YORBA LINDA BOULEVARD WIDENING PR/ED*

YORBA LINDA
The cities of Yorba Linda and Anaheim are proposing improvements to alleviate the heavy congestion along Yorba Linda Boulevard, particularly during the afternoon peak hours. This includes the addition of a fourth northbound lane between the SR-91 and La Palma Avenue. Three intersections at La Palma Avenue, Savi Ranch Parkway and Santa Ana Canyon, were also widening to provide additional turning capacity and storage to address queuing.

These improvements also promote active transportation and alternative modes of travel through the corridor, with a protected bike and pedestrian pathway that links Savi Ranch to the regional trails. With these improvements, residents and commuters will experience a better quality of life. Under the guidance of Pat Somerville as project manager and Kimberly Barling as project engineer, a PR/ED was prepared to evaluate geometric alternatives and identify utility impacts. A preliminary Water Quality Master Plan (WQMP) and structures advance planning study was prepared for the widening of the bridge over the Santa Ana River. LSA prepared an Initial Study/Mitigated Negative Declaration (IS/MND), which was approved in January 2021.

Funding was also secured through the OCTA Comprehensive Transportation Funding Program (CTFP) for both the PR/ED as well as the next phase of the project, the preparation of the PS&E documents.

SAVI RANCH PARKWAY WIDENING*

YORBA LINDA
Under the guidance of Pat Somerville as project manager, a Savi Ranch Mobility Feasibility Study was prepared that identified improvements that would reduce the congestion along Savi Ranch Parkway. These improvements included the addition of a westbound lane from Mirage Street to Yorba Linda Boulevard and adding a third westbound left turn lane.

The project will eliminate a free right and yield right turn lanes to improve operations and safety. A retaining wall is required adjacent to Staples/ PetSmart due to the widening. Sidewalk will be added on Mirage Street, closing gaps in the existing sidewalk network.
35% project plans were prepared in the initial phase of work and were reviewed by the cities of Yorba Linda and Anaheim. These were developed to minimize throwaway costs if Savi Ranch Parkway is constructed ahead of the Yorba Linda Boulevard Widening.

Additional services included assisting the City in obtaining approval from OCTA to add Savi Ranch Parkway onto the Master Plan of Arterial Highways and making it available for OCTA grant funding. Justification and presentation materials were prepared, and this effort was successful.

Subsequently, with Savi Ranch Parkway now on the MPAH, Mark Thomas successfully prepared the OCTA CTFP Intersection Capacity Enhancement application to fund the final design phase of the project. * Key Staff’s Personal Experience

CANNON STREET WIDENING

CITY OF ORANGE
Mark Thomas is providing preliminary engineering,
environmental clearance, and final design for the
widening of Cannon Street from Santiago Canyon
Road to Serrano Avenue. The project will provide one
additional northbound lane to address the heavy
afternoon peak hour traffic that is bypassing the
SR-55 and SR-91 freeways.

Services include the geometric alternatives to
accommodate the widening within the existing right
of way, preparation of an IS/MND, and final PS&E
preparation. Alternatives will be evaluated to widen
the bridge to accommodate the added lane as well
as Class II bike lanes and pedestrian sidewalk while
minimizing impact to the Santiago Creek. Pedestrians
may be accommodated on a separate prefabricated
pedestrian bridge to avoid encroachment into the
creek. A new raised landscape median will be included
throughout the length of the project. Field survey and
geotechnical investigations are being provided.

The project was funded through the OCTA
Comprehensive Transportation Funding Program
(CTFP), in the Arterial Capacity Enhancement category.

OC LOOP, SEGMENT D

ORANGE COUNTY
Mark Thomas is providing PS&E for the design of
Carbon Canyon Channel Bikeway (OC Loop Segment
D) within the Cities of Brea, Placentia and Yorba Linda.

This project will connect the existing trail at Imperial Highway and La Floresta to the existing portion of El
Cajon trail at Bastanchury Road. The project includes a 12’-14’-wide bikeway, undercrossing at Golden Avenue,
a 133’-long 12’ x 12.5’ box culvert undercrossing at
Bastanchury Road, constructing permanent retaining
walls, drainage conveyance, lighting, fencing, landscape, irrigation, hardscape, ADA access, bicycle/pedestrian
signals and beacons, street crossings, maintenance
road access, signage, pervious pavement and localized
stormwater best management practices (BMP’s).

