CITY COUNCIL AGENDA REPORT
TO: MAYOR GREENOUGH AND MEMBERS OF THE CITY COUNCIL
FROM: ERIC WIER, CITY MANAGER
BY: ROBIN PATCH, CITY CLERK / ADMINISTRATIVE ANALYST
DATE: JUNE 20, 2022
SUBJECT: INITIATIVE TO REPEAL MEASURE S
______________________________________________________________________

RECOMMENDATION
• Hear staff report
• Technical questions from Council
• Receive public comment
• Council discussion
• Approve and adopt Resolution No. 2022-48, A RESOLUTION OF THE CITY

COUNCIL OF THE CITY OF CRESCENT CITY CALLING FOR THE ADDITION OF AN INITIATIVE MEASURE TO THE NOVEMBER 8, 2022 MUNICIPAL

ELECTION BALLOT
• Direct staff to report back to the Council on the impact to essential City services of a successful repeal of Measure S

BACKGROUND
As a California "general law" city, Crescent City conducts municipal elections every two years for City Council vacancies, as well as any measures that are placed on the ballot by the City Council or through the initiative or referendum processes. For many decades election administration services for the City of Crescent City's municipal elections have been provided by the County of Del Norte through its County Clerk-Recorder / Registrar of Voters office. These services include everything from voter registration to signature verification to the actual management of the election process for general municipal elections and special municipal elections. The City pays the County a fee for these services, which varies each cycle depending on the specific nature of the election.

ANALYSIS
On April 27, 2022, the City Clerk received an initiative petition to repeal Measure S – the one percent local sales tax that funds essential City services. The initiative petition needed 49 signatures to qualify for the November ballot. (This number is equal to 5% of the voters that voted in the last gubernatorial election, which was held in 2018). The submitted signatures have been reviewed and sufficient signatures have been verified to

INITIATIVE TO REPEAL MEASURE S
JUNE 20, 2022
2 qualify the initiative measure. It is important to note that 49 petition signatures is equal to only 5% of the votes cast in favor of Measure S in 2020 (904 “yes” votes and 496 “no” votes, or 64.57% in favor of Measure S).

Regardless of the fact that the qualification of the petition does not itself indicate substantial support for the repeal of Measure S, it is still important for staff, the Council and the community to be prepared for the impact that a repeal of Measure S will have on essential City services (police, fire, roads, and pool). Thus, one of the recommended actions is to direct staff to report back to the Council on the fiscal and practical impacts of a repeal of Measure S.

City voters should be aware that when this measure appears on the November ballot, the question is whether to repeal Measure S. Therefore, a YES vote will repeal (end) Measure S, and a NO vote will keep Measure S in place.

FISCAL ANALYSIS
Municipal elections are budgeted under the City Clerk as a contract service. The cost of each election varies widely based on the number of measures and offices, among other things. The cost of adding this measure to the ballot will not be known until the County is able to calculate its costs, but the City will be required to pay for it. At this time, the County has estimated it will be approximately $12,000 to $15,000. When the costs are better identified, staff will bring a budget amendment back to the Council.

CITY COUNCIL AGENDA REPORT
TO: MAYOR GREENOUGH AND MEMBERS OF THE CITY COUNCIL
FROM: ERIC WIER, CITY MANAGER
DATE: JUNE 20, 2022
SUBJECT: SELECTION OF CITY DISTRICT REPRESENTATIVE FOR GSRMA

BOARD OF DIRECTORS

RECOMMENDATION
• Hear staff report
• Technical question from the Council
• Receive public comment
• Further Council discussion
• Select one City Council Member to serve on the GSRMA Board of Directors for 2022-2024.

BACKGROUND
In February of 2022, Golden State Risk Management Authority reached out to their City district members to invite them to nominate their districts to potentially represent the City district representative position on the GSRMA Board of Directors.

Members of the board provide governance and oversight to the Authority. In addition, they, and their district serve as both liaison and example of best practices to the member industry group that they represent. These are important roles that make it beneficial to the Authority to encourage the professional development of board members and their associates in their respective district.

In May of 2022, the City of Crescent City was selected to represent Cities on the GSRMA Board of Directors for the 2022-2024 term.

The length of the term for the GSRMA board position is two years and the term runs from July 1, 2020 through June 30, 2022. The board meetings are bi-monthly starting in July and held in the GSRMA board room in Willows, CA from 6-8 p.m. on the second Wednesday of each meeting month. Remote access by board members is available.

The Golden State Risk Management Board of Directors makes sure that at least one of the seven positions on the GSRMA board is dedicated to a representative from each of GSRMA’s member types, including: cities, counties, fire districts, cemetery districts and special districts. This insures each member type participation in the governance of the risk pool.

ITEM ANALYSIS
The City of Crescent City was recently selected by the GSRMA membership to fill a board position for the term 2022-2024. The Board of Directors for GSRMA reviews member services/loss prevention, claims, finance reports, proposed budgets and other administrative business.

Each board member will receive reimbursement for travel expenses (including lodging and meals if applicable). There is also some capability for remote participation if the board member is not able to attend a meeting in person.

To encourage such professional development, the Authority will provide funds to the district of each board representative to reimburse them for the out-of-pocket costs of professional development related to their roles described above.

Each board member position shall be provided an annual budget for their district’s professional development expense. These funds may be used to reimburse out-of-pocket costs associated with conference attendance, training, classes, etc. that are related to risk management or public agency best practices for their represented agency type.

The per-board-position amount budgeted will be decided each year as part of the annual budget process. Funds will not carry over to subsequent years and all expenses submitted must have been incurred and professional development completed in that budgeted year and while the district officially provided representation to the Authority Board. Requests for reimbursement must be received no later than July 31st of the following fiscal year.

The City of Crescent City, City Council needs to select a Council member to represent Cities on the GSRMA Board of Directors. Staff feels that this would be a wonderful opportunity for Council to represent our City amongst our peers of other small cities, counties and special districts.

FISCAL ANALYSIS
There will be no direct fiscal impact as a result of appointing a council member to serve on the GSRMA board.
