Landscape Architecture Design and Constructability Reviews CITY OF MOUNTAIN HOUSE | MOUNTAIN HOUSE, CA
Sr. Landscape Architect. Mr. Smyth leads a team of landscape architects and designers providing on-call design and technical review of third-party deliverables on behalf of the City of Mountain House, located in the San Joaquin Basin in central California. Working with other NV5 offices, his team provides the technical expertise needed to ensure compliance with local design standards as well as the Department of Public Works’ Standard and Supplemental Design, Construction Specifications, and Details. Most task orders require our landscape architects to engage with City staff and the design consultants to resolve questions and conflicts with other review disciplines.
Meadowlark Water Reclamation Facility
VALLECITOS WATER DISTRICT | CARLSBAD, CA
Sr. Landscape Architect. Mr. Smyth led the redesign of an existing landscape comprised of native and ornamental plants that have experienced unusual mortality from uneven irrigation application and exposure to the elements. Additional stresses on the plants growing on the site slopes comes from surface erosion that led to undesirable sedimentation in their stormwater system. Our recommended improvements included preserving all existing trees for soil stabilization, building new retaining walls on the steepest slopes, removing unhealthy shrub and ground-cover plants and replacing with native, drought-tolerant plants, covering all landscape beds with a durable, stable rock mulch, adding a new soft surface path, and replacing the existing irrigation system with a more efficient, low-flow point source bubbler and emitter irrigation system.
Foothill Boulevard, Verdugo Boulevard, and Angeles Crest Highway Landscape Median Replacement
CITY OF LA CAÑADA FLINTRIDGE | LA CAÑADA FLINTRIDGE, CA Sr. Landscape Architect. Our team provided engineering and landscape architectural design services to our client, who is interested in reducing maintenance, capturing stormwater, and improving the roadside aesthetics on a mile of existing streets. The existing median landscapes are a mix of turf grasses, degraded shrub beds, and street trees, little of which is indigenous. The replacement landscaping features tree protection and the removal of the turf, shrubs, and aged underground irrigation systems. Once the site soils have been repaired and the new irrigation system installed, the medians will be planted with compatible groupings of native, drought- tolerant shrub and ground-cover plants. To improve the stormwater capture and pre-treatment, the finish grades will be modified to slope inward from the curbs, which should aid in the on-site retention and infiltration without affecting the roadway base and sub-base conditions.

On-Call Plan Check Services
CITY OF SAN DIEGO | SAN DIEGO, CA
Plan Check Coordinator. Ms. Bowen is providing plan check coordination services for this as-needed contract. NV5’s first task consisted of providing (rapid) reviews for a backlog of over 150 building construction plans and water quality documents submitted by applicants seeking building permit approval, which was quickly cleared by the NV5 team within one month. This also included reviewing daily incoming new submittals that varied from 5 to 20 per day, which NV5 successfully managed concurrently with the backlog. With the backlog cleared, the City entered the “maintenance phase,” with NV5 assisting with current incoming rapid reviews, making sure that they were being reviewed in a timely manner. During this time, NV5 staff completed over 1,400 rapid reviews for the City and quickly built a strong and successful working relationship with the City and its staff. In 2023, NV5 was awarded a $2.5M As-Needed Plan Check and Inspection Services contract to supplement City staff and continue assisting the City with maintaining permit processing timeline goals.
Services provided under this contract include Building Plan Review and Engineering Plan Check Services, including plans for subdivision (residential) improvements, commercial developments, and infrastructure improvements within the City’s right-of- way, and Building Inspection Services.

i. For DMA-3, per the County's Fact Sheet SD-D for Permeable Pavement (Appendix E of County BMP Manual), Self-retaining permeable pavement areas have a ratio of total drainage area (including permeable pavement) to area of permeable pavement of 1.5:1 or less. The ratio for DMA-3 is 2.57:1. Please revise to meet the standards of the fact sheet.
j. Address all other redline comments on the SWQMP/Permanent BMP Plan sheet. Please note that additional comments may be forthcoming once the requested information on this exhibit is provided in subsequent reviews.
k. DeMinimus area for DMA 9 should be 250 sf or less per County BMP Manual. Exceptions may be made on a case-by-case basis and require approval from County staff. Please provide documentation showing County approves the larger deminimus area. l. Include all pre-treatment devices in the structural BMP table, including catch basin inserts or anything requiring long-term operations and maintenance for water quality purposes.

c. Include the Hydrologic Soil Group (HSG) Type that underlies the DMAs. d. Total Area for the Proposed Conditions is 2.32 acres. The Total Areas for both the Existing and Proposed Conditions should be similar. There is an increase of 0.03 acres in the Proposed Conditions. Please confirm the area. e. Provide the surface area of the proposed pavers.
f. Add note on plans: "No sealant shall be applied to constructed Permeable surfaces."
8. Page 6.1 – Self Mitigating DMAs - Providing missing information with next submittal. Sheet # should match the Grading Plan sheets so can verify consistency.
