ANALYSIS
A Classification Plan is the foundation of any municipal personnel management system. Job descriptions become the basis for orientation, training, performance evaluation, and recruitment. The City’s current Classification Plan was designed to provide a strong and understandable rationale for assigning individuals to classifications based on the responsibilities they assume. However, due to years of vacancies the organizational structure has shifted.

Per the recommendation from the classification and compensation study, job classifications are being resubmitted for approval and changes to the Classification Plan are being added to increased efficiency in operational strategies, including title changes and new positions.

Creation of new Positions:
• Executive Assistant to the City Manager
• Assistant to the City Manager
• Housing Specialist 1
• Building Official
• Maintenance Worker- Electrician
Existing Position, Title Change:
• Purchasing & Grants Coordinator to Purchasing Coordinator • Planning Assistant to Assistant Planner
• Planning Associate to Associate Planner
• Supportive Services Coordinator to Housing Specialist 2 • Senior Parking Enforcement Officer to Community Preservation Manager • Administrative Services Director to Community Services Director • Recreation Program Coordinator to Recreation Coordinator • Assistant Recreation Program Coordinator to Assistant Recreation Coordinator Positions being abolished:
• City Treasurer
• Public Safety & Services Manager
• Parking Enforcement Officer

CONCLUSION
If the update to the City of Cudahy’s Classification Plan is not approved, City staff will need to eliminate the new positions from the upcoming city budget and city efficiencies that were

recommended per the updating of positions would not be implemented.
