RE: RFP No. 24-25-32 Annual Contract for Analytical Lab Services

To Whom it May Concern,

Thank you for the opportunity to submit our proposal to the City of Visalia to provide Annual Analytical Laboratory Services. Our firm looks forward to the opportunity to continue to provide these services to the City.

In 1898, Dr. Frederik E. Twining founded our firm in Fresno, California. Initially the organization provided analytical chemistry services from a two-story laboratory in downtown Fresno. In the early 1940’s, the firm began providing Construction Inspection and Materials Testing services. In the early 1950’s, our organization employed civil engineers to provide Geotechnical (soils) Engineering services.

Our Expertise in Analytical Chemistry and Geotechnical Engineering provided the foundation for providing Environmental Services in the early 1980’s.

In 1993, our firm separated our Drilling and Geotechnical Engineering Divisions and formed a Drilling Services Division. Since our founding, we have continually expanded our technical capabilities and services to meet evolving client needs and regulatory agency requirements while maintaining an emphasis on quality customer service. In response to growth and client requests, we began opening offices and laboratories in other areas: Monterey, Sacramento and Riverside.

The Environmental Division of Moore Twining has collectively over 85 years of experience working in the environmental field. This experience includes, but is not limited to, Phase I Environmental Site Assessments, preparation of work plans, petroleum and chlorinated solvent assessment and remediation, groundwater monitoring, municipal water treatment monitoring, agricultural groundwater monitoring, permit compliance, NPDES permitting, well installation and development, and stormwater monitoring. Moore Twining currently holds contracts with multiple municipalities and counties to provide groundwater monitoring and analysis services. Each of these projects include the assessment of data, and an evaluation of the overall project’s needs.

146

Moore Twining understands that the assessment of a project’s data set is critical to understanding whether the data collected is representative of actual conditions in groundwater. Evaluating the vertical and horizontal extent of contamination from a source area involves looking at source, regional, upgradient, cross gradient, and down gradient data. In order to properly collect data from these areas, detailed and organized work plans should be created so a qualified entity can perform the study, and the data in turn can be reviewed and reported effectively.

Moore Twining’s Fresno corporate office is located at 2527 Fresno Street in Fresno, California. Moore Twining is certified by the State of California Environmental Laboratory Accreditation Program (ELAP) for the analysis of drinking water, wastewater, soil and hazardous waste under ELAP Certificate Number 1371. The firm is also certified as a Disabled Veterans Business Enterprise (DVBE) by the Department of General Services Office of Small Business & Disabled Veteran Business Enterprise Services under DVBE Certificate Number 16472.

Moore Twining welcomes the opportunity to further discuss our firms’ qualifications and information contained in this submittal and look forward to progressing our relationship with the City of Visalia.

Best Regards,
Moore Twining Associates, Inc.

Ralph N. Delgado Jr., Director of Business Development

B. Proposal Project Approach
Phase: Analytical Chemistry Services
Objective(s)
To provide the City of Visalia with analytical lab services on an as needed basis. Moore Twining will assist the City with the analysis of wastewater, water, bio-solids, and soil samples either provided by the City, collected by the Onsite Technician, or by Moore Twining staff. Priority Pollutants testing and Industrial Seasonal Compliance Monitoring will be performed according to methods specified in 40 CFR 136.

Task(s) and Brief Description
Courier Service
Moore Twining will provide a daily courier service to transport samples from the Visalia Water Reclamation Facility to the laboratory. It should be noted that the laboratory is located within the 75-mile radius of the WRF that is required for this RFP. The courier will arrive Monday through Friday no earlier than 11:00 am and no later than 2:00 pm, and on Saturday and Sunday no later than 11:00 am. To avoid complications, the courier will be a dedicated Moore Twining employee. Moore Twining will provide all equipment necessary for the preservation of samples in accordance with proper sample preservation guidelines and will provide the courier with an ice chest and ice to maintain the samples at the prescribed temperature while in transit.

