be adapted to fit all ages. Ideally, we hope to include 10+ community businesses or organizations and 300+ residents participating in the event.
Please describe the proposed event/program, including the defined goals, methodology, and approach to achieve them. How will the organization ensure that the project is feasible within the available resources and timeline? Please provide a detailed work plan outlining the timelines, deliverables, and overall feasibility of the proposed event/program.
Community Impact/Need
Question #3
Burbank is a family-oriented community with an increasing focus on alternative transportation and outdoor recreation. The Chandler Bike path for example is a strong presence in the community that is frequented. However, there is a gap in structured bicycle safety training for scenarios outside of protected pathways. The Bike Rodeo will:
Address safety concerns by educating riders on best practices Promote healthy living and physical activity
Provide families with free, accessible safety resources Strengthen community bonds through interactive engagement By equipping residents with bike safety knowledge, the event will ideally reduce accidents, enhance mobility options, and support Burbank’s commitment to safe and active transportation.
How does the event/program address the specific needs of the Burbank community? Please explain how the event/program will positively impact residents and visitors and how it will address an existing gap in services.
Budget and Financial Management
Question #4
The budget is broken down into four major areas:
Facility and equipment/supplies ($4,250): The main portion of the budget is to book a facility with capacity for the event, in a publicly visible site. Once that piece is met, everything else in the budget shifts around it. This part also includes basic supplies (helmets, bikes, cones, etc.), event necessities (additional portapotties, caution taping, sound system, ez ups/tables, etc.), and snacks.
Recognition ($2,000): Bike and helmet giveaways and other “swag” to encourage participants to remember what they learned and continue to practice safety when recreating or using cycling as transportation
Operating ($1,750): Insurance and staff oversight are a critical element to any successful community event
Promotional Awareness ($2,000): This is a significant portion of the budget as decreasing attention spans can make it tough to get the community to come to in person events. We would plan on not only the traditional posters, flyers, etc. but social media advertising and more to make sure every resident is aware of and has the opportunity to attend.
All items in the budget are variable around what is fixed (facility and equipment). We have organizational capacity to address budget challenges, and our existing force of volunteers means there are resources that can be drawn in to defray items if they are able to source additional donations, etc.
Please provide a detailed budget breakdown for the event/program, including cost justifications and how the organization plans to efficiently use the grant funds if awarded. Please explain contingency plans the organization has in place to address any potential budget challenges or unforeseen expenses.

Description of Organization. Please include the types of services the organization provides.
The Village Community Counseling Center (VCCC) offers individual and group therapy to those in need.
Although located at the Village Church in Burbank, the Counseling Center is open to all in the community, and religious participation is not a requirement for receiving care.
The Center provides:
Individual therapy in a one-on-one counseling process where a therapist works with a person to explore their thoughts, feelings and behaviors. It provides a safe, confidential space to address personal challenges, build coping skills and work toward personal growth and emotional well-being. Individual therapy is offered in person or through telehealth.
Couples therapy helps partners improve their relationship by addressing issues such as communication, trust and conflict. A therapist guides both individuals to understand each other's perspectives, develop healthier patterns and strengthen their connection.
Family therapy is a counseling approach that helps families improve communication, resolve conflicts and foster healthier relationships. A therapist works with family members to address dynamics and issues affecting the family unit, promoting understanding and support among all members.

Child and adolescent therapy are forms of counseling tailored to young people, helping them navigate emotional, behavioral and developmental challenges. Therapists provide a safe, supportive space to address issues such as anxiety, self-esteem and peer relationships, fostering healthy growth and coping skills.
Various support groups are led by therapists, to share experiences, provide mutual support, and learn from one another. Groups offer a sense of community and help participants develop coping strategies in a supportive setting.
The Center's clients are generally low and moderate income. Service fees for therapy are charged on a sliding scale based on income to ensure all who need mental health services can have access to them. This program closes the gap in providing mental health services to those who are low-income but do not qualify for MediCal and may lack insurance or have inadequate coverage for mental health services.
Since opening in April of 2024, the Center has provided nearly 1,000 counseling sessions to individuals couples, families and groups and has trained three interns and one associate. As the program continues to grow, we expect to have an even greater impact on Burbank residents.
Following the devastating fires in January 2025, Village Community Counseling Center offered up to three acute sessions at no charge regardless of income to anyone affected by the fires. The Center also provided additional training regarding trauma for all interns. In addition, they offered free office space at the Center to Pasadena organizations affected by the fires.
Description of the Proposed Community Event/Program
The Center is planning a Fall Family Carnival which will be open to the public. In addition to providing a fun experience for children and families in Burbank, the event will serve to raise awareness of the Village Community Counseling Center and its programs. The Carnival will have games, bounce type attractions, food and entertainment. To support the event and raise funds for the Center tickets will be sold for the games and a raffle will be held. Volunteers will also sell raffle tickets.
Mission or Purpose of the Organization.
The Center's mission is to meet each individual where they are and provide holistic counseling through high- quality systemic and relational therapy for the Burbank community and beyond. The Center is also committed to nurturing the next generation of therapists through supervision and mentorship. With compassion at the core of our work, we aim to support vulnerable individuals, couples and families to promote healing, and inspire meaningful change in the lives of both clients and staff.

Question #1
Kim Dodd is the Executive and Clinical and Director for the Village Community Counseling Center. She holds a Master’s Degree and is a Licensed Marriage and Family Therapist. She is currently an affiliate professor at Fuller Seminary and has been a counselor at Village Church in Burbank since 2016. In addition, Ms. Dodd is a Clinical Fellow with the American Association of Marriage & Family Therapy since 2009. In addition to the Counseling Center, her non-profit experience includes being the main employee referral source for the Dream Center in Los Angeles and is a mental health consultant for Deed & Truth which assists homeless individuals into housing. Ms. Dodd and her team will be leading the effort to carry out this event.
The Center's Executive Director Kim Dodd, and the Executive Director of Village Preschool, Bridget Cantrell, together have decades of experience to helm of this event. The Center's Board Member Robyn Foyle and Administrative Consultant Liz Wile also have years worth of event-planning expertise. By partnering with Village Preschool, the event can take advantage of the preschool's 10-person Parent Rep Committee that hosts over 15 fundraising events every year. Liz Wile is also the President of that Committee, so is across both organizations, ensuring smooth communication.
The Center is supported through individual and corporate donations. The Center has also successfully managed several grants including including grants from the Community Foundation of the Verdugos and the AirBnB Foundation. Ms. Dodd and her team also held a successfully Spaghetti Dinner fundraiser to support The Center. Village Church Burbank also supports the Center by providing rent free office and therapeutic space. The carnival will also be held on the grounds of the church. The church's Village Preschool will also be supporting the carnival with assistance in planning, promoting and carrying out the event as well encouraging families to attend.
Both the Village Church Burbank and its Preschool will be supporting this event. Village Church has hosted a wildly popular "Trunk or Treat" community event for years, and this Fall Family Carnival is very similar. In addition, Village Preschool also has a track record of doing these types of carnival events including bouncy houses, snow cones, concessions for sale, silent auctions and raffles, carnival games and more.
The Village Community Counseling Center also has a partnership with the Dream Center to provide mental health services at their location in Los Angeles. The Center provides trainees and associates to the Dream Center who will be supervised by the Center's Executive and Clinical Director. The Dream Center provides space for the counseling services. Village Community Counseling Center services three program areas at the Dream Center: Family Transitions, Foster Youth and Veterans. Once a week, Village Community Counseling Center’s Director coaches the directors of these programs and helps them work with the clients on logistical issues such as scheduling, paperwork, identifying stages of change and more to help set the client up to be successful in counseling. Currently, there are approximately 30 people on the caseload right now utilizing four clinicians.
Please describe the organization’s capacity to successfully execute events or programs, including information such as the organization’s track record of community engagement, expertise of staff, and/or previous successful events or programs. How does the organization’s financial stability, management practices, and partnerships with other organizations or community groups support your ability to deliver successful programs?
Event/Program Feasibility
Question #2
The Fall Family Carnival will take place on Saturday October 11 from 2:00-6:00 pm. The main goal is to provide the community with a family-friendly fall event full of games, food and fun. purchased inexpensively and/or donated. Raffle tickets will also be sold to win prizes donated by the community. Planning for this event began in April 2025 in order to achieve all the moving pieces of this event.
The timeline for carrying out this event is:
April 2025 – Divide the planning committee into subcommittees of Set-Up/Decor, Games/Prizes, Food, and Raffle
May 2025 – Identify vendors for each subcommittee. Determine number of day-of-event volunteers needed and recruit volunteers. Begin soliciting sponsorships and in kind donations.
June-August 2025 - Continue monthly planning meetings to track status of donations, set timeline for day before and day of event logistics.
September 2025 – Promote the event in the community via the church, preschool and Counseling Center both in-person and online.
October 2025 – Gather materials and last-minute push for any additional day-of volunteers from preschool and church communities.
Any funds raised from the Fall Family Carnival that are above expenses for the event will support the Village Community Counseling Center's therapeutic programs. The event will also raise awareness of mental health and the Center's programs. The Center uses an electronic health record system (Simple Practice) to track clients and their progress as well as the number of therapy hours provided. The Center will use this system to determine if the number of clients have increased following the event. In addition, at intake clients are asked how they heard about the Center. We will use this data to determine if the carnival increased enrollment in the Center's services.
The event will be promoted through the Preschool and on the counseling Center's website www.vc3counseling.org and social media.
Question #3
According to the National Institute on Mental Health (NIMH), it is estimated that more than one in five U.S. adults live with a mental illness. For children, it is estimated that one in six experience mental health issues. In the U.S. more than half (55%) are not getting treatment, according to a recent study by Mental Health America. In California, the estimate is that more than 60% do not receive treatment. The most cited reason for not obtaining care is affordability. Even those with insurance claim that their plans are not sufficient to cover their treatment. The Village Community Counseling Center is located in Burbank at the Village Community Church. The program is available to the public and primarily serves low- and moderate-income clients from the greater San Gabriel Valley.
This event will raise funds
to increase the number of children and adults receiving mental health services and meet some of the demand for services. The funds will help to increase the number of individuals and families served as well as make more support groups possible.

Community Impact/Need
Question #3
The Día de los Muertos celebration at Walt Disney Elementary directly addresses a gap in Burbank by providing the only family-friendly, community-wide Día de los Muertos festival in the city. While Burbank is home to a growing and vibrant Latino population, public celebrations of Latino heritage remain limited. This event offers a meaningful opportunity to promote cultural representation, inclusivity, and connection across the Burbank community.
This event will honor Latino heritage while welcoming residents and visitors of all backgrounds to participate, learn, and celebrate together. Through art, music, food, and tradition, the festival fosters cross-cultural understanding, creating a space where Latino families feel seen and valued, and others are invited into the richness of the culture.
This volunteer-run festival brings together local artists, performers, educators, and businesses to create a shared community experience. It builds bridges across neighborhoods, schools, and generations—uniting families around a meaningful cultural celebration. By supporting local talent and engaging youth through hands-on activities, the event strengthens Burbank’s social fabric.
While Burbank hosts various public events, few are focused on cultural education or representation. As the only Día de los Muertos celebration in the city, this event will offer families a chance to honor their loved ones collectively, while also engaging in interactive, educational, and artistic programming. In 2024, Walt Disney Elementary saw a 40% increase in attendance to the Dia de Los Muertos Festival from 2023, highlighting both community enthusiasm and the need for expanded resources, like this community grant, to meet the growing demand.
This celebration will be more than a festival—it will be a heartfelt invitation for residents and visitors to come together in remembrance, learning, and joy. By supporting this event, The City of Burbank will enrich the cultural landscape of Burbank, and ensure that the growing Latino community sees their traditions reflected in the heartbeat of the city.

