3 I. INTRODUCTION

The City of Bell Gardens (“City”) was incorporated as a general law city in 1961 and is rich in history. It is bordered by the City of Commerce, Downey, South Gate and Bell. The City has a population of approximately 44,000 in an area of 2.5 square miles and is located in the southeastern part of Los Angeles County. The City boasts of offering beautiful parks, emerald green soccer fields, childcare centers, a sparkling lake stocked with fish and waterfowl, and a community golf course. The City has 147 full -time employees, and approximately 128 part-time at-will employees, depending on the season.

The City is soliciting submittals of proposals from qualified Consultants for the facilitation and development of a City of Bell Gardens Strategic Plan. A strategic plan is a vital tool for local jurisdictions to ensure that the vision and priorities set by the City Council are clearly conveyed to employees and the community, and that City strategies and projects are developed to meet Council priorities, and that overall city government is accountable to meeting community needs.

The City is aware that there are a variety of perspectives, models, and approaches available to develop a strategic planning document; therefore, the successful firm should propose a framework or model(s) that they believe to be most suitable for the City of Bell Gardens, at this time.

However, the City reserves the right to accept or reject any or all responses received in response to this RFP. The City also reserves the right to waive any informality, technical defect or clerical error or irregularity in any response. The City’s potential award of an agreement will not be based on any single factor, nor will it be based solely or exclusively o n the lowest cost proposal. If an agr eement is awarded, it will be awarded to the Consultant who in the judgment of the City has presented an optimal balance of relevant experience, price, quality of service, work history and other factors which the City may consider relevant and important in determining which proposal is best for the City. Additionally, the City may, for any reason, decide not to award an agreement based on this RFP. The City reserves the right to cancel this RFP. The City shall not be obligated to respond to any responses submitted, nor be legally bound in any manner by the submission of the response. The City reserves the right to negotiate deliverables and associated costs.

Re: Proposal for the City of Bell Gardens Strategic Plan Dear Selection Committee Members:

Thank you for considering MIG, Inc. as your consultant to lead development of the City of Downey’s next Strategic Plan. We believe that strategic planning can measurably improve cities and organizations to better advance their missions and achieve desired outcomes, invigorating and uniting leaders, staff, and stakeholders around a clear and meaningful path ahead.

As the City of Bell Gardens continues to deliver services, programs, and initiatives that respond to the needs of the community, staff is engaging and collaborating with the City Council to ensure efficiencies, sound management, and fiscal solvency. Looking forward to planning for the next fiscal year, the city is considering the development of a comprehensive Strategic Plan that will articulate a shared community vision and a set of goals for the city to implement strategic priorities that align with the annual budget. The process to develop the Strategic Plan will need to include opportunities for the community to share ideas about their priorities and vision for the future and engagement with the City Council will be key.

MIG brings over 40 years of experience in engaging organizations and communities in Southern California and nationwide in planning for future change, using a broad set of traditional and innovative tools. We bring extensive expertise in working with cities and public agencies with complex operational structures that serve diverse communities. Our experienced team is best suited to work with you on setting the course for the future of Bell Gardens on the following qualifications:
» Proven track record in strategic planning that leads to desired change and actionable, operational plans.
» In-depth knowledge of change efforts with public agencies and municipalities through our innovative work with clients locally, regionally, statewide, and nationally. » Local understanding of and recent experience working in the SELA communities. » A collaborative approach that builds and deepens partnerships and support for implementation—from start to finish.

To support the City of Bell Gardens with developing a five-year Strategic Pan, MIG is providing the following proposed scope of work and fee. This proposed approach is a baseline that responds to the elements and four-month timeline. These scope items can be modified based on the city's specific needs and resources.

I have read and will comply with all terms and conditions of the RFP and MIG does not have any financial, business, or other relationship with the City that may have an impact upon the outcome of the professional services agreement.

If you have any questions, please reach out to me at (626) 744-9872 ex. 3010 or esmeraldag@ migcom.com. We look forward to discussing our proposed approach and workplan with you in more detail.

8 City of Bell Gardens | Strategic Plan
Work Plan/Proposed Approach
Understanding
In a diverse city like Bell Gardens, we recognize that
community members, city leaders, and city staff all have varying and perhaps competing priorities. Ensuring that the strategic planning process is inclusive of different perspectives will help establish a holistic plan for the city. With recent city and regional planning efforts and initiatives, including the Housing Element Update, Lower Los Angeles River Revitalization Plan, and Southeast
Gateway Line, and recently launched Climate Action
Plan the Strategic Plan process is an opportunity to
establish a community-wide vision and confirm the
community’s shared values and ground the City’s work
around a set of guiding principles.

