9 V. THE REC REVIEW APPROACH
REC designed a systematic approach to review services to provide the City of Vista with a streamlined, efficient, and reliable pro duct. Our multi-layer approach centers close collaboration among all team levels, providing a comprehensive and reliable examination of plans, reports, and technical applications for project design. Our review approach ensures that projects do not merely check boxes but also lead with a technically robust and constructible design. The following steps outline our approach:
Step 1: Project Intake
Upon receiving a n assignment, REC will retrieve the project plans to ensure compliance with the City’s 15 -day turnaround requirement for initial reviews and 10 - day turnaround for subsequent reviews . The project lead er evaluates the scope and complexity of the submittal to determine the appropriate internal reviewers and allocate the necessary technical resources. This critical first step ensures each project is staffed effectively, setting the foundation for a thorough, and timely review.
Step 2: Project Engineer Review
REC's Project Engineer initiates the review process with a detailed redline of the submitted plans, guided by the City of Vista's Engineering Standards and project - specific Conditions of Approval. This foundational review identifies minor design inconsistencies and ensures general conformance with standard engineering practices. In addition to verifying compliance with approved entitlement documents (Tentative Maps, Site Plan, Preliminary Grading Plan), the engineer assesses alignment with drainage design c riteria, stormwater quality standards, environmental requirements (especially RWQCB-compliant design when applicable) , FEMA regulations, and the City's Grading and Drainage Ordinances. The Project Engineer also confirms adherence to the City's Engineering and Stormwater Design Manuals.
Upon completing the review, the engineer compiles an initial comment report and, when applicable, prepares a Conditions of Approval Matrix to ensure a clear connection between design obligations and review findings.

10 Step 3: Technical Review
Following the initial review, REC’s Senior Engineer leads a second, in -depth technical evaluation to validate and refine the preliminary findings. This collaborative review with the Project Engineer ensures the accuracy and relevance of each comment while incorporating higher-level analysis focused on hydrology, hydraulics, calculations, and project-specific design assumptions. The Senior Engineer provides additional insight into constructability, public safety, and long-term functionality, confirming compliance with RWQCB rules, City Ordinances, and industry standards. This tiered approach provides technical depth, reduces oversight, and reinforces REC’s commitment to delivering precise, actionable, and pertinent comments and recommendations.
Step 4: Quality Assurance and Quality Control
This final level of review is a critical step in ensuring that the City receives accurate, comprehensive, and technically sound comments. REC’s project lead conducts a detailed final evaluation in coordination with the review team, providing a rigorous quality assurance and control check before any recommendations are issued. This process determines whether a project is ready for approval and sign -off or, when necessary, identifies the need for redesign to meet City standards. To maintain accountability and transparency, the project leader signs and stamps the review comments list and assumes full responsibility for the content and integrity of the comments provided. When the REC team identifies extensive or unresolved issues — particularly those carried over from previous submittals, REC may recommend and facilitate a meeting between City staff, the private Project Engineer, and REC’s review team to clarify requirements and expedite resolution. This collaborative approach ensures that all parties agree on the design approach, minimize liability, and uphold the City’s public safety, performance, and compliance standards.

VIII. CONCLUDING REMARKS
REC is well -positioned to provide the City of Vista with exceptional stormwater, drainage, and water quality review services led by industry experts with deep knowledge of regulatory agencies, municipal processes, and decision -makers. More importantly, our experience at times has led to collaboration with project designers to correct hydraulically unsound assumptions and suggest more cost -effective designs.
In other instances, REC has collaborated directly with other Cities in advanced projects when their i nternal guidelines do not provide sufficient clarity in complex hydraulic scenarios. In other instances, REC has written specific conditions of approval for uncommon flooding situations such that the City is protected from liability but at the same time moving project design and approval.
Our proven experience, representative work, and structured review approach reflect a commitment to technical excellence, regulatory compliance and adherence to City and public interests . With decades of collaboration alongside municipal staff, REC has cultivated strong professional relationships that support efficient coordination and the resolution of complex challenges when necessary . Our team’s practical insight and problem-solving mindset allow us to ensure that all project documents conform to the City of Vista’s codes, engineering standards, and BMP and Drainage Design Manuals while fully complying with the State MS4 Permit and corresponding RWQCB regulations.

