Implementing the Style Guide will promote a cohesive and recognizable visual identity across all platforms and audiences, enhancing the City’s public presence and reinforcing a unified municipal brand. This effort supports the City’s ongoing marketing initiative as the "Jewel of the South Bay," reflecting our community's prominence and projecting a polished, professional image.
The City Manager’s Office is also proposing updates to Ordinance No. 80-524 (Exhibit No. 3) through Ordinance No. 25-2511 (Exhibit No. 2) to formally adopt the new City seal and City logo and protect the integrity of the City’s new brand by expanding the scope of protections beyond the City seal to include the newly adopted marketing logo. The proposed amendments will define appropriate use, outline restrictions and exceptions, address commercial use and prohibited imitation, and increase administrative fines to deter misuse and preserve the City’s public image.
II. RECOMMENDATION
TAKE the following actions:
1. WAIVE further reading and ADOPT Resolution 25-063, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF CARSON, CALIFORNIA, ADOPTING AN OFFICIAL CITY STYLE GUIDE AS THE STANDARD FOR ALL MARKETING AND COMMUNICATION MATERIALS PRODUCED BY OR ON BEHALF OF THE CITY"
2. INTRODUCE, for first reading by title only and WAIVE further reading, Ordinance No. 25-2511, "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, ADDING SECTION 4130.1 (ADOPTION OF CITY SEAL AND LOGO) TO, AND AMENDING SECTION 4131 (USE OF CITY SEAL – RESTRICTIONS), SECTION 4132 (USE OF CITY SEAL – EXCEPTIONS), SECTION 4133 (CITY SEAL – COMMERCIAL USE OF) AND SECTION 4134 (IMITATION OF CITY SEAL PROHIBITED) OF, CHAPTER 1 (PROHIBITED CONDUCT –
OFFENSES) OF ARTICLE IV (PUBLIC PEACE) OF THE CARSON MUNICIPAL CODE TO FORMALLY ADOPT NEW
CITY SEAL AND CITY LOGO AND EXPAND REGULATIONS CONCERNING USE OF THE CITY SEAL TO APPLY TO THE CITY LOGO"
III. ALTERNATIVES
TAKE another action the City Council deems appropriate and that is consistent with applicable laws.
IV. BACKGROUND
On August 4, 1980, the City Council adopted Ordinance No. 80-524, titled “An Ordinance of the City of Carson Concerning the Use of the City Seal and Amending the Carson Municipal Code.” This ordinance specifically established regulations regarding the use of the official City seal, including restrictions, exceptions, provisions for commercial use, imitation prohibitions, and administrative fines.
At a special meeting held on February 26, 2025, the City Council selected a new City seal, marketing logo, and slogan "Jewel of the South Bay" as part of a broader marketing initiative. In support of this effort, the Public Information Office developed the first comprehensive Style Guide to ensure consistent and professional use of the City’s updated visual identity across all marketing and communication platforms. City Council's adoption of Resolution No. 25-063 will formally approve the style guide.
Section 106 of the City Charter, effective January 17, 2019, provides that the official seal of the City at the time the Charter takes effect shall continue to be the official seal of the City for its acts and business unless and until changed by ordinance of the City Council. Based thereon, staff is requesting City Council's adoption of Ordinance No. 25-2511 for formal approval of the new City seal selected by the City Council in February. If adopted, the ordinance will also approve the selected City logo and expand the existing regulations for use of the City seal to apply to the City logo.
As a final note, Ordinance No. 80-524 imposed penalties for violations of the ordinance, punishable by a fine of not more than $500 per each day a violation exists or imprisonment for a term not to exceed six (6) months or by both fine and imprisonment. However, the penalties provision under Section 2 of Ordinance No. 80-524 was never codified in the Carson Municipal Code. Ordinance No. 25-2511, if adopted, will remove the penalties so that they are no longer in effect and the default penalties under Section 1203.3 of the CMC will apply for the time being ($100.00 for a first violation, $200.00 for a second violation and $500.00 for each additional violation). Staff and the City Attorney's Office will be researching permissible increases to the penalties and plan to present a resolution for increased fines to City Council during a future meeting.
V. FISCAL IMPACT
Approval of the proposed resolution would have no fiscal impact as the implementation of the City Style Guide as the mandatory standard for all marketing and communication materials will be conducted in-house and integrated into existing operations, requiring no additional costs. Approval of the proposed ordinance to adopt the new seal and logo and expansion of use regulations to the logo would similarly have no fiscal impact.

