: These estimates are adjusted to compare with
2025/2026 dollars in this study.
o $2.8 million 111 Amador Street police building
demolition and hazardous materials abatement.
o $ 5.5 million Corp Yard expansion at 111 Amador
Street.
• Duration: 4 years.
• Overview: Renovate 400 Mare Island Way to meet the full program requirements of the Library, and move Library
there. This assumes the VA tenant vacates 400 Mare Island Way.
• Then, fully renovate 505 Santa Clara, meeting full program for Police, and move Police there delivering their full required program area. Requires full seismic upgrade of building at 505 Santa Clara Street and renovations of adjacent open
landscape and plaza site space for additional secure parking and buildings.
• Then, demolish and abate the existing Police building at 111 Amador, making way for Corporation Yard’s in situ expansion.
See Appendix A for detail.
Indigo | Hammond + Playle Architects, LLP Page 6 of 27 DRAFT March 31, 2023 PROJECTED SEA LEVEL RISE AT 505 SANTA CLARA ST
Based on joint projections from NOAA and NASA, MHHW (Mean Highest High Water, sea level rise in Solano County by 2100 ranges from 1-ft – 6-ft (Low-High projections). The most likely outcome is between Intermediate (3-ft) to Intermediate-High (4.5-ft).
Below is a graph of projections for MHHW rise (Low-High). See Appendix for maps projecting land incursion along the nearby Vallejo shoreline for 3- ft-6-ft (6-ft represents the High projection).
Site elevation at 505 Santa Clara Street, Vallejo, CA 94590, ranges from 15- ft-18-ft, and MHHW in the area increases by at most 3-ft with high tide and potential storm surge. This means the site will still have at least 6-ft-9-ft of freeboard in the worst year 2100 scenario.
Conclusion: The existing site and building at 505 Santa Clara Street are not projected to be in jeopardy of inundation due to sea level rise.

4. EVALUATION OF ALTERNATE SITE SCENARIOS
ALTERNATE SCENARIO 1 – CORPORATION YARD RELOCATION & EXPANSION OF POLICE AT 111 AMADOR ST Overview
The existing police headquarters building shares the City-owned property at 111 Amador Street with the Corporation Yard facilities.
The site’s overall 5.3 acres is large enough to accommodate all Police program elements, but first requires relocation of the Corporation Yard and some degree of temporary housing for Police during construction. The 111 Amador Street site’s current use by the Police has already been widely accepted by the community, making this site and excellent candidate for expansion of the Police facilities in place. A property at 50 Solano Avenue has been identified as a possible site for the Corporation Yard.
Moving the Corporation Yard to 50 Solano Avenue would require rezoning for General light Industrial. Surrounding parcels already have this designation, making the site much more suited to the noise and dust of a Corporation Yard than its present residential setting. 50 Solano’s 10 usable acres offer significant expansion opportunities for the Corporation Yard, which programmatically can use more than that. 50 Solano Avenue’s low elevation and proximity to Mare Island Strait waterline remain a concern. Ultimately, use of fill and a retaining seawall might best protect the Corporation Yard at this location in the coming decades.
These proposed moves require orchestration, or phasing, to be properly planned, estimated, and ultimately carried out. Description of phasing follows.
Further detail is provided for each phase on the following two pages.
Phase 1 – Relocation of Corporation Yard to 50 Solano Avenue Corporation Yard relocates from 111 Amador Street to 50 Solano Avenue. If project begins by July 2023, relocation shall occur March 2026. Design of Phase 2, Police Expansion, begins in July 2024, as Corporation Yard construction begins.
• Site: 10 acres – sufficient space for new facilities, parking, and yard space.
• Buildings: 55,400 square foot of new Corporation Yard facilities.
• Duration: 33 months.
Phase 2 – Police expand into 111 Amador Street property (vacated by Corporation Yard)
Demolition of Corporation Yard and construction of new Police Headquarters at 111 Amador Street commence. To the extent construction activities impact Police operations on site, temporary offices and facilities may be required – a potential expense to be determined. When the new headquarters is completed (also at point in the project schedule to be determined), Police shall relocate from their existing building which shall be demolished, including any necessary hazardous material mitigation required for the 1961-vintage building. Final site work shall be completed at 111 Amador Street by December 2027.
• Site: At 5.3 acres, the site accommodates all program elements.
• Buildings: 92,900 square foot of new Police facilities, including a 2-story 78,700 square foot main building and 14,20 square feet of site service facilities.
• Duration: 42 months; from start of Phase 1, 54 months.

