SUBJECT: Consideration and possible action to authorize the Director of Public Works, or designee, to install red curb parking restrictions at the southeast corner of Beach Street and Ardmore Avenue (C.E.# 23-08).
DATE: June 12, 2023
EXECUTIVE SUMMARY
This action would approve and authorize the installation of red curb parking restrictions at the southeast corner of Beach Street and Ardmore Avenue pursuant to Bellflower Municipal Code (“BMC”) Chapter 10.04.
RECOMMENDATION TO CITY COUNCIL
1) Authorize the Director of Public Works, or designee, to install red curb parking restrictions at the southeast corner of Beach Street and Ardmore Avenue; or
2) Alternatively, discuss and take other action related to this item.
FISCAL IMPACT
The estimated cost to install the red curb parking restrictions is $100.00. The required funds are contained within the current fiscal year budget.
DISCUSSION
The City recently received a request to install red curb parking restrictions on Beach Street and Ardmore Avenue. Specifically, the request was to install red curb parking restrictions on the south side of Beach Street just east of Ardmore Avenue.
Currently vehicles parked within the proposed red zone obstruct vehicles turning right onto Beach Street from Ardmore Avenue. In response to this request the City is proposing to install twenty feet (20’) of red curb parking restrictions. The proposed change is illustrated on the attached aerial photograph. -1-

June 12, 2023
DISCUSSION – Continued
On May 2, 2023, the City provided notice to area residents of this request and that this matter would be brought before the Public Safety Commission at its May 16, 2023, meeting. To date, the City has received one call in support of the red curb installation.
The City Engineer presented an overview of the staff report at the May 16, 2023 Public Safety Commission Meeting and answered questions from the Commission. There were no comments made by members of the public in attendance. Following discussion among the Commission, a motion was made to approve the recommended installation of red curb parking restrictions; however, the motion failed due to lack of a second.
At the request of the Public Works Director, this item has been brought before the City Council for discussion and possible consideration.

SUBJECT: Consideration and possible action to adopt Resolution No. 23-24 – A Resolution establishing the Capital Improvement Projects Budget for Fiscal Year 2023-2024 funded by Senate Bill 1: Road Repair and Accountability Act of 2017.
DATE: June 12, 2023
EXECUTIVE SUMMARY
This action would adopt Resolution No. 23-24 to establish the Fiscal Year 2023-2024 capital improvement projects budget funded by Senate Bill 1: Road Repair and Accountability Act of 2017. The projects will include additional funding for resurfacing of Bellflower Boulevard between Flower Street and Beach Street, and resurfacing of Alondra Boulevard between Hayter Avenue and Bellflower Boulevard. A new project Lakewood Boulevard Corridor Project will be added to the project list. A City Council adopted resolution submitted to the California Transportation Commission (CTC) is required to receive the apportionment of Road Maintenance and Rehabilitation Account (RMRA) funds from the State Controller’s Office for Fiscal Year 2023-2024.
RECOMMENDATION TO CITY COUNCIL
1) Adopt Resolution No. 23-24 and carryover the unexpended RMRA funds to Fiscal Year 2023-2024 in the same budget Account No. 145-47050-9000; or
2) Alternatively, discuss and take other action related to this item.
FISCAL IMPACT
The estimated RMRA allocation for Fiscal Year 2023-2024 is $1,949,932. Unexpended RMRA allocations from preceding fiscal years (approximately $4,949,520) will be carried over to Fiscal Year 2023-2024 to fund the exisiting and proposed RMRA projects. The estimated construction costs for the two previously adopted SB1 projects increased due to inflation and additional construction items.

