Installation Recommendations
These steps may be modified to reflect different bioretention applications or site conditions:

1. Construction of the bioretention area may only begin after the entire contributing drainage area has been stabilized with vegetation, mulch, asphalt, or other means. It may be necessary to swales or other inlets while the detention area is being constructed. The proposed bioretention sites shall be checked for existing utilities prior to any excavation.

2. The City Inspector and Contractor shall have a preconstruction meeting, checking the boundaries of the contributing drainage area and the actual inlet elevations to ensure they conform to the original design.

3. Temporary erosion and sediment controls are needed during construction of the bioretention areas to divert stormwater away from the detention area until it is completed. Special protection measures, such as erosion control fabric, may be needed to protect vulnerable side slopes from erosion during the construction process.

4. Excavators or backhoes shall work from the sides to excavate the detention area to its appropriate design depth and dimensions. Excavating equipment shall have buckets with adequate reach so they do not sit within the footprint of the detention area.

5. The bottom soils shall be ripped to a depth of 12 inches and recompact to 90% relative compaction.

6. Construct storm drain structures and install 30 mil HDPE impermeable liner by Liner Company (or approve equal) along all the sides of the BMP. Install 8” PVC (SDR-35) perforated and solid pipes, and cleanouts as depicted in the Plans.

7. Install 8” minimum of 1-1/2” crushed rock layer over pipes, pack, and ensure 1” minimum cover over the underdrain pipes.

8. Install cleanout cap per the Plan. Do NOT solvent weld cap on. Cap must be removed for periodic maintenance and cleaning.

9. Install filter fabric US 115 NW by US Fabric (or approved equal) to be turned up 6” along all edges.

10. Deliver the soil media from an approved vendor and store it on an adjacent impervious area or plastic sheeting. Apply the media in 12-inch lifts until the desired top elevation of the detention area is achieved.

Wait a minimum of 3 days to check for settlement, and add additional media, as needed, to achieve the design elevation.

11. Construct earthen berms.

12. Landscape and irrigate according to the plans and specifications.

13. Place the shredded wood mulch in the cells and spread.

14. Conduct the final construction inspection.

800-1.2.5 Mulch.

MODIFY as follows:

Mulch shall be as designated in accordance with the requirements herein. Mulch shall be from a bulk source approved by the Engineer or their designated representative in advance of delivery to the Work site.

Rock Mulch: Desert Gold, 3/4” Diameter. By Southwest Boulder and Stone. (1-877-792-7625) or approved equal. Contractor shall submit a 5 lb. sample of the Rock Mulch for approval by the Engineer prior to delivery of material to the site.

Re: N. Santa Fe Ave Corridor Landscape and Irrigation Project with New Pedestrian Crossing at Washington Street CIP No. 8360 Dear Jason Rivera,
Kimley-Horn and Associates, Inc. (“Kimley-Horn” or “Consultant”) is pleased to submit this letter agreement (the “Agreement”) to the City of Vista (“City”) for providing Construction Drawings, Specifications, and Estimate (“PS&E”) for the N. Santa Fe Ave Corridor Landscape and Irrigation Project with New Pedestrian Crossing at Washington Street CIP No. 8360 ("Project").

Kimley-Horn will contract with the following sub consultants:
 Underground Solutions, Inc. – Dry Utility Potholing

AutoCAD 2024 will be utilized for all base files and deliverables within this scope. The files can be saved down to an earlier version (AutoCAD 2015), if requested by the Client.

SCOPE OF SERVICES
Kimley-Horn will provide the services specifically set forth below.