The Mark Thomas team improved geometrics to reduce
the length of the undercrossing at Bastanchury Road
and value engineered a cost effective sheet pile wall
system that will reduce construction noise, minimize
right of way impacts and accelerate construction while
saving the County over $6 million in construction
cost. The OC Loop, when completed, will be a 66-mile
bikeway of seamless connections and opportunities for
people to bike, walk and connect to Orange County’s
scenic resources.

BREA CANYON ROAD WIDENING

ORANGE COUNTY
Mark Thomas recently delivered the PS&E, geometric
design, and retaining wall and bridge design for
the widening of nearly two miles of Brea Canyon
Boulevard from Canyondale Drive to the Orange
County/Los Angeles County boundary line, and the
replacement of three bridges. This $51 million project
was delivered on an accelerated schedule due to
funding requirements. 100% PS&E was developed in
nine months to meet these funding deadlines.

The project improvements include: widening the
existing undivided two-lane roadway to a four-lane
divided roadway; replacing the three existing bridges
over the Brea Canyon Channel; rehabilitating the
existing unlined channel; constructing permanent
retaining walls up to 65-feet-high; and replacing the
traffic signal at Canyon Country Road. Extensive utility coordination and relocation was required.

The project also requires complex construction
staging to keep the roadway in operation during
construction, as it is a reliever route for SR-57. All
three bridges are proposed to be constructed in two
stages.

FIRESTONE BOULEVARD WIDENING

NORWALK
Mark Thomas is prepared the PA&ED and is completing
the PS&E for the Firestone Boulevard Widening
Project. Firestone Boulevard serves as an important
truck route between I-5 and I-605, connecting multiple
communities. The corridor carries significant traffic
volumes between 35,000 and 40,000 vehicles a day,
including 15% truck traffic.

The widening of Firestone Boulevard will provide
for a six-lane divided arterial, construct multimodal
improvements for bicycles and pedestrians while
maintaining existing on-street parking, and widen
the UPRR overhead bridge. The project will also
be constructed in phases to minimize impacts to
businesses, including luxury auto sales. Additionally,
the project included modifications to four traffic signals and landscape/complete street improvements to the
entire segment through two phases of improvements.

Mark Thomas also provided value engineering
efforts that resulted in a reduction of right of way
impacts, saving the City over $250,000 of potential
acquisition. Mark Thomas was also responsible for all
utility relocation coordination for more than ten utility owners within the Project limits. Currently Mark Thomas is finalizing PS&E efforts with the intent to advertise this project for construction by the end of 2022.

SANTA ANA RIVER HYDRAULIC

AND SCOUR ANALYSIS

ORANGE COUNTY
Q3 and LSA provided services on the widening of
the SR-91 freeway over the Santa Ana River. The
Santa Ana River is a major regional flood control
channel which was constructed by the USACE and
is owned and maintained by the County of Orange.

Q3 prepared a hydraulic modeling of the river
for pre- and post-project conditions along with a
scour analysis to support the final design of the
bridge structure and provided hydraulic and scour
engineering for the preparation of the Final Hydraulic
Report. Q3 is the lead for the processing of the 408
permit from the USACE and the encroachment permit
from Orange County Public Works.

LSA has prepared applications and obtained a Section
404 Permit from USACE, 401 Certification from the
SWRCB, and 1602 Streambed Alteration Agreement
from CDFW to perform geotechnical borings. LSA
assisted in the application for the Section 408 Permit
and monitored for nesting birds and impacts to bats
while the borings were being conducted. LSA will be
preparing environmental re-validation to address
changes in project design that occur during PS&E and
incorporate permit conditions and measures.

