Staff Report – Ambulance and Emergency Medical Service Vehicles May 19, 2026,

STATEMENT OF ISSUE
RFP #122123 was published for “Ambulance and Emergency Medical Service Vehicles” on November 2, 2023 and administered by Sourcewell through its Procurement Portal. Sourcewell is a State of Minnesota local government agency and service cooperative that created a competitive public solicitation and contract award process for the benefit of its 50,000+ participating entities across the United States and Canada.
Proposals were evaluated by an evaluation committee and were awarded points through a points system. After reviewing the submitted proposal evaluations and comment and review, staff recommends that the City work with REV Group, Inc. because they have an extensive sales team and dealer network that will support Sourcewell participating entities.
REV Group, Inc. and all subsidiary entities were included in the awarding contract.
Leader Emergency Vehicles (Leader) and Horton Ambulance (Horton) are two (2) of those subsidiary companies listed. Professional Sales and Service, LLC is an authorized dealer that represents Leader and Horton vehicles.
Based on all these factors, the Fire Department staff recommends that the City purchase four (4) Type I ambulances and one (1) paramedic squad from Professional Sales and Service, LLC.
City Council approval is needed because this expenditure exceeds $50,000.00.
FISCAL IMPACT
The cost for four (4) Type I ambulances is One Million Seven Hundred Twenty- One Thousand Thirty-One Dollars and Twenty Cents ($1,721,031.20), and the cost of one (1) paramedic squad is Three Hundred Thirteen Thousand Six Hundred Fifty-Two Dollars and Sixty-Three Cents ($313,652.63). The total amount of the purchase is Two Million Thirty-Four Thousand Six Hundred Eighty-Three Dollars and Eighty-Three Cents ($2,034,683.83).
Upon approval of this resolution, appropriation will be from fund balance as follows:
Increase in Expenditure Appropriation:
Account Number Description Amount
1001-690-000-4333 Automotive Equipment $2,034,683.83
Staff Report – Ambulance and Emergency Medical Service Vehicles May 19, 2026,
01478.0001 2157871.1
The funds for this expenditure will be available in the Fire Department’s Fiscal Year 2025-2026 Budget in Account No. 1001-690-000-4333.
RECOMMENDATION
Staff is recommending that the City Council adopt the attached resolution.

FROM: CITY MANAGER
SUBJECT: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF COMPTON
ESTABLISHING AN EXPEDITED PERMITTING PROCESS FOR
ELECTRIC VEHICLE (EV) CHARGING STATIONS; APPROVING AN EV CHARGING STATION PERMIT CHECKLIST; AND DETERMINING CEQA
EXEMPTION
SUMMARY
Staff recommends that the City Council adopt the attached Ordinance amending Chapter 15 of the Compton Municipal Code to establish an expedited, nondiscretionary permitting process for electric vehicle (EV) charging stations pursuant to Government Code Sections 65850.7 and 65850.71.
The proposed action also includes confirmation of the City’s Electric Vehicle Charging Station Permit Checklist, which establishes clear application requirements and review timelines. Adoption of the Ordinance and checklist will align the City’s permitting process with State law and support timely deployment of EV charging infrastructure. This action will support expanded access to EV charging for residents and businesses while improving permitting efficiency.
BACKGROUND
Assembly Bill (AB) 1236, codified in Government Code Section 65850.7, requires local jurisdictions to implement an expedited, streamlined, and nondiscretionary permitting process for EV charging stations.
AB 970, codified in Government Code Section 65850.71, builds upon AB 1236. AB 970 adds specific binding timelines to the review period based on the size of the project and clarifies parking requirements.
Under State law, key requirements include:
Applications that meet established requirements must be approved ministerially Review is limited to objective health and safety considerations Jurisdictions must adopt a checklist and allow electronic submittal The proposed Ordinance implements these requirements by adding Section 15-27 to the Municipal Code, establishing procedures for application completeness review, approval, denial, and appeals.
15.15.15. Staff Report – Establish Expedited Permitting Process for Electric Vehicle Charging Stations June 23, 2026, Page 2 of 3
The accompanying EV Charging Station Permit Checklist consolidates submission requirements across building, electrical, planning, and fire review, providing a consistent and transparent process for applicants and staff.
Key Features of the Process
Expedited Review: An application shall be deemed complete within five (5) business days after submission if the application is for at least 1 but not more than 25 charging stations at a single site, and shall be deemed complete within ten (10) business days after submission if the application is for more than 25 charging stations at a single site.
Ministerial Approval: Unless a specific, adverse impact to public health or safety is identified, projects are ministerially approved twenty (20) business days after the application is deemed complete if the application is for at least 1 but not more than 25 charging stations at a single site, and are ministerially approved forty (40) business days after the application is deemed complete if the application is for more than 25 electric vehicle charging stations at a single site. Electronic Submittal: Applications may be submitted and processed electronically Coordinated Review: Integrated review requirements across applicable City departments.
Environmental Review (CEQA)
The proposed Ordinance is exempt from the California Environmental Quality Act (CEQA) pursuant to 14 CCR Section 15061(b)(3) and Guidelines Sections 15307 and 15308, as it involves administrative regulatory actions that will not result in a direct or reasonably foreseeable physical environmental impact.
STATEMENT OF THE ISSUE
The City currently lacks a formally adopted ordinance and publicly posted checklist fully satisfying these requirements, creating potential inconsistency with State law. Failure to adopt these measures may expose the City to legal risk and delay deployment of EV infrastructure needed to support State and local mobility goals.
FISCAL IMPACT
There is no direct fiscal impact associated with adoption of the Ordinance. Permit processing costs will continue to be recovered through established fees.
RECOMMENDATION
Staff recommends that the City Council:
Staff Report – Establish Expedited Permitting Process for Electric Vehicle Charging Stations June 23, 2026, Page 3 of 3
1. Adopt the attached Ordinance adding Section 15-27 to the Compton Municipal Code establishing an expedited permitting process for EV charging stations; and
2. Approve and direct staff to maintain and publicly post the Electric Vehicle Charging Station Permit Checklist, with authority for the Building Official to update the checklist as needed.

