DearAnaheim CityCouncil,
OnMay16youareslated tocertify thepetition toadopt anordinance which would drastically impact hotels throughout theCityofAnaheim. While promoted asameasure toincrease hotelworker safety, thispoorly drafted proposal contains wage andwork rules requirements thatwould devastate Anaheim hotels, withripple effects thatwould gutAnaheim’sbudget.

Hotels throughout Anaheim, andespecially intheAnaheim Resort area, areresponsible forgenerating millions ofdollars inrevenue forthecity. According tothecity’sownestimate, Anaheim Resort hotels willgenerate 172million for2022-2023. Those dollars arecritical tofunding Anaheim services suchasparks and recreation, maintaining andrepairing roads andinfrastructure, community andsenior services, andthepublic safety services likepoliceandfirethatAnaheim residents relyon.

Imposing thepending wage andworkrulesonAnaheim hotels willbeacostly newmandate. Many workers whoweresupposed tobenefit willlikely seetheirhours reduced, ortheirjobseliminated. Larger hotelswill raisetheirprices forrooms, amenities, andservices, resulting infewer hotelstays andless taxrevenue forthe city. Smaller hotels, including family owned “momandpop” hotelswilllikely justgooutofbusiness.

Plus, theincreased costsofdoing business inAnaheim overall willmake ittougher forAnaheim toattract and retain thebigtrade shows andconventions likeNAMM andNatural Products, andmake ittougher forfamilies andtourists tojustify thecostsofavacation totheAnaheim Resort.

Andthose increased costs could alsoresult inachilling effect onbusiness development throughout Anaheim, butespecially where tourism matters most: intheAnaheim Resort. Tourism developments, including new hotels, could slowdown orbecanceled outright because nobusiness willwanttomake asignificant investment inacitywhere costs aregoing toskyrocket.

Thismeasure istooterrible initspotential consequences tomove forward withunless weknowallthefacts. As theCityCouncil, youhavetheauthority toaskcitystafftoperform astudyoftheproposal sothatwecanfind outthefacts.

Thecosttolargecorporations thatparticipate, sponsor andexhibit atamajor conference caneasily runwellover $500,000. When costsgoupwithnoadded value, professional organizations lookforotherlocations tomaintain/increase participation asthisisamajor source oftheirannual revenue.

Thisproposed Initiative byUniteHereLocal 11seeks totakecontrol oflocalbusinesses bymandating wage increases andestablishing newregulations under theguise ofworker safety. Inreality allitwilldoisinflate prices beyond market rates, destroy small business owners thatmust comply withthenewregulations, and reduce employment asconventions/travelers movetolower costlocations, alongwithnegatively impacting City revenues.

AsUniteHere Local11hasqualified thisInitiative Ballot Measure, Iaskyouinclosing toplease havetheCity Staffperform aComprehensive CostImpact Analysis sothatyouandthevoters inAnaheim canunderstand whattheimpacts tothecitywillbeifitisadopted.

Preliminary estimates suggest thatthecostofhousekeeping could tripleorevenquadruple, meaning hotels would beforced toraise theirrates toafford increased costs – smaller, family runhotelswillbethemostatrisk. Thisinitiative willdrive tourism outofAnaheim andresidents andbusinesses willpay theprice.

TheAnaheim Convention Center isalready facing intense competition fromrivalconvention destinations like LosAngeles, SanDiego, andLasVegas. Thismeasure willforcetheConvention Center toincrease operating costs – making itmoredifficult toattract trade shows andconventions suchasNAMM andNatural Products.

Families looking tovacation intheAnaheim Resort areawillbefacedwithincreased costsatatimewhen inflation andthecostoflivingisskyrocketing – meaning theywillbelesslikely tochoose ourcityasavacation destination. MoreandmoreofourTransient Occupancy Tax (TOT) dollars willgotoGarden Grove andother surrounding citieswhose hotelsareabletoofferlowerrates.

TheResort areaistheeconomic engine ofourcity, andthismeasure threatens toputbusinesses intheareaout ofcommission. Developers andhoteliers willlook elsewhere toinvest andAnaheim willbefacedwitha shortfall ofbusiness development.

Thismeasure isdangerous andthepotential impacts onourcityneedtobedetermined. AsourCityCouncil, it isyourresponsibility toensure thatthepotential economic impacts ofthismeasure arethoroughly studied and made public.

Dear Council Member Steve Faessel,
We are writing to express our deep concern with the proposed “ Hotel and Event Center” ballot measure that is scheduled to be considered by City Council on May 16th. Based on our initial review of the measure, we fear that it will have lasting and irrevocable negative impacts on residents, jobs, businesses, and taxpayers in Anaheim. In doing so, this proposed measure threatens to put our entire city at a significant economic disadvantage when compared to neighboring communities.

Because of the seriousness of this issue, we encourage the City Council to take full advantage of state law, which provides that a thorough economic impact analysis can be conducted by the city in anticipation of such a measure. The impact analysis includes but is not limited to, increased costs to Anaheim residents, reduction in city services ( police, fire, parks, libraries), private- sector job losses, and the fiscal impact of visitors choosing to stay in Garden Grove hotels and commuting into Anaheim in order to avoid the harmful impacts of this proposal.

In addition to targeting jobs in Anaheim, this measure will dramatically increase costs on local residents who visit city-owned facilities such as Angel Stadium, the Honda Center, and the Anaheim Convention Center.

Thank you in advance for your leadership and efforts to thoughtfully evaluate the potential impacts this proposal will have on Anaheim’ s General Fund, residents, and employment opportunities prior to taking any official action on the measure.

We are anxious to work with the City Council and others to avoid any unnecessary consequences that could be triggered by this proposal. By working collaboratively, we are confident that we can find a balanced way to protect city residents, services and job opportunities here in Anaheim.