SANTA ANA RIVER INTERCEPTOR
(SARI) LINE, ORANGE COUNTY
The SARI Line is a regional sanitary sewer that
conveys raw sewage and brine (wastewater from
agriculture, commercial and other sources) from the
Inland Empire and Orange County to the Orange
County Sanitation District (OCSD) treatment plant in
Fountain Valley. The SARI Line has experienced heavy
erosion of the sediment cover ,exposing the pipeline
at several locations. Leighton’s field exploration for
this long alignment included more than 75 borings
and installation of groundwater monitoring wells to
monitor seasonal fluctuations in groundwater levels
(with wide variations due to releases from Prado Dam).

Electrical Resistivity Imaging (ERI) was used to evaluate location of the Whittier-Elsinore Fault. This ERI process is a nondestructive geophysical technique for imaging
subsurface structures from electrical measurements
by means of injection of DC current in the ground,
measuring the voltage drops produced at points on
the surface and mapping subsurface distribution of
electrical resistivity to build a three-dimensional model of the site. Leighton prepared a Geotechnical Data
Report (GDR), Geotechnical Interpretive Report (GIR),
and Geotechnical Baseline Report.

It is assumed City will be responsible for the separate payment for permits, plan review and other fees or costs related to OCFCD encroachment permits

2.3 Regulatory Permitting – Project Construction

2.3.1 Section 408 Permitting Assistance
A requirement of all USACE permits is to obtain Section 408 permission for any project that affects USACE facilities or local facilities that were constructed with USACE funding. Prior to the commencement of the project construction work in the Santa Ana River, Section 408 permission from the USACE will be needed. Therefore, upon request, CONSULTANT will prepare an application for Section 408 permission; however, most of the necessary information for the 408 processing, such as a detailed description of the proposed work activities and associated impacts, and measures to restore the affected areas to pre-disturbance conditions, will be provided by other technical personnel on the project team.

2.3.2 Focused Environmental Assessment (EA)
For this project, NEPA compliance is not optional because it will impact a federal facility, the Santa Ana River. A NEPA document (Environmental Assessment; EA) for Santa Ana River impacts will be required in order for the U.S. Army Corps of Engineers (USACE) to issue a Section 408 permit and Section 404 authorization under the Clean Water Act (CWA).

The EA will be prepared consistent with USACE guidelines for submittal with the 408 and 404 Permit applications for use by the Corps to comply with NEPA. Information developed as part of the approved IS/MND will be utilized to prepare the EA. Additional documentation developed pursuant to Section 106 and information developed for the 404 Permit, both described below, would also be utilized. CONSULTANT will revise the EA in response to one round of comments from the Corps. The Corps will finalize the EA and publish a public notice soliciting comments on the Draft EA. CONSULTANT will revise the EA in response to one round of comments from the Corps. The Corps will evaluate comments received on the EA and will issue the Final EA and Finding of No Significant Impact (FONSI).

2.3.3 Section 106 Cultural Resources Study
Using the CEQA-level cultural resources record search and field survey results from 2019 as a source, CONSULTANT will prepare a Section 106 Cultural Resources Study Report for the project to address requirements of Section 106 of the National Historic Preservation Act. The report will include a detailed summary of resources identified within the record search radius and will provide the natural and cultural setting. CONSULTANT will also request an updated Sacred Lands File search and Native American contact list from the Native American Heritage Commission for use by the Army Corps of Engineers during the Section 106 Native American consultation process (post-report submittal). This scope does not include an updated record search or field survey.

2.3.4 Pre-Application Agency Coordination
CONSULTANT will request pre-application coordination with the regulatory agencies (i.e., USACE, CDFW, and RWQCB) to discuss the permitting for the proposed project. This scope and associated budget are based on separate agency meetings, to accommodate possible differences in schedule availabilities. However, for efficiency purposes, the project team will attempt to arrange a single pre-application meeting with all the permitting agencies. Given the frequent travel limitations on the agency representatives, it is expected that a virtual meeting, or meetings, such as a Microsoft Teams meeting, will take place. Prior to the scheduled meeting, CONSULTANT will provide the participating agencies with specific project-related information. CONSULTANT will prepare a suitable slide show presentation (e.g., PowerPoint presentation) to guide the discussion during the pre-application meeting. A specific topic to be discussed with CDFW at the pre-application meeting will be the proposed measures to avoid or minimize any effects to potential fish passage or fish species. Following each pre-application meeting, CONSULTANT will prepare and distribute meeting minutes that will include details discussed at the meeting, including any agency recommendations, conclusions, and/or pertinent action items.

