City of Cathedral City Staff,
I’d like to apply for an open seat on the Planning Commission.

I have previously served on the Planning Commission for ten years. I had to step down prior to completing my last term, when I was appointed to the newly formed, Historic Preservation Committee.

I still serve on the Historic Preservation Committee, and have served since the committee opened it’s first meeting in January of 2020, at which time I was the very first Committee Chair. I was also on the HPC Task Force prior to that when the committee was first being formed. I was tasked with drafting the City’s first HPC Municipal Ordinance.

I’m also currently serving on the Architectural Review Committee, and have served since 2007 when I first appointed to the committee.

I’m also currently serving as the Committee Chair on the City Development Code Update Steering Committee.

In addition, I’ve been a resident of Cathedral City since 1985, and I’m an Architect, licensed in the State of California since 2006. Architect License No. C30894.

Having served our City for nearly twenty years, I have a hands-on connection with much of our City’s history, progress, and connections with the people involved. I’ve seen what’s worked, and what’s failed, which gives me greater insight into making better decisions moving forward. My professional career in Cathedral City goes back to when City Hall was located on Perez Road.

Having said all that, I believe myself to be the most qualified candidate in this city, for this position. I sincerely thank you for your consideration.

Thank You,

John Anthony Rivera, Architect

believe that my professional and educational background provides me with the tools necessary to make decisions that reflect the needs and priorities of Cathedral City residents.

Further, I have attended local Planning Commission hearings remotely and followed current issues, including various development applications, zoning verifications, and the important Zoning Code update. I believe the impacts of the City’s development code update will resonate for years to come and shape many aspects of housing development and overall design. I understand that many housing development decisions will be delegated to staff; however, the development code can lay a strong foundation for them.

In sum, I would welcome the opportunity to serve on the Cathedral City Planning Commission, contributing my personal experience, knowledge, and background to thoughtfully guide the City’s development. Thank you for your consideration of my application, and I look forward to the opportunity to serve on the Planning Commission for a City that’s been dear to me for a very long time.

15 Letter of Interest for Planning Commission Vacancy from Rich Malacoff I would like to be reappointed as a Planning Commissioner from District 2, from Council Member Nancy Ross.

For the past three years I have been on the Commission and was a Vice-Chair and Chair of the Commission which was an honor to do and gave me experience at chairing a Commission Meeting. I showed leadership by providing detailed analysis on projects and recommendations on how to make projects better to raise the bar in Cathedral City. It has been one of the great honors of my life in providing this service to the community My educational experience includes the following: Bachelot’s Degree in Geography rom Florida State University and a Master’s Degree in City Planning from Hunter College of the City University of New York. In addition, I have passed the exam from the American Institute of City Planners (AICP) which makes me a Certified Planner from the American Planning Association.

My work experience includes the following positions:
• Community Assistant with the City of New York. Work included processing Loft Conversion Applications per the City’s Zoning Ordinance. • Associate Planner with the City of Redlands. Work included staffing the Preliminary Review Committee, Environment Review Committee, and Historic Preservation Committee and processing applications before these groups. In addition, I processed Development Projects for consistency with Local and State Laws and made the appropriate presentations at Planning Commission and City Council.
• Senior Planner at the City of Cathedral City. Work included processing development applications and presenting them to the Planning Commission and City Council for approval. I also wrote Amendments to the Zoning Ordinance and Specific Plans to solve development issues and to streamline the development process. Lastly, my favorite thing was assisting people at the counter and helping them solve development issues with the City and find success with their homes and businesses.
• Senior Planner/Acting Director City of Desert Hot Springs. Work included processing development applications and presenting to Planning Commission and City Council. Lastly, I identified development issues and wrote Ordinances to solve development issues. Like Redlands, my favorite activity was assisting people at the Counter and helping them find success with their homes and businesses.

I would be honored for the City Council to reappoint me to the Planning Commission so I can continue to provide service to the Community and ensure that we get quality development. If reappointed, I look forward to providing more service to the Community. 16 CITY OF CATHEDRAL CITY

17 Subject: Letter of Intent – Planning Commission Appointment Dear Mayor Gregory and Members of the City Council,
I am submitting my letter of intent for appointment to the Planning Commission. As a resident, registered voter, and active participant in local government, I take seriously the responsibility of land use decisions and their long- term impact on our community.

My professional and civic background has given me extensive experience in land use, governance, and regulatory review. I have served in roles involving tribal governance, planning-related decision-making, and public policy, including work with the Agua Caliente Band of Cahuilla Indians and the Indian Planning Commission. In these roles, I have reviewed development proposals, evaluated land use compatibility, and worked within regulatory frameworks experience that directly aligns with the duties of this Commission.

I understand that the role of a Planning Commissioner is not to simply approve projects, but to critically evaluate whether proposals are consistent with the City’s Development Code, General Plan, and long-term vision.

That responsibility is especially important as Cathedral City faces several key planning challenges:
• Cannabis zoning and land use compatibility: Cannabis businesses have become a meaningful part of the City’s economic base. Planning decisions must balance operational realities—such as odor control, location, and buffering—with the economic impact these businesses have on the City’s financial stability.

Zoning decisions should be thoughtful, consistent, and grounded in both land use principles and fiscal awareness.
• Housing pressure and state mandates: Like many California cities, Cathedral City is navigating increasing pressure to meet state housing requirements. The Planning Commission plays a critical role in ensuring that new housing developments align with infrastructure capacity, neighborhood compatibility, and long-term planning goals—not just minimum compliance. • Growth vs. infrastructure and quality of life: As development continues, it is essential to evaluate impacts on traffic, public safety, water resources, and city services. Smart growth requires asking whether the City is prepared to support new development—not just approving it. • General Plan and zoning consistency: Ongoing updates to the General Plan and Housing Element must remain consistent with actual development patterns and community priorities. The Commission’s role in reviewing amendments is key to maintaining that alignment and ensuring the City is not making reactive decisions without long-term strategy.

I bring a detail-oriented and accountability-focused approach to these issues. I am comfortable reviewing staff reports, identifying gaps, and ensuring that decisions are supported by clear findings and consistent application of the Code. I am also not afraid to ask necessary questions to ensure that projects are being evaluated on their true merits. My broader public service includes experience in budget oversight, regulatory compliance, intergovernmental coordination, and community engagement. These roles have strengthened my ability to evaluate complex issues, communicate clearly, and make decisions grounded in both policy and real-world impact.

If appointed, I will bring a proactive, informed, and independent perspective to the Planning Commission focused on transparency, consistency, and responsible growth that benefits the entire Cathedral City community.

Thank you for your consideration. I would be honored to serve.

Respectfully,
Sunshine Herrera
