The following list of fees and reimbursable expense items shall be used in providing services within our agreement and may be annually adjusted, upon issuance of an updated Standard Schedule of Compensation:

ADDITIONAL SERVICES

All costs for printing and plotting, special delivery, mileage, and other costs directly related to the project will be accounted as a reimbursable expense at our cost plus a fifteen percent administration charge.

Overtime rates at 1.5 times the regular rates will be charged for work performed outside normal construction hours and all day on Saturdays. Rates at twice the regular rates will be charged for all work in excess of 12 hours in one day or on Sundays and holidays. Lead time for any requested service is 48 hours. Potholing rates are based on a 4-hour minimum for the first 4 hours and an 8-hour minimum for hours exceeding 4 hours. Field personnel are charged portal to portal.

Technical personnel are members of the Operating Engineers (AFL-CIO) Local No. 3 and the above charges are a part of our contractual commitment. Rates are subject to an annual COLA increase of 6% adjustment on July 1st of each year to cover any increase in ISI's cost due to changes in wages, benefits, working conditions and other provisions of the Union Labor Agreement and Prevailing Wage requirements. Prices quoted are valid through June 30, 2025. Inspection services are charged portal to portal from dispatch location and are subject to mileage and travel. For assignments that require equipment such as nuclear gauges, hydraulic systems for proof-load testing, high-strength torque wrench etc., billing time will include picking up and dropping off the equipment at ISI's laboratory as well as round trip travel.

Invoice(s) will be issued monthly; payments are due within thirty (30) days from date of invoice without retention.

Overdue payments are subject to a late payment charge of 1.5% of the invoice amount plus interest at 1.5% per month until all overdue amounts, late charges and interest are fully paid. ISI reserves the right to suspend the services without notice if invoices are not paid when due, and to terminate the services if invoices are not fully paid within five (5) days after written notice to Client of ISI’s intent to so terminate.

Before a final affidavit report can be issued, all outstanding issues must be resolved. These issues may include reported non-conformances, lab test results, and payment for services. A 50% "RUSH" schedule premium will be charged for expedited final affidavit requests (requested with less than five working days notice).

AGREEMENT FOR CIVIL/STRUCTURAL ENGINEERING SERVICES
Wood Rodgers, Inc.

THIS AGREEMENT is made and entered into as of the _____ day of __________________, 20_____ by and between the City of Brentwood, a municipal corporation of the State of California ("City"), and Wood Rodgers, Inc., a California Corporation ("Consultant") (each a “Party” and collectively, the “Parties”).

RECITALS
A. City requires the professional services of a consultant specifically trained and experienced in civil/structural design services, which are professional services outside of services offered by City.

B. Consultant has the professional skills and experience necessary to perform the services described in this Agreement.

C. Consultant customarily engages in these services as part of its independently established trade, occupation, and/or business, separately from its work for City.

D. City desires to engage Consultant to provide these services because of its qualifications and experience in performing such services
E. Consultant has submitted a proposal to City and has affirmed its willingness and ability to perform such work on the terms and manner set forth in this Agreement.

NOW, THEREFORE, in consideration of these recitals and the mutual covenants contained herein, the Parties agree as follows:

1. Scope of Work.

1.1 City retains Consultant, as an independent contractor, to perform, and Consultant agrees to render, those services (the "Services") that are described in the attached Exhibit "A," which is incorporated by this reference, pursuant to this Agreement’s terms and conditions.

1.2 Consultant will control the manner and the means of the work to be performed, and be responsible for the professional quality, technical accuracy and coordination of the Services. Consultant will, without additional compensation, correct or revise any errors or deficiencies in the Services.

1.3. Consultant will keep City informed on a regular basis that the Services are being performed in accordance with the requirement and intentions of this Agreement.

1.4 If applicable, Consultant has designated those persons listed in Exhibit “A” to provide the Services to the City. Consultant will not change or reassign those persons described in Exhibit “A” without prior written notice to City, and will not replace those individuals with individuals to whom City has a reasonable objection.

2. Standard of Performance. Consultant acknowledges that in entering into this Agreement the City is relying on Consultant's special skills and experience to do and perform the Services. While performing the Services, Consultant will exercise the reasonable professional care and skill customarily exercised by reputable members of Consultant's profession practicing in the Northern California area. The acceptance of the Services by City does not release Consultant from these obligations.

Consultant will be responsible for employing or engaging all persons necessary to perform the Services.

Consultant will control the manner and means of the services to be performed by its employees and subconsultants. All of Consultant's staff will be qualified by training and experience to perform their assigned tasks. Consultant will give its personal attention to the fulfillment of the provisions of this DRAFT

On demand of City, if any employee or subcontractor of Consultant fails or refuses to carry out the provisions of this Agreement or appears to be incompetent or to act in a disorderly or improper manner, he or she will be discharged immediately from the Services.

3. Term. Unless earlier terminated, the term of this Agreement will be effective from July 1, 2025 through June 30, 2026. The City Manager may amend the Agreement to extend it for two (2) additional one (1) year periods or parts thereof in an amount not to exceed two hundred thousand dollars ($200,000) per Agreement year. Extensions will be based upon a satisfactory review of Consultant's performance, City needs, and appropriation of funds by the City Council. The parties will prepare a written amendment indicating the effective date and length of the extended Agreement.

4. Schedule. Consultant will generally adhere to the schedule set forth in Exhibit “A” provided, that City will grant reasonable extensions of time for the performance of the Services occasioned by unusually lengthy governmental reviews of Consultant’s work product or other unavoidable delays occasioned by unforeseen circumstances; provided, further, that such unavoidable delay will not include strikes, lockouts, work stoppages, or other labor disturbances conducted by, or on behalf of, Consultant’s officers or employees.

Consultant acknowledges the importance to City of City’s project schedule and agrees to put forth its best professional efforts to perform the Services in a manner consistent with that schedule. City understands, however, that Consultant’s performance must be governed by sound practices. Consultant will work such overtime or engage such personnel and equipment as necessary to maintain the schedule, without additional compensation.

5. Compensation.

5.1 The total fee payable for the Services to be performed during the term of this Agreement will be a not to exceed amount of two hundred thousand dollars ($200,000) as may be further specified in the attached Exhibit “A.” No other compensation for the Services will be allowed except for items covered by subsequent amendments to this Agreement. The City reserves the right to withhold a ten percent (10%) retention until City has accepted the Services.

5.2 Payment will occur only after receipt by City of invoices sufficiently detailed to include hours performed, hourly rates, and related activities and costs for approval by City.

5.3 Within thirty (30) days after receipt of any applicable progress payment request, City will verify the accuracy of the request, correct the charges where appropriate, and make payment to Consultant in an amount equal to the amount of such application, as verified or corrected by City. No payment made prior to completion and acceptance of the Services will constitute acceptance of any part of the Services.

City reserves the right to withhold payment from Consultant because of Services not performed satisfactorily, delays in Consultant's performance of Services, or other defaults hereunder.

6. Status of Consultant. Consultant will perform the Services as an independent contractor, free from the control and direction of City, in pursuit of Consultant’s independent calling, and not as an employee of City. The persons used by Consultant to provide the Services under this Agreement will not be considered employees of City for any purposes whatsoever and City will not pay any tax, workers’ compensation insurance, retirement contributions or unemployment contributions on behalf of Consultant or its employees or subcontractors. Consultant agrees to indemnify and pay City within thirty (30) days for any tax, retirement contribution, social security, overtime payment, unemployment payment or workers’ compensation payment, including, but not limited to, those based on any provision of the Federal Affordable Care Act, which City may be required to make on behalf of Consultant or any agent, employee, or contractor of Consultant for work done under this Agreement. The payment made to Consultant pursuant to the Agreement will be the full and complete compensation to which Consultant is entitled. 7. Subcontracting. Consultant's services are being requested by City because they are unique and personal. Except as may be specified in Exhibit “A”, Consultant will not subcontract any portion of the Services without prior written approval of City Manager or their designee. If Consultant subcontracts any of the Services, Consultant will be fully responsible to City for the acts, errors and omissions of Consultant's subcontractor and of the persons either directly or indirectly employed by the subcontractor, as Consultant is for the acts and omissions of persons directly employed by Consultant. Nothing contained in this Agreement will create any contractual relationship between any subcontractor of Consultant and City.

Consultant will be responsible for payment of subcontractors. Consultant will bind every subcontractor and every subcontractor of a subcontractor by the terms of this Agreement applicable to Consultant's work unless specifically noted to the contrary in the subcontract and approved in writing by City.

8. Other Consultants. The City reserves the right to employ other consultants in connection with the Services.

9. Indemnification. Consultant agrees to indemnify, including the cost to defend, City, its officers, agents, volunteers and employees from any and all claims, demands, costs or liability that arise out of, or pertain to, or relate to the negligence, recklessness, or willful misconduct of Consultant and its agents in the performance of services under this Agreement, but this indemnity does not apply to liability for damages for death or bodily injury to persons, injury to property, or other loss, arising from the sole negligence, willful misconduct or defects in design by City or the agents, servants, or independent contractors who are directly responsible to City, or arising from the active negligence of City.

10. Insurance. Consultant will obtain and maintain, at its cost and expense, for the duration of the Agreement and any amendments, insurance against claims for injuries to persons or damage to property which may arise out of or in connection with performance of the Services by Consultant or Consultant’s agents, representatives, employees or subcontractors. The insurance will be obtained from an insurance carrier admitted and authorized to do business in the State of California. The insurance carrier is required to have a current Best's Key Rating of not less than "A:VII."