2.3.5 Section 404 Pre-Construction Notification
The proposed project is expected to qualify for NWP 14, since this is a linear transportation project that is expected to result in no more than 0.25 acre of permanent loss to non-tidal WOTUS. Also, a PCN will be prepared and electronically submitted to the USACE, because the proposed project may impact more than 0.1 acre of WOTUS and/or is likely to discharge into a special aquatic site, namely jurisdictional wetlands. A detailed form required by the USACE will need to be completed as part of the PCN submittal along with a cover letter and various supporting documents and graphics. There is no filing fee required by the USACE as part of their permit process. The PCN submittal package will be provided in draft form for Project Team and City review. CONSULTANT assumes one review cycle with one set of consolidated, nonconflicting comments from the Project Team and one set of consolidated, nonconflicting comments from the City. Upon receipt of any and all comments or suggested revisions, CONSULTANT will finalize and electronically submit copies of the PCN package to the City and the USACE.

2.3.6 Section 401 Water Quality Certification Application Since the Yorba Linda Boulevard Widening Project will require a Section 404 permit from the USACE, a Water Quality Certification Application will be prepared and then submitted to the Santa Ana RWQCB pursuant to Section 401 of the CWA. This effort involves preparing a detailed application form, which addresses water quality and wetland issues, best management practices, and potential impacts to beneficial water uses, and preparing an alternatives analysis and a mitigation plan, both of which are separate tasks below. The 401 Application will also include an application filing fee, which will be provided by the City. The precise amount of the filing fee will be calculated later based on the fee calculator that is current at the time of submittal and based on the final estimation of permanent and temporary impacts to jurisdictional waters. The 401 Application submittal documents will be provided in draft form for Project Team and City review. CONSULTANT assumes one review cycle with one set of consolidated, nonconflicting comments from the Project Team and one set of consolidated, nonconflicting comments from the City. Upon receipt of any and all comments or suggested revisions, CONSULTANT will finalize and electronically submit copies of the 401 Application package to the City and the RWQCB.

2.3.7 Section 401 Alternatives Analysis
In April 2019, the SWRCB adopted new procedures for all Section 401 and Porter-Cologne Waste Discharge authorizations. These procedures were then approved by the Office of Administrative Law and became effective on May 28, 2020. Therefore, any application that is submitted after that date must comply with the new procedures. A new requirement under the current procedures is that 401 Applications for projects like the proposed Yorba Linda Boulevard Widening Project must now include an alternatives analysis. The level of rigor required in the alternatives analysis is to be commensurate with the level of impact to regulated resources. In this case, based on the relatively small magnitude of permanent impacts to USACE/RWQCB jurisdiction expected to occur, a moderate level of effort in analyzing alternatives is expected. The final alternatives analysis will ultimately be incorporated into the 401 Application submittal package.

2.3.8 Habitat Mitigation and Monitoring Plan
In accordance with project Mitigation Measure BIO-12 and anticipated permit requirements of the USACE, CDFW, RWQCB, and USFWS, CONSULTANT will prepare a Habitat Mitigation and Monitoring Plan (HMMP) covering the restoration of temporary impact areas and compensatory mitigation for permanent impact areas. The HMMP will describe the temporary impact restoration areas and the methods and materials that will be utilized to complete the restoration and planting. Permanent impacts to jurisdictional areas (including native habitats within the Santa Ana River Canyon Habitat Management Plan area and City of Anaheim’s coastal sage scrub mitigation site) will likely require offsite compensatory mitigation. Mitigation may occur in applicable areas adjacent to these existing mitigation and conservation lands, and/or mitigation bank or in-lieu fee program credits may be purchased to compensate for permanent impacts. CONSULTANT will coordinate with the City and project design team during development of the HMMP, and the mitigation approach will be presented to the involved regulatory agencies prior to submittal of the Draft HMMP. Other stakeholders (such as the County or mitigation bank managers) may be consulted to identify potential options for off-site mitigation opportunities. Once completed, CONSULTANT will submit the Draft HMMP for review. CONSULTANT assumes up to two rounds of document review by up to four parties, each with one set of consolidated non-conflicting comments from all reviewers, prior to submitting the Final HMMP. The HMMP will be submitted to the regulatory agencies with the permit application packages, if required.