Budget and Financial Management
Question #4
Budget Uploaded Above.
If awarded a grant, funds would be used efficiently to cover critical expenses such as:
Performers & Entertainment – Ensuring cultural authenticity and high-quality performances.
Community Art & Education – Expanding student engagement through altar-building and hands-on crafts.
Marketing & Outreach – Maximizing community participation through effective promotion.
Logistics & Event Execution – Covering necessary permits, supplies, decorations, and contingency planning.
To address potential budget challenges or unforeseen expenses, the PTA has the following contingency strategies:
1. Sponsorship & Donations – Seek additional local business sponsorships and in-kind donations to offset costs for food, supplies, and entertainment.
2. Scalability Adjustments – If funding falls short, prioritize core program elements (e.g., cultural performances and altar-building) while reducing non-essential costs (e.g., elaborate decorations or additional vendors).
3. Volunteer Expansion – Increase reliance on Disney VoluntEARS and community volunteers for setup, logistics, and entertainment to eliminate staffing expenses.
Please note: No money is spent on salaries. All funds will be spent on the community event.
Please provide a detailed budget breakdown for the event/program, including cost justifications and how the organization plans to efficiently use the grant funds if awarded. Description of Organization. Please include the types of services the organization provides.
The Zonta Club of Burbank Area is a volunteer organization focused on building a better world for women and girls in Burbank. Chartered in 1936, it is part of Zonta International, a global network advocating for gender equality. The Zonta Club of Burbank Area Foundation is the club’s 501(c)3 entity.
The club supports scholarships for women, fights human trafficking, and addresses domestic violence.
We have 27 members.
Our signature program is the WINGS grant program, founded in 2020. The WINGS Grant Program offers up to $2,000 to adult women pursuing academic or vocational education to overcome adversity. Awards are made through our community nonprofit partners, such as Family Services Agency – Burbank, YWCA of Glendale and Pasadena, Downtown Women’s Center, and Home Again Los Angeles.
Recent service projects have focused on providing financial support and in-kind donations of clothing, toiletries, and non-perishable food items to partners such as the Family Services Agency, Journey Out, and the Mek Yntanik Foundation. Last April, we organized a food pantry restock of Family Services Agency in Burbank. In October 2024, we created and donated hygiene kits to the YWCA of Glendale and Pasadena filled with essential items like shampoo, toothpaste, and tampons—simple yet vital supplies that help alleviate the everyday struggles faced by women in difficult situations.
In January 2025, the club donated new clothing, shoes, and a large stock of menstrual and bladder control products to 50 women and children living in transitional housing in Sylmar. This urgent support was provided when they were evacuated to Skid Row due to the Hurst fire.
Our advocacy efforts consistently bring women's issues to the forefront of the Burbank community through various initiatives. These include proclamations, the annual March Against Gender-Based Application #17

Violence, and activities related to the 16 Days of Activism Against Gender-Based Violence such as our past displays about domestic violence at the Burbank Public Library. Additionally, we hosted a Human Trafficking Forum at Burbank's Buena Vista Library on January 27, 2024, and set up an informational booth at the Burbank Farmers’ Market regularly to display resources on domestic violence prevention.
Furthermore, we organized a screening of the domestic violence documentary "Scars Unseen" on October 10, 2024, at Burbank's Colony Theatre, and panel discussion with the film director and subjects.
Description of the Proposed Community Event/Program
The Red Sand Project is an impactful event designed to raise awareness about human trafficking through an interactive art installation. Initiated by interdisciplinary artist and activist Molly Gochman, the project aims to fill the cracks in sidewalks and streets with nontoxic, environmentally friendly red sand, symbolizing the individuals who fall through the cracks of society and become victims of exploitation. In partnership with Burbank Noon Rotary and Burbank Noon Kiwanis, Zonta Burbank plans to organize a local event to participate in this project, using the UMe Credit Union parking lot on Magnolia Blvd. as the primary event site. We have been in initial conversation with city officials about the possibility of the use of the sidewalk in front of City Hall and may consider that as a second site.

Organizational Capacity
Question #1
Zonta Burbank has a strong track record of executing impactful events, bolstered by our longstanding presence in the community. One example is our recent success in January 2025 with the SOAP Project, where 30 volunteers labeled and distributed 7,000 bars of soap to 20 local hotels and four urgent care facilities to help victims of human trafficking. This initiative exemplifies our organizational strength and commitment to community engagement.
Our dedicated team of volunteers possesses expertise in event planning and outreach, while our partnerships with local organizations, such as Burbank Noon Rotary and Burbank Noon Kiwanis, enhance our ability to deliver effective programs. Financially, we maintain stability through sound management practices.
Our current Board of Directors is composed of dedicated professionals: Lynn Lipinski (President), Cynthia Koudsi (Secretary), Alena Probst and Lusine Simonyan (Co-Treasurer), Kelli Potts (Immediate Past President), and Gloria Salas (Director at Large and Zonta International District 9 Governor). Each member brings decades of experience in project management, event planning, and nonprofit management, further strengthening our capacity to achieve our goals effectively.

We are seeking a grant of $5,000 to significantly fund the Red Sand Project Burbank. This amount will enable us to cover essential costs and ensure the event's success. However, we are also prepared to work with a smaller grant if necessary, as our commitment to raising awareness about human trafficking remains steadfast regardless of funding levels. Your support will play a crucial role in helping us engage the community and make a powerful statement against this pressing issue.
Question #2
The proposed event is the Red Sand Project, an interactive art installation scheduled for the end of July 2025, aimed at raising awareness about human trafficking. The project seeks to fill pavement cracks with red sand, symbolizing the individuals who fall through the cracks of society and become victims of exploitation. Our defined goals for this event are:
Raising awareness of the City of Burbank’s groundbreaking ordinance, passed in January 2024, which plays a crucial role in the fight against human trafficking.
Encouraging community members to question, connect, and take action against the vulnerabilities that can lead to human trafficking.
Increasing public awareness and engagement regarding the issue of human trafficking.
Uniting as a community to proclaim, “No one should be invisible!” To achieve our goals, we will adopt a collaborative approach that encourages community participation. We invite individuals, families, and groups to join us in filling the cracks in sidewalks and streets with red sand, which will be provided by Zonta Burbank. This installation will take place at the UMe Credit Union parking lot on Saturday, July 26th.
The event will also feature live music, food vendors, and informational booths, creating a vibrant atmosphere that fosters engagement and awareness. Participants will be encouraged to share their experiences on social media using the hashtags #RedSandProject and #RedSandBurbank, helping to create a visual representation of solidarity against human trafficking.
This collaborative effort not only enhances community involvement but also amplifies the message of the Red Sand Project, making it a powerful statement for the City of Burbank.
Based on our past experience in developing and executing events, we believe that this project is feasible in the timeline provided within our project plan.

Question #3
The Red Sand Project directly addresses critical needs within the Burbank community by raising awareness of human trafficking, particularly in light of the City of Burbank’s groundbreaking ordinance passed in January 2024, which plays a crucial role in the fight against this issue. This interactive art installation, scheduled for Saturday, July 26, 2025, aims to fill street cracks with red sand, symbolizing individuals who fall through the cracks of society and become victims of exploitation. It is timed to take place near July 30, the United Nations’ World Day Against Trafficking in Persons.
The event will positively impact residents and visitors in several ways:
Increased Awareness: The Red Sand Project will educate the community about human trafficking and the recent ordinance, fostering a more informed and proactive public. By highlighting this legislation, we aim to reinforce the city’s commitment to combating human trafficking and encourage residents to engage with these efforts.
Community Engagement: The project invites participation from individuals, families, and local organizations, creating a sense of unity and collective responsibility. Community members will have the opportunity to come together in a meaningful way, enhancing social cohesion and community spirit.
Addressing Gaps in Services: Currently, there are limited initiatives in Burbank that specifically focus on human trafficking awareness. The Red Sand Project will fill this gap by providing a platform for dialogue and education, ultimately leading to greater advocacy for resources and support for victims.
How does the event/program address the specific needs of the Burbank community? Please explain how the event/program will positively impact residents and visitors and how it will address an existing gap in services.

Description of Organization. Please include the types of services the organization provides.
Breaking the Chains Foundation (BTCF) is committed to the prevention of body-focused and mental well- being stigmas. Our mission is using the power of art and expression to foster creativity, build connections, and create a community in which individuals can thrive by transforming research and personal stories into artistic programs aimed at increasing self-love, self-esteem, self-compassion, and self-awareness. Tapping into those internal strengths can greatly enhance mental, physical, and emotional health. Whereas experiencing stigma of mental health struggles, isolation, and the pressures of body-focused societal messages are examples of links in the chains that bind us. Our programs are designed to support people in their wellness journey by building efficacy in areas of mental health and body image struggles, cancer, eating disorders, and much more. By bringing tools, skills, and shared lived experiences to life, we focus on areas that address problematic social media use and negative mental health among youth and young adults, productions integrating dance with mind/body wellness principles, and unique beauty experiences for cancer survivors.

Question #1
This will be our third year of running this program in person and within the Burbank area. We previously completed this program online during the COVID-19 pandemic and transitioned to in person at a Burbank based venue once it was safe and feasible for all. We have served at least 175 youths per session and are anticipating between 200-250 participants this year. Please visit https://www.youtube.com/watch?v=aDPnMLQxbc8 for more information and videos from previous years of a successful completion of How to Love Your Selfie camp.
Our BTCF team, staff, and volunteers are present throughout the day and at every station. Every team member, staff, and volunteer undergo an interview process and a thorough background check by BTCF as well as any potential partners. BTCF ensures safety protocol throughout the venue. We have instructors that are at the top of their field to provide workshops and creative outlets from the surrounding LA area and various fields to engage students of all backgrounds and interests.

Question #3
"How To Love Yourselfie" (HTLYS) is our online social media literacy and eating disorders prevention program. This research-based program offers comprehensive and engaging videos and workbooks designed to empower young individuals to navigate social media challenges, foster a positive body image, and cultivate self-compassion and authenticity in the digital age.
The purpose of this wellness camp is to incorporate the art therapy modality components of this program to foster community connection with young participants ages 8 years to 18 years old. It will teach them how to navigate issues that are present in this generation that have not been present in previous generations. By teaching online social media literacy and education, participants can improve their self esteem while understanding some of the concerns with social media in our current society and make new friends within the community! As City of Burbank Chamber Members, we are committed to fostering the community of Burbank, especially the youth, through this event and our organization. Our goal is to support the Burbank community by empowering young individuals to be open minded and thoughtful with internet literacy.
Budget and Financial Management
Question #4
All of our BTCF team, staff, and volunteers are volunteering their time and talents to the day. We have worked with our community to secure donations in order to provide our programming as a free event to community members. We have successfully completed this programming previously with a surplus from donations in the surrounding community. Our total expense costs approximately $6300. Majority of this cost is from a venue rental at Mihran-K studios in the City of Burbank. Our other expenses include activity materials, production equipment, travel, marketing supplies, and food/drink for the participants. We have previously received enough donations to allow this event to be free to participants and have them sponsored by our sponsors. We are asking donations for similar results to prevent having to charge for a ticketed attendance.
We plan on utilizing funds to cover the cost of the venue rental and improve the amount of activities and supplies we utilize throughout the day. We have contingencies to address any potential budget challenges by continuing to find sponsors and potentially charge admission fee with ticketed entry to the participants to assist as needed.