Targeted outreach with longtime residents, local
business owners, and community leaders will help
develop a long-term vision and corresponding actions
that benefit those who have long shaped the beauty of
Bell Gardens. Existing social media accounts and the
newer Bell Gardens Connect App can all be leveraged
to raise awareness about upcoming plans, gather input,
and request feedback. As we come together to imagine
and plan for Bell Gardens’ future, considering the
voices of community members, city departments, and
leaders will be fundamental in co-creating a responsive, actionable, and robust strategic plan.

To support the City of Bell Gardens with their upcoming strategic planning process, MIG proposes an approach
that meaningfully engages with residents, facilitates
conversations with city councilmembers, and surveys
city staff to identify key priorities, understand needs across departments, and establish measurable
indicators that keep operations on-time and in-budget.

This approach will utilize a combination of feedback
gathering tools, consensus-building processes, and
data-driven metrics to help Bell Gardens respond to
priorities, barriers, and opportunities. We believe that residents hold a wealth of expertise to guide long-term visioning, city leaders can implement responsive and
bold objectives, and city staff should feel sustained
in executing these strategies in a timely, fiscally-
responsible manner, and use these values to drive the
strategic planning process.

City of Bell Gardens | Strategic Plan 9
Proposed Approach
PHASE 1: VISIONING

1.1 Project Initiation and Project Management
MIG will meet in person with the City’s Project
Management Team during a two-hour Project Initiation
Meeting. The purpose of the meeting is to review
the project scope, schedule, and budget; as well
as discuss desired outcomes, identify key issues to
address, and confirm roles and responsibilities for each person involved. MIG will provide a summary of the
key discussion points and action items from the Project Initiation meeting.

MIG and the City’s designated project manager will
maintain ongoing planning and coordination during
half-hour teleconference meetings during key junctures
of the process, for a maximum of 12 calls. Four (4)
one-hour teleconference calls are also included in this task to review work products and strategy for major
milestones (City, Council workshop, questionnaire, draft plan, etc.). During the project, MIG’s project manager
will communicate regularly by phone and email with the
City’s designated project manager to discuss emerging
issues and priority topics.

This task also encompasses contract administration,
invoicing, scheduling, and other support functions
designed to ensure the timely delivery of services
and assumes a period of work from March 2025 to
September 2025.

Deliverables:
» Attendance at one in-person Project Initiation Meeting (2 MIG staff)
» Project Initiation Meeting Summary (MS Word
Document)
» Half-hour teleconference calls (12)
» One-hour teleconference meetings (4)
» Electronic and phone communications

1.2 City Council Interviews (5)
The City Project Management Team will organize five
(5) one-hour, one-on-one phone and/or digital platform
interviews with City Council members. The purpose of
these sessions will be to identify strengths, issues, and the future vision for Bell Gardens. The interviews will also explore council members’ priority initiatives and projects.

MIG will develop the questions in coordination with the City’s Project Management Team. City staff will extend
the invitations and coordinate scheduling the phone
calls. MIG will conduct the interviews and consolidate
the findings from all the interviews into a summary that includes emerging themes. These findings will inform the approach and format for the City Council Workshop.

Deliverables:
» Draft and final City Council Interview Questions
(MS W
ord Document)
» One-on-one City Council Interviews (5)
» Emerging Themes Summary (MS Word Document)

1.3 Executive Team Meeting #1
MIG will collaborate with the City Project Management
Team to design an approach and agendas for three
touch points with city staff. MIG will meet with the
Executive Management Team which includes the City
Manager and City department directors. An Executive
Team and staff leadership workshop will include
additional City staff leaders who the City Manager and
department directors determine play a key role in the
decision-making processes regarding the work of the
City.

Page 1201 of 1214 ends

10 City of Bell Gardens | Strategic Plan
The purpose of these meetings will be to engage the
team to inform the vision, mission, strategic issue areas, goals, actions, and benchmarks to measure outcomes.

The Strategic Plan will establish a vision for a ten-year horizon and implementation plan for the next five years.

To ensure successful implementation over the next three- to-five years, MIG suggests opening up these meetings
to additional levels of directors and supervisors, as it will be essential that the City leadership is engaged so work programs support and achieve Strategic Plan goals.

For each meeting, MIG will define the meeting
objectives and design the agenda, materials, and
facilitation approach in coordination with the City Project Management Team. MIG will serve as meeting facilitator
and will use wallgraphics and other methods to facilitate and record ideas, discussion points, and workshop
outcomes. City staff will coordinate the dates, times and location of the meetings and workshop.