CITY SEAL
The City of Carson logo is a circular emblem
featuring a stylized diamond at its center.
The jewel, rendered in a deep navy blue,
is composed of geometric shapes. The
surrounding circular band is divided into two
parts: the upper half displays the text “CITY
OF CARSON, CALIFORNIA,” and the lower half
reads “INCORPORATED FEBRUARY 20, 1968.”
The text is set in a bold, sans-serif typeface.
There are three yellow rings in the seal.
Meaning of the Central Jewel:
The jewel is more than just a decorative
element. It’s a key symbol representing Carson’s
heritage, its unique position in the South Bay
Area, and its aspirations for the future. The
geometric pieces within the jewel of Carson’s
new logo symbolize a harmonious mosaic.
Each distinct shape and color mirrors the
unique identity of the city’s residents, weaving
together like a vibrant tapestry. Just as mosaic
tiles interconnect to form a beautiful image, the
diverse communities in Carson unite, creating
a dynamic and inclusive environment.
Heritage: The jewel is a nod to the city’s original
seal and city’s origins. It’s a continuation of
the vision and legacy established by Gilbert
Smith and the city’s founders. Gilbert Smith’s
vision for Carson was one of progress,
community development, educational
opportunity, prosperity and advancement.
Unique Position in the South Bay Area: Carson’s
location in the South Bay Area of Los Angeles
County is significant. It’s a diverse community
with a rich history and a strategic position for
commerce and transportation. The jewel, with
its multi-faceted design, can be interpreted as
representing the various aspects of Carson’s
identity and its role within the larger region.
Rich History: While the jewel represents the
future, it also connects to the city’s rich history.
Carson has a long and storied past, dating back
to the Tongva people who originally inhabited
the area. The jewel can be seen as a symbol of
the enduring value and importance of Carson’s
history and its connection to the past.
The logo should be scaled
proportionally. The minimum size
for print applications is 1 inch in
diameter. For digital applications,
the minimum size is 100 pixels in
diameter.
LOGO USAGE, SIZE AND IMPACT
• Do not distort , stretch the logo.
• Do not change the colors of the logo.
• Do not add drop shadows or other
effects to the logo.
• Do not recreate the logo using
different fonts or elements.
To ensure the logo’s visibility and impact,
a minimum clear space surrounding
the logo must be maintained. This clear
space should be equal to the height of
the letter “C” in “CARSON” . No other
graphic elements should intrude within
this space.
The primary logo should be used in most
formal and official contexts, including
city documents, websites, and signage.
It can be used on reports to the council,
official memos, letters, certificates, and
proclamations.
The City Seal cannot be used in conjunction with the Marketing logo.

The logo should appear in its original color palette for maximum visibility and impact. For dark backgrounds, use the inverted logo.
Dark Blue: This is the dominant color in the logo, used for the text and the diamond shape in the center.
Bright Yellow: This color is used for the outer ring of the logo.

to ensure even spacing between letters,
enhancing readability and overall

should be slightly tighter than the default
Times New Roman Bold kerning to give a
more compact and impactful appearance.

Case: All Uppercase
Kerning: Custom adjustment required.
Legibility: Both fonts were chosen for
their legibility at the size they are used in
the seal.
Consistency: Maintain consistent kerning
across all applications of the seal. T
Color: The text color is white to contrast
against the deep navy blue ring of the
seal’s background for maximum visibility.
The strong contrast between text and the
background must be maintained against
all versions of the seal such as one color,
black and white, and reveresed.