Sample Control and Analysis of Samples
Upon receipt of the City’s samples, Moore Twining’s highly skilled Sample Control department will receive the samples, check for correct sample containers, and check for sample temperature compliance. The chain of custody information will then be carefully logged into our Promium by Element Laboratory Information Management (LIMS) System. Labels will be printed for all sample containers and placed on the appropriate containers. All work is then double checked by a secondary sample control technician. Each sample has its own barcode, and it is carefully scanned before it is transferred into the designated refrigerator for storage.

After samples are logged in and put away, a Sample Confirmation is generated. This information goes to the designated Project Manager to review all information for accuracy. If there are any questions, the client will be contacted immediately for clarification. If the sample is to be subcontracted to another location, a chain of custody is used to document the delivery and request for analysis.

153

Upon completion of the analysis, results are automatically uploaded from the analytical software used to collect data into the Moore Twining database using our LIMS system.

Quality Assurance-Quality Control (QAQC)
Prior to generating a final report, data results are reviewed for completeness and correctness to ensure that methods specified QAQC limits and hold times are met.

Moore Twining routinely participates in performance evaluation studies as required for ELAP Certification. As a part of our ELAP Certification, the QAQC protocols of Moore Twining are also audited by a third party to verify that they conform to EPA guidelines or procedures approved by Central Regional Water Quality Control Board (CRWQCB).

The QAQC manual is reviewed, at minimum, on an annual basis. Moore Twining will submit a copy of the firm’s current Quality Control Manual to the City along with the Quality Control Manuals for the proposed subcontract laboratories.

Moore Twining will be responsible for ensuring that the regulatory requirements are met for the method detection and reporting limit requirements. The MDL calculation will be performed according to procedures as identified in 40 CFR 136.

Turnaround Time and Expedited Services
Our Standard Turnaround Time for samples tested in house is 10 Working Days.

For a few of the methods that we subcontract, such as Dioxin and Radiologicals, a 15 Working Day Turnaround Time will be needed. In the event of instrumentation issues or sample matrix difficulties, the City of Visalia will be notified if the turnaround time will need to be extended.

With advance notice, Moore Twining can provide expedited services on time sensitive samples. Surcharges may apply.

Client Description
In 1890, J.S. Filloon built Sanger's first water works, consisting of a boiler room, pump house and water tower. In 1896, Frank Kummeth took over the operation of the water system and operated it until 1914 when the water works was purchased by the City for $8,000.

Later a steel tower and water tank were erected at Fifth Street and Academy Ave.

Ground Water was and is the sole water supply for the City. The Kings River recharges the groundwater, along with runoff from the foothills, which has been sufficient to meet the needs of the area. The City has eight wells and two above ground storage tanks, which supply water through a water distribution system consisting of 4-, 6-, 8-, 10- and 12-inch diameter water mains. The City is capable of producing 14,458 acre- feet of water per year from eight wells, with an average depth of 235 feet. The current demand is 5,364 acre- feet of water per year. The City operates four granular activated carbon water treatment plants to remove dibromochloropropane (DBCP). The water from the water treatment plants and other City wells are chlorinated prior to deliver to our customers.

The water meets all State and Federal requirements. The water system is monitored on a 24-hour basis for pressure and flow in the water distribution system through an alarm monitoring system.

Approve a contract extension with Aspen Rentals - Authorize the City Manager to approve a 1- year extension to the existing agreement with Aspen Rentals in the amount of $170,000 for the rental of a belt filter press at the Visalia Water Reclamation Facility and the transfer of $170,000 within the Wastewater Fund.

Agenda Date: 02/17/2026
Prepared by:

Ben Litwack, Public Works Manager, 559-713-4671, [email protected] Nick Bartsch, Public Works Director, 559-713-4052, [email protected] Department Recommendation: Staff recommends that the City Council authorize the City Manager to approve a 1-year extension to the existing agreement with Aspen Rentals in the amount of $170,000 for the rental of a belt filter press at the Visalia Water Reclamation Facility and the transfer of $170,000 within the Wastewater Fund.

Summary:

Approval of this item will extend the current belt filter press rental agreement with Aspen Rentals for one additional year to ensure adequate biosolids dewatering capacity at the Water Reclamation Facility while the solids handling improvement project, including installation of a third screw press, is completed.

