SECTION 3 | METHODOLOGY
PROJECT APPROACH
Whether the services required are city engineering,
project management, grant writing and administration,
planning, design, or construction related, successful
project delivery is our goal. Our definition of successful project delivery is:
• Timely identification of projects and funding
streams
• Project and grant application completion that
meets all program requirements
• Project completion within budget
• Project completion on schedule
TKE’s implementation plan includes the following key
elements which we routinely provide for each of our
projects.
PROJECT MANAGEMENT
TKE provides effective city engineering support, land
development, CIP management and project/construction
management services to a variety of municipal
clients. We have successfully delivered extensive and
highly visible development projects, street improvement, traffic improvement, drainage improvement, water,
wastewater and facility improvement projects for the

San Bernardino and Riverside, Cities of El Monte, South El Monte, Azusa, Glendora, Pomona, Coachella, Banning,
Calimesa, Moreno Valley, Chino, Corona, Highland,
Hesperia, Colton, Upland, Fontana, Yucaipa, Rialto,
Redlands, Wildomar, Lake Elsinore, and Riverside and for the Municipal Agencies San Bernardino Municipal Water
Department, Rubidoux Community Services District,
Mission Springs Water District, East Valley Water District, Mission Springs Water District, Coachella Water
Authority, San Bernardino Municipal Water Department,
Rubidoux Community Services District, East Valley Water District, Three Valleys Municipal Water District, Monte Vista Water District, and Maywood Mutual Water
Company. TKE’s approach has consistently allowed our
partner agencies to fulfill their missions of delivering the best value for the public’s investment.
TKE’s management approach includes:
MONTHLY PROGRESS REPORTS
TKE documents project progress for all projects assigned to TKE by a comprehensive project management
summary. The summary includes project name and
related number, description of progress, budget status, schedule compliance, completed deliverables, and
anticipated upcoming accomplishments.
COMMUNICATION
Communications with City staff is another important
component to effective project management. In addition
to the monthly progress reports, TKE meets with clients as needed to ensure the projects are proceeding as
anticipated. We document each discussion or meeting
with notes and electronically mail them to the project
team within three days of the meeting/conference
indicating action items and a schedule for completion of these items. Finally, TKE welcomes direct lines of
communication between the City and all Key Staff for any and all project needs.
RECORD KEEPING
TKE keeps records in an organized filing system both in hard copy and electronic forms. This organized filing
system allows TKE to access records immediately should
they be needed. Additionally, TKE can provide
comprehensive project records to the City upon
completion of each project.
MEETINGS
TKE meets with project stakeholders as needed including the public, permitting agencies, utilities, etc. We meet with them at the project’s onset and throughout the
course of project development to ensure all stakeholder project needs are considered in the project design. All meeting preparation (City Staff Reports, agendas,
exhibits, slide shows, etc.) will be prepared by TKE for each meeting. Again, meetings will be documented. TKE
has provided numerous similar presentations to Councils (closed sessions, council meetings, community meetings, etc.).

SECTION 3 | METHODOLOGY
CIP PROJECT MANAGEMENT
Project management will be an essential element in all
types of project delivery. Effective communications will lead to effective management. Management will include
weekly reviews of project budget and schedules and
regular meetings with all project shareholders.
For all projects, the most important aspect of
management will be to ensure that the City’s interests are protected to the maximum extent possible and project
schedules are met. TKE will ensure that public funds and impact fees are used for the benefit of the
community. Any deviation from standards and
requirements will be referred to the City and TKE will
implement direction given by City staff. Maintaining
excellent communications will prevent any project
processing misunderstandings and will avoid project
delays. TKE management techniques always result in
efficient project delivery.
Managing other consultants is another area that TKE
excels. Due to our extensive variety of project
experience, TKE has a vast amount of knowledge with all public works improvement projects. With this
understanding, TKE is able to manage others and avoid
any costly project changed conditions and delays.
REGULATORY, SUBDIVISION MAP ACT
AND CITY STANDARDS COMPLIANCE
Another primary function of TKE staff is to verify
compliance with aspects of federal, state, and local laws as well as the subdivision map act and City standards. TKE is already well versed with federal, state and local
development law and the map act
requirements. Further, TKE will verify that all
construction related to engineering components, are
constructed in accordance with these requirements and
standards.
