Organizational Capacity
Question #1
ARS Social Services has been providing vital social services through various grant-funded programs for over four decades. This includes existing programs through the City of Burbank Community Development Block Grant, City of Glendale Community Development Block Grant, City of Pasadena Community Development Block Grant, City of Los Angeles, County of Los Angeles Community Services Block Grant (Services for Seniors/Disabled Adult and Employment Services), City of Glendale Measure H and HHAP programs for rapid re-housing and homelessness prevention, as well as programs through partnerships with the International Institute of Los Angeles (TEAM/CHANGES programs for telecommunications/utility assistance), Community Partners L.A.
Food Equity Fund, and Stay Housed LA. The Division provides services through four office locations under the leadership of its Director of Operations and oversight of a 9-member Regional Executive Board. A majority of the Division’s 12-member staff have a long tenure working with the organization and are closely familiar with providing services to underserved and vulnerable individuals and families. Administration and staff have specific experience in managing grant- funded programs and similar projects with internal systems in place to support project deliverables.

ATTACHMENT 2
The organization has a long history of collaboration with other organizations in the Burbank community, including Home Again LA, Burbank Temporary Aid Center, Burbank Public Library, Providence Saint Joseph Medical Center, as well as organizations operating from the Burbank Youth Center, such as Homenetmen and the local Armenian Relief Society chapter.
ARS Social Services has an ongoing partnership with GlendaleLEARNS whereby the organization delivers workshops on an annual basis focusing on various topics, including but not limited to job readiness/employment, civics literacy, digital literacy, and more. Additional workshops are scheduled for April, May, and June 2025.
As a subgrantee with Stay Housed LA, alongside its outreach and education efforts, the organization has been providing monthly "Know Your Rights" workshops at its Regional Headquarters since July 2024 for community members to learn about their rights as renters in Los Angeles County.
The organization has partnered with the County Covid-19 Community Equity Fund whereby the Division provided community outreach and engagement services focusing on providing Covid-19 updates, raising awareness, providing relief efforts, information on testing locations, personal protective equipment, benefits access (i.e. CalFresh, social services, etc.), medical care, best practices and resources, system navigation services, as well as involving individuals, organizations and companies to participate in addressing Covid-19. The organization has also previously been selected by The Center at Sierra Health Foundation as one of 11 community-based organizations throughout California that provided outreach and education services under the Unemployment Language Opportunity Program to limited English-speaking communities about unemployment insurance and other benefits and services provided through the Employment Development Department. ARS Social Services concentrated its efforts to target Limited English Proficient communities to provide education about unemployment benefit rights, basic eligibility requirements, language access, application procedures, rights involving overpayment and waiver determinations, appeals and complaint procedures. A variety of methods were incorporated to provide comprehensive outreach and education services, including in-person activities, community canvassing, social media platforms, door-to-door outreach, trainings, workshops/events, and more.
ARS Social Services has a long-history of stable finances, as well as financial management practices in place to ensure accountability and the proper utilization of grant funds. The organization’s accounting software is utilized to track income and expenditures separately by programs. Given the various grant-funded programs the organization operates, ARS Social Services is experienced in monitoring fund usage and complying with program and reporting requirements.
Please describe the organization’s capacity to successfully execute events or programs, including information such as the organization’s track record of community engagement, expertise of staff, and/or previous successful events or programs. How does the organization’s financial stability, management practices, and partnerships with other organizations or community groups support your ability to deliver successful programs?
Event/Program Feasibility
Question #2
ARS Social Services proposes to provide four workshops for Burbank residents through the Community Events and Program Grant focusing on 1) Financial Literacy; 2) Tenant Rights; 3) Job Development and Readiness; and 4) Accessing Resources. The Financial Literacy workshop will educate community members on managing their finances effectively, budgeting, credit/debt management, savings, and more. The Tenant Rights Workshop will focus on general tenancy rights, rental applications/leases, avoiding evictions, and landlord/tenant disputes. The Job Development and Readiness workshop will cover topics including job search strategies, resumes/interviews, and soft skills development to help overcome employment barriers that can help increase household income. The Accessing Resources workshop will familiarize residents with available resources and supportive services throughout the community, as well as government assistance programs. The goals of this series of workshops is to help prevent housing instability by providing education on managing finances; the rights of tenants to prevent evictions and ensure long-term housing stability; secure and maintain stable employment and/or increase financial independence; as well Application #1

as increase community awareness about available resources to help stabilize housing.
Each workshop will focus on helping to ensure that residents are empowered with knowledge and tools to help maintain housing stability. One workshop will be delivered during each quarter between July 1, 2025 through June 30, 2026 and each workshop will be two hours in duration, consisting of a 1.5 hour presentation followed by a 30-min. Question & Answer session. The overall feasibility of the program can be ensured since ARS Social Services currently provides services through its Community Social Services Program funded by the City of Burbank CDBG Program at the Burbank Youth Center (75 E. Santa Anita Ave.) and can utilize the location’s main hall to hold the workshops. A .15FTE case manager will be assigned to overseeing the organization and implementation of the workshops, focusing on deliverables including developing a detailed curriculum for each session and coordinating speakers, developing and disseminating outreach materials throughout the community to promote the series, leveraging existing community partnerships, facilitating the sessions and maintaining attendance logs documenting the number of attendees at each session, registering participants throughout the series, gathering participant feedback through satisfaction surveys, and reporting. With an existing presence in the Burbank community providing social services to low-income individuals and families, the organization has established community trust, which will aid in accessing the target population and increasing participation in the workshops to ensure that they are meaningful and impactful in the community.
Please describe the proposed event/program, including the defined goals, methodology, and approach to achieve them. How will the organization ensure that the project is feasible within the available resources and timeline? Please provide a detailed work plan outlining the timelines, deliverables, and overall feasibility of the proposed event/program.
Community Impact/Need
Question #3
The City of Burbank has placed great emphasis on combating and reducing homelessness in the community, as evidenced by its 5-Year Homelessness Plan within which Homelessness Prevention is included as an Action Area. According to the 5-Year Homelessness Plan (Fiscal Years 2022/23 - 2027/28), “Stakeholders highlighted increasing homelessness prevention strategies as the most critical need for the City of Burbank to address.” As such, expanding community education can be an effective strategy to help address the root causes of housing instability and offer the necessary education, resources, and tools to prevent it and reduce the risk of homelessness. By addressing issues early, such as the importance of effective financial management, overcoming employment barriers, and expanding community knowledge about their rights and available resources, the program will positively impact residents by providing education, as well as strengthening the community’s resilience against homelessness. The workshops will help provide a comprehensive approach to housing stability in an effort to help residents take control of their housing situation by providing practical skills, early intervention, increased awareness of resources and support systems, as well as a community-oriented and collaborative approach to addressing it. Providing community education can help ensure proactive prevention by reducing the likelihood that housing instability will escalate to homelessness. While there are strong community partners in place helping to address the issue of homelessness within the City of Burbank, such as efforts on expanding affordable housing, temporary shelter and supportive services, homeless services in the form of food, showers, laundry facilities, mobile case management services, and more, there remains a need to implement proactive measures to prevent individuals and families from experiencing homelessness, and community education workshops can be considered one such approach, particularly in a renter-majority city.
How does the event/program address the specific needs of the Burbank community? Please explain how the event/program will positively impact residents and visitors and how it will address an existing gap in services.

Description of Organization. Please include the types of services the organization provides.
Beauty Bus was founded by Wendy Marantz Levine and her family to address an unmet need. Wendy’s sister, Melissa, was diagnosed with a degenerative neuromuscular disease which – before her untimely death at age 28 – left her increasingly homebound. The family arranged for cosmetologists to provide in- home haircuts, manicures, etc. These efforts to address Melissa’s wellness needs eased her isolation and supported her connection to her sense of self -- allowing her to “feel human again.” Following Melissa’s death in 2005, Wendy and her family founded Beauty Bus to bring the lift and gift of beauty to individuals who face chronic or
progressive illness and disability. Beauty Bus extends services to caregivers as well.
Today, Beauty Bus delivers services in 17 hospitals and healthcare settings, such as cancer support centers and Ronald McDonald House throughout LA County. The organization serves the community through the following programs:
•Pop-Up Salons
- Beauty Bus holds these special one-day, three-hour events in hospitals and other care facilities for patients and their caregivers. Licensed cosmetologists provide haircuts and styling, beard trims, manicures, and mini-facials for men, women, and children of all ages. A Bag of Beauty filled with donated, clean grooming products is gifted to each client to support their continuing self-care. •Beauty Series
- Beauty Professionals serve clients in a hospital or health care setting one day per week, providing beauty and grooming services to patients at their bedside, in designated common areas, or at an on-site salon. There is no charge to the client for haircuts, beard trims, or manicures. The Beauty Professional becomes part of the continuum of care as they are exclusively assigned to one facility on a weekly basis.

