CC - REGULAR MEETING

GENERAL BUSINESS
Agenda Staff Report # 3.4
Meeting Date: June 12, 2024
SUBJECT: Fencing Options for Bundy Canyon Rd. and Monte Vista Dr. at the future Riverside County Flood Control Lateral C Basin SUBMITTED BY: Jason Farag, Public Works Director
PREPARED BY: Jason Farag, Public Works Director
ACTION:

Provide direction regarding the type of fencing to be constructed along the City right-of-way surrounding the future Riverside County Flood Control and Water Conservation District Lateral C Basin on Bundy Canyon Rd. and Monte Vista Dr.

SUMMARY:

As part of the Lateral C Basin construction project, the Riverside County Flood Control and Water Conservation District (District, RCFC) will install perimeter fencing to secure the basin.

The City has the option to pay for enhanced perimeter fencing, if desired. There are several different fencing options available that the City can choose from, each with varying costs.

BACKGROUND:

On March 2, 2020, the City of Wildomar entered into a Cooperative Agreement with the Riverside County Flood Control and Water Conservation District (District, RCFC) for the Wildomar Master Drainage Plan (MDP) Lateral C, Stage 3 Project (Project). The Project includes the construction of an approximate 19-acre detention basin at the southeast corner of Bundy Canyon Rd. and Monte Vista Dr. (Lateral C Basin). From the southwestern corner of the basin, the project will construct approximately 930 lineal feet of an underground reinforced concrete box within Monte Vista Dr. to convey flows to the existing Caltrans culvert south of Summer Sage Way. Also included in the Project is the construction of street improvements along the east half of Monte Vista Dr., from Bundy Canyon Rd. to the southerly basin boundary. A project location map is included in Attachment A, for reference.

The District has advertised the Project for construction and is in the process of awarding a contract, with construction expected to begin in the next few months and expected to last for about one year.

DISCUSSION:

At a minimum, the Project will include a 6' high chain-link fence to secure the perimeter of the basin. This will include chain link fencing along Bundy Canyon Rd. and along Monte Vista Dr.

The Project agreement includes an Optional City Decorative Wall, should the City want to upgrade the fencing from standard chain link fence. The decorative fencing amenities include:
2' Split Face Block Wall with Mortar Cap and Wrought Iron Fence 8' Pilasters with Precast Cap
Wrought Iron Fence
1397
Below is a summary of the available fence options, and the related costs based on the lowest responsive bidder's bid prices. If the City chooses any option other than the chain link fence, the District will credit the City the cost of the chain link fence since that is a required District cost with the Project. The estimated credit for the chain link fencing is $85,974.

Table 1 - Basin Perimeter Fence Options
Fence
Option
Fence Option Total Cost
Total Cost to
City
1 Chain Link Fence $0.00 $0.00
2 Wrought Iron Fence $197,612 $111,638
3 Wrought Iron Fence atop 2' Split Face Block

$310,752 $224,778
4 Wrought Iron Fence with 8' Pilasters $385,612 $299,638 5 Wrought Iron Fence atop 2' Split Face Block
Wall with 8' Pilasters
$498,752 $412,778
A photo of a sample fence, located at the District offices in the City of Riverside, is included in Attachment B. The sample fence shown in the attachment is an example of Fence Option 5 as described in Table 1 above.

In addition to the fencing, The City will also be responsible for the costs of the street improvements along Monte Vista Dr. The costs for the street improvements is estimated at $363,555.

The total potential Project costs to the City, including both the street improvements and fencing, are summarized in the table below.

Project
Option
Total City
Cost
1 $363,555
2 $475,193
3 $588,333
4 $663,193
5 $776,333
The street improvements and perimeter fencing along Monte Vista Dr. are Measure A and DIF eligible expenses, however using DIF could require the City to borrow against other DIF accounts in the short term due to available DIF balances and other priority capital improvement projects also using DIF in the coming fiscal years.

The proposed roadway cross-section on Monte Vista Dr., adjacent to the basin, will only include the required roadway improvements (including a bike lane), curb, gutter, a multipurpose trail, and the proposed basin fencing. No landscaping is proposed. The District dedicated right-of-way to the City on Monte Vista Dr. for the future street improvements.

