Planning Commission Resolution
Development Map Amendment 2026- 2
390
WHEREAS, a public hearing to consider Development Map Amendment 2026-2 was set and held before the Cerritos Planning Commission on August 5, 2026, at 7:00 p.rn., and notice of the hearing was duly given and appropriate testimony and comments have been made as part of the record; and NOW THEREFORE, THE PLANNING COMMISSION of the City of Cerritos does find, determine and declare:

SECTION 1. The Planning Commission hereby specifically finds that all of the facts set forth in the recitals above of this Resolution are true and correct and incorporated herein.

SECTION 2. Based on substantial evidence presented to the Planning Commission during the public hearing regarding Development Map Amendment 2026-2, the Planning Commission makes the following findings:

A. DMA 2026-2 is consistent with the goals and policies of the Cerritos General Plan pertaining to land use. Policy LU-3.6, Goal LU-4, Policy LU-6.1, and LU-9.4 of the General Plan call for the City to ensure that adjacent land uses are compatible, encourage compatible land uses to locate in appropriate areas of the City, to assure that the type and intensity of land use shall be consistent with that of the immediate neighborhood. The proposed amendment changes the zoning designation of the subject property to Industrial/Commercial (MC), thereby facilitating a transition to a compatible automotive-related use consistent with surrounding industrial/commercial development. The type and intensity of use will remain consistent with surrounding industrial/commercial and open space areas, and no adverse land use impacts are anticipated. Furthermore, DMA 2026-2 is consistent with the goals of the City's Economic Development Strategic Plan, to leverage the existing strength in auto sales by taking full advantage of market opportunities. As such, in order to improve the competitiveness of the Cerritos Auto Square operations at the Lexus of Cerritos dealership, DMA 2026-2 will allow for operational expansion in support of the auto square.

B. DMA 2026-2 will be in the public interest by reason of a balanced consideration of public necessity, convenience, health, safety, efficiency, economy, amenity, general welfare and sound planning and development practice. The proposed amendment will include changes to the zoning designation of the subject property, facilitating a transition to a compatible automotive-related use consistent with surrounding industrial/commercial development.

C. DMA 2026-2 provides for a reasonable use of properties. The amendment seeks to change the zoning designation of the subject property to conditionally permit automobile repair uses. By allowing automobile repair uses to be permitted at the subject property under the Industria/Commercial zone, the City can further promote the expansion of the Cerritos Auto Square, while allowing for uses that support existing Cerritos Auto Square operations, while promoting uses that are viable to the property and compatible with adjacent land uses.

D. Pursuant to Section 15061(b)(3) of the California Environmental Quality Act (CEQA), this project is exempt from CEQA review , under a common sense exemption for projects where it can be seen with certainty that there is no possibility that the activity in question may have a significant effective on the environment. The subject property is a vacant lot where an industrial building has been previously approved, 391
and the proposed change of zoning designation and use are administrative procedures to allow for a newly proposed use within a previously entitled building.

Furthermore, the proposed project (i) by virtue of its location, will not impact a sensitive environmental resource of hazardous or critical concern; (ii) will not have a cumulative impact on the environment through successive projects of the same type, in the same place, over time; (iii) does not have any unusual circumstances that will have a significant effect on the environment; (iv) does not impact a scenic highway; (v) is not located on a hazardous waste site; and (vi) will not adversely impact a historical resource.

SECTION 3. Pursuant to the above findings, it is resolved that the Planning Commission recommends to the City Council that a resolution amending the Cerritos Development Map, under Development Map Amendment 2026-2, be adopted. A copy of this Resolution shall be transmitted to the Cerritos City Council.

PASSED, APPROVED and ADOPTED this 5th day of August 2026.

SECTION 1. All of the above recitals are incorporated herein. SECTION 2. The Cerritos Planning Commission makes the following findings:

1. The proposed conditional use permit conforms with the Cerritos General Plan. The subject property is proposed to be designated Industrial/Commercial (MC), which is intended to provide for a variety of industrial and compatible support commercial uses, and the proposed development consists of an auto reconditioning facility that will support commercial operations in the Cerritos Auto Square. Goal LU2 of the 2004 General Plan calls for a balance of land uses, and the proposed project meets this goal by maintaining consistency with the adopted land use plan, which was designed to maintain a balance between residential, commercial, and industrial land uses.

2. The proposed conditional use permit conforms with the applicable land use zone. Chapter 22.29 of the Cerritos Municipal Code. The proposed project meets the intensity and site development standards set forth in the Cerritos Municipal Code for this zone.

3. The site for the proposed use is adequate in size, shape, topography, accessibility and other physical characteristics to accommodate the proposed use and development in a manner compatible with existing and potential surrounding uses.

The subject use is proposed inside a previously approved industrial building and is sufficient in size to accommodate the said building. The proposed use is consistent with the stated character of the MC land use zone, as it is a professional service business.

6. The conditions of approval attached to this report are necessary to implement the intent and purpose of the Cerritos Municipal Code. Said conditions of approval clarify such areas as operation, maintenance, and the type and location of various site elements.

7. Pursuant to Section 15061(b)(3) of the California Environmental Quality Act (CEQA) Guidelines, the proposed project is exempt from CEQA review. Any potential adverse impact can be reduced to a level of insignificance through the standards of development included in the Development Code, the City's precise plan and design review process, other Municipal Code requirements, and the conditions of approval of Conditional Use Permit 2026-2.
