Re: Budget Amendment Request for Additional Requested Services.
Dear Mr. Potter,
As requested, Webb has prepared this Budget Amendment Request for the additional design items that the City has requested as part of the WWTP Improvement Project. The following items listed below summarize the additional improvement items:
• Item No. 1 — City has requested Webb to stake the property boundaries of APN 417-130-015, which will require a legal description, research for reference documents, field recovery of survey monuments, and calculation of the boundary. Field topographic mapping will also be required to provide design of a Secondary Access Road from the southeastern portion of the existing WWTP site to Veile Ave. The access road will be a single lane (12/14 -feet wide) gravel road with a manual horizontal swing arm gate located at Veile Ave.
The road may require underdrains to allow the property to the north to drain.
• Item No. 2 — Modifications to the existing Non -potable Pump Station.
The existing NPW pump system consists of four (3 duty+1 standby) Grundfos multi -stage centrifugal pumps installed on a pre -assembled pump skid. The existing system was designed to provide a flow of 450 gpm at 90 psi. The installed pump skid system can provide 477 gpm at 94 psi. Each pump has a 15 -HP motor and is operated by a VFD.
The pump system also includes three expansion tanks that were repurposed from previous plant service. Following the completion of the plant upgrades, some NPW system deficiencies were observed.
Specifically, these deficiencies typically manifest as NPW system pressure drops related to high demand periods of plant operations. As a result, the city would like to modify the existing NPW system with a goal to provide a consistent system pressure.

• Item No. 3 — Additional Bid Support for Non -Potable Pump Station Additions.
The cost associated with the additional services outline herein are $45,359 (Attachment 1). Should you have any questions regarding this request, please feel free to contact me at (760) 636-3899.