However, due to basin sizing requirements, to provide enough storage in the detention basin, the District was unable to dedicate the full right-of-way required by the City's Circulation Plan.

Enough right-of-way was dedicated to provide the necessary road width to provide the required number of vehicle lanes and the bike lane, and to provide room for a 12' multi1398 purpose trail per the City's Active Transportation Plan. However, there is insufficient right-ofway for parkway landscaping along Monte Vista Dr. so the completed half-width improvements will only include the road improvements, a multi-purpose trail, and the basin perimeter fencing.

Staff is requesting that the City Council provide direction regarding which Fence Option to pursue with this Project.

FISCAL IMPACT:

Costs for Fence Option 5 have been conservatively included in the proposed FY 24-25 budget and in the 5-Year CIP Booklet, under CIP No. 063. Funds are proposed to come from Measure A and DIF Roads. Costs for the street improvements and costs related to project administration are also included in the proposed FY 24-25 budget and in the 5-Year CIP Booklet.

There is no impact to the General Fund.

Total Estimated Project Costs = $294,805,908
Note: This total includes an unfunded amount of $88,007,240. The projects have been scheduled and budgeted assuming funds become available. Staff actively pursues grant applications and evaluates available funding sources to close funding gaps. If funds do not become available, project scopes, budgets, and/or schedules may be adjusted accordingly.

Adopted Project Budget for FY 24/25 = $42,096,544
The Five-Year CIP Booklet is a planning document. Several factors affect estimated funding sources and scheduling. Therefore, staff reviews and updates project costs regularly and updates the program booklet annually. The Five-Year CIP Booklet (Booklet) is included as Attachment A, and a summary of Projects by Category with funding for the five-year program is shown in Appendix A of the Booklet. On June 4, 2024, the Planning Commission adopted Resolution 2024-10 determining that the Fiscal Year 24/25 CIP projects of the Five-Year CIP are in conformance with the City of Wildomar's General Plan.

FISCAL IMPACT:

Projects contained in the program rely on funding from 18 separate fund sources. A summary of funding sources and amounts for FY 24/25 and 25/26 is contained in Table 1 (Page 1) of 1402
the Booklet.

Two projects in the CIP make use of the General Fund: CIP 080 (Fire Station 61 Site Improvements) and CIP 101 (City Hall Renovations). The total proposed General Fund expenditures in the 5-Year CIP are $529,000 (occurring in FY 24/25).

The budgets shown in the Booklet are included in the City's FY 24/25 Amended Budget.

INTRODUCTION AND SUMMARY
This document presents the City of Wildomar Capital Improvement Program (CIP) for Fiscal Years 2024-25 through 2028-29. The program proposes projects in nine project categories: Transportation - Roads, Transportation - Signals, Transportation - Maintenance, Drainage, Parks, Trails, Buildings, Cemetery, and Other. Project funding is provided by a variety of funding sources. A list of the funding sources for FY 2024-25 and 2025-26 is included in Table 1 below.

The CIP will be updated each year and presented to City Council for consideration. The capital improvements listed in the CIP are the expenditures of public funds over and above the City’s annual operating expenditures.

The multi-year CIP includes forecasts of anticipated capital improvement expenditures. The expenditures shown for Fiscal Year 2024-25 comprise the adopted Capital Budget for the remainder of the current budget cycle. Subsequent years are included but are subject to change due to additional analysis, changes in priorities, updates to available revenue, or changes in costs.

The CIP information is based on the best information available at the time. An updated five-year CIP will be submitted to the City Council for consideration each year with recommended adjustments.