Description of Organization. Please include the types of services the organization provides.
The Burbank Arts & Education Foundation (BAEF) is a Burbank-based 501(c)3 impact organization committed to inspiring the community to invest in meeting the diverse educational needs of every Burbank Unified School District (BUSD) student. In 2025, BAEF was selected by Assemblymember Nick Schultz as a “California NonProfit of the Year”.
BAEF was formed in 2020 in a merging of efforts between the former Burbank Arts for All Foundation and the Burbank Educational Foundation. The organization operates with a $260,000 budget and employs one full time and one part time employee. BAEF’s 12 working volunteer board members include professionals from the fields of education, creative, real estate, finance, and youth mentorship.
The organization supports Burbank’s TK-12 public schools through its robust grants and giving program.
This program gives BUSD teachers, staff, and administrators the chance to apply for financial support.
The funding is intended to help purchase supplies and create experiences that contribute to providing Burbank students with a high-quality education. In 2024, BAEF awarded $100,010 in funding across the district.
Beyond grantmaking, BAEF focuses on building community by hosting a variety of events open to all.
Our Difference Makers volunteer program and State of the Schools impact event help build a tribe of civic-minded individuals passionate about education in all public schools around Burbank.

Organizational Capacity
Question #1
Since 2020, BAEF has demonstrated a proven track record of successfully planning and executing events for a range of audiences. This year’s State of the Schools will mark the third time BAEF has hosted this event. The organization’s ability to engage with the community is evidenced by its consistent outreach efforts and collaborations with other organizations.
BAEF’s administrative assistant has overseen the back-end logistics of every event the foundation has been involved with since 2022, ensuring smooth operations. Additionally, the organization’s Director of Development has a history of organizing and executing events for hundreds, and in some cases, thousands of participants through a separate youth-serving nonprofit, bringing a wealth of expertise in event planning.
The board members of BAEF also bring significant institutional knowledge, particularly from when one of BAEF’s legacy foundations hosted State of the Schools in the past. The State of the Schools planning committee, divided into subcommittees, works efficiently to ensure programmatic success and timely execution.
BAEF conducts strategic planning each year to determine the financial and budgetary capacity for State of the Schools, ensuring a well-organized and sustainable event. The current planning committee is led by BAEF’s Board Chair, ensuring continued leadership stability as the event planning progresses.

Question #2
The State of the Schools planning process begins in November of the year preceding the event. This is when a budget framework is established, which provides guidance for programmatic planning.
There are three goals that have guided the planning process for State of the Schools:
1. Providing opportunities for supporters to engage with BAEF’s mission. This will be primarily done through our new Impact Expo and initiatives designed to maximize student involvement.
2. Raising awareness of the challenges facing the school district and how BAEF is acting to address those challenges.
3. Recognizing and thanking those who support Burbank’s schools.
This year, BAEF established the State of the Schools planning committee, which provides a structure for the event’s planning. The committee includes BAEF Board and Committee Members, BUSD parents, and additional community stakeholders. The planning committee ensures that the planning workload is evenly distributed to minimize burnout among volunteers.
The event’s program will include:
Appetizers and desserts planned, prepared, and served by the students of two Burbank schools’ culinary arts programs.
An Impact Expo, providing attendees with an opportunity to learn about and engage with the varied projects BAEF grants support. This year's expo, among others, will include a demonstration by a John Muir Middle School math teacher of the program “Desmos”, an interactive, visual math learning tool that makes math interesting and engaging for students.
Also included will be a presentation by the Burbank High School music program of a new tuba which BAEF helped fund.
Performances by students including a drumline introduction, middle school choir, and a jazz trio.
Remarks on the state of Burbank’s educational ecosystem from BUSD Superintendent, Dr.
John Paramo, BUSD Board of Education President, Dr. Armond Aghakhanian, and BAEF leadership.
Recognition for the school district’s Teacher of the Year, standout education advocates from every Burbank public school, and a community-wide champion of education.
Event Timeline/Deliverables:
May 31st: Programmatic elements finalized
July 7th: Event registration form finalized
July 16th: Registration opens
September 1st: Printed materials secured
September 1st: Volunteers secured
September 10th: Attendee information distributed
September 17th: State of the Schools Event
Please describe the proposed event/program, including the defined goals, methodology, and approach to achieve them. How will the organization ensure that the project is feasible within the available resources and timeline? Please provide a detailed work plan outlining the timelines, deliverables, and overall feasibility of the proposed event/program.
Community Impact/Need
Question #3
California boasts the largest state economy in the United States. Despite this, the state ranked 33rd in per pupil funding by state in 2023. This illustrates a high-level issue with the way California’s public schools are funded. In the 2022-23 school year, the BUSD spent around $4,700 less per student compared to the average expenditure per pupil in districts nationwide.
This funding discrepancy has led Burbank schools to struggle to afford classroom supplies and a decline in hands-on learning opportunities and educational experiences. It’s clear that despite the school district’s best efforts, California’s education funding system is fundamentally broken. As a result, Burbank schools are chronically underfunded.
Application #19
ATTACHMENT 2
BAEF seeks to fill this funding gap, allowing Burbank teachers, staff, and administrators to focus less on pinching pennies and more on providing every Burbank student with a high-quality education.
State of the Schools presents community members with an opportunity to learn about the specific challenges facing the district, while providing a beacon of hope through BAEF’s funding priorities.
How does the event/program address the specific needs of the Burbank community? Please explain how the event/program will positively impact residents and visitors and how it will address an existing gap in services.
Budget and Financial Management
Question #4
The budget for BAEF’s State of the Schools is structured to optimize efforts in offering the Burbank community an opportunity to experience the impact of the organization’s mission. This budget reflects non-personnel costs essential for the successful execution of the event.
A. Contracted Services: Woodbury University requires certified bartenders to serve alcohol on- campus. The University’s catering and bar program offers bartending services at a $40 per hour rate with a four hour minimum. There will be two bartenders utilized throughout the event.
Volunteers play a vital role in the success of the planning and execution of State of the Schools. The largest, “in-kind” line item is the value of volunteer hours. The figure is based on the estimated value of volunteer labor at $38.61 per hour at an estimated 615 total volunteer hours dedicated during the planning process and on-site.
B. Food & Beverages: A total of $1,400 is budgeted to provide event attendees with food and beverages. We keep food costs low by inviting Burbank culinary arts students to create and serve at the event. We additionally seek to solicit donated beverages, especially alcohol, to keep costs low.
C. Supplies: A total of $2,000 is budgeted for supplies. Food and beverage supplies include plates, cups, cutlery, and other necessary items for the clean and safe consumption of food and beverages. Event printing and signage are necessary for event attendees to easily identify key locations and remain aware of the event’s schedule and programs. Decorations will primarily be donated. Linens will ensure Woodbury’s tables will remain clean and heighten attendee experience.
D. Other: All facilities that will be used for the event are being donated by Woodbury University.
Through BAEF’s history of hosting large-scale events, the organization has learned that building a contingency plan is necessary to ensure unexpected expenses are covered.
In total, this comprehensive budget ensures that all aspects of the project are accounted for from personnel and operational costs to supplies and signage, enabling the Burbank Arts & Education Foundation to successfully put on a high-quality impact event.

The Burbank Eco Council (BEC), founded in 2018, is a community-led organization dedicated to promoting sustainability, environmental education, and community engagement for Burbank youth. As of August 2024, the BEC is a 501(c)3 fiscally sponsored project of Boys and Girls Club of Burbank and Greater East Valley. Previous efforts have targeted garden development and education, drought tolerant landscapes, empowering students to pedal or scoot to school, support Halloween costume swaps, collaborating with the Burbank Recycling Center to help all BUSD school sites waste sort to CA state compliance. Our primary activities include organizing educational events, advocating for sustainable practices, and creating platforms that connect residents with local environmental resources.
Description of the Proposed Community Event/Program
Our annual Earth Day celebration empowers children, families, students, and residents to actively engage in sustainability practices that improve health and community well-being. The event's mission is to foster an environmentally-conscious community dedicated to sustainable living and responsible stewardship of Burbank’s natural resources.
While Burbank's city departments and community-based organizations offer numerous sustainability resources, the lack of a centralized Sustainability Office means these efforts can often appear fragmented. Our Earth Day event serves as a vital, centralized gathering that connects city agencies, community groups, and residents, showcasing the diverse sustainability opportunities available in Burbank. Attendees can explore programs such as free mulch and shade tree initiatives, recycling and waste sorting education, water and energy conservation rebates, biodiversity and wildlife awareness, drought-tolerant landscaping workshops, cycling and public transportation resources, community gardening, and local outdoor recreation opportunities.

Key partnerships enhance the event's impact: The Burbank Bike Angels provide a bicycle obstacle course teaching bike riding skills and road safety. The Burbank Recycle Center educates attendees on proper organic waste sorting practices. Additionally, partnerships with Burbank Water and Power (BWP) and the Burbank Transportation Management Organization (BTMO) deliver essential information and materials on conserving resources and reducing environmental impact.
Earth Day serves as a cornerstone event where residents discover and participate in the wealth of sustainability initiatives Burbank has to offer, ultimately strengthening community cohesion and environmental awareness.

Organizational Capacity
Question #1
We have a small but dedicated team of four that have handled every aspect of event coordination, branding, management, fundraising, community outreach, partnerships, and sponsorships. Beyond the team of four, we have an extensive community volunteer network we call upon from our Waste Warriors and BUSD PTA roots. The organization has been mostly volunteer, aside from a state grant and Treepeople partnership where we were paid for our outreach services with school community stakeholders. We start raising funds and inquiring about sponsorship usually 10-12 months from the event date, and scale it based on the commitment from partners. So we never spend money we don’t have. Because it is a community event, we usually break even with whatever budget we get, and we are very resourceful and frugal as far as decorations.
BEC has been known to be a community partner with all things related to sustainability. We’ve worked intimately with Burbank City Councilmembers past and present, Sustainable Burbank Commissioners, Drew Johnstone at BWP, along with Amy Hammes at the Burbank Recycle Center, to promote their services with BUSD and other sustainability related events.
We’ve delivered Earth Day programming and events for the community since 2021 in various capacities, usually partnering with a venue, which has been UmE Credit Union and IKEA in the past.
With clear expectations, scheduled communications, well established community relationships, and seasoned planning, our team has proven year after year we are able to deliver a grade A+ experience for the budget we secure in advance.
Application #20

Moving forward, our event coordinator will need a small salary to ensure the quality of the experience of the event, along with our design and marketing communications team. As part of the sustainability of this event from an organizational capacity perspective, this is the missing puzzle piece. The sustenance to maintain this event quality and talent is crucial.
Question #2
2026 Earth Day will expand on the successful collaboration with Parks & Recreation as a venue, and Public Works and BWP as operations partner. Next year, we would like to secure a bigger park- McCambridge Park so we can grow the event and make it more accessible to the community. With a bigger park, we can have more vendors and more outreach programming. We’ve proven year after year that BEC makes the budget work, and is very resourceful with upcycling and sourcing of materials, which is the part of the theme of our event.
Our Earth Day event fits into the Community Events + Pilots program perfectly, as it is a service to the community. It is fun, active, engaging, healthy, educational and creates an atmosphere for a healthy dialogue to share information about city and community resources to raise the environmental consciousness for the town. Community organizations such as Burbank Bike Angels, Walk Bike Burbank, Strong Towns, the Community Garden, Burbank Backyard Food Growers, Lorquin Society Scholars, and local nonprofits like BTMO, the Audubon Society, LARC, EcoSet, BAEF, Boys and Girls Club all are passionate about this mission and are on board and look forward to participating in this annual event.
Our experienced team have already been in discussion with Parks and Rec, Public Works team, Sustainable Burbank Commission, Burbank Recycle Center, BWP, and have come to expect this annual tradition as a celebration of our cumulative efforts. It’s very feasible to pull this event off with financial support from the city.