Review l City of Oceanside
Initial reviews prepared by Dr. Parra determined there was erroneous detention analysis at project level, and an erroneous consideration of tailwater conditions. The project encroachment into a ponding area impacted the overall peak flow downstream significantly and such impact was not considered in the downstream analysis. REC convinced the City to ask for HEC RAS analysis and flooding estimation to prove flooding up and downstream and increases in peak flows downstream would have no impact on properties adjacent to the creek or downstream erosion impacts.

City of Oceanside – Plan Review Projects
Project: Ocean Kamp
Review Scope: CLOMR Application, SWQMP (HMP Exempt), Drainage Report Client: City of Oceanside
Contact: AJ Bartleet, Associate Engineer, City of Oceanside Review Timeframe: January 2025 to June 2025 (final review is pending)
REC’s Dr. Parra provided an innovative analysis approach and recommendations to allow the City of Oceanside to determine a retention standard of care for this particularly complex project, in addition to the standard design work required. The Ocean Kamp project included the following:
CLOMR Review: REC reviewed the CLOMR application before submitting to FEMA .
The City of Oceanside needed to ensure the engineer of record conducted a proper analysis to sign the CLOMR application for FEMA review. REC’s review helped reduce the processing and approval time by FEMA.
Complex Drainage Review: Dr. Parra performed a statistical analysis of the San Luis Rey River flooding levels using USGS data to assist the City with the following:
1. Establish temporary retention criteria for projects draining into a flooding creek at a higher elevation than the project that are protected by a levee and flap-valves installed in the discharging pipes.
2. Multiple criteria were developed based upon USGS data for the San Luis Rey River to support storm drain design and coincidental analysis of adjacent watershed areas associated with the river and the project.
SWQMP Review: REC reviewed the SWQMP for the project, which included over 12 bioretention BMPs. REC has completed the first and second review submittals; the final review is pending.
The City of Oceanside adopted REC’s innovative solution and recommendations as the City standard to be followed by the design team for the Ocean Kamp project and in any future project impacted by the San Luis Rey River flooding levels.

City of Oceanside – Plan Review Projects
Project: Coastal Rail Trail
Review Scope: CLOMR review at downstream end of Loma Alta Creek – Avoidance of alteration of FEMA flooding levels
Client: City of Oceanside
Contact: AJ Bartleet, Associate Engineer, City of Oceanside Review Timeframe: April 2025 to June 2025 (final review is pending)
The Coastal Rail Trail project presented REC with an extraordinary technical challenge to match our team's advanced skills. The City of Oceanside has an ordinance requiring zero over-elevation in floodways. Installing piers for a new bridge slightly increa ses the water elevation upstream, as the flow is subcritical, and the piers slightly reduce the effective area of flow. This over-elevation is eventually mitigated upstream but does not comply with The City requirement for zero over -elevation. Modification s in the section of the creek will require new submission of complex environmental permits and alter the design of many features, and vegetation removal to reduce channel friction could lead to additional, costly, and time -consuming environmental permittin g. Dr. Parra notified the City of the physical and regulatory constraints for the project to satisfy the broadly applied review conditions.
REC then recommended assigning proper flow changes at each section of the creek instead of using the simplistic FEMA approach of constant flow for long river reaches with sudden flow changes after a long stretch of river, determining the proportional flows to the contributing area, which can be assigned from the USGS Streamflow model. Dr. Parra's recommendation were discussed with the project designers as a numerical alternative to prove that a detailed analysis shows less flow depth than a simplified FEMA analysis and, therefore, the project satisfies the City of Oceanside's ordinance. This in turn will imply that a FEMA review is not required. The final solution is still pending, but The City agreed with Dr.
Parra's approach.

City of Carlsbad – Plan Review Projects
Project: Alicante Apartments
Review Scope: Preliminary Hydrology and Hydraulic Studies Client: City of Carlsbad
Contact: David Rick, Associate Engineer, City of Carlsbad Review Timeframe: May 2024 to August 2024
Initial reviews prepared by Dr. Parra determined an erroneous detention analysis at the project level and an erroneous consideration of tailwater conditions. The project's encroachment into a ponding area impacted the downstream peak flow, significantly increasing the peak flows from 397 cfs to 450 cfs. Such an impact was not considered in the downstream analysis (this impact was much more significant than the decrease in peak flow by less than 1 cfs due to the project itself).
Flooding conditions of the reduced pond volume increased the ponding level upstream by over 2 feet of additional elevation. REC demonstrated to the City of Carlsbad that it was a liability for the City to approve the project without accounting for regional impacts up and downstream, even though the Master Drainage Plan did not detect the ponding impact of the property. With the REC provided evidence, the City directed the project designers to prepare an additional HEC -RAS analysis and flooding estimation to prove that flooding upstream and downstream plus increases in peak flows downstream had (a) no impact on properties adjacent to the creek or (b) downstream erosion impacts. 08/26/2025