10.1 Coverages and Limits. Consultant will maintain the types of coverages and minimum limits indicated below, unless Risk Manager or City Manager, in consultation with the City Attorney approves a lower amount. These minimum amounts of coverage will not constitute any limitations or cap on Consultant's indemnification obligations under this Agreement. City, its officers, agents, volunteers and employees make no representation that the limits of the insurance specified to be carried by Consultant pursuant to this Agreement are adequate to protect Consultant. The coverage will contain no special limitations on the scope of its protection to the above-designated insureds except for Workers Compensation and errors and omissions insurance. Consultant will obtain occurrence coverage, excluding Professional Liability, which will be written as claims-made coverage. If Consultant believes that any required insurance coverage is inadequate, Consultant will obtain such additional insurance coverage, as Consultant deems adequate, at Consultant's sole expense.

10.1.1 Commercial General Liability Insurance. $2,000,000 combined single-limit per occurrence for bodily injury, personal injury and property damage. If the submitted policies contain aggregate limits, general aggregate limits will apply separately to the work under this Agreement or the general aggregate will be twice the required per occurrence limit.

10.1.2 Automobile Liability. $1,000,000 combined single-limit per accident for bodily injury and property damage.

10.1.3 Workers' Compensation and Employer's Liability. Workers' Compensation limits as required by the California Labor Code and Employer's Liability limits of $1,000,000 per accident for bodily injury. Workers' Compensation and Employer's Liability insurance will not be required if Consultant has no employees and provides, to City's satisfaction, a declaration stating this.

10.1.4 Professional Liability. Errors and omissions liability appropriate to Consultant’s profession with limits of not less than $1,000,000 per claim.

10.2 Endorsements. For Commercial General Liability Insurance, Consultant will ensure that the policies are endorsed to name the City, its officers, agents, volunteers and employees as additional insureds. Prior to City's execution of this Agreement, Consultant will furnish, to the satisfaction of the City, certificates of insurance and endorsements.

10.3 Cancellation. Insurance will be in force during the life of the Agreement and any extensions of it and will not be canceled without thirty (30) days prior written notice to City sent pursuant to the notice provisions of this Agreement.

10.4 Failure to Maintain Coverage. If Consultant fails to maintain any of these insurance coverages, then City will have the option to declare Consultant in breach of this Agreement, or may purchase replacement insurance or pay the premiums that are due on existing policies in order to maintain the required coverages. Consultant is responsible for any payments made by City to obtain or maintain insurance and City may collect these payments from Consultant or deduct the amount paid from any sums due Consultant under this Agreement.

10.5 Submission of Insurance Policies. City reserves the right to require, at any time, complete and certified copies of any or all required insurance policies and endorsements.

10.6 Primary Coverage. For any claims related to the Services and this Agreement, the Consultant’s insurance coverage will be primary insurance with respect to City, its officers, agents, volunteers and employees. Any insurance or self-insurance maintained by City for itself, its officers, agents, volunteers and employees, will be in excess of Consultant’s insurance and not contributory with it.

10.7 Reduction in Coverage/Material Changes. Consultant will notify City in writing pursuant to the notice provisions of this Agreement thirty (30) days prior to any reduction in any of the insurance coverage required pursuant to this Agreement or any material changes to the respective insurance policies.

10.8 Waiver of Subrogation. The policies will contain a waiver of subrogation for the benefit of City.

11. Business License. If required, Consultant will obtain and maintain a City of Brentwood Business License for the term of the Agreement, as it may be amended from time-to-time.

12. Maintenance of Records. Consultant will maintain complete and accurate records with respect to costs incurred under this Agreement. All records will be clearly identifiable. Consultant will allow a representative of City during normal business hours to examine, audit, and make transcripts or copies of records and any other documents created pursuant to this Agreement. Consultant will allow inspection of all work, data, documents, proceedings, and activities related to the Agreement for a period of three (3) years from the date of final payment under this Agreement.

13. Ownership of Documents.

13.1 All product produced by Consultant or its agents, employees, and subcontractors pursuant to this Agreement (the “Work Product”) is the property of City. In the event this Agreement is terminated, all Work Product produced by Consultant or its agents, employees and subcontractors pursuant to this Agreement will be delivered to City pursuant to the termination clause of this Agreement. Consultant will have the right to make one (1) copy of the Work Product for Consultant’s records.

13.2 The Work Product may be used by City and its agents, employees, representatives, and assigns, in whole or in part, or in modified form, for all purposes City may deem advisable, without further employment of or payment of any compensation to Consultant; provided, however, that if this Agreement DRAFT

Consultant will not be responsible for deficiencies solely attributable to modifications of the Work Product performed by others, or that arise from use of the Documents in connection with a project or site other than that shown in the Work Product.

14. Copyrights. Consultant agrees that all copyrights that arise from the Services will be vested in City and Consultant relinquishes all claims to the copyrights in favor of City.

15. Confidentiality. All documents, reports, information, data, and exhibits prepared or assembled by Consultant in connection with the performance of the Services pursuant to the Agreement are confidential until released by the City to the public, and the Consultant will not make any of these documents or information available to any individual or organization not employed by the Consultant or the City without the written consent of the City before any such release.

16. Notices. Any notices relating to this Agreement will be given in writing and will be deemed sufficiently given and served for all purposes when delivered personally, by facsimile or by generally recognized overnight courier service, or five (5) days after deposit in the United States mail, certified or registered, return receipt requested, with postage prepaid, addressed as follows:

17. Conflicts of Interest.

17.1 City will evaluate Consultant’s duties pursuant to this Agreement to determine whether disclosure under the Political Reform Act and City’s Conflict of Interest Code is required of Consultant or any of Consultant’s employees, agents, or subcontractors. Should it be determined that disclosure is required, Consultant or Consultant’s affected employees, agents, or subcontractors will complete and file with the City Clerk those schedules specified by City and contained in the Statement of Economic Interests Form 700.

17.2 Consultant understands that its professional responsibility is solely to City. Consultant warrants that it presently has no interest, present or contemplated, and will not acquire any direct or indirect interest, that would conflict with its performance of this Agreement. Consultant further warrants that neither Consultant, nor Consultant’s agents, employees, subcontractors and consultants have any ancillary real property, business interests or income that will be affected by this Agreement or, alternatively, that Consultant will file with the City an affidavit disclosing this interest. Consultant will not knowingly, and will take reasonable steps to ensure that it does not, employ a person having such an interest in the performance of this Agreement. If after employment of a person, Consultant discovers that it has employed a person with a direct or indirect interest that would conflict with its performance of this Agreement, Consultant will promptly disclose the relationship to the City and take such action as the City may direct to remedy the conflict.

18. General Compliance with Laws. Consultant will keep fully informed of federal, state and local laws, ordinances, and regulations (“Laws”) that in any manner affect those employed by Consultant, or in any way affect Consultant’s performance of the Services. Consultant will at all times observe and comply with these laws, ordinances, and regulations and will be responsible for the compliance of the Services with all applicable laws, ordinances, and regulations.

19. Pandemic Health Laws. Consultant’s duty to comply with Laws includes compliance by Consultant with all local, state, or federal Laws that have been or may be enacted in response to the COVID-19 pandemic (collectively, “Health Laws”), which include all of the County of Contra Costa Health Orders. Failure to fully comply with the Health Laws constitutes a material default, subject to all available remedies including suspension or termination.

20. Discrimination and Harassment Prohibited. Consultant will comply with all applicable local, state and federal laws and regulations prohibiting discrimination and harassment.

21. Labor Code Compliance. If this Agreement exceeds $1,000, it is subject to all applicable requirements of Chapter 1 of Part 7 of Division 2 of the Labor Code, beginning at section 1720, and the related regulations, including but not limited to requirements pertaining to wages, working hours and workers’ compensation insurance. Consultant must also post all job site notices required by laws or regulations pursuant to Labor Code section 1771.4.

21.1 Prevailing Wages. Each worker performing Services under this Agreement that is covered under Labor Code section 1720 or 1720.9, must be paid at a rate not less than the prevailing wage as defined in sections 1771 and 1774 of the Labor Code. The prevailing wage rates are on file with the City and are available online at http://www.dir.ca.gov/DLSR. Pursuant to Labor Code section 1775, Consultant and any subconsultant or subcontractor will forfeit to the City as a penalty up to $200 for each calendar day, or portion of a day, for each worker paid less than the applicable prevailing wage rate, in addition to paying each worker the difference between the applicable wage rate and the amount actually paid.

21.2 Working Day. Pursuant to Labor Code section 1810, eight hours of labor consists of a legal day’s work. Pursuant to Labor Code section 1813, Consultant will forfeit to the City as a penalty the sum of $25 for each day during which a worker employed by Consultant or any subconsultant or subcontractor is required or permitted to work more than eight hours during any one calendar day, or more than 40 hours per calendar week, unless such workers are paid overtime wages under Labor Code section 1815.

21.3 Payroll Records. Consultant and its subconsultants or subcontractors must maintain certified payroll records in compliance with Labor Code sections 1771.4, 1776 and 1812, and all implementing regulations promulgated by the Department of Industrial Relations (“DIR”). For each payroll record, Consultant and its subconsultants or subcontractors must certify under penalty of perjury that the information in the record is true and correct, and that it has complied with the requirements of Labor Code sections 1771, 1811, and 1815. Unless the Agreement price is under $25,000, Consultant must electronically submit certified payroll records to the Labor Commissioner as required under California law and regulations.

21.4 Apprentices. If the Agreement price is $30,000 or more, Consultant must comply with the apprenticeship requirements in Labor Code section 1777.5.

21.5 DIR Monitoring, Enforcement, and Registration. The Services are subject to compliance monitoring and enforcement by the DIR pursuant to Labor Code section 1725.5, and, subject to the exception set forth below, Consultant and any subconsultants or subcontractors must be registered with the DIR to perform public works projects. The registration requirements of Labor Code section 1725.5 do not apply if the Agreement price is for under $25,000.

21.6 Workers’ Compensation Certification. Under Labor Code section 1861, by signing this Agreement Consultant certifies as follows: “I am aware of the provisions of Labor Code section 3700 which require every employer to be insured against liability for workers’ compensation or to undertake self-insurance in accordance with the provisions of that code, and I will comply with such provisions before commencing the performance of the work on this contract.”