FEDERAL / STATE FUNDING
COMPLIANCE
TKE will verify that all construction activities, records management and processing are completed in
accordance with funding requirements including Caltrans Construction Manual and Federal /State
requirements. TKE is already working closely with
Caltrans Local Assistance on numerous other projects and is very familiar with funding requirements ensuring that the City’s projects will be delivered efficiently. TKE also has current experience with Caltrans District 8 preparing requests for authorization to proceed to construction,
programming change requests, and variance to finance
letter requests to conform to actual bid amounts.
FINANCE AND ADMINISTRATION

capital improvement projects. TKE has prepared
numerous applications and administered these funds for
a number of agencies. TKE has extensive experience with Federal and State funded projects including but not
limited to:

SECTION 3 | METHODOLOGY
QUALITY ASSURANCE/QUALITY
CONTROL
TKE takes pride in our reputation for thoroughness, rapid turnaround, cost efficiency and overall quality of work, and believes that a high level of quality is needed on all PS&E packages. High quality design yields the following tangible results:
• Ease of oversight
• Smoother processing
• Healthy number of bidders
• Consistent bids
• Minimized construction support cost
• Absence of design-related change orders
• Reduced claims and dispute resolution costs
TKE believes that the most successful quality assurance program is one that is applied inherently throughout the entire design process and all design activities. This
program requires not only formal procedures for
checking, but encourages the conscientious effort of
experienced people to always “create quality” in every
task performed throughout the design process.
This program has become a natural element in all aspects of TKE’s design and management activities, and will guide our work on this contract:
• Staff training and development
• Assignment of experienced staff
• Continuity of staffing
• Project-specific work plan
• Schedule compliance
• Comprehensive field review and compilation of
site data
• Established design procedures
• Established detailing standards
• Established checking procedures, including
independent in-house QA/QC review
• Dual (independent) quantity estimates
• Review by Constructability expert
This Quality Assurance/Quality Control program is in
place to ensure that PS&E documents prepared by TKE
continue to exceed the standards of our clients and that we will deliver the project on schedule and within budget
ACCURATE COST ESTIMATING
TKE understands the limits on CIP funding. Because of the limited budget for this project, it is important to keep costs controlled. Our approach to controlling costs is to provide frequent and accurate cost estimates by using
TKE’s detailed cost estimating database. In addition to using this database, TKE utilizes our considerable
experience with construction management to assist in
providing constructability reviews and cost estimating
based on current information from our on-going projects.
Finally, with the current economic climate, construction costs are widely varying. We will also discuss the project elements with local contractors to assure that we have
the most current construction information available so
that the City can ensure the most value for the public’s dollar.
TRAFFIC CONTROL
Traffic impacts created by construction of the
improvements in public streets must be mitigated to the maximum extent practicable. Access to residential
properties must be maintained at all times. When
considering storm drain alignments construction traffic control, property assessment, utility and mail services and emergency vehicle access needs to be considered. Once
the alignments are selected, traffic control design needs to be prepared to ensure safe and convenient vehicular
and pedestrian mobility during construction operations.
We have extensive experience in construction traffic
control plan preparation and we are intimately familiar with the, CATTCH, WATCH, Caltrans, and MUTCD
requirements. We will also review existing pavement
conditions to determine if poor conditions may result in the potential for additional pavement removal and
replacement during trench repair.
GRANT ADMINISTRATION
TKE will apply our extensive experience with grant writing and management to meet the needs of the City needs, as
described below.
IDENTIFY AND PRIORITIZE CITY
PROJECTS
TKE will review the City’s Capital Improvements Projects, Master Plans, General Plan and Circulation Element, and growth impacts to develop a comprehensive list of
projects. TKE will meet with City staff and cumulatively identify additional projects staff is currently aware of and then prioritize the list of projects. Lastly, we will identify Page |10

funding availability, schedule, and budget.
