Andthose increased costs could alsoresult inachilling effect onbusiness development throughout Anaheim, butespecially where tourism matters most: intheAnaheim Resort. Tourism developments, including new hotels, could slowdown orbecanceled outright because nobusiness willwanttomake asignificant investment inacitywhere costs aregoing toskyrocket.

Mayor Ashleigh Aitken and members of the City Council:

I am writing you regarding Item 19, the UNITE-HERE Local 11’s ballot initiative that would impose onerous and burdensome wage and work rules on Anaheim’s vital and dynamic hospitality and events sector.

As you know, Anaheim’ s hotels generate tens of millions in tax revenue for the city. Resort hotels alone –will generate $172 million in tax revenue in 2022-2023. Anaheim depends on these revenues to fund critical public services for Anaheim’s residents.

It is difficult to overstate how crippling the provisions will be for Anaheim hotels and event centers – especially smaller and independent hotels and motels. The measure will dramatically increase their operating costs, resulting in higher room rates that incentivize tourists and conventioneers to seek accommodations outside Anaheim.

The measure’s expensive wage and work rules also apply to city-owned facilities such as the Anaheim Convention Center, the Honda Center, Angel Stadium and the City National Grove, and charge the City Manager with enforcing these complex rules at every hotel and event center in Anaheim.

A comprehensive economic impact study is necessary to answer the many questions and uncertainties raised by UNITE-HERE’s ballot initiative:

What will be the impact on jobs, tax revenue, and investment in construction and development?
How will it impact the value of existing hotels and their ability to fund renovations? How will it impact Anaheim’s ability to compete with other cities for vital convention business?
How will increased room rates impact Resort visitor’s decisions to stay in nearby cities like Garden Grove that will offer less expensive accommodations? Anaheim voters will be faced with a momentous decision that will significantly impact the course of Anaheim’s future prosperity, development and fiscal stability.

They deserve the opportunity to cast a fully informed vote on this ballot measure.

On behalf of members of the Anaheim Chamber of Commerce and the broader Anaheim business community, I urge the council to commission a thorough economic impact study.

Dear Honorable Mayor Aitken and Councilmembers,
As the Second District County Board Supervisor, I was elected to represent Orange County, including portions of Anaheim. I am writing to express my support for Agenda Item 19.

Approval of this item will increase the safety of hotel workers and help to provide them with dignified compensation.

Tourism remains a vital cornerstone of the Orange County economy, but we must do all we can to ensure that those working here can live here. The City of Anaheim is a national resort and hotel industry leader. This success has been possible by the hotel workers ensuring these facilities function.

I have met many hotel workers who are proud of their work but, unfortunately, are overworked, underpaid, and vulnerable to dangerous working conditions. These factors also impact those who they care for at home. Low wages prevent workers from being able to afford housing within the county and make it difficult to provide for a family.

Ensuring that hotel workers have decent protections from sexual harassment and are not in a constant state of financial hardships is something I believe we should all support and stand for. It is why I strongly support workers' rights and am writing a letter of support for the passing of Item 19.

On behalf of the members of the Anaheim/Orange County Hotel & Lodging Association, we strongly urge the Anaheim City Council to direct staff to undertake a comprehensive and thorough economic impact analysis of the UNITE HERE Local 11 sponsored ordinance enumerated as Item 19 on tonight’s council agenda.

AOCHLA is proud to be a partner in Anaheim’s success story. Our 152 member hotels, and Anaheim hotels more broadly, contribute greatly through transient occupancy tax, or TOT revenue, to Anaheim’s General Fund, to the tune of $172 million in the last fiscal year according to the city’s projections. Those funds pay for services and amenities that Anaheim residents count on. But those funds will be at great risk under this proposal.

The measure, while well intentioned, would have the exact opposite effect of its stated goal: helping Anaheim’s hospitality workers. Further, the economic ramifications would devastate the ability of many Anaheim hotels to maintain their workforce, and even force some to close for good.

There is no debate or disagreement on keeping hotel workers safe. All parties agree on that and in fact many of our member hotels already have effective panic button systems in place, or will soon have them in place. We fear that “worker safety” has unfortunately and cynically been used as a cloak to hide some of the proposed ordinance’s' more onerous provisions.