22. Termination. In the event of the Consultant's failure to prosecute, deliver, or perform the Services, City may terminate this Agreement for nonperformance by notifying Consultant in writing pursuant to the notice provisions of this Agreement. Consultant has five (5) business days to deliver any documents owned by City and all work in progress to City address contained in this Agreement. City will make a determination of fact based upon the work product delivered to City and of the percentage of work that Consultant has performed which is usable and of worth to City in having the Agreement completed. Based upon that finding City will determine the final payment of the Agreement. In the event City elects to terminate, City will have the right to immediate possession of all Work Product and work in progress prepared by Consultant, whether located at the project site, at Consultant's place of business, or at the offices of a subconsultant.

Either Party, upon tendering thirty (30) calendar days written notice to the other Party, may terminate this Agreement for convenience. In this event and upon request of City, Consultant will assemble the work product without charge and put it in order for proper filing and closing and deliver it to City. Consultant will be paid for work performed to the termination date; however, the total will not exceed the lump sum fee payable under this Agreement. City will make the final determination as to the portions of tasks completed and the compensation to be made.

23. Covenants against Contingent Fees. Consultant warrants that Consultant has not employed or retained any company or person, other than a bona fide employee working for Consultant, to solicit or secure this Agreement, and that Consultant has not paid or agreed to pay any company or person, other than a bona fide employee, any fee, commission, percentage, brokerage fee, gift, or any other consideration contingent upon, or resulting from, the award or making of this Agreement. For breach or violation of this warranty, City will have the right to terminate this Agreement for nonperformance, or, in its discretion, to deduct from the Agreement price or consideration, or otherwise recover, the full amount of the fee, commission, percentage, brokerage fees, gift, or contingent fee.

24. Claims and Lawsuits. By signing this Agreement, Consultant agrees that any Agreement claim submitted to City must be asserted as part of the Agreement process as set forth in this Agreement and not in anticipation of litigation or in conjunction with litigation. Consultant acknowledges that if a false claim is submitted to City by Consultant, it may be considered fraud and Consultant may be subject to criminal prosecution. Consultant acknowledges that California Government Code sections 12650 et seq., the False Claims Act, applies to this Agreement and, provides for civil penalties where a person knowingly submits a false claim to a public entity. These provisions include false claims made with deliberate ignorance of the false information or in reckless disregard of the truth or falsity of information. If City seeks to recover penalties pursuant to the False Claims Act, it is entitled to recover its litigation costs, including attorney's fees. Consultant acknowledges that the filing of a false claim may subject Consultant to an administrative debarment proceeding as the result of which Consultant may be prevented to act as a Consultant on any public work or improvement for a period of up to five (5) years. Consultant acknowledges debarment by another jurisdiction is grounds for City to terminate this Agreement.

25. Jurisdiction, Venue and Governing Law. Any action at law or in equity brought by either of the Parties for the purpose of enforcing a right or rights provided for by this Agreement will be tried in a court of competent jurisdiction in the County of Contra Costa, State of California, and the Parties waive all provisions of law providing for a change of venue in these proceedings to any other county. This agreement will be governed by the laws of the State of California.

26. Testimony. Consultant will testify at City's request if litigation is brought against City in connection with Consultant's services under this agreement. Unless the action is brought by Consultant, or is based upon Consultant's actual or alleged negligence or other wrongdoing, City, upon prior written agreement DRAFT

27. Successors and Assigns. It is mutually understood and agreed that this Agreement will be binding upon the Parties and their respective successors. Neither this Agreement nor any part of it nor any monies due or to become due under it may be assigned by Consultant without the prior written consent of City, which will not be unreasonably withheld.

28. Section Headings. Section headings as used in this Agreement are for convenience only and will not be deemed a part of such sections and will not be construed to change the meaning of the section.

29. Waivers. The waiver by either Party of any breach or violation of any term, covenant, or condition of this Agreement or of any applicable law will not be deemed a waiver of such term, covenant, condition or law or of any subsequent breach or violation of same or of any other term, covenant, condition or law.

The acceptance by either Party of any fee or other payment which may become due under this Agreement will not be deemed to be a waiver of any preceding breach or violation by the other Party of any term, covenant, or condition of this Agreement or any applicable law.

30. Entire Agreement. This Agreement, together with any other written document referred to or contemplated by it embody the entire Agreement and understanding between the parties relating to the subject matter of it. The City Manager is authorized, in consultation with the City Attorney, to agree to nonmaterial amendments to this Agreement. Neither this Agreement nor any of its provisions may be amended, modified, waived or discharged except in a writing signed by both parties.

31. Authority. The individuals executing this Agreement and the instruments referenced in it on behalf of Consultant each represent and warrant that they have the legal power, right and actual authority to bind Consultant to the terms and conditions of this Agreement.

32. Severability. If any term, provision, condition or covenant of this Agreement or its application to any party or circumstances will be held, to any extent, invalid or unenforceable, the remainder of this Agreement, or the application of the term, provision, condition or covenant to persons or circumstances other than those as to whom or which it is held invalid or unenforceable, will not be affected, and will be valid and enforceable to the fullest extent permitted by law.

33. Signatures.

33.1 Counterparts. This Agreement may be executed in two or more counterparts, each of which together will be deemed an original, but all of which together will constitute the same instrument.

33.2 Digital/Electronic Signatures. Using a City-approved method, this Agreement may be executed using digital or electronic signatures in accordance with Government Code Section 16.5. The presence of an electronic signature on this Agreement will be construed as the Parties’ consent to do business electronically.

Under an on-call contract with Contra Costa County, Wood Rodgers was tasked to provide inspection and wall feasibility assessment memo under an expedited schedule for a segment of Happy Valley Road which heavy winter storm activity resulted in a portion of the roadway embankment failing. Services included notification, coordination, and mobilization for site review in less than 2 business day; engineering assessment conclusions were provided within 5 days; draft final feasibility memo was provided within 7 days; and final memo addressing all comments was provided within 3 weeks after inspection. An engineering evaluation was completed to validate the structural feasibility of a cantilever wall system and a tie-back wall system, to determine an effective cost per square foot price for each wall type, and to provide input on related downslope access and impacts for construction. PS&E was completed under contract amendment for the construction documents, while coordinating with a geotechnical engineer from a separate on-call contract and the County’s environmental department.

On-Call Project Management Approach
Wood Rodgers’ Principal-In-Charge, Chris Hodge and Project Manager, Anthony Johnson, PE, SE specializes in providing services for on-call contracts. Anthony has managed on-call contracts for a variety of public agencies including Alameda County Department of Public Works, and the Cities of Oakland, Dublin, and Zone 7 Water District. Some of these contracts have been federally funded and are subject to mandatory DBE goals and require Caltrans oversight under the Local Assistance Procedures Manual.

Wood Rodgers project manager’s approach to successful project and task management is by identifying client’s needs, establishing project/ task goals, setting expectations and defining risk at the beginning of a project/task. Our project manager has access to in-house resources in civil, transportation, traffic, structural, mechanical, and geotechnical; licensed hydrogeologists; professional land surveyors; and certified floodplain managers whose experience and knowledge can be leveraged for this on-call contract. Scope — Wood Rodgers’ project manager will direct and monitor all tasks in the Scope of Work that will be attached to the Agreement for Professional Services—making sure that the project team members assigned to the tasks provide quality deliverables, keep within budget, and stay on schedule. Out-of-scope work identified during the course of the project will be brought to the attention of the City so that they can be discussed and agreed upon before the work is performed.

Schedule — Wood Rodgers’ project manager will prepare and maintain a critical path method (CPM) schedule, presented in a Gantt chart format, using Microsoft Project software. Each task and project milestone in the Scope of Work will be included in the schedule, so that the progress of each task milestone can be monitored.

Budget — All efforts to the project will be

Wood Rodgers takes great pride in knowing that our reports and studies are of the highest quality, and our plans are biddable, buildable, and administrable. Quality products reduce the time it takes for approving agencies to conduct required reviews and decreases costly changes order during construction.

Scope of Work
As this contract covers a wide-range of services and possible project types, each specific project assignment or task order will have it’s own custom tailored scope of work developed. However generally most typical projects will include the following tasks:

Initial Investigations
Our initial project activitiesinclude:
• Contact the utility owners with facilities within the project limits to obtain information on their existing facilities and determine if they have any repairs or upgrades planned in the near future. • Perform a visual field review to document the existing condition. • Prepare topographic mapping and field surveys, and prepare a Geotechnical Design Report, Foundation Report, and Pavement Analysis as needed.
• Obtain Record right of way mapsto determine the city right-of-way and adjacent boundary lines.

Preliminary (35%) Design
Once the mapping is completed and the other project information has been gathered, we will begin preparation of preliminary plans for the project improvements. The preliminary plans for a roadway improvement project would include typical sections, signing and striping, signal improvement or modification plans, street light layouts, and storm drain, water, DRAFT

and sewer line improvements. The preliminary plans would also indicate the location and approximate layout of potential green infrastructure features. Once the preliminary plans are complete a preliminary cost estimate will be prepared.

A Preliminary Design Workshop then be held with City staff to review the project alternatives and the preliminary construction cost estimates. The design team will address concerns or issues that City staff may have. Following the workshop, a Preliminary Design Report will be prepared documenting the work to date and the agreed upon scope of project improvements.

During the preliminary design phase, we will identify potential utility conflicts We would then begin potholing of existing water, gas, communication, and fiber optic lines as appropriate to determine their actual location and depth. Once the pothole information is obtained, we will review the data and prepare utility conflict maps for those underground utilities that need to be relocated and will work with the utility owners and City staff to coordinate these relocations.

The Contra Costa Clean Water Program’s IMP Sizing Calculator will be utilized to assist with preparing calculations for the Stormwater Control Plan
We will prepare technicalspecifications and update the construction cost estimate as part of the 65% submittal.