Organizational Capacity
Question #1
Since its founding almost sixteen years ago, Beauty Bus has had the privilege of creating hundreds of Pop-Up Salons and providing more than 30,000 beauty and grooming services for caregivers and people living with progressive life-limiting conditions – illness and disability.
Key to Beauty Bus’s success is the ability to be flexible. The organization has created Pop-Up Salons for as few as twenty participants and as many as three hundred. Events have been held indoors at hospitals and other care facilities and outdoors in parks and parking lots. The organization is grateful to have a passionate, enthusiastic, and highly qualified staff, in addition to a volunteer base of about 250 licensed Beauty Professionals with extensive experience providing services in hospitals and other challenging or sensitive environments. Beauty Bus has long-standing partnerships and is highly regarded by other non-profits, hospitals, and community groups. We are known for our expertise, operational excellence, and the consistency with which we deliver our mission and services.

Question #2
As described above, Beauty Bus would like to create two Pop-Up Salons for family caregivers of those diagnosed with Alzheimer’s Disease. During each three-hour event, licensed cosmetologists will provide haircuts and styling, beard trims, manicures, and mini-facials. A Bag of Beauty filled with donated grooming products will be gifted to each participant after their beauty or grooming service.
The goal of the Pop-Up Salons is to provide a respite for these unsung heroes, giving them a self- care experience that will allow them to reconnect with their sense of self. Beauty Bus is uniquely qualified to create these events, drawing upon a successful track record going back almost sixteen years.
The Pop-Up Salon event has two distinct phases, as outlined below:
PHASE ONE: PLANNING
3 months prior - each Pop-Up Salon, Beauty Bus meets with staff at Leeza’s Care Connection and Providence Saint Joseph’s Health Center to select the date, reserve the space within Saint Joseph’s and review logistics.
1 to 2 months prior - Beauty Bus begins outreach to volunteers, ensuring appropriate staffing of Pop-Up Salon.
1 month prior - Beauty Bus creates a flyer to publicize the event. Leeza’s Care Connection will distribute the flyer to its constituency.
2 weeks prior - Beauty Bus volunteers assemble “Bags of Beauty” to distribute to participants at the event.
1 day prior - Beauty Bus staff pack supplies and equipment into the Beauty Bus van to transport to event.
PHASE TWO: DAY OF EVENT
2 hours prior - Beauty Bus staff leave the office, drives to the location then arrives with supplies and equipment. Staff unloads and begins set-up.
30 minutes prior - Volunteers arrive and receive the event briefing. Set-up continues.
Pop-Up Salon goes live for 3 hours (usually 11am to 2pm on a weekday)
30 minutes after - Staff and volunteers clean up and break down equipment. Equipment and supplies are loaded back into the Beauty Bus van and leave the location

Community Impact/Need
Question #3
There are many organizations and care facilities in Burbank to support Alzheimer's patients and their caregivers with care and advice. But no one offers personal grooming and essential salon services.
The statistics around family caregivers of those diagnosed with Alzheimer’s Disease are bleak.
According to the National Institute of Health, dementia caregivers report higher levels of stress, more depression and anxiety symptoms, and lower levels of subjective well-being, self-efficacy, and anxiety compared to non-caregivers. Forty-one percent of caregivers have a household income of $50,000 or less (Alzheimer’s Association). According to a study published in Health Psychology Research, 58% of participating caregivers reported extreme stress levels while 65% realize it is incredibly difficult to take care of a patient. Because of the increased levels of stress, 47% of participating caregivers sleep less; 43% feel more isolated from their family; and, 35.5% did not try to get help from others.
This population has limited resources, faces isolation risks, and has significant wellness needs.
Beauty Bus has long been recognized by its partners and clients as providing services that reduce stress, lift spirits, and contribute to the well-being of people facing extremely challenging personal circumstances.
As one client shared, “I am so grateful for these volunteers who made my mom feel special when she was going through the worst days of her life as a caregiver to my terminally ill father. They gave her a beautiful haircut. It seems like such a small thing, but for someone losing the love of their life, any minor grooming is a chore. Beauty Bus is an amazing organization.”
Beauty Bus is the only organization serving family caregivers with beauty and grooming services and needs funding to bring this to the Burbank residents.
How does the event/program address the specific needs of the Burbank community? Please explain how the event/program will positively impact residents and visitors and how it will address an existing gap in services.

The Boys & Girls Club of Burbank and Greater East Valley Application #3
ATTACHMENT 2
Description of Organization. Please include the types of services the organization provides.
Boys & Girls Club of Burbank and Greater East Valley was founded in 1995 by a group of community volunteers. The Club started as a place for the neighborhood kids to hang out and play. Seven years later, the Club was asked to start a site on a school campus and was replicated the following year at six sites. Today, the Club operates at 33 locations in five communities, empowering vulnerable young people to reach their full potential. Since 1995, we have positively changed the lives of thousands of children in Burbank and the greater east valley area, and the Club is dedicated to making an even greater impact as we continue into our third decade of service.
We offer a multitude of age and grade appropriate youth development programs that engage, inspire, and empower our Club members every day. Our Club facility, staff and program offerings create a welcoming, positive environment that allows members to engage in play, enjoy their recreational time, and be eager to come to the Club. The Club takes every opportunity to recognize and validate the achievements and accomplishments of members, no matter how large or small. Club staff and programs consistently communicate the expectation that every child and teen has the potential to excel, be great, be productive and succeed at the Club and in life. The Club encourages, fosters, and nourishes the dreams and aspirations of every member and provides opportunities for youth to realize these expectations. The Club serves nearly 3,900 youth, ages 5-18, each year. 72% of the Club's members are of non-Caucasian ethnicities; about 49% of members come from single-family households. An average of 65% of members participate in the school's free/reduced lunch program. Our students often lack access to academic support and enrichment activities; they come from homes that struggle with poverty and a lack of education; and they do not have a safe place to be during out-of-school time.
The Boys & Girls Clubs’ research-informed theory of change, called the Formula for Impact, outlines our comprehensive approach to youth development and our vision for creating greater outcomes in the lives of the youth we serve. The Formula for Impact determines the programs, opportunities, and activities we offer and guides youth through childhood into the teen years with the goal of ensuring our three core priority outcomes of: Academic Success, Good Character, and Citizenship and Healthy Lifestyles. Our goal is to not only ensure that youth will graduate from high school and be able to engage with academic content, but also to create opportunities for youth to fall in love with learning and connect their passions to a plan for the future.
Core to the Formula for Impact is the Club Experience composed of the 5 Key Elements for Positive Youth Development, Targeted Programs, High-Yield Learning Activities and Regular Attendance. The 5 Key Elements include: safe, positive environment, fun, supportive relationships, opportunities and expectations, and recognition. Targeted Programs are sequenced learning experiences with specific objectives for building knowledge. High-yield activities are hands-on, interactive, fun experiences that intentionally develop and reinforce core skills explicitly taught through targeted programs. Research shows that youth who attend the Club more frequently are more likely to achieve positive outcomes.
Therefore, we focus on increasing attendance, program participation, and member retention. We also encourage youth to take a leadership role in programs so they feel a sense of ownership, which also increases attendance. The Club prides itself on being a diverse and culturally sensitive organization. To respond to this, Club staff integrate Hispanic holidays and celebrations into activities and events. While cultural and linguistic needs may predominately be the concern of members whose first language at home is not English, the Club also addresses the diversity of its youth in 2 other very important aspects.
Club staff are trained on LGBTQ inclusion including vocabulary, sensitivity, responding to youth, and supporting parents. Secondly, working with deaf and hard of hearing youth and staff, the Club ensures an interpreter is present for special events and for staffing needs and staff are also trained on basic American Sign Language and deaf culture. Our staff and board members reflect the diversity of the young people served by the Club. Board members come from a variety of different occupations, education levels, and ethnicities. Many staff members are also local community members who have been raised in the same schools as the youth they now serve, reflecting the community demographic.
Many staff are bilingual in English/Spanish, English/ASL, and English/Armenian. As primarily female workforce, the Club also strives to ensure its staffing includes many male roles models, with an emphasis on matching minority male mentors with youth in mentoring programs.