Page 13 of 23 ends

It should be noted that information regarding project design alternatives as well as detailed information regarding the proposed construction methods and schedule will be required to be provided by the project design team to complete the HMMP. Furthermore, given the recent substantial changes in operable jurisdictional definitions and procedures that have occurred and may continue to occur, and considering the regulatory revisions and potential court actions, the budget associated with this task is based on an assumed number of hours estimated to be required. The precise scope of the HMMP will be highly contingent upon the results of the early coordination with the resource agencies, as well as the locations, types, and extents of impacts that would occur within jurisdictional areas. CONSULTANT will utilize our extensive permitting experience in the region to expedite these processes to the extent possible based on the project design and agency consultations. Because it is not possible to anticipate all potential mitigation scenarios, information requests, or changes in guidance, a scope and budget augment would be necessary if such requests or changes would exceed the assumed budgeted hours for this task.

2.3.9 Section 1602 Notification of Streambed Alteration Due to the anticipated alterations of jurisdictional streambeds and associated riparian habitat resulting from proposed project construction, a Notification of Streambed Alteration will be prepared and then electronically submitted to CDFW, pursuant to Section 1602 of the California Fish and Game Code. This task includes up to 16 hours of early coordination with CDFW representatives and Project Design Team members to address measures to avoid and/or minimize potential impacts to fish passage and fish species, especially listed species such as the Santa Ana Sucker.

Relevant information from CDFW and the Project Design Team will be incorporated into the 1602 Notification submittal. If additional time is required to address this issue beyond what is allocated here, an applicable scope of work and budget amendment would be required.

The City will provide payment of the applicable 1602 processing fee for submittal to CDFW. The precise amount of the fee will be determined later based on the fee schedule that is current at the time of submittal and based on the final estimation of project costs associated with impacts to 1602 jurisdictional areas. Once the 1602 Notification information has been reviewed by the Project Team and the City, the 1602 Notification information will be electronically submitted to CDFW via EPIMS.

2.3.10 Post-Submittal Agency Coordination
Following submittal of the various permit/authorization requests, CONSULTANT will follow up and coordinate with each of the applicable regulatory agencies, as needed. This agency coordination often requires multiple back-and-forth communications (e.g., emails, phone calls, or text messages) between the client, the client’s project team, and the various regulatory agency representatives, and sometimes requires CONSULTANT to compile and submit additional information or materials at the request of the agencies. However, a definitive determination of how much time will be required of CONSULTANT to follow up and coordinate with the regulatory agencies cannot be made at this time; therefore, CONSULTANT has allocated up to 45 hours specifically for agency follow-up and coordination and up to an additional 15 hours for internal project team coordination, as needed. If additional time is needed beyond what is allocated for both agency and project team follow up and coordination in the tasks above, CONSULTANT will notify the client in advance and then prepare and submit an applicable budget amendment. Additionally, this scope of work does not include additional analysis of impacts to biological resources beyond that included in the Biological Resources Report, Jurisdictional Delineation, or Final Environmental Documents for the project. and does not include implementation of any compliance measures or conditions identified in the permits/authorizations that are issued. If the regulatory agencies request any additional technical analysis, an applicable scope of work and budget amendment would be required.

2.3.11 Maternity-Season Bat Survey And Reporting
CONSULTANT will perform a nighttime acoustic and emergence survey at the Yorba Linda Boulevard bridge over the Santa Ana River during the summer months (i.e., June–August), when maternity colonies are fully established, to confirm the presence of a maternity colony or colonies and to determine the numbers and species of bats present.