Prepare Final PS&E
We will meet with the City to review the 65% PS&E submittal and answer staff questions. Once the City has completed their review we will respond to the comments and proceed with the 90%, and Final PS&E preparation.

Bidding and Construction Support
The Wood Rodgers team will be available to assist the City during the Bidding and Construction Phase of the project. We anticipate that these services would include attendance at the prebid and preconstruction meetings, responding to RFI’s, reviewing contractor submittals, and preparing record drawings.

Environmental and Permitting
Wood Rodgers anticipates that most projects would likely qualify for a CEQA Categorical Exemption under 15301 Existing Facilities, as described in the CEQA guidelines. The exemption is for projects involving repair, maintenance, or minor alteration of existing public facilities involving negligible expansion of the existing use. The Categorical Exemption process is straightforward and can be completed in just a few days. Wood Rodgers’ in-house environmental team is available to assist the City in preparation and filing of the Notice of Exemption. Wood Rodgers can also provide additional environmental asneeded services including preparation of higher level CEQA documents, environmental studies, and environmental permit applications. In order to streamline the environmental review and approval process Wood Rodgers will work with the City to avoid environmental impacts that would preclude use of a Categorical Exemption. Chris has 34 years of civil engineering experience and has been involved in the planning and design of new bridges and roads; concrete, steel, wood, and reinforced earth retaining structures; rehabilitation projects; emergency repairs; and seismic retrofits. He is experienced in all phases of project development and PS&E deliverables. The bridge will include additional sidewalk widths, a new Class II bike facilities, and aesthetic railings/barriers. Contra Costa County On-Call, Alhambra Valley Emergency Road Repair Project – Contra Costa County, CA | Project Manager/Design Engineer responsible for preparing a retaining walltype selection memo, project plans, specifications, and a cost estimate for stabilizing the slopes and repairing the existing roadway and guardrails adjacent to the creek on the north side of Alhambra Valley Road at two locations, approximately 1.2 miles west of Deer Creek Drive in the unincorporated area of Contra Costa County. Notable challenges faced for this project involved the short duration allowed from type selection through full design due to the nature of the on-call contract, as well as the design of the wall system considering only immediately availablematerials and limited downslope construction access.

Santa Cruz County Alta Via Road Storm Damage – Santa Cruz, CA | Principal-in-Charge and Project Manager for this project to repair a storm damaged stretch of Alta Via Drive, a narrow, 9 foot wide, two way roadway. During the February 2017 winter storms, heavy rain runoff cascaded over the uphill (inboard) side of the roadway spilling onto the asphalt pavement and continuing over the downhill (outboard) side. The large volume and high velocity of the rain runoff caused damage to the roadway asphalt pavement and underlying embankment resulting in the roadway cracking and slipping downhill. Project tasks will include repair of the roadway, and evaluation of alternatives and design for either a soldier pile/timber lagging wall, a soil nail wall, or a gabion basket retaining wall. The retaining wall will be approximately 40 feet long and placed along the top of the downhill (outboard) side of the roadway. The cracked ac pavement will be removed and the embankment over excavated and replaced with new compacted embankment and pavement behind the retaining wall. Improved drainage, including underdrains, ditches, and dikes will also be provided.

Canyon View & Utica Drive Storm Damage Repairs – Calaveras County, CA| Principal-in-Charge/Project Manager for this project to restore damaged roadway and culvert on Canyon View and Utica Drive in Calaveras County which was damaged during the 2017 winter storms. The project includes review the scope of work provided by the California Governor’s Office of Emergency Services (CalOES) and the Federal Emergency Management Agency (FEMA) to return the facility to pre-disaster conditions and determine if an alternative reasonable repair strategy is warranted. Tasks will include completing project development work, including environmental, permitting, right-of-way, utility relocation, design and other necessary supporting services to provide 100% PS&E package suitable for the County to issue a Notice to Bidders.

Alamo Canal Trail/I-580 BART Undercrossing – Dublin & Pleasanton, CA| APWA NorCal Chapter 2013 Project of the Year for Small Cities – Lead Structure Engineer for the preliminary engineering, environment (biological) clearance, geotechnical and hydraulic studies, and final contract documents to complete a Class I bicycle and pedestrian trail (accessibility-compliant) along the Alamo Canal flood control channel, a major flood control facility primarily under the jurisdiction of Zone 7 Water Agency. The Alamo Canal trail is a spur off the Iron Horse Trail, amajor, 28-mile-long regional trail running from Concord to Dublin. Closing this gap completes an unbroken non-motorized transportation corridor from Concord to downtown Pleasanton and significantly improves bicycle and pedestrian circulation in the Tri-Valley Area. The trail segment passes beneath a BART aerial structure, I-580 (a major Caltransmanaged facility), and several connector ramps, requiring close coordination with those agencies. Final design utilized a nonstandard reinforced concrete “Type 7” retaining wall on spread footings. Special design approval was required from Caltrans Geotechnical Design North to allow excavation for construction within 3 feet of existing foundations and support piles for six adjacent structures. The project was funded by TIGER II grant, FTIP, Alameda County’s Measure B, EBRPD Measure WW, and local funds.

Anthony Johnson is a highly experienced structural engineer specializing in various aspects of structural design and construction management. With over 29 years of experience, he has worked on a wide range of public and private projects in California and Nevada.He provides structural designs for water resources projects including water/wastewater treatment facilities, dam spillways, pump stations, water control structures, outlet structures, floodwalls, and control buildings. Raw Water Lift Station Condition Assessment, East Contra Costa Irrigation District – Brentwood, CA | Structural Engineer for the assessment of six raw water lift stations for the East Contra Costa Irrigation District (ECCID).

Wood Rodgers completed a structural, mechanical, and civil assessment of the 100-year-old lift stations and ancillary components for the district.

Wood Rodgers structures staff evaluated the building structural, below grade inlet piping, and pumping unit support to provide a clear direction on safety of each facility. The structural review of Pump Station 2 located near West Bixler Road and Lakeshore provided an insight to the improvements required at the other lift stations. Structural calculations were prepared in accordance with ASCE 7-10 and ACI 318-14 for Structural Concrete with the Risk Targeted Maximum Considered Earthquake ground response acceleration. A summary table was prepared indicating the tests completed and the proposed Retrofit Improvements for each of the six lift stations.

Cull Creek Dam Spillway Retrofit, Alameda County Public Works Agency – Castro Valley, CA | Provided structural analysis of the existing Cull Creek Dam Spillway structure and provided structural calculations, drawing, specifications, and construction sequence recommendations for the retrofit and installation of a new warped approach channel and lowered spillway channel. The new spillway channel is 7’-6” lower than the existing channel. Temporary soil anchor tie backs were used to stabilize an existing 10’-0” cantilever channel retaining walls during construction of the new inlet channel foundation and walls.

City of Redwood City, Redwood Creek Improvement Project – Redwood City, CA | Structural Engineer for the structural assessments for the channels, prioritized the sections that need to be replaced, and to develop improvement strategies and plans, specifications, and cost estimates for two of these channel reaches. In addition, a Basis for Design Report was developed to document the structural assessment, the prioritization of reaches, and alternatives for improvements. Chain of Lakes 1 (COL1) Well Facility Stabilization Project, Zone 7 Water Agency – Livermore, CA | Structural Engineer for the Structural Conditions Assessment services required for this project. Scope of services included the review of existing documents and site surveys to assess and study conditions as appropriate. Specific tasks included the review of survey information, structure design plans, and construction records for the Well Building and the associated structures and assess the current condition of those structures.

Simmons Slough DWR Grant Migration, Marin County Flood Control District – Marin County, CA | Structural Engineer for the preparation of documentation for a migration of an Integrated Regional Water Management Grant (which is tied to the North Deer Island Project) to the Simmons Slough Water Management Project (Simmons Slough Project). The study recommended gravity pipe (culvert) improvements at several locations (including six 48” RCPs at various locations in the Simmons Slough area surrounding Hwy 37), the clearing of sediment in the Hwy 37 crossing, and a 40-cfs (18,000-gpm) remote pump facility to replace the non-functioning “Big Bertha” pump. The grant migration was accepted by the Department of Water Resources. Developed a Basis of Design document to refine the improvements. Based on an Alternatives Analysis, the selected alternative is the construction of a new pump station at Big Bertha site.

Alvarado Pump Station Improvements, Union Sanitary District – Union City/Alameda County, CA | Structural Engineer for the pump station improvements. Scope included the selection and design of the four (4) 125 HP vertical axial propeller pumps, one (1) 15HP submersible solids handling pump and 36” flap gate replacement. The project scope includes converting a the existing 234 cfs pump station from diesel engine driven pumps to electric motor driven pumps and a new 800 kW backup emergency generator.

City of Napa, Hillcrest & Silverado Highlands Pump Station Replacements – Napa, CA | Structures Engineer for the design, construction support services, as well as technical support through equipment start-up and daily normal operations of two potable water pump stations (Hillcrest Pump Station and Silverado Pump Station) that were destroyed during the Atlas Fire. Pump stations will be designed and reconstructed to meet current requirements of Title 22 Drinking Water Standards and the California Fire Code.

The Hillcrest Pump Station, located on Hillcrest Drive across from 2800 Hillcrest Drive, consisted of three pumps (and all ancillary equipment) with total dynamic heads and capacities of approximately 195 feet and 425-625 gallons per minute (gpm). The Silverado Highlands Pump Station, located above the Milliken Water Treatment Plant at 630 Chaparral Circle, consisted of three pumps (and all ancillary equipment) with total dynamic heads and capacities of approximately 70 feet and 100 gpm.

Estudillo Canal Tidegate Structure and Bridge, Alameda County Public Works Agency – Alameda County, CA | Project Engineer for the replacement of an existing Tidegate Headwall Structure utilizing the existing timber pile foundation system. Additionally, replacement of the existing equestrian and pedestrian rated bridge with a new H20 vehicle rated pre-stressed bridge deck with new concrete abutments and bents on new precast concrete pile foundations. The new bridge will span over the exiting headwall and bridge structure and the new headwall height will be increased to accommodate predicted rising tide levels. Anthony provided structural analysis of the existing structures, structural calculations, drawings, specifications, and cost estimates for the retrofit and replacement project.