BRAND GUIDELINES
CITY OF CARSON MARKETING LOGO
701 E. Carson Street
Carson, CA 90745
The City of Carson marketing logo is
stylized stacked text with a diamond as
the “O” of Carson. The jewel, rendered in a
is composed of geometric shapes. To the
right of the jewel is “INC. 1968” denoting
the year of Carson’s incorporation as a city.
A rectangular line separates CARSON from
“CALIFORNIA” that is written in a smaller
font which clearly identifies Carson’s
location within the state of California.
Meaning of the Central Jewel:
The jewel is more than just a
decorative element. It’s a key symbol
representing Carson’s heritage, its
unique position in the South Bay
Area, and its aspirations for the future.
Heritage: The jewel is a nod to the city’s
original seal and city’s origins. It’s a
continuation of the vision and legacy
established by Gilbert Smith and the
city’s founders. Gilbert Smith’s vision for
Carson was one of progress, community
development, educational opportunity,
prosperity and advancement.
Unique Position in the South Bay Area:
Carson’s location in the South Bay Area
of Los Angeles County is significant. It’s
a diverse community with a rich history
and a strategic position for commerce
and transportation. The jewel, with its
multi-faceted design, can be interpreted
as representing the various aspects of
Carson’s identity and its role within the
larger region.
Rich History: While the jewel represents
the future, it also connects to the city’s
rich history. Carson has a long and storied
past, dating back to the Tongva people
who originally inhabited the area before
Spanish colonization. The jewel can be
seen as a symbol of the enduring value
and importance of Carson’s history and its
connection to the past.
The logo should be scaled
proportionally. The minimum size
for print applications is 1 inch in
diameter. For digital applications,
the minimum size is 100 pixels in
diameter.
Main Text:
“CARSON, INC. 1968, CALIFORNIA”
Font: Bank Gothic
Case: All Uppercase
Variations: The logo uses a bold, sans-
serif version of Bank Gothic
Sizes: The word “CARSON” is placed
as the largest, “CALIFORNIA” is slightly
smaller, and “INC. 1968” is the smallest.
The hierarchy should be maintained.
Colors: The text is a dark blue, while
“INC. 1968” is placed above a bright
yellow line. These colors should be
consistent. This style guide captures the
basic typographic elements of the logo.
Additional considerations for a complete
style guide might include:
Alternative Fonts: If Bank Gothic is
unavailable, the following sans-serif
alternatives may be used:
Spacing: the logo utilizes tight letter-
spacing within each word and moderate
vertical spacing to create a structured
and cohesive design.
Usage Restrictions: The logo should only
be modified by the Public Information
Office with the approval of the City
Manager’s Office to create variations for
department names.
The marketing logo should be used on
the uniforms on any public-facing staff.

SUMMARY
The City Council is being requested to approve Ordinance No. 25-2509 which will amend the City’s existing regulations to revoke or deny businesses licenses for businesses under criminal investigation.
II. RECOMMENDATION
TAKE the following action:
1. WAIVE further reading and introduce for first reading Ordinance No. 25-2509 III. ALTERNATIVES
TAKE another action the City Council deems appropriate, consistent with the requirements of the law.
IV. BACKGROUND
In the past law enforcement agencies have asked the City to revoke or suspend the Business License on businesses being investigated for illegal criminal activity conducted by the owner and/or employees. The City’s business licensing regulations set forth in Section 6300 et seq. of the Carson Municipal Code provide the City with certain authority. Under the current code, businesses under criminal investigation by law enforcement agencies are allowed to operate by the City regardless of investigation, as long as they meet their compliance requirements with the City. However, the businesses continue to operate and possibly conduct illegal activities from the business. The City Council is being asked to approve an ordinance that will give the City authority expressly to revoke or deny business licenses for those businesses under criminal investigation.
V. FISCAL IMPACT
There is no fiscal impact associated with the adoption of this Ordinance.

