Conditions of this proposal:
● Customer to provide a designated laydown yard for equipment & material within the jobsite area. ● Prices are based on minimum 10 hour daytime continuous working periods during normal work hours. ● Any deviation or added work, or anything out of Devco control, will result in Devco requesting a change order for the extra work in writing. Once the change order is agreed upon, Devco will commence work. ● The price provided is based on being able to work during normal weekday work hours 7am to 5:30pm, Monday through Friday.
● This proposal is based on the completion of the entire scope of work listed above under “Scope of Work”. Alterations or deviations, if any arise, from the above specifications or any postponements of the work by the customer or any other agencies will result in additional labor and material costs, and will become an extra charge to the project which will be billed as an extra to the job.
● All downtime caused by arborists or environmental agencies will be billed as an extra to the job. ● Any extra move on or move off of the job due to circumstances out of Devco control will be billed as an extra. ● Customer to provide any as-builds for the property work to assist with the directional boring process. ● Before the start of the project, the information requested on the 20 day Preliminary sheet must be completed and filled out entirely.
● Price is void after 30 days from the date on this proposal. ● The Customer is responsible for all permits and inspection fees if required for the work. ● Devco can pull encroachment permits and bill at cost plus 15% if the customer desires. ● All tie-ins are done by others. Devco will leave the pipe stubbed out at both ends of the bore. ● Devco to leave equipment onsite for the entire duration of the bore. The boring equipment cannot be moved once it is staged and the tooling is in the ground.
● Price is based on leaving all drill mud on the property. Devco will suck up all drill mud from the bore pits and spread out at the customer's designated locations on the property. ● Devco to supply all pulling heads for the HDPE pipe.
● Due to the amount of manpower and equipment that Devco will have onsite, and the existing soil conditions that will possibly be encountered, any failed attempts will be billed on a day rate of $19,084.00. ● Estimated time to complete the bore is (15) days. This is an estimated amount of days only. 40625 Calle Fiesta, Temecula, CA 92591 Ph: (951)221-3633 www.DevelopmentAndEngineering.com CSLB #1105687 A & B License DVBE, SB-PW, SB-Micro #2034204 SDVOSB #J3QDZW55B215 PDBE #23001218 DIR #1001084629

Subject: Question about well approval process in AG
Hi Andrew,
I left you a voicemail... I am trying to find out who I contact regarding a well application with the county that needs approval from the city. I have a report/letter from Tim Cleath regarding the well.
Do you know who I should contact?
Thanks,

Subject: Water well in AG
Hi Bill,
My name is Mike Harris and I purchased the undeveloped parcels at the corner of Equestrian and Noyes last December.
I wanted to pursue having a water well for the North East parcel (0 Noyes Road APN 007-781-055). I contacted Tim Cleath (hydrologist) and Filipponi & Thompson Drilling regarding the process involved. I also took a look at the AG Municipal Code.
The AG code says "the application and recommendations of the health officer for a new well shall be submitted to the council" and it states that the "health officer" is the health officer from the county.
So, I submitted the application to the county (Filipponi actually submitted the application). My understanding was that the county Health Officer would then contact me to schedule a visit to the property. Once the Health Office did their part we would need to submit to the city for approval. Now, it seems that the county has paused their process, waiting for the city of Arroyo Grande. I am not sure if the process documented in the AG code syncs up with how the county works.
In any event, I was hoping you could help me navigate the process with the city. I have the application that was submitted to the county and the research/report that was completed by Tim Cleath. It does not appear that we have a "recommendation" from the county Health Officer yet.
Any help would be appreciated.
Thanks,
Mike Harris

Hi, Richard. That is a good question. If we were to recommend that the Council denies the request, that would likely involve a discussion with our City Manager. I don't think that is going to be likely once you present the numbers, but we can meet and discuss before that point so that no one is surprised.

Just following up on the meeting we had last week regarding the proposed well at the Harris property, I am currently gathering numbers for construction costs associated with connecting a water line to the water tank and will be providing those to you when they are available. I have one question about the process though, who makes the recommendation to the council? Do you write the staff report and include Shane's recommendation, or are there additional people involved?
Thanks for your help

Hi, Richard. That is a good question. If we were to recommend that the Council denies the request, that would likely involve a discussion with our City Manager. Hi Patrick,
Just following up on the meeting we had last week regarding the proposed well at the Harris property, I am currently gathering numbers for construction costs associated with connecting a water line to the water tank and will be providing those to you when they are available. I have one question about the process though, who makes the recommendation to the council? Do you write the staff report and include Shane's recommendation, or are there additional people involved?