At Executive Team Meeting #1, MIG will design and
facilitate an interactive and exploratory discussion
with city staff, including the representatives from the City Manager’s Office and leadership from the city
departments. This will include an explanation of the
strategic planning process, desired outcomes for this
process, and facilitated discussion focused on the City’s vision for the next ten to twenty years, shared values, and future opportunities. The meeting will also explore current services and operations, organizational strengths and weaknesses, and observations regarding community
perceptions of the City’s work and services. MIG will
summarize key findings and discussion points of this
meeting in a summary. The meeting will be attended by
one MIG facilitator and one notetaker. MIG proposes one more meeting with the Executive Team (see Tasks 3.2)
to ensure department initiatives, projects, and plans are aligned with the priorities identified by the City Council and the broader vision and needs expressed by the
community.

Deliverables:
» Attend and facilitate in-person Executive Team
Meeting #1 (2 MIG staff)
» Draft and Final Executive Team Meeting Agenda (MS
Word Document)
» Strategic Plan Overview Presentation (PowerPoint)
» Executive Team Meeting Summary (MS Word
Document)

1.4 City Council Workshop
MIG will design and facilitate a half-day (four hours)
workshop to introduce the City Council to the Strategic Plan process and engage them in a discussion to share
their long-range vision, goals, desired outcomes, and
near-term priorities. The workshop will include facilitated activities and exercises that will explore the City Council’s ideas and opportunities related to Bell Gardens’ sense of place, economic development, quality of life issues, fiscal sustainability, community satisfaction, internal processes, and other topics identified through the interviews.

MIG will define the workshop objectives and design the
agenda, presentation materials, and facilitation approach in coordination with the City Project Management
Team. The approach will include recommendations for
including city staff in the presentations. MIG will serve as facilitator for the workshop and will capture comments
during discussions on large wallgraphics in real time. City staff will coordinate the date and time for the workshop and determine the location. City staff will be responsible for noticing the meeting. After the workshop, MIG will
document the key findings and discussion points in a
summary. Themes from this discussion will be used to
develop the draft Vision, Mission and Strategic Priorities (Task 2.1).

Deliverables:
» Draft and final City Council Workshop Agenda
(MS Word Document)
» Strategic Plan Overview Presentation (PowerPoint)
» City Council Workshop Summary (MS Word
Document)

City of Bell Gardens | Strategic Plan 11

1.5 Community and City Staff Engagement
Questionnaires
MIG will design a web-based questionnaire focusing
on understanding the community’s ideas for the
future of Bell Gardens. The questionnaire will balance
aspirational questions to learn about the community’s
vision and what they think makes Bell Gardens special,
with more specific prompts to elicit feedback about
issues, concerns, and opportunities that are important
to residents, businesses, and visitors. The City Project Management Team will review and provide feedback
on the draft questionnaire. Once approved by the
City Project Management Team, MIG will translate the
questionnaire to Spanish. MIG will provide a digital file for the City to produce print copies and place at public facilities and local businesses. City staff or volunteers will be responsible for entering the responses of any paper
copies of the questionnaire into the digital platform.

MIG will adapt the community questionnaire to develop
one designed to engage City staff about their thoughts
and recommendations related to the City’s vision,
mission, strategic priorities and goals. The questionnaire will also gather input about what City employees value
about working in Bell Gardens, how they see their work
as part of the larger organization, and to learn about
how they see the strengths and challenges of their
department and the larger organization of the City. MIG will provide a draft set of questions for review by the City Project Management Team, following the first Executive
Team Meeting. Once approved, the City Project
Management Team will share the link with City staff.

MIG will provide charts and graphs and the raw data of
the questionnaire results for the Community and Staff
Questionnaires. Findings from these results will be used to inform the draft Vision, Mission and Strategic Priorities.

Deliverables:
» Draft and Final Community and City Staff
Questionnaires (MS Word)
» Digital Link to Questionnaires (Staff, Community
English and Spanish)
» Charts and graphs of results (PDF)
» Community and City Staff Questionnaire Raw Data
(Excel data file)

2.1 Draft Vision, Mission and Strategic Issue Areas
The Strategic Plan Framework is the organizing structure for the Strategic Plan document. It includes the Vision and Mission statements which are used to define the
direction of work under the plan. The Strategic Plan
Framework also includes a set of measurable goals,
which serve as the broad themes of the work the city
hopes to or needs to focus on going forward. A goal
helps to define what the City intends to achieve for each of the Strategic Priorities.

1.6 Community Workshops
MIG will design an approach to facilitate two community workshops. The purpose of the workshops will be to
engage with the Bell Gardens community over a series of activities to learn about their vision for the community and explore needs and opportunities for the future.