Species composition of a maternity colony is useful because different bat species are known to have different tolerance levels for certain construction activities. CONSULTANT anticipates that CDFW may require the performance of a maternity-season survey prior to conducting geotechnical boring activities as one of the conditions of the 1602 agreement; regardless, this survey will be performed before or during final design for compliance with Mitigation Measure BIO-8 of the ISMND, and to allow adequate time for mitigation planning and coordination with CDFW.

Two biologists will be needed during the nighttime emergence survey at the Yorba Linda Boulevard bridge over the Santa Ana River Bridge to ensure adequate visual coverage of the exit/entry points of the structure. Each nighttime survey will begin approximately 0.5 hour before sunset and continue until at least 1 hour after sunset. Biologists will use night vision goggles (military grade PVS-7, Generation 3) augmented with infrared lights to observe emerging bats. Bat vocalizations will be recorded using full-spectrum Anabat Walkabout and Anabat Swift ultrasound detectors, with calls recorded on secure digital (SD) cards for later analysis and species identification. Following the completion of the survey, CONSULTANT will analyze all acoustic data and prepare a report summarizing the results of the surveys and documenting the numbers and species of any bats observed on site. This report will also include recommended measures to minimize potential adverse effects to bats during geotechnical boring activities.

2.3.12 Bat Mitigation and Management Plan
CDFW typically requires the preparation of a Bat Mitigation and Management Plan (BMMP) for bridge projects that may result in potential impacts to bat maternity colonies, and that the plan be submitted to CDFW prior to the start of project construction. The presence of a maternity colony at the Yorba Linda Boulevard bridge over the Santa Ana River is strongly suspected based on a previous survey performed by LSA at the site in fall 2019. If the presence of a bat maternity colony is confirmed at the Yorba Linda Boulevard Bridge, CONSULTANT will prepare a BMMP for the project that will include a detailed analysis of potential project-related impacts to bats and bat-roosting habitat, as well as recommendations for bat avoidance, minimization, and mitigation measures to minimize those potential impacts. This task includes time for coordination between a bat specialist and the project environmental and design team to discuss the details of the project, including the proposed construction methods and schedule, which will allow the bat specialist to determine the nature of any potential impacts to bats that could result from project construction and to develop appropriate measures. The detailed and specific measures discussed in the BMMP will comprise a variety of strategies that may include, but are not limited to, humane eviction/exclusion, installation of alternate roosting habitat, implementation of avoidance buffers, and seasonal restrictions on certain work activities. Implementation of the BMMP will be incorporated as part of the construction contract.

2.4 Regulatory Permitting – Geotechnical Borings
To conduct the two geotechnical borings and single pothole within the Santa Ana River, a full suite of permits will be required, similar to Task 2.3, as listed below.

2.4.1 Section 408 Permitting Assistance

Compensation will be based on the unit price for each pothole as listed in the fee schedule but may not exceed the allowance. Such unit price shall include all necessary efforts related to this item, including traffic control. From the utility research and utility potholing, CONSULTANT will compile and incorporate utility information on the roadway Base Sheets. Conflicts with existing utilities will be identified for resolution with the conflicting utility. Pothole locations must be backfilled with a permanent cement-type material (for Anaheim pothole restoration, must follow City of Anaheim Standard No. 132 and any other applicable Anaheim standards), to be approved by the appropriate City’s Public Works Superintendent. Provide a summary report of findings as the deliverable for this item.

The followings have been assumed for this task:
- 7 potholes (up to 8’ deep)
- 1 pothole (approximate 20’ deep on MWD pipeline)
- 1 Pothole within the Santa Ana River (approximately 25’ deep). A separate USACE permit will not be required, this will be included alongside the geotechnical borings on the permit application. - 4 potholes for existing wall footing

3.7.3 River Hydraulics and Scour Analysis
Provide engineering services to prepare a Final Bridge Hydraulics Report for the bridge widening over the Santa Ana River. The hydraulic analysis of the river will be prepared using the U.S. Army Corps of Engineers HEC-RAS computer model. The model will be developed from the latest available hydraulic model of the river from the United States Army Corps of Engineers (USACE). The baseline (existing) condition model will be updated at the bridge location using the most current topographic mapping to include additional cross sections for the bridge widening and to establish the baseline condition of the river. A project condition model will then be prepared which incorporates the proposed widening. The change in water surface elevations along the river associated with the extension of the bridge piers will be evaluated and the results of the analysis will be used to prepare the Final Bridge Hydraulics Report. If any impacts are identified, they will be discussed with the team and potential mitigation measures developed. Abutment and pier scour associated with the widening will also be evaluated using the scour analysis procedures prescribed in HEC-18, Evaluating Scour at Bridges.

