GENERAL BUSINESS
Agenda Staff Report # 3.4
Meeting Date: April 12, 2023
SUBJECT:
Quality Business Incentive Program (QBIP)
SUBMITTED BY:
Kimberly Davidson
PREPARED BY:
Kimberly Davidson
ACTION:
Staff recommends that City Council task the Finance Committee with researching/reviewing possible deal points to draft a policy for a new Quality Business Incentive Program (QBIP) that would encourage sensible growth and an increased quality of life in Wildomar.
SUMMARY:
Commercial growth will happen to Wildomar, but encouraging quality projects helps to ensure responsible growth with the types of retail, restaurants and hotels we (City Council, staff and residents) want to see in our city. Our neighboring cities have varying forms of similar programs that enable them to incentivize higher-end hotels, luxury car dealerships and better amenities within planned projects.
It should be noted that there may be parameters set by the State of California regarding tax- sharing incentives through local governments. This will need to be researched further by the committee tasked with doing so.
BACKGROUND:
In June 2009, the Wildomar City Council passed Resolution No. 09-38, establishing the Transient Occupancy Tax Encouragement Program. This program encouraged the construction of new Transient Occupancy Tax (TOT) generating businesses within Wildomar by providing an application processing fee credit for $10,000 to construct "new hotels, motels and similar uses." Unfortunately, hoteliers were not ready for Wildomar at that time and the program was set to terminate twenty-four (24) months after its approval, which it did without any TOT generating businesses taking advantage of the program. As of March 2023, we have 378
a Letter of Intent (LOI) from an international hotelier and a hotel developer that wishes to participate in an incentive program and needs an encouragement program to help assume the additional inflation construction costs and supply chain issues that hotel developers are currently encountering.
DISCUSSION:
Some ideas of deal points within the Quality Business Incentive Program (QBIP) might be:
• Transient Occupancy Tax Sharing
• Development Impact Fee Deferral
• Sales & Use Tax Sharing
• Formation of a Business Improvement District
FISCAL IMPACT:
There is no Fiscal Impact to discuss the merits of an incentive program.

Cemetery District withdrawal from Golden State Risk
Management Authority
SUBMITTED BY:
Daniel Torres
PREPARED BY:
Daniel Torres
ACTION:
Authorize the Community Services Director to submit a written notice to GSRMA requesting to withdraw from Authority.
SUMMARY:
The Wildomar Cemetery District has been receiving liability and workers compensation coverage from GSRMA and CIRA. To eliminate the double coverage, the District will withdrawal from Golden State Risk Management Authority and solidify services to align with the City of Wildomar.
BACKGROUND:
Golden State Risk Management Authority is a joint exercise of powers agreement for providing liability, workers' compensation, property, and other coverages for pubic agencies within and without the state of California. The JPA had provided coverage to the Wildomar Cemetery District prior to and since annexation to the City of Wildomar. California Intergovernmental Risk Authority, formerly PARSAC, has provided coverage to the City of Wildomar and its employees. Throughout the year the Cemetery District and City have consolidated maintenance, and contractual services in efforts to increase efficiency.
DISCUSSION:
The District is required to give a full fiscal year’s notice in order to withdrawal from the Authority. To become
effective July 1, 2024, the District will need to give notice no later July 1, 2023.
FISCAL IMPACT:
The withdrawal will result in $12,500.00 in annual savings.

Subject: Notice of Intent to Withdraw
The City of Wildomar recently learned that the coverage provided by GSRMA for the Wildomar Cemetery District is duplicative to the coverage already provided to the City as a member of the California Intergovernmental Risk Authority (CIRA). Per the GSRMA Bylaws and Member Withdrawal Policy, this letter serves as Wildomar Cemetery District’s notice of our Intent to withdraw at the end of the 2023-2024 fiscal year. We further understand that we must confirm our intent to withdrawal prior to June 1, 2024.
Please confirm receipt of this letter and advise if any other action must be taken in addition to those noted above.
Sincerely,
Daniel Torres
Community Services Director