Natomas Basin Reach H Geotechnical Data Report and Civil Design of Levee Improvements, Reclamation District No. 1000 – Sacramento County, CA | Structural Engineer evaluating and design levee improvements at Reach H of the Natomas Basin in Sacramento County, CA. Work included determining existing levee constraints, developing proposed levee land acquisition areas, developing improvement plans for levee improvements including construction of seepage cutoff walls by different construction methods and utility encroachment reconstruction, preparing project specifications, and bid documents.

McKinley Village Storm Drain Pump Station / Sanitary Sewer Lift Station, City of Sacramento – Sacramento, CA | Prepared structural calculations and engineering documents for a Storm Drain / Sanitary Sewer Facility servicing a new residential infill housing project located in the City of Sacramento. The structures designed and detailed included a 13.3 cfs Storm Drain Pump Station, Sewer Lift Station, Sewer Overflow Reservoir, Control Building, and miscellaneous site structures.

Groveland Community Services District, Integrated Water and Wastewater Master Plan – Groveland, CA| Principal-in-Charge for the development of a 20-year roadmap for the water and wastewater services provided by GCSD to help identify and prioritize the projects needed to repair, replace, and/or upgrade the GCSD’s aging infrastructure and increase system operating efficiencies and reliability, while improving cost predictability and maintaining a high level of customer satisfaction. The Master Plan will proactively address increasingly stringent water quality and environmental regulations to protect public health and promote stewardship of the Sierra Nevada and Sacramento/San Joaquin River Delta; and serve as a guide to establish future rates and charges to allow GCSD to prioritize available funding and the pursuit of grants to complete the required projects. The Master Plan will outline a strategy to improve maintenance and asset management, prioritize new facilities and interweave the necessary upgrade or decommission of existing facilities. The work effort includes development of a geodatabase of GCSD’s water supply and distribution system, and the wastewater water collection system. Wood Rodgers incorporated geodatabases into a hydraulic model of each system utilizing the InfoWater and InfoSewer platforms. The hydraulic models were evaluated to identify system deficiencies, and opportunities to improve operational efficiency. The project included a condition assessment of GCSD’s wastewater treatment plant, three water treatment plants, five pump stations, five tanks, and 16 lift stations.

City of Beverly Hills, Integrated Water Resources Master Plan (IRWMP) – Beverly Hills, CA| Project Manager. The City IRWMP that included the evaluation of all of their wet infrastructure systems, with the goal of identifying opportunities to efficiently utilize their water resources and develop integrated projects. Wood Rodgers, as a subconsultant to Hazen & Sawyer, prepared the sewer system and storm drain system sections of the IRWMP. The sewer collection system was constructed in the 1930’s and serves approximately 34,000 residents and businesses and consists of approximately 100 miles of gravity pipelines and approximately 2,200 manholes, with pipelines ranging in diameter from 6- to 36-inches. Wood Rodgers completed a detailed analysis of the sewer collection system, which included four weeks of flow monitoring that was used to develop sewer generation rates, peaking factors and diurnal patterns. The system analysis included updates the GIS geodatabase and the development of an extended period simulation hydraulic model using the InfoSewer modeling platform. The results of the capacity and condition analysis resulted in proposed capital improvement projects to upgrade system capacity and rehabilitate aging infrastructure. Wood Rodgers also conducted a detailed analysis of the storm drain system, which conveys local runoff and stormwater flows to the Los Angeles County drainage channels that run through the City. The storm drain analysis included the review and coordination between the City’s geodatabase and the County storm drain geodatabase. A 2D model was developed in InfoWorks ICM to analyze the capacity of the storm drain conveyance system within the City limits to accommodate 10-, 25-, and 50-year storm events. Proposed projects were coordinated with the City’s water quality project list. The results of the capacity and condition analysis resulted in proposed capital improvement projects to upgrade the system capacity and rehabilitate aging infrastructure.

Sewer and Water Master Plan Updates – City of Del Mar, California. Project Manager providing engineering and related professional services to the Public Works Department under an on-call contract. Under this contract, staff have provided plan checking services on over 30 projects. The firm provides the full range of disciplines to support these on call efforts including plan checking forwater and sewer systems. As part of the on-call services contract, prepared Sewer and Water Master Plan Updates, which were completed in 2015; and prepared a Sewer and Water Master Plan Update for the City of Del Mar to help the City identify improvement projects that will help each systemoperate more efficiently. The City is primarily built out and significant increases in demand are not expected. Performed a condition assessment of the tanks and reservoirs within the system, and analyzed the hydraulic model to determine if the existing storage and pump station operation wasthe most efficient and reliable for the City. For the wastewater collection system, provided evaluation of the capacity of the system to be able to convey a majority of the wastewater flow to a new outlet discharge, on the opposite side of the City. This required a comprehensive hydraulicmodel and pump station capacity analysis. The project included the following tasks: Documenting and Analyzing Historical and Existing Water Demands and Wastewater Flows; Updating and Calibrating a Water Hydraulic Model using InfoWater; Developing and Calibrating Sewer Hydraulic Model using InfoSewer; Performing a Condition Assessment of the Water Facilities; Analyzing the Capacity and Operational Efficiency of the Water Distribution System; Analyzing the Capacity of the Sewer Collection System Documenting the Results, Findings and Recommendations and Preparing a combined Master Plan Report; Preparing a 10-Year Capital Improvement Program.

Steven Robinson is a transportation design engineer and transportation planner specializing in roadway improvements and design projects. His expertise includes the preparation of Project Study Reports, Traffic Impact Studies, and Traffic Operations Analyses Reports. He evaluates and designs intersection, interchange, and roadway improvements, roadway geometrics and profiles, storm drainage facilities, signing and striping, stage construction/traffic handling, and prepares construction plans, specifications, and cost estimates for roadway widening and improvement projects throughout California.

PROJECT EXPERIENCE
Section 130 Railroad Grade Crossing Improvements – Oakland, CA | Mr.

Robinson is the Project Engineer responsible for PS&E for connecting disconnected sidewalks across three separate Union Pacific Railroad crossings in the City of Oakland. The improvements include constructing ADA compliant sidewalks across the tracks, replacing and installing new railroad crossing gates and lights, pavement rehabilitation, driveway improvements, and upgrading signing and striping to current standard. One crossing also includes connecting the railroad crossing gates to an adjacent signal for preemption. The project requires preparing GO-88B’s for coordination with Union Pacific Railroad and the California Public Utilities Commission. PS&E is anticipated to be completed in Spring 2017.

Keating Avenue Rehabilitation – Sebastopol, CA | Mr. Robinson was the Design Engineerto prepare PS&E for the pavement rehabilitation of Keating Avenue for the City of Sebastopol. The pavement of Keating Avenue was 50 years old and needed to be fully replaced. Several businesses and residences use Keating Avenue for access, so developing a traffic handling plan that maintained access during construction was critical. Additionally, ADA access ramps were checked and corrected as necessary, and an encroachment permit was secured from Caltrans for work within the State right of way. Wood Rodgers also coordinated utility relocations and the installation of a water line to serve a proposed development. This project was funded by a One Bay Area Grant.

Construction was completed in 2015.

US 50 Stateline Community Revitalization Project PA/ED – South Lake Tahoe, CA/NV | Mr. Robinson is the Project Engineer for this project to complete the Project Approval/Environmental Document and Project Report for the US 50 Stateline Community Revitalization Project. This $75 million project stretches approximately two miles along US 50 atthe California/Nevada state line area (known as Stateline) within the City of South Lake Tahoe in California and Douglas County in Nevada. The project is evaluating the feasibility of realigning US 50 around the commercial core area at Stateline in order to promote multi-modal opportunitiesin the area and meet Tahoe Regional Planning Agency environmental thresholds. The projectinvolves coordinating approvals from nine different local, state, and federal agencies, along with working with several local stakeholders.

Road is a rural two lane road that serves as the main route between the communities of Sonora and Columbia, and also serves Columbia College. Mr. Robinson developed different concepts to widen Parrotts Ferry Road to four lanes, and developed intersection improvement concepts for the SR 49/Parrotts Ferry Road intersection and Sawmill Flat Road/Parrotts Ferry Road intersection, including concepts with traffic signals and roundabouts. Preliminary cost estimates were prepared for each concept, which were used by Tuolumne County to obtain grant funding for constructing improvements at the State Route 49/ Parrotts Ferry Road intersection and for constructing a transit center. Mr. Robinson is the Project Engineer responsible for preparing PS&E for improvements at the State Route 49/ Parrotts Ferry Road intersection. The intersection improvements consist ofremoving an existing free-right turn lane that has a history of accidents and replacing it with a standard right turn pocket. Sight distance improvements on Parrotts Ferry Road, along with signal modifications at the State Route 49/ Parrotts Ferry Road intersection and drivewaymodifications to an adjacent bed and breakfast will be included. PS&E was completed in 2017 and is awaiting the City to move forward with construction.

CAPM Sacramento SR 99 Project – Galt, Elk Grove, and Sacramento, CA | Mr. Robinson is providing roadway design for the preparation of the PA&ED and PS&E for the nearly $40 millionmajor roadway rehabilitation project for over 12 miles of roadway on one of the regions busiestroutes, and corrects access and ADA deficiencies at 10 interchanges along the route. Thisincluded over 80 segments of sidewalk and over 100 curb ramps, upgrading over 70 segments of guardrail to current standards, landscape work, relocation of overhead signs, and upgrading striping to 2018 standards.