Community Impact/Need
Question #3
Our annual Earth Day celebration brings together city departments, environmental organizations, and residents in a vibrant, accessible space for learning and connection. While environmental education happens in schools, students often lack opportunities to see those lessons applied in the world around them. This event fills that gap—demonstrating to families and the broader community how everyday choices can contribute to a healthier, more sustainable Burbank.
Application #20
ATTACHMENT 2
Earth Day provides a rare opportunity for residents to interact directly with the people and programs that support green living. From composting to energy efficiency, bike safety to biodiversity, this festival-style event presents real-world applications of sustainable practices in a hands-on, inspiring way. It’s where neighbors learn from one another, and where kids see adults walking the talk.
The event also supports emotional and social needs. In an era of increasing climate anxiety, Earth Day builds hope and connection by showing that Burbank is a city where people care—where collective action is possible, visible, and celebrated. By offering a space where families can discover resources, ask questions, and explore options together, the event helps turn concern into community-powered action.
How does the event/program address the specific needs of the Burbank community? Please explain how the event/program will positively impact residents and visitors and how it will address an existing gap in services.
Budget and Financial Management
Question #4
If BEC receives $10k funding from the city, then we can assure continuation of the team that has developed this programming strictly from a volunteer basis for years. The event and consciousness will continue to grow. The contingency plan is to fundraise from the community and put on a fundraiser to get the necessary funds to continue this program. Having Parks and Rec as a partner has increased the ability to deliver this program on a broader scale. We are still waiting to hear from Public Works on their funding approval, but most of that is for existing overhead and legal costs, whereas the continuation of the event team and the programming costs will need further sponsorship. After the results of the grant application and Public Works sponsorship applications are revealed, we will fundraise the rest up til the event start date. Being lean and frugal we will be resourceful with whatever funds we do have. And if it has to be a smaller event, then it will be. $19,090.79

Provide a brief description of the project.
The Burbank International Film Festival is a yearly film festival celebrating independent filmmakers.
This is BIFF's 17th year running. The main event begins at the AMC 16 Burbank with over 130 + films screening at two of the largest seated theaters at the AMC 16, for 5 days, including red carpets, interviews of filmmakers, Q & A's after each film block screening and afterparties at local Burbank restaurants and bars, (some including The crystal view lounge at Hotel Burbank, Urban Press Winery and many others. The awards gala on 9/28 is held at the Marriott Burbank. Panels are also held every morning of the festival typically at Hollywood Production Center and Hilton Garden Inn.
Due to the popular turnout at the festival, we have added an additional day to the festival this year, which means it will now be a 6 day festival. We also engage heavily with many hotels in Burbank who are affiliates of BIFF during the festival season, and our social media team will be creating a reel for each affiliated Burbank hotel to highlight their features and encourage hotel stays. Our social media team will also be covering many Burbank bars and restaurants, in particular the ones we will be having after parties at, and also others as a way to encourage tourism and have our festival guests explore the many great businesses Burbank has to offer. We also integrate social media influencers to cover some of these posts to increase engagement and visibility. The festival Application #21

has extended by one extra day this year, due to it’s growth and popularity, which means one extra day at the AMC 16 with film screenings, red carpet events and an additional day of morning panels and afterparty. This will bring a greater volume of tourists to Burbank this year. We also have added a reception lounge room at the AMC that we have rented as an area for VIP guests, sponsors and filmmakers to meet and greet. Sponsors will have the opportunity to display any merchandise and information in this reception lounge area and engage with the festival goers directly connecting with them so they can learn more about what they have to offer and build a greater awareness of and audience for their organizations. This is another exciting addition to the festival this year.
Provide a cost breakdown of how grant funds were utilized for the project.
All grant funds that BIFF has been granted are spent on a range of overheads including rental of the AMC, hotels and other venues for panels and afterparties, the Marriott Convention center rental for the awards gala, production costs, including all events, panels, afterparties, and the awards gala.
Description of Organization. Please include the types of services the organization provides.
BIFF provides a platform for filmmakers to showcase their work at the AMC theaters, where filmmakers are invited to do a Q & A after each film block screening. Educational panels for filmmakers are also hosted throughout the year, with a range of industry professional panelists that educate filmmakers on topics such as film distribution, film financing, legal advice, production advice and so much more. BIFF also hosts many mixers for filmmakers and industry professionals as well as Burbank local businesses, creating a community for artists and Burbank city.

This year will be BIFF's 17th year running. We have plans of expanding this year by adding one more day to the festival for film screenings and afterparties and also the morning panel, since the festival is growing. The festival will consist of 5 days of film screenings at the AMC 16 Burbank, red carpets with press and professional photographers and the chance for filmmakers to be interviewed. There are also Q & A's of the filmmakers at the end of each film block screening where the audience can ask filmmakers questions. Each evening for 5 nights of the festival there are afterparties at various local Burbank bars, restaurants and venues where filmmakers and festival guests can celebrate and network.
This year we have also added an additional reception lounge room area at the AMC, where sponsors and filmmakers can display their posters, flyers and information and network and meet and greet with festival guests and VIP members.
Mission or Purpose of the Organization.
At the Burbank International Film Festival (BIFF), our mission is to champion inclusive and culturally diverse perspectives and content. In this era of ever-evolving technology, we embrace new opportunities to showcase unique stories, honor independent filmmakers, and foster insightful discussions about their work with Q&As, panels, mixers, and filmmaker events year around.
BIFF remains dedicated to cultivating independent film and celebrating extraordinary filmmaking from around the world. We set a high standard for excellence and recognize emerging talent, providing not only a gateway to expand their careers but also crucial support in securing funding and distribution for their cinematic art.

Organizational Capacity
Question #1
BIFF is 17 years running and has had great success each year, and continues to improve, grow and expand. The feedback BIFF gets from attendees, filmmakers and guests is extremely positive and reflects the level of prestige the festival holds up to. The board of directors at BIFF are all industry professionals and are a passionate and dedicated team that strive for excellence and really care for the festival and the filmmakers, and work year around to ensure the festival and all events year around are enjoyable for their guests and support the filmmakers, the entertainment industry and the city of Burbank. All production teams hired for each event are some of the best and always do a great job in producing what is needed for each event. The sponsors that BIFF attracts each year are big advocates of the festival, which is why many are on-going yearly sponsors. The funds of the festival are carefully spent on the festival production, events, mixers, panels, marketing etc and are monitored by the BIFF board and our treasurer and voted on to make sure that monies are correctly spent in ways that will continue to support the filmmakers and bring tourism to Burbank and really shine a light on Burbank as the media capital of the world and all it has to offer.
Question #2
Since the festival is in it's 17th year we already have a very solid framework set in place for locations and timeline. We do rely heavily on sponsors and grants to fund the festival each year and so far each year we get the requested amount when presenting to our sponsors and grants organizations who are in full support since we have such a strong track record of successful events.
This being said since we are expanding this year we do need as much support as possible to cover the festivals expansion. We already have contracts in place for the AMC theater and Marriott Convention center for the film screening and awards gala, and an expected date for payment of these. We also have all of the regular production teams we usually hire ready to hire for this years events also. As for the afterparties again we have many options of local venues that are very keen to have our afterparties at. And our panels and mixer events are also set. The team of volunteers and board members that are on board to run our events are also very experienced and excited for another year of BIFF.

Question #3
BIFF is very much strong in the Burbank community and even has its own special award called the “Tim Burton Native Award” for only local Burbank filmmakers. This is to really get behind the local talent in Burbank. With the City of Burbank we created “Tim Burton Day” since Tim Burton was born and raised in Burbank and so it only felt right to honor him since he is such a huge advocate and fan of Burbank. Hence the Tim Burton Native Award. The local Burbank community absolutely love BIFF and what it brings to the city each year. With all of our events and the festival itself, we bring a large scale of eyes and awareness to Burbank, and local businesses and hotels have a greater influx of tourists that are attending the festival which is fantastic for the Burbank as a city. The festival really wonderfully put together and attracts such a great and pleasant crowd. Our social media team are very strong on promoting Burbank as a tourist destination, and each week post the different attractions, restaurants, bars, venues and hotels Burbank has to offer. The local Burbank community get very excited for the festival each year, and many say they look forward to the festivals week of screenings and fun activities they can attend.
How does the event/program address the specific needs of the Burbank community? Please explain how the event/program will positively impact residents and visitors and how it will address an existing gap in services.
Budget and Financial Management
Question #4
The budget plan is quite thorough. We have our treasurer create an itemized list of projected spendings each year based off of quotes and projections for all festival and events costs.
For example the event program itself (just the AMC rental alone is $25,000) which this grant requested of you will specifically go towards. There are also additional costs for the venue such as production costs of the red carpet, sound engineers, photographers and videographers etc, which will be covered by other sponsors and grants as well as ticket sales and film submission sales. The other costs for additional events such as the morning panels and afterparties will be covered by current sponsors and grants as well as in kind sponsors and partners, and if we had to cut costs in some way or other we can find a way to minimize some of the panels projected costs by hosting our panels at cheaper venues (if need be.) We have however never had a problem so far, but we always do have a way to cut costs if we were in a position that we needed to. The goal this year is to expand the festival since it is growing in popularity so we want to honor the festival and the city of Burbank by doing all we can to expand as much as possible.

The Burbank Kiwanis Foundation is a 501 ( c ) ( 3 ) Community Service Organization. Our mission is to help the children of the world, one child, one community at a time. We have several signature programs, the most successful one, of course, is the sponsoring of Key Clubs at all the local High Schools. Our Advisors help the kids run their own charity, with the kids learning to become leaders, finding their voice, and increasing their confidence by helping their communities. We have programs available from Elementary School (K-Kids), middle School (Builders clubs), high School (Key Clubs) and College (Circle K).
We also fundraise and support with donations: John Muir Middle School Speech contest were every 8th grader participates, yearly donations to Burbank & John Burroughs High Schools for their Instrumental Music, Voice Music and Drama Departments. We support many other non-profits in town with donations, including the Kids Community Dental Clinis, BTAC, YMCA…etc…
For 103 years, the Burbank Kiwanis Foundation and it's club arm, the Kiwanis Club of Burbank, have been a force for good and support for our children.
Description of the Proposed Community Event/Program
We are creating a partnership between the Burbank Kiwanis Foundation/Kiwanis Club of Burbank and local Burbank music school, Music Junction, to bring an innovative Sound Wellness Program to our community that fosters wellness for individuals and offers a bonding experience for families and residents of Burbank. Our proposed program will feature the use of Opus Sound Beds™, a revolutionary wellness technology designed to promote relaxation and mental clarity. These sound beds use vibroacoustic therapy to deliver low-frequency vibrations (ranging from 5Hz to 200Hz) throughout the Application #22

body, which help release stress and induce a deep state of relaxation, receptivity, and mental clarity.
The experience is enhanced with spatial sound delivered through noise-canceling headphones, incorporating binaural beats and solfeggio frequencies. This creates a full somatic experience that harmonizes the body and mind. Vibroacoustic therapy has been FDA-approved for improving circulation, relieving pain, and increasing mobility. It is also being studied for its potential to support neuroplasticity and treat conditions such as fibromyalgia, cerebral palsy, and Alzheimer's Disease.
During each Sound Wellness Session, participants will lie on a sound vibration bed while wearing noise- canceling headphones. The low frequency vibrations traveling through the body, synced with the over- the-ear headphone binaural beats and solfeggio frequencies, create a calming and restorative effect on the parasympathetic nervous system. Participants can enjoy the experience daily or just once, with each session providing lasting benefits. This experience will be open to all Burbank residents, including kids, adults, seniors, individuals, couples, friend-pairs and parent-child pairs through side-by-side sound sessions. We encourage child and parent pairs, couples or friend-pairs to do this together as a calming, bonding experience, and it is available for individuals too! Additionally, we recommend sound wellness therapy to kids and adults with neurodivergence, especially for parents and kids to experience it together to connect on a new and different level. The program will take place in two phases: 1) a 4-day kick-off event where individuals, kids, adults, seniors, couples, friends and families of Burbank can experience a Sound Wellness Session for free! 2) a 9-month period where Burbank individuals, kids, adults, seniors, couples, friends and families of Burbank can experience a Sound Wellness Session with a 30% discount (or as large a discount as can be supported with grant funds.) Mission or Purpose of the Organization.
The best way to explain our mission is through the “Objects of Kiwanis” which were adopted by our International Organizatin back in the 1930s :
To give primacy to the human and spiritual, rather than to the material values of life.
To encourage the daily living of the Golden Rule in all human relationships.
To promote the adoption and the application of higher social, business, and professional standads.
To develop, by precept and example, a more intelligent, aggressive, and serviceable citizenship.
To provide, through Kiwanis clubs, a practical means to form enduring friendships, to render altruistic service, and to build better communities.
To cooperate in creating and maintaining that sound public opinion and high idealism which make possible the increase of righteousness, justice, patriotism, and goodwill.
These support our ongoing missions:
Serving Children: Kiwanis clubs focus on making a lasting difference in the lives of children, creating opportunities for them to be curious, safe, and healthy.
Community Impact: Kiwanis strives to build stronger communities and improve lives by working together to address important needs for children and youth.
Volunteer Service: The organization is built on the principle of volunteer service, with members staging numerous service projects and raising significant funds for communities and projects.
Leadership Development: Kiwanis emphasizes the development of competent, capable, and caring leaders across the organization, recognizing the importance of strong leadership for a thriving organization.
Kiwanis Family Clubs: To reach more people and have a greater service impact, many Kiwanis clubs sponsor Kiwanis Family Clubs for various age groups, including K-Kids, Builders Clubs, Key Clubs, Circle K Clubs, and Aktion Clubs.
Vision: Kiwanis will be a positive influence in communities worldwide – so that one day, all children will wake up in communities that believe in them, nurture them, and provide the support they need to thrive.