City of Carlsbad – Plan Review Projects
Project: Raceway Industrial
Review Scope: SWQMP, Drainage Report, and HMP Report – Preliminary and Final Design Client: City of Carlsbad
Contact: David Rick, Associate Engineer, City of Carlsbad Review Timeframe: November 2021 to June 2022
REC completed a highly complex project design review involving multiple BMPs, pump system design, Drainage Report, and Hydromodification Report (HMP) prepared with the San Diego Hydrology Manual (SDHM).
The project was particularly challenging due to the design team's initial hydraulic errors in the pump system design and the diversion structure partition estimate. Despite these challenges, REC, under the guidance of Dr. Parra, was able to offer correctio ns and modifications for the design team to incorporate them into the SWQMP and the pump system. REC also provided valuable feedback on design inaccuracies and proposed solutions for the design engineer to integrate into the design.
Dr. Parra's approach saved over $300,000 in pump and excess detention facilities while correcting design deficiencies. The design review went through four rounds of comments for initial approval and only one round for final approval, with no changes made by the design engineer in the final design, ensuring the project's stability in terms of the number of BMP s, minimized pump systems only for low flows, and optimized drainage pipes (only minor area updates).

San Diego Regional Water Quality Control Board Presentation
Subject: Climate Change and BMP Design: A Statistical Analysis of Long-Term Precipitation Data to Justify and Update of BMP Design Parameters Due to Climate Change Date: August 16, 2022
Contact: Erica Ryan, Water Resource Control Engineer – Storm Water Management Unit
Dr. Parra prepared a 90 -minute presentation to the San Diego Regional Water Quality Control Board (RWQCB) regarding an analysis of BMP Parameters for Water Quality and Hydromodification design, as affected by climate change and based on 75 years of 100% complete hourly precipitation records on San Diego Lindbergh Airport. The analysis proved the following:
1. There is no statistical evidence that the average annual precipitation has changed recently beyond historical precedents.
2. There is strong evidence that the average hourly intensity has increased recently, and flow-based parameters for design need to be updated (i.e., to reach a desired level of treatment, a higher intensity value is needed now as compared to 40 years ago)
3. Volume-based BMPs must increase as the percentage of by -passed runoff has increased.
4. Hydromodification BMPs must be designed with shorter and more recent precipitation records of rain (larger than 30 years but smaller than 40), as the rainfall distribution has become more skewed (drier days are more common, but so are high- intensity events , with the overall balance being a shift in rainfall distribution but having the same average).
A significant observation is that natural systems do not comply with the hydromodification rules indirectly established in the current RWQCB permit if the same natural terrain is analyzed with data from 1950 to 1985 and compared with the analysis using the data from 1986 to 2021: the basis for comparison needs to shift to the most recent past.
The underlying project analysis and presentation were pro bono, as the RWQCB does not hire consultants to do work to avoid biases for compliance. Nonetheless, this type of work enhances the excellent relationship that the personnel from REC (especially Dr. Parra and Mr. Walker) have with the RWQCB. REC also presented the data to the City of San Diego staff and can be provided to any municipality upon request. The RWQCB agreed with the findings and is open to technical updates of BMP Manuals by Copermittees that can improve BMP design by making it more resilient, environmentally efficient, optimal, and economically feasible.