Background Discussion:

In February 2024, City Council authorized an emergency contract C24069 with Aspen Rentals for a 24-month rental of a portable belt filter press to supplement the Water Reclamation Facility’sexisting biosolids dewatering capacity. The belt filter press has since become a critical component of WRF operations, providing redundancy, alleviating strain on the two permanently installed screw presses, and allowing staff to perform necessary preventative maintenance.

The WRF continues to experience elevated solids loading, and the two existing screw presses operate continuously to meet current demand. Discontinuation of the belt filter press prior to installation of a third permanent screw press would significantly increase the risk of biosolids backups, equipment failures, and potential regulatory non-compliance.

The City is currently implementing the solids handling improvement project, which includes installation of a third screw press to address long-term dewatering needs. Construction and installation are anticipated during the project timeline; however, until that work is complete, continued use of the belt filter press is necessary to maintain reliable and compliant operations.

The existing agreement with Aspen Rentals allows for annual renewals, and Aspen Rentals has confirmed that pricing will be maintained for an additional year. Renewing the current agreement Visalia City Council Printed on 2/11/2026Page 1 of 2

confirmed that pricing will be maintained for an additional year. Renewing the current agreement avoids service interruptions, remobilization costs, and procurement delays during a critical operational period.

Staff explored the feasibility of purchasing the rented belt filter press from Aspen Rentals as a potential cost-saving measure. Aspen Rentals indicated that a buyout option was not available.

Aspen Rentals offered to provide a quote for a new belt filter press similar to the unit currently in service; however, the estimated cost would be approximately $785,000, which significantly exceeds the total amount the City would pay over the three-year rental period. Additionally, there is no forecasted need for the equipment once the ongoing solids handling project is completed. As a result, continued rental under the existing agreement remains the most practical and cost-effective approach until the third screw press is installed.

Fiscal Impact including annual maintenance and operating costs: The current contract number is C24069. The one-year renewal is based on the existing rental rate of $13,475 per month, for an estimated annual cost of $161,700. Staff is requesting authorization for an amount not to exceed $170,000 to account for minor cost fluctuations or incidental expenses. To fund this extension, $170,000 will need to be transferred from within the Wastewater Fund (431) from CP9768 to EQ0234 Prior Council Action:

February 5, 2024: Approved a 2-year agreement with Aspen Rentals in the amount of $349,868.

Visalia Convention and Visitors Bureau Agreement - Authorize the City Manager to negotiate and enter into a professional services agreement with the Visalia Convention and Visitors Bureau for convention sales and tourism marketing services for the 2026 calendar year up to $361,049, in addition to $189,912 for services provided without an agreement for the 2025 calendar year, for a total amount not to exceed $550,961.

Agenda Date: 2/17/2026
Submitting Department: Administration
Prepared by:

John Lollis, Assistant City Manager, [email protected], (559)713-4323 Department Recommendation:

Staff recommends that the City Council authorize the City Manager to negotiate and enter into an agreement with the Visalia Convention and Visitors Bureau for January 1, 2026 - December 31, 2026 for a contracted amount of up to $361,049, in addition to $189,912 for services provided without an agreement for the 2025 calendar year, for a total amount not to exceed amount of $550,961.

Summary:

Consideration of the City’scontinued agreement with the Visalia Convention and Visitors Bureau (CVB) for convention and tourism marketing services for the 2026 calendar year and services provided without an agreement for the 2025 calendar year.

Background Discussion:

The CVB has provided convention and tourism marketing services for the City since 2004. The CVB’stourism marketing efforts have significantly increased in the past couple of years with the implementation of a Tourism Marketing District (TMD) that the CVB administers by a separate and independent Memorandum of Understanding that generates over $700,000 a year specifically for tourism marketing and destination development.