Kiwanis Club’s experience in grant-based programming, event organization, and charitable outreach will provide the necessary support, ensuring that this program not only meets but exceeds community expectations. Their extensive network will also help in promoting the program to Burbank families.
Music Junction School of Music has been an established, successful music school for 13 years in Burbank, teaching thousands of Burbank children and adults in a variety of musical instruments.

Community Impact/Need
Question #3
It goes without saying that individuals, kids, adults, parents, seniors and families all over the world, including in Burbank, are subject to a plethora of stressors on a daily basis. There are many outlets to minimize and treat the resulting emotional stress and physical stress, however, very rarely, or possibly never in our community, have we heard about sound and vibration therapy being an effective outlet to relax the mind and body, and possibly treat other things too.
By addressing the widespread need for stress relief, the Sound Wellness program utilizing vibro- acoustic technology enhances overall community well-being, one person at a time and even two people at time in a Sound Wellness bonding experience! In addition, there has been an increased number of neurodivergent-diagnosed kids and adults in our community who need access to, and awareness of, new technologies that may support them in managing stress and disabilities.
Program Benefits for the Community
1. People get to enjoy the Sound Wellness Sessions individually or with a friend, partner or family member for a bonding experience. Common results include being deeply relaxed, having increased mental clarity, experiencing pain relief and improved mobility.
2. Supports people who may be dealing with stress, anxiety, lack of focus or inability to relax
3. Gives parents and children who need access to innovative wellness technology without f inancial barriers
4. Participants experience emotional bonding as the Sound Wellness Sessions synchronize the nervous systems of both parent and child (partners, friend-pair, etc), fostering a shared state of calm and connection.
5. Great for neurodivergent and neurotypical people.
6. This is a unique offering not available elsewhere in Burbank. While Burbank has mental health resources, there is currently no sound and frequency-based wellness program with FDA-approved applications.

ATTACHMENT 2
Equipment Malfunctions or Additional Equipment Needs: If equipment repairs are necessary, the Sound Bed manufacturer has a one year warranty. Also we can extend the free program for additional days to allow for the allotted 144 free sessions promised to be rendered with one less bed.
Staffing Shortages or Illness: In case of sudden staff absences, we have temporary staffing arrangements with pre-vetted, trained professionals and volunteers who can maintain the event's quality.
Unexpected Marketing Costs: Should additional promotional efforts be required to meet attendance goals, we are willing to donate up to $1000.
Additional Facility Costs: If there are any unexpected facility fees or needs for extra space, the Music Junction School of Music has agreed to donate up to $2500 worth of additional room rental space.
Scaling Down the Program as Necessary: If funding is not enough for the proposed budget, we can also pair down the program to purchase less Opus Sound Beds and other equipment while also reducing the 144 free sessions to a lower number.
Financial Management Approach

Cost Justifications
• Personnel: The labor costs (for technicians, administrative staff, managers, marketing and scheduling staff) for the 4-day kick-off event, will be 100% donated estimated at $1920. Personnel will ensure smooth event execution, customer service, and accurate data tracking. Volunteers will also be available to buffer any extra needed support. For the 9- month second phase, labor costs will be covered by the revenue from the discounted sessions. • Program Supplies & Equipment: The cost of the Opus Sound Beds™, headphones, and any required tech setups for sound frequencies will be justified by the innovative and therapeutic nature of the program. These specialized items are essential for delivering the program's unique wellness experience.
• Marketing & Promotion: These funds will be used to effectively promote the event through various channels, ensuring maximum community participation. The already established communities of the Kiwanis Club of Burbank and Music Junction School of Music will ensure a well attended event. Email lists, social media ads, banners and community newsletters will be utilized to reach diverse populations in Burbank.
Facility Rent, Utility and Insurance costs are essential and house the entire program/event. For the 9- month second phase, rental and utility costs will be covered by the revenue from the discounted sessions.
To address any unexpected challenges or expenses, Kiwanis Club and Music Junction have planned for the following potential risks:
• Equipment Malfunctions or Additional Equipment Needs: If equipment repairs are necessary, the Sound Bed manufacturer has a one year warranty. Also we can extend the free program for additional days to allow for the allotted 144 free sessions promised to be rendered with one less bed.
• Staffing Shortages or Illness: In case of sudden staff absences, we have temporary staffing arrangements with pre-vetted, trained professionals and volunteers who can maintain the event's quality.
Application #22
ATTACHMENT 2
• Unexpected Marketing Costs: Should additional promotional efforts be required to meet attendance goals, we are willing to donate up to $1000. • Additional Facility Costs: If there are any unexpected facility fees or needs for extra space, the Music Junction School of Music has agreed to donate up to $2500 worth of additional room rental space.
Scaling Down the Program as Necessary: If funding is not enough for the proposed budget, we can also pair down the program to purchase less Opus Sound Beds and other equipment while also reducing the 144 free sessions to a lower number.
Financial Management Approach
Kiwanis and Music Junction's financial management teams and treasury officers and accountants will ensure efficient use of grant funds. We have clear tracking and reporting methods including:
1. Detailed Budget Tracking: Each cost category will be tracked, ensuring that funds are used efficiently and as planned.
2. Regular Budget Reviews: The team will meet weekly to review the budget, make adjustments if necessary, and ensure that funds are allocated appropriately.
3. Post-Event Financial Report: After the event, we will submit a detailed financial report to the grant provider, outlining actual expenditures and any adjustments made during the event including documentation.

requirements include pest control, trash removal and a high level of cleaning. The CDBG funds covered approximately one-third of the annual costs in these areas.
Description of Organization. Please include the types of services the organization provides.
Burbank Temporary Aid Center (BTAC) provides assistance for unhoused, low-income and working poor people in Burbank. It provides assistance annually for more than 7000 individuals and families of all ethnic and religious backgrounds, collaborating with a network of community partners. BTAC is funded through donations or grants from businesses, faith-based and service organizations, foundations and government agencies, and individuals. It provides several services, including but not limited to:
· Monthly Groceries
· Daily sack lunches for unhoused individuals · Utility and rental assistance (as funds are available) · Access to showers for those experiencing homelessness · Free laundry facilities for homeless and low-income households · Replacement of California ID
· Referrals to other organizations or programs Description of the Proposed Community Event/Program
Each year the letter carriers conduct Stamp Out Hunger, a national-wide food drive which locally benefits BTAC. In many areas a post card and grocery bag is delivered a few days before the actual event, with instructions to fill the bag and leave it by the mailbox for pick up. However, several years ago, Burbank's local letter carriers' union stopped purchasing the bags. This caused a dramatic drop in donations. In 2024, BTAC purchased plastic bags for the letter carriers to distribute and the donations increased, markedly. BTAC would like to continue purchasing bags and, if possible, expand the number of Burbank households receiving them. Burbank was a pilot community for Stamp Out Hunger in 1993 and, with the exception of two years during the COVID pandemic, has conducted this event on a local level.
In recognition of the City of Burbank's support of this project, the City of Burbank logo would be included on the bags.

Organizational Capacity
Question #1
Burbank Temporary Aid Center has been serving the community for more than 50 years. Annually, staff and volunteers organize events, both large and small, to raise funds to support the mission.
BTAC's staff is stable, with two employees having more than 20 years of service with the organization. BTAC's board of directors is very involved and represents a large cross section of the community. Each makes a personally significant donation to BTAC each year, as well as leveraging their relationships in support of BTAC's work. BTAC's executive director is part of the Burbank Nonprofit Coalition, and works with a variety of organizations through referrals, donations of food, and on community events.
Question #2
As mentioned in a previous section, Stamp Out Hunger food drive is an annual event. Since 1993 BTAC has partnered with the local letter carriers' union on this program. On the second Saturday of May (May 10. 2025), Burbank households will fill the grocery bag with nonperishable foods and leave it by their mailboxes. As letter carriers deliver the mail, they will pick up the groceries and deliver them to BTAC, where an army of volunteers are ready to offload, sort and organize the donations. Volunteers also give bottled water and snacks to the letter carriers as they drop off.
This event takes place between 9 a.m. and 7 p.m. on Saturday May 10, 2025.
However, donations continue to be left for the letter carriers over the following week.
Question #3
The food drive is BTAC largest of the year. We have already seen the impact having bags made on the 2024 event, as the amount of donations increased. We anticipate this will continue to occur from year-to-year, as we continue to provide the bags.
The most important aspect of this event is that BTAC receives much needed food, which is important for BTAC to be able to consistently provide groceries through the summer months when donations are lower. During the summer months, BTAC sees an increase in requests for service.
We think this is mostly due to school being out and children not receiving the free and reduced cost breakfasts and lunches provided by the school district.
How does the event/program address the specific needs of the Burbank community? Please explain how the event/program will positively impact residents and visitors and how it will address an existing gap in services.

Budget and Financial Management
Question #4
BTAC's executive director works with the Letter Carriers' Union event chair to prepare artwork, etc. for the bags. Currently, letter carrier Julie Martinez is the chair. Ms. Martinez works directly with the printer, placing the order. When the invoice is ready, she forwards it to BTAC. BTAC pays the vendor, directly. The bags are shipped directly to the Hollywood Way Post Office, where they are prepared for distribution. This bill is paid by BTAC's company credit card.
Leading up to the day of the event, BTAC staff prepare for the event by purchasing water and snacks (many are healthful) for the approximately 50 volunteers who will work on site at BTAC, as well as the army of letter carriers who will drop of the donations. On the day of the event, BTAC provides lunch for the volunteers and any letter carriers who would like to take a break. These purchases are also made with BTAC's company credit card. This makes them easy to track for reporting and audit purposes.
In the event that this request is not funded, BTAC will purchase the bags (already in the works, due to the closeness of the date) because it is felt to be a good return on the investment.
Please provide a detailed budget breakdown for the event/program, including cost justifications and how the organization plans to efficiently use the grant funds if awarded. Please explain contingency plans the organization has in place to address any potential budget challenges or unforeseen expenses.