Description of the Proposed Community Event/Program
The Boys & Girls Club would use these funds for the Annual Back to School Fair that the Non Profit Coalition has put on since 2008. Our CEO Shanna Warren created the Non Profit Coalition in 2008 and has been coordinating over 60 local non profits that meet each month. The last two years ( last year and this year) the Boys & Girls Club hosted and coordinated this entire event which served over 750 students ages 4-18. All students received a back pack full of age appropriate schools supplies as well as free dental and vision screenings, free hair cuts and lunch provided by Panda Express as well as free clothing and toiletries. In addition to this, we had over 50 vendors from all of the local non profits and the PTA, Parks and Rec, Providence St. Joes and several Los Angeles County departments come out and provide free and low cost resources for over 750 families. There is no budget for this event so the Boys & Girls Club and a handful of non profits including Kids Community Dental Clinic, BCR, Burbank PTA, The Lions Club of Burbank, South Hills Church, NCL, Burbank Noon Kiwanis, The Verdugo Hills Boy Scouts, BTAC, Senator, Caroline Menjivar's office helped us secure donations, food, haircuts and school supplies. We also have expenses of renting easy ups, and tables and chairs for all vendors as well as cleaning fees.
Mission or Purpose of the Organization.
The Club enables all young people to realize their potential as productive, responsible, and caring citizens by creating a world-class experience that assures success is in reach of every young person we serve. . It is our vision to provide a world-class Club Experience that assures success is within reach of every young person who walks through our doors, with all members on track to graduate from high school with a plan for the future, demonstrating good character and citizenship, and living a healthy lifestyle. The Club serves all youth, especially those who need us the most, during out of school hours.
We ensure no child is every turned away for an inability to pay. Clubs keep kids safe while allowing parents to keep their jobs and go back to school, but the Club is more than a haven for youth. The Club also works to close the education and health gaps seen in minority and low income families.

Organizational Capacity
Question #1
As our CEO organizes the non profits through the Non Profit Coalition and also oversees the Back to School Fair, we are committed to ensuring the success of this event. We spend months planning this event and work closely together to sign up vendors for the event as well as securing all of the donations and supplies and haircuts and food as well as signing up all of the students to attend. We also have to rent tables, chairs and Easy Ups for the event. We took this event over for the city many years ago and every year we have made this event work so we have every intention of renewing this event each year as long as there is a need in our community.

Event/Program Feasibility
Question #2
We have a chair ( Shanna Warren and the BGC staff) that oversee the entire event from planning to implementation. We have about 10 non profits that serve on the Back to School Committees of planning, vendors, logistics, student sign up, volunteers and day of. Most of the same non profits support this event each year and know their role and are happy to return. We have a dedicated space to host the event and also dedicated space to accept all of the donations before the event and to store any supplies that were un used and can be used the following year. Our committee meets each month leading up to the August 2, 2025 event and we meet afterwards as well to debrief and plan for the next year. We also receive a lot of feedback from parents and vendors and everyone loves this event and families greatly appreciate the opportunities and resources that come from this event. Community Impact/Need
Question #3
The Boys & Girls Club of Burbank and Greater East Valley plays a crucial role in the community by providing valuable programs and services to children and teenagers. Its work aligns with broader efforts and adds value to other organizations serving the community by providing comprehensive youth development and ensuring that it is complimenting services, not duplicating efforts. We offer a wide range of programs focusing on academic success, good character and citizenship, and healthy lifestyles. By providing these holistic opportunities, the Club contributes to the overall development of young people. This complements the efforts of schools, educational institutions, and other organizations that also aim to support youth development and ensuring that children from disadvantaged backgrounds have access to quality enrichment opportunities, especially in areas where resources are limited. The Club also provides a safe space where children and teenagers can engage in supervised activities and interact with positive role models. This aspect is crucial, especially for families and communities facing challenges like limited resources, unsafe neighborhoods, or insufficient after-school programs. By offering a secure environment, the Club enhances the efforts of local law enforcement, community centers, and social service agencies to create safer communities. Through comprehensive youth development, creating a safe environment, fostering collaboration, addressing service gaps, and promoting community engagement, we add significant value to the overall well-being and growth of the community.
We are reflective of the demographics of our members and many of us are from the neighborhoods and schools that the Club provides services in. Many of our staff are Club alumni.
Our leadership team has experienced similar challenges that our families and youth face including being young parents; coming from or being the head of a single-parent household; struggling to understand the value of, how to get into, and pay for education after high school; and other barriers to success. Our Deaf and Hard of Hearing members are led by Deaf Rec specialists, most of whom are also deaf or hard of hearing.
Club professionals are dedicated members of the communities we serve. The Club makes sure that all leadership staff are well-connected to community stakeholders, other nonprofits, the city, Application #3

schools, and neighboring Boys & Girls Clubs so that we can also communicate the experiences and perspectives of the young people we serve back to the community. Furthermore, we also strive to be reflective and representative of our communities by intentionally seeking diversity in hiring practices, actively engaging with the community, investing in training and professional development, fostering partnerships with local organizations, and involving youth in decision- making processes.
Community Involvement:
The Club collaborates with other organizations, including local businesses, schools, nonprofits, and government agencies. Through these partnerships, we leverage additional resources, expertise, and networks to enhance their programs and services and create a stronger collective impact on the community, addressing various needs and providing comprehensive support. The Club actively involves the community in its activities, including parents, volunteers, and local stakeholders. By fostering community engagement and empowerment, we strengthen social cohesion and build a sense of ownership among residents. This collaboration supports other community-based organizations by mobilizing resources, creating awareness, and promoting collective responsibility for the welfare of youth. The Club also often serves as a bridge to fill service gaps in the community by offering affordable or free programs; these initiatives complement the work of other organizations by expanding the reach and availability of vital services.
How does the event/program address the specific needs of the Burbank community? Please explain how the event/program will positively impact residents and visitors and how it will address an existing gap in services.

Community Impact/Need
Question #3
Addressing the Needs of the Burbank
Community:
The "Let Them Have Their Voices" (LTHTV) initiative directly addresses a significant gap in services for non-speaking autistic participants in the Burbank community. Currently, there is limited access to specialized communication tools and training for families of non-speaking autistic individuals. This leaves many families struggling to support their loved ones in their ability to communicate effectively, which is crucial for their personal growth, inclusion, and quality of life.
How LTHTV will positively impact Burbank residents and visitors:
1. Filling the Service Gap:
Burbank, like many communities, lacks widespread availability of Augmentative and Alternative Communication (AAC) devices and specialized training for families and caregivers. The LTHTV initiative will provide AAC devices to non-speaking autistic participants, who would otherwise struggle with communication. By doing so, it helps bridge this gap and ensures that individuals with speech impairments have access to the tools necessary to communicate more effectively.
2. Empowering Families and Caregivers:
Application #4
ATTACHMENT 2
Families and caregivers in Burbank will benefit from the event through workshops and hands-on training in using AAC devices. These workshops will equip them with the knowledge and resources to integrate the devices into daily routines, improving their ability to communicate with and support their loved ones. This empowerment will have a lasting positive impact on both the participants and their families.
3. Raising Community Awareness:
The event will raise awareness about the importance of AAC devices and the challenges faced by non-speaking autistic individuals. By including local organizations, educators, and speech therapists, the event will foster a greater understanding of autism and inclusion in the Burbank community. This helps reduce stigma and encourages a more inclusive and supportive environment for all individuals, regardless of their communication abilities.
4. Supporting Community Connection:
BCR's mission to foster independence and connection aligns with the LTHTV initiative. By equipping participants with the tools to communicate, the event supports their ability to engage more fully in their local community—whether that’s in schools, social settings, or at home. This connection benefits not only the participants but also the broader Burbank community by promoting diversity and inclusivity.
5. Positive Long-Term Impact:
The follow-up support and resources provided after the event ensure the positive impact will extend beyond the event day. By creating a long-term support network, LTHTV will contribute to the ongoing success and well-being of participants and their families. This network will foster sustained improvement in communication, providing participants with greater independence and opportunities for social and educational success.
In summary, LTHTV directly addresses the unmet needs of the Burbank community by providing critical communication tools and training to non-speaking autistic individuals and their families. It fills a significant service gap, empowering families, raising community awareness, and promoting connection. This initiative will have a lasting and positive impact on residents, visitors, and the broader community by fostering a more inclusive, communicative, and supportive environment for all.
How does the event/program address the specific needs of the Burbank community? Please explain how the event/program will positively impact residents and visitors and how it will address an existing gap in services.

Total: $10,000
Cost Justifications:
1. AAC Devices ($4,000):
Providing the necessary AAC devices is the core of the initiative. These devices enable non- speaking autistic participants to communicate and engage more effectively in the community.
The number of devices and their cost is based on the anticipated need for 10 devices.
2. Venue Rental ($1,500):
The venue cost includes the rental of a space that is accessible to individuals with disabilities.
This venue will accommodate participants, families, and experts for the event, with sufficient room for workshops and demonstrations.
3. Expert Consultations & Training ($2,000):
Expert facilitators will ensure that families and participants understand how to use the AAC devices effectively. The cost also includes their travel and time commitment to ensure high- quality, hands-on training.