IDENTIFY FUNDING SOURCES AND
OPPORTUNITIES
TKE has assisted clients secure funding from the
following programs:
• Federal SRTS and State SR2S (Safe Routes to
Schools)
• ATP (Active Transportation Program)
• HSIP (Highway Safety Improvement Program)
• CMAQ (Congestion Mitigation and Air Quality
Improvement Program)
• SAFETEA-LU (Safe, Accountable, Flexible,
Efficient Transportation Equity Act: Legacy
Users)
• Federal Transportation Funding thru Caltrans
Local Assistance
• California Department of Parks and Recreation
• State Proposition 1E and 84 Flood Management
Funding
• California Department of Public Health, Drinking
Water Division
• Air Quality Management District
• Environmental Protection Agency
• State Water Resources Control Board - State
Revolving Fund Program
• Department of Water Resources – Proposition
40 Grant Program
• Department of Water Resources - Infrastructure
Rehabilitation Grant
TKE’s remains involved and up to date on all working or past and future funding programs. With that knowledge
and program database, TKE will identify various funding sources and opportunities available to the City. Creative grant program management often relies on multiple
funding sources to complete a single project.
GRANT APPLICATIONS PREPARATION
TKE brings a well-rounded approach to preparing grant
applications. The grant application process is only partly completing the application in accordance with funding
notification and proposal solicitation packages. TKE’s
approach begins with a meeting between the City and the Funding Agency to explain the project and get feedback
on how the project will fit with the funding program.
Insight is gained on what key project elements and
benefits the Funding Agency is looking for. TKE will assist City Staff in engaging the City Council to work with
Federal, State, Regional, and Local agencies for project support. For certain funding opportunities, TKE has
assembled upwards of 40 support letters to better
highlight the project’s need, impact in the community,
and public/legislative backing. Additionally, TKE technical analysis for projects is aimed at identifying and
highlighting economic benefits and safety improvements.
These are key scoring elements in all grant application.
PREPARE A LONG - RANGE FUNDING
APPLICATION PROGRAM
TKE will develop a project and funding stream matrix for the City to rely on for both short- and long-range grant planning. Identifying funding opportunities early will
provide the City with an understanding of future Capital Improvements Projects planning and staffing needs. TKE, along with City Staff, will follow up on and any
unsuccessful funding application. Understanding why
projects were not selected for funding will provide insight in prioritizing future grant planning efforts.
PROVIDE GRANT ADMINISTRATION
AND REPORTING
TKE will serve as the main point of contact between the City and Funding Agency. We will administer the grant on behalf of the City including:
• Agreement Coordination and Execution
• Funding Expenditure Authorization for Various
Phases of Work
• Project Reporting (e.g. quarterly and final)
• Project Accounting and Invoicing
• City Council Presentations and Updates
• Compliance with Funding Agency Rules and
Regulations (e.g. Right-of-Way Acquisition
Processes, Environmental Compliance
Documentation)
TKE has a long history of grant acquisition and
management, and delivering multi-disciplinary projects
for several of the surrounding communities in which we
live and work in on a daily basis including grant
administration. From our first project in 2000 to our
current grant administration, TKE has always understood Page |11

SECTION 3 | METHODOLOGY
the importance of grant funding for public improvements to the local community.
UNDERSTANDING PROGRAM SCORING
As mentioned above, successful grant applications rely on understanding how the Funding Agency will score project applications. Presenting a project to specifically meet the program needs and scoring criteria will lay out the
framework for the peer review committee to easily
identify how the project is directly in line with scoring criteria. This will result in higher scoring applications and more successful grant applications.
APPLICATION DEADLINES
Each funding opportunity has different requirements for submittal process. Understanding the application
submittal requirements and process will provide the best chance in avoiding application deadlines. TKE makes sure we are familiar with online submittal procedures and any required website registrations.
GO/NO - GO APPROACH
TKE spends time to identify eligibility, number of grants being awarded, maximum grant award, and
recent/nearby funding awards under the same program.
Understanding this will allow TKE to determine the
likelihood of successful grant applications prior to the City spending large amounts of time and money on a program
that a project is not likely to succeed within.