Description of the Proposed Community Event/Program
CityLight LA Fall Fest is a free, family-friendly event open to the public. It will take place on Friday, October 24, 2025 from 5:00 P.M. to 9:00 P.M. at McCambridge Park in Burbank, CA. The event is designed to provide a fun, safe space for Burbank families to enjoy seasonal activities in an inclusive, welcoming environment.
The CityLight LA Fall Fest builds on our well-established CityLight LA Trunk or Treat event, which has served thousands of Burbank residents over the past five years. Due to increasing attendance and limited space at our church campus, we plan to relocate this year’s event to McCambridge Park to better accommodate the Burbank community and expand access to the public.
The Fall Fest will include a trunk or treat experience, an outdoor movie screening, and a few local vendors, including Kona Ice and face painting. The Trunk or Treat area will feature dozens of decorated and themed vehicles parked in a designated area where volunteers will hand out candy purchased by CityLight LA and interact with kids and families in a friendly, safe, and respectful manner. Each vehicle will have a kid-friendly theme, including kids' shows, family movies, and seasonal decorations, and volunteer participants will be pre-screened and follow safety protocol. The layout of vehicles will follow a one-way path to ensure smooth flow and safety. The outdoor movie screening area will feature a family- friendly film and free popcorn for all guests. We will invite attendees to bring lawn chairs or blankets.
The movie screen and sound system will be rented from and set up by professionals to ensure a high- quality experience for guests.
We will utilize Eventbrite for attendee sign-ups to support our event planning, although registration will not be required for attendees. Our volunteer team will receive training prior to the event and be easily identifiable with CityLight LA volunteer t-shirts and stationed throughout the event for support, safety, and crowd control. Our set-up and clean-up volunteer crews will help to maintain park cleanliness and order before, during, and after the event. We will ensure accessibility and clear directions through event signage and volunteers.
Through this reimagined event that is built on a trusted, successful model from previous years, we aim to bring together families from across the Burbank community, reduce financial barriers to participation, and encourage community interaction in a safe and welcoming space. We anticipate over 2,000 attendees at this event, based on growth trends and community participation over the years.
Mission or Purpose of the Organization.
CityLight LA Church exists to help people “Come and See” Jesus and “Go and Tell” others about Him. We focus on loving people through serving, learning the Word through teaching and studies, and living for Christ by using our talents and resources to make an impact on others around us. We believe that as individuals experience positive, personal transformation, they will strive to bring purpose and betterment to the community around them. While we are a faith-based organization, our community events, such as Trunk or Treat and participation at Holiday in the Park, are designed to serve all people regardless of religious background. Our mission motivates us to selflessly serve the City of Burbank in meaningful, helpful, and intentional ways.

Question #1
CityLight LA has over a decade of experience in organizing safe, high-impact community events.
Since 2012, we have hosted and participated in many public events that serve families and neighborhoods, including our annual Trunk or Treat event (10,000+ cumulative attendees); public school partnerships with Roosevelt Elementary, Providencia Elementary, and other schools to provide facility upgrades, teacher appreciation breakfasts, and classroom materials for teachers; Red Cross blood drives; backpack drives; a food pantry during Covid-19 pandemic; Foster care partnerships with Olivecrest, FosterAll, and Foster the City; and hosting the family fun area at Holiday in the Park.
Our leadership team are residents of the city of Burbank and includes a pastoral staff team of a Lead Pastor, Nick Reed, Executive Pastor, Josh Porter, and Pastor of Spiritual Rhythms, Alberto Portillo, supported by volunteer ministry directors, coordinators, team leads, and team members.
Our leadership team is experienced in public event hosting, community involvement, community leadership, hospitality, logistics, management, and safety. All operations have been self-funded since CityLight LA’s founding. Our financial systems are stable and well-managed and operate within healthy budget ratios with the support of outsourced, professional bookkeeping.
Event/Program Feasibility
Question #2
The CityLight LA Fall Fest aims to provide a free, safe, and fun seasonal event for families and encourage citywide connection. The Fall Fest builds on our proven model of our annual Trunk or Treat event, which we have successfully hosted on our campus for the past five years. Due to space limitations and increased attendance, we plan to relocate this event to McCambridge Park. This new location will allow us to better serve the Burbank community and operate in an open, accessible public space. Our experience in event operations and local partnerships will help us ensure collaborative planning and successful event hosting.
We will operate on a structured planning timeline led and implemented by staff and volunteer coordinators:
Timeline:
May-June 2025: Secure permits with the City of Burbank and the Parks and Recreation department.
July-August 2025: Finalize insurance requirements, event layout, safety plan, and volunteer leadership.
September 2025: Finalize vendor participation and logistics, purchase all supplies and rentals, begin volunteer recruitment and marketing outreach.
October 1-23: Implement marketing outreach, finalize volunteer screening and training.
October 24: Set up from 12:00-4:30 P.M. Vendors and Vehicles in place by 4:00 and setup completed by 4:30. Event from 5:00-9:00 P.M. Clean up by 10:30 P.M.
Post Event: Debrief, review feedback from an anonymous post-event survey sent to attendees, submit impact report.

Community Impact/Need
Question #3
Fall Fest meets a direct and growing need in Burbank for safe, inclusive, no-cost events for families.
Traditional trick-or-treating is not always accessible and does not always feel safe for every family, particularly in a post-Covid environment. Fall Fest provides a safe, accessible, family-friendly environment with trained volunteers, ensuring that people of all ages and backgrounds are welcomed.
According to the 2020 Burbank Executive Summary, 44% of households fall within Low to Moderate Income (LMI) limits. Fall Fest fills a service need by providing a free experience, ensuring no financial barriers to participation. By hosting the event at McCambridge Park, we encourage community use of public space nearby residential neighborhood areas. We expect over 2,000 attendees, based on historical numbers and increased demand.
Budget and Financial Management
Question #4
The total anticipated cost of the CityLight LA Fall Fest is $5,500. If awarded, the requested grant funds will be used to cover direct event costs that create a safe, enjoyable, and high-quality experience for Burbank residents. All planning, logistics, volunteer coordination, setup, and post- event cleaning are provided in-kind by staff and trained volunteers. This ensures that every grant dollar goes directly toward community benefit.

Candy - $2,000
Movie Screen and Popcorn - $1,500
Advertising and Marketing - $500
Face Painting - $400
Kona Ice - $600
On-site Signage and Volunteer T-shirts - $500

We have planned conservatively and are flexible to address changes in the budget. If costs exceed our planned budget or if funding cannot meet our planned budget, we will scale back items as much as possible while honoring a high standard of excellence and safety at the event. We can also explore self-funding to cover budget gaps, if needed. CityLight LA has successfully delivered similar community events, and our leadership team will ensure that the event remains fully feasible with our available resources.

community. Staff have educational backgrounds and years of experience working in both the performing arts as well as youth programming.
Conundrum has provided consistent theatrical programming for 10 years, producing musicals and plays in Burbank and the surrounding areas that regularly sell out. A recent production of “Legally Blonde” performed in North Hollywood's El Portal Theatre sold out with over 1,320 audience members in attendance.
The organization has a proven track record of successful events, such as our inaugural New Works Festival, which showcased fresh plays and shorts by local artists. We also partnered with the Burbank YMCA for events like the Social Impact Center's Grand Opening and a Drive-In Concert, which raised over $2,000 in support. These initiatives highlight our ability to engage the community and deliver impactful programs.
In addition, we have provided summer camp program for four years, expanding last year to provide low-income, foster care, and unhoused youth programming at no cost, thanks in part to our successful relationship with the Burbank Unified School District. We continue to offer this programming annually as well as expanding into after-school programming.
Conundrum Theatre Company emphasizes accessibility by keeping ticket prices low and relying on members, donors, and sponsors for financial support. Our management practices and partnerships with organizations like the YMCA further strengthen our capacity to execute successful programs.
Please describe the organization’s capacity to successfully execute events or programs, including information such as the organization’s track record of community engagement, expertise of staff, and/or previous successful events or programs. Community Impact/Need
Question #3
Conundrum Theatre Company's 10th anniversary gala is designed to celebrate the arts while addressing key needs within the Burbank community. Here's how the event aligns with the community's interests and fills existing gaps:
Addressing Community Needs:
1. Promoting Accessibility to the Arts: Burbank is a hub for creativity, but not all residents have access to affordable, high-quality cultural experiences. The gala emphasizes inclusivity by keeping ticket prices at no cost and offering opportunities for community members to engage with the arts.
2. Fostering Local Talent: The gala provides a platform for local performers, artists, and creators to showcase their work, nurturing the artistic community and encouraging collaboration.
3. Strengthening Community Bonds: By bringing together residents, visitors, and local organizations, the gala fosters a sense of unity and shared purpose.
Positive Impact:
1. Residents: The gala offers and enriching cultural experience, inspiring creativity and pride in the local arts scene.
2. Visitors: It highlights Burbank as a vibrant cultural destination, boosting tourism and local businesses.
3. Artists: The event creates opportunities for professional growth and exposure.
Addressing Service Gaps:
The gala fills a gap in accessible, community-focused arts programming. While Burbank is known for its entertainment industry, there is a need for events that directly engage and benefit the local population, rather than focusing solely on commercial ventures.
How does the event/program address the specific needs of the Burbank community? Please explain how the event/program will positively impact residents and visitors and how it will address an existing gap in services.
Budget and Financial Management
Question #4
Income: $20,000

Description of Organization. Please include the types of services the organization provides.
Since 1996, BikeLA has worked towards making the neighborhoods of Los Angeles County more bikeable for people of all ages and backgrounds. Every year we engage in a variety of community-based projects to provide education programming, safety trainings and material resources (including distributing helmets and bike lights) to a variety of diverse communities across LA County.

Grant separately, our plan is to collaborate closely with LA Walks (and their separate but related proposal) to deliver successful community events that encourage walking and biking as viable, safe, and enjoyable modes of transportation. Through this partnership, we aim to amplify our collective impact, engage diverse communities, and create a more accessible and vibrant public space for all.
BikeLA Community Activation: Infrastructure Tour de Burbank and Chandler Bike Path Family Ride & Rolling Concert
In Spring 2026, BikeLA proposes a two-part community activation in Burbank that uplifts mobility justice, celebrates local culture, and advocates for safer pedestrian and bicycle infrastructure across the city:
1. Infrastructure Tour de Burbank
The Infrastructure Tour de Burbank will be a cross-city, on-street bike ride highlighting Burbank’s key landmarks, neighborhoods, and existing transportation infrastructure. Led by BikeLA and local advocates, the ride will:
Reconnect communities bisected by the I-5 freeway.
Showcase opportunities to improve pedestrian and bike access.
Engage riders in conversations about safe streets, mobility equity, and Burbank’s transportation future.
BikeLA will provide bike safety education and a “Bike Commuting 101” workshop to encourage sustainable, everyday riding.
This advocacy-focused ride will be a visual and participatory call for stronger investments in active transportation infrastructure and policies.
2. Chandler Bike Path Family Ride + El BiciCrófono Activation Simultaneously, a second event will activate the Chandler Bike Path with a family-friendly ride and storytelling celebration. This shorter, more accessible ride will begin at the Downtown Burbank Metrolink Station and follow 3 miles of the Chandler Bike Path. Along the way:
Re:Ciclos’ human-powered El BiciCrófono, a human-powered mobile stage, will share live music as we roll in celebration of the Chandler Bike Path.
BikeLA will provide bike safety education and a “Bike Commuting 101” workshop to encourage sustainable, everyday riding.
Together, these two rides create a multi-layered experience that engages diverse participants—from seasoned bike commuters to families new to riding.
These events are anticipated to take place on Saturdays in April or May 2026 (TBD based on permits and partner availability)
Collaborating Organizations:
The project will be led by BikeLA in collaboration with their Local Chapter Walk/Bike Burbank, and long- time partner Re:Ciclos with additional support from community-based partners.
Again Los Angeles Walks and Public Matters are pursuing a separate grant to activate transit stations during open streets and active transit events. If awarded, these projects will complement one another by weaving storytelling, art, and infrastructure engagement throughout the broader regional mobility landscape.
Community Partners, Collaborators & Roles or Relevant Experience (Confirmed and Potential):

Every year we engage in a variety of community-based projects to provide education, safety and material resources, including distributing helmets and bike lights to a variety of diverse communities across LA County. We focus on lowering the barriers that prevent Angelenos from embracing the bicycle as a direct action to support healthier, more vibrant communities, where the air is cleaner and streets are both quieter and safer for everyone no matter their zip code.

