PROJECT SUMMARY
Wildomar Channel Trail Access 043
Wildomar Channel/Murrieta Creek Trails

PROJECT DESCRIPTION AND EXHIBIT
This project proposes to remove the locked gates on the east side of the existing Wildomar Channel access roads to open the access roads to the public for trail purposes. Funds proposed for FY 21/22 or 22/23 are for execution of a perpetual agreement between the City and the Riverside County Flood Control District (RCFC) to allow continued public use of the access roads, and grant applications to secure funding for construction aimed towards minimizing local funds that will be needed to build the project. The project provides additional pedestrian facilities (trail), promotes active transportation, and improves pedestrian connectivity in this part of the City. The project also eliminates the need for the City to enter into event-specific agreements with the Riverside County Flood Control District (RCFC) for use of the access roads during public events (e.g. 5-K Runs, etc...).

Additional funds have been allocated in the Right-of-Way Phase for on-
going future maintenance of the trail.

Fire and EMS services within Wildomar are currently contracted through Cal Fire/Riverside County Fire, whom have been contracted for these services since the city's incorporation in 2008.

Located at 32637 Gruwell Street in the central part of the City, Wildomar Fire Station 61 was first established in the 1980's and is the only owned building operated by the City after it was conveyed from the County of Riverside in 2016. As Fire Station 61 approaches 40 years and increased use with the EMS services that were added in FY 19/20, proposed upgrades to the property are to be evaluated for potential retrofit improvements, in effort to maintain the first responder levels of service that are provided from this location.

Meeting Date: August 10, 2022
SUBJECT:

City Hall Site Selection Discussion
SUBMITTED BY:

Daniel A York, City Manager
PREPARED BY:

Daniel A York, City Manager

ACTION:

Receive, File, Provide Input
SUMMARY:

Staff discussions with various private property owners and land developers offers a current list of sites to consider for a future civic center location. A presentation by staff shares for discussion four conceptual site plans. Input from the presentation guides staff in further pursuing a select site for a future civic center.

BACKGROUND:

The City Hall Facility Lease 11th Amendment was approved at the December 15, 2021 City Council meeting. The approved Lease Amendment extends the terms to utilize 16,549 square feet of office space through December 31, 2024. The 11th Amendment is the final option to extend the existing Lease Agreement. Should the city desire to occupy the current facility after December 31, 2024, then a new agreement needs to be negotiated and executed.

During discussions of the budget planning, budget approval and discussion of use of American Rescue Plan Act (ARPA) funds in February, March and June 2022, staff understands the City Council's desire to find a permanent site for a civic center and avoid or limit the terms of a new Lease Agreement.

DISCUSSION:

To date, four sites have been considered and tabled from further consideration because their development would be long after our December 31, 2024 Lease Agreement expires. Staff initially sought development of 20,000 square feet of the 27 acre park site because the city owns the land. After further analysis the park site was abandoned because the site was acquired using Quimby Act funds that do not support a civic center use.

287
Site A, also known as the Rancon Medical Education Center was considered last year because the site's land development entitlements and environmental documents are approved. Several discussions with the owner to build to suit a Class A office/Civic Center took place. High level discussions about cost to purchase or long term 30+ year lease were discussed. Even as a civic center anchor tenant the developer was unable to secure other tenants to support construction of the other approved buildings. Rancon estimates the Wildomar market will not be ready for a Class A office complex for 3-5 years.

Site B located at the corner of Wildomar Trail and Palomar has long been suggested by the community as an ideal location for a Civic Center. Recently the property was listed for sale.

Staff did a high level comparable cost analysis and determined that the asking price was far outside a price that could be supported by an appraised valuation. Subsequently, a land developer entered into a Due Diligence Escrow on the property and has most recently conducted an earthquake fault study on the property. Staff has discussed with the current developer of their interest of developing the property that also includes a civic center. The developer is not opposed to further discussion and suggested they are likely years away from developing the site due in part to the findings of the earthquake fault dictating site planning and the extensive amount of off-site infrastructure that will need to be installed to make the site viable.

Site C, also known as Wildomar Trail Town Center could be a viable I-15 civic center in one of the approved Class A Office building sites. The developer is many years away from considering development of the office buildings. The developer understands that if the city is still in the hunt for a civic center when ready to develop, that we are interested in further discussions.

For consideration tonight, staff has prepared high level conceptual site plans of four new sites that could more closely be developed by or within a year of the December 2024 Lease Agreement expiration.