2. PROPOSED TEAM
Scope of Work
NV5 has been providing drainage and water quality plan
check support services to municipal clients throughout
Southern California for more than 25 years. Our technical reviewers are seasoned individuals that have been working in and supporting clients in San Diego, Orange, Riverside, and San Bernardino counties for the past two decades.
We are thoroughly familiar with the current San Diego MS4 permit requirements, and we have experience both on the implementation (design) side and plan checking side of
projects. We firmly believe that water quality and drainage issues go hand in hand and are able to provide comments that address these issues holistically to better serve
applicants needs.
Our team is proposing to provide plan review services for stormwater management plan and drainage report review
services, including, but not limited to:
• Entitlement Review, including Code Requirements
and Conditions of Approval for city staff, Planning
Commission and/or City Council approval
• Grading Plans, including preliminary grading, mass
grading, rough grading and precise grading plans
• Street Improvement Plans, including street widening,
rehabilitation and new street plans
• Storm Drainage Plans
• Checklists for determination of project category
• Storm Water Quality Management Plans
• Hydrology and Hydraulic Calculations and Reports
• Erosion and Sediment Control Plans
• Geotechnical report review
• Landscape Plans
NV5 can provide all of the services outlined in the City’s RFP. Included below is a brief standard approach to
providing these services, which can be tailored to fit the City’s needs.
Work Plan/Approach
Our primary approach is to serve as a direct extension
of the City staff. NV5 will take every measure possible to see that the City’s timeline is met. It is our intention to consistently beat the plan review turnaround times
while assuring continuous quality and reasonable
implementation of the state codes and all local
amendments. We will put forth a coordinated effort and
responsibility to track and coordinate all applications or requests received in the City.
All plan check services will be driven by the accepted
engineering and industry professional practices, and will comply with the applicable state and local stormwater
regulations. Turnaround times of plan checks are
crucial, and we intend to return plan checks within
the timelines outlined by the City. We continually train existing employees and recruit new talent to exceed the expectations of our clients.
We understand how essential it is for individual
departments to work together in order to build a
successful project. Our philosophy is to work closely with all departments, divisions and agencies to eliminate
redundancy and increase efficiency. We understand
the difficulties in interpreting design standards and
regulations, and we take pride in providing solutions for your constituents.
Outlined below is the general process the NV5 team
utilizes to provide plan review services for drainage and water quality reports. This is presented as a guideline to be adjusted according to the processing procedures of
your jurisdiction. We will work with the City in a seamless manner for review of plans for code compliance and are
proactive in keeping projects moving to the finish line.
Deliverables
Deliverables for a typical plan check project include:
• Cost confirmation letter (if required)
• Signed comment letter with checklist
• Redlined plans
In compliance with state law, all plan check services will be performed by or under the responsible charge of a
California licensed professional eligible to prepare and sign the professional study being reviewed, including,
but not limited to, Drainage reports, Stormwater Quality Management Plans, Storm Water Pollution Prevention
Plans and Erosion Control Plans, and Hydromodification

Analysis. All plan review memos will be signed and sealed by a duly licensed professional.
SUBMITTAL SEQUENCE
Each submittal will generally follow the following sequence:
First Plan Check
The initial plan check will be comprehensive and identify all significant issues. It is important to present significant issues to the developer as early in the review process as possible, so that the developer can respond in a timely manner. In addition to the typical scope of services, the first plan check will include the following:
• Plan Review Checklist
• Review of Conditions of Discretionary Approval, if
applicable
• Redline comments provided in specific report and on
plans (if provided as reference)
For drainage study reviews, our our first check will
concentrate on the following items:
• Using correct methodology that conforms to County of
San Diego Hydrology and Hydraulics Manuals as well
any City standards/requirements
• Review of Hydromodication and Detention Basin
Analyses
• Review of FEMA maps and drainage exhibits to make
sure information matches analysis and is presented
clearly
For SWQMP reviews, our first check will focus on the
following items:
• Correct identification of all Drainage Management
Areas (DMAs) and confirmation that all im
pervious
areas are treated
• Review of Infiltration Test Results and correlation to BMP selection
• Understanding of proposed drainage system and
proposed water quality treatment BMPs
• Treatment BMP calculations
• Review of any proposed proprietary devices
Subsequent Submittals
Plan check resubmittals are reviewed for completeness
and to determine if all previous comments have been fully addressed. If the developer has made significant changes to the submittal, new review comments may be necessary.
The NV5 plan checker will identify remaining deficiencies in the documents for subsequent reiterations of the plan check submittals.
Final Review
We anticipate that after no more than three (3) plan
checks, NV5 will request that the developer submit final plans and associated documents, as required by the City for final review. NV5 will confirm that plans are complete and that all associated documents have been submitted.
NV5 will then provide an approval letter and other required documents and transmittals, depending on the type of
review.
Transmittal
NV5 will maintain accurate and comprehensive records
related to all plans, calculations and documents received.
Our team is experienced in providing digital plan review and will accept, review and return plans electronically if the City desires.
We will screen and log every application to assure they are routed to all plan checkers in a timely manner. All submittals are checked for compliance with relevant
state and local requirements. The log serves as a tracking device to assure turnarounds and completeness of review.
Corrections
NV5 will assure that corrections are handled as quickly and as clearly as possible. We will identify all corrections based on compliance with specific standards, municipal
codes and regulations. We will provide notes on the reports and plans as appropriate.
Each project will be reviewed with strict adherence to our company policy of independent objectivity as a third party.
Projects have ranged from the simple to the complex
across all types of construction. Our wide exposure and expertise allow us to provide impartial and comprehensive plan reviews clearly indicating the applicable codes and standards and documenting noted deficiencies. Our
reviews are individually prepared for each project and, while we use Agency standard checklists as a basis for
our review, we also review each individual project for site- specific impacts and technical merits — including boundary conditions and general construction considerations. Our Plan Review Reports are written to provide the design
team with a clear and concise understanding of the issues.
Comments from each discipline are grouped together for
easy reference, and each comment references a specific
item in the plans or specifications as well as a reference.
Approvals
Upon completion of each plan review, plans and supporting documents will be returned to the City recommending