Staff Report – Resolution No. 22-24
Senate Bill 1: Road Repair and Accountability Act of 2017 June 12, 2023
FISCAL IMPACT – Continued
The Fiscal Year 2023-2024 and carryover RMRA funds will be allocated to the following projects:
• Resurfacing of Alondra Boulevard between Hayter Avenue and Bellflower Boulevard – Total RMRA budget will be $1,700,000. Moved $1,300,000 previously budgeted RMRA funds to Lakewood Boulevard Corridor Project as Alondra Boulevard is now utilizing STPL federal funds in addition to existing RMRA budget.
• Resurfacing of Bellflower Boulevard between Flower Street and Beach Street – Total RMRA budget will be $1,965,629 (previously budgeted SB 1 funds will be carried over into Fiscal Year 2023-2024).
• Lakewood Boulevard Corridor Project – Gardendale Street to South City Limit - Total RMRA budget will be $3,233,823. (new project)
DISCUSSION
On April 28, 2017, the Governor signed Senate Bill 1 (SB 1) known as the Road Repair and Accountability Act of 2017 which created the Road Maintenance and Rehabilitation Account (RMRA). Unlike standard pieces of legislation – which become effective January 1 in the year following adoption – SB 1 took effect immediately. Before receiving an apportionment of RMRA funds from the State Controller in a fiscal year, cities are required to submit to the California Transportation Commission (CTC) a list of budgeted projects proposed to be funded with RMRA funds.

CITY OF BELLFLOWER
RESOLUTION NO. 23-24
A RESOLUTION ESTABLISHING THE CAPITAL
IMPROVEMENT PROJECTS BUDGET FOR FISCAL YEAR
2023-2024 FUNDED BY SENATE BILL 1: ROAD REPAIR
AND ACCOUNTABILITY ACT OF 2017
THE CITY COUNCIL RESOLVES AS FOLLOWS:
SECTION 1. The City Council finds as follows:
A. Senate Bill 1 (SB 1), the Road Repair and Accountability Act of 2017 (Chapter 5, Statutes of 2017), was passed by the Legislature and signed into law by the Governor in April 2017, in order to address the significant multi-modal transportation funding shortfalls statewide.
B. SB 1 includes accountability and transparency provisions that will ensure the residents of the City are aware of the projects proposed for funding in our community and which projects have been completed each fiscal year.
C. The City must include a list of all projects proposed to receive funding from the Road Maintenance and Rehabilitation Account (RMRA), created by SB 1, in the City's operating budget, which must include a description and the location of each proposed project, a proposed schedule for the project's completion, and the estimated useful life of the improvement.
D. The City will receive an estimated $1,949,932 in RMRA funding in Fiscal Year 2023-2024 in addition to a carryover of unexpended RMRA project funding from the preceding fiscal years. The estimated carryover amount is $4,949,520.
E. The City has engaged the public to ensure public input in the community’s alternative transportation priorities.
F. The City uses a Pavement Management Program to help develop the SB 1 project list to ensure revenues are being used on the most high-priority and cost-effective projects.
G. The funding from SB 1 will help the City maintain and rehabilitate its streets throughout the City this year and several similar projects into the future. This revenue will help us increase the overall quality of the City’s road system over the next decade.
SECTION 2. PLANNING AGENCY. Pursuant to Bellflower Municipal Code (“BMC”) § 2.32.050(F), the City Council will act as the Bellflower Planning Agency for purposes of this Resolution. In accordance with Government Code § 65401, the Bellflower Public Works Department prepared and submitted a capital improvement plan (“CIP”) to the Planning Agency. Government Code § 65103(c) requires the Planning Agency to annually review the City’s CIP to determine whether the CIP is consistent with the Bellflower General Plan. The City Council finds that the CIP is consistent with the Bellflower General Plan.

Dear Bernie:
On behalf of RJM Design Group, Inc., I am pleased to submit this proposal for professional consulting services for the T. Mayne Thompson Park and Constitution Park Renovation Projects. We are very excited about the challenging characteristics of this project and are committed to assisting you in the preparation of the Design and Construction documents for this project. Our main objective is to create a place that will foster happy memories for all that visit.
Based upon our familiarity with the park, our similar project experience with the City of Bellflower, and our site meeting with you, we have developed a Scope of Work that defines a timely and efficient approach to the preparation of the improvement plans. This program will provide a progressive transition from data collection and evaluation through concept development and construction plans. Below is a list of items we feel will provide a unique experience to both parks. These items include:
Foster the environment by incorporating “garden” seating areas to encourage passive use opportunities adjacent to tot lot. Garden areas shall also help to serve as a buffer between tot lot and adjacent housing.
Incorporate optimal play experiences into the playground design, using the Universal and Multi-Generational Design Principles, and ensure all improvements comply with ADA requirements.
Suggest incorporating learning and educational opportunities into the playground area/equipment.
Provide ADA access to park from adjacent public right of way. Maintain “open play” turf area.