TRAFFIC ENGINEERING
Traffic Engineering Services can be one of the most
challenging areas of an agency’s responsibilities. This is due to a number of challenges including the voluminous
and changing laws and regulations applying to traffic
operations as well as the inherent liability of critical infrastructure meant to serve the traveling
public. Ensuring the safety of the traveling public, as well as, communicating and fielding public complaints is an
ongoing challenge. Traffic Engineering is sometimes
described as a combination of art and science. TKE has
extensive experience communicating with the public,
decision makers, internal stakeholders and those who
work in the public right-of-way, which is critical to
successful results. TKE staff have experience with all of these aspects including field experience working with
signal technicians and solving timing problems,
experience communicating with decision makers and the
public about transportation challenges, experience
delivering safety and operations improvement projects,
CEQA experience with traffic and parking studies,
testimony and expert witness work in court and more.
TKE’s goal is the successful project delivery of the City’s traffic engineering needs. Our definition of successful project delivery is:
• Task/Project Completion that Meets all Project
Safety Requirements
• Task/Project Completion that Protects the City’s
Interests
• Task/Project Completion on Schedule
• Task/Project Completion within Budget
To successfully achieve each of the items listed above, it is vital that an efficient and effective form of
communication is maintained throughout the project
duration. TKE’s staff is highly trained in the art of
communication. By way of phone calls, emails, and in
person meetings, TKE regularly and routinely keeps City staff informed of all aspects of the project. Through the preparation of meeting minutes, progress reports and
project update memorandums TKE ensures that City staff
is fully appraised of the project status.
With the variety of shifting technologies, policies and laws in the transportation industry, it is critical for the City to be supported by a true expert in the industry. One
example is the shift from a level of service (LOS) standard under CEQA to a Vehicle Miles Traveled (VMT) standard
consistent with SB743. TKE staff’s are not only
knowledgeable with respect to these changes but are at
the forefront in implementing these changes
statewide. Similarly, as Intelligent Transportation System (ITS) technologies continue to shift, it is critical to not only be aware of these changes but to actively prepare for
these changes. TKE staff are likewise acknowledged
experts in the ITS industry having designed and built
multiple cutting edge ITS projects including advanced
signal control (Smart Signals) and Connected Vehicle
applications. One final example of challenges which could face the City through the course of this contract include Page |12
Proposal for City Engineering Services, Traffic Engineer Services, Engineering Grant Writing/Administration Services, and On-Call General Engineering Services City of West Covina
SECTION 3 | METHODOLOGY
the implementation of a new Advanced Traffic
Management System (ATMS), new controllers and a new
Traffic Operations Center (TOC). These changes will
involve implementation of new signal timing plans. TKE
staff have deep knowledge of these changes and can help the City of Downey prepare for and update City files and procedures to take full advantage of these future
changes.
BROWNFIELD SITES
During a previous interview, City staff asked for our
knowledge on Brownfield sites. Brownfields are
properties where expansion, redevelopment, or reuse
may be complicated by the presence or potential
presence of a hazardous substance, pollutant, or
contaminant, including petroleum. To identify potential contaminants, Phase 1 and 2 Environmental Assessments
are required.
Sites left unaddressed pose aesthetic, environmental,
legal and/or financial burdens on a community together
with missed economic opportunities.
TKE assisted the City of Upland with Brownfield site
reuses including reclamation of two sites. One site was reused for RV and boat storage and public safety training facilities. The second site was reclaimed for regional
flood control and groundwater recharge uses. Services
included project management of Phase 1 and Phase 2
Environmental Assessments, site designs, regulatory
permit processing, and construction management.

2. PROJECT SUMMARY
City of West Covina Understanding
The City of West Covina is a diverse and well
established municipality located in the San Gabriel
Valley, situated between Los Angeles and Orange
County. With a long history dating back to its
incorporation in the early 20th century, the City has
transitioned from an agricultural community into a
fully developed urban environment encompassing
residential neighborhoods, commercial centers, and
public facilities that serve a population of more than
110,000 residents.
AYCE recognizes that West Covina operates as a
full-service city under a council/manager form of
government and is responsible for maintaining a
wide variety of public assets and infrastructure. The
City supports community life through an extensive
system of parks, recreational facilities, and
community centers, and delivers essential services
such as public safety, emergency response, street
and traffic infrastructure, and planning functions.