State Route 20 Colusa Rehabilitation PA&ED and PS&E – Colusa, CA | Mr. Robinson wasthe Design Engineer for this 1-mile long roadway rehabilitation and complete street project along State Route 20 through Colusa. The project reconstructed the existing pavement surface to improve ride quality and extend the life of the existing pavement. Additionally, the projectreplaced curb and gutter and constructed a new storm drain system that will collect runoff and serve as the main drainage system for the entire eastern side of the City of Colusa. Existing sidewalk, driveways, and curb ramps were reconstructed to meet ADA standards. All overhead utilities were underground as part of a special district created under Rule 20. Construction was completed in 2020.

Caltrans District 3 Camino Safety Improvements Project – Camino, CA | Mr. Robinson is providing roadway design support for completion of PA&ED, and PS&E for this $35 million safety project. Project features include roadway widening, installation of median barrier, and improvements to local roads, including a new undercrossing of US 50. Project also included updating cost estimates for the proposed alternatives as well as to develop another alternative based upon community feedback. Working with Caltrans and the local stakeholders, and considering budgetary constraints, a preferred alternative was selected, and the PAED was approved in July 2018. PS&E for the project was completed in 2019 and construction is ongoing.

White Rock Road Widening (Fitzgerald Road to 0.5 Miles East of Rancho Cordova Parkway) – Rancho Cordova, CA| Mr. Robinson is the Lead Project Engineer for providing preliminary engineering services, including working with the City on NEPA and CEQA approval, for this project to prepare PS&E to widen White Rock Road. He led the preparation of 60% level plansfor the ultimate project, which will widen White Rock to a six lane roadway to the eastern City Limits with bike lanes, a divided landscaped median, curb, gutter and sidewalk, and drainage system. The project also required relocating SMUD 69kv overhead electrical facilities, AT&T and Verizon fiber optic and telecommunication cables, PG&E gas main, and Sacramento County Water Agency water main. Due to the City obtaining federal funding, assisted the City with the Caltrans Local Assistance Right of Way and Utility Certification process.

Additionally, the project obtained right of way and easements from 15 parcels.

Riverfront Street Extension Project – West Sacramento, CA | Mr. Robinson is the Project Engineer for this $5 million project to extend Riverfront Street in the Bridge District area of West Sacramento, and widen Fifth Street. Both Riverfront Street and Fifth Street extend beneath US 50, requiring new Caltrans easements and coordination. The project also requires reconstructing the eastbound US 50 on-ramp at Fifth Street due to grade changes along Fifth Street, and makessignal and safety improvements at the westbound US 50 off-ramp. To complete a bicycle connection between the existing bike lanes on 15th Street and the River Walk Trail, the project will construct a Class 4 Cycle Track along Fifth Street, and new curb, gutter, and sidewalk for pedestrians. The project also is installing sewer, water, storm drain, gas, and electric infrastructure for future development along Riverfront Street.

Because of the close proximity tothe Sacramento River, an innovative infiltration drainage system was designed to allow runoff to infiltrate under the roadway prior to entering the storm drain system.

RECITALS
A. City requires the professional services of a consultant specifically trained and experienced in geotechnical/construction materials testing services, which are professional services outside of services offered by City.

B. Consultant has the professional skills and experience necessary to perform the services described in this Agreement.

C. Consultant customarily engages in these services as part of its independently established trade, occupation, and/or business, separately from its work for City.

NOW, THEREFORE, in consideration of these recitals and the mutual covenants contained herein, the Parties agree as follows:

BSK Associates (BSK) is pleased to provide our Statement of Qualifications (SOQ) in response to the City of Brentwood’s (City) March 13, 2025 Request for Qualifications (RFQ) for Geotechnical/Construction Materials Testing Services for Infrastructure Projects (City or Developer Driven) and Addendum No. 1 released on March 31, 2025. We understand that the City is seeking qualified firms to provide geotechnical/construction materials testing services for a variety of projects on an on-call basis. BSK is well qualified and interested in providing continued on-call services to the City. BSK’s Department of Industrial Relations (DIR) registration number is 1000003557.

As a company, BSK brings over 58 years of experience in Northern California supporting public agencies.

Locally, we are particularly adept at providing geotechnical engineering and special inspection/materials testing services to City and County agencies through on-call contracts. Since 2013, our team has successfully assisted the City on its projects on an on-call basis on a variety of projects, most recently being the Sand Creek Road extension project. BSK provided geotechnical engineering services during the design process for this project and then materials testing/special inspection services during construction.

BSK continues to provide materials testing/special inspection services for the Wastewater Treatment Plant Expansion – Phase II project which started in the fall of 2020. This contract will be serviced from our Tracy office (252 W. Larch Road, Suite 252-H) with support from our Bay Area office and laboratory located at 399 Lindbergh Avenue in Livermore, California.

We propose using the same team that the City has grown to know through our current contract. BSK’s primary point of contact/project manager will be Mr. Cristiano Melo, who serves as the branch manager for BSK’s Tracy and Bay Area offices. He is authorized to negotiate terms and sign the on-call contract with the City on BSK’s behalf. Mr. Melo will be supported by an on-call experienced and Caltrans-certified team of engineers, geologists, and special inspectors. Specific information on our staff’s experience and qualifications is presented later is this SOQ.

All geotechnical and materials testing services for this contract, along with any geotechnical design services, will be provided by BSK’s in-house staff and laboratories. At this time, we do not anticipate hiring any subconsultants as part of our proposed services to the City. However, in the event the City requires BSK to meet a project-specific DBE participation goal on federally-funded project(s), we could retain the services of one or more DBE subconsultants for such specific project(s).

BSK Associates is a 100 percent employee-owned California S corporation that provides geotechnical engineering, environmental consulting, construction observation/materials testing/special inspection, and analytical laboratory services. Founded in 1966, BSK is a California-grown company with a 40-year presence in the Bay Area since 1984. Over 75 percent of the projects BSK supports in the Bay Area are in the public sector through various on-call geotechnical and materials testing contracts. BSK currently employs a staff of approximately 215 with offices and laboratories throughout California (Tracy, Livermore, San Jose, Sacramento, Fresno, San Bernardino, and Bakersfield) as well as a laboratory in Vancouver, Washington. BSK is a registered public works contractor with the Department of Industrial Relations (DIR) – registration number 1000003557.

This contract will be serviced from our Tracy office (252 W. Larch Road, Suite 252-H) with support from our Bay Area office and laboratory located at 399 Lindbergh Avenue in Livermore, California. The offices have a combined staff of 29 employees including 2 registered Geotechnical Engineers, 1 registered Civil Engineer, 1 Certified Engineering Geologist, 2 engineers-in-training, 2 geologists-in-training, and 18 certified special inspectors and materials testers. We fully intend to staff our services to the City with local Tracy and Bay Area staff. Should additional personnel be needed for any reason, BSK has additional resources in our Sacramento and Fresno offices.

The anticipated services associated with the City of Brentwood On-Call Geotechnical/Construction Materials Testing contract involves the use and transportation of nuclear density gauges. Therefore, hourly charges will be applied on a portal-to-portal basis from our Tracy and/or Livermore offices (typically a 1.5-hour roundtrip). In addition, samples will be taken to our Livermore laboratory for testing or taken to our Tracy office and eventually transported to Livermore. BSK’s project team has recent, local as-needed/on-call experience in providing geotechnical services and materials testing services to municipal clients. Between the Tracy and Livermore offices, over 75% of our revenue comes from providing construction inspection and material testing support primarily as on-call/as needed services. Through these projects, we have demonstrated our ability to provide construction inspection and material testing services in accordance with each Agency’s local quality assurance plan or project-specific Special Provisions. C.1.2 Materials Testing and Special Inspection Services Our Tracy construction inspectors, along with our Livermore materials laboratory and construction services team will provide the laboratory testing and special inspection support for this contract. Our Livermore laboratory maintains accreditations through AASHTO, USACE, DSA, Caltrans, USBR, ACI, AWS, ICC, OSHPD, and ASNT. Our Construction Services Group provides quality assurance/quality control observation, monitoring and testing of construction materials in accordance with the International Building Code (IBC) and California Building Code (CBC) Section 1704A.1.1. We are very knowledgeable of construction materials including soils, aggregates, asphalt, reinforcing steel, concrete, masonry, wood products, structural steel, fireproofing, and are very familiar with construction processes and methods.

BSK maintains certified and accredited materials testing laboratories in Livermore, Fresno, Sacramento, and Bakersfield. Our project and contract exposure have provided our staff with extensive experience referencing Caltrans design methodology as well as Caltrans Standard Specifications and Test Methods, in addition to AASHTO and ASTM methodologies. Michael Kibbey, EIT – Construction Group Manager/Assistant Project Manager Mr. Kibbey is BSK’s Bay Area Construction Group Manager and has over 16 years of experience providing and managing material testing and special inspection services on a multitude of projects. He will assist this team with coordination of field staff, delivery and quality control of field reports, and provide technical guidance to field staff as needed. His portfolio of projects includes Caltrans projects, roadways/highways, bridges, rail, soil nail, and tie-back walls, mass grading, deep and shallow foundations, and hot mix asphalt pavements. He is a licensed Civil Engineer in the State of California and has developed a significant amount of hands-on experience during his over 30-year career in the construction industry. As a registered civil engineer, he provides significant levels of support to our clients in his role as project manager and responsible engineer. His project specific duties cover a wide range of services, including mix design preparation, job specification review and review of project construction submittals. Mr. Auser specializes in concrete construction and their constituents, as well as in the development of specialty load test applications. Mr. Randy Cortez will be responsible for oversight, execution, and the timely delivery of all laboratory testing for this contract. BSK has held an on-call contract with the City of San Ramon since 2020. Representative projects and services performed under the contract have included:
 City of San Ramon Alcosta Boulevard Pavement Rehabilitation – This pavement rehabilitation project along Alcosta Boulevard included full-depth reclamation (FDR) to stabilize existing subgrade with cement, overlay and mill and fill treatments with hot-mix-asphalt (HMA), HMA base failure repairs, utility adjustments, adjusting of survey monuments and covers, replacing signal detector loops, and pavement striping and markers. BSK provided materials testing services that included observation of base failure repairs, Quality Assurance (QA) oversight and testing during FDR cement treatment, HMA sampling/testing, and laboratory testing of FDR and HMA materials.  City of San Ramon Pavement Management 2021 and 2022 Projects – BSK provided materials testing services on the City of San Ramon’s Pavement Management 2021 and 2022 Projects that included slurry seal treatment (90,408 SY), microsurfacing (180,710 SY), and rubber chip seal (121,545 SY) at various locations throughout the city as part of their annual maintenance program.

