CITY OF YUBA CITY
STAFF REPORT
Date: June 16, 2026
To: Honorable Mayor & Members of the City Council;
From: Human Resources Department
Presentation By: Gina Rowland, Human Resources Director Summary
Subject: Approve the City's Amended Salary Schedule
Recommendation:
Adopt a Resolution taking the following actions effective July 11, 2026:
A. Amending the Salary Schedule to:
1. Adjust the salary for City Manager from $280,000 to $280,010 annually to address a rounding issue in the City’s new HRIS/Payroll system.
2. Abolish the titles of Police Records Clerk – Lead and Administrative Manager.
3. Change the title for Parks and Grounds Superintendent to Park Maintenance Superintendent.
4. Adjust the salary for Police Services Analyst from $5,190 - $6,308/monthly to $5,854 - $7,116/monthly.
5. Add the following new salary ranges:
a. Deputy City Manager - $11,310 to $13,748/monthly
b. GIS Analyst - $7,150 to $8,689/monthly
c. Human Resources Analyst I - $6,350 to $7,718/monthly d. Human Resources Analyst II - $6,985 to $8,490/monthly e. Human Resources Manager - $9,574 to $11,638/monthly
B. Approve the City’s Salary Schedule in its entirety as amended.
Fiscal Impact:
None. Sufficient funds were included in the Recommended Budget for FY2026/27.
Purpose:
To implement position and salary changes included in the recommended budget for Fiscal Year 2026/27.
Strategic Focus Area:
This item addresses the Strategic Focus Areas of Workforce Excellence and Fiscal Responsibility by ensuring City departments are appropriately staffed by employees with the knowledge, skills and abilities needed to most effectively and efficiently deliver City services.
Background:
During the annual budget process departments evaluate their existing organizational structures including positions and staffing levels. This year due to the continuing structural deficit, several departments were faced with making the difficult decisions to eliminate and unfund existing vacant and filled positions. In one department, this will result in the layoff of two employees.
In addition to the difficult decisions above, departments need to evaluate whether the existing job descriptions for their employees are appropriate for the duties being performed. Departments also work closely with Human Resources during the budget process when they have a need for a new position where there is no existing City job description.
Analysis:
The recommended changes to the Salary Schedule to abolish the titles of Police Records Clerk – Lead from the Police Officers’ Association and Administrative Manager from the Police Mid Managers unit are clean up items. These titles are no longer used by the Police Department. The title change for Parks and Grounds Superintendent to Park Maintenance Superintendent is a clean up item also. The correct title of Park Maintenance Superintendent is reflected on the 5 step Salary Schedule, but it is incorrect on the 9 step Salary Schedule.
The recommended salary adjustment for the City Manager amounts to $10 per year and is needed to resolve a payrate rounding issue in the City’s new Tyler Human Resources/Payroll Information System.
At the request of the Police Chief, Human Resources evaluated the duties of the Police Services Analyst. Since the position was established in July 2024, the duties have evolved from performing a variety of coordination, registration and scheduling of staff training and development activities and administering the body worn camera programs, to coordinating and performing professional-level administrative and programmatic work in areas such as budget development, financial administration and reporting, contract administration, management analysis and public information. These duties are consistent with the duties performed by Administrative Analysts in the City. As such, staff recommends the salary for Police Services Analyst be adjusted to be equivalent to Administrative Analyst I.
The new Deputy City Manager class will have overall responsibility for the administrative functions in the City Manager’s office. The position will provide high level support to the City Manager in overseeing and implementing the City’s Strategic Plan, developing policy, and managing and overseeing a variety of City programs. This recommendation is to add the salary range to the Salary Schedule only.
A new GIS Analyst authorized position was included in the Recommended Budget for FY26/27. This recommended action approves the salary for the new position. The recommended salary is set at the same range as the City’s existing Information Technology Analyst.
The Human Resources Department has also evaluated its structure and classifications. Historically,
Human Resources was staffed with Administrative Analyst I/II/III classes which are generic analyst classes used in multiple City departments. As part of the Recommended Budget, those class titles were changed to industry specific Human Resources Analyst I/II classes. Human Resources is not recommending a Human Resources Analyst class equivalent to the Administrative Analyst III at this time. The recommended changes to the Salary Schedule are to set the Human Resources Analyst I salary equivalent to Administrative Analyst I, and Human Resources Analyst II equivalent to Administrative Analyst II. Additionally, Human Resources recommends approval of a new Human Resources Manager class assigned to the Mid Managers unit. This class assists the Human Resources Director in managing and directing assigned functional areas and staff within the Human Resources Department; establishes, develops and implements a broad range of policies, practices and procedures for areas of assignment; and provides highly responsible and complex administrative support to the Director of Human Resources. The recommended salary is set at the average salary found for comparable positions in surrounding jurisdictions.