AYCE understands that several technical and utilityrelated services are delivered through contracted providers or external agencies, requiring effective
coordination and clear communication to ensure
consistent service delivery.
The City’s engineering functions play a critical role
in supporting both public works programs and
private development activity. AYCE understands
these responsibilities include reviewing
development and capital improvement projects,
issuing permits, performing inspections, addressing
traffic and transportation considerations, and
coordinating with regional and state agencies. The
City must operate within a complex regulatory
framework that includes local requirements as well
as state and federal standards and must also remain
mindful of its broader financial and administrative
obligations.
AYCE further understands that the City places a
high value on responsiveness and adaptability from
its professional service providers. Given the
services and on-call nature of this contract, the City
requires engineering support that can integrate
efficiently with existing staff, respond quickly to
shifting priorities, and deliver consistent, high-quality results for both routine and time-sensitive
assignments. Dependability, accountability, and
continuity of service are essential to supporting the
City’s ongoing operations and capital improvement
goals.
Based on this understanding, AYCE is prepared to
provide engineering services that are aligned with
the City of West Covina’s operational needs,
regulatory environment, and service expectations,
while maintaining a collaborative and effective
working relationship with City staff, partner
agencies, and the community.

AYCE’s approach emphasizes rapid mobilization
and scalability that adapts to the City’s priorities and deadlines. Our work plan is rooted in
responsiveness, transparency, and collaboration.
Upon receipt of a PTO, our Project Manager, David
Woo, PE, ENV SP, will confirm scope, objectives,
and constraints with City staff before assigning the
appropriate technical experts. This ensures that
resources are tailored to the needs of each task
order. We maintain proactive communication
protocols allowing us to quickly respond to emerging
issues or schedule changes. Through transparent
communication with City staff, related agencies,
utilities, and the community, we can minimize
disruptions, resolve issues promptly, and deliver
practical cost-effective solutions for the City of West Covina.
The SR-210 On/Off Ramp Intersections Upgrades
Design-Build Project is a strong example of AYCE’s
ability to maintain schedule, budget, and
performance control on complex, multi-jurisdictional
projects. The project included the upgrade of 264
curb ramps to current ADA standards, along with
full-depth pavement rehabilitation, pavement slope
corrections, spandrel reconstruction, and related
improvements across 14 stakeholder cities. AYCE’s
disciplined approach to cost estimating, schedule
management, and coordination was critical to the
project’s success, particularly as the project was
initiated during the COVID-19 pandemic and
completed in 2025.
Despite the unprecedented uncertainty and evolving
constraints, we maintained consistent communication with stakeholders, pro-actively managed risks, and adjusted resources as needed to keep the
project moving forward. As a result, the project was
delivered on schedule and within budget,
demonstrating AYCE’s ability to stay on track and
provide reliable delivery even under challenging and
rapidly changing conditions.
This same structured approach allows AYCE to
effectively scale our services to meet the needs of
individual municipalities and smaller task-order
assignments. For the City of West Covina, AYCE will
apply the same proven controls, effective staffing,
clear communication, proactive risk management,
and efficient use of resources, to deliver responsive
and reliable on-call engineering services.
On-Call Engineering Services
AYCE will provide City Engineering, Traffic
Engineering, Engineering Grant Writing/
Administration, and On-Call Engineering services by
delivering professional engineering support on an
as-needed basis, as directed by the City. Services
will be provided in response to City requests and
performed in compliance with the scope of services
detailed in Section 2. Project Summary, contract

in Section 5. Excluded or Subcontracted Services.
Utility Coordination and Conflict Resolution:
Existing utilities pose one of the most common
challenges that we encounter in local municipal
infrastructure projects. AYCE takes a thorough and
comprehensive approach to utility research and
coordination to minimize cost delays, change
orders, and field conflicts during construction. We
begin our utility research by mapping all existing
utilities using city record utility maps, field
investigations, and coordination meetings with utility
owners. When potential conflicts are identified, we
recommend potholing early in the design process to
verify utility depth and alignment. Our team
maintains a strong relationship with local and
regional utility providers. Our Lead Project Engineer,
Kandice Nguyen, PE, has an extensive background
in coordinating with utility owners from working on
multi-jurisdictional project such as the SR-210
On/Off Ramp Intersections Upgrades Design-Build
Project.