CITY OF CARSON 701 East Carson Street
Report to Honorable Mayor and City Council
Tuesday, May 6, 2025, 5:00 PM
ORDINANCE SECOND READING 50. To: Honorable Mayor and City Council From: Sunny Soltani, City Attorney, Aleshire & Wynder, LLP CAO Administration Subject: SECOND READING AND ADOPTION OF ORDINANCE NO. 25-2508 AMENDING SECTION 2301OF ARTICLE II OF THE CARSON MUNICIPAL CODE REGARDING THE DETERMINATION OF COUNCILMEMBERS' TOTAL WAGES/COMPENSATION AND TOTAL RETIREMENT AND HEALTH CONTRIBUTIONS(CITY COUNCIL) I. SUMMARY
The City Council adopted Ordinance 22-2206 on April 19, 2022, to amend Carson Municipal Code Section 2301 to implement a 5% salary adjustment of $3,875 from the then annual salary of $77,500 to $81,375 annually (effective January 1, 2023). Ordinance 25-2508 would amend Carson Municipal Code Section 2301 to implement an increase based on Government Code Section 36516/Senate Bill 329, which allows for the greater of either 5% adjustment for each calendar year from the operative date of the last adjustment of the salary in effect when the ordinance or amendment is enacted, or an amount equal to inflation since January 1, 2024, based upon the California Consumer Price Index, which shall not exceed 10% for each calendar year. The increase in Ordinance 25-2508 would be in the amount of 10% (5% for 2024 and 5% for 2025), to an annual salary of $89,512.51 for Council Members and $98,463.85 for the Mayor.
II. RECOMMENDATION
TAKE the following actions:
1. CONDUCT a Second reading by title only and with full reading waived, and
2. ADOPT Ordinance No. 25-2508, “AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CARSON, CALIFORNIA, AMENDING SECTION 2301 (COUNCIL MEMBERS SALARIES) OF ARTICLE II (ADMINISTRATION)
OF THE CARSON MUNICIPAL CODE REGARDING THE DETERMINATION OF COUNCIL MEMBERS' TOTAL WAGES/COMPENSATION AND TOTAL RETIREMENT AND HEALTH CONTRIBUTIONS”.
III. ALTERNATIVES
TAKE another action the City Council deems appropriate, consistent with the requirements of the law.
IV. BACKGROUND
Article 1, section 5 of the Constitution of the State of California grants charter cities plenary authority over the compensation of its municipal officers. Section 304 of the City Charter and Carson Municipal Code Section 2301 set the City Council member compensation at the “Low Income Limits” for a family of four (4), as set forth by the U.S. Department of Housing and Urban Development for the Los Angeles County area for the year 2018, which at the time amounted to $77,500 per year. Since the adoption of the City Charter in 2018, the City Council and the Mayor have had one salary adjustment pursuant to Ordinance 22-2206, when the salary was adjusted to $81,375 for Council Members and $89,512.51 for the Mayor, effective January 1, 2023.
According to Section 304 of the City Charter and Carson Municipal Code Section 2301, any future adjustments must be in accordance with Government Code Section 36516. Government Code Section 36516, as amended by Senate Bill 329, provides for the salary of council members to be increased by “the greater of either 5% for each calendar year from the operative date of the last adjustment of the salary in effect when the ordinance or amendment is enacted, or an amount equal to inflation since January 1, 2024, based upon the California Consumer Price Index, which shall not exceed 10% for each calendar year.” In addition, with respect to Mayoral Salary, Section 2301.1(A) of the Carson Municipal Code (Mayoral Salary) states:
A. In addition to the total wages/compensation afforded to City Council members in Section 2301 above, the Mayor shall, for the performance of mayoral duties, receive an additional amount equal to ten (10) percent of Council member total wage/compensation. Total wages/compensation exclude total retirement and health contributions.
In accordance with the requirements of Section 304 of the City’s Charter, Section 2301 of the Carson Municipal, and Government Code Section 36516, the City Council was eligible for annual salary increases of 5% beginning in January 2024 (for first calendar year following January 1, 2023 salary adjustment) and in January 2025 (for second calendar year following January 1, 2023 salary adjustment). However, the City Council to date has chosen to not enact these increases. The proposed ordinance, if adopted by the City Council, would enact a 10% salary adjustment to $89,512.51 for Council Members and $98,463.85 for the Mayor.
Because the City of Carson is a charter city, it is not subject to the timing requirements under Government Code Section 36516.5 that delay any compensation adjustment, and the proposed ordinance becomes effective 30 days upon adoption after second reading. The base salary increases will be effective upon the effective date of the proposed ordinance.
As a standard practice, the first City Council meeting of December of each year, staff will bring forward on item for consideration a proposal for Mayor and Council Member compensation increases consistent with the provision of the existing and proposed ordinances. If approved, any changes would take effect at the start of the calendar year.
During its April 15, 2025 meeting, the City Council conducted a first reading of the proposed ordinance and directed staff to bring forward adjustments to certain retirement and life insurance benefits of the Mayor and City Council Members. It should be noted that the ordinance states:
"The Council may, by resolution, establish in detail the total wages/compensation and any non- wage/compensation benefits including, but not limited to, retirement and health contributions." As such, the Mayor and Council's request is being presented by resolution in a separate item, also on this agenda.
V. FISCAL IMPACT
Approval of the proposed ordinance would have no fiscal impact as the suggested salary increase was included in the adopted Fiscal Year 2024-2025 operating budget. If approved, subsequent fiscal years will also include the one-time 10% increase in salaries for council members and will be reflected in the City Council budget account(s) accordingly. It should be noted that the Mayor and Council are eligible for retroactive salary payments back to January 1, 2025 only, consistent with election and council seat cycles. As such, the retroactive payment for the Mayor would be $3,729.73 (January 1, 2025 - May 31, 2025), and for the council members would be $3,390.63 per member (January 1, 2025 - May 31, 2025) or $13,562.52; for a grand total of $17,292.25.

