6. Maintained relationships with economic development organizations in the region and established new ones.

7. Received reports from City staff on various subjects that affect the economic vitality in the community, and used such knowledge to support programs, projects and activities that further Vallejo’s economic development, including offering input to various entities on economic development efforts.

One key focus of the EVC has been to review the January 25, 2022 City Council approved EVC Work Plan and to develop updates to their operating structure, duties, and powers for EVC’s FY 2023-24 implementation timeframe. The EVC began to review, discuss and propose updates to their operating structure during their April 11, 2023 meeting. After reviewing the current duties and powers of the EVC as indicated on the Vallejo Municipal Code Chapter 2.36, Commissioners concluded that an update of the duties and objectives sections of the chapter was desirable.

During a Special meeting held on September 13, 2023, EVC adopted Resolution 23-03 requesting amendments to the Vallejo Municipal Code (VMC) and to requesting more frequent meetings. The requested VMC amendments are as follows:

1. Amend VMC Section 2.36.020 to add subsection D, to read as follows:
“D. To review and make recommendations on funding requests from community organizations focused on economic development."

2. Amend VMC Section 2.36.030(b) to read as follows:
"(b) Recommend to Council policies and programs that enhance job growth, result in increased private investment, and assist in sales tax growth."

3. Amend Chapter 2.36 of the VMC throughout to rename the Economic Vitality Commission to the Economic Development Commission.

Resolution 23-03 also includes a request/intention by the EVC to hold monthly meetings starting in January 2024 instead of bi-monthly meetings. A copy of EVC resolution 23-03 is attached.

EVC’s Justification for the Proposals

The Commission expressed a desire to amend Chapter 2.36.030 (b) outlining the duties and powers of the Commission to include added language as proposed above to highlight the need for enhancing job growth, increasing private investment, and adding efforts and playing a role in sales tax growth. The Commission further expressed a desire to have a Commission name reflective of the current state of Vallejo’s economy and work underway to realize its future state and objectives. Therefore, the Commission has requested a name change to Economic Development Commission, which Commission members believe more accurately reflects the focus on developing an equitable, resilient, and robust Vallejo economy. An ordinance making these revisions to the Vallejo Municipal Code is included as Attachment 1 for Council consideration and possible introduction.

MUNICIPAL CODE RELATING TO THE ECONOMIC VITALITY COMMISSION AND

ADOPT A RESOLUTION RELATING TO THE MEETING FREQUENCY FOR SAME

Page 3 ends

In addition to the municipal code revision request, the EVC also proposes to meet monthly, during the second Wednesday of each month, instead of bi-monthly during even numbered months. Commission members believe that more frequent meetings would keep up the momentum on various initiatives and projects, keep the public informed more frequently, and would allow the Commission to come together to share ideas, resources, and devise effective strategies to implement Work Plan objectives. A resolution of the City Council changing the meeting frequency of the EVC is included as Attachment 2 for Council consideration.

Aside from the requests for amendment of Chapter 2.36 of the VMC and the attached resolution, the EVC has expressed concerns about the lack of information available to Commissioners on current City funded community organizations carrying out economic development activities. To further equitable and transparent municipal practices, the Commission recommends that the Vallejo City Council refer major economic development-related items to the EVC and recommend any funding requests from organizations looking to support economic development initiatives.

FISCAL IMPACT
There is a fiscal impact to the City to the extent the additional meeting frequency requires additional staff and space resources.

ENVIRONMENTAL REVIEW
This action is exempt from CEQA because it is not a project which has a potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, pursuant to CEQA Guideline Section 15378.

ACTION ITEM 9.D.

DATE: May 14, 2024
TO: Mayor and Members of the City Council
FROM: Gillian Haen, Assistant City Manager
SUBJECT: PROVIDE NOTICE OF INTENT (STEP 1 OF 2) TO AMEND FISCAL YEAR 2023-2024 BUDGET IN THE AMOUNT OF $4,251,800 TOWARDS CONSTRUCTION OF THE

BROADWAY PROJECT

RECOMMENDATION
Provide notice of intent to amend Fiscal Year 2023-2024 Budget in the amount of $4,251,800 towards construction of the Broadway Project utilizing Measure P funding.