I'd like to point out that the estimate that was provided does not include costs associated with trenching trough, or removing rocks that would be found in the water lines layout. A recent site visit confirmed that there are three rock outcroppings between the water tanks and the likely build site so we would expect the "rock clause" identified on the estimate to come into effect during construction.

Thank you

Just following up on the meeting we had last week regarding the proposed well at the Harris property, I am currently gathering numbers for construction costs associated with connecting a water line to the water tank and will be providing those to you when they are available. Patrick,
I'd like to point out that the estimate that was provided does not include costs associated with trenching trough, or removing rocks that would be found in the water lines layout. A recent site visit confirmed that there are three rock outcroppings between the water tanks and the likely build site so we would expect the "rock clause" identified on the estimate to come into effect during construction.
Thank you

Hi Patrick,
Just following up on the meeting we had last week regarding the proposed well at the Harris property, I am currently gathering numbers for construction costs associated with connecting a water line to the water tank and will be providing those to you when they are available. I have one question about the process though, who makes the recommendation to the council? Do you write the staff report and include Shane's recommendation, or are there additional people involved?
Thanks for your help

Please let me know what else we need to provide at this time to process this permit request.
Thanks

Richard, thanks for the call just now regarding the well application. During review of the staff report, I was asked to see if you could provide more information on the cost related to the installation of the well. If you can provide that information, I think that should be sufficient for the Council to make a well-informed decision. A format similar to the cost estimate from your contractor would be great.
Reach out with any questions. Thank you.

That is an open invitation.
Yesterday, when I came into the city offices I was told (by Shayna) that you would be calling me today to provide me an update on my project. I am sure there is more information that could be shared but I understand that there is an organization and a process in place that you need to follow to work through this.
I will be back in the area next week and hope that we can meet during that time. Just let me know what works for you and I will try and make it work.
One question - how can I get information on existing private wells in Arroyo Grande? I believe that any well within the city limits had to go through the same application/permitting process that I am going through. Can you help me with that or do I need to make some type of formal request? Thanks,
Mike

Hi Patrick,
Thanks for the follow up...
The Utility Manager's general opinion that a connection to the City's system is feasible and practical seems debatable. From my perspective feasible and practical does not mean possible. While it might be possible to connect to the City's system from my property I think it is debatable whether it is easy and convenient. I have been to the top of my property a few times and seen the general layout of the tank and surrounding terrain. I would like to get a better understanding of the facts that support a conclusion that the connection would be easy and convenient from any perspective. If the opinion has already been formed that the connection is feasible and practical I would expect that the City could share specifics on how the connection would be made and the costs involved for the City and myself.
I understand that there are many people, personalities, and interests involved (as there always are). It just seems way more productive to openly communicate about this and have a two-way street for information sharing.
I am open all day tomorrow so just let me know if it makes sense to have a meeting. As I mentioned, I am back for a few days next week and could meet then as well. Even if we don't have a meeting (i.e. you don't have new information to share) I am still open to meeting at the property with you. We could do that tomorrow or next week or at a later date.
Thanks,
Mike

Subject: Well information
Hi Jessica,
I was given your name by Patrick Holub regarding information about existing private wells in the City.
Patrick mentioned that I would likely need to file a request for public records. I want to be clear this is not a public records request at this time.
I am looking for information regarding the number and location of existing private wells in the City and the applications and permits associated with these wells.
I don't want to cause unnecessary work for City staff and I thought it would be more efficient to just have a discussion with someone that has knowledge of this information.
Thanks for your time.

Subject: Property is wet
Hey Patrick,
Just an fyi... I was out at the property to meet with someone this morning and it is super wet (no surprise) so not very conducive to a site visit.. Maybe it will dry out by next week.
I will check in with you next week. Have a great weekend.
Mike

Mike,
Thank you for reaching out. From what I read, you are requesting documentation of all private wells in the City as well as the applications and permits for those wells. Is that correct? If so, this email can serve as a public records request and we will process accordingly.
However, if you just have questions about private wells that don’t require staff to research specific records, we can connect you with Engineering and/or Public Works staff.
Please confirm and we will go from there.
Thank you,
Jessica Matson, CMC