Volunteers are crucial for the smooth operation of the event. This budget will compensate volunteer coordinators, ensuring they are properly trained and can efficiently manage the volunteers throughout the event.
7. Follow-Up Support & Resources ($500):
Ensuring long-term success is key. Post-event resources, including ongoing support, manuals, and online groups, will help families continue to integrate AAC devices into their everyday lives. This ensures the sustainability of the program’s impact.
8. Contingency Fund ($500):
The contingency fund accounts for unforeseen expenses that may arise, such as last-minute changes in venue costs, additional devices needed, or unexpected logistical challenges. It provides flexibility to manage the event’s needs effectively.
Contingency Plans:
Application #4
ATTACHMENT 2
If unforeseen expenses arise, the following strategies will be employed:
1. Reallocation of Funds:
If one category exceeds its budget, funds from other categories (e.g., marketing or volunteer coordination) can be reallocated to cover the excess cost. For instance, if the venue costs increase, we can adjust marketing expenses or materials costs accordingly.
2. Donations and Partnerships:
BCR will reach out to local businesses and organizations for in-kind donations or sponsorships, such as additional marketing support, free venue space, or donated materials, to reduce overall event costs.
3. Scaling Event:
If AAC devices or expert fees increase unexpectedly, the event may scale slightly (e.g., reducing the number of AAC devices provided or limiting the number of families served) to ensure that all participants still receive quality services without compromising the event’s goals.
4. Additional Fundraising:
If necessary, BCR may launch a targeted fundraising campaign to cover any shortfall, drawing on local community support and partnerships.
Conclusion:
BCR is committed to efficiently using the $10,000 grant to deliver a successful LTHTV event that provides AAC devices and support to non-speaking autistic participants. The proposed budget is designed to ensure the program's sustainability, maximize the impact of the resources, and address any unforeseen challenges through contingency planning and flexibility in the allocation of funds.
Please provide a detailed budget breakdown for the event/program, including cost justifications and how the organization plans to efficiently use the grant funds if awarded. Colony Theatre so that local students can learn the history of the Holocaust. We've also hosted DAYS OF REMEMBRANCE events in partnership with local faith leaders. BHRC has participated in BPD's National Night Out for many years. We print and distribute HATE HAS NO HOME HERE/CHOOSE LOVE BE KIND yard and window signs across the city, and have recently partnered with BUSD to get posters with that message in every BUSD classroom. In 2023, BHRC began our Community Field Trips, hosting bus tours that have taken community members and elected officials to the Cesar Chavez Memorial in Keene, CA (2023) and to the Watts Towers and California African American Museum (2025). We work with the city to write Proclamations in recognition of minority groups and wrote the SUNDOWN TOWN Resolution in 2020 that made Burbank the 4th City in the Country to acknowledge our history and to commit to being more inclusive in the future.

Description of the Proposed Community Event/Program
We seek support to build on the success of our annual DR MARTIN LUTHER KING JR. I HAVE A DREAM BREAKFAST in 2026. After several years at the VFW, due to an overwhelming increase in attendance, BHRC had to look for a larger venue. We were able to partner with First United Methodist Church in January 2025 for a moving and meaningful event that captured the spirit of Dr. King's message of service to the community. The program included music and speeches by local students, words of remembrance and inspiration by elected officials and a delicious pancake breakfast whipped up by Connie Barron Trimble. More than 300 people participated throughout the morning including a group of deeply engaged student volunteers. In 2025, we added the I HAVE A DREAM Student Essay Contest, awarding scholarships to three middle and three high school students who live in Burbank (they could attend BUSD, private schools in our outside our city or home-schools.) The winners were invited to read their essays, which proved to be some of the most powerful moments of the day and gave voice to the next generation of leaders in our community.

Event/Program Feasibility
Question #2
We have successfully hosted the MLK JR DAY I HAVE A DREAM Pancake Breakfast for many years, but we want to continue to expand it. The minimal $10 charge for the pancake breakfast helps to cover the cost of the food, though we anticipate those costs will go up in the coming year.
We don't turn away anyone who cannot pay and we provide free meals to all of our students performers and volunteers. This past year we offered free meals to people impacted by the fires.
We partnered with the Non-Profit SHE READY FOUNDATION to share their work with foster youth and their PIVOT to provide suitcases to those who had lost homes so that they had a place to put the items they were acquiring as they moved through the new reality of their lives. To that end, we do not know yet what causes may make sense to partner with in 2026, but BHRC is always open to possibility and purpose.
Our past events have included art based on Dr. King's Dream from local school students. In 2025, teachers at 4 elementary schools participated. We hope to expand that reach across all grade levels and would also like to further explore ways to engage our students with other creative activities at our event. If we receive the GRANT we're hoping to hire an art teacher to develop a creative activity that children can participate in AT our event and/or possibly launch a Middle and High School ART Scholarship contest in addition to the Essay/Poetry Contest and include the display of art pieces in a slide show as part of the tech on the big screen.
Additionally, the move to the new, larger space required far more tech support that we initially envisioned. The church generously absorbed most of the cost for that work, but understandably informed us that they cannot do so in the future. A seamless event with many moving parts is greatly enhanced by such behind the scenes efforts and we need to compensate the team that does that.
Our GOAL of involving the next generation in thinking about their dreams and hope for our city and our country was ELEVATED this year when we launched our first I HAVE A DREAM Poem and Essay contest. We had 31 applicants and selected 6 recipients for $600 in scholarship money ($150 First, $100 Second and $50 Third in Middle School and High School categories.) and we have no doubt that as this contest becomes better known, more students will apply, and perhaps more importantly, take the time to put their dreams into words. The High School poems were poet laureate Amanda Gorman-caliber. The 2nd Place winner of the Middle School contest so inspired elected officials in the room that the charity he had just started to support children impacted by the fires was honored at State Assemblyman Nick Schultz's swearing in where the student gave yet another moving speech. The MLK JR DAY I HAVE A DREAM BREAKFAST serves as a great opportunity for our elected officials to engage with the community and a effective way for our young people to see their local government in action.
We will begin working on this event in November 2025. FUMC has already expressed a willingness to host us next year.
An Estimated Timeline for Deliverables:
November 2025 -

Please provide a detailed work plan outlining the timelines, deliverables, and overall feasibility of the proposed event/program.
Community Impact/Need
Question #3
The need for our community to unite around the message of PEACE and HOPE as well as NON- VIOLENT ACTION directed toward the goals of JUSTICE and EQUALITY has always been important.
BHRC's MLK JR DAY event ties in perfectly with the mission of BHRC and celebrates Dr King's messages promoting love and understanding over violence which absolutely positively impacts residents. This isn't so much about a gap in services in our city as it is about sharing with the community the good that is being done and the collective efforts of a group of committed citizens for nearly 7 decades of BHRC. As the event is OPEN to ALL residents, we aim to expand our outreach and promotions in the coming year.
How does the event/program address the specific needs of the Burbank community? Please explain how the event/program will positively impact residents and visitors and how it will address an existing gap in services.
Budget and Financial Management
Question #4
2025 Budget and 2026 anticipated Budget is attached. Here is an estimate - with descriptions - for the 2026 event costs:
Food costs (anticipated to go up due to grocery costs and increased attendance) approximately $800
Poetry/Essay Contest Scholarships for MS and HS Students - $600 Art Contest Scholarships for MS and HS Students- $600
Art teacher for on-site program with supplies - $450
Student Performer/Volunteer Meals (58 comped - paid for in past by BHRC board donations) - $500
Rental of FUMC Trevor Hall (at generous discount) - $250 AV and Tech support - $300
Poster and postcard printing - (we'd like to add advertising across community to get word out - most specifically at the schools to encourage participation in our scholarship contests) - $300 Table Decorations/Linen Rental etc. for 14 tables (in 2025 the flowers were donated by the American Cinema Editors when their GALA was cancelled due to the fires. BHRC members donated all the vases. BHS student volunteers turned the flowers into table arrangements. BHRC then paid it forward, offering any attendees who might be hosting folks who’ve lost their homes or know someone who could use the kindness of a bouquet in this challenging time, to please take a vase as an expression of hope and love.) Estimated cost for 2026 centerpieces - $500 Guest Speaker - our dream is to hire an inspirational keynote speaker deliver a meaningful message with a story of where we are today because of Dr. King's work. We're looking for someone who would work with us for a minimal fee of up to $1200.
TOTAL COSTS - $5500
Estimated income - $3000
GRANT REQUEST - $2500
We charge $10 for tickets paid in ADVANCE (we cover the PayPal fees which deducts .89¢ per on- line ticket purchase) and $15/adult or $10/students at the door. In 2025 we had 211 paid Application #5

participants for $2485 income (plus un-budgeted donations.) We hope to have more community members join us next year, which will, of course up the expenses as reflected in the cost of the food as budgeted above. We think it is a safe estimate that we should have at least 300 paid participants in 2026 for a total income of approximately $3000.
Contingency plans/unforeseen expenses are built into the flexibility of our numbers, based on past costs but with an awareness that we can downsize any category and will always seek partnerships to offset costs. Our goal is also to ensure that ANY ONE IN THE COMMUNITY WHO WANTS TO ATTEND CAN JOIN US REGARDLESS OF THEIR ABILITY TO PAY.
Please provide a detailed budget breakdown for the event/program, including cost justifications and how the organization plans to efficiently use the grant funds if awarded. Please explain contingency plans the organization has in place to address any potential budget challenges or unforeseen expenses.