Lastly, it is recommended that the City Council approve the City’s Salary Schedule in its entirety as amended. This ensures the City is meeting the legal requirement that employees’ compensation is based on a “Publicly Available Pay Schedule” approved and adopted by the employer’s governing body in compliance with public meeting laws.
Fiscal Impact:
There is no new fiscal impact resulting from these recommended actions. Sufficient funds were included in the Recommended Budget for FY2026/27.
Alternatives:
Do not approve the recommended actions.
Recommendation:
Adopt a Resolution taking the following actions effective July 11, 2026:

STAFF REPORT
Date: June 16, 2026
To: Honorable Mayor & Members of the City Council;
From: Administration Department
Presentation By: Ciara Wakefield, City Clerk
Summary
Subject: Community Sponsorship Request - Walk to End Alzheimer's Recommendation: Consider the sponsorship request from the Alzheimer's Association, and if approved: Adopt a Resolution approving the sponsorship request in the amount of $2,500 for the Walk to End Alzheimer's in Yuba City on September 5, 2026 Fiscal Impact: Monetary sponsorship of $2,500.00. Account(s) to be determined Purpose:
City sponsorships reflect support of specific programs or events by an organization. The intent is that the public will receive some intrinsic cultural, economic, educational, or entertainment value from the program or event.
Background:
On January 18, 2022, the City Council adopted an Amended Community Sponsorship Policy outlining factors for approval, including resources available, alignment with Council goals, community benefit, risk, and insurance requirements.
On October 1, 2024, Council directed staff to update the policy. Amendments adopted January 21, 2025, added a one-year eligibility restriction, clarified quarterly review deadlines, and aligned applications with the City’s fiscal schedule.
In March 2026, a sponsorship request was received from:
The Alzheimer's Association
The Alzheimer's Association is the leading voluntary health organization dedicated to accelerating global research, driving risk reduction and early detection, and maximizing quality care and support for those facing Alzheimer’s and other dementias. They provide a 24/7 helpline, support groups, and advocate for research funding.
The annual Walk to End Alzheimer's is the world's largest fundraiser for Alzheimer's care, support and research. In its 14th year, the Yuba City event inspires participants of all ages and abilities from across the region to join the fight against the disease. This year, the local Walk to End Alzheimer's will take place September 4, 2026 and will commence at the Town Square Fountain on Plumas Street.
On June 16, 2026, the proposed FY 26-27 Operating Budget will be presented for adoption. The budget proposal includes reducing the funding for Community Events (4220-66015) and Community Contributions (4220-66010) to zero in the new fiscal year.
Analysis:
The Community Sponsorship Policy states, "The budget for the Community Sponsorship Program shall be established by City Council each year during the annual budget process," and "applications will be presented to Council quarterly on a first-come, first-served basis." The Walk to End Alzheimer's will take place September 5, 2026 which occurs in FY 26-27. The proposed FY 26-27 budget eliminates Community Contributions and Community Events funding in order to maintain other critical City functions.
If the Council would like to accommodate this request in FY 25-26, staff recommends utilizing the remaining $1,700 in the Community Events account (4220-66015, FY 25-26) AND $800 from the Community Contributions account (4220-66010 FY 25-26) to fund the balance of this request. If approved, this would zero out the Community Events account in FY 25-26 and leave the Community Contributions account with a remaining balance of $6,400 for FY 25-26. The City has received no additional Community Sponsorship requests for FY 25-26.
Funding the proposed sponsorship would demonstrate City’s commitment to supporting the health, wellness, and quality of life of residents and families impacted by Alzheimer’s disease and other forms of dementia. City participation also fosters a sense of compassion and unity by encouraging residents, businesses, and organizations to come together for a meaningful community cause.
Fiscal Impact:
Monetary sponsorship of $2,500.00. Account(s) to be determined.
Alternatives:
1. Authorize a monetary sponsorship in a different amount.
2. Do not authorize a monetary sponsorship.
Recommendation:
Consider the sponsorship request from the Alzheimer's Association, and if approved: Adopt a Resolution approving the sponsorship request in the amount of $2,500 for the Walk to End Alzheimer's in Yuba City on September 5, 2026.