WHEREAS, Article 1, section 5 of the Constitution of the State of California grants charter cities plenary authority over the compensation of its municipal officers; and WHEREAS, Section 304 of the City Charter and Carson Municipal Code Section 2301 address Councilmanic total wages/compensation by providing that all members of the City Council shall receive a salary set at the “Low Income Limits” for a family of four (4) as set forth by the U.S. Department of Housing and Urban Development for the Los Angeles County area for the year 2018; and
WHEREAS, Section 304 of the City Charter and Carson Municipal Code Section 2301 further provide that future adjustments to the salaries of City Council members shall be in accordance with, and limited by, Government Code Section 36516; and WHEREAS, pursuant to Ordinance 22 -2206, the City Council received a five percent (5%) annual salary adjustment effective January 1, 2023 to $81,375; and WHEREAS, Government Code section 36516, amended by Senate Bill 329 (“SB 329”) which was signed into law on June 29, 2023, allows for the salary of council members to be increased by “the greater of either 5% for each calendar year from the operative date of the last adjustment of the salary in effect when the ordinance or amendment is enacted, or an amount equal to inflation since January 1, 2024, based upon the California Consumer Pr ice Index, which shall not exceed 10% for each calendar year[;]” and

Cal. Atty. Gen. 11 (1974).

SECTION 1. The forgoing recitals are true and correct and are incorporated herein by this reference.
01007.0004/1054893.1
SECTION 2. The City Council makes the following findings demonstrating the need for increased compensation consistent with Government Code Section 36516(g)(2) : i) the base pay increase allows councilmanic salaries to keep up with the pace of inflation and rising consumer prices in recent years; and ii) the base pay increase, consistent with the stated purpose of SB 329, helps ensure city council diversity “because the increased compensation can help individuals from across different income levels receive sufficient income from their services to help ensure that they can continue to serve the public and support their families.” SECTION 3. Section 2301 (Councilmanic Salaries) of Article II (Administration) of the Carson Municipal Code is hereby amended as follows (deletions shown in strikethrough, additions shown in bold italics):
“2301 Councilmanic Salaries.
A. All members of the City Council shall receive as total wages/compensation for their services a monthly salary which shall be set at the “Low Income Limits” for a family of four (4) as set forth by the U.S. Department of Housing and Urban Development for the area including Los Angeles County for the year 2018, which amounts to $77,500 per year. ORDINANCE SECOND READING 51. To: Honorable Mayor and City Council From: Dr. Arlington Rodgers, Director of Public Works PW Operations Subject: SECOND READING AND ADOPTION OF ORDINANCE NO. 25-2505 REPEALING ANDREPLACING SECTION 4105 (ILLEGAL DUMPING) OF THE CARSON MUNICIPAL CODE AND APPROVE THEADMINISTRATIVE CITATION FINES TO BE ASSESSED FOR VIOLATIONS OF THE CITY’S ILLEGAL DUMPINGORDINANCE (CITY COUNCIL) I. SUMMARY
On March 4, 2025, under Item No. 27 of the City Council Agenda, the City Council voted 5-0 to introduce Ordinance No. 25-2505. This item transmits a request for the City Council to conduct a Second Reading and adopt Ordinance No. 25-2505.
