1 CITY COUNCIL AGENDA REPORT
MEETING DATE: Tuesday, February 10, 2026
TO: CITY COUNCIL
WRITTEN BY: SR. CODE ENFORCEMENT OFFICER VARGAS
RECOMMENDED BY: INTERIM COMMUNITY DEVELOPMENT DIRECTOR MANNING APPROVED BY: TAMARA VIDES, CITY MANAGER
SUBJECT: CONFIRMATION OF COSTS EXPENDED IN THE ABATEMENT OF A PUBLIC NUISANCE AT VACANT LOT APN: 014-021-01, AND

AUTHORIZING THE PLACEMENT OF A SPECIAL ASSESSMENT ON THE

COUNTY TAX ROLL
RECOMMENDATION:

That the City Council adopt a resolution confirming the abatement costs and authorizing the recordation of liens and, if necessary, the placement of a special assessment on the vacant lot APN: 014-021-01 to recover the City of Watsonville’s costs resulting from abatement of nuisance conditions in August 2024.

BACKGROUND:

City staff has been actively addressing health and safety concerns and property maintenance conditions constituting a public nuisance on the vacant parcel identified as APN 014-021-01(the “property”) since July 2023. The property remains undeveloped and has a prolonged history of code violations and enforcement actions with the City. Persistent issues include illegal camping, accumulation of refuse, and overgrown vegetation.

Despite the City of Watsonville’s repeated efforts to achieve voluntary and sustained compliance through available administrative remedies. These effortsincluded issuing the property owner Notices of Violations and Administrative Citations. In addition, in March 2024, this City Council declared the Property a public nuisance and ordered the violations be abated. City Staff then attempted to work with the owner to allow them to complete abatement based on the Council’s order. Unfortunately, those efforts were unsuccessful. Consequently, the City sought, obtained, and executed inspection and abatement warrants to remediate the nuisance conditions on the property, which was completed in August 2024. The total

Page 405 of 462 ends

2 cost incurred by the City for abatement and related administrative expenses in 2024 was $145,760.68, as detailed in the attached Exhibit 1.

Following completing abatement, The City issued the property owner an invoice for the abatement costs at all known addresses; however, no payment has been received to date.

In accordance with the City of Watsonville Municipal Code (WMC) section 5-17.11 in the event of nonpayment, City staff shall prepare a report to the City Council itemizing the work done; the abatement costs and administrative expenses; a description of the real property. An itemized account of the abatement costs and administrative expenses were served upon the property owner on January 21, 2026, together with a notice of the time when such costs would be heard by the City Council for confirmation if payment was not received. A copy of the notice and report are attached hereto as Exhibit 1.

Staff is requesting the Council to review the report of the costs, hold a hearing as to the costs, and make any determination it sees fit as to confirming or modifying those costs. Upon confirmation of the final costs, if the owner does not remit payment, staff would be authorized to record liens against the property and to place a special assessment on the parcel in order to recover the outstanding costs.

Table 1 details the costs of the abatement as invoiced to the property owner (Exhibit 1).

Watsonville Municipal Code Section 5-17.12 provides authority for the City Council to confirm, as modified, corrected, or adjusted, the cost of abatement to allow City staff to place a Notice of Lien on the property to recoup the City’s cost to abate the public nuisance.

Should the Lien not be paid by June 1, 2026, City staff will request the County of Santa Cruz Auditor’s Office to place a special assessment on the tax rolls for the property. This will ensure the recovery of all outstanding payments due to the City at the time of the next regular tax collection or at the time the property is sold. Once the tax bill has been mailed, the lien will be released, since the tax bill will secure the outstanding amount owed to the City.

1 CITY COUNCIL AGENDA REPORT
MEETING DATE: Tuesday, February 10, 2026
TO: CITY COUNCIL
WRITTEN BY: ASSISTANT PUBLIC WORKS & UTILITIES DIRECTOR FONTES

ASSISTANT COMMUNITY DEVELOPMENT DIRECTOR MEEK
RECOMMENDED BY: PUBLIC WORKS & UTILITIES DIRECTOR LINDBERG

INTERIM COMMUNITY DEVELOPMENT DIRECTOR MANNING
APPROVED BY: TAMARA VIDES, CITY MANAGER
SUBJECT: REPORT ON INITIAL DRAFT OF VISION ZERO CORRIDOR STUDY RECOMMENDATION:

Staff recommend that the City Council receive a report on the initial draft of the Vision Zero Corridor Study and provide feedback to staff on its contents.

BACKGROUND:

On September 26, 2023, Council approved Resolution No. 190-23 (CM), accepting a California Department of Transportation (Caltrans) Sustainable Transportation Planning Grant for the City of Watsonville Vision Zero Corridor Study. The purpose of the grant was to
 Study the deaths and injuries that occur on the main transportation corridors in the City;  Re-imagine the transportation networks on main City transportation corridors;  Develop alternative concepts that work for all road users, including pedestrians, bicycles and vehicles;
 Work with stakeholders to create a concept plan and prioritization for one of the corridors.