MIG will collaborate with the City's Project Management Team to identify community partners who could take part in outreach for the workshops and have a role in the
activities. Staff will coordinate and secure the venue. MIG will develop workshop materials including flyer, agenda, and presentation materials.

MIG will collaborate with the City’s Project Management Team in developing the draft Vision, Mission, and
Strategic Priorities in an iterative approach throughout this process. Essentially, the outcomes of each workshop and meeting described in the previous tasks will
inform development of the elements of the strategic
plan framework. Throughout this process and in close
coordination with the City’s Project Management Team,
MIG will create, expand, and refine these elements,
initially as a “framework” or outline document, followed by a fully developed narrative/descriptions. If desired by the City, MIG could package the vision, goals, and
projects in an illustrative diagram.

MIG will develop drafts of the Vision statement and
Mission, and Strategic Priorities. For review by the City Project Management Team.

2.2 Executive Team and Staff Leadership
Workshop
MIG will collaborate with the City Project Management
Team to design an approach and agenda for a half-day
workshop with the City Management Team and other key
staff leaders. The workshop will take place at a space
that can accommodate a large group and where staff can
participate in interactive sessions. The purpose of this workshop will be to engage City department directors
and any additional leadership staff identified by the City Project Management Team, such as managers or senior
staff, to confirm the City’s vision and mission and discuss the long-term goals for the work of each department and its divisions.

Additionally, the workshop will also be designed
to support team-building and inter-departmental
collaboration among staff, focusing on uncovering their shared values, identifying their strengths and assets, and considering new approaches to managing their limited
resources while getting results.

Two MIG staff will attend and facilitate. MIG will share a brief presentation which will review the key themes from Phase I activities. The presentation will also include a brief explanation of the purpose for the Strategic Plan and introduce suggested definitions for the key elements that will be part of the Strategic Plan Framework— Vision and Mission Statements, Strategic Priorities and Goal
Statements. MIG will facilitate a discussion about these terms and definitions so there is consensus about the
terminology used in the plan.

MIG will use digital wallgraphics, and other methods
to facilitate and record ideas, discussion points and
meeting outcomes. The City Project Management
Team will coordinate the date, time and location for the four-hour workshop.

Deliverables:

The City of Downey is situated in the heart of Los Angeles County where residents enjoy local amenities, diverse shopping, and entertainment options while being in proximity to regional destinations. In 2012, the Downey City Council established five goal areas to organize the City’s priorities for the coming years—Fiscal Responsibility; Economic Vibrancy; Efficiency and Adaptability; Quality of Life, Safety and Infrastructure; and Public Engagement. Ten years on, these themes continue to provide a framework for City leadership as Downey looks at new ways to improve and innovate City services, promote the City as a destination, support a family-centered community, and remain on sound financial footing. Looking toward 2030, the City Council and department leaders decided the time was right to identify a shared community vision, confirm City goals, and clarify priorities to propel Downey forward into the next decade.

Working with Downey officials, decision-makers, and stakeholders, MIG developed a strategic plan to guide the City’s activities for the next five years. The Downey Strategic Plan serves as a tool to keep City initiatives, strategies, and projects to meet Council priorities, and keep the overall City government is accountable in meeting community needs. The plan is also integrated with the City’s annual budget development, the capital project planning process, and other plans and programs to align strategies with resources to deliver successful outcomes.

The success of the Downey Forward 2030 Strategic Plan is a testament to the active participation and feedback from the community. From January to June 2024, MIG engaged with the City Council, community members, businesses, and City department leaders through interviews, working sessions, community events, and employee and community surveys.

Through these outreach efforts, MIG gathered diverse perspectives that shaped this plan. MIG joined several community events to talk to Downey residents, and business owners about their vision for the future of the City and held several working sessions with City department leaders to discuss their work and needs to continue to successfully serve the community. All members of the Downey community were invited to take an online survey, asking what was important to them and how they saw the future of the City.

CITY OF DOWNEY | 2030 DOWNEY FORWARD | STRATEGIC PLAN
3 PURPOSE
The City of Downey is situated in the heart of
Los Angeles County where residents enjoy local
amenities, diverse shopping and entertainment
options while being in proximity to regional
destinations. The City is committed to economic
development with emphasis on business attraction
and retention to ensure a vibrant economy. While
The City exerts great efforts to ensure its fiscal
solvency, providing the services that the meet the
needs and expectations of its residents. Along
with this goal, the City will need to prepare and
position the organization to adapt to potential
external uncertainties and future opportunities. A
strategic plan provides a roadmap grounded in
a shared vision and a set of priorities that are in
alignment with service delivery expectations and
prudent budgeting practices.