Description of the Proposed Community Event/Program
Each year the letter carriers conduct Stamp Out Hunger, a national-wide food drive which locally benefits BTAC. In many areas a post card and grocery bag is delivered a few days before the actual event, with instructions to fill the bag and leave it by the mailbox for pick up. However, several years ago, Burbank's local letter carriers' union stopped purchasing the bags. This caused a dramatic drop in donations. In 2024, BTAC purchased plastic bags for the letter carriers to distribute and the donations increased, markedly, so BTAC purchased will purchase bags for the 2025 and increase the number of households receiving the bags. In an effort to reflect the community's environmental priorities, BTAC would like move to purchasing more environmentally friendly paper bags .
Burbank households receiving them. Burbank was a pilot community for Stamp Out Hunger in 1993 and, with the exception of two years during the COVID pandemic, has conducted this event on a local level.
In recognition of the City of Burbank's support of this project, the City of Burbank logo would be included on the bags.

Organizational Capacity
Question #1
Burbank Temporary Aid Center has been serving the community for more than 50 years.
Annually, staff and volunteers organize events, both large and small, to raise funds to support the mission. BTAC's staff is stable, with two employees having more than 20 years of service with theorganization. BTAC's board of directors is very involved and represents a large cross section of thecommunity. Each makes a personally significant donation to BTAC each year, as well as leveragingtheir relationships in support of BTAC's work. BTAC's executive director is part of the Burbank Nonprofit Coalition, and works with a variety of organizations through referrals, donations of food ,and on community events.
Question #2
As mentioned in a previous section, Stamp Out Hunger food drive is an annual event. Since 1993, BTAC has partnered with the local letter carriers' union on this program. On the second Saturday of May, Burbank households will fill the grocery bag with nonperishable foods and leave it by their mailboxes. As letter carriers deliver the mail, they will pick up the groceries and deliver them to BTAC, where an army of volunteers are ready to offload, sort and organize the donations.
Volunteers also give bottled water and snacks to the letter carriers as they drop off.
The 2026 event will takes place between 9 a.m. and 7 p.m. on Saturday May 9, 2025.
However, donations continue to be left for the letter carriers over the following week.
Question #3
The food drive is BTAC largest of the year. We have already seen the impact having bags made onthe 2024 event, as the amount of donations increased. We anticipate this will continue to occurfrom year-to-year, as we continue to provide the bags.
The most important aspect of this event is that BTAC receives much needed food, which isimportant for BTAC to be able to consistently provide groceries through the summer months whendonations are lower. During the summer months, BTAC sees an increase in requests for service. We think this is mostly due to school being out and children not receiving the free and reduced cost breakfasts and lunches provided by the school district.
Switching to paper bags will help BTAC and Stamp Out Hunger better align with Burbank environmental values.

How does the event/program address the specific needs of the Burbank community? Please explain how the event/program will positively impact residents and visitors and how it will address an existing gap in services.
Budget and Financial Management
Question #4
BTAC's executive director works with the Letter Carriers' Union event chair to prepare artwork, etc. for the bags. Currently, letter carrier Julie Martinez is the chair. Ms. Martinez works directly with the printer, placing the order. When the invoice is ready, she forwards it to BTAC. BTAC pays the vendor, directly. The bags are shipped directly to the Hollywood Way Post Office, where they are prepared for distribution. This bill is paid by BTAC's company credit card.
Leading up to the day of the event, BTAC staff prepare for the event by purchasing water and snacks (many are healthful) for the approximately 50 volunteers who will work on site at BTAC, as well as the army of letter carriers who will drop of the donations. On the day of the event, BTAC provides lunch for the volunteers and any letter carriers who would like to take a break. These purchases are also made with BTAC's company credit card. This makes them easy to track for reporting and audit purposes.
In the event that this request is not funded, BTAC will likely continue purchasing bags because it is a good return on the investment. However, BTAC would opt for the less expensive plastic bags.
Please provide a detailed budget breakdown for the event/program, including cost justifications and how the organization plans to efficiently use the grant funds if awarded. Please explain contingency plans the organization has in place to address any potential budget challenges or unforeseen expenses.

2020, to improve access to fresh produce, and provide essential nutrition education for families experiencing food insecurity.
Problem Statement:
According to Keck Medicine of USC “Nearly a quarter of Los Angeles County households experienced food insecurity over the last 12 months. As of October 2024, 25% of L.A. County households struggle with food insecurity, compared to the national average of 14%”.
Among low-income households in L.A. County, which includes The City of Burbank and surrounding areas, “41% experienced food insecurity in 2024, compared to 27% pre-pandemic” (Keck Medicine of USC). Unfortunately, food insecurity is affecting many individuals that have never found themselves in this position in L.A. County, leaving families unable to consistently access nutritious food. This chronic lack of access to healthy food options is contributing to negative health outcomes, including obesity, malnutrition, and chronic diseases. Despite ongoing efforts, food banks and community-based initiatives are struggling to meet the rising demand for food assistance.
Program Description:
With the support of this $10,000 grant, Esperanza Health and Wellness Center proposes the following program to alleviate food insecurity in The City of Burbank and surrounding areas:
1.Food Distribution Expansion:
2.Increase the number of weekly fresh, and healthy food distributions from 3 to 5 to reach an additional 1000 families in The City of Burbank, and surrounding areas.
3.Partner with local farmers, grocery stores, private entities, government entities, and food banks to supply fresh produce, dairy, and proteins.
B. Nutrition Education:

2.Provide recipe cards and meal planning resources to help families maximize the nutritional value of the food they receive.
C. Community Outreach and Advocacy:
1.Work with local schools, churches, and community centers to raise awareness of food insecurity and available resources.
2.Organize advocacy events to bring attention to the systemic causes of food insecurity and support efforts to address these root causes.
D. Objectives:
1.The objectives of this program are to increase the number of families served by Esperanza Health and Wellness Center food distribution program by 70% within the next 365 days.
2.To provide nutritional education to 2000+ families, equipping them with skills to make healthier food choices and encourage them to make healthier meals.
3.To raise community awareness of food insecurity and encourage volunteerism and partnerships that support long-term solutions for the food insecurity problems in The City of Burbank and surrounding areas.
Budget Justification:
The total cost for this project is $10,000. The breakdown of the budget is as follows:
EXPENSE AMOUNT
Food Purchases (Fresh Produce, Dairy, etc.)
$1,500
Outreach & Advocacy (Flyers, Food Distribution Events, etc.) $5,100
Staff & Volunteer Training $1,000
Nutrition Education Materials
$2,400
Total $10,000
Sustainability Plan:

Esperanza Health & Wellness Center
Food Insecurity Grant Proposal
Date: 03-14-2025
Submitted to: City of Burbank Pilot Community Event and Program Grant Submitted by: Longino Barragan President and Founder at Esperanza Health and Wellness Center
Executive Summary:
Esperanza Health & Wellness Center is dedicated to addressing the growing issue of food insecurity in The City of Burbank and surrounding areas. Our mission is to continue to provide access to nutritious food for underserved individuals and families. With this grant of $10,000, we aim to expand our community-based food distribution program that we have been running since 2020, to improve access to fresh produce, and provide essential nutrition education for families experiencing food insecurity.
Unfortunately food insecurity is affecting many individuals that have never found themselves in this position in L.A.
A. Food Distribution Expansion:
1. Increase the number of weekly fresh, and healthy food distributions from 3 to 5 to reach an additional 1000 families in The City of Burbank, and surrounding areas.
2. Partner with local farmers, grocery stores, private entities, government entities, and food banks to supply fresh produce, dairy, and proteins.
B. Nutrition Education:
1. Offer free nutrition workshops to families receiving food aid, teaching them how to prepare healthy meals from the food Esperanza Health and Wellness Center provides, and to those families on a limited budget.
2. Provide recipe cards and meal planning resources to help families maximize the nutritional value of the food they receive.
Application #8
ATTACHMENT 2
C. Community Outreach and Advocacy:
1. Work with local schools, churches, and community centers to raise awareness of food insecurity and available resources.
2. Organize advocacy events to bring attention to the systemic causes of food insecurity and support efforts to address these root causes.
D. Objectives:
1. The objectives of this program are to increase the number of families served by Esperanza Health and Wellness Center food distribution program by 70% within the next 365 days.
2. To provide nutritional education to 2000+ families, equipping them with skills to make healthier food choices and encourage them to make healthier meals.
3. To raise community awareness of food insecurity and encourage volunteerism and partnerships that support long-term solutions for the food insecurity problems in The City of Burbank and surrounding areas.
Budget Justification:
The total cost for this project is $10,000. The breakdown of the budget is as follows:
EXPENSE AMOUNT
Food Purchases (Fresh Produce, Dairy, etc.) $1,500
Outreach & Advocacy (Flyers, Food
Distribution Events, etc.)
$5,100
Staff & Volunteer Training
$1,000
Nutrition Education Materials $2,400
Total $10,000
Application #8
ATTACHMENT 2
Sustainability Plan:
To ensure the long-term success of this initiative, Esperanza Health and Wellness Center will leverage community partnerships, corporate sponsorships, and ongoing fundraising efforts.
Additionally, we have a network of volunteers to help manage the food distribution and education programs, reducing operational costs.
Evaluation and Impact:
A. The success of this project will be measured through:
1. Increased food distribution tracking the number of families served each month and the total amount of food distributed.
Community engagement:
1. The number of participants in nutrition workshops and advocacy events.
Health outcomes:
1. Conducting surveys to assess improvements in participants' food security and nutrition knowledge over time.
2. We will evaluate the program through ongoing feedback from recipients and community partners and use this data to refine and improve the program as it grows.
Conclusion:
Esperanza Health and Wellness Center is committed to addressing food insecurity in The City of Burbank and surrounding areas by providing nutritious, healthy food and the education needed to make healthy food choices.
With the support of this grant, we will be able to expand our efforts, ensuring that more families have the resources they need to thrive. We deeply appreciate your consideration of our proposal and look forward to the possibility of working together to make a lasting impact in our community.