Staff Report
TO: City Council
FROM: Doug Story, Community Services Director
DATE May 7, 2024
SUBJECT: Award a Maintenance Services Agreement to West Coast Arborists for Annual City-wide Tree Trimming Services
Description To award a three-year contract for tree trimming services with two optional one-year extensions.
Background and Analysis:
Pursuant to Beaumont Municipal Code, Chapter 3.01.040, City staff published a Request for Proposals (RFP) for tree trimming and tree maintenance services on March 6, 2024. Seven (7) Bids were received and opened on April 5, 2024. Staff has reviewed all responses and recommends that the City Council award a Maintenance Services Agreement to West Coast Arborists.
The scope of work includes annual tree trimming, tree maintenance, and general arborist inspection and reporting services. A key component to the required scope of work was to ensure the capability to continue to implement GPS Tree Inventory Systems and Online Maintenance Access. Online maintenance is defined as Internet access to an Urban Forestry Management tool for GPS tree inventories that includes work order tracking, ability to send work requests including but not limited to tree conditions, pruning, planting, and removal, access to reports for tree inventory, value of the urban forest, recycling reports, live job balance, contractor equipment GPS location monitoring.
Additionally, the successful proposer must hold valid licensing from the California State Contractor's License (CSLB), have an Occupational Safety and Health Administration (OSHA) certification, and an International Society of Arboriculture (ISA) certified arborist on staff.
The following line items were included in the cost proposals:
• Routine annual tree trimming
• Palm tree trimming
• Tree pruning
• Crown raising/clearance pruning,
• Tree removal and stump grinding
• Root pruning
• Root barrier installation
• Tree planting
• Tree watering
• General labor rates
• Day rate service crew
• Specialty equipment day rate
• Emergency services
• General arborist services
• Plant health care services
Staff received seven (7) cost proposals from qualified contractors, including:
• Mariposa Tree Services
• Golden West Arbor Services
• Ramirez Tree Service
• United Pacific Services
• West Coast Arborists
• Integrity Arborist Ecoscape
• Tiger Tree Services
Baseline amounts from the seven (7) proposals ranged from $60 per tree to $120 per tree.
West Coast Arborists, Inc. (WCA) submitted a comprehensive bid that included one of the lower amounts per tree trimming and gave significant representation to the comprehensive number of services offered. Two key components were the GIS Inventory System and general arborist services provided. This standard exemplifies our company's commitment to providing customers with competent, knowledgeable certified workers. Pruning to reduce the tree's crown (or Crown Reduction Pruning) may be performed when conditions within the crown of a hardwood tree are such that the overall canopy mass and excessive wood weight needs to be reduced. This type of prune is performed when the City's primary objective is to maintain or improve tree health and structure and will be charged at the Crew Rental rate as agreed upon by the City and WCA.
Line Clearance
Trees that interfere or have the possibility of interfering with utility lines will be trimmed in a manner to achieve the required clearances as specified and in accordance with the California Public Utilities Commission. It is our goal to protect the current health and condition of the tree and to maintain its symmetry and direct growth away from the utility lines.
Young Tree Mri ntenance (Optional)
Proper pruning and care during the early stages of the tree's life will save money in the future, and create a safer, more beautiful, healthy, easy -to -maintain tree. We believe that tree care that is performed early will affect its shape, strength and life span. Our specialized small tree care team consists of certified personnel trained to perform the following under the hourly rate:
• Selective structural pruning
• Removal of dead, interfering, split and/or broken limbs • Pre -conditioning the water retention basin built around the tree • Staking or re -staking
• Adjusting tree ties
• Adjusting trunk protectors
• Weed abatement
14 Setting the Gold Standard
West Coast Arborists, Inc.
Root Pruning
We strongly recommend against any root pruning, however, should the City elect to proceed, we recommend that it be done no closer than 3 times the diameter of the trunk. Roots will be pruned to a depth of approximately 12 inches by cleanly slicing through the roots, so as not to tear or vibrate the root causing damage to the tree. The excavated area will be backfilled with native soil and debris will be hauled away. This is performed under the hourly rate.
Tree and Stump Removal Operations
With a minimum of 48 hours advanced notice, WCA will inform Underground Service Alert (USA) of the location of work for the purpose of identifying any and all utility lines. The removal process consists of lowering limbs delicately onto the ground to prevent any hardscape damage.
Immediately following the removal, the stump will be ground down, if ordered to do so and with proper USA notification. Our standard stump grinder is the Vermeer SC802. This stump grinder is ideal for any size job and can be used to grade large stumps. We also use the Dosko SC69 stump grinders. These are intended to remove tree stumps and exposed root systems close to ground level. Tree removal and stump removal are to be charged separately in accordance with the contract.
Tree Planting
We can replace trees that have been removed and plant new trees in accordance with the City's specifications. We are prepared financially and logistically to acquire and purchase selected tree species for tree planting. At a minimum of 48 hours in advance we will inform Underground Service Alert (USA) of the location of work for the purpose of identifying any and all utility lines. A well -trained planting team will perform the soil preparation and installation of the tree.
Tree Watering
Tree watering will be performed by a full-time, WCA team member on various routes, when requested by the Agency. This team will also be responsible for reporting special care needs to the small tree care team. This could include reporting weeds, soil that has settled, and/or staking and tying needs.
Emergency Response
We are prepared for emergency calls 24 hours a day, 7 days a week, including holidays. The toll free number is 866 -LIMB -DOWN (866-546-2369). This number will be provided to the Agency, Police Department and/or Fire Department. Our emergency response team will do what is necessary to render the hazardous tree or tree -related condition safe until the following workday.

Scheduling of Work
The Area Manager is responsible for scheduling work which shall conform to the Agency's schedule of performance. We recommend equal distribution of work throughout the course of the fiscal year. Notifications will be provided to residents prior to the start of pruning operations in said area. All work will be performed in a cooperative manner as to cause the least amount of interference or inconvenience.
Public Notification
Upon Agency staff approval, WCA will post a door hanger notice prior to commencement of grid pruning (within 24-48 hours). After tree plantings, door hangers will be provided to residents instructing them on the proper care for their newly planted tree. For more comprehensive outreach we can also submit a press release for special projects or routine maintenance. The Agency may modify the procedures and materials to which we notify residents.
Communication Systems
Our use of modern and reliable communication systems affect our daily job performance by increasing our efficiency. Management and Field Personnel utilize smart phones as both navigational and communication devices in the field. Smart phones have proven to be a convenient method to input data as related to tree inventories, daily work records, timesheets, photos, and billing information; eliminating the need to handwrite data and improving customer service by minimizing response time.
Permits and Licensing
WCA will procure a City Business License as necessary, and any "no -fee" permits prior to commencement of work. Permits (i.e., encroachment, traffic control, etc.) requiring fees will be charged back to the Agency.
Right -of -Way
All work will be performed in the public right-of-way. Employees will not utilize private property for eating, breaks or any other reason or use water or electricity from such property without prior written permission of owner.
Coopers^ i 1
WCA will give right to operate within the project to the Agency workers and/other contractors, utility companies, street sweepers, and others as needed in a cooperative effort to minimize interference in daily operations.