BSK provided quality assurance observation and materials testing services that included sampling and testing of aggregates and emulsions through the duration of the project. BSK’s inspectors observed the contractor was performing operations per project specifications and measured the rate of placement of slurry seal/microsurfacing and chip seal. Laboratory testing included sieve analysis, sand equivalent, durability index, LA rattler, percent crushed particles, viscosity, particle charge, residue by evaporation, cone penetration, resilience, and softening point.

C.4 Project Approach
We reviewed the scope of services noted in Attachment A of the RFQ and we believe BSK has a thorough understanding, is well qualified, and is able to provide all these services to the City in a friendly, professional, cost-effective, and timely manner as we have done for the City and with similar on-call contracts with our other public sector clients. Our personnel noted in this SOQ are highly qualified to provide all the services referenced within the RFQ. In addition, BSK has the capability of providing environmental/analytical services by registered professionals, if such services are necessary under this contract, particularly hazardous materials testing and evaluation services immediately prior or during construction of the City’s projects.

Our State of California registered Geotechnical Engineers and support staff routinely assist our municipal and other public agency on-call clients with geotechnical investigations ranging from feasibility level, paper-study evaluations that do not require subsurface exploration, to investigations including borings, cone penetration testing (CPT), and test pits. We also regularly provide geotechnical peer review, plan and specification review, and construction support services as part of our on-call contracts. Prior to disposal of soils offsite, our staff often assists our clients with characterization of soil contaminants and disposal procedures, including reviewing pertinent regulatory requirements and assessing landfill acceptance criteria.

During construction, we routinely assist our on-call clients with special testing and inspection during construction, including laboratory materials testing support, compaction testing, asphalt concrete testing and temperature monitoring, concrete sampling and temperature monitoring, batch plant inspection, rebar inspection, torque testing, testing of anchors, masonry inspection, shop welding inspection, field welding inspection, and Caltrans-style source inspections at fabricator facilities. Prior to our field visits, our inspectors review the project plans and specifications to ensure the contractors are complying with the project requirements.

C.4.1 Approach to Geotechnical Studies
It is our understanding that certain projects will require geotechnical design services. A typical geotechnical investigation will include many similar items regardless of the project being investigated. All projects will start with a proposal and cost estimate, during which we will work closely with City staff to understand the project’s requirements to provide a cost effective yet thorough investigation. We will also check if previous subsurface data is available for the site to help reduce the amount of additional investigation needed. After notice-to-proceed our approach and work plan will include:
 Project Set-up, Data Review, Site Reconnaissance and Permitting o Setting up a BSK project number
o Staff briefing
o Review of available geologic mapping for the site and previous investigations (if any) o Mark borings, CPTs, and/or test pits in the field

BSK often issues a technical memorandum presenting our initial findings and preliminary design recommendations within two weeks of performing our geotechnical investigations. This allows our clients and the rest of the design team to continue moving forward with their projects to meet the project’s schedule, while at the same time allowing them an opportunity to provide input on our final recommendations before we issue our final reports. We often follow our reports with post-report consultation services to provide additional input during the design phase of our projects.

C.4.2 Approach to Special Inspection and Testing Services BSK understands that the City is looking for an inspections firm that will be on-call and responsive, part of the team working with City personnel and provide onsite and offsite special testing and inspection services to assure quality in compliance with all appropriate standards as identified for each specific project. We must provide properly trained, experienced and credentialed individuals, likely with short notice, for each of the anticipated project types and construction materials that will be used.

BSK’s operations, management, special testing and inspections, and reporting are performed in accordance with our Quality Control Manual, and where Caltrans Test Methods are specified testing is performed in accordance with our Caltrans Quality Control Manual. As part of our accreditation process, these documents and procedures are reviewed and evaluated by AMRL (referencing ASTM E-329) as well as by Caltrans referencing the Caltrans Independent Assurance Manual. In addition, our field and laboratory staff receive documented in-house training and carry appropriate certifications for any testing or inspections they perform. Technical proficiency is evaluated by technical supervisors and responsible engineers to ensure our staff perform in accordance with all applicable standards.

During construction activities, all daily field reports are reviewed by the registered professional or staff professionals working directly with the registered professional. Our standard process for report distribution is through email, where Daily Field Reports are typically completed digitally using BSK’s automated report processing and distribution system, MetaField© and are provided to the predetermined agency representative(s) following completion of each requested service. Example Daily Field Reports for BSK’s services at the City of Brentwood Sand Creek Road Extension project are provided Appendix B of this SOQ.

Each of our inspectors are equipped with tablet computers which provide access to important project documents and facilitate Daily Field Report (DFR) entries while on-site. Typically, DFRs are completed digitally in the field / shop and are provided to the predetermined representative(s) electronically following completion of each requested service. Ongoing and timely reviews of all daily field reports and laboratory testing reports allow our team to track, manage, and work towards resolving any nonconformance items throughout the construction process. Non-conforming test results will be immediately relayed to the designated City contact, typically by our field representative prior to completion of each day’s service. As is required for federally funded projects when appropriate, final reports are provided upon project completion incorporating all necessary test data and documentation required for timely project closeout.

It has been our experience in support of the public sector that timely turnaround of test results is critical to a project’s success and the communication between our team, our client, and the contractor. This is a primary focus for our team, specifically our project manager, dispatcher, laboratory manager, and lead field representative. As such, we work to develop relationships and promote open and frequent communication with the City’s representatives while our laboratory works to ensure timely delivery of test results in accordance with industry standards and the Quality Assurance Plan.

Should service needs be such that additional support is needed, our project team will be supported by the engineering, laboratory and administrative resources available from any of BSK’s other branch offices company-wide; we work as a single team to meet client commitments. Licensed Professional Engineers specializing in construction materials testing and geotechnical engineering are resident in our Bay Area office and are available for consultation when appropriate. Licensed PE’s will maintain oversight of all field and laboratory testing.

C.5 Quality of Work
BSK’s ultimate deliverable is a satisfied client. Our deliverables focus on the customer – from having the right personnel on the project, providing technically sound inspection and testing services, generating proper field and laboratory documentation/reports – to supporting records and qualifications necessary to comply with federal audits.

As is required for federally funded projects, final reports will be provided upon project completion incorporating all necessary test data and documentation required for timely project closeout.

Any geotechnical recommendations that are generated for a project during the design process are reviewed by two professionals as a quality control measure. All documentation and all reports and letters are reviewed and co-signed by two registered professionals. During our geotechnical investigations, our geotechnical engineers and geologists maintain a constant line of communication with our field representatives so that, when needed, the depth of our exploration can be adjusted (with client knowledge) to take into consideration actual field conditions. For instance, we typically avoid terminating our borings in soft or potentially liquefiable layers and often extend the originally proposed depth of our borings at least 5 feet or more to encounter competent subsurface conditions. After our investigations are completed, BSK’s protocol is to have a registered geologist and the geotechnical engineer-of-record for the project review the field boring or test pit logs and samples before assigning the laboratory testing program and having the field logs drafted. Depending on the project, geotechnical reports are generally turned around within 2 months from notice to proceed.

SECTION D. AGREEMENT PROVISIONS
It is the intent of BSK Associates to sign the City of Brentwood’s “Agreement for Geotechnical/Construction Materials Testing Services” (included as Attachment C of the RFQ) without taking any exceptions. However, if possible, we respectfully request that the City revise Section 10.4 of the agreement and delete “or may purchase replacement insurance or pay the premiums that are due on existing policies in order to maintain the required coverages. Consultant is responsible for any payments made by City to obtain or maintain insurance and City may collect these payments from Consultant or deduct the amount paid from any sums due Consultant under this Agreement”.

Regarding BSK’s insurance coverage, Appendix E of this SOQ includes a copy of BSK’s sample certificate of insurance presenting our insurance coverage limits. BSK assumes that our umbrella coverage will make up the gap in BSK’s commercial general liability coverage and that this will be acceptable to the City.

SECTION E. CONFLICT OF INTEREST
We know of no conflicts of interest, actual or that may be perceived, regarding BSK’s services for this contract with the City of Brentwood.

SECTION F ATTACHMENTS
We have included full resumes of the BSK key team members in Appendix A of this SOQ. Additional staff resumes and certifications are available upon request. As requested, we have filled out and included in Appendix C the third page of Attachment B of the RFQ, which lists BSK’s structural tests and inspection schedule. City of Berkeley, San Pablo Avenue Sanitary Sewer Rehabilitation, Clayton Street and Garfield Avenue, Albany, CA – Mr. Melo served as the project manager and lead geotechnical engineer for the geotechnical investigation for this project. The project involves the rehabilitation of approximately 450 lineal feet of an existing 18-inch diameter vitrified clay pipe sewer line using pipe bursting trenchless method. Almost all the sewer alignment to be rehabilitated is located within Highway 123. However, Mr. Melo’s team was able to perform the investigation outside Caltrans right-of-way, thus saving the client many thousands of dollars in encroachment permit application and processing fees and helping expedite the project schedule.

City of Stockton, Lincoln Road Trunk Sewer Rehabilitation, Stockton, CA – Mr. Melo served as the project manager and lead geotechnical engineer for the geotechnical investigation for the planned sewer rehabilitation of approximately 3,000 feet of existing 36-inch trunk sewer line that will increase the sewer line diameter to 42-inches. BSK’s geotechnical investigation consisted of three sets of borings, each set containing a “trench boring” and a “native borings”, where the former was located as close as possible over the existing sewer line and the latter was located approximately 4 to 8 feet laterally from the existing sewer line.