2. PROPOSED TEAM
approval. Approval will only be given when all compliance issues are resolved to the best of our team’s knowledge and all requirements of the City are satisfied.
Accelerated Plan Review
In most cases, we will complete the initial plan review in 10 working days and considerably less time for re-checks.
However, some plans may require expedited review. At
your request, we will perform plan review services within an accelerated time frame. Accelerated plan review may
require an additional fee, agreed upon by the applicant and NV5.
Meetings
We will conduct and coordinate all communications with
the City for plan review comments to assure that plan
review issues are handled efficiently. During the plan review process, we are prepared to meet with City staff and the applicant at any time. Our goal is to issue approved plans as quickly as possible, but in full compliance with local codes, ordinances and guidelines. Our experience suggests greater involvement early in the design process yields
exceptional benefits. For example, it is very helpful when we are invited to participate in Development Review meetings for projects subject to the Planning Review process.
MANAGEMENT PLAN + QA/QC
Our managerial approach is based on shared expectations and clear and consistent communication with City staff
throughout the delivery of projects. We will implement
a comprehensive program based on best practices to
validate that each and every review is thorough, accurate, consistent and timely. The specific action items in our process include:
• Coordination and Communication: Our staff will
handle the necessary administrative functions,
such as project tracking, managing project controls,
maintaining and distributing communications,
reviewing agendas and ordinance issues, and fielding
calls on project status.
• Reliable and Responsive Service. Our project
manager will provide proactive communication, utilize
proven project management tools and best practices,
and will anticipate your needs and quickly respond
with accurate and detailed information every step
of the way. We are available to meet with the City at
kickoff and progress meetings to discuss procedures,
projects, and to maintain momentum and project
schedules.
• Efficiently Meet Turnaround Deadlines and Maintain
Development Momentum. An emphasis will be
placed on our staff’s experience with the City and
requirements to proactively facilitate communication
and processing. We will work to assure proven quality
assurance and schedule control measures are
implemented.
• Maintain Accuracy and Cost Savings Through
Proven Processes and Continuity. We can implement
integrated, standardized processes, including
electronic plan reviews that will be utilized by
seasoned staff members who deliver plan review
comments that are consistent, thorough, accurate,
and done right the first time.
• Analyzing Submittals: Our team will review and
assess initial submittals for completeness, review
title sheets and non-technical issues; maintain files;
monitor due dates; monitor contract budget and
status tracking reports; and coordinate invoicing.
Consistency will be maintained by assigning the
project to the same reviewer that performed the
previous reviews, unless circumstances dictate
otherwise.
• Facilitating Quality Reviews: Our experienced
drainage and water quality plan reviewers will
routinely review agency standards, ordinances,
guidelines, and update checklists; write comment
letters; coordinate project returns; attend review
meetings; and communicate comments to the
applicant and designers. Because of our depth of
resources and project tools (checklists, comment
letters), reassigned projects can be reviewed without
missing deadlines or causing unnecessary rechecks.
• Providing Expertise: Our experts will provide a quality, comprehensive review of plans, studies, maps and
reports in accordance with all accepted engineering
practices, the Subdivision Map Act, applicable
regulations and City development standards. Our
experts are also available to meet with your staff to
clarify comments and discuss solutions, as well as
provide full and complete reviews for each project
that will minimize the number of resubmittals by the
customer.
• Quality Assurance/Quality Control: We are
committed to a Quality Assurance, Quality Control and
Constructability Review protocol for all deliverables
submitted to a client. Our QC policy requires our
project engineer and project manager to sign off on
the cover sheet and commit that they have reviewed
the submittal and are accepting responsibility for the
quality of the documents prior to being submitted for
review by peers.