Convention sales and tourism marketing has served as the cornerstone of the scope and services identified within the agreement and is defined within Exhibit A (attached), which the City has historically considered its agreement with the CVB to be allocated sixty percent (60%) in support of convention sales and forty percent (40%) toward tourism marketing. During the 2023 calendar year, the CVB established an ad hoc committee to review and propose to the CVB Board of Directors revisions and metrics to be tracked and presented back to the City for establishment of a “returnon investment” for the approximate $360,000 that has been contracted to the CVB. Due to staff changes in both organizations at that time, these discussions were discontinued and the previous contract was extended for one (1) year in 2024 based on the 2023 service requirements. The CVB reported that there were six (6) groups booked during 2024 that were CVB generated leads (1,541 Visalia City Council Printed on 2/13/2026Page 1 of 3
powered by Legistar™
223
File #: 25-0662 Agenda Date: 2/17/2026 Agenda #: 8.
reported that there were six (6) groups booked during 2024 that were CVB generated leads (1,541 new hotel room nights), nine (9) groups booked during 2025 (2,205 new room nights) and nine (9) group contracts currently proposed (28,930 new room nights).

The prior agreement with the CVB called to produce at least 7,300 (2023) new room nights through either convention or tourism confirmed sales, and to assist with at least 2,000 (2023) new room nights where the CVB was not the lead generator. In 2023, the CVB reported it produced 1,995 new room nights (27%) as the lead generator, and 3,210 new room nights in 2024 (44%), and 1,541 new room nights in 2025 (21%). The agreement for 2024 remained consistent in both reimbursement and required convention sales figures as stated for 2023. As required in the contract, the CVB provided City staff with a final 2024 year-end report in May 2025. Given the delay in the final 2024 year-end report, the consideration of an agreement for 2025 was also delayed and subject for retrospective consideration.

City staff received the enclosed correspondence from the CVB in January, requesting full funding of $361,049 retrospectively for the 2025 calendar year, and an increase to $371,830 for the 2026 calendar year to reflect a three percent (3%) increase.

City staff has expressed concern to the CVB of the continued shortfall of meeting agreement convention sales goals for the 2023 and 2024 calendar years, with the same result in the 2025 calendar year without an agreement. City staff proposes to compensate the CVB for its tourism marketing services for 2025 in the amount of $189,912 in consideration of the historical forty percent (40%) of the annual agreement amount of $361,049 ($144,420), and $45,492 for convention sales in consideration of meeting twenty-one percent (21%) of the previously established new room nights sales goal.

A one-year agreement is recommended to allow the City and CVB to adjust the revisions and metrics that will be tracked for performance, returning to the City Council at the end of 2026 for consideration of a one or two-year agreement that would cover 2027 and/or 2028. City staff has met with a designated CVB Board subcommittee and recommend the following for the 2026 calendar year only:

1. CVB to hire a dedicated, qualified convention sales position;

2. Reduce new room nights booked goal to 3,500 for 2026 only;

3. Maintain new room nights assisted booked goal of 2,000 (not a city-wide convention);

4. CVB to provide quarterly convention sales reports for coordinated City staff and CVB Board review;

5. City to pay up to $361,049 for the 2026 calendar year, paying $334,332 in March as the full-year tourism marketing payment of $144,420 and $189,912 for services provided without an agreement in 2025, making the prorated half-year convention sales payment of $18,052/month upon verifying the hire of a qualified, dedicated convention sales position, and the balance of the agreement compensation of $180,524 in July.

6. CVB not to direct City staff, but to coordinate with the City Manager, Assistant City Manager and Convention Center Manager.

Fiscal Impact:

The General Fund (Fund 001) Division 1021 has budgeted $368,300 for the current fiscal year with the same budgeted amount proposed for the upcoming 2026-27 Fiscal Year, of which $197,163 would be appropriated from next fiscal year. No changes to the City contribution amount are being proposed at this time, and the ongoing expense for the CVB agreement beyond the current fiscal Visalia City Council Printed on 2/13/2026Page 2 of 3

year is dependent upon Council action.

Prior Council Action:

April 15, 2024: City Council approved a one (1) year agreement for 2024 with the Visalia Convention and Visitors Bureau for $361,049 (24-0145)
December 20, 2021: City Council approved a two (2) year agreement for 2022 and 2023 with the Visalia Convention and Visitors Bureau for $347,163 and $361,049 respectively.