Public Outreach: Interactive Digital Twinning
At an additional cost, AYCE can provide Interactive Digital Twinning (IDT) services that bring projects to life by converting 2D technical design plans into a 3D Virtual Model, to support project coordination, technical review, and decision-making. This approach enhances understanding of complex design elements and provides a practical tool for communicating project intent among City staff, consultants, contractors, reviewing agencies, and the public.
This cutting-edge technology will aid in interdisciplinary coordination, constructability reviews, and design evaluations in a virtual environment. Key features include design reviews with clash detection to help identify and resolve conflicts prior to construction, enhanced project management and coordination through detailed virtual visualization of proposed improvements, and remote accessibility that allows project models to be reviewed and interacted with, on various devices. Exploratory viewing modes also allow users to experience proposed designs from multiple perspectives, such as pedestrian, bicycle, and vehicular viewpoints, as appropriate to the project and City needs.
Approach
To ensure consistency and accountability, David and Kandice will implement AYCE’s formal project execution process using our standard task authorization framework ensuring efficient delivery. This flexible framework guides the lifecycle of each task order, defining milestones, communication points, and review procedures, while maintaining consistent engagement with City staff throughout all project phases, regardless of the size of the project.

3. Methodology | 11
1. Task Order Kickoff and CIP Alignment
At the initiation of each task order, David and key personnel will meet with City of West Covina staff to establish a clear, shared understanding of the City’s objectives, how the assignment supports the Capital Improvement Program, and the desired outcomes for project delivery.
The kick-off coordination meeting will define:
Communication Protocols
Project Management Procedures
Schedule and Budget Expectations
Project-Specific Risk Register Development
2. Develop Work Breakdown
Once project goals and priorities are confirmed, David will assign roles and responsibilities to the project team based on the technical expertise required for the task order, ensuring alignment with City of West Covina standards and expectations. He will develop a tailored Project Management Plan (PMP; elaborated on under Quality Assurance/Quality Control section) informed by the kickoff meeting.
The PMP will define:
Scope of Work
Constraints
Technical Requirements
Key Milestones
Budget Adherence
Stakeholder Engagement Approach
The PMP will be a living document that is refined throughout the project and reviewed with City staff at project initiation and key milestones to confirm alignment before advancing work.
3. Task Order Execution and Ongoing Coordination
Following project initiation and planning, AYCE will proceed with project execution by compiling and reviewing all relevant City of West Covina records, archives, prior studies, and as-built documentation to establish a comprehensive understanding of existing conditions.
This effort will include:
Engineering Analysis
Design Development
Coordination with City Staff and Stakeholders
Field Verification
By leveraging existing City information and maintaining ongoing coordination throughout design, AYCE ensures that project decisions are informed, technically sound, and aligned with City standards, CIP objectives, and overall project goals.
Foreseen Risks
AYCE’s risk management approach is intended to minimize or eliminate unnecessary schedule delays and cost impacts through early identification and proactive management of project risks. Risk management and City Engineering Services, Traffic Engineering Services, Engineering Grant Writing/ Administration Services, and On-Call General Engineering Services RFP No. 2026-12
3. Methodology | 12
issue identification are treated as ongoing priorities throughout project delivery and are supported by prompt action, open and professional communication, and clear assignment and acceptance of risk.
At the outset of each Task Order, David, the project team, and City will develop a project-specific risk register identifying potential risks that could impact scope, schedule, or budget. Each risk will be classified based on its probability and potential magnitude as low, medium, or high, allowing the team and City staff to focus attention on the most critical items.
Based on AYCE’s prior experience with public agency projects, we have encountered the following three primary risks:
David will develop and maintain the risk register from project initiation and will review it periodically with key City staff and stakeholders. Kandice and the project team will assess each identified risk by evaluating its probability and potential consequences and will implement appropriate mitigation strategies to track, manage, and resolve risks as the project progresses.
Project Controls
AYCE employs scalable project control tools and management practices tailored to the size, scope, and complexity of each Task Order. These tools provide our Proposed Project Manager/QAQC Manager, David Woo, PE, ENV SP, with real-time visibility into project costs, schedules, quality metrics, and potential risks, allowing proactive project management and timely corrective action.