REASONS FOR RECOMMENDATION
Affordable housing developers typically rely on a variety of County, State, Federal, and local funding sources.

Affordable housing projects often fall short of the necessary financing due to the competitiveness of these grants. Funding sources for the acquisition, development, and construction of the Broadway Project come from several sources; however there is still a $6 million gap in funding. This funding gap is predominately due to loss of partner funding for the project, loss of a grant opportunity, and demobilization/remobilization costs.

The Vallejo City Council has adopted Homeless/Unhoused as a multi-year priority area for the. This project will create 47 permanent supportive housing units (studios) to allow for the chronically homeless to exit homelessness. With homelessness being a priority area for the City and due to the need for additional housing opportunities, Council has provided direction that they plan to own the project once construction is completed.

Prior to the election on Measure P, the Council identified priority spending areas for use of Measure P funds. Those priority areas were confirmed after the election on Measure P. Addressing Homelessness is an identified in the City Council Priority resolution as one of the priority areas for Measure P funding.

BACKGROUND AND DISCUSSION
Background
On May 10, 2022, the City of Vallejo, Firm Foundation Community Housing and Shelter Inc. were designated a California Department of Housing and Community Development Homekey Program (“Homekey”) Round 2 Grant of $11,621,866 to develop and build a permanent supportive housing project to house chronically homeless individuals. On June 10, 2022, the Council accepted the grant and amended the City’s budget to receive the grant. On June 14, 2022, the Council approved a resolution to appropriate Homekey Round 2 grant funding for the Broadway Project.

The Broadway Project ("Project") is a permanent supportive modular housing project designed to house the chronically homeless. The estimated total cost of the Project is $26.64M. Construction began on September 19, 2022 and is anticipated to be completed in September 2024. Residents are expected to move in by December 31, 2024. Firm Foundation currently owns the site and manages the Project and its construction in compliance with Homekey deliverables and timeline regulations. The Project will include 47 permanent supportive housing units (studios), an on-site case manager unit, a community room and courtyard. On-site wrap around services will be provided to facilitate connections to services, benefits, and community resources.

The project is currently 70% built and needs requested funding to finish the project. The projected

construction schedule is attached for your information as Attachment 1.

The current funding gap is approximately $6M and staff recommends $4.25M of measure P be allocated to the Project at this time to allow the Project to continue moving forward. The funding gap is based on the removal of $2M in funding from Shelter Inc., $2M previously allocated and approved funding from HOME ARP, and additional costs associated with the demobilization/remobilization of construction. This $4.25M request will allow construction to move forward without additional demobilization costs. Staff will continue to research additional grant funds for the remaining $2M gap. If grant funding is not secured, staff will return to Council to request the final $2M from Measure P funds at a future date.

The existing State, City and Housing Authority funding amounts for the Broadway Project are summarized below.

Measure P Committee has already reviewed and provided recommendation on other proposed Measure P funding requests brought forward by staff. The Measure P committee plans to provide a report to Council on their recommendation of funding at a future meeting. The current request for funds to be reviewed by Council at a future date are $4,650,000.00, which leaves $4,251,800 for review and allocation by Vallejo City Council.

Staff presented their request for funding to the Measure P Committee on April 22, 2024 at a Special Measure P meeting. The Committee had additional questions for Staff. Staff will return to the Measure P Committee on Thursday, May 9, 2024 to provide additional information and address Committee questions. Staff will be seeking a recommendation from the Committee at this meeting and will provide the recommendation to the Council at the May 14, 2024 meeting.

Project Ownership and Next Steps
If City Council approves Measure P funding for this project, staff will enter into a Purchase and Sale Agreement with Firm Foundation to solidify City ownership of the project once construction is complete and occupancy is obtained. The asset would be owned by the City and the City could choose to maintain the ownership and work with an operator to operate the project, or the City could choose to sell the project to an owner/operator.

FISCAL IMPACT
Staff is providing notice of intent to Amend the Fiscal Year 2023-2024 Budget in the amount of $4,251,800 to be used towards construction of the Broadway Project.

ENVIRONMENTAL REVIEW
The City filed a Notice of Exemption with the Clerk of the Board of Supervisors of the County of Solano and with the Office of Planning and Research for the Broadway Project on July 6, 2022.