The Downey Strategic Plan serves as a tool
to ensure that City initiatives, strategies,
and projects are developed to meet Council
priorities, and that the overall City government is
accountable in meeting community needs.

BACKGROUND
In 2012, the Downey City Council established
five goal areas to organize the City’s priorities
for the coming years—Fiscal Responsibility;
Economic Vibrancy; Efficiency and Adaptability;
Quality of Life, Safety and Infrastructure;
and Public Engagement. Ten years on, these
themes continue to provide a framework for
City leadership as Downey looks at new ways to
improve and innovate City services, promote the
City as a destination, support a family-centered
community, and remain on sound financial footing.

Looking toward 2030, the City Council and
department leaders decided the time was right
to identify a shared community vision, confirm
City goals, and clarify priorities to propel Downey
forward into the next decade.

The City of Rosemead, a diverse and multilingual contract city in West San Gabriel Valley, prides itself on its small town feel and commitments to quality public services, fiscal responsibility, and being a welcoming and inclusive community. In 2009, the Rosemead City Council developed a strategic plan with broad community input that described the collective vision and values of the City and organized the City’s work into several priority areas, including improving and expanding City services and infrastructure, making the City a destination for business, and leading with a sound fiscal policy for a contract City with finite resources.

The beginning of a new decade and new City Council members provided an opportunity to revisit the themes and goals of Vision 2020 and imagine Rosemead forward into the next decade to 2030. MIG developed a strategic planning process to revisit and expand upon the current values and goals that drive the City’s work, centering the vision and priorities of the City Council, as well as department leaders, staff, and the community. During the height of the pandemic, MIG facilitated visioning workshops with the Council, held a pop-up workshop at the farmer’s market, supported a social media campaign, and developed two digital questionnaires asking employees, residents, and stakeholders what mattered most to them about safety, the economy, infrastructure, and public services, and what they imagined the City would look like in 10 years.

MIG facilitated several work sessions with an expanded City leadership team, which allowed frontline staff to share in discussions about the future of their work and take an integrated approach, often across departments, about what the City could do to fulfill its goals, especially given limited funds and staff time. MIG synthesized the proposals from these sessions with City Council member priorities and broader community feedback into the Strategic Plan with eight goal areas, each with priority actions to be implemented by department leads over short-, medium-, and long-range timeframes in the next decade.

In November 2022, Cathedral City began an inclusive and collaborative process to solicit input from the community, City Council, and City staff for development of its 5-Year Strategic Plan. The Strategic Plan is the product of education and solicitation of City Council thoughts and priorities, City staff review and collaboration, and community opinions and preferences. Department work programs include action plans, projects, and initiatives to support and achieve Strategic Plan Goals and Objectives—Serving the Community with Pride and Dedication; Community Investment; Fiscal Stability and Sustainability; Innovation; Safety; and Embracing an Inclusive City. Broad performance metrics are also identified to track progress and measure achievement of desired outcomes.

In addition to assisting with development of the Strategic Plan, MIG was asked to provide facilitation services for its preparation. The broad outreach and collaborative process of gathering important inputs and data, informed development of the Strategic Plan. Important "inputs" incorporated into the visioning and goal-setting efforts involved: assessing the current business climate, demographic changes and trends, new and/or emerging legal and regulatory mandates, challenges and opportunities created by current and emerging technologies, legislative mandates, and evolving customer needs and expectations. The MIG team conducted a series of activities to educate City leadership and staff on the primary elements of a strategic plan and the importance of having a long-term perspective for service delivery and budgeting. Feedback from an objective, scientifically based community survey was central to this effort and served to inform and validate community attitudes towards City services; public infrastructure; and resident priorities, opinions, and concerns. The collective input and themes that emerged from the Community Survey and workshops conducted with City Leadership, Executive Management, and City operations staff, resulted in review and affirmation of the City’s existing Mission Statement as well as the development of Values, Vision, Goals, and Objectives.

T
he City Council unanimously approved the 5-Year Strategic Plan in April 2023.

City of Bell Gardens | Strategic Plan 21
Pending Litigation
MIG was sued by a non-governmental entity that
contracted with a governmental agency, and the dispute
was resolved favorably through mediation. MIG did not
bring any claims against a governmental entity, nor were any claims brought against MIG by the governmental
entity. The issue involved a contractor hitting a public sewer while installing temporary shoring. This was
resolved in 2023.

Insurance
MIG’s Certificate of Insurance that shows evidence of
commercial liability, professional liability, and workers compensation insurance coverages meeting the City’s
requirements is provided on the following page.