a valuable tool to urban forestry
professionals by displaying specific
tree site information along with a

Maintenance Records
Accurate maintenance records for each location oftentimes can assist the Agency with liability claims. Maintaining a detailed history of the work performed at each location demonstrates good faith in preserving its urban forest. IN-HOUSE FLEET MAINTENANCE
We currently have more than 1,600 pieces of fairly new equipment that enables us to replace equipment immediately should there be any unforeseen mechanical problems. We employ over 50 full-time mechanics that perform an in-house fleet maintenance program. This allows our equipment to be in good operating condition necessary for accomplishing the City's needs. Our mechanics generally work on one particular line of equipment, and by keeping our equipment as uniform as possible our mechanics really get to know the equipment inside and out minimizing down time. Equipment is assigned to different crews and if the crew is shared with another contract the equipment will be as well.
PREVENTATIVE MAINTENANCE PROGRAM
All WCA equipment goes through our Preventative Maintenance program. From our solar powered arrow boards, to our Freightliner Roll Off trucks. Our mechanics generally work on one particular line of equipment, and by keeping our equipment as uniform as possible our mechanics really get to know the equipment inside and out minimizing down time.
SUSTAINABILITY
Over the last few years, we have invested heavily in new equipment to keep our fleet modern, comply with state requirements, meet demand and reduce our effects on the environment. We understand with a fleet as large as ours that we are responsible for the amount of emissions our vehicles produce and actively make an effort to monitor and reduce our carbon footprint.
Through our ability to
dedicate specific
pieces of equipment for
this project, we believe
it will lead to a
successful program.

WILDLIFE, GREEN WASTE & COMMUNITY
Wildlife Protection
We have a full-time Biologist, Lissette Rios, on
staff whose responsibilities include writing
reports, pre -work bird assessments, and training
crews on current bird nesting laws as well as
BMPs for tree maintenance. The protection of
birds, especially during nesting season, is critical
to providing responsible tree maintenance and
her experience, training and skilled eye have
proven to be a great asset to our team. Our
safety and training department has committed
to working with wildlife preservation associations
and played a key role in the establishment of
the Tree Care for Birds and Other Wildlife BMP
that is used in the tree care industry.
Green Waste
WCA's commitment to be a socially responsible corporate partner to our customers and communities is exemplified in our Recycling Program. With the steadily increasing concern for the ecological health of our communities, WCA has embarked on a landfill diversion process where all material is taken to recycling facilities where it is used in the production of soil amendments. We are committed to taking all recyclable materials removed from the trees trimmed for the duration of this project to a recycling center for processing. Verification of amounts recycled will be obtained and reported by WCA via ArborAccess for the purpose of meeting the goals of the State for reducing landfill usage.
MULCH is made from coarse ground branches and leaves. It should be spread on the ground at a rate of six to twelve inches for best effect. Fresh mulch will deplete nitrogen from the surface of the soil which will reduce unwanted weeds. Once the mulch has decayed, it returns nitrogen which helps build the quality of soil for plants. A large amount of tree debris is processed by WCA and used in large scale mulching projects for establishing native plants in open space areas.
COMPOST is made from fine ground branches, leaves or other organic material. When mixed with oxygen and water, the organic material will decay or "compost." A finished compost is excellent for turning into the top layer of soil and will add nitrogen and increase the water holding capacity of soil. You can make compost at home in a pile in your yard or in a bin that you make or purchase. Large scale composting is done at regional recycling facilities.
FIREWOOD is traditionally the most common use of large branches and logs. Firewood is used to heat homes during winter months. WCA takes logs to our yard, and these are then chopped into usable firewood.

".",,,et Tree Revival
STREET TREE REVIVAL, our wood recycling program has
become an important component of our approach to
urban forest management. 25 years ago, we started our
urban wood recycling program in collaboration with the
California Department of Forestry and Fire Protection (CDF).
Since a number of trees require removal, it was important to create an environmentally sound and socially responsible alternative to importing lumber from other areas and to reduce the demand of trees from natural forests.
All trees have a life cycle, so we are making every effort to save the trees we can from ending up in landfills. When trees need to be removed from the Urban Forest, we preserve their natural beauty and also limit carbon emissions by salvaging trees lost during storms, disease, or normal senescence and recycling this wood into usable raw lumber.