Alternatives:

1. Do not enter into an agreement with the CVB.

2. Direct staff to renegotiate the agreement with different parameters.

Recommended Motion (and Alternative Motions if expected):

I move to authorize the City Manager to negotiate and enter into an agreement with the Visalia Convention and Visitors Bureau for January 1, 2026 - December 31, 2026 for a contracted amount of up to $361,049, in addition to $189,912 for services provided without an agreement for the 2025 calendar year, for a total amount not to exceed $550,961.

Agenda Item Wording:

Designate City owned property into public right of way - Adopt Resolution 2026-03 designating City owned property located at the northwest corner of Roeben Street and Howard Avenue into the public right of way system.

Agenda Date: 02/17/2026
Prepared by:

Jason Huckleberry, Director of Eng and Building, (559) 713-4495, [email protected] Department Recommendation:

Staff recommends that the City Council adopt Resolution 2026-03, designating City owned property located at the northwest corner of Roeben Street and Howard Avenue into the public right of way system.

Summary:

San Joaquin Valley Homes, the developer of the Elliott Subdivision Phase 1, including a 4.1-acre City owned park parcel, has coordinated with Southern California Edison (SCE) to provide essential utility infrastructure near and around the developer’sresidential subdivision and City park parcel. SCE’s approved plans provide power to the new residential development and the future City park but require additional City property be dedicated for public right of way to ensure SCE facilities can be installed properly. The City owned property being converted into public right of way is a landscape outlot adjacent to Roeben street that was dedicated with the Elliott Phase 1 final map.

This dedication of City owned property is being requested in lieu of providing a specific SCE easement that they have requested. The dedication of public right of way for the areas described in Attachment A & B provides SCE with full rights as conveyed in existing franchise agreements.

Background Discussion:

On August 19, 2025, the Elliott Subdivision Phase 1 final map was recorded, subdividing the 25.4- acre area into 83 residential lots and an approximate 4.1-acre parcel dedicated to the City of Visalia for a future neighborhood park. The development project has progressed and is preparing to install final electrical facilities for the residential development, which includes the frontage across the City park parcel. The utilities being installed surrounding the project will provide future services to the new neighborhood and City park once developed.

Fiscal Impact including annual maintenance and operating costs:

The approval of this agenda item has no fiscal impact, the outlot areas being converted to right of way are already maintained through a landscape and lighting assessment district.

Designate portion of City owned property into public right of way - Adopt Resolution 2026-05 designating portions of City owned property located at the northwest and southwest corners of McAulliff Street and Evergreen Avenue into the public right of way system.

Prepared by:

Jason Huckleberry, Director of Eng and Building, (559) 713-4495, [email protected] Department Recommendation:

Staff recommends that the City Council adopt Resolution 2026-05, designating portions of City owned property located at the northwest and southwest corners of McAuliff Street and Evergreen Avenue into the public right of way system.

Summary:

PWV Capital LP, the developer of the Pearl Woods Phase 1 subdivision has coordinated with Southern California Edison (SCE) to provide essential utility infrastructure near and around the developer’s residential subdivision. SCE’s approved plans provide power to the new residential development but require additional City property to be dedicated for public right of way to ensure SCE facilities can be installed properly. The City owned property being converted into public right of way is a portion of landscape outlots adjacent to McAuliff Street that were dedicated with the Pear Woods Phase 1 final map.

This dedication of City owned property is being requested in lieu of providing a specific SCE easement that they have requested. The dedication of public right of way for the areas described in Attachment A & B provides SCE with full rights as conveyed in existing franchise agreements Background Discussion:

On August 21, 2025, the Pearl Woods Phase 1 subdivision map was recorded, subdividing the 18.29- acre area into 105 residential lots. The development project has progressed and is preparing to install final electrical facilities for the residential development. The utilities being installed surrounding the project will provide future services to the new neighborhood.

Fiscal Impact including annual maintenance and operating costs:

The approval of this agenda item has no fiscal impact, the outlot areas being converted to right of way are already maintained through a landscape and lighting assessment district.

Prior Council Action:

July 21, 2025 - Council approved the Pearl Woods Phase 1 final map for recording.