II. RECOMMENDATION
TAKE the following actions:
1. CONDUCT a Second Reading, by title only and with full reading waived, and
2. ADOPT Ordinance No. 25-2505, "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CARSON,CALIFORNIA, REPEALING AND REPLACING SECTION 4105 (ILLEGAL DUMPING) OF THE CARSONMUNICIPAL CODE”, and
3. APPROVE the administrative citation fines to be assessed for violations of the city’s illegal dumpingordinance III. ALTERNATIVES
TAKE any action the City Council deems appropriate that is consistent with the requirements of law.
IV. BACKGROUND
At the March 4, 2025 regular meeting of the City Council, the City of Carson introduced Ordinance No. 25-2505, repealing and replacing Section 4105 (Illegal Dumping) of the Carson Municipal Code and approve the Administrative Citation Fines to be assessed for violations of the City's Illegal Dumping Ordinance. The City Council 5-0 to introduce Ordinance No. 25-2505 for first reading.
The City of Carson has observed nuisances created throughout the City by persons who illegally dump solid waste, bulky furniture items, appliances, tires and potentially hazardous materials. The illegal dumping activities pose a danger to public health and safety, decrease property values, lower the quality of life and contribute to urban blight.
Despite proactive methods to curtail the illegal dumping, the problem persists. To minimize the illegal dumping, provisions of Section 4105 of the Carson Municipal Code (CMC) should be updated to provide additional requirements and enforcement options for the City; thereby bringing Section 4105 in line with the State of California statutes, concerning illegal dumping. (Exhibit 1)
Under the current code, the administrative fines assessed by means of administrative citations issued for violations are in the amounts of $100 for a first violation, $200 for a second violation of the same ordinance within one year from the date of the first violation, and $500 for each additional violation of the same ordinance within one year from the date of the first violation.
The remedies and penalties for illegal dumping are currently inadequate to discourage acts of illegal dumping. As the City continues to proactively combat illegal dumping through an enhancement of the administrative and civil penalties, amending the current code to increase the administrative fine amounts for violations of the Illegal Dumping Ordinance, will be as follows:
1. (1) $1,000 for a first violation; (2) $1,500 for a second violation within one year from the date of the first violation; and (3) $3,000 for each additional violation within one year from the date of the first violation. Each day that waste placed, deposited, or dumped in violation of the Illegal Dumping Ordinance remains is a separate violation.”
2. “A violation of the City’s Illegal Dumping Ordinance whereby “commercial quantities” are illegally dumped, shall be assessed an administrative fine as follows: $3,000 for a first violation, $6,000 for a second violation within one year from the date of the first violation, and $10,000 for each additional violation within one year from the date of the first violation. The administrative fines shall be mandatory.” V. FISCAL IMPACT
There is no anticipated expenditure impact resulting from adopting this ordinance. However, there is anticipatedrevenue, contingent upon enforcement and issuance of administrative citations for violations.