Arbor Day Advocate!

Community Campaigns
WCA has partnered with Invest From the Ground Up and the Western Chapter International Society of Arboriculture to plant trees across California under their newest initiative - Cool Parks.
With a generous grant from CAL FIRE, the Cool Parks team is working alongside partner cities and nonprofits to bring 2500 trees to California's disadvantaged and low-income communities, organize a CA Tree Team workshop, and engage residents to learn and care about the trees in their city.
Prior to the "Cool Parks" campaign, WCA participated in the CIRCLE (California Initiative to Reduce Carbon and Limit Emissions) campaign since its launch in October of 2016. Each round of tree planting events has provided thousands of trees to communities across California. The trees planted have the potential to sequester millions of pounds of CO2.
These events are valuable to California communities by generating thousands of volunteers, improving air quality, and educating the local community about proper tree planting techniques.
Together, we can grow the urban forest for a more sustainable future.

Staff Report
TO: City Council
FROM: Doug Story, Community Services Director
DATE May 7, 2024
SUBJECT: Approve a Professional Services Agreement for Stache Inc. Dba The M&M Group For Professional Services For Summer Concert Series In An Amount Not To Exceed $175,000
Description The proposed summer concert series will take place in conjunction with Beaumont Summer Nights in June and July of 2024.
Background and Analysis:
Beaumont's Summer Concert Series has become a staple event in our community, providing residents and visitors with enjoyable evenings of music and entertainment.
The 2024 Summer Concert Series is proposed to take place in Towncenter as part of the City's Beaumont Nights market. The concert series is scheduled for Thursday evenings beginning June 13 and concluding on July 25 for a total of seven dates.
Due to the location, numerous items are required to facilitate the event. In addition to musical entertainment, the events require a mobile stage, dressing rooms, generator, backup generator, sound and lighting.
In accordance with Beaumont Municipal Code Chapter 3.02.040, which guides the competitive procurement process for Professional Services, a Request for Proposal (RFP) was developed and released on March 29, 2024, sealed bids were due on April 12, 2024. The RFP requested assistance in procuring various musical entertainment, production and equipment installation.
The scope of work includes:
• Entertainment stage deck with dimensions at least 20x15x3 • Including stairs, handrails, skirt kit, etc.
• Covered stage roof structure at least 14' in height.
• Truss system to hold and accommodate sound and lighting • All other equipment necessary to secure equipment such as fencing, water barrels, etc. Full audio, lighting, and video wall equipment
• Generator and backup generator to provide portable power • Audio and video technicians for duration of each concert to include:
o At least one primary audio engineer responsible for the technical design of the sound system and live sound mixing.
o At Least one primary lighting engineer responsible for the lighting and video wall production.
• Set up and tear down equipment and stage on a weekly basis. • At least one mid -level to national level cover band to perform on the seven (7) dates and genres specified by staff.
• Entertainment fees to include performers travel, accommodations, equipment riders and catering needs.
• Various backline equipment for each artist
• Any other equipment necessary to ensure all systems are functioning properly.
Sealed Bids were opened and reviewed by staff.
One bid was responsive:
M&M Group - $175,000
Two additional incomplete bids were received after the bid closure:
PCE Events Activated - $141,951.74
GigRoster - $151,585
The submission from PCE Events Activated did not adhere to the RFP requirement for including an entertainment proposal. Their bid exclusively focused on equipment provisions and staff operation and did not include the costs of the entertainment acts.
This absence of entertainment provision fails to meet the specified bid criteria. The unknown and undisclosed amount for artists makes it hard to ensure the events are completed within budget.
GigRoster opted not to adhere to the bid submission requirements stipulating the mailing of hard copies within the specified deadline despite receiving notifications and reminders. Their decision was made consciously, and despite being duly informed of the necessity to fulfill this obligation. When staff informed them that a sealed bid needs to be submitted, they informed staff that they would not be submitting one.
After reviewing and discussing with the City Attorney's office, staff recommends selecting M&M Entertainment for the project due to a complete bid submittal and an established history of successful collaboration. M&M Entertainment has provided confirmed band selections and was the sole bidder compliant with all bid requirements,
they have a history of being able to meet required submittals and provide a venue set up that meets safety requirements while providing an entertaining environment for the community.
Fiscal Impact:
The total cost of the purchase order includes entertainment, stage, sound, lighting, backline, labor, dressing rooms, backstage, generators, and artist accommodations/catering at $25,000 per event for a total amount of $175,000.
Due to the proposed location and dates in conjunction with Beaumont Nights, a portion of the concert series is un-funded in the 2023/24 budget. Th original planned one date in June and three dates in July have been updated to include three concert dates in June and four concerts dates in July. Additional funds have been requested as part of the budget process for Fiscal Year 2025.
Staff recommends funding the three June concerts from unused funds in the Recreation Programs budget.
The cost to prepare this staff report is $360.