Project Management Plan
For each task order, David will establish a tailored
Project Management Plan (PMP) to communicate
the scope of work, constraints, and technical
requirements. The PMP will include key milestones,
Scope creep can be managed by clearly defining project objectives, assumptions, and deliverables during task order initiation and documenting them in the PMP.
1. Scope Creep
Risks related to stakeholder engagement and City Council coordination are addressed through early identification of decision points, proactive communication, and close coordination with City staff to ensure technical information and project impacts are clearly understood.
2. Stakeholder and City Council Coordination
Risks associated with coordination between multiple City departments are mitigated by identifying required reviews early, confirming expectations, and maintaining ongoing coordination through project execution.
3. Concurrence from Different Departments within the City City Engineering Services, Traffic Engineering Services, Engineering Grant Writing/ Administration Services, and On-Call General Engineering Services RFP No. 2026-12

coordination strategies, stakeholder engagement,
and risk register development to help mitigate
potential challenges and allocate the right resources
to meet project goals.
AYCE integrates cloud-based collaboration
platforms such as Bluebeam Studio to streamline
review processes. These tools enable real-time
markups and centralize document access for the
City and reviewers. Our team utilizes these tools to
help shorten review cycles, minimize delays and
help track submittals and approvals. AYCE will
submit progress reports to the City’s Project
Manager in accordance with our formal Quality
Assurance/Quality Control (QA/QC) Process which
will be implemented to deliver high quality
deliverables, and other professional engineering
and staff augmentation services for the City of West
Covina.
Integrated Scheduling, Prioritization, and Change Management AYCE utilizes Primavera for complex, multi-phase
task orders and Microsoft Project for simpler
assignments to create a detailed matrix of schedules
with clearly defined milestones, roles, and
deliverables. Our key personnel will identify areas of
potential conflict and develop consensus on
prioritization and sequencing of all project elements.
As part of our Project Execution Plan, we will focus
on developing an approach that balances schedule
goals with any change that may occur during the
project delivery, through real-time budget tracking,
change management documentation, and variance
analysis, allowing for timely adjustments and fiscal
responsibility throughout project execution.
Task Order contracts will have changes in scope,
schedule, or in other activities that were not
anticipated during startup. It has been our
experience that changes, whether positive or
negative, must be addressed as they occur, and an
appropriate course of action be developed in
coordination with the City. During the delivery of our
projects, we have encountered numerous
challenges due to changes in direction, scope, and
requests for additional data. The AYCE team
proactively manages these changes as they occur
and delivers the final product without impacting the
overall schedule and budget by being flexible in
delivery, and responsive to changing project
demands. David will maintain the change
management log to ensure the project team and
delivery methodology remain up to date,
documenting each change and the corresponding
approach. Another tool David will use to help
minimize change is the decision log. The decision
log will be presented at each meeting to remind team
members of previous decisions made on the project,
and to help keep the project team going forward
rather than changing direction during the project
development, which will promote valuable savings in
cost and time.
Funding Needs
AYCE can help the City of West Covina address
project funding needs by ensuring full compliance
with federal, state, and grant related financial and
administrative requirements. AYCE meets all
Federal Acquisition Regulation Part 31 (FAR 31)
requirements for accounting, documentation, and
cost-tracking procedures and is fully compliant with
the State of California Indirect Cost Rate (ICR)
requirements. Our accounting structure, cost
practices, and timekeeping procedures support the
preparation, submission, and application of an
approved ICR for use on state and federally funded
projects. This compliance allows the City to
confidently utilize AYCE on projects involving

federal funding sources, while maintaining
adherence to audit, reporting, and reimbursement
standards.
In addition, AYCE supports the City throughout the
funding lifecycle by assisting with grant eligibility
documentation, cost justification, funding
compliance tracking, and coordination with funding
agencies. Our familiarity with federal and state
funding requirements reduces administrative
burden, minimizes reimbursement risk, and helps
position projects for successful funding
Quality Assurance/Quality Control (QA/QC)
To ensure quality and accountability across all task
orders, AYCE applies a structured QA/QC process.