DISCUSSION:

Project Overview
The Watsonville Vision Zero Corridor Study was initiated to address persistent roadway safety challenges within the City of Watsonville. The City has historically ranked among the highest in California for pedestrian and bicycle collisions, with 65% of serious injury and fatal crashes involving these vulnerable

Page 420 of 462 ends

2 road users despite their low share of overall trips. In response, on January 16, 2018, the Watsonville City Council approved Resolution No. 7-18 (CM), adopting the goal of Vision Zero, to eliminate traffic fatalities and serious injuries by 2030. Subsequently, the City Council adopted a Vision Zero Action Plan in 2021 and secured a Caltrans Sustainable Transportation Planning Grant in 2023 to advance this work. Ecology Action served as co-awardee of the grant and led outreach and drafting efforts, while Fehr & Peers provided technical analysis.

Transportation safety is an important concern for travelers of all ages and backgrounds. Recent crash data show that over a four-year period 13 people were killed because of traffic accidents in Watsonville.1 Improving transportation safety is essential to not only reduce fatalities but to ensure that everyone can travel on streets comfortably and safely.

The study began with an evaluation of six high-collision corridors—Airport Boulevard, Green Valley Road, Freedom Boulevard, Main Street, East Lake Avenue, and Riverside Drive—that represent most vehicle traffic in Watsonville. Based on collision data, roadway characteristics, and input from the Vision Zero Task Force, Freedom Boulevard was selected for detailed analysis and concept planning. The corridor is a major north-south route with approximately 24,000 daily vehicle trips and a mix of residential, commercial, and institutional land uses. Currently, it lacks bicycle facilities and has inconsistent pedestrian infrastructure, contributing to safety concerns for non-motorized users.

Long-range Planning Coordination
Focusing the Vision Zero Corridor Study on Freedom Boulevard also positions the City to coordinate nearterm safety and mobility improvements with long-range land use and transportation planning objectives.

As identified in the draft General Plan 2050, Freedom Boulevard is a priority area for infill, multi-family housing, and mixed-use development that leverages enhanced bus transit and supports neighborhoodserving retail and services. By re-envisioning Freedom Boulevard as a safer, more comfortable corridor, this effort lays the groundwork for transforming the roadway into a complete street that supports walking, bicycling, and transit while maintaining its role as a major north-south route. These changes not only reduce the risk of severe and fatal crashes but also help create a more attractive corridor for investment and better align with the City’s long-term vision for compact growth, housing production, and vibrant mixed-use environments that serve both existing and future residents.

Summary of Outreach Efforts
Community engagement was central to the Watsonville Vision Zero Corridor Study, designed to ensure that proposed improvements reflect both data-driven safety priorities and community needs. Outreach

Page 421 of 462 ends

3 was conducted in two phases between April and August 2025, using bilingual materials (English and Spanish) and multiple formats to reach diverse audiences, including families, active transportation users, local residents, and business owners.

Goals of Outreach
 Gather input on existing conditions and safety concerns.  Identify community priorities for Freedom Boulevard improvements.  Present and refine design alternatives based on public feedback.  Engage stakeholders—including elected officials, emergency services, and transit providers—to ensure feasibility and alignment with broader city goals.  The Vision Zero Task Force also served as a stakeholder group. Throughout the Study, the Task Force received regular updates at their bi-monthly meetings and provided feedback.

Phase 1: Visioning (April–May 2025)
 Purpose: Understand how people use Freedom Boulevard, what makes them feel safe or unsafe, and gather ideas for improvements.
 Methods:
o Pop-up events at community gatherings such as Earth Day, food distributions, and school site councils.
o Online survey with map-based comment features.
o Capacity Workshop with city officials, fire and police departments, and community leaders to discuss corridor challenges and envision future improvements.  Key Findings:
o Speeding was the top safety concern, followed by lack of bike lanes and insufficient crosswalks.
o Sidewalk gaps and poor conditions hinder accessibility, especially for wheelchair users and families with strollers.
o Community members expressed strong interest in adding bike lanes, lowering speeds, and improving pedestrian crossings.

Phase 2: Co-Design (August 2025)
 Purpose: Share draft design alternatives and gather feedback on trade-offs between safety improvements and traffic flow.
 Methods:
o Pop-up events at five locations, including National Night Out and school presentations. o Public workshop featuring a gallery walk of design renderings and focus group discussions.
o Online survey with bilingual content and trade-off questions.

Page 422 of 462 ends

4  Key Findings:
o Strong preference for improved pedestrian and bicyclist safety: 77% of respondents prioritized safety over concerns about added driving time. o Positive feedback on features like protected bike lanes, expanded sidewalks, and median turn lanes.
o Concerns included potential congestion, emergency vehicle access, and maintenance of bike lane barriers.
o Feedback emphasized the need for sturdy physical separation for cyclists and operational strategies like signal synchronization to maintain traffic flow.

Overall Engagement
 Total Participants: 413 across both phases.
 Approach: Adaptive strategies for tabling and one-on-one outreach, bilingual materials, and targeted engagement of underrepresented voices.
 Themes: Community consistently prioritized safety improvements, active transportation infrastructure, and better pedestrian amenities, aligning with Vision Zero and Safe System principles.

Initial Draft Study
The Project team completed the initial draft of the Vision Zero Corridor Study. It was presented to the Watsonville Planning Commission at their February 3, 2026, meeting and is now being presented to Council to provide feedback to staff on the contents of the Study.