Knowledge of Fair & Entertainment Management
The M&M Group has extensive knowledge of both fair and entertainment management. Since the 1980s, our company's foundation and core began by producing and managing small, medium, and large festival and fair events at the municipal, county, and state level.
One of the first festivals that we booked and produced was the City of Rancho Cucamonga Grape Harvest Festival. The M&M Group played a vital and major role in what it has become today. Like the Cherry Festival, the Grape Harvest Festival included vendors, carnival rides, Arts & Crafts exhibitors, eating contests, and of course procuring live entertainment. We have worked with many Districts Agricultural Associations throughout the years and understand the ins and outs of an event organized by a state entity. From contractual terms and conditions to punctuality and execution, we are experienced in partnering and gaining the trust of our Fair clients and providing them with the support needed to produce a flawless event. We have a deep understanding of the significant detail that must be put forth when producing such events and how proper execution determines the success of the event. Organization and communication are key, and our experience with fair entertainment management and producing multiple similar events each year has enabled us to effectively execute the process from start to finish. We have a clear understanding of event scheduling, securing quality talent, staying under budget, and ensuring a safe production.
The M&M Group was hired by Live Nation & Guerilla Union to produce many notable tours and festivals including Rock the Bells that averaged 40,000 attendees per day in 6 states. Each venue consisted of a great deal of planning, permits, City and Municipality cooperation. Everything from Ferry coordination when producing a show on Governor's Island in New York City, to waste management coordination in Washington DC, The M&M Group was the prevailing source that delivered promptly and correctly the first time for a record attendance event.
For more than 25 years our company has fully produced and managed the City of Beaumont's Independence Day Celebration and Annual Cherry Festival which collectively welcomes well over 45,000 attendees. We hold the responsibility of coordinating the city Parade (including procuring the Parade's Grand Marshal), organizing, and managing the festival & carnival, coordinating the firework show and accompanying music soundtrack, as well as meet with city Fire Marshalls to ensure proper safety protocols are being met. Our responsibilities also include securing adequate security for all elements of the event, securing proper and sufficient waste management, securing, and strategically placing restroom facilities and wash stations for attendees. In addition to the above, our company has procured some of the greatest and most legendary music artists to perform year after year. Artists such as the late Eddie Money, Brian McKnight, Wynonna Judd, Smash Mouth, Vince Neil, Rick Springfield, Lance Burton Master Magician, Restless Heart, The Village People, Berlin, Thompson Square, and hundreds more. This type of in-depth festival experience gives us the confidence that we will be able to successfully execute Sonoma-Marin Fair's plans and goals and continue to enhance all festival goer's fair experience year after year. We will do this by utilizing our 40 plus year relationships, routing opportunities, and negotiating experience to confirm talent that typically would be more challenging for fairs to secure. This has been proven true over the last 25 years with many other similar events we have booked and produced. We ae also excited to explore new ground attraction ideas / experiences to attract new demographics to increase the number of yearly attendees at the City of Beaumont Summer Concert Series. Our team will be dedicated and committed to the success of this event year after year. That is "The M&M Group Promise".
Here is what the process looks like when producing a four -day event for a City Client:
Our team meets with the citys committee to identify the entertainment goals for the event. This includes the type of entertainment, the day-to-day schedule, any wish list Artists / entertainment from the committee and/or community, and the budget. Once these components are established, the M&M Group gathers a list of available National touring Artists / Acts starting with the wish list artists, and then all other available artists and their price for performance.
Once we accumulate a realistic list of possible Artists, we discuss the list of Artists with Festival committee. After the discussion, headlining artists are selected to perform for the festival and formal offers are approved and sent by the M&M Group to the Artist agents. The Artists are also made aware and agree to utilizing Festival in-house production.
Once we confirm and secure the headline artists for each day of the event, we begin discussing local talent and strolling entertainment to secure for the event. Once these acts are established, offers are made and the acts are secured for the event. We then gather all artists riders and contracts for review and redlines. The artists production riders are shared and discussed with the fair production manager, and production advance calls are then scheduled and executed to discuss important information such stage plots, load-in/sound checks, set length, and all other production elements. After
Knowledge of Fair & Entertainment Management
scheduling and performance details are confirmed, our team puts together a very thorough written advance schedule and distributes the document to every party. On the day of show, the M&M group staff will arrive on site 1-2 hours prior to production & artist load -in. This allows our team to walk the property and inspect the production equipment that will be loaded -in the day prior. Our team will be first and main contact for the production team and Artists/crew and will ensure the schedule is adhered to. Our team will oversee and support the production team and Artist's load -in and sound checks, and ultimately make certain that the show begins per schedule. Our team will remain on -site and in direct support for the Artists and production team until the conclusion of the event.
San Bernardino Sheriff's Rodeo 2023
Closing
In Closing, The M&M Group will always do what is in the best interest of our entertainment venue clients and preserve every chance to build patron and team member satisfaction. We do not take our responsibility as a entertainment buyer lightly. We pride ourselves in providing an incomparable service to our clients and immersing ourselves into their world by making those goals our own. We negotiate as if the money used to acquire entertainment is our own and treat your Entertainment Division as a business. As your buyer it is our duty to represent your interests above all else. We invite the opportunity to further discuss how the M&M Group can take the overall City of Beaumont Summer Concert Series entertainment vision and implement a realistic game plan for the desired budget. Thank you for the opportunity, your time, and consideration.
Sincerely,
The M&M Group Team