City of Vallejo, New Police Headquarters, Vallejo, CA – Mr. Melo served as the Project Manager and lead geotechnical engineer for the geotechnical investigation for this project. An existing 15-year-old 2-story commercial building having a footprint area of approximately 30,000 square feet was going to be seismically-retrofit to a Risk Category IV, Essential Services Building. Site challenges included shallow groundwater and long-term settlement associated with Bay Mud. To address these challenges, the new building additions were going to be supported on deep foundations consisting of drilled piers and raising site grade via placement of new fill was going to be kept to a minimum. However, the project was called by the City due to input from the public.

City of Tracy, Holly Drive Roadway Improvements, Tracy, CA – Mr. Melo is the lead geotechnical engineer and project manager for the geotechnical investigation for this project that includes the rehabilitation of the pavement along Holly Drive for approximately 1½ miles of the roadway, including pedestrian and bikeway improvements. The project also includes upgrading all non-ADA compliant curb ramps, along with various other improvements.

Contra Costa County Public Works, Highland Road Embankment Failure, Contra Costa County, CA – Mr.

Melo served as the project manager and lead geotechnical engineer for the geotechnical investigation for this project. The roadway embankment along with portions of the creek channel were eroded during the winter storms in early 2023. BSK provided repair recommendations for two repair options along with several soil bio-engineered solutions for steep streambanks.

Contra Costa County Public Works, San Pablo Dam Road Landslide at La Honda Road, Contra Costa County, CA – Mr. Melo serves as the project manager and lead geotechnical engineer for the geotechnical investigation for this project. A landslide that extends to San Pablo Creek has forced Contra Costa County to permanently shut down one lane of traffic at San Pablo Dam Road proximate to La Honda Road. The landslide was triggered by winter storms in early 2023. Michael Kibbey – Construction Group Manager / Assistant Project Manager Valley Transportation Authority, US 101/Blossom Hill Road Interchange Improvements, San Jose, CA – Mr.

Kibbey served as Quality Assurance (QA) Materials Testing Task Manager for this project which improved vehicular traffic on the US 101 and local roadways and improve bicycle and pedestrian travel along Blossom Hill Road and surrounding areas. Peninsula Corridor Joint Powers Board/Caltrain, 25th Avenue Grade Separation, San Mateo, CA – Mr. Kibbey served as the Project Manager and Primary Point of Contact for the materials testing team that provided quality assurance (QA) inspections and source inspections. This project consisted of the construction of an improved grade separation at 25th Avenue, allowing the connection of 28th and 31st avenues. It also included the construction of the new Caltrain Hillsdale Station. The new structures are founded on CIDH piles.

Other improvements constructed for the project included cantilevered retaining walls and MSE walls.

Castro Ranch Road Rehabilitation Project, Richmond, CA – Mr. Kibbey served as Project Manager providing Quality Assurance (QA) testing services as part of the Construction Management team for this pavement rehabilitation project of Castro Ranch Road from Olinda Road to the City Limit. Services include observation, sampling, and field density testing during subgrade preparation and placement of aggregate base, cold inplace recycling of asphalt pavement, hot mix asphalt (HMA), as well as special inspection and testing services during reinforced concrete construction. Fairfield/Vacaville Train Station and Peabody Road Improvements, Fairfield, CA – Served as Project Manager for the Fairfield/Vacaville Train Stop and Peabody Road Improvements Project located in Fairfield. The project included a new 800-foot-long train stop platform, sheltered passenger waiting areas accessible by a pedestrian/bicycle underpass, a parking lot, and a bus passenger transfer area. Additionally, the project widening Peabody Road from 2-lanes to 6-lanes and constructed an overpass over the existing railroad tracks on Peabody Road. Mr. Kibbey oversaw a group of inspectors as part of the Construction Management team that performed QA materials testing.

Contra Costa Transportation Authority, State Route 4 Balfour Road Interchange Improvements and Bridges, Brentwood, CA – This project was a part of a $42.7 million-dollar construction project to improve safety and efficiency at this busy intersection in Brentwood. Mr. Kibbey served as Project Manager and Structure Materials Representative. The project scope included lowering Balfour Road and raising SR 4 to a primary precast pre-stressed (PC/PS) concrete overpass bridge. Two additional bridges were constructed over Deer Creek which were PC/PS and cast-in-place. Mr. Kibbey provided oversight to the coordination of source inspections, working directly with the Structure Representative and with the Caltrans oversight team on the Balfour segment, as well as helped develop the Source Inspection Quality Management Plan that was prepared specifically for the project.

Mr. Jim Auser will serve as the Responsible Materials Engineer for this contract. He is a licensed Civil Engineer in the State of California and has developed a significant amount of hands-on experience during his 30+ year career in the construction industry. As a registered civil engineer, he provides significant levels of support to our clients in his role as project manager and responsible engineer. City of Pleasanton, On-Call Geotechnical Engineering and Special Inspection Services, Pleasanton, CA – Mr. Cortez serves as the laboratory quality manager with BSK’s current on-call geotechnical engineering, materials testing/special inspection services contract with the City.

City of Livermore, On-Call Geotechnical and Materials Testing Services, Livermore, CA – Mr. Cortez serves as the Laboratory Quality Manager for this multi-faceted contract consisting of numerous infrastructure projects for the City of Livermore ranging in construction cost from $200,000 to $8.5 million since 2015. Laboratory support includes soils, structural concrete and asphalt concrete sampling and testing.

Task orders have included airport improvements, new road construction, street improvement/widening, slurry seal, and new bridge construction.

City of Fremont, On-Call Materials Testing Services, Fremont, CA – As part of an oncall services agreement and in support of the City’s own quality assurance staff and Materials Laboratory, BSK provides ongoing Materials Laboratory and field-testing support for soils, aggregates, and hot-mix asphalt products, including support for Superpave QA in accordance with the Caltrans 2015 Standard Specifications.

Significant testing performed to complement the City’s Materials Laboratory have included R-Value testing, concrete compressive strength testing, and all hot mix asphalt testing for assigned projects.

Caltrans On-Call Materials Laboratory Support – District 4, North Bay and South Bay Regions, CA – Testing under this contract is performed in accordance with Caltrans test methods and extends to native soils, aggregate base and hot mix asphalt constituents.

Caltrans, Laurel Street New Bridge Construction, Vallejo, CA – Laboratory Quality Manager supporting the materials sampling and testing for this demo and rebuild project. Support included testing of subgrade, aggregate base and backfill, and concrete testing. All work was performed in accordance with Caltrans specifications.

Delta Diablo, Pump Station Assessment and Upgrades, Pittsburg and Antioch, CA – Mr. Cortez served as the Laboratory Quality Manager for improvements at four pump stations and diversion facilities in Antioch and Pittsburg. The projects consisted of site improvements including flood protection. BSK’s scope of work included assessing consolidation settlement resulting from placing fill on sites underlain by Bay Mud.

BSK Associates (BSK) is pleased to submit our geotechnical investigation report for the extension of Sand Creek Road in Brentwood, California. The enclosed report describes the geotechnical investigation performed and presents our recommendations for foundations and earthwork for the project.

In summary, it is our opinion that the project site (Site) is suitable for the proposed project provided the recommendations discussed in this report are incorporated in the design and construction of the project.

The primary geotechnical concerns at the Site are: 1) the potential for the Site to experience moderate to intense ground shaking during a future significant seismic event, which is typical of the San Francisco Bay Area, 2) the presence of highly expansive surficial soils and bedrock, and 3) the presence of potentially collapsible soils at the proposed bridge abutments. Further discussion about these concerns and ways to address them as well as other geotechnical conclusions and recommendations pertaining to the proposed project are discussed in the report.

The conclusions and recommendations presented in the enclosed report are based on limited subsurface investigation and laboratory testing program. Consequently, variations between anticipated and actual subsurface soil conditions may be found in localized areas during construction. If significant variation in the subsurface conditions is encountered during construction, BSK should review the recommendations presented herein and provide supplemental recommendations, if necessary.

Additionally, design plans should be reviewed by our office prior to their issuance for conformance with the general intent of our recommendations presented in the enclosed report.

Narrative:

BSK arrived on site at 7:30am to relieve Micheal Kibby (BSK) for pile driving observations. The contractor (Deep Foundation Solutions) is continuing pile driving operations started on Friday 8/11/23.

The contractor is using a D3032 single action diesel hammer to drive piles, with an energy setting of 4. A total of 6 plumb piles (26’ 6”), and 10 battered piles (28’) on the East side of the abutment, and 7 plumb piles (29.5’) and 1 battered pile (31’) on the West side of the abutment are driven today. The contractor states that the ground elevation (bottom of footing) is 137.79, and top of piles are being driven to 138.45 on the East side of the abutment, and the ground elevation (bottom of footing) is 140.46, and the top of the piles are being driven to 141.10. Each pile driven today appears to be in line with these measurements. Battered piles are driven at approximately 1’:3’ slope (72°). The contractor is using a two foot hand level and a tape measure to set slope prior to driving each battered pile.

Due to blow counts being relatively low BSK counted blows per 5’ section of pile. 5 piles driven today were to a depth ranging between 5’8’ prior to beginning making blows with the hammer. Blow counts maximum for a single 5’ section of pile today is 70 blows. See attached photos for pile specific blow count data.

Report Summary

BSK arrived onsite to observe and perform nuclear density testing on backfill for crane pad next to abutment #1. Pad was over excavated 10' and native soils were placed and compacted in 1' lifts. Contractor completed backfilling from elevation 141.5 to 147.0.

Goodfellow Bros. used a Hamm H10i single drum sheepsfoot roller for compaction efforts.

All density test achieved the required relative compaction of 95%. BSK informed foreman with GFB of passing results. See attached photo for rough test locations.