TO: HONORABLE MAYOR AND CITY COUNCIL
FROM: TURMEL WOODS, GRANTS COMPLIANCE MANAGER
SUBJECT: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
COMPTON AUTHORIZING THE CITY MANAGER TO ENTER
INTO A PROFESSIONAL SERVICES AGREEMENT WITH AND
ESTABLISH A PURCHASE ORDER FOR HOMELESS
OUTREACH PROGRAM INTEGRATED CARE SYSTEM (HOPICS)
FOR SUPPORTIVE SERVICES USING HOME-AMERICAN
RESCUE PLAN (HOME-ARP) FUNDS IN THE AMOUNT OF
($600,000)
SUMMARY
Adoption of this resolution will authorize the City Manager to enter into a professional service agreement with and establish a purchase order in the amount of Six Hundred Thousand Dollars ($600,000) for Supportive Services for the qualifying population living in the City of Compton.
BACKGROUND
In 2021, the City of Compton received a Grant Agreement from the U.S.
Department of Housing and Urban Development (HUD) for HOME-ARP funds intended to address the needs of qualifying populations, including individuals and households experiencing homelessness or housing instability. HUD required the City to develop and submit an eligible proposal for approval by May 2023. Failure to do so would have resulted in the City forfeiting its HOME-ARP allocation. In response, the City undertook the required planning and compliance steps to preserve the funding and ensure alignment with HUD HOME-ARP regulations to address the needs of qualifying populations, including individuals and households experiencing homelessness or housing instability.
On October 30, 2025, the City released a Request for Proposals (RFP) for HOME-ARP Supportive Services. The proposal deadline was November 17. The RFP sought qualified nonprofit organizations to deliver supportive services consistent with HUD HOME-ARP regulations, including housing stabilization and related services. The five (5) firms were selected based on their responsiveness, qualifications, costs, work experience and professional expertise. The following five (5) proposal are as follow:
Firm Amount Service Proposed
Volunteers of America $870,446 Supportive Services
16.16. Staff Report – Authorizing Professional Service Agreement with HOPICS to Provide Supportive Services

New Beginnings $691,592 Supportive Services
Fair Housing Foundation $870,444.12 Supportive Services REACH Foundation $870,444 Supportive Services
HOPICS $600,000 Supportive Services
Proposals were reviewed by City evaluation panel using criteria outlined in the RFP, including:
Program design and service delivery approach
Organizational capacity and experience
Financial management and compliance readiness
Alignment with HOME-ARP eligible activities
SELECTION PROCESS
Pursuant to the Request for Proposals, it was requested that consultants respond with their qualifications, scope of service, etc., in one package and their fee in a sealed, separate cover. The proposal review committee reviewed the material in the Request for Proposal (RFP) submitted by the consultants and ranked the most qualified proposals.
The selection of the most qualified consultants for youth and family services was on the basis of demonstrated competence and professional qualifications.
Qualification Based Selection (“QBS”) is where selection is based on the most appropriate provider of professional services; fees are not an initial consideration nor a primary consideration for selection; however, staff will evaluate the price to ensure there is a comparability and consistency to the other proposals. The evaluation process used by the selection committee for ranking the proposal was based upon the completeness of the proposal, consultant’s demonstrated understanding of the scope of services, quality of similar work previously performed by the firm, personnel assigned, resources required to perform the required services, and the proposed schedule of work. Fees are not considered until after the selection of the most qualified firms.
The review committee determined the proposal submitted by HOPICS submitted a cost complete and responsive proposal and demonstrated the capacity to deliver eligible supportive services over a 24-month period.