Day of Execution: Planning a detailed event time has always helped me create a great event. I will focus on Quality, Engagement and Cohesive Summit. I will be inviting some community professionals the day of to give me feedback and provide areas of improvement.
My Resources will be: My Staff and My Community of Amazing Folks. I will have a project team with dedicated roles. I will reach out to those that can help with sponsorships or in-kind donations and hopefully this grant money to get the main portion professionally presented.
Question #3
Our event/program is designed to address the unique needs of the Burbank community by providing an annual (hopefully) event where industry professionals can promote themselves and connect with others in the Media Capital. Burbank is a diverse and dynamic city with residents and visitors who seek engaging, accessible, and community-driven experiences. This can be an event that brings visitors to our city.
I am shocked that Burbank does NOT have something like this already. The amount of Film/TV/Media professionals in this community is vast and by offering a program like this and providing resources will only increase the professionals that call Burbank home. We want to have a city that provides career training resources, more inclusive community events, and increases industry businesses and professionals in Burbank. This summit is starting small like most events; one day workshops, performances, networking opportunities that are currently unavailable or limited in Burbank. However I can see this growing into an annual event that is more than one day.
If you look at Sacramento CA, they asked the city to invest money for an event known as Aftershock Application #28
ATTACHMENT 2
Music Festival. The event started out as one day and is now 4 days and generates over $30million in city revenue.
The positive impact can be significant for both residents and visitors. Local families will benefit from young professionals will gain access to career development resources, networking events, and visitors will experience unique local attractions (WarnerBros., Disney, enhanced tourism opportunities). Additionally, by fostering a sense of community and inclusion, this program will strengthen connections among residents and contribute to the vibrant character of Burbank’s title of Media Capital.
Overall, this initiative is a direct response to the community’s needs, creating lasting benefits that enhance quality of life, promote economic development, and bring people together in meaningful ways.
How does the event/program address the specific needs of the Burbank community? Please explain how the event/program will positively impact residents and visitors and how it will address an existing gap in services.
Budget and Financial Management
Question #4
I am attaching a detailed budget for the proposed event including personnel costs, equipment rentals, advertising and other expenses. If we face any additional unforeseen costs, I will tap into my resources and hopefully find potential sponsorships (Film LA; JL Fisher, FilmTools, etc) that are industry focused and are deeply immersed in the production community.

Sights and Sounds of Africa was created in 2016 by Agnes Gyamfi, CEO to introduce authentic African music and arts education and appreciation to inner city youth of African descent. Our programs currently serve more than 300 minority children and youth attending school in either the L.A. Unified School District or nearby charter schools serving greater L.A. The publicly funded schools suffer from limited budgets, and most have been forced to eliminate all cultural music appreciation, education programs. Sights and Sounds has attempted origin to gain a deeper understanding of their music, arts, literature, painting, and sculpture. Sights and Sounds has just scratched the surface of exposing these children to the rich and deep underpinnings of their unique traditions and forms of communication which were utilized by their great ancestors. We have learned a great deal during this period of operation including how difficult it is to learn about one’s history spanning more than 400 years of slavery and oppression when a child is hungry, scared and confused. In fact, these factors have motivated us to enlarge and expand our focus and priorities.
Description of the Proposed Community Event/Program
We are exploring ways to supplement our educational efforts with social service providers who offer culturally appropriate counseling, therapy and referrals to other social service agencies offering assistance to entire families. The local Ghanian embassy in L.A. is assisting us in the identification and professional affiliation with other culturally appropriate social service agencies serving similar minority populations. We would like to continue and expand our programs and services to an even larger number of children and youth eager to learn and grow.

Description of Organization. Please include the types of services the organization provides.
The Colony Theatre has been an important contributor to the LA arts community for almost 50 years.
The Colony began its distinguished history of production in 1975. The company moved into the Burbank Center Stage in 2000, becoming a fully operating AEA theatre and has been a source of pride for the Burbank community for 24 years. The Colony Theatre has evolved into a well-established, award- winning, nationally recognized theatre. Critically acclaimed productions have included “Side Show,” “Best of Enemies,” “The Laramie Project,” “Breath and Imagination: The Story of Roland Hayes,” “Grand Hotel,” and the list goes on. They've received countless awards for excellence and listed in the Encyclopedia Britannica Almanac as one of "25 Notable US Theater Companies." New leadership came on board in 2017 to build upon the legacy and create a strong platform on which to grow and thrive. The company launched their "It's Showtime!" series, and produced the AEA production of “Driving Miss Daisy” starring TV star, Donna Mills. They produced the rst of its kind, "Camp C.R.E.A.T.E." for diverse, underserved, and underrepresented youth. 90% of campers were on full scholarship. The Colony was recognized by the California State Legislature for their service. Recent productions, "ICONversations" had an entirely African-American cast, and "A Little Night Music" was cast with performers from diverse backgrounds as well as a performer who uses a wheelchair. "Living a Why Not Life" focused on a gay African-American man's journey growing up in Alabama. TCT also established an artistic residency with popular LGBTQ acting troupe, "Chico's Angels" and produced, "Signing the Song" which paired ASL with singing. The company also produced a concert series, with Broadway and LA's brightest stars, and their successful TYA presentations of “Pout Pout Fish” and “Warrior Queen." TCT presented sold out runs of "Die Heart,” "White Christmas Album," "Duran DurAntony and Cleopatra," with The Troubies and continues work with Jam Creative for story-telling events, raising money for the Family Service Agency of Burbank.
TCT is honored to have hosted “Artist Mixers” for the Burbank Cultural Arts Commission, and consistently presents art shows in collaboration with California Creative Arts in the theatre's art gallery.
Through a partnership in Holocaust Education with the Burbank Human Relations Council, the presentation of “The Diary of Anne Frank” was experienced by hundreds of students and community members. The award-winning production of musical, “Calvin Berger” was another exciting contribution to the community, along with the hit, "Footloose," and the recent critically acclaimed presentation of "The Civility of Albert Cashier." TCT co-produced "The Girl Who Made the Milky Way" with Imagine Theatre, and recently partnered with Pasadena Playhouse on a world premiere musical from EGOT team Pasek and Paul (The Greatest Showman, Dear Evan Hansen, La La Land), as well as the inaugural presentation of Scripts & Sips, the playreading series made possible by the Burbank Community Arts Grant in 2024. After receiving over 325 submissions from around the world, a play written by a Burbank resident was selected. TCT is currently in production on the exciting, upcoming musical “The Wedding Singer.” Over 3,000 audition submissions were received. The show opens in June 2025.

Question #3
Our Spring/Summer MainStage musical production directly addresses Burbank’s need for accessible, high-quality cultural programming that reflects and enriches the diverse community it serves. While Burbank is home to a vibrant entertainment industry, TCT provides direct access to affordable, live theatrical experiences that are family-friendly, community-driven, and locally produced. Our MainStage musical fills this gap by offering professionally produced theatre right Burbank's own backyard, creating opportunities for residents to engage with the arts without leaving their city.
While being a tourist destination for many, the program directly benefits Burbank in multiple ways:
it provides local artists and technicians with paid creative work, supports small businesses through increased foot traffic, and offers residents and visitors a joyful, communal gathering space.
Additionally, we are committed to keeping ticket prices affordable and incorporating outreach programs—such as student and senior discounts, artist talkbacks, and community partner nights— to ensure wide-reaching impact. By investing in this production, we are not only bringing people together through the art of live theatre, but also reinforcing the vital role the arts play in community wellbeing and cultural identity.
How does the event/program address the specific needs of the Burbank community? Please explain how the event/program will positively impact residents and visitors and how it will address an existing gap in services.
Budget and Financial Management
Question #4
Budget Breakdown & Use of Grant Funds:
The total projected budget for the Spring/Summer MainStage musical is projected to be , covering all aspects of production including licensing, artist and crew compensation, design and technical elements, venue operations - box office, front of house staff, marketing, and community engagement. Key cost areas include:
Licensing & Royalties – Required rights and materials for staging the selected musical.
Artist & Crew Compensation – Fair wages for performers, designers, director, choreographer, stage managers, and technicians, prioritizing local hires and equitable pay.
Production Costs – Scenic, costume, lighting, and sound materials, rentals, and build labor.
Marketing & Outreach – Advertising, printing, and promotional materials to ensure community visibility and access.
Administrative – Essential support functions to ensure the safe and professional execution of the event. Including but not limited to Box office, Front of house staff.
Efficient Use of Grant Funds:
If awarded, grant funds will be strategically allocated to cover direct program costs with the highest community impact—primarily artist compensation, outreach initiatives, and technical production needs. We prioritize cost-efficiency through our rental revenue, in-kind donations, grants, long- standing vendor relationships, and shared resources across programs. Each dollar is managed to maximize artistic quality and community benefit while maintaining budget discipline.
Contingency Planning:
Our organization employs responsible financial management practices, including contingency reserves built into the production budget to accommodate unforeseen expenses. In the event of budget challenges—such as increased material costs, licensing delays, or staffing changes—we are prepared to scale non-essential production elements, adjust performance schedules, or redirect marketing efforts to reduce costs without compromising the integrity of the production. Our leadership team regularly monitors expenditures against benchmarks, ensuring proactive adjustments and transparency throughout the process.
Please provide a detailed budget breakdown for the event/program, including cost justifications and how the organization plans to efficiently use the grant funds if awarded. Description of Organization. Please include the types of services the organization provides.
Truth And Accountability League (TAAL), a 501©3 non-profit advocacy organization, in 2020 due to a significant increase in anti-Armenian racism, defamation, hate crimes, and Armenophobia. We monitor and confront bias, disinformation, propaganda, and slander of the Armenian people and culture at the media level, including social media, academics, intelligentsia, and public policy.
With its sizable Armenian-American community, TAAL is committed to serving, empowering, and contributing to the City of Burbank’s social cohesion, not only for its residents of Armenian descent but also for everyone who lives in the Media Capital of the World.
Two years ago, the
LA County Commission on Human Relations and (LACCHR) LA vs. Hate chose TAAL as its only Armenian-American advocacy organization partner due to our unique work, service, and impact in the community, not only for Armenians but also for other disfranchised and minority communities.
Here are highlights of some of our work, projects, campaigns, and initiatives.
Monitoring
Monitor the actions and rhetoric of elected officials, community leaders, heads of organizations, academics, media, and other stakeholders for anti-Armenian bigotry, Armenophobia, disinformation, misinformation, bias, and propaganda.
Set the Record Straight