Financial information included is based on 2024 dollars. 1408

PROGRAM PROJECT DETAIL SHEETS
For each proposed project in the 5-Year Program, a Project Detail Sheet has been prepared that presents the various project details including:
• Project Title and Location
• Project/CIP No., Department, Category, and Project Manager • Project Initiation Year
• Description of Project
• Project Location and/or Exhibit
• Project Budget and Funding Source(s) by Phase and Year The Project Budget section of the Project Detail Sheet includes the following columns of data:
• Total Project Cost Estimate
o This is the estimate of the total project cost for a given phase for the upcoming 5-Years. • Proposed Budget (for the remainder of the current two-year budget) o This column represents the appropriations for the project for the upcoming fiscal-year/the remainder of the current two-year budget.
• Projected Budget (for the remaining years of the project) o These four columns represent the projected expenditures for the project for the remaining years of the project. Expenditures in the final column may represent projected expenditures in Year 5 of the 5-Year Program or may represent project expenditures beyond Year 5. • Note: The sum of the Proposed Budget and the Projected Budget is the Total Project Cost Estimate.

Project Detail Sheets are included in Appendix B.

FUTURE PROJECTS NOT YET BUDGETED OR SCHEDULED
The City’s Development Impact Fee Study identifies ultimate improvements needed Citywide. On December 15, 2021, the City Council adopted an updated DIF Study (dated December 2, 2021). Projects from that study that remain without budget and without schedule are included in the CIP and are listed in Appendix C.

PROJECT SUMMARY
Wildomar Channel Trail Access 043
Wildomar Channel/Murrieta Creek Trails

PROJECT DESCRIPTION AND EXHIBIT
The City executed a Master License Agreement with the Riverside County Flood Control District (RCFC) to allow continued public use of the access roads. The City will now need to process Specific Facilitity License Exhibits (SFLEs) with RCFC for each specific segment of the channel. The project provides additional pedestrian facilities (trail), promotes active transportation, and improves pedestrian connectivity in this part of the City. The project also eliminates the need for the City to enter into event-specific agreements with the Riverside County Flood Control District (RCFC) for use of the access roads during public events (e.g. 5-K Runs, etc...).

Funds have also been allocated in the Right-of-Way Phase for the SFLEs and on-going future maintenance of the trail. Funds in FY 25/26 and FY 26/27 are proposed to remove the locked gates on the east side of the existing Wildomar Channel access roads and complete minor improvements to open the access roads to the public for trail purposes.

PROJECT SUMMARY
Fire Station 61 Site Improvements 080
32637 Gruwell St Buildings

PROJECT DESCRIPTION AND EXHIBIT
This project aims to repair or replace the existing septic tank, and design a new fencing layout and motorized gate system for securing the back entrance to the facility. Fire and EMS services within Wildomar are currently contracted through Cal Fire/Riverside County Fire, whom have been contracted for these services since the city's incorporation in 2008. Located at 32637 Gruwell Street in the central part of the City, Wildomar Fire Station 61 was first established in the 1980's and is the only owned building operated by the City after it was conveyed from the County of Riverside in 2016. As Fire Station 61 approaches 40 years and increased use with the EMS services that were added in FY 19/20, proposed upgrades to the property are to be evaluated for potential retrofit improvements, in effort to maintain the first responder levels of service that are provided from this location.

PROJECT DESCRIPTION AND EXHIBIT
This project will upgrade existing catch basin filters. Several storm drain inlets/catch basins in LLMD zones contain filters which collect trash and remove pollutants from the water which enters the storm drain system, before the water reaches downstream water bodies such as the Murrieta Creek and Lake Elsinore. The filter upgrade will include installation of newer filters that meet current water quality requirements and remove trash and other pollutants with a higher efficiency.

Orange St. to Corydon St. Drainage

PROJECT DESCRIPTION AND EXHIBIT
This Flood Control-led project will complete the Line G system. Once the Line G system is complete, it will provide flood protection to the community southwest of Bundy Canyon Road and Interstate 15, as well as resolve long standing flooding issues at the Elsinore High School. The Stage 2 (to be built second) project will intercept storm flows reaching Orange Street from the east and convey those flows westerly along Canyon Drive to the Stage 1 (to be built first) facility east of Mission Trail. Stage 1 will be constructed as an open channel and Stage 2 will be constructed as an underground storm drain facility.

Included in the FY 24/25 budget are some funds to allow staff to analyize the existing drainage conditions at Almond St. south of Elsinore High School to determine if there are any interim improvements or efforts that can help reduce the amount of roadway flooding that occurs.