Site #1, also known as the MSJC college site. Staff has had several discussions with the MSJC college president who indicates the MSJC board is interested in further discussions of parceling and selling a portion of the property adjacent to Clinton Keith Road at Salida del Sol for civic center purposes. Concurrently, staff is working with the State and MSJC on a possible acquisition and development of a portion of the site adjacent to Clinton Keith Road at Elizabeth for a state owned fire station. The state is in an assessment review phase and no determinations have been made yet of developing the corner for a state fire station. The MSJC Board is considering other educational uses for the development of the remainder of the parcel.

Site #2 is owned by the Wildomar Cemetery District. During the cemetery master plan one concept for use of this long narrow parcel was parking and park amenities. The city could 288
develop the site for a civic center.

Site #3, also known as the Anne Sullivan School located along Palomar at South Pasadena.

The property owners are considering to sell the 20 acre vacant land. The land has a General Plan Land Use of Medium Density Residential. If developed per the General Plan the housing layout could look much like the Windsong Community. Staff has had multiple meetings with the owners who support development of a civic center and passive park usage.

Site #4 is a vacant 10 acre parcel of land adjacent to and southerly of the Wildomar Square Commercial Retail center. DH Holdings is considering purchasing and developing the property with mixed uses. Anchored by a build to suit Civic Center, the center also proposes multi-tenant retail and multi-family residential.

FISCAL IMPACT:

No Fiscal Impact to discuss potential civic center site locations.

GENERAL BUSINESS
Agenda Staff Report # 3.3
Meeting Date: August 10, 2022
SUBJECT:

Business Registration Fee Holiday
SUBMITTED BY:

Robert
Howell, Administrative Services
PREPARED BY:

Robert
Howell, Administrative Services Director

ACTION:

1. Approve a Business Registration Holiday from September 1, 2022 to August 31, 2023 for both new business registrations and renewals.

2. Approve a budget amendment of $128,600 in the form of a Transfer Out from American Rescue Plan Act (ARPA) funds and $128,600 in the form of a Transfer In to the General Fund to cover the loss of city business registration revenues and fees that are normally collected by HdL.

SUMMARY:

One of the functions of the American Rescue Plan Act (ARPA) is to incentivize and support Economic Development and encourage business growth. We also recognize that approximately two-thirds of our business community does not have a current, valid Business Registration.

In an effort to bring all businesses who conduct services or have goods within the City of Wildomar into compliance, staff is proposing a business registration holiday from September 1, 2022 to August 31, 2023. The standard $75 for new business registrations and $50 for renewals would be suspended during this time. In addition the $25 late fee for expired registrations would be waived as well during this period.

During this time, funds from ARPA would be used to cover the lost registration revenues and the fees that HdL would have received during the period of time.

BACKGROUND:

The City adopted the County's Business Registration policy at incorporation. The policy adopted asked businesses to register or renew in "good faith", with the City not actively 296
pursuing new registrations or billing renewal registrations. In 2019 the City entered into an agreement with HdL for business registration services. The City also amended the business registration policy, changing the registration and renewal amounts and added a $25 late fee for those who did not renew within 60 days of their registration's expiration date.

The agreement with HdL included Local Tax Compliance (Discovery) Services, which allowed HdL to identify and communicate with businesses which are subject to Business Registration.

The original plan when the agreement was approved was to have HdL begin this service in the Spring of 2020. However, due to the COVID Pandemic, the service was delayed.

As most of the COVID restrictions were lifted in June 2021, staff and HdL began discussions regarding the start of Discovery Services. It was during this time that discussions of a Business Registration Holiday began. Staff brought an item to the City Council in August 2021 requesting approval to waive city business registration fees for the 2022 calendar year. The item was approved.

The Discovery Service work has taken more time than originally thought to complete. As such the timing of the business registration holiday has been adjusted to September 1, 2022 to August 31, 2023.

DISCUSSION:

The Discovery Service work by HdL, along with the discussions with the City staff on the information obtained has taken more time than anticipated. This has caused the timing of the Business Registration Holiday to be adjusted from the 2022 calendar year to September 1, 2022 to August 31, 2023. Both the City and HdL wanted to insure that the list was as complete and accurate as possible.

As of early July 2022 HdL estimates that there are 1,929 businesses with the city limits of Wildomar, of which there are 643 current on their business registrations.

FISCAL IMPACT:

Based on HdL's estimates there are $96,450 in potential new business registrations (1,286 businesses x $75) and $32,150 in business registration renewal fees (643 businesses *$50), for a total of $128,600 in fees to be collected. ARPA funds of up to $128,600 would be used to replace the lost business registration fees for the City and cover the fee costs that HdL incurs during the Business Registration Holiday.
