EXHIBIT “A” – SCOPE OF WORK
Task 1 - Field Survey and Base Sheets
WEBB will perform field survey necessary for the design of the project. Survey scope includes driveways, sidewalks, ADA ramps, cross gutters, utilities, power poles, overhead lines, striping, signs, manholes and vaults, electrical cabinets and markings.
Field survey information will also include the ground surface, all features within and around the project area, and existing roadway profile and pavement limits. Field survey to include roadway cross section surveys at every 25’. WEBB will perform detailed surveying work including the tie-out of any and all existing survey centerlines and property corner monuments that could be disturbed or affected by the proposed work. Limits of survey include 300’ north and south of the intersection and 150’ east and west of the intersection.
WEBB will obtain available City records such as survey ties, benchmarks, street plans, tract and parcel maps which the City knowingly has in its possession. WEBB will prepare base sheets showing existing improvements, property lines with all right-of-way depicted.
Deliverable: Base sheet with field topo will be used for Street Plan preparations and will be included as part of the 60% project submittal to the City.
Task 2 - Utility Research and Coordination
WEBB will conduct existing utility research for all utilities within the project limits to identify, locate, and accurately layout all underground improvements. WEBB will identify all utilities that could potentially conflict with the planned project and determine special requirements for facilities including protection, relocation, and adjust to grade as needed. WEBB will coordinate with the utility companies to schedule the adjustment of the utilities prior to the start of construction.
WEBB will determine which utility is to receive notification, address the utility notification letters, and provide the City with a copy of the letters. The City will print the letters on City letterhead and provide them to WEBB. WEBB will mail these letters to respective utility. WEBB will prepare letters comprised of first utility notice letter (Preliminary Project Notice) with response form, second utility notice letter (Prepare to Relocate) with response form, and third utility notice letter (Notice to Relocate). WEBB will call the utility companies, as necessary, until a written response form is received from each potentially conflicting utility.
Deliverable: Utility information will be used for Street Plan preparations and will be included as part of the 60% project submittal to the City.
Task 3 – Utility Potholing
WEBB will prepare a potholing exhibit to pothole for up to eight (8) locations at the intersection of Landau Boulevard and McCallum Way.
Potholes shall be slot trench or cross trench style up to 6’ deep, 6’ long, and 6” wide to find potential utilities in the vicinity of proposed pole locations. This method of potholing is meant to uncover shallow dry utilities that are usually not constructed per an engineered plan. Larger and deeper utilities, such as sewer and storm drains, are more accurately constructed per plan and are

Existing surface improvements, driveway approaches, curb & gutter, sewer manhole, water valve and gas valve lids, electrical vaults, air vac, cross gutters, pedestrian ramps, curb returns, and other details that could be affected by the new construction will be shown in a half tone or dashed background format to distinguish them from the new improvements proposed for the project. New improvements including: Sidewalks, ADA Ramps, Concrete Pavement, all facility or structure adjustments to be performed by the contractor (including water valves, gas valves, sewer manholes, telephone manholes, electrical manholes, etc.), all relocations, all reconstructions or modifications shall be shown in full tone or highlighted with appropriate construction note, detail reference or standard plan reference identified. Also, curb ramps within the project limits shall be upgraded to comply with the latest ADA standards as needed. Construction notes should be arranged such that the first notes are 'protect in place' followed with 'removal' notes and ending with the actual work. Notes of like work should be grouped together.
A site review revealed that the pavement is failing in multiple locations in the project area. Per discussion with the City, the City’s on-call geotechnical consultant will provide coring data and street section information to WEBB for use in the street design. WEBB will review the data and determine the pavement rehabilitation or replacement needs. The center of the intersection and 100’ of the north and south approaches (beyond the BCR/ECR) will be included in the pavement rehabilitation or replacement. WEBB will prepare street improvement plans to include pavement work and ramp work.
b) Signing & Striping Plan
Signing and Striping plans to be designed at 1”=40’ scale. All signs and striping to be per latest version of CA-MUTCD and Caltrans standard plans unless otherwise noted. It is understood that the City prefers the older standard of 4” striping and only paint for marking materials. General call outs for the type of striping to be used as well as graphical placement of the striping with specific and critical radii will be shown.

Item No. 6.G
Meeting Date: February 23, 2022
From: Charles McClendon, City Manager
Title: Continuation of Teleconference Meetings
City Council
RECOMMENDATION:
To adopt a resolution authorizing the City Council and Comm issions to meet via teleconference pursuant to Assembly Bill (AB) 361.
BACKGROUND:
Throughout the pandemic, City Council and Commission meetings have been conducted pursuant to the Governor’s Executive Order N -29-20 and N -08-21 suspending certain provisi ons of the Brown Act and permitting the use of teleconferencing for members of the legislative body and the public. Those Executive Orders expired on September 30, 2021.
In their place the Governor signed AB 361, which went into effect on October 1, 2021 .
AB 361 amended the Brown Act to permit members of a legislative body to teleconference into a meeting during a state of emergency proclaimed by the Governor.
Teleconferencing by members of the body under AB 361 can be done without having to comply with t he requirement that the agenda list the location where members will be teleconferencing from, posting an agenda at that location, and allowing members of the public to attend the meeting from the teleconference location.
To teleconference under AB 361, the City Council must make findings that either:
a) State or local officials are imposing or recommending measures to promote social distancing, or
b) “As a result of the emergency, meeting in person would present imminent risks to the health or safety of attendees.”
Pursuant to AB 361, the City Council must reconsider the circumstances every 30 days and make new findings to support the need to continue to teleconference under AB 361.
On October 13, 2021 , the City Council adopted Resolution 2021 -30 and has subsequently adopted a Resolution every 30 days , pursuant to AB 361, all which included a finding that there was an imminent risk to the health and safety of those

attending Council and Commission meetings to support teleconferencing under AB 361.
In all Resolutions, the findings were based on the high case rates and test positivity rates in Riverside County.
DISCUSSION:
Staff has prepared a Resolution for the Council to consider, which includes a finding that there is an imminent risk to the health an d safety of those attending Council and Commission meetings based on the high case rates and test positivity rates in Riverside County, should they wish to continue to teleconference under AB 361.
Meetings held via teleconferencing under AB 361 must comp ly with certain requirements.
1. Public Must be able to Directly Address The Body in Real Time . The public must have the opportunity to address the Council or Commission directly and in real time. In other words, the City cannot require public comments to be submitted in advance of the meeting or via email or other written medium.
2. Notice Language on Agenda. The agenda must include notice of the means by which members of the public may access the meeting and provide public comment. This must include a ca ll-in or internet -based option. The agency is not required to allow the public to attend in person, but may choose to do so. The agency can use an internet-based service option that requires users to register.
3. Disruption in Phone or Internet Service. If there is a disruption in the meeting broadcast, or a disruption within the agency's control that prevents call -in or internet-based public comment, the meeting must be stopped (recessed or adjourned) until the issue is resolved.
4. Time for Public Comment . A "reasonable time" for each speaker to make a public comment before the body moves on to the next item on the agenda. The period to register to speak on an item must be kept open during the public comments period for each item.
FISCAL IMPACT:
As the City is already utilizing teleconferencing for its Council and Commission meetings, no additional cost is anticipated.