Alternatively, moving Police to a hypothetical new site would not require relocation of the Corporation Yard, allowing sooner relocation of the Police. In this scenario, the selected site might be larger than programmatically required. The example next page assumes a 12 acre site which includes businesses that need to remain in operation. To minimize the impact on these businesses, a 5-acre partition to match the Police program need would be provided. This partition would ideally contain a suitable existing building to be renovated and upgraded to meet essential service facility standards for use by the Police. It is assumed a small expansion for technical space used by the Police would be required, 6,000 square feet in this example.
Additionally, 14,000 square feet of new site service facilities such as vehicle sallyport, K-9 kennels, firing range, evidence storage, and motorcycle parking, would be constructed. A general upgrading of site space for these facilities as well as secure parking would be necessary.
Further detail provided on following page.
Vulnerabilities and risks potentially affect any site and must be weighed against the likelihood of them becoming an issue. In this example, the site may be vulnerable to the effects of sea-level rise; see appendix for maps predicting sea level rise in Vallejo.
Once Police relocate, and their former building is demolished, the Corporation Yard at 111 Amador Street could potentially make use of the additional acre of site area; however, this small 1 acre expansion would offer limited relief to the Corporation Yard needs compared to the large expansion envisioned at 50 Solano Avenue. A Corporation yard move to 50 Solano Avenue could potentially take place concurrently with the Police move to a hypothetical new site, leaving the parcel at 111 Amador available for sale or other important civic uses.
Police move to Site TBD
• Hypothetical Site: 5-acre partition of larger 12 acre parcel which includes active businesses.
• Buildings: 79,000 sf of existing building to be renovated for Police purposes, 14,000 sf of new site service facilities. • Duration: 39 months.

5. EXISTING FACILITIES
CORPORATION YARD AT 111 AMADOR STREET
The existing Corporation Yard at 111 Amador Street is cramped at 3.85 acres for a city of Vallejo’s size. The building facilities are likewise undersized at 33,100 square feet for a city of Vallejo’s size. The 3.8 acre yard is not large enough to meet the City’s needs. The 95 parking spaces are taken up by City vehicles, leaving staff to seek out parking.
POLICE BUILDING AT 111 AMADOR STREET
Further, Public Works determined that tearing down the current 111 Amador Street facility and rebuilding on the same 1 acre site would neither meet the Department’s needs nor be a good investment for the City.

6. PROGRAMMING
As part of this study, space list programs have been developed and tested for fit for both the proposed Corporation Yard and the proposed Police relocations.
CORPORATION YARD
The Corporation Yard is the home to the maintenance division of the City including Public Works Facilities, Electrical, Communication, Janitorial, Equipment Maintenance and Streets and Utilities, and Parks.
Here is our recommended program for Vallejo’s new Corporation Yard:
Total required site area is 30 acres; however, anything 10 acres and above will represent a vast improvement over the existing 4.2 acre Corporation Yard condition. Building facilities need to grow from the current 33,100 square feet to 55,400 square feet.
Indigo | Hammond + Playle Architects, LLP Page 14 of 27 DRAFT March 31, 2023 POLICE
The police department’s 122 sworn and 54 non‐sworn staff have outgrown their existing facility at 111 Amador Street, built in 1960. The existing 19,300 sq -ft quarters are too small for existing staff levels let alone future growth. Key infrastructure is either missing or undersized.
It is estimated that 70,800 sq -ft of space would be required to properly meet the current need, including 60,800 sq -ft of main building and 10,000 sq -ft of added site building space. It is projected that a total of 209 sworn and 102 non‐sworn staff will be required by the time the City grows to a population of 139,000 in 2040. At that time, approximately 92,900 sq -ft of space will be required, including 78,700 sq -ft of main building and 14,200 sq -ft of added site building space.