PROJECT UNDERSTANDING
We understand that the City received a USDA Forest Service grant to plant 125 trees in the median and along both sides of a 1.3 mile stretch of N. Santa Fe Avenue from Vista Village Drive to W. Bobier Drive. Additional City funding will be used to design and install a new midblock pedestrian crossing at E. Washington Street and N. Santa Fe Ave intersection. This mid-block crossing will improve the pedestrian connection to and from the Vista Transit Center mitigating pedestrians hazardously crossing the median at the left turn pocket in the northbound direction where there is an opening in the median. The proposed project will remove, replace, expand, and/or upgrade the existing aging irrigation systems for the existing landscaping and proposed trees. Trees will be carefully selected using the US Forest Service resources and guidelines which will also meet the City’s standards. Coordination with the City’s Project Manager and the Public Works Landscape Manager will be critical and exercised early in the design process to get consensus and alignment. We understand that modifications to the existing median hardscape, sidewalks, landscape, and irrigation will be required to achieve the goals of the grant. We will be mindful to minimize impacts to private property and maximize the preservation of mature landscaping and healthy trees. Additionally, our design will take into consideration constructability, construction costs, and long-term maintenance costs.

TASK 1 – PROJECT INITIATION, MANAGEMENT AND COORDINATION Kimley-Horn will complete project management, coordination, and invoicing administration for up to eight (8) months during the design phase. Kimley-Horn will coordinate with the City during the life of the design phase of the project up to the effort identified in the fee proposal.

This could consist of phone calls and/or site and office meetings to discuss specific project related items. Kimley-Horn estimates up to two (2) in-person and four (4) virtual meetings with City Staff for the duration of the design phase of the project. It is assumed that each meeting will be one (1) hour and require up to one (1) hour of preparation and will have up to two (2) Kimley-Horn team members in attendance.

Kimley-Horn will attend one (1) kick-off meeting with the City to discuss the project parameters, project considerations, schedule, and budget. The City shall provide directions on key design intent and site constraints, issues prior to starting the design process.

Kimley-Horn will provide prevailing wage monitoring and compliance in accordance with the City’s Labor Compliance Monitoring Program.

Deliverables:
 Meeting agendas/ minutes (PDF Format)
 Progress reports (PDF Format)
 Project documentation (PDF Format)
TASK 2 – DATA COLLECTION AND FIELD REVIEW
Task 2.1: Review Records, Base Mapping and Field Verification Kimley-Horn staff will draft in the existing curb lines along the corridor based on the latest aerial. Kimley-Horn will review record drawings and other readily available documents provided by the City and/or utility providers within the project limits. A utility base file in AutoCAD will be created to map existing wet and dry utilities based on the readily available information provided. Known utility types, sizes, materials, and as- built drawing numbers will be referenced and distributed to the design team. Utility research extents will be limited to the confines of the project boundary as described in the project understanding.

Up to two (2) Kimley-Horn staff will perform two field visits to document existing field conditions. Field notes and pictures will be taken to supplement design. Field verification will include documentation of visible above ground utilities (manholes, valve-cans, water meters, valve cans, irrigation equipment and other at grade-structures). Field work will also include evaluation and inventory of existing landscape, trees, irrigation, equipment, meters, points of connection to determine which features can be utilized and integrated in the design to maximize the tree canopy and preservation of existing trees.

Deliverables:
 Wet and Dry Utility Base Map (AutoCAD 2024).
 Facility Maps obtained from Utility Providers (available upon request).  Utility notification letters and responses (available upon request).  Field notes, sketches, and photographs (upon request).

Task 2.2: Potholes
Kimley-Horn will prepare a pothole exhibit identifying up to four (4) locations that will require underground investigation. Additional conflicts identified will be brought to the City’s attention for further review. Additional potholes can be provided as an additional service. This task will be performed in conjunction with Task 3 and 4.

Upon the City’s approval of the pothole exhibit, Kimley-Horn will contract with Underground Solution, Inc (USI) to pothole the agreed upon locations (up to four potholes). USI will obtain USA mark-outs and locate and identify underground utility pipes and conduit locations based on the utility mark-outs prior to potholing. USI will prepare a pothole report identifying the utility type, size, material, and depth from top of pavement. Potholed utilities will be adjusted to reflect accurate field conditions prior to submittal of final utility base file. 05/27/2025