Provide a brief description of the project.
In March 2024, the Board of Directors of Leadership Burbank launched a three-year strategic plan which includes a Growth Campaign to provide more infrastructure for the charity.
The goals of the campaign are to advance Leadership Burbank's mission and sustain our belief that we can continue to provide our premiere leadership programs that are relevant to today’s leadership issues and our efforts to design engaging initiatives to support our over 600 alumni with the goal to help build a better Burbank.
In the first year, with funding generously donated by the City of Burbank, Warner Bros. Discovery, Metropolitan Culinary Services, The Walt Disney Company and generous individual donors, Leadership Burbank has been able hire a part time bookkeeper and sustain our Administrative Assistant.
While we did not raise all that we set to achieve, we still have active asks out to reach our financial goal.
We have also been able to host additional engagement activities for our Alumni such as our White Elephant exchange and other social events throughout the year. Leadership Burbank also hosted two non-partisan, free to the public, Candidate Forums in October 2024 for interested candidates that sought election to open Burbank Unified Board of Education seats as well as City Council seats.

To build a better Burbank, we feel it is important to offer the opportunity for local citizens and our alumni the opportunity to learn more about the potential local leaders.
While we are still in the first year of this campaign, we feel confident in its growth as we enter year two in July 2025, and we ask the City of Burbank to once again donate at the level of $10,000. The city is one of Leadership Burbank's founding partners and we hold our partnership in high regard.
Provide a cost breakdown of how grant funds were utilized for the project.
The $12,000 gift from the City of Burbank was used as part of our operational costs to support our parttime Administrative Assistant and parttime Bookkeeper. These critical funds have supported our nine-month leadership program, fundraising activities, and alumni engagement opportunities.

Description of the Proposed Community Event/Program
We are seeking an investment of $10,000 to support year two of Leadership Burbank's Growth Campaign.
Here are ways those funds will help us to support our mission:
1. Hire an Executive Director position to lead the organization and become the face of Leadership Burbank in the community. This position will offset the day-to-day operational responsibilities of our volunteer Board members and allow the charity to be successful in implementing this three-year plan. a.
We intend to hire this position as an independent contractor in its first year, and, if successful, we hope to hire the position as a full-time salaried employee in future years.
Estimated salary for this position and the size of our charity is roughly $70,000 to $80,000 per year.
As a small charity, we can offer a small medical and hybrid work stipend. the Burbank Chamber of Commerce offered to donate an office space for the position to work from, if needed.
Current costs for the facilitation team and part-time employee can be redistributed through the new position. (roughly $42,000)
2. Continue to fundraise and enter year 2 of the growth campaign in July 2025 with a goal to raise a minimum of $100,000 per year to offset any additional costs for the charity and to provide the position and Board time to stabilize the growth and move forward. (Current annual budget is $80,000 this growth would take us to $160,000)
3. Continue to manage the transition of a new facilitation team to Leadership Burbank’s 9-month program. a. The Board’s long term planning team has been reviewing other trends in the industry (benchmark with other leadership programs to enhance and grow the program) We do not believe the program needs drastic changes; however, we do want to look at how we can bring in other topics relative to leadership in Burbank. 4, Research/Plan out additional services to the Burbank Community:
Engage the Alumni – survey and discover needs – what has LB done for them? Master Class – one time Master Classes with local and regional experts Possible partnership with the City and their RISE program Mission or Purpose of the Organization.
Celebrating its 30th Anniversary year, Leadership Burbank seeks to identify, educate, and motivate current and emerging leaders in Burbank to develop ideas and solutions that make Burbank a strong, sustainable and vibrant community.

Description of Organization. Please include the types of services the organization provides.
Founded in 2015 by the family of renowned film composer John Williams, Musicians at Play (MAP) is a vibrant community of world-class musicians and educators who partner with schools to offer tuition- free instrumental and vocal music instruction, coaching, and mentoring programs for youth ages 12-27 and free or low-cost professional community concerts in underserved communities. MAP also offers Career Technical Education training events and opportunities. It began with a single band class at New Roads HS in Santa Monica and has grown to include partnerships with schools and school districts in Burbank, Simi Valley, Los Angeles, Inglewood, and North Hills/Monroe Community. Over the past 10 years, MAP programs have impacted more than 41,000 students, teachers, parents, and community members.
Its core instructional program, Artists in Schools (Instrumental Youth Orchestra and Choir), is facilitated by accredited educators who are award-winning professional local musicians working in the film, concert hall, and recording industries in Los Angeles and globally. They provide mentorship and training through sequential workshops, culminating in public performances. Fourteen disciplines of music are taught, including Choral, Trumpet, Trombone, Tuba, Horn, Sax, Clarinet, Flute, Percussion, Bass, Cello, Viola, Violin, and Piano. All programs align with California Visual & Performing Arts Standards.
Musicians at Play has become a highly sought-after partner for local schools and districts due to MAP’s reputation for high-quality instruction and youth engagement, the effectiveness of MAP teaching artists, and the improvement educators see in their students, who are more engaged in their music education and all academics. The program instills confidence, builds teamwork, and prepares youth for a lifelong journey of creativity and growth. It also creates jobs for local teaching artists, with an average of 150 artists contracted to support 800 arts-related classes, workshops, events, or public programs annually.
Nearly 70% of the annual budget goes directly to supporting professional teaching artists and mentors.

In recent years, MAP has expanded its music career pathways programs, launching the RISE Program and Civic Orchestra of Los Angeles (CO-LA) to provide world-class training, mentorship, and performance opportunities for young pre-professional musicians. In April 2024, MAP was approved for a groundbreaking, federally recognized apprenticeship for “Session Musician” and is working on including all instruments within MAP’s new apprenticeship program as we build employer partnerships and plan for student recruitment.
Description of the Proposed Community Event/Program
Musicians at Play requests funding to support the 2026 Music is Instrumental Concert and Mentorship Program serving the Burbank Unified School District (BUSD). Produced annually since 2016, with a two- year hiatus during the pandemic, this program showcases the incredible talent of our Burbank students and brings together family, friends, and the greater Burbank community in a celebration of their achievements. The free public concert traditionally takes place in January at Burbank High School’s Wolfson Auditorium and is the culmination of two weeks of training and mentorship provided by professional musicians.
Approximately 190 instrumental and choir students from Burbank and John Burroughs High Schools participate in the program. MAP uses its expertise in arts education and music mentorship to guide the formation of two All-District Ensembles featured at the concert, including The All-District Symphonic Orchestra and Choir (75 Instrumental Students, 104 Choir Students, 41 mentors/professional musicians) and The All-District Jazz Ensemble (11 Instrumental Students, 2 mentors/professional musicians). MAP also oversees event production, including marketing, stage lighting, and sound engineering.
Burbank students receive more than 500 hours of training, mentoring, and rehearsing with professional musicians leading up to the culminating event. Students learned proper playing technique, practice strategies, phrasing and interpretation, and sight-reading skills. MAP mentors are high-level studio musicians, concert artists, and educators working on major motion pictures and television as part of the Hollywood Studio Symphony Orchestra or members of premier orchestras and symphonies, including the LA Philharmonic, LA Opera, Pasadena Symphony, Hollywood Bowl Orchestra, and more. Students get the opportunity to perform the music of award-winning composers such as John Williams and Michael Giacchino, with repertoire such as Star Wars: Duel of the Fates, Tribute to the Film Composer, Olympic Fanfare, and Verdi Requiem: Dies Irae.
The partnership with MAP elevates the concert experience for both participants and audience members and ensures a high-quality, professionally produced event that attracts the greater Burbank community.
Funds raised during the event’s silent auction support BUSD instrumental and vocal programs. The City of Burbank would be recognized as a sponsor of the event through the Community Events and Program Grant.
Mission or Purpose of the Organization.
The mission of Musicians at Play (MAP) is to provide students and teachers access to music education through live performances and mentorship programs in underserved schools. Mentorship by world- class musicians and educators engages youth through music, culminating in concerts that benefit diverse communities across greater Los Angeles.
MAP’s core values — Access, Excellence, Inspiration, Equity, and Inclusion — guide our commitment to offering free music education to those with limited access to arts programs. Our initiatives promote positive social change by nurturing students' creativity, intellectual curiosity, and cognitive development, while also enhancing their language, reasoning, and critical thinking skills.
Beyond one-on-one mentorship, MAP champions the rich musical heritage of Los Angeles through live professional performances, which celebrate cultural diversity and creative expression. These concerts not only build and strengthen communities, but also raise funds to sustain and expand MAP's transformative mentorship programs.