Staff Report
TO: City Council
FROM: Kari Mendoza, Administrative Services Director
DATE May 7, 2024
SUBJECT: Authorize Radio Purchase for Non -Safety Personnel — Capital Improvement Project AD24-01
Description Complete the radio transition from Eastern Riverside Interoperability Communications Authority (ERICA).
Background and Analysis:
On October 4, 2022, City Council directed public safety staff to coordinate with the Riverside County Sheriff's Department and begin the migration to the Riverside County Sheriff's Department Public Safety Enterprise Communications (PSEC) system and authorized the purchase of new radio equipment for public safety. Since that date all five ERICA public safety agencies have been migrating to PSEC, with the latest migration occurring in February 2024.
Staff has been exploring options for our local government departments including public works, transportation, grounds maintenance, building and safety and code enforcement.
The following quotes were obtained for PSEC compatible radio equipment:
Rivcomm Inc.
Airwave — Kenwood Radios
Cazcomm — Kenwood Radios
Motorola — APX N50 Radios
$228,437
$281,951
$353,139
$704,419
The above radio options will operate on the PSEC network for a monthly fee of $127.00 per month, per radio. The annual cost to operate the 130 radios needed for our local government departments will be approximately $167,627. The Rivcomm quote does not include installation, antennas or chargers.
Staff also researched alternative solutions to joining the PSEC system. Those options would include the purchase of our own radio system. Purchasing our own standalone
radio system would not allow for easy interoperability with our own Police Department on a routine basis or the county agencies in the event of a natural disaster.
Airwave — Various 800 Options Ranging $112,193 - $217,888 Cazcomm — UHF System $151,512
Golden West Communications — UHF System $172,783
The above radio options would all require recurring site rental agreements, tower leasing space and telephone line costs in the amount of approximately $25,000 per year. These solutions offer comparable geographic radio coverage when compared to our current system. PSEC offers regional coverage throughout the entire Riverside County region. This would allow our buses to communicate when outside of City limits.
Another challenge to a stand-alone system would be obtaining our own frequencies due to our geographic location.
Fiscal Impact:
The cost of the PSEC compatible radios was presented in the Capital Improvement Project amendment as project AD24-01 this evening.
Staff estimates the cost to prepare this report at $540.
Recommended Action:
Authorize staff to purchase 130 radios from Airwave in an amount not to exceed $295,000.
