CITY COUNCIL MEETING
AGENDA SCHEDULING REQUEST FORM
TO: CITY MANAGER
FROM: Councilwoman Tara Campbell and Councilwoman Peggy Huang FOR (DATE OF COUNCIL MEETING): September 16, 2025
“OTHER BUSINESS” ITEM TO BE AGENDIZED:
TITLE OF REPORT/ ITEM: Adopt Resolution Opposing Proposition 50 on the November 2025 Ballot
ADDITIONAL INFORMATION: We respectfully request your support for the resolution opposing Proposition 50, which will appear on the November 2025 statewide ballot.
As outlined in the resolution, Proposition 50 would dismantle California’s voter-approved independent redistricting process and return the authority for drawing congressional district lines to the State Legislature. This change would inject partisanship into a process that voters explicitly chose to keep fair and impartial by establishing the California Citizens Redistricting Commission.
The Commission was designed to ensure transparency, fairness, and the protection of local communities of interest. Proposition 50 would undermine those principles by allowing political interests to divide cities and counties, diluting the voice of local communities in Congress.
Our City has long stood for good governance and public accountability. Supporting this resolution affirms Yorba Linda’s commitment to protecting nonpartisan redistricting and ensuring that our residents remain fairly represented.
We urge you to join us in adopting this resolution and publicly opposing Proposition 50.
CC: MAYOR & CITY COUNCIL
CITY CLERK
A RESOLUTION OF THE CITY COUNCIL OF YORBA LINDA, ADOPTING A POSITION OF OPPOSITION TO PROPOSITION 50 ON THE NOVEMBER 2025 BALLOT WHEREAS, Proposition 50, appearing on the November 2025 California ballot, proposes to amend the California Constitution to alter the process for drawing congressional districts; and WHEREAS, the current process, established by voters, assigns the responsibility for drawing congressional districts to the independent California Citizens Redistricting Commission, designed to operate in a non-partisan manner; and
WHEREAS, Proposition 50 would transfer the authority to draw congressional districts from the California Citizens Redistricting Commission to the State Legislature; and WHEREAS, the independent California Citizens Redistricting Commission was created to ensure fair and impartial district boundaries, including safeguards to keep cities, counties, and local communities together; and
WHEREAS, Proposition 50 would remove existing safeguards intended to maintain the integrity of local communities in the redistricting process; and
WHEREAS, Proposition 50 proposes dividing communities, forcing some cities and counties to be split among multiple congressional districts under the measure s new maps and diminishing their voice in Congress; and
WHEREAS, the City Council of Yorba Linda recognizes the importance of maintaining a transparent and independent redistricting process to uphold public trust in electoral systems; and WHEREAS, the City Council of Yorba Linda believes that Proposition 50 undermines the voterapproved framework for fair redistricting in California; NOW, THEREFORE, BE IT RESOLVED that the City Council of Yorba Linda, California, hereby adopts an official position of opposition to Proposition 50 on the November 2025 ballot.