Propaganda, misinformation and fake news have the potential to polarize public opinion and to promote violent extremism and hate speech and.
TAAL takes measures to promote policymaker, media, and digital literacy, including by covering these topics as part of our regular education engaging with civil society and other stakeholders to raise awareness about these issues as related to Armenians in the City of Burbank an beyond.
Support Local Journalism. The decline of the publishing industry and tightening of budgets have forced journalists work harder and more hours, with not much time for meaningful research. This is where TAAL comes in. We have close relationships with many newspapers, magazines, broadcast, and other media outlets that print factual content about Armenians that we provide them. We help journalists and reporters by fact-checking their work, volunteering to edit their content, and guide them to factual sources, information, and evidence. Our website has a
Media Room designed as a resource for not just
journalists, but policymakers, and other interested parties.
Collaborated with Professor Richard Quinlan, Saint Elizabeth University Center for Holocaust and Genocide Education Director on an article for the Human Rights Research Center titled, ‘ 1915 Revisited:
Armenia, Genocide, and the Cry for Transparency.’
Assisted Evangelical Reverend Joel Tenney on his short documentary, Never Again: Armenia’s Ongoing Genocide, by providing clips from ‘Motherland.’
Assisted Evangelists Reverend Joel Tenney and Pastor Josh Adkins on a show they devoted to the Artsakh Genocide on Friday, September 8, 2023. We used clips from ‘Motherland’ for the show.
In August 2023, we worked with the Rabbi Avidan Freedman on an article for The Times of Israel, ‘The Artsakh humanitarian crisis is our responsibility. Here’s why.’ https://blogs.timesofisrael.com/the-artsakh-humanitarian-crisis-is-our-responsibility-heres-why/
We had The Armenian Mirror-Spectator publish Rabbi Freedman’s article.
Fact-Checking. A large body of research indicates that fact-checking can be an effective way to correct false beliefs about specific claims, especially for audiences that are not heavily invested in the partisan elements of the claims. When a report, article, policymaker, or organization makes false statements about Armenians, we write letters asking them to correct the content or set the record straight. If necessary, we issue statements.
Labeling Social Media Content. There is a good body of evidence that labeling false or untrustworthy content with additional context can make users less likely to believe and share it. Large, assertive, and disruptive labels are the most effective according to TAAL’s track record, while cautious and generic labels often do not work. Reminders that nudge users to consider accuracy before resharing show promise, as do efforts to label news outlets with credibility scores.
Counter-messaging Strategies. We know that truthful communications campaigns designed to engage people on a narrative and psychological level are more effective than facts alone. By targeting the deeper feelings and ideas that make false claims appealing, counter-messaging strategies have the potential to impact harder-to-reach audiences. Yet success depends on the complex interplay of many inscrutable factors. Our techniques include communicating respect and empathy, appealing to prosocial values, and giving the audience a sense of agency.
Town Hall
TAAL’s Town Halls have been triumphant in meeting and exceeding our objectives. A successful town hall can be highly effective in fostering open communication, building trust between leadership and the public, increasing engagement, and providing a platform for addressing concerns and gathering feedback, particularly when designed to be interactive and transparent. Finally, a well-publicized town hall generates a great deal of positive press articles and media attention.
An example of a successful TAAL Town Hall is when there was a significant rise in anti-Armenian
incidents, including Anti-Armenian flyers posted all over Beverly Hills that called for the massacre of Armenians and similar ones in Glendale a month later, and a surge in hate crimes against Armenians, on May 4, 2023, TAAL invited leading LA County elected officials, dignitaries, civic leaders, and community members to gather at the Glendale Central Library for an anti-racism Town Hall.
TAAL’s town hall, ‘Stand Taal to Hate,’ partnered with the LA County Commission on Human Relations’ LA vs. Hate. Moderated by TAAL’s founder & Chair, Vic Gerami, the event addressed the rise in anti- Armenian hate crimes in LA County, including the anti-Armenian flyers posted in Glendale in March and similar ones in Beverly Hills a month earlier, calling for the massacre of Armenians, and general hate incidents against different groups.

Public Service Announcements
A successful public service announcement (PSA) can provide several benefits, including raising awareness about important political or social issues, encouraging positive behavior change, educating the public, promoting community engagement, generating support for a cause, and achieving impactful social change - all while often being cost-effective due to free airtime on various media platforms.
An example of a TAAL PSA campaign is when we, in partnership with the LA County Commission on
Human Relations (LACCHR) and LA vs. Hate, launched five anti-bigotry public service announcements (PSAs) titled, ‘Stand TAAL to Hate,’ featuring high-profile public figures.
The PSAs, produced by TAAL, feature actress and comedian Margaret Cho, Glendale Police Chief Manny Cid, Glendale Community College Superintendent and President Ryan Cornner, businessman Rick Caruso, and Criminal Defense Attorney Mark Geragos.
Due to the profiles of the individuals who did our PSAs, we received a tremendous amount of press coverage, including:

Statements
A statement from TAAL is a public declaration expressing strong disapproval and denouncement of a specific action, policy, or behavior that directly contradicts the organization's mission and values, often aimed at raising awareness and urging others to take a stand against it.
A recent example of a TAAL Statement
TAAL collaborated with Luis Moreno Ocampo, founding Justice of the International Criminal Court, on the COP29 campaign. TAAL issued a
statement condemning the United Nations for hosting its climate conference, COP29, at the authoritarian nation of Azerbaijan, published an article, ‘The United Nations Greenwashes Aliyev’s Crimes Against Humanity and Ignores the Artsakh Genocide by Holding Its Climate Conference, COP29 in Azerbaijan,’ and Vic Gerami interviewed Mr. Ocampo on his radio program, THE BLUNT POST with VIC.

cost-effective way to promote our work to a large audience and remind relevant organizations and bodies that a watchdog groups is monitoring their stance, statements, and actions regarding Armenians.
A recent TAAL
press release, ‘California Democratic Party Betrays Armenian-Americans,’ condemned the California Democratic Party (CADEM) for Artsakh Genocide denial, revisionism, whitewashing, and for politicizing the suffering of Armenians.
Speaking Engagements
For TAAL, speaking engagements offer significant benefits like increased awareness for our cause, expanded networks, potential for new strategic partnership sources, enhanced leadership credibility, and the ability to directly advocate and inspire potential supporters about our mission.
TAAL founder, Vic Gerami was invited to be the
keynote speaker at the Center for Holocaust and
Genocide Education at NJ’s St. Elizabeth College during its annual Armenian Genocide commemoration.
Community Engagement & strategic Partnerships
TAAL is currently working with several other non-profit community organizations in encouraging Armenian-Americans to address, report, and respond to racism, discrimination, defamation, disinformation, and propaganda at the level of the media, public policy, academia, and social media.

Anti-Hate PSAs
In partnership with LA vs. Hate, TAAL produced an ‘
Armenians Against Hate’ PSA, urging the community
to call LA County’s 211 number and report hate crimes, acts, and incidents. We create awareness about anti-Armenian racism, Armenophobia, and hate acts, educate the public, and empower them to confront such incidents actively. The PSAs get distributed to countless broadcast and non-broadcast media companies, publications, blogs, and partner organizations’ websites.
Anti-Hate Poster
The above mentioned PSA project was an extension of TAAL’s collaboration with LA vs. Hate on an ‘Armenians Against Hate’
poster. TAAL translated the poster to Armenian and helped with its design, adding the Armenian tri-colors to attract more attention. It’s produced in English and Spanish and encourages those who experience hate incidents or hate crimes to report it.
Traditional, Digital, and Social Media Outreach
TAAL conducts traditional outreach with emails and calls, as well as digital and social media outreach through the following:
• TAAL Digital Communications
• Weekly Newsletter to all subscribers
• Daily social media posts on Instagram, Facebook, X (Twitter), and LinkedIn • Outreach to partner organizations, community institutions, elected officials, activists, and other stakeholders.
Reaching and Educating New Demographics
TAAL assisted Evangelical Reverend Joel Tenney on his short documentary, Never Again: Armenia’s
Ongoing Genocide, by providing clips from ‘Motherland.’ Joel’s documentary attempts to reduce prejudice by highlighting people’s similarities, rather than focusing on differences.
Assisted Evangelists Reverend Joel Tenney and
Pastor Josh Adkins on a show they devoted to the
Artsakh Genocide on Friday, September 8, 2023. We used clips from ‘Motherland’ for the show.
To inform and educate non-Armenian communities of LA County, I drafter a resolution on Artsakh for the
Iranian American Democrats of California. The resolution was introduced by Alex Mohajer on Monday, September 11, 2023, and ratified.
Bringing People with Shared Trauma and Intersectionality Together
In August 2023, I worked with the Rabbi Avidan Freedman on an article for The Times of Israel, ‘The Artsakh humanitarian crisis is our responsibility. Here’s why.’ https://blogs.timesofisrael.com/the-artsakh-humanitarian-crisis-is-our-responsibility-heres-why/ We had The Armenian Mirror-Spectator publish Rabbi Freedman’s article.
Combating Armenian Genocide Denial
In August 2023, TAAL invited twenty-five Armenian, non-Armenian, as well as allied civil society NGOs and twenty-two prominent leaders to be signatories on a statement to shed light on the Assembly of
Turkish American Associations (ATAA) and its affiliates as Armenian Genocide denialists that should be condemned and not recognized, and ask that leaders in both public and private sector disengage from the ATAA and its affiliated entities.
Building Awareness Through Advocacy
In August 2023, TAAL helped the
Armenian National Association to organize a rally in Burbank, CA. A fleet of cars gathered at the St. Leon Armenian Cathedral in Burbank, then proceeded to drive together to Glendale, then back to Burbank, at Congressman Adam Schiff’s office, where a demonstration took place.
Media Outreach
Immediately following the September 2020 invasion, I co-produced the celebrity public service announcement (PSA), ‘
I Stand with Artsakh & Armenia,’ with Kim Kardashian, Serj Tankian, Congressman Adam Schiff, Ed Begley Jr., Sally Kirkland, Lawrence Zarian, Andrea Martin, and several other stars.

Connecting Communities and Building Bridges During Crisis
Following
anti-Armenian flyers that called for the massacre of Armenians in Beverly Hills, TAAL worked with the City of Beverly Hills Councilmember Sharona R. Nazarian, which resulted in Mayor Lili Bosse meeting with Glendale Mayor Ardy Kassakhian.
Description of the Proposed Community Event/Program
Truth And Accountability League (TAAL) plans to produce the following program and event contingent on the City of Burbank’s support and the approval of our grant request.
Program: Stand TAAL to Hate
Reports show that most people of color, especially Latinos, Asians, and Armenians, rarely report hate acts, incidents, and hate crimes and get support and services.
The December 7, 2022, LA County Hate Crimes
Report revealed the highest level of hate crimes in 19
years. Anti-Armenian hate crimes have risen dramatically in the last three years. The Armenian National Committee of America, Western Region, reported that Armenians had recently been subjected to violent hate crimes. On January 30, 2023, Anti-Armenian flyers were posted all over Beverly Hills that called for the massacre of Armenians. In 2019, the Armenian Council on Aging’s building was vandalized. We’ve also witnessed an LA Councilmember an anti-Armenian racist statement about a colleague that was caught on tape. The prevalence of the problem led the Burbank Board of Education to revise its anti-racism statement and update the board policy to stand in solidarity with Armenians. In 2020, LA Councilmember Paul Krekorian expressed his concern to Los Angeles Police Chief Michel Moore about a potential surge in hate crimes against Armenians. During the Armenian Genocide anniversary last year, an Armenian woman and a Tujunga resident who had Armenian flags on her was subject to a hate crime. She found her car with gunshots with the glass blown out.
Truth And Accountability League (TAAL) proposes a campaign to promote reporting hate acts, incidents, and hate crimes to LA vs. Hate and 211. In doing this project, we hope to reach about 20,000 people out of Burbank’s population of approximately 102,000.
Anti-Hate Public Service Announcement (PSA)
TAAL will produce a ‘Stand TAAL to Hate’ PSA, urging the community to call LA County’s 211 number and report hate crimes, acts, and incidents. We are trying to create awareness about not only anti-Armenian racism but bigotry against any group regardless of their ethnicity, national origin, religion, sexual orientation, or gender identity.
Mission or Purpose of the Organization.
TAAL, a 501(c)3 non-profit advocacy organization, was founded in 2020 following a significant increase in anti-Armenian sentiment, Armenophobia, and directed attacks on everything Armenian, including campaigns of hate, violence, and disinformation to monitor and confront bias, propaganda, and defamation of the Armenian people and culture at the media level, including social media, academics, intelligentsia, and public policy.
Our projects and campaigns serve the more significant Armenian communities of Burbank and throughout LA County. We’ve had extraordinary achievements in the last five years with various projects, campaigns, and initiatives. Our mission is to empower the community to address racism, disinformation, and bias proactively, regardless of their ethnicity, national origin, religion, sexual orientation, or gender identity.
