Summary for Audit
This audit of the City of Colton’s SSMP evaluates compliance with the Reissued Order (Order 2022- 0103-DWQ) for the audit period of August 2, 2021, through August 2, 2024. The Order, adopted on December 6, 2022, introduced significant new requirements, including enhanced operational procedures and upgraded tracking and monitoring protocols designed to provide improved feedback on system performance compared to the previous Order.
The audit found that while many SSMP elements reflect a functional and effective program, two elements were rated as Non-Compliant due to missing or insufficiently implemented components. A table summarizing the identified deficiencies and recommended corrective actions is provided in the following section. Most corrective actions should be addressed prior to the SSMP update, which is scheduled for certification and upload to CIWQS by August 2, 2025.
Preliminary findings and recommendations were shared with sewer system operators, including Environmental Compliance staff and Collection System staff, to gather input on the audit findings.
Their feedback has been incorporated into the development of this final audit report.
The City is required to submit this audit report to the CIWQS Sanitary Sewer System Database no later than February 2, 2025. This audit serves as a critical step in identifying and addressing deficiencies, implementing recommendations, and ensuring that the City of Colton’s SSMP evolves into a robust and fully compliant tool for managing the sewer system, protecting public health and the environment, and adhering to regulatory requirements.
