RE: 25 W. Polk Street - Waiver of Permit & Plan Check Fees; $3,500,000 Low Interest Loan Dear Marissa,
Let this letter serve as written request for the city’s consideration in granting assistance. The assistance in question meaningfully improves the possibility that the retail development project at 25 W. Polk Street aka Homestead Marketplace, will successfully proceed. Proposed assistance is as follows:
1. Waiver of Permit & Plan Check Fees
2. $3,500,000 Low Interest Loan Secured by Pledge of Equity Item 1 represents approximately $150,000 to $200,000 of direct economic improvement. Item 2 represents approximately $400,000 to $500,000 of direct economic improvement. Together, this assistance is crucial in catalyzing a development that is ultra-important to the city and surrounding communities.
Regarding Item 2, the term would be up to 24 months, with 1 x 12-month extension. The loan in question is projected to be paid off between 12 and 18 months, with the proposed term being a product of our conservatism.
We look forward to receiving confirmation on when our request will be added to a forthcoming City Council agenda. In event the attendance of one or both of us is desired, we will certainly make plans to attend.
Sincerely,
Frank Kozlowski & Dean Sparks
STAFF REPORT - CITY COUNCIL/SUCCESSOR AGENCY/PUBLIC FINANCE
AUTHORITY
Subject: Discussion and Direction regarding Commercial Vehicle Parking Meeting Date: Thursday, May 5, 2022
From: Marissa Trejo, City Manager
Prepared by: Marissa Trejo, City Manager
I. RECOMMENDATION:
There is no staff recommendation. This item was requested as a Future Agenda Item by Mayor Pro Tem Singleton.
II. BACKGROUND:
On April 16, 2018, as a Future Agenda Item request from Nathan Vosburg, Mayor at the time, Council voted for staff to bring back an Ordinance related to commercial vehicle parking in the City of Coalinga.
September 6, 2018, Council was provided with an agenda item to review, approve and waive Ordinance 817 related to commercial vehicle parking in the City of Coalinga. The item was tabled by Council.
January 3, 2019, Council reviewed, approved and waived Ordinance 817 related to commercial vehicle parking in the City of Coalinga. The Ordinance allowed Council to designate commercial vehicle parking by Resolution.
February 7, 2019, Council waived the second reading and adopted Ordinance 817 regarding commercial vehicle parking and did not approve Resolution 3888 designating commercial vehicle parking along the South shoulder of Pacific Street between Elm and Forest Avenues and the East should of Merced Avenue between Lucille and Jayne Avenue. That resulted in no designated commercial vehicle parking areas within Coalinga City limits. Council directed staff to bring back Resolution 3888 with the City-owned superfund site located at Pacific and Elm to be designated for commercial vehicle parking.
February 21, 2019, staff brought back Resolution 3888 recommending the South shoulder of Pacific Street between Elm and Forest Avenues and the East should of Merced Avenue between Lucille and Jayne Avenue as the superfund site was not feasible. Council tabled the item, again, resulting in no designated commercial truck parking area.
On April 7, 2022, this information was again provided to the City Council.
On April 22, 2022, Mayor Pro Tem Singleton requested a future agenda item to discuss possible parking locations for commercial vehicles. The item has now been placed on the May 5, 2022, City Councilagenda for discussion.
III. DISCUSSION:
To date, commercial vehicles are not permitted to park within Coalinga City limits.
This item has been placed on the agenda for Council to discuss possible parking locations and direct staff.
Staff's initial recommendation would be for a private entity to offer commercial vehicle parking.
Since there seems to be no interest with any businesses in creating commercial vehicle parking, staff's alternative recommendation is to designate commercial vehicle parking along the South shoulder of Pacific Street between Elm and Forest Avenues and the East should of Merced Avenue between Lucille and Jayne Avenue.
IV. ALTERNATIVES:
None. Seeking discussion and direction.
V. FISCAL IMPACT:
None at this time.

AUTHORITY
Subject: Discussion, Direction and PotentialAction Related to Commercial Cannabis Indoor Cultivation Taxes
Meeting Date: May 5, 2022
From: Marissa Trejo, City Manager
Prepared by: Sean Brewer, Assistant City Manager
I. RECOMMENDATION:
This was a future agenda item requested by Councilman Adkisson requesting an adjustment to the City's tax rates for indoor cultivation. Staff has prepared a resolution for Council should they wish to make the recommended changes requested of Councilman Adkisson.
II. BACKGROUND:
The City of Coalinga currently charges $7.00 per square foot of canopy for commercialcannabis indoor cultivation and $2.00 per square of canopy for an indoor nursery. Councilman Adkisson requested that this rate be adjusted so that it does not impact existing tax revenue but lowers the rate for scale.
III. DISCUSSION:
Councilman Adkisson is requesting that the City Councilapprove the following rate structure for indoor commercialcannabis operations:
Indoor Cultivation
$7.00 per s/f - Up to 20,000 s/f of canopy
$3.50 per s/f - Over 20,000 s/f of canopy
Nursery
$2.00 per s/f - Up to 10,000 s/f of canopy
$1.00 per s/f - Over 10,000 s/f of canopy
IV. ALTERNATIVES:
Councilcan take no action;
Councilcan direct staff to amend the attached resolution accordingly; or Council may adopt resolution No.4085
V. FISCAL IMPACT:
With the adoption of Resolution No. 4085 there would be no direct decrease in collected tax revenue since all of the current cultivation operations operate under the 20,000 square foot threshold at the moment.