Organizational Capacity
Question #1
MAP’s groundbreaking partnership with Burbank Unified School District (BUSD) began in 2016 and has served as a template for subsequent school partnerships. Over the past four years, MAP has experienced an exciting period of growth, expanding our music mentorship program into the Inglewood Unified School District (IUSD) and Monroe Community of Schools (MCOS) in North Hills.
MAP was also recently vetted and approved to provide music education at schools throughout the Los Angeles Unified School District (LAUSD).
In addition to music instruction, MAP has extensive experience producing events, including fall/winter student showcases for the IUSD community, professional music concerts at venues such as Vibrato Grill, and most recently, a nearly sold-out public concert at Immanuel Presbyterian Church by the Civic Orchestra of Los Angeles (CO-LA). CO-LA is MAP’s newest initiative to offer young musicians world-class training and performance opportunities. The best and brightest students from across Los Angeles County, including those from BUSD, have the opportunity to audition and perform with CO-LA. Our goals are to inspire and develop the next generation of musicians, build career pathways for youth, and engage audiences with culturally enriching programs and exposure to emerging talent. The success and longevity of the BUSD partnership, along with the impressive track record in Inglewood, and the launch of CO-LA attest to the organization’s ability to execute events successfully and engage the community.
Administratively and financially, the organization is building the infrastructure needed to support an expansion of programs and partnerships. Long-term volunteers handle many administrative responsibilities, leveraging MAP's ability to maximize outreach without overhead expenses such as office space and utilities. Led by President and Founder April Williams, the organization has added a Director of Program Operations, Social Media/Marketing Consultants, and Events Director to support MAP’s work. The following individuals are the key to the success of MAP’s partnership with BUSD.
April Williams: April is an arts entrepreneur and organizational leader with over 20 years of experience in program development, strategic and fiscal planning, marketing, and communications. She has a vast knowledge of Los Angeles music history and has produced a wide range of concerts. She works closely with her husband, Don Williams, a classically trained timpanist and percussionist. In April 2015, April and Don founded Musicians at Play Foundation.
Donald J. Williams: Don serves as Director of Orchestras in the BUSD partnership, overseeing the BUSD student assessment and formation of the All-District Ensembles featured in the concert. His creative Percussion work has appeared on thousands of film and television soundtracks, and he has served as a special instructor for prestigious universities throughout the world. Don has worked with composers such as Michael Giacchino, Alan Silvestri, John Williams, Jerry Goldsmith, John Debney, James Horner, Alexander Desplat, James Horner on films the likes of “Ratatouille,” “Titanic,” “E.T,” the “Indian Jones” film series, “Jurassic Park, “Close Encounters of a Third Kind,” “Star Wars,” “Star Trek” and more.
David Perryman: David is MAP’s Director of Program Operations. He is also an accomplished teaching artist serving youth through private lessons/group classes, ensemble directing, and coaching. Employers include The Harmony Project, Esperanza Azteca, Burbank High School, Young Musicians Foundation, and Pasadena Youth Symphony. He studied Double Bass Performance, earning his B.M. from Baylor University and M.M. /G.C. from USC.
Cindy Pease: Cindy serves as MAP’s Managing Director in a volunteer capacity. She is a retired retail executive from a Fortune 500 corporation and a tireless arts advocate. She provides guidance on governance and development initiatives and is key to our community outreach efforts. Cindy is also a Commissioner on the Burbank Cultural Arts Commission (since 2010) and former President of Pacific Ballet Dance Theatre (2001 - 2014).

Question #2
The Music is Instrumental Annual All-District concert is scheduled for January 2026. It is typically two hours plus an intermission, featuring performances by the All-District Orchestra and Jazz Bands, JBHS Wind Ensemble, JBHS Powerhouse, JBHS Jazz Band, Burbank High Chamber Orchestra, Burbank High Jazz Band, Burbank High Wind Ensemble, and Burbank High In Sync.
PROJECT GOALS
Deliver instrumental and vocal training, coaching, and mentoring to fundamentally change the way young people think about music, their ability, and their future careers in music and music- related fields
Engage the community with a professional concert presentation, highlighting the instrumental and vocal programs of BUSD.
TIMELINE/DELIVERABLES
Each school year is different and dependent on the strengths of the current instrumental and vocal students. This is a general overview of the 6-month project timeline:
September 2025: Meet with Peggy Flynn Arts, the CTE Coordinator for BUSD, and the music staff of Burbank and John Burroughs High Schools to develop the schedule of activities; sign contract for services with BUSD; MAP completes a student skills assessment and makes music recommendations based on current skill level; planning meetings begin.
October - December 2025: Finalize repertoire; order music scores if not in the MAP library; select conductor and check availability; Students receive music and begin preparation; BUSD internal and community marketing begins; project planning meetings continue.
January 2026: Production planning and marketing efforts to the greater community supported by MAP; Eblasts and promotions to MAP industry and community lists; Primary project activities take place - 10 sessions (4 in-school sectionals with mentors, 4 additional rehearsals, 1 dress rehearsal, concert event)
February 2026: Event evaluation and feedback.
The Music is Instrumental Annual All-District concert, originally scheduled for January 2025, was canceled due to the tragic Los Angeles fires. The event was rescheduled for April 10, 2025, at 7 pm, a testament to MAP’s commitment to the project and the Burbank community.
Please describe the proposed event/program, including the defined goals, methodology, and approach to achieve them. How will the organization ensure that the project is feasible within the available resources and timeline? Please provide a detailed work plan outlining the timelines, deliverables, and overall feasibility of the proposed event/program.

performance opportunities, which can increase student engagement, confidence, and creativity.
2. Building Community Connection & Engagement
The concerts bring together students, families, educators, and professional musicians, creating a shared cultural experience. This fosters civic pride and strengthens community ties through the universal language of music.
3. Providing Mentorship & Career Pathways
Since 2016, Musicians at Play’s mentorship within this program has advanced BUSD students into career pathways in major studios. Some students—both instrumentalists and choir members—have been hired to work on professional motion pictures, demonstrating the real- world impact of this initiative in creating tangible career opportunities.
4. Promoting Equity & Access to the Arts
Music is Instrumental ensures that all students, regardless of socioeconomic background, have access to high-quality musical experiences. This contributes to a more inclusive arts education ecosystem in Burbank.
5. Supporting Local Artists & Music Industry Professionals The concerts also provide performance and educational opportunities for professional musicians, contributing to the sustainability of the local arts economy.
6. Enhancing Cultural & Economic Impact
By fostering a thriving music culture in Burbank, the event helps attract audiences, supporters, and donors who contribute to the vibrancy of the community. A strong arts scene enhances the city’s cultural identity and economic vitality.
How does the event/program address the specific needs of the Burbank community? Please explain how the event/program will positively impact residents and visitors and how it will address an existing gap in services.
Budget and Financial Management
Question #4
The Music is Instrumental Concert and Mentorship Program is a collaboration between MAP and BUSD. The project budget submitted represents the expenses incurred by MAP and the income received to offset those expenses. Any income from ticket sales ($25 general admission, $40 reserved; $10 students and seniors) goes to BUSD to support instrumental and vocal programs in the district.
In 2023 and 2024, MAP secured a two-year grant of $60,000 from the California Arts Council’s “Artists in Schools” grant program and allocated these resources to support our work with BUSD.
MAP cannot rely on this funding in the future. MAP plans to use funds from the Community Events and Program Grant to support our professional artist/mentor fees for the program, the single highest cost, maintaining the level of professional mentorship BUSD students deserve, and ensuring the highest artistic presentation for the Burbank community. In the event full project funding is not secured, MAP may reduce the rate our professional artists receive and/or the number of mentors involved. Here is a breakdown of costs.
Program Personnel - Salaried: MAP’s Director of Program Operations (3% time) is involved in helping to organize components of the project.
Program Professional Fees - Non-Salaried: In order to develop the orchestra and hire the professional musicians involved, MAP requires the services of a Project Manager ($2.5K) who manages all the scheduling and artist payroll and the Director of Orchestra ($5K) who works closely with the district to review and assess skills, develop the repertoire, and determine orchestra and production needs.
Artist Fees: Artist fees are paid to the Conductor/Assistant Conductor ($5,000) and professional mentors ($225 x 10 sessions x 13 mentors = $29,250) Production Cost Music: This is the cost of purchasing music rights to the repertoire for the concert and printing.
Marketing: Marketing costs include ad design, email and social, Facebook ads, and printing.
Videography/Photography: This is the cost to professionally document the program and public event.