3.8 Traffic Management Plan
A traffic management plan will be prepared in support of PR/ED and will be prepared summarizing the project objectives and details (alternatives), the study area and data collection effort, the analysis methodology and results, and preferred alternative(s) and recommendations. CONSULTANT will develop construction trip generation based on an equipment list and employee count for each construction phase.

CONSULTANT will overlay construction traffic according to the staging plans to develop peak hour traffic volume by construction phase.

CONSULTANT will review and analyze draft traffic detour plans and will, if necessary, adjust traffic detour plans to minimize project related traffic delays. CONSULTANT does not believe that construction activity on Yorba Linda Boulevard would increase traffic on parallel arterials due to the distance to the parallel arterials. It is possible that construction on Yorba Linda Boulevard could cause some regional traffic currently cutting through Yorba Linda and Anaheim to stay on State Route 91. CONSULTANT will analysis the worst case lane restrictions on Yorba Linda Boulevard in the OCTAM travel model to identify what traffic redistribution could be anticipated.

CONSULTANT will use the final traffic detour plans to prepare a Traffic Management Plan (TMP). This plan will include vehicle level of service calculations using intersection capacity utilization methodology and Caltrans preferred Highway Capacity Manual methodology. Although previously collected data has shown a low volume of bicycle and pedestrian activity, the TMP will include a review how these modes are affected by proposed construction. CONSULTANT will identify whether any temporary measures are necessary to and capable of alleviating anticipated substandard level of service performance. One combined report will be prepared for the two projects. CONSULTANT will modify the draft TMP based on one round of City comments prior to distribution to Caltrans and City of Anaheim. If requested, CONSULTANT will meet with these outside agencies to describe the TMP methodology and conclusions. If requested by the City, CONSULTANT will modify the TMP based on one round of outside agency comments.

Clarifications:
• Bridge widening effort includes the “combined structure” analysis that assesses the overall widened structure’s behavior during an earthquake. Any mitigation of remaining issues with the bridge will be built into our overall structure design and detailing scope. The widening is commonly designed to provide mitigation of problems with the existing bridge, but we may find that separate and specialized improvements need to be added to our plans to address shortcomings that we identify and include in our design. . • Miscellaneous structures include foundations and details for Savi Ranch monument sign relocation and the City of Yorba Linda and Anaheim city entry monuments. It is assumed that details and/or as-builts for these signs will be provided by the cities. Yorba Linda monument sign includes structural design, calculations and details. Anaheim entry monument is assumed to not require special structural design and will be detailed as per as-builts.

Minor impacts related to SCE
street lighting and AT&T vault
on Savi Ranch Parkway will
facilitate this process.

Our approach to the retaining

By avoiding geotechnical borings within the river, we avoid a 10-12 month USACE Section 408 permit process and only need an OCFCD permit for being within their right of way.

We have successfully used this strategy on the Doran Street Grade Separation and OC Streetcar projects.

Having the strength
of both LSA and Q3
Consulting will benefit
the City in facilitating
the extensive permitting
requirements on this
project.

As with Savi Ranch Parkway, we can use
the same funding cycles to align the two
projects. Due to the regulatory permitting
process, Yorba Linda Boulevard is lagging
about 5 months behind Savi Ranch Parkway.

This gives the City options to build the
projects separately or together and phase
the construction to your benefit with a
single contractor.

Prompt delivery of the 65% plans is a crucial step on the project as this kicks off the regulatory permitting which is critical path to putting the project out to bid. We will conduct a Geometric Refinement (Task 3.9) to lock
down the project geometry and advance straight to the
65% PS&E task to accelerate the schedule.