Enactment of this badly written ordinance’s wage and workplace rules would result in greatly increased labor costs which won’t simply be absorbed by the hotels. They will be passed on to Anaheim visitors - including tourists, convention goers, and sports fans, but the negative impact only begins there.

For some hospitality employers, compliance with the ordinance will require them to reduce their overall workforce through layoffs in order to maintain cost effective operations. Others, especially smaller and independently owned properties, may face the grim prospect of going out of business altogether, and putting all of their employees out of work.

In addition, with a more costly economic model in front of them, fewer hotels will undertake renovations or expansions that would keep them competitive, and fewer will look to Anaheim as a place to invest their dollars in new or redeveloped hotel properties, resulting in many more lost job opportunities for construction and hotel operations. Current planned development includes over 1500 additional hotel rooms, all of which are at risk if this ordinance passes.

Passage of the ordinance will additionally make it harder for Anaheim to market itself as a business and convention destination, or to retain existing marquee events such as the NAMM Show, Natural Products Expo, and VidCon. Making the case and justifying the costs of staying in Anaheim in an already competitive market for conventions and trade shows becomes that much more risky. Our best estimate is that the ordinance as proposed will cost the Anaheim Convention Center up to $12 million per year.

The direct and unintended consequences of this measure all add up to sharply reduced revenues and a big hit to the Anaheim General Fund, which means the residents of Anaheim and its neighborhoods face drastically reduced public services like police, fire and paramedic services, parks and recreation, programming for kids and senior citizens, and upkeep of public infrastructure like our city streets.

The UNITE HERE Local 11 proposal is too costly and too risky for Anaheim.

Before moving forward we strongly urge the City Council to exercise its option to direct staff to undertake a comprehensive study of this ordinance and report back with the full analysis of how it would affect the entirety of the Anaheim economy, including effects on Anaheim’s destination and convention marketability, future and present development potential, and impact on TOT and general fund revenues.

OnMay16, youareslated tocertify thepetition toadopt anordinance which would drastically impact hotels throughout theCityofAnaheim. Theinitiative claims tosupport workers, butinreality itwillhurtlocal businesses, employees, andneighborhood services.

Hotels throughout Anaheim, andespecially intheAnaheim Resort area, areresponsible forgenerating nearly 58% ofthecity’sgeneral fund revenue. According tothecity’sownestimate, Anaheim Resort hotels will generate $172million for2022-2023. Those dollars arecritical tofunding Anaheim services suchasparks and recreation, maintaining andrepairing roads andinfrastructure, community andsenior services, andthepublic safety services likepolice andfirethatAnaheim residents relyon.

Theproposed regulations willbedevastating forthehospitality industry inAnaheim. Preliminary estimates suggest thatthecostofhousekeeping could tripleorevenquadruple, meaning hotels would beforced toraise theirrates toafford increased costs – smaller, family runhotelswillbethemostatrisk. Thisinitiative willdrive tourism outofAnaheim andresidents andbusinesses willpay theprice.

TheAnaheim Convention Center isalready facing intense competition fromrivalconvention destinations like LosAngeles, SanDiego, andLasVegas. Thismeasure willforcetheConvention Center toincrease operating costs – making itmoredifficult toattract trade shows andconventions suchasNAMM andNatural Products.

Families looking tovacation intheAnaheim Resort areawillbefacedwithincreased costsatatimewhen inflation andthecostoflivingisskyrocketing – meaning theywillbelesslikely tochoose ourcityasavacation destination. MoreandmoreofourTransient Occupancy Tax (TOT) dollars willgotoGarden Grove andother surrounding citieswhose hotelsareabletoofferlowerrates.

TheResort areaistheeconomic engine ofourcity, andthismeasure threatens toputbusinesses intheareaout ofcommission. Developers andhoteliers willlook elsewhere toinvest andAnaheim willbefacedwitha shortfall ofbusiness development.

Thismeasure isdangerous andthepotential impacts onourcityneedtobedetermined. AsourCityCouncil, it isyourresponsibility toensure thatthepotential economic impacts ofthismeasure arethoroughly studied and made public.