- Don Williams, Musician and Co-Founder
of Musicians at Play Foundation
The Music is Instrumental (MII) Concert celebrates the magic that happens when students have the opportunity to learn from and work with pros. Musicians at Play Foundation has connected mentors from the local music entertainment industry with BUSD music students since 2016. The MII performance was originally the culminating event of the 2017-2018 year long community collective impact campaign known as ÒMusic is InstrumentalÓ. The campaign aimed to raise at least 10% of a $1.2 million identified need for instrument repair and replacement through a community wide, coordinated effort. By the end of 2018, more than $136k was raised. By the January 2020 MII,, contributions reached $260k. Impressive progress yet still far from our overall need! The event was such a special experience for students, mentors, and the community that we decided to make it an annual tradition. After several years of interrupted ability to perform and fundraise, 2023 marks the return of the MII Concert and includes the JBHS and BHS vocal, instrumental, and stage tech programs.

While Burbank already boasts a vibrant arts ecosystem, this festival enhances the city’s creative landscape by offering a shared space where music, visual art, performance, and storytelling converge—with a special emphasis on high-level musical presentation.
This program supports and strengthens Burbank’s creative economy by:

This funding directly supports the artistic, public-facing, and operational components of the event, ensuring that the festival can be both professionally executed and accessible to the community.
Contingency Plans for Budget Challenges
In the event of unforeseen costs or funding shortfalls, the Salit Foundation is prepared to:
Reduce or repurpose non-essential expenses (such as printed materials or non-critical rentals) Seek additional in-kind contributions from sponsors and community partners Prioritize core programming (artist payment, production, accessibility accommodations) Supplement from internal resources or conduct small-scale fundraising As the venue is Salit Conservatory's, which the foundation pays rent to, many infrastructure costs are fixed or eliminated, creating a stable foundation for budget control. Our history of volunteer coordination and past events has demonstrated our ability to execute efficiently, even under constrained budgets.
Please provide a detailed budget breakdown for the event/program, including cost justifications and how the organization plans to efficiently use the grant funds if awarded. The Salit Foundation respectfully presents this overview and proposal in support of the Burbank Creative Collective: Arts Festival – Spring 2026. This multidisciplinary community arts event celebrates Burbank’s creative identity through live music, visual art, storytelling, and collaborative expression. Organized by the Salit Foundation, the festival is part of our mission to support musicians and artists through performance opportunities, creative development, and meaningful public engagement.
This document includes a projected budget, funding plan, program overview, excerpts from our strategic priorities, and supporting materials from our most recent Spring 2025 edition of the Collective. That inaugural event welcomed over 200 attendees and featured dozens of local artists. In 2026, we aim to expand and refine the experience—strengthening our commitment to artistic excellence, public access, and cultural vibrancy.
The Salit Foundation is contributing financially and has secured additional support through sponsorships and ticket sales. However, grant funding is essential to help close the remaining gap and ensure that this community-centered festival remains professional, accessible, and impactful. We invite you to explore the following pages to learn more about our vision and our careful planning for this next phase of growth.

The Burbank Creative Collective: Arts Festival – Spring 2026 is a multidisciplinary celebration of creativity, culture, and community, produced by the Salit Foundation. Designed as a public- facing expression of our mission, the festival brings together musicians, composers, visual artists, and storytellers in an event that is both intimate and professionally executed. This initiative offers artists a platform to perform, exhibit, and connect with the public in meaningful ways—bringing high-level music and the arts directly into the Burbank community.
Following the success of our inaugural Spring 2025 edition—which featured over 40 visual artists, seven live performances, and more than 200 attendees—we are continuing the momentum with a smaller, concert-focused Fall 2025 edition. The Spring 2026 festival will mark a return to the larger format, with a curated lineup of musical performances, an outdoor visual art market, and community engagement opportunities.
The event is deeply rooted in the Salit Foundation’s vision: “The duty of the Salit Foundation is to share high level music with the community.” Our core values—Empower Artists. Strengthen Communities. Innovate the Future of Music.—are woven into every part of the Collective.
Through this festival, we offer professional opportunities for artists, cultural enrichment for residents, and a dynamic celebration of Burbank’s creative identity.
The Burbank Creative Collective: Arts Festival is a reflection of our belief that when artists are empowered, communities thrive.

Description of Organization. Please include the types of services the organization provides.
St. Robert Bellarmine Catholic Church is a Parish of the Roman Catholic Church located in Burbank since 1909. We are a religious organization that provides daily worship services in both English and Spanish, administration of Catholic sacraments, and Catholic religious education.
Our parish community hosts regular opportunities for fellowship (Grief Support, Men's & Women’s Groups, Youth Group, and Bible Study). The Church is popular place for Catholic Weddings, Quinceaneras, Funerals, and other religious celebrations.
Members of our community minister to the sick and homebound. Our priests and deacons provide spiritual support through every life event. We sponsor an annual Christmas toy drive for needy children and an annual “Fiesta!” community festival with food and games. We raise funds year-round for the poor and needy, and our door is open to everyone. Our weekly Bingo night provides much-needed regular activity for adults in the community.
St. Robert Bellarmine Catholic Church also supports St. Robert Bellarmine Catholic School and administrates the Bell-Jeff High School Campus.
Description of the Proposed Community Event/Program
Event Description : The St. Robert Bellarmine Classic Car show is a fun and different way to bring the local Burbank community together and to raise funds for a great cause. There are many classic car owners here in our local city of Burbank and we would like to bring unity and share fellowship while having some summer fun. Parking / Display Spaces are limited and will be a first-come, first-served registration process with a $10 registration fee. All cars will be parked and will not be moved during the event, so there is no danger of accidents or damage. If this is a successful event, we hope to make it an annual event. Question #1
St. Robert Bellarmine Catholic Church has successfully executed community events for many decades. Our larger annual religious events such as Christmas and Easter religious services regularly draw hundreds of people.
The “Fiesta!” community festival also draws many people in a non-worship context. At “Fiesta!” our volunteers cook and serve food, run games, and sell food and game tickets. We’ve worked with vendors to provide a children’s train ride and inflatables at this event.
Last Summer, we relaunched Bingo Night on Tuesday Nights. This weekly event is fully staffed by volunteers who take admission, cook and sell food and concessions, run the BINGO game itself, handle prizes, set up, and clean-up.
Our staff and volunteers have years of experience supporting events of the same scale or larger as the proposed Car Show. All of our worship services and community events are open to the public.
Our financial stability allows us to have staff that can manage a large number of volunteers, as well as an office to support them.

Event/Program Feasibility
Question #2
The goals of the “St. Robert Bellarmine Classic Car Show” are to bring unity to our Burbank community and raise funds for The Roy and Patricia Disney Family Cancer Center at St. Joseph’s Hospital in Burbank. This will be done through a celebration of Classic Cars. Burbank has a large number of Classic Car enthusiasts, and Car Show Culture is a popular local pastime. This Summertime event will showcase many wonderful classic cars. As people look at the cars and discuss them, there will be food available, and a raffle to raise money for the Cancer Center.
TIMELINE: February 2026 – engage core staff & volunteers; start to solicit donations for the raffle.
March 2026 & April 2026 – initial advertising and invitations targeted to Classic Car Owners who participate in similar events. May 2026 – Registration for Classic Car exhibitors; advertising for the public; order signage, collect donations for the raffle. June 2026 – purchase supplies; send out volunteer schedule requests (including set up & clean up). Early July 2026 – confirm volunteer schedules, purchase food, map out cars. Morning of – set up booths & food stations, check in cars, check in volunteers. After the event – clean up, send thank you notes to car exhibitors, reconcile and report expenses, donate profits to the Cancer Center, review project to identify what can be improved for the next event.
Community Impact/Need
Question #3
The Burbank Community needs more fun opportunities to come together and build strong in person local connections. This casual, free, family-friendly event will draw in people from different backgrounds and beliefs and bring them together in common appreciation of the art, engineering, and culture of Classic Cars. Hopefully, they will have good conversation and a fun afternoon/evening out near Downtown Burbank.

This will be accomplished at the event with education stations staffed by cycling volunteers and/or local law enforcement (to teach bike safety, hand signals, fit helmets, etc.), skill development courses (obstacle courses and riding drills to enhance bike control and safety awareness), and a community hub with presence from local bike shops, schools, and health organizations providing resources and expertise.
With at least 3 months lead time, given the amount budgeted for awareness we believe the project can be pulled off with Verdugo Hills Council volunteers at the core bringing in these different elements.