All deliverables are thoroughly reviewed by senior
staff for technical accuracy, constructability, and
regulatory compliance prior to submission, helping
to minimize revisions and avoid unnecessary
delays. We value clear communication and
proactive coordination, and we work closely with City
staff and stakeholders to deliver solutions that are
not only technically sound but also aligned with
community needs and expectations. With a strong
understanding of public agency processes and a
commitment to quality and accountability, AYCE is
prepared to support the City of West Covina across
a diverse range of task orders. Our QA/QC process
is embedded into every phase of work.
Our Quality Management System (QMS) focuses on
policies and procedures that ensure that project
deliverables are checked, complete, error-free, and
in conformance with the defined standards and
criteria. Our philosophy engages each member of
the team to ensure the structured processes
produce the desired outcome. David, our Project
Manager and QA/QC Manager will initiate a program
of surveillance and audits prior to each deliverable
to verify that the team has effectively developed,
documented and implemented all applicable
elements of the QMS in accordance with the
specified requirements. This audit information will be
provided to the city as verification of our Quality
Management System.
All deliverables undergo internal peer reviews by
experienced senior staff to ensure accuracy,
compliance with applicable codes, and adherence to
City standards. AYCE requires all subconsultants to
adhere to its quality control processes. As the prime
consultant, AYCE will be responsible for ensuring
quality of all deliverables provided to the City of West Covina, as our QMS places the final responsibility
for implementation on the QAQC Manager for final
review, reducing rework, improving clarity, and
streamlining review cycles.
Production quality control reviews Over-the-shoulder reviews Periodic and milestone reviews Interdisciplinary reviews Constructability reviews Key Elements of our QMS:

AYCE requires that all team members, including
subconsultants, participate in our quality control
training sessions prior to working on any task order.
The training highlights everything pertaining to the
QA/QC process and procedures, deliverables,
reporting, sample QC plans, checklists,
documentation, and file structure.
For each deliverable, the project lead performs an
initial review to verify design accuracy and
compliance with applicable standards. The designer
then addresses the redline comments; complete
items are circled in green to confirm incorporation,
while items requiring clarification or justification are marked with blue comments to document rationale.
An independent reviewer will then conduct a backcheck to confirm that all comments have been properly addressed. Verified comments are
highlighted in yellow to confirm that the comment
was properly implemented and unresolved items are
returned to the designer for correction. Our QA/QC
Manager, David, will perform a final review to
confirm that all comments have been addressed and
that deliverables prepared under City Engineering,

ADA Curb Ramp Upgrades at On/Off Ramp Intersections along SR-210 Los Angeles County, CA | 2021-2025
Cost of Construction: $27 Million
Project Description: AYCE Consulting Engineers served as the lead design firm for the Caltrans District 7 ADA Curb Ramp Upgrades at On/Off Ramp Intersections along SR-210 Project, a landmark design-build pilot program improving accessibility along 42 miles of SR-210 at on/off ramp locations, extending through the entire Los Angeles County. All design services were provided in-house at AYCE. The project upgraded and reconstructed 264 ADA-compliant ramps, accessible pedestrian signals (APS), pull boxes, and signal poles across 14 jurisdictions, from Sunland Boulevard to San Bernardino County Line. Delivered under the SHOPP ADA program, the effort required extensive roadway, traffic, utility, and signal coordination with cities, utilities, Caltrans Structures, and FHWA.
Under the design-build framework led by David Woo, PE, ENV SP as Project Manager and Kandice Nguyen, PE as Lead Project Engineer, AYCE accelerated design development, standardized ADA upgrade layouts, and provided rapid response engineering support that helped reduce delivery time by an estimated 18 months compared to traditional design-bid-build. AYCE also prepared Design Standard Decisions Documents, supported permitting, led corridor-wide ADA geometry and cross-slope evaluations, and provided QA/QC consistency under Caltrans’ CEM-5773 inspection standards.
This project now serves as a benchmark for future multi-jurisdiction ADA corridor improvements within Caltrans District 7, demonstrating AYCE’s ability to deliver large-scale ADA, roadway, and pedestrian accessibility programs with technical precision, efficient coordination, and construction-ready solutions.
